becomes the 30th club to join with RISAA
At it's June 21 meeting, the RISAA
Board of Directors received a request to
affiliate from the Stripercoast Surfcasters
Club (SSC). Founded in 2008, the SSC
shares the same purpose as the rest of
the RISAA affiliate clubs such as "the
conservation of striped bass, protection
of forage fish, and coastal access
rights."
The was an easy "yes" vote for the RISAA Board.
The SSC President is Jacob Freeman. "I look forward to
working together with you for the betterment of our sport and
the fish we love to chase," he said.
"We are all thrilled to have attained affiliate club status with
RISAA," said Mark Pirani, MA Chapter President of SSC, "and
look forward to working with you on many issues facing
saltwater anglers in the future."
The SSC Delete to RISAA and who will become part of the
Legislative Committee is John Meadows of Whitinsville.
The Rhode Island Saltwater Anglers Association welcome

certainly not twice!
"Peter deserves those big fish," said RISAA President Steve
Medeiros. "Not because of the fishing hours he puts in, but
because he is being rewarded for all of the GOOD things that he
does that few people know about because he shuns publicity,
like his support for the Alzheimer's Foundation, the RISA
Foundation and the Kid's Fishing Day." (to page 12)

A Connecticut man is facing federal charges of trafficking
and falsifying records for illegally harvested Atlantic striped
bass.
An indictment filed on June 8 in U.S. District Court in Boston
says Daniel Birkbeck illegally harvested striped bass in Rhode
Island waters after the state commercial fishing season closed.
The indictment says the 46-year-old, a licensed commercial
fisherman in Rhode Island and Massachusetts, then transported
those fish to a fish dealer in Massachusetts for sale during the
2009 and 2010 commercial fishing seasons.
The Lacey Act makes it a crime for a person to knowingly
transport and sell fish in interstate commerce when the fish was
taken or possessed in violation of state law.
Birkbeck faces a maximum penalty of five years in prison.

HOUSE HEARING REPORT
ON STRIPER BILL
THE REC LICENSE MONEY
On June 22, George Allen and myself
attended and testified before the House
Judiciary Committee on the bill that would
increase fines for the illegal possession of
striped bass. When I was done testifying,
Rep. Doreen Costa said that she received
126 emails from anglers who supported the
bill, and that it was "the most emails she
has received on ANY bill in the past three
and a half months."
Two other Reps. also said they received
over 100 emails. The Committee voted to
recommend passage by a vote of 9 to 1. As
this goes to press, the bill was scheduled
to go for a full House vote within the week.
The Senate version also passed
committee and awaits a floor vote.
A NEW FILLET LAW?
On June 7, I chaired the RIMFC's Law
Enforcement Advisory Panel (AP). The AP
was called together to discuss the
possibilty of a fillet law for Rhode Island,
but only for cod.
This came about when Capt. Frank
Blount told the Fisheries Council that some
boats, especially out of state boats, in the
winter were taking large amounts of
undersize cod and those fish were filleted
on the water so no proof of their size would
be available if boarded and checked.
In the end, the AP voted to recommend
to the Fisheries Council that a fillet law for
cod only was supported and used New
Hampshire's simple law as suggested
language, namely a 14 inch minimum fillet
with at least 2 square inches of skin left on
each fillet to identify the type of fish.
The Council will address this at their
July meeting.

On June 14 I attended a meeting of the
RI Recreational Fishing Task Force, a name
suggested by DEM for the group.
The law that established the RI
recreational saltwater fishing license
specifies that DEM has to give an
accounting of the funds the license
program brings in. In an attempt to keep
us involved in the process, Bob Ballou,
Chief of the Division of Fish & Wildlife,
asked me to call together the members of
the group that worked to set up the license
back in 2009-2010. That group was
comprised of representives from various
fishing clubs, charter industry and bait
shops.
After receiving the report on the funds
received from the first year (2010), the
group recommended that none of the
money be spent and held in the restricted
account until after the 2011 season was
completed and substantial funds would be
available to show results to the public.
SALT PONDS NEWSLETTER
As a supporter of the Salt Ponds
Coalition, RISAA receives a copy of their
newsletter. It was such an excellent issue
that I passed it around to other board
members, and everyone enjoyed it.
The issue describes the background in
detail of Rhode Island's various
breachways and is worth the time to read
through it.

ASMFC TARGETS REBUILDING MENHADEN
“Nothing improves your aim like having a target.” - Aristotle
The Rhode Island Saltwater Anglers Association is a
coalition partner with the National Coalition For Marine
Conservation, and their Spring newsletter reported on the
acknowledgment by the Atlantic States Marine Fisheries
Commission (ASMFC) that the coastwide stock of menhaden
is low, something we have been saying for the past few years.
The interstate panel responsible for conserving Atlantic
menhaden, at once both the highest volume commercial fishery
and arguably the most valuable prey fish on the east coast, is
finally moving in the right direction. A year ago, the Atlantic
States Marine Fisheries Commission acknowledged that
menhaden abundance is too low, intensifying
competition between the fisheries and
numerous marine predators, a battle that
striped bass, osprey and other dependent
species are losing. This March, the 15-state
commission took another step toward an
ecosystems approach to managing menhaden
for the future, while initiating action to increase abundance in
the short term.
The ASMFC’s Menhaden Management Board voted to
initiate Addendum V to its Interstate Fishery Management Plan.
The purpose of the addendum is to improve stock productivity
and increase abundance from current levels, using a new
overfishing threshold of 15% MSP (maximum spawning
potential). The addendum will include a suite of management
measures to achieve a new target reference point. The board
failed to specify options for a new target, however, a range of
possible targets will be included in the addendum approved for
public comment in August.
Recognizing this is an interim action, the ASMFC tasked
scientists from the commission’s menhaden and multispecies
technical committees with continuing work on an ecosystems
approach, using a multispecies model that better accounts for
predation. The menhaden board also agreed on the need to
establish ecosystem management goals to assist in developing
ecological reference points – targets and limits set to explicitly
allocate menhaden between the fisheries and the ecosystem for longterm decision-making.
“This addendum has the potential to
provide a number of conservation benefits for
menhaden,” says Ken Hinman, president of
the National Coalition for Marine
Conservation. According to Hinman, these are:
the first Atlantic coast-wide catch limits; an end
to overfishing; a substantial increase in

abundance, which would increase available forage for menhaden
predators and improve chances for good recruitment under
favorable environmental conditions; and clear ecosystem goals
to guide future management.
TARGETS AND THRESHOLDS
Current menhaden management rules call for rebuilding the
population to the target level whenever the overfishing threshold
level is exceeded. Since the stock is currently well below the
proposed limit of 15% MSP – it’s estimated at only two-thirds
that level, according to the 2010 stock assessment - rebuilding
to the target population level will be required. It’s assumed that
a new target must be adopted to go along with a new threshold,
but what should it be?
“As we told the ASMFC at the March meeting, targets are
levels that we aim for and thresholds are levels we aim to avoid,”
says the NCMC’s Hinman. “The target needs to be set safely
above the threshold, allowing for factors that may affect our
accuracy, like scientific c and management uncertainties.”
The federal Magnuson-Stevens Fishery Conservation and
Management Act’s National Standard 1 Guidelines state that
the size of the buffer between the target and threshold should
reflect uncertainties to reduce the probability that overfishing
might occur.
Based on current reference points, the latest stock
assessment indicates that Atlantic menhaden is not
overfished, BUT is experiencing overfishing. Note in

The Lenfest Working Group on Annual Catch Limits
(September 2007) recommends that the buffer should be even
greater when “the consequences of overfishing as expressed by
vulnerability of the resource is higher.”

Kayakers versus the weather, the worms and the eels!
The Kayak Committee’s active season
began on April 2, when Ron Marafioti and
David Pollack were foolhardy enough to
brave the frigid waters of Worden Pond, in
South Kingstown, RI, in search for pike. It
was cold! And windy! And short lived. Ron
and I splashed about for a bit, and then
headed for shore. The lousy weather during
early May resulted in two more cancellations
and one rescheduling, and our season really
began on May 25 with an outing at Potter
Pond in South Kingstown, to fish for striped
bass feeding on cinder worms.

outriggers, sails, electric motors, foot
operated paddles, sophisticated sonar and
navigation systems, and just about
everything else that a well equipped salt
water kayak angler might dream of. We
launched beginning at 4 PM and returned at
various times, some anglers staying out until
well after dark. This was the first time that
most of the kayakers had been on Potter
Pond. The weather was perfect, the Pond
was beautiful, and it would have been a
wonderful evening even if we had simply been out
for a paddle.
The cinder worms cooperated. At first there
were few to be seen, but by 7 PM there were
swarms of worms in several areas of the pond. The
worms live in the mud, and we look for them in
areas of muddy bottom. They swim to the surface
with a wriggly motion, some in a straight line, some
in circles, and other following all sort of paths,
and they are easily visible, many being bright
red with a black head and many leaving
distinct wakes as they move through the water.
And the stripers key on the worms and often
rise like trout to a caddis hatch, swirling and
splashing as they catch the worms. Other bass,
especially the larger ones, will swim in a
straight line, porpoising as they open their
mouths to scoop up the worms.
But seeing fish feeding doesn’t necessarily
mean you can catch them. I read somewhere
that a fly fisherman’s idea of hell is to land a
fish on every cast, every day. If that’s the case,
I was in heaven! At times I was surrounded
by worms and actively feeding bass; I had
good casts right at actively feeding fish. I
changed flies many times. And ended up
hooking two fish and landing neither of them.
Most of the kayakers shared my
experience. Surrounded by rising fish and
unable to get them to eat. That’s part of the
mystique, and it’s why I keep returning for
that hatch. Every once in a while I figure it
out and land quite a few schoolies and keepers
as well. Several of our committee members
did do well, and there were at least two fish
in the 32 to 34" range boated. And every one
of us is looking forward to repeating this
wonderful outing next year.

The Cinder Worm Emergence
The cinder worms are aquatic worms that
live in the mud and emerge to spawn when the
water and mud warm sufficiently in the spring
of the year. In many Rhode Island salt ponds,
this usually occurs during the month of May.
The worms swarm to the surface, and the
striped bass feed avidly on them, often
keying in selectively on the worms as trout
will do on aquatic insects during a hatch
in fresh water. Ninigret Pond, in
Charlestown, is famous for the cinder
worm emergence, and draws anglers from
all over the United States (and I’ve met
anglers there from Germany and Italy and
U.K. as well). But there are cinder worm
emergences in many other places, and one
of the best of them is Potter Pond, in South
Kingstown. Access to Potter Pond is very
limited, especially for shore anglers and
kayakers, and so it is not heavily fished.
We made special arrangements with the
very friendly folks at Shoreline Realty to
allow the kayakers to use their Wakamo
Park launching and parking facilities for
our outing. Originally scheduled for May
18, it was rescheduled, due to the weather,
to May 25.
We had a fine turnout. Committee
members Steve Cummings, Jack Daniels,
Tim Gilchrist, David Giuliano, Dick
Henry, Harry Livingston, Doug
McBournie, David Pollack, Kraig Ruth,
Paul Smigel, Brad Speck, and Dick
Henry were there, as was guest (and
RISAA member) Tom Baney. Kayaks of
every size, shape and description were on

ou know their names, or should I say our names: Ed, George,
Dawn, David and so many more. They are all active RISAA
members. What do we have in common? Skin cancer.
Some have had it on their noses, some on their ears, or on
their lips or scalps or faces. Mine was located in the corner of my
eyelid, right near the tear duct.
There are different types of skin cancer. I got lucky. Mine
was basal cell carcinoma. It is the most common type of skin
cancer representing about 90% of all skin cancers in the U.S.
Squamous cell carcinoma is another type. These two forms
of skin cancer are referred to as "nonmelanoma skin cancer",
meaning they almost never spread (metastasize) to other parts of
the body. They can, however, cause damage by growing and
invading surrounding tissue. Basically, they can disfigure you.
HOW DID I KNOW?
How did I find out I had skin cancer? Well, I had this little
spot, that you could barely see, that would often bleed for no
reason. I went to the VA dermatologist a few years ago. They
took a quick peek, said it was nothing, and sent me on my way.
Earlier this year, the spot was bleeding even more often, so I went
to a private doctor. They did a biopsy, and it came back as
cancerous. I had already read about skin cancer, so when they
told me what type I had, I wasn't worried.
Then I went to see the surgeon who was going to remove it.
He does a procedure called "MOHs" surgery. Basically, they cut
what they can see, then look at it under a microscope. Then they
come back and cut some more, look at it under the microscope,
and repeat until there are no more cancer cells in the skin they are
looking at. This procedure can last for up to 4 hours or more. I
still wasn't worried, until he started talking about my tear duct
being an issue, that he could pretty much guarantee that he
would have to cut a hole all the way through my eyelid, it was
possible it had spread and he might have to remove the skin from
my nose to my ear, plastic surgeons and blah blah blah.
Did he just say "hole through my eyelid" and "plastic surgeon" and cut off my face?" What the heck? It's just basal cell
carcinoma! Wait. They are going to cut it out one day, cover it,
and then make me wait a day or two for the "facial reconstruction
plastic surgeon specialist" to repair it? OK. I am not happy now.
I was seriously ready for a drink!
Did I mention they cut it out while you are awake? That even
though they were cutting it from below my right eye, that my left
eye was still open and functioning perfectly so I could watch the
scalpel as it headed for my eyelid? Let's just leave it at the pucker
factor was high as they cut it out.
The next day I had to go to a different hospital and be placed
under general anesthesia. They couldn't chance me moving my
eye during such a delicate operation. Aside from the physical
stress of being put under, these procedures can cost a pretty
penny. Think tens of thousands for both surgeries if you don't
have insurance. I also ended up getting a respiratory infection

from being intubated. It was the
gift that kept on giving. The pain
was intense and very "in your
face" the first couple of days.
After that, it wasn't too bad. I
couldn't shower for 4 days or get
my eyelid or the skin donor sight
(behind my right ear) wet. Can
you say the docks at Pt. Judith
smelled better than me by day 4?
Little kids actually screamed
when they saw me at my
daughter's school. People
looked and stared when I was at
the grocery or out for dinner. I
had a patch on for 3 days. Then,
under the patch, he had sewn on
a long round bandage, much like
the dentist uses in your mouth,
to hold the skin in place. It
looked like a bumble bee or caterpillar with the black stitches.
Kids still looked at me in horror.
I had to wear that for 12 days.
My eye was black and then went
through the various shades of
purple, blue, yellow, green and
orange as it healed. I had to take
oral antibiotics for 14 days and
also put antibiotic ointment in my
eye for 10 days.

Westerly Shoreline Access: The Case Continues, Results Promising!

Thank you again to all who have helped with the raffle and
committee, and thank you for supporting the Fund Raising raffles.
We spent the morning and part of the afternoon at the
RISAA Take-A-Kid Fishing Day, and then made plans to fish
that night.
Saturday night, on the way to Block Island, we checked in
with Capt. Matt King of Hula Charters by telephone. Matt knows
the water around the island very well. The spot where Peter's
first record catch was made, as well as the the newest record
catch, are both
locations that Matt
has shared with us
over the past few
years. He informed
us where the fish
had been hitting
earlier in the day
which gave us the
locations to start
looking for them.
We fished an
area
on
the
southwest side of
the island from 9:30

morning. We landed more than a dozen fish apiece over 25 lbs.

Right around midnight we doubled up on several large fish.
I landed a 48 lb. fish and Peter's was just slightly smaller. On the
very next drift we duplicated the catch with both of us landing
fish around 45 lbs. Since I had kept the 48 lb. bass all the others
were released unharmed.
We were fishing our usual method of using light tackle, 6/0
octopus circle hooks and drifting live eels. The current was
pretty strong and we used 3 oz. egg sinkers to keep the eels in
the zone near the bottom.
Shortly after 1:00 AM the drift died and dogfish moved into
the area and starting chopping up our eels. After catching more
than a dozen dogfish we moved out of the area and spent quite
a while looking around various spots for the bass without
success. There were dogfish everywhere. Once the tide started
running again we worked our way back to the spot that had
been producing large fish earlier in the night.
Now the drift was absolutely perfect, between 1.5 and 2
mph and with no wind. We were drifting with the current so the
eels were facing in the right direction.
It was right around 3:30 AM Sunday morning when the fish
hit. It took some line out, but nowhere the amount you would
have expected from a fish that big. It never really made any big
runs like his first record made and actually swam with the boat
and kept diving to the bottom. It came up to the surface behind
the boat and peter reeled it in. I really couldn't tell if it was a big
fish at this point and asked Peter if he wanted me to net the fish
or just use the Boga Grip on it. He said that I'd better grab the
net because this fish was heavy. (to page 13)

Lightning Strikes Twice!
I'm glad I put off writing this article until the last minute.
Because I did, I now know about Peter Vican's new RI state
record striped bass. It is an amazing 77.4 lbs! With his other
fish (each person is only allowed 2 fish in their club's top 10 for
the tournament) he has 134.1 lbs of fish by himself. His fishing
partner, Don Smith, has two fish on the board at 48 lbs and
45.8 lbs. Mike Lanni has a great 49.9 lb fish and Thomas
McGuire finishes off our top ten fish with a 26.5 lb fish.
That's only 7 fish for Team RISAA. Many teams already
have 10 fish on the board. I'm not worried though. We already
have a great foundation and there is still July and August at
Block Island, which until now seemed to be when the big ones
are there.
Our participation is down for the club team about 50% this
year. I know I've asked before, but I'm asking again. We invite
and NEED as many members as we can get on the team. The
more lines in the water, the better our chances.
Last year we took 2nd place in this tournament, this year I
truly believe we can win it. How could we not with the great
foundation our team members are already laying down? We
need boat and shore fishermen. It is open to men, women and
children.
To be on Team RISAA, all you have to do is be a member in
good standing, and sign up with On The Water magazine. Go to
www.onthewater.com/striper-cup and click on the Striper Cup
logo in the middle of the page. You get a discount for being a
club member, and another one if you subscribe to the magazine.
Make sure you list “Team RISAA” as your club, or you won't
get the discount and we won't get credit for your fish.

team secretary, Frank Joyal, at [email protected] Frank
will make sure you get added onto our team's yahoo chat group
so you can share and receive information about where the fish
are and what they are hitting.
Also, if you catch a fish and weigh it for the tournament,
please call the RISAA Tournament line at 401-826-2121. Leave
your name, weight of fish, and if it was caught from boat or
shore. We try to keep our Top 10 list up to date by the hour, not
the week. This is a conservation tool. Before you go out, just
go to the RISAA sight and check to see what size fish we need
to improve our standings. Heck, you can even do it from your
smartphone if you want! I've done it while fishing the SW side
of Block Island.
I would like to extend a "Great job" to Peter Vican. I doubt
another fish that big will ever be weighed for this tournament.
Everyone else is doing fantastic too. We may be sitting in 5th
place currently, but we only have 7 fish on the board, the teams
above us have 10. This is ours to win this year. Don't you want
to be a part of it?

The Board of Directors has affirmed the appointment of
Thomas Smotherman, Jr. of West Warwick to the position of
Sergeant-At-Arms.
That position has been held by
Mark Paparelli, but because of family
and work commitments, Mark advised
the Board in early June that he had
decided to relinquish the postion. He
will still remain on the Tournaments
Committee.
That left a vancancy on the Board,
and per RISAA By-Laws, in the event
of a resignation “the President shall
nominate a Member to serve the
remainder of the term, with the consent of the Board.”
The Board met on June 21 and affirmed Tom’s appointment.
Many members know Tom since he’s been a member for 11
years. He is an active angler and fly fisherman.
Tom currently serves on the Fly Fishing Committee (their
Secretary) and the Legislative Committee. Members who attend
the monthly meeting will recognize Tom because he’s also a
member of the Fund-Raising Committee and is usually found
helping with the fishing tackle raffle.
He always takes part in the annual Take-A-Kid Fishing Days
and has been a regular volunteer for the Saltwater Fishing Show.

I got the net ready and moved over to his side of the boat
just as he got the fish to the back corner of the hull. When the
fish saw the boat it rolled on its side and swam directly out to
the side away from the boat. That was when I got a good look at
the fish and yelled to Peter it was a monster (I actually shouted
a string of 4 letter adjectives to describe
the monster but since this is a public
forum I won't repeat them). I don't think
the fish got more than 25 or 30 feet from
the boat before Peter had it turned and it
swam right back at us. By then I was
really excited and had the net in the water
and the fish headed right into it.
With the first record fish it took both
Peter and I to lift the net and bring the
fish in. With this fish I was so hyped up
after seeing it that I just bent over and
grabbed the circular frame of the net and lifted it right out of
the water and flipped it onto the deck of the boat. The fish was
next to my 48 lb. bass and looked like it could have swallowed
it. The fight only lasted about 10 minutes.
The fish measured 52" long with a 35" girth. But, it was 35"
from it's head right to it's rear fins. It looked like a brick with a
tail not at all like the usual striper with a crescent shape to their
belly.

Distinguishing Features and Behaviors
Pufferfish are a commonly known family of fish named for
their ability to inflate themselves by swallowing water (or air, if
removed from the water). When this occurs, they become round
and softball-sized, causing them to appear larger to predators.
Striped bass and bluefish are the puffer’s predators in
Narragansett Bay.
The mouth of this fish is small, with teeth fused into powerful
cutting and crushing beaks divided in the middle. The northern
puffer has sandpapery and teethlike scales, with small, crescentshaped gills in front of its pectoral fins. Puffers sometimes target
their prey in large schools. Their diet consists of large crabs,
other hard-shelled invertebrates and some finfish.
The northern puffer spawns May through August off of the
Massachusetts coast, laying sticky, transparent eggs in bottom
areas. It is thought that their larvae may be dispersed throughout
the North Atlantic coast by the Gulf Stream current. The northern
puffer’s population is highly resilient, with a quick reproductive
rate.
Around the Bay, the northern puffer lives in a variety of
habitats. They have
bee collected while
seining through
shallow brackish
estuaries,
by
trawling in saltier
areas of the southern
Bay and at a depth
range to nearly 600
feet.
They are usually
only
seen
as
younger fish and aren’t found in the colder months. Their lowest
temperature limit is about 46 degrees.
Other species of puffers found in Narragansett Bay during
the early fall months include the bandtail pufferfish (Sphoeroides
spengleri), which has a row of large dark spots along the lower
part of its body from chin to caudal-fin base, and the striped
burrfish (Chilomycterus schoepfi), which has dark brown dorsal
stripes with rigid spiny skin that is skeletonlike.
Relationship to People
Some puffers produce a powerful poison (tetrodotoxin) that
is concentrated in their major organs, including their skin.
Northern puffers are reportedly non-toxic, and are sold as “sea
squab” in the northern part of their range. Puffers are also a
popular aquarium fish, especially the porcupinefish and burrfish.
They are commercially important fish for both of these reasons.

Any angler who enters a catch that surpases an Angler Hall Of Fame record shall, upon verification of the catch, become the new record

One of the missions of RISAA is to represent the concerns of
the recreational community on regulatory and legislative issues.
That means that we have to deal with elected officials.
Fortunately, there are a number of legislators who have worked
hard on our behalf and others who support RISAA principles. We
need to be sure those officials remain in office.
It is also important that legislators understand who we are. If
we don’t advance our own causes, no one will do it for us.
By law, our Association can not contribute funds to any
candidate, therefore we have established a legal, incorporated
and registered Political Action Committee which CAN make
contributions on our behalf.
Only donations specifically made to the RISAA PAC can be
used. Under no circumstances can any membership dues money
- or any other contribution made to the Association - be used for
the PAC. It would be a violation of state election laws for any
money from RISAA to be used for PAC purposes.
Also, all money received by the PAC must come from
individual donors. No contribution can be accepted from any
organization or business interest.
The PAC has an independent treasurer and its own bank
account.
The RISAA PAC Committee first receives requests for
contributions. If the PAC Committee approves a request, it is
then forwarded to the full RISAA Legislative Committee, which is
made up of RISAA members and delegates from all of the 29
affiliated clubs. The EP Committee then reviews the
recommendations, and if the full Committee votes to approve a
political contribution, that recommendation is forwarded to the
RISAA Board of Directors which has the final vote on all PAC
donations. Every PAC expenditure must pass this 3-step process.
Democracy is not a spectator sport. To be effective, we must
participate in the system.

tournament season begins, we can
always count on striped bass entires
from Tom McGuire who is one of those
shore fishing "sharpies" that
consistently catches large striped bass.
It's no wonder he is such an
accomplished angler. Tom has been shore fishing for 45 years!
Tom says that he has always been a shore fisherman, and never
fishes from a boat. With that much experience behind him, Tom
knows how to successfully fish the shores of Block Island.
In this seminar, Tom will talk about the gear he uses and discuss
fishing with plugs, eels and squid.
"There are things that help to improve your fishing at the Island,
such as getting insight by talking to the locals," he said.
He will also pass along a few tips and tricks that he uses, and
will even share some spots for new shore anglers to want to learn
how to fish "The Block."
The popularity of kayaks has
grown tremendously over the past
few years. With the high cost of fuel,
many boating anglers have switched
to kayaks. But not only is the fuel
cost a factor, fishing from a kayaks
allow access to shallow water areas
not available to boaters, and with today's sophisticated
equipment, everything from rod holders to electronics are now
available.
But how to begin? How do to find the right kayak? How to
set it up for fishing? Bob will explain all the basics.
Bob Oberg has been fishing intensely for over 20 years and
has been an avid kayak fisherman for the past seven. He kayak
fishes for stripers year-round, and has hauled in stripers up to
47 pounds fishing from his kayak. He has been featured in On
The Water magazine, Fishing the Ocean State, The Providence
Journal and was a featured speaker at the New England Saltwater
Fishing Show.

Meet and Greet at Goddard Park
The Kayak Committee had its annual “Meet and Greet” outing
at Goddard State Park on June 11. By that time the weather had
returned to “normal” conditions, that is, overcast sky and rain in
the forecast. The weather notwithstanding, we had a good turnout
for the event, with committee members Steve Cummings, Wade
Dehl, David Giuliano, Earle Guilford, Bob Oberg, David Pollack,
Craig Ruth, and Bill Zech in attendance with their kayaks. We
also had several guests in attendance, including RISAA members
Dave Black, Bob Marco, Jim Phelan, and Greg Plant.
We had a pleasant morning, sharing information about our
kayaks and how they are rigged, until the rains came, at about
Noon. Some of us took that as a signal to get the kayaks up on
the cars and go home, and others, including Steve Cummings,
Bob Oberg and Greg Plant, took the rain as a signal to fish, and
fish they did. Steve and Bob landed stripers, rounding out a
pleasant event.
But, that doesn't mean people with darker skin should think
they are safe. Everybody should wear sunscreen, hats and UV
protective clothing.
Sunscreen should be applied at least a half hour before exposure and reapplied every 3-4 hours. There are a lot of misconceptions about SPF factors. SPF means Sun Protection Factor.
SPF 30 blocks about 94% of the suns harmful UVB radiation,
while SPF 80 blocks about 97%. UVB radiation is what causes
redness and burning. UVA radiation causes no pain or redness,
but actually damages the DNA to cells deep within the skin,
increasing the risk of malignant melanomas (ones that can spread
to other parts of the body). Because of this, you need to purchase sunscreen that offers both UVA and UVB protection.
You can also purchase sunscreens with physical barriers.
Normally these contain zinc oxide or titanium oxide. Think of the
stereotypical "beach lifeguard" with the white nose. That white
coloring provides even more protection than sunscreen alone.
Another thing to think about is clothing. Most clothing
only has an SPF of 8. Dark colors can have a little bit more
though. SPF 8 isn't very much when you think about it. Consider purchasing some of the new clothing lines that have built
in SPF protection of 50. It will protect your skin and help keep
you cooler in the sun. A wide brim hat may not seem very cool,
but in fact, it will help keep you cool, and will protect your head,
neck and face from harmful rays.
Right before we moved up here from Maryland, we went to
the Florida Keys for a fishing trip. Our guide looked like he was
ready for a winter ski trip. He was wearing long pants, a long
sleeved shirt, gloves, shoes and a head sock along with sunglasses. He looked like a mummy. There was no exposed skin.
When I asked about it, he explained that he had been a guide in
the keys for over 23 years and that covering his skin actually
kept him cooler. He then showed me the scars on his hands,
legs, knees, face and head where he had to have skin cancer
removed. It looked like he had been standing in front of a frag
grenade when it went off because he had so many scars.
Chasing the Sand Eels in Newport
I look forward to June as sand eel month. Not really eels,
they are small fish and are available, in various places, for most of
the fishing season , but it seems that it is the month of June when
the stripers target sand eels along the beaches, usually late at
night, as they swarm up from the sea floor to the surface. This is
prime time for fly fishermen, using small (2 to 3 inch) sand eel
patterns, who are willing to fish into the wee hours.
Having been duly warned about the nature of the bait and
the lateness of the action, committee members Wade Diehl (and
Wade’s brother, Bret), David Giuliano (with his guest, Bob Barlas),
Earl Guilford, Dick Henry, Harry Livingston, David Pollack, Paul
Smigel (and Paul’s son, Eric), and Bill Zech, with their kayaks,
assembled at in Newport for our June 15 outing. Although I had
cautioned everyone that the real action doesn’t begin until after
dark, it was a beautiful afternoon, absolutely perfect for kayaking,
and so many of set out to paddle about the Newport Harbor,
surveying the yachts and mansions as we paddled about. Wade
picked up a 28" bass along the way; the rest of us simply enjoyed
the scenery. Back at the beach, we relaxed and exchanged tales
and lies until the cannon fired, welcoming sundown, and precisely
on schedule, the sand eels started rippling in the water and the
started swirling and jumping on them.

PROTECT YOURSELF!
We all like getting a good tan. After all, I know that nobody
wants to see my super white legs, so I assume most people feel
the same way. Am I going to completely avoid the sun from now
on? No, I'm not. What I'm going to do is be in the sun responsibly. I'm going to wear my sunscreen with both UVA and UVB
protection. I'm going to reapply is often. I'm going to wear my
wide brimmed hat. I will try to wear long sleeves as often as I
can. Next year, I plan on getting a hard top for my new boat.
Will these measures prevent me from ever getting skin cancer again? Maybe, maybe not. But, at least I'm taking some
measures to help protect me. Won't you do the same?

Take-A-Kid Fishing event. Each year we are charged with the
shopping and set up of the lunch, but once the big day arrives,

DIRECTIONS
• Preheat oven to 400 degrees.
• Lightly oil a large baking sheet or spray with Pam.
• In a large mixing bowl, combine the fish, 1/2 cup of the bread
crumbs, the whole egg, egg white, onion, all but 1 tablespoon of
the parsley, the garlic, 1 tablespoon of the mustard, lemon juice,
capers, paprika, and cayenne. Toss to mix thoroughly.
• Place the remaining 3/4 cup bread crumbs in a shallow bowl.
• Divide the fish mixture into 8 equal portions. Pat each portion
into a cake about 3/4 inch thick. Coat the cakes well with the
bread crumbs and place them on the prepared baking sheet.
• Bake the codfish cakes for 20 minutes.
• Meanwhile, combine the yogurt, vinegar, horseradish, and the
remaining 1 tablespoon each of mustard and parsley.

Tuesday's Child
Helps to find homes for children waiting adoption
Each week on local NBC-10 there is a
special feature that is broadcast on the
evening news called "Tuesday's Child."
The feature is done in cooperation with
Adopton Rhode Island and features boys and girls who have
been in the "system" and are hopeing for a family.
In May, Steve Medeiros received a call from Adoption RI
asking if we would be interested in
helping with a segment. The featured child, Isaac, loved fishing and
it was hoped to arrange a little time
on the water for him while the segment was aired. Of course, we were
glad to help.
At the April monthly meeting
Steve announced to those present
that he was looking for a member
with a boat who was willing to take
part. As expected, several members
came forward and offered their
Isaac loves fishing and
proudly wears the RISAA boats. Becuase this was to take
place in Greenwich Bay, the job
cap he was given
went to member Joe DiOrio who's
27' Aquasport was kept at Angel's Marina in Warwick and close
to Greenwich Bay.
After several postponements, the trip took place on Tuesday, June 14, and Isaac was a great kid who was friendly, talkative
and loved fishing. While the bluefish didn't cooperate on that
day, Isaac got to drive Joe's boat for a while which more than
made up for the lack of fish.

higher up the trophic level highlights the risk of allowing
abundance to approach the overfished level.

According to preliminary projections done by the
commission’s science advisors, growing the stock to the 15%
MSP level would mean about a 78% increase in the menhaden
spawning population. A target of 20% MSP, we are told, could
result in a more than 100% increase in abundance and a 25%
MSP could produce a 200% increase. Clearly, these would be
significant gains for menhaden and the ecosystem. But according
to the scientific literature and emerging practices, they would
amount to very modest targets for a forage fish as important as
menhaden.
The NCMC has compiled many of these in its paper,
“Ecological Reference Points for Atlantic Menhaden,” submitted
to the ASMFC in 2009. Targets employed for key forage fish
typically range somewhere between 40% and 75% of an unfished
population. Menhaden is currently at around 10% of that level.
Again, the new overfished threshold would be 15%.
The Marine Stewardship Council,
which develops international standards for
sustainable fishing, recently weighed in.
It’s Low Trophic Level Task Force,
convened to develop guidelines for
assessing the sustainability of forage
fisheries in order to award the MSC label,
released draft guidance in April. It identifies menhaden as a
key low trophic level species, along with sardine, anchovy, krill
and other small pelagic species that form dense schools, feed
mostly on plankton, and transmit a large volume of energy to
higher trophic levels by serving as prey.
The MSC suggests that the target reference point must be at
least 40% of an unfished population to get a minimum passing
score. The default recommended target for key forage species
is 75%.
As the ASMFC moves into an ecosystems approach for
conserving Atlantic menhaden and sets a new rebuilding target,
even an interim one, the weight of opinion says it should be
aiming high.
KAYAKS (from page 26)
It was a beautiful, cloudless night, full moon and no the
lightest of breezes, perfect for drifting among and casting to
the rising fish. Based on early reports, the fly fishers out fished
the rest of the group; the fish were keying on the small sand
eels. And they were good sized fish, some over 30 inches and
few smaller than 24 inches.
Most of us had our kayaks on our cars by 11 PM, but a few
of us, me included, stayed and continued to catch fish. I left at
1 AM, not because the fish were gone but because my arms and
right (casting) shoulder were out of steam.
By the time this report is published, we will have completed
several more of the scheduled outings, including our June 25
adventure when we will be ferrying our kayaks to Block Island
and fishing for the big ones there. We have outings scheduled
in July, August, September and October as well. For a more
