UNSAAC Grant Application FY 2016-2018 ________________________________________________________________________________________________________ UNSAAC Grant Application 2016-2018 The University Neighborhood Service Agreement was established to address the unique impact Syracuse University has on the surrounding neighborhoods by enhancing governmental services and maintaining their health, safety, and welfare through police and fire protection, preservation and improvement of housing, community support, and park and public space improvements. The City of Syracuse and Syracuse University renewed the Service Agreement in 2016 for a period of five years, allocating a total of $2.5 million dollars to be used in alleviating the University’s impact on surrounding neighborhoods over that time period. With the renewed agreement, the UNSAAC borders have been expanded to include the Outer Comstock neighborhood, and the Southside neighborhood bordering the University. Under the terms of the service agreement, Syracuse University will pay the City of Syracuse $500,000 annually until 2021, $125,000 of which will be allocated each year to the City of Syracuse Police Department and applied to the cost of maintaining safety and security in the neighborhoods. The remaining $375,000 will be used for neighborhood projects and services that are in the mutual interest of the neighborhoods, their residents (including students), and the University*. Applications for funding are available online at http://www.syracuse.ny.us/home.aspx and at the Department of Neighborhood and Business Development (NBD) located at 201 E. Washington Street, Suite 600. One application should be completed for each program requesting funding. Do not combine funding requests for multiple proposals. All required attachments and documentation must be submitted with the application by the deadline in order to be considered for funding. Washington Street Suite 600 Syracuse, New York 13202 *Please note: Funding decisions are expected to cover a two-year funding cycle (July 1, 2016-June 30, 2018) 1|Page UNSAAC Grant Application FY 2016-2018 ________________________________________________________________________________________________________ UNSAAC Program Overview General Information and Guidelines Any organization submitting a grant proposal for UNSAAC funds must be 501c organizations or have a 501c fiscal sponsor to receive UNSAAC funding. Applications should show how the proposal will positively impact the neighborhood or combat an issue stemming from being in close proximity to Syracuse University and its student population. Proposals must be outcomebased and measurable. The University Neighborhood Services Agreement Advisory Committee (UNSAAC) consists of ten members representing various organizations in the areas surrounding the University including appointees from: The Westcott Neighborhood Association (WNA), the Southeast University Neighborhood Association (SEUNA), the University Neighborhood Preservation Association (UNPA), the Thornden Park Association, the Outer Comstock Neighborhood Association (OCNA), and the Southside neighborhood. The advisory committee also consists of two members of the Common Council, a representative from the City of Syracuse, and a representative from Syracuse University. The UNSAAC's role is to review proposals and make funding recommendations to the Mayor and the Common Council. UNSAAC is comprised of volunteers and has no granting powers. In any given fiscal year (July 1 through June 30), the UNSAAC budget recommendations may be approved in full, in part, or voted down by the Syracuse Common Council. If a budget is voted down, those funds are not disbursed and are retained in the City's general fund. Funding and Reporting Once the UNSAAC budget is approved by the Mayor and the Common Council, selected applicants may proceed with their projects as outlined in their application. This granting process is unique in that funds are REIMBURSED after project costs are incurred by the applicant organization (i.e., funds are not automatically disbursed when the budget is passed). Fiscal cost reports and expense summaries (appendix p. 14,15) must be submitted with each reimbursement request along with documentation. Funding for projects is for fiscal years July 1, 2016 to June 30, 2018. All costs must be incurred within the grant term. Progress reports must be submitted quarterly (appendix p. 16) to the Department of Neighborhood and Business Development (NBD) to assure the project is being completed as outlined in the application. Funds will not be disbursed if quarterly th reporting requirements are not met.
