A MESSAGE FROM THE CHAIR OF THE BOARD
It is my distinct pleasure and honor to welcome you to the 28th
Annual Joint Women’s Leadership Symposium! Whether this is your
first or your 28th time at this symposium, we are delighted that you
are here with us today. The Joint Women’s Leadership Symposium
seeks to recognize, respect, and celebrate the strengths, unique
talents, and competitive advantage that women bring to the Armed
Forces. We’ve developed an incredible agenda centered on our
theme, “Progress and Possibilities: Embrace our Future Now!” There
is never a greater time to be serving with the amazing and incredible
opportunities that exist within today’s service. This is also a chance
to have your voice heard, and interact with the senior leadership and
your fellow service members and attendees to make your viewpoint
known. Together we achieve success, with an enduring commitment
to improve upon the policies, opportunities, and livelihoods for each
and every one in attendance.
We hope these next two days strengthen your commitment to
serve, and that you are inspired and motivated by the other service
members you will have the chance to meet, interact, and engage
with in conversation. Please use this opportunity to meet someone
new and introduce yourself to over the course of the Symposium.

Established in 1978, the Sea Service Leadership Association is the
only organization in the United States dedicated to providing
professional development through networking, education and
mentorship of women in the maritime services, the United States
Navy, Marine Corps and Coast Guard. The Joint Women’s Leadership
Symposium welcomes all five service branches and the
National Guard. We remain dedicated to enhancing your professional development,
providing mentorship opportunities and leadership growth. Thank

Tanya Biank is the author
behind Lifetime TV’s “Army
Wives” and “Undaunted: The
Real Story of America’s
Servicewomen in Today’s
Military.” Tanya’s work has
appeared in numerous
publications, including The
New York Times and The Wall
Street Journal. She has been a guest on Good Morning
America, CNN, FOX News, MSNBC, ABC News, and NPR.
Her latest book, “Undaunted” is a Penguin Book Club
Selection of the Month and is on the 2014 Air Force
Chief of Staff’s Recommended Reading List.
As an Army brat, Tanya calls many places
home. She is a Fulbright Scholar and graduate of Penn
State, where she received a degree in journalism and
was a member of the University Scholars Program. She
was honored by Penn State’s College of Communications as its Outstanding Alumni for 2009. Tanya lives
with her family at Fort Meade, Md.
Lieutenant Colonel DeDe S.
Halfhill is a Department of
Defense National Security
Fellow with the Institute for
the Study of Diplomacy,
Georgetown University,
Washington, D.C. She has
spent the last year researching
leadership development,
creating and teaching a graduate-level course on
Women in Leadership in National Security and Foreign
Policy, and is nearing completion of certification as an
Executive Leadership coach.
Colonel Halfhill was commissioned in 1996
as a graduate of Reserve Officer Training Corps at the
University of Iowa. Her career includes tours with the
Air Force Air Demonstration Squadron, The Thunderbirds; as Strategic Communication Advisor to the Chief
of Staff of the United States Air Force; as a Department
of Defense Legislative Fellow in the office of Senator
Evan Bayh; and as the deputy director of public affairs
for U.S. Pacific Command. She completed two tours to
Iraq. The first in support of Operation IRAQI FREEDOM as
the public affairs advisor to the Commanding General,
Multi-National Forces, Iraq. Her second in support of
Operation NEW DAWN as the Commander, 332nd Expeditionary Force Support Squadron, Joint Base Balad,
the Air Force’s largest deployed support and personnel
squadron consisting of more than 1,300 members
responsible for the daily sustainment operations in
support of more than 25,000 base personnel.
Lieutenant Commander Rosie Goscinski
Rosie was commissioned upon
graduation from the United
States Naval Academy in 2001
with a B.S. in Political Science.
Rosie earned her MBA in DOD
Financial Management from
the Naval Postgraduate’s
School and is a graduate of the
Joint Professional Military
Education program.
Rosie has served in key leadership positions
at sea and ashore. She served in USS JOHN YOUNG
(DD-973) as the Communications Officer while deployed
in support of Operation Enduring Freedom to the Western Pacific and the Middle East. She was the Anti-Submarine Warfare Officer for USS OLDENDORF (DD-972),
deploying in support of Operation Iraqi Freedom. She
served in several amphibious ships: USS TARAWA (LHA1) as the Assistant Damage Control Officer, USS FORT
MCHENRY (LSD-43), as the Operations Officer, as well
as 5th fleet with the 22nd MEU, and deployed to Haiti.
She also served as Operations Officer, AMPHIBIOUS
SQUADRON 8, in USS IWO JIMA (LHD-7), where she led
operations for 7 amphibious ships.
Ashore, she served on two major staffs
in DC: Chief of Naval Personnel’s Financial Management Division, as the US Naval Academy’s and ROTC’s
Financial Manager. As the Surface Warfare Readiness
Analyst for OPNAV N81, she led two Littoral Combat
Ship studies that added 10 additional personnel to the
crew. She was selected as a Navy Legislative Defense
Fellow, serving on the personal staff of Senator Mazie K.
Hirono, D-Hawaii, who was a member of both the Senate
Armed Services and Veterans Affairs Committee. She
is a qualified Surface Warfare Officer, and screened
for Command Afloat in December 2014. She currently
serves as the Chief of Senate Affairs to General Breedlove, EUCOM Commander in the pentagon.
Rosie is married to Mr. Caleb Fitzgerald, a
civilian aerospace engineer.
Allison Holzer
As Co-Founder and Chief
Innovation Officer of
InspireCorps, Allison leverages
her passions for positive
psychology, performance
coaching, and emotional
intelligence to help individuals
flourish as whole leaders.
Allison’s expertise in learning
and instructional design is the engine that drives
InspireCorps’ innovative approaches to fulfilling our
promise of sustainable inspiration. As a certified coach
and facilitator, she cultivates inspiration, confidence,
and enhanced leadership and performance capabilities
in her clients. With over a decade of experience, she is a
thought leader in the fields of emotional intelligence
and positive psychology, and regularly publishes in
these fields. In addition, Allison co-founded one of the
first evidence-based positive psychology websites
(www.pursuit-of-happiness.org) and worked as a senior
consultant for the Yale Emotional Intelligence Center.
Allison holds a B.A. in Psychological and Brain Sciences
from Dartmouth College and a Master of Arts in
Teaching.
Kristen Kavanaugh
In 1998, Kristen Kavanaugh
chose the path less traveled
and accepted an appointment
to the U.S. Naval Academy. As
she embarked on her military
journey, she made a
commitment to service that
became the cornerstone of her
life’s work. At the Academy,
Kristen learned to live by the Navy’s core values: honor,
courage and commitment. Like many college-aged
Americans, she also learned a great deal about herself.
Two years into her commitment, her professional and
personal development critically intersected when she
realized that she was a lesbian serving under the
military’s “Don’t Ask Don’t Tell” (DADT) policy which
prevented LGBT service members from serving openly.
Despite the moral dilemma of remaining honorable while
hiding a major component of her identity, Kristen kept
her oath and served as a Comptroller in the Marine
Corps for five years, including one tour in support of
Operation Iraqi Freedom. Currently, as President of
Trident Analytical Solutions, Kristen draws upon her
military and personal experience to inspire and lead a
national government contracting firm. Kristen holds a
Master’s Degree in Social Work from the University of
Southern California. She serves on Truman National
Security Project’s Defense Council and Service
Women’s Action Network’s Military Advisory Council.
Captain Martha La Guardia
Captain Martha La Guardia is a
journalist, author, professional
speaker with public relations
and military experience, and
serves in the U.S. Coast Guard
as a Captain in the reserves.
During her career in the both
the U.S. Coast Guard and as a
PR flack in Manhattan, she
appeared on national television and was interviewed by
top tier newspapers around the country about Coast
Guard rescues and missions, and public relations client,
IBM.
Her first book, “So Others May Live: Coast
Guard Rescue Swimmers Saving Lives, Defying Death”
(The Lyons Press, 2006 and 2008) won four awards. She
authored, “Changing the Rules of Engagement: Inspiring
Stories of Courage and Leadership from Women in the
Military” (University of Nebraska Press) in 2012 and
that same year, with Trish Marx, published a tribute to
the power and presence of our national flag, “My Name
Is Old Glory”, (The Lyons Press).
Gayle Tzemach Lemmon
Gayle Tzemach Lemmon is a
senior fellow at the Council on
Foreign Relations and the
author of the New York Times
bestseller, “Ashley’s War: The
Untold Story of a Team of
Women Soldiers on the Special
Ops Battlefield” (2015); as well
as the New York Times bestseller, “The Dressmaker of Khair Khana” (2011), about a
young entrepreneur who supported her community
under the Taliban.
Lemmon graduated summa cum laude from
the University of Missouri with a bachelor’s degree in
journalism. She received an MBA from Harvard, as well
as the 2006 Dean’s Award for her work on women’s
entrepreneurship. She served as a Fulbright Scholar in
Spain and a Robert Bosch Foundation Fellow in Germany.
She speaks Spanish, German and French, and is conversant in Dari. She serves on the boards of Mercy Corps
and the International Center for Research on Women,
and is a member of The Bretton Woods Committee.

Stephanie P. Miller
A member of the Senior
Executive Service, Ms. Miller is
the Director of Military
Accession Policy, responsible
for Department of Defense
(DoD) policies and programs
for recruitment and accession
of officer and enlisted
personnel. Previously, Ms.
Miller served as a Special Assistant to Secretaries of
Defense Chuck Hagel and Ashton Carter, with oversight
of Military and Civilian Personnel Policy, Readiness,
Health Affairs, Sexual Assault Prevention and Response,
and DoD/VA cooperation. Her career includes leadership
as the DoD Director of Diversity and Inclusion
Management; Deputy Director of Navy Diversity and
Women’s Policy; and as a Legislative Fellow in the
United States Senate. From 2006 to 2009, Ms. Miller
served as Director, Navy Task Force Life/Work (TFLW).
Her work on TFLW, to include expanding post-partum
operational deferment to 12 months and Congressional
approval of the Career Intermission Program, Paternity
Leave, and Post 9/11 GI Bill Transferability earned her
the Families & Work Institute’s Work/Life Legacy Award
and the Working Mother Media Work/Life Excellence
Award. Ms. Miller also served as a Navy Surface Warfare
Officer on USS BUNKER HILL (CG 52) and with
DESTROYER SQUADRON 28 embarked on USS GEORGE
WASHINGTON (CVN 73). She has a degree in English
Literature from Villanova University and a graduate
degree in Human Resources Development from George
Washington University. Ms. Miller’s contributions to the
Department were recognized with the Medal for
Distinguished Civilian Service in 2015. She is married
to Colby Miller and has three children; Anne Marie,
Charlotte, and Paul David.
Brigadier General Michael Meese
Brigadier General Michael
Meese (U.S. Army, Retired),
Ph.D., is the Chief Operating
Officer of the American Armed
Forces Mutual Aid Association
(AAFMAA), a 136 year-old
non-profit that assists the
American Armed Forces
community with insurance,
financial planning, survivor assistance, and other
benefits.
He served 32 years in the Army, concluding
his career as Professor and Head of the Social Sciences
Department at West Point. His service includes five
major deployments to combat zones, totaling over
31 months as a senior policy advisor for Commanding
Generals in Iraq and Afghanistan.
He has written extensively on national
security and economics including the books, “American National Security and the Armed Forces Guide to
Personal Financial Planning”. He is a graduate of the
National War College, U.S. Military Academy, and holds
a Ph.D., MPA and an M.A. from Princeton University. He
and his wife, Ramona, live in Reston, Virginia and have
three adult children and one grandson.
Vice Admiral William Moran
Vice Adm. Bill Moran, a native
of New York, graduated with a
Bachelor of Science degree
from the United States Naval
Academy in 1981 and a
master’s degree from the
National War College in 2006.
He assumed duties as the
Navy’s 57th Chief of Naval
Personnel, Aug. 2, 2013. Serving concurrently as the

Deputy Chief of Naval Operations (Manpower,
Personnel, Training and Education) (N1), he is
responsible for the planning and programming of all
manpower, personnel, training and education resources
for the U.S. Navy. His responsibilities include overseeing
Navy Recruiting Command, Navy Personnel Command,
and Naval Education and Training Command.
A P-3 pilot with operational tours spanning
both coasts, he commanded Patrol Squadron 46, Patrol
and Reconnaissance Wing 2, and served extensively as
an instructor pilot in multiple operational tours and two
tours with Patrol Squadron 30.
Ashore, he served as assistant Washington
placement officer and assistant flag officer detailer in
the Bureau of Naval Personnel; executive assistant to
Commander, U.S. Pacific Command; deputy director,
Navy staff; and executive assistant to the Chief of
Naval Operations.
As a flag officer, he served as commander,
Patrol and Reconnaissance Group and director, Air Warfare (N98) on the staff of the chief of naval operations.
He is entitled to wear the Defense Superior
Service Medal, Legion of Merit (five awards), and other
various personal, unit and service awards.
Fleet Master Chief JoAnn Marie Ortloff
Fleet Master Chief (AW/SW)
JoAnn Marie Ortloff joined the
Navy November 10, 1982. Early tours as an Air Traffic
Controller included Naval
Outlying Landing Field, San
Nicholas Island, California,
Naval Air Station Point
Mugu, California, Fleet Area
and Control Surveillance Facility, Hawaii, Naval Outlying
Landing Field San Clemente Island, California, Naval
Air Station Lemoore, California, Naval Base Coronado
and USS JOHN C STENNIS (CVN 74.)
A graduate of the Senior Enlisted Academy,
Command Master Chief/Chief of the Boat Course,
KEYSTONE Senior Enlisted Leadership Course and the
Executive Medical Department Enlisted Course. Master
Chief Ortloff was awarded the Captain Joy Bright
Hancock Leadership Award in 2000. Personal awards
include: Legion of Merit, Meritorious Service Medal (2
awards), Navy and Marine Corps Commendation Medal
(3 awards), Navy and Marine Corps Achievement Medal
(4 awards), Good Conduct Medal (7 awards), Humanitarian Service Medal, Military Outstanding Volunteer
Service Medal and various campaign/service ribbons.
Dr. Holly Orozco
Dr. Holly Orozco currently
serves Trident University as
the Vice Provost for
Institutional Effectiveness and
Dean of the College of Health
Sciences and the College of
Education. She provides
leadership and oversight for
academic and institutional
assessment activities that both impact and influence
the strategic planning for the University, and is
responsible for the faculty oversight and curriculum for
the undergraduate, Master’s and Doctoral degree
programs within the College of Health Sciences and the
College of Education. She has over 10 years of
progressive leadership experience within institutions of
higher education.
Dr. Orozco believes every person has the
potential to be a leader and each person has the ability
to influence positive change within their respective
community and organization. In addition to her professional work experiences, she champions the initiatives
of her children’s schools and her church.
Lieutenant Commander Charlotte Pittman
LCDR Pittman enlisted in the
Coast Guard Reserve in 1995
while attending college in New
York. She graduated from the
State University of New York
Maritime College in 1998 with
a Bachelor of Science in
Meteorology & Oceanography,
a Third Mate Unlimited license
in the Merchant Marine, and a Direct Commission as an
Ensign in the United States Coast Guard. Her first job
was on the Administrative and Coordination Staff for
the Assistant Commandant for Marine Safety, Security
and Environmental Protection at U. S. Coast Guard
Headquarters in Washington, DC. She received a Master
of Science in Organizational Dynamics from the
University of Pennsylvania and reported back to U. S.
Coast Guard Headquarters, where she worked in the
Leadership and Professional Development office,
program managing the U. S. Coast Guard Academy and
Leadership Development Center. In 2014, the Mid-Grade
Officer Career Transition Course team received the
International Society for Performance Improvement’s
Award of Excellence for Outstanding Intervention. LCDR
Pittman is currently assigned as the Assistant Logistics
Officer at Coast Guard Sector San Diego, California
where she flies the MH-60T helicopter. She has served
in both the Hurricane Katrina and Deepwater Horizon
response operations and has over 2800 military flight
hours.
Vice Admiral Thomas S. Rowden
A native of Washington, D.C.
and a 1982 graduate of the
United States Naval Academy,
Vice Admiral Thomas Rowden
has served in a diverse range
of sea and shore assignments.
Rowden’s assignments include
duty in cruisers, destroyers
and aircraft carriers in both
the Atlantic and Pacific Fleets. During these tours, he
deployed to the Arabian Gulf, Western Pacific, Sea of
Japan, South China Sea, East China Sea, Philippine Sea,
Mediterranean Sea, Indian Ocean, Black Sea, and Gulf of
Guinea/West Africa areas of operation.
He has also served on the Joint Staff as
an action officer in the Defense and Space Operations
Division (J38); on the chief of naval operations staff
as the theater missile and air defense branch head for
the director, Navy Missile Defense (N71), and as the
executive assistant to the director of Surface Warfare
(N76). He completed a tour as Surface Warfare Officer
(nuclear) assignment officer at the Bureau of Naval
Personnel Command, and served as commanding officer
of Surface Warfare Officers School Command, Newport,
Rhode Island, where he oversaw the training of every
officer en route to duty on ships at sea.
His current assignment is Commander Naval
Surface Forces/Naval Surface Force, U.S. Pacific Fleet.
Rowden’s decorations include the Distinguished Service Medal, the Legion of Merit, the Meritorious Service Medal, the Navy and Marine Corps Commendation Medal, Navy and Marine Corps Achievement
Medal and other personal, unit and campaign awards.
Sarah Sealey
Sarah Sealey serves as a
Wealth Manager in USAA’s San
Diego and Oceanside offices.
She has spent over 20 years in
the financial services industry
and is a CERTIFIED FINANCIAL
PLANNER™ (CFP) practitioner
and holds the Certified Wealth
Strategist (CWS) designation.
Additionally, she holds the FINRA Series 7, 63 and 65
licenses, and holds a Life and Health Insurance license
in California.
Sarah is part of a team a team that helps
USAA members define and meet their financial and life
goals. She specializes in assisting high net worth Members and their families to build customized plans that
create, grow, protect, and preserve their assets. She is
honored to continue USAA’s heritage of service, loyalty,
honesty, and integrity with her Members.
Sarah was born overseas into an Air Force
family and has been a loyal USAA member for over 20
years. She married into the Navy in 2003 and she and
her husband settled in the rural north county area of
San Diego. They keep busy remodeling an Adobe home
and tending their newly planted vineyard.

teach classes in leadership, teamwork, personal
development and general management to undergraduate, MBA, and executive students. Sandra Spataro holds
a B.A. and an M.A. from Stanford University and a Ph.D.
from the University of California, Berkeley. In addition to
publishing research on diversity, organizational culture,
status, power and influence, she has co-authored a
book with Keith Yamashita entitled, “Unstuck: A Tool for
Yourself, Your Team, and Your World”. Before pursuing an
academic career, Sandy held numerous management
positions at Oracle Corporation.
Rear Admiral Cari B. Thomas
Sergeant Major Jennifer L. Simmons
Jennifer L. Simmons enlisted in
the Marine Corps December
1987 and completed recruit
training at Marine Corps
Recruit Depot, Parris Island,
South Carolina. She assumed
the duties as the Battalion
Sergeant Major of 1st Radio
Battalion at Camp Pendleton,
California from August 2011 to October 2012. Sergeant
Major Simmons was subsequently reassigned as the
Battalion Sergeant Major at Support Battalion, Recruit
Training Regiment, Marine Corps Recruit Depot, San
Diego, California. Her current duty station is at Wounded
Warrior Battalion West.
Sergeant Major Simmons is a native of Snow
Hill, North Carolina. She is married to Master Sergeant
Barry F. Simmons (Retired, USMC) of Macon, Georgia.
Brigadier General Tammy Smith
On 1 March 2014, Brigadier
General Tammy Smith assumed
duties as the United States
Army Reserve Deputy Chief of
Staff. In this role, she is
responsible to synchronize the
planning activities of 31
functional Directorates
supporting both the
Department of the Army Staff and Forces Command
(FORSCOM). The Army Reserve is a Federal all-volunteer
force with an end strength objective of 205,000
Soldiers.
Brigadier General Smith’s awards and decorations include the Legion of Merit Medal, the Bronze
Star Medal, Meritorious Service Medals (two oak leaf
clusters), Army Commendation Medals (four oak leaf
clusters), the Afghanistan Campaign Medal, the Combat
Action Badge, Senior Parachutist Badge, Parachute Rigger Badge, and the Army Staff Badge.
While proud to be identified as a Citizen-Soldier, the majority of Brigadier General Smith’s work
history has been as an Active Component officer and
member of the Active/Guard and Reserve Program.
She and her wife Tracey Hepner are active in volunteer
military family support events in the Washington, DC
and Northern Virginia area.

represented the United States in a wide spectrum of
diplomatic forums, in the Western Hemisphere, Europe
and the Pacific. In addition to her undergraduate degree
in Civil Engineering from the Coast Guard Academy, Rear
Admiral Thomas earned a Masters of Arts in National
Security and Strategic Studies, and a Master of Science
in Educational Leadership.
During recent tours of duty, Rear Admiral
Thomas chose three watch words that remain guiding
principles today, “Commitment, Courage, Character.”
Cari was a Girl Scout troop leader, served on the USCG
Academy Alumni Association Board of Directors, and
was privileged to promote the first woman to Chief Warrant Officer, Material Maintenance Specialty (MAT). She
is currently the Chair, Board of Directors of the Sea
Services Leadership Association, an organization dedicated to providing professional development of women
through networking, education, and mentorship. Rear
Admiral Thomas has spoken to the Honolulu Chapters of
the Professional Women’s Network and Organization of
Women Leaders, and lectured at the Asia Pacific Center
for Strategic Studies on Women, Peace and Security.
Her hobbies include cycling, snorkeling, reading Nicholas
Sparks novels, and taking ukelele lessons. Cari has been
married for nearly 28 years and is a mother to her 26
year old daughter and son-in-law.

Admiral Paul F. Zukunft
Admiral Paul Zukunft assumed
the duties of the 25th
Commandant of the U.S. Coast
Guard on May 30, 2014. He
leads the largest component
of the Department of
Homeland Security, composed
of 88,000 personnel including
active duty, reserve, civilian,
and volunteer Auxiliarists.
Prior to this, Admiral Zukunft served as
Commander, Coast Guard Pacific Area, where he was operational commander for all U.S. Coast Guard missions
in an area encompassing more than 74 million square
miles and provided mission support to the Department
of Defense and Combatant Commanders.
His personal awards include both the
Department of Homeland Security and Coast Guard
Distinguished Service Medals, Defense Superior Service
Medal, three Legions of Merit and five Meritorious
Service Medals with “O” device among others.
Colonel Laura L. Yeager
Colonel Laura Yeager was
commissioned in 1986 and
began service as an

in 1989. Since then, she has
served as Battalion S-3, 49th
Combat Aviation Brigade Equal
Opportunity Advisor and
Adjutant, 40th Aviation Brigade
Executive Officer, and Chief of Operations, Training and
Standardization Branch in the State Aviation Office,
commanded 3rd Battalion, 140th Aviation Regiment,
served as Deputy Commander of the 40th Combat
Aviation Brigade (CAB) in Iraq, and commanded the 40th
CAB. Colonel Yeager earned her Bachelor’s Degree in
Psychology from the University of California at Irvine
and a Master’s Degree in Counseling Psychology from
Chapman University College. She also earned a Master
Degree in Strategic Studies from the U.S. Army War
College. Colonel Yeager now serves as the Chief of Staff
for the California Military Department Joint Staff. She is

Mr. David Brinkley was

G-3/5/7. Mr. Brinkley provides
leadership to over 100 Soldiers, Department of the
Army Civilians, and contractors in seven organizations,
and manages an operating budget in excess of $29M.
Mr. Brinkley’s responsibilities include: leading the command’s operations, mobilization and readiness activities
that include integrating and synchronizing operations
across the Training and Doctrine Command; strategic
and operational planning for the Command that ensures
the command is organizationally adaptive and responsive to critical Army-focus areas driven by political and
operational requirements; preparing, publishing, and
distributing command orders, contingency operations
plans, readiness reports, and taskings; managing
the command’s force protection mission to include
anti-terrorism, law enforcement, and physical security;
developing long-range future training and leader education documents/concepts (to 2025) based on projected
operational environment, and learning science to guide
near-term investments in science and technology,
experimentation, pilot programs, and learning strategies
to support a precision Learning System.
Ms. Ferrell was appointed to
the Senior Executive Service
on 20 November 2011. She is
currently serving as the
Director of the Army’s Sexual
Harassment/Assault Response
and Prevention (SHARP) Office.
In this capacity, she
establishes effective
strategies, develops plans, and formulates policies for
continued improvement of SHARP programs. She works
with Army and DOD Senior Leaders to develop and
execute short-term strategies and associated metrics
and long-term initiatives to satisfy changing needs in a
dynamic, evolving environment. Prior to this assignment
she served for 29 years in the U.S. Army Audit Agency
where she reached the position of Deputy Auditor
General. As Deputy Auditor General for Manpower,
Reserve Affairs and Training Audits, Ms. Ferrell was the
principal advisor to the Auditor General on all matters
pertaining to Agency programs for auditing the Army’s
major functional areas of human capital, force
protection, force structure, and training. She also
previously directed Army-wide audit coverage of
high-risk areas that focused on theater deployment and
sustainment functions (combat logistics planning,
mobilization and demobilization logistics, theater and
inter-theater transportation, storage and disposal, and
combat service support activities), LOGCAP, and
contingency contracting and contractors on the
battlefield.

Major General Bingham is a
native of Troy, Alabama. She
graduated with a marketing degree and as an Army
ROTC Distinguished Military Graduate from the University of Alabama in 1981. She was commissioned a Second Lieutenant in the Quartermaster Corps. She holds
Masters Degrees from Central Michigan University and
the National Defense University.
Major General Bingham has served in a
myriad of staff and leadership positions throughout
her career from Platoon Leader to Two Star Commander. She has deployed in support of Operations Iraqi
Freedom and Enduring Freedom, and has served in assignments both in CONUS and overseas. Major General
Bingham is the recipient of numerous military awards
including the Distinguished Service Medal; Defense
Superior Service Medal; Legion of Merit (with 2 Oak Leaf
Clusters); Defense Meritorious Service Medal (with Oak
Leaf Cluster); Meritorious Service Medal (with 3 Oak
Leaf Clusters); Joint Service Commendation Medal;
Army Commendation Medal (with Oak Leaf Cluster);
Army Achievement Medal and numerous campaign and
service medals.She was presented the 2013 Strong
Men and Women in Virginia History award; 2013 Wise
Woman Award; named “2013 Mover and Shaker” in Las

CW5 Janice L. Fontanez
provides leadership, guidance,
mentorship, technical input,
and direction on information
systems, networks, cyber
operations, governance and
policies to senior leaders,
Warrant Officers, and
non-commissioned officers in
the ARNG. CW5 Fontanez enlisted in the United States
Army Reserve in Athens, Georgia in 1975. She later
joined the District of Columbia ARNG in 1978. CW5
Fontanez served in the enlisted ranks rising to rank of
Sergeant First Class. In 1989, she attended Warrant
Officer Candidate School at Fort McCoy, Wisconsin.

Kathleen A. Hansen, a native of
Midland, Michigan, entered the
United States Navy in August
1979. After attending recruit
training at Recruit Training
Command Orlando, Florida. Of
note, Master Chief Hansen
designed and cast a bell for the
Chief Petty Officer rank Centennial Anniversary that
was dedicated to, and is displayed at, the Navy
Memorial. She was also directly involved in the
groundbreaking and dedication of the Women’s
Memorial, both located in Washington, D.C. In 2005,
Master Chief Hansen was named one of San Diego’s top
ten “Cool Women,” a Girl Scout Leadership Award.
December 2013 Graduated from the Art Institute of San
Diego with a Bachelor’s Degree in Hospitality. Master
Chief Hansen’s personal military decorations include:
Legion of Merit (two awards); Meritorious Service Medal
(two awards); Navy and Marine Corps Commendation

the 42nd Judge Advocate
General (JAG) of the Navy. As
the JAG, DeRenzi is the
principal military legal counsel
to the secretary of the Navy
and Chief of Naval Operations,
and is the DoD Representative
for Ocean Policy Affairs. She
also leads the 2,300 attorneys, enlisted legalmen, and
civilian employees of the worldwide Navy JAG Corps
community.
Senior Chief Fennell was born
and raised in Westmoreland,
Jamaica. He moved to the
United States in August of
1997 and lived in Miami, FL. He
enlisted in the U.S. Navy in February 1998 and attended
Recruit Training in Great Lakes,
IL. Upon completion of Recruit
Training, he attended Construction Mechanic “A” school
in Port Hueneme, California. His past duty stations were
Naval Mobile Construction Battalion THREE, Port
Hueneme, CA; Explosive Ordnance Disposal Mobile Unit
THREE in San Diego, CA; Fleet and Industrial Supply
Center (FISC) Yokosuka, Japan; Naval Mobile Construction Battalion Eleven, Gulfport, MS; Amphibious

Martin Dudley is a service
disabled combat veteran who
served in the US Navy for 22
years on land and sea. His
lovely bride is CMDCM(SW/
AW) Medea Dudley and have
three rambunctious young
children together. After his
retirement in 2012, Marty has taken care of the children
for one deployment while Medea was gone onboard the
USS GREEN BAY. Currently, Marty is a student with
National University and, also the General Manager and
Commercial Diver with WV Construction Company, a
service-disabled veteran owned small business.

yeoman (flag writer). She was
promoted to Chief Petty

with Expeditionary Strike Group Five, Bahrain. She then
served as OIC, Chief of Naval Operations Intelligence

Barbara Jeanine, USNR
Barbara Jeanine is originally
from Klamath Falls Oregon. She joined the Navy in 1985
and remained on active duty till
1995. Barbara got out of the
service to pursue her degree
and in 1999 received her BFA
from Pacific Northwest College
of Art. She had a seven year
break in service then joined the reserves in 2001 after
the attacks on September 11th. While in the Reserves
Barbara was mobilized twice, 2002 - 2003 to Sigonella
Sicily then again in 2009-2010 to Joint Base Balad Iraq
where she was part of the Joint Base Balad Customs
unit. She retired in 2012 with 21 years of service.
Barbara Jeanine and her life partner Kathy Hansen will
celebrate 17 years together on 21 June 2015. Together
they own and operate Industrial Grind Coffee and IG
Bakery in San Diego, California.
Commander Cindy P. Keating
Commander Keating is a native of Locust Valley, NY. In
1994, she graduated from the Naval Academy Preparatory School and in 1998 from the U.S. Naval Academy
with a Bachelor of Science in Oceanography and a
commission as a Surface Warfare Officer. Commander Keating graduated from the Naval War College in
February 2012 where she earned a degree in National
Security and Strategic Studies while participating in an
advanced research group studying Integrated Air and
Missile Defense. She is currently serving as Information Warfare Officer at Naval Mine and Anti Submarine
Warfare Command.

She is responsible for the
development of policies that
improve the quality of life and decrease attrition of
highly qualified, diverse talent across the Total Force.
Capt Darcus also leads efforts to create programs that
promote an inclusive environment and eliminate barriers
to retention Air Force-wide.

Maj Gen Stayce D. Harris is
Commander, 22nd Air Force, Air
Force Reserve Command,
Dobbins Air Reserve Base,
Georgia. Twenty-Second Air
Force has command
supervision of the Reserve’s
air mobility operations and
other vital mission sets to
include undergraduate pilot training, flight test
operations and a highly mobile civil engineering
response force. With more than 15,000 Reservists and
105 unit-equipped aircraft, 22nd Air Force contributes
daily to the Air Force’s worldwide operational mission.
Reserve aircrews within 22nd Air Force fly a variety of
missions to include aerial spraying, fire suppression,
hurricane hunters to troop transport utilizing the C-130
Hercules.
General Harris received a commission in the
Air Force through the University of Southern California’s
Air Force ROTC program. She served on active duty until
joining the Air Force Reserve in 1991. Her staff assignments include serving as a mobility force planner for
the Deputy Chief of Staff for Plans and Operations and
as the Individual Mobilization Augmentee to the Deputy
Assistant Secretary of the Air Force. She has commanded an airlift squadron, an expeditionary operations
group and an air refueling wing. In her civilian occupation, she is a commercial airline pilot flying routes to
Asia and Europe.

CMSgt Denise M. Jelinski-Hall
finished her distinguished
career serving as the Senior
Enlisted Advisor to the Chief of
the National Guard Bureau. In
this position, her responsibilities included advising the
Chief of the National Guard
Bureau on all enlisted matters
affecting training and utilization, health of the force,
and enlisted professional development of the over
427,000 National Guard Soldiers and Airmen in the 50
states, 3 territories and the District of Columbia.
Additionally, CMSgt Jelinski-Hall was heavily involved in
all matters that affected the families of National Guard
soldiers and airmen. While assigned to the Pentagon,
she served on numerous executive level committees
representing the National Guard Enlisted Corps.
Chief Jelinski-Hall has the distinction of
having achieved the highest position ever held by an enlisted female in the history of the United States Armed
Forces, all branches and components.

Diego (SSD). He enlisted in the
Coast Guard in January of
1999 and was stationed on

MIDGET from March of 1999 until March of 2000. He
graduated AST School in October 2000 and returned to
AIRSTA Astoria to perform his duties as a new rescue
swimmer. In the summer of 2004, he departed Astoria
en route AIRSTA Barbers Point, Hawaii, where he
remained until July of 2011. Afterwards he departed to
AIRSTA Los Angeles, CA where he short-toured, due to
advancement to Chief. In the summer of 2014, ASCT
Aweau was sent to SSD, CA where he has the pristine
duty of being the AST Shop Chief.
Captain Melissa Bert
Captain Melissa Bert is
currently the Chief of Staff of
the Seventh District, which
spans the Southeastern
United States and the
Caribbean. Just prior, she
headed the Coast Guard’s
Maritime and International Law
Office at Headquarters,
advising our Director of Operations on the range of
maritime operational issues and international
obligations. She commanded Coast Guard Sector
Juneau, Alaska, where she was responsible for maritime
operations and regulation of shipping throughout the
region. Previous tours included special assistant to the
Commandant, as well as a wide range of legal and
operational assignments at sea and ashore. CAPT Bert
is a graduate of the Coast Guard Academy, George
Washington University Law School, Naval War College,
and she was a national security fellow at the Harvard
Kennedy School.
Diver First Class Cabrera
Diver First Class Cabrera
currently serves as one of the
few Dive Supervisors at
Regional Dive Locker West
(RDLW) San Diego. She
enlisted in the Coast Guard in
June of 1998 and was
stationed on the Coast Guard
Cutter RUSH from June 1998
until February 2000. She struck Boatswain Mate and
was fortunate to return home where she was stationed
at MARSEC Guam. As a BM3, she quickly rose through
the ranks, qualifying as a Boarding Officer and Coxswain
conducting numerous Law Enforcement boardings. In
the summer of 2006, she departed MARSEC Guam en
route Maritime Safety Security Team Honolulu (MSST
91107). From there she set her sights on becoming a
Coast Guard Diver. In 2007, she completed a seven
week SCUBA dive training at Naval Diving and Salvage
Training Center (NDSTC). Afterwards, she departed to
Coast Guard Cutter SEQUOIA where she had to return to
NDSTC for 6 month dive training to qualify as a second
class diver. In the summer of 2012, she was sent to
RDLW where she had the privilege to go TAD on board
Coast Guard Cutter Polar Star and conduct dive
operations in Antarctica. In April 2015, she became the
first and only female enlisted diver to lateral to the Diver
Rate.

Chief Warrant Officer Amy
Cerino, a native of Washington, PA., enlisted in the U.S.
Coast Guard in 1992. CWO
Cerino assignments included:
USCGC HAMILTON, San Pedro,
CA; CG Air Station Elizabeth
City, NC, CG Support Center
Elizabeth City, NC; CG
Integrated Support Command Kodiak, AK; and Ninth
District, Cleveland, OH. In 2004, CWO Cerino accepted
her commission as a Chief Warrant Officer (Personnel
Specialist) and was assigned to CG Sector New York,
Staten Island, NY; CG Sector Jacksonville, Atlantic
Beach, FL and CG Personnel Service Center, Arlington,
VA currently serving as the CWO Mission Execution
Assignment Officer.
CWO Cerino awards include the CG Meritorious Service Medal, four CG Commendation Medal, CG
Achievement Medal; two CG Commandant’s Letter of
Commendation; and the 2007 USO Military Leadership
Award.
CWO Cerino credits her successful career
to her husband Ron (retired USCG); her three children:
Camrynn Gonzales, Fallyn Gonzales, Zachary Cerino,
various mentors, and a supportive family.

Cunningham of Syracuse, New
York is a 1987 graduate. Upon
graduating, she enlisted in the
Coast Guard; her duties
consist of Air Station Kodiak,
Ferry Boat maintenance on
Governor’s Island, CGC Legare
and CGC Northland, Base Portsmouth, and Training
Center Yorktown.
Advancing to Chief Petty Officer in 2007,
she became the first active duty female Chief Damage
Controlman and in 2013, she became the first Damage
Controlman Senior Chief female in the Coast Guard.
Currently, she is the Enlisted Policy Advisor at Coast
Guard Headquarters.
Senior Chief Cunningham personal awards
include four Achievement Medals, three COMDT’s Letter
of Commendation, Presidential Unit Citation, Unit and
Meritorious Team Commendation Ribbons, three CG
“E” Ribbons, eight Good Conduct Awards, a permanent
Cuttermen’s Pin, and many others.
Senior Chief Cunningham is married to
Chuck and they have 7 year old twins, Torry and Tavaris.
She has an Associate in Business Administration and
is currently pursuing her Bachelor’s Degree in Business
Administration, concentration in Management from
Columbia Southern University.
LT Kristin Driscoll
LT Kristin Driscoll currently
serves as the Incident
Management Division Chief at
Sector San Diego. She enlisted
in the Coast Guard in 2001 and
served for four years,
advancing to E-5. In 2005, LT
Driscoll graduated from Baker
University with a BA in
Business Management and was accepted to Officer
Candidate School. Commissioned in 2006, LT Driscoll
was assigned to the CGC JARVIS as a Deck Watch
Officer and the Combat Information Center Officer. In
2008, LT Driscoll was assigned to the Maritime Safety
and Security Team in San Diego where she served as the
Future Operations Officer and a Deployable Team
Leader. In 2010, LT Driscoll completed her MA in
Homeland Security Leadership at the University of
Connecticut. In 2011, she was assigned to the
Leadership Development Center as an Officer Candidate
School Instructor and was recognized as the Coast
Guard’s 2014 International Military Student Officer of
the Year.
Commander Gina Freeman
CDR Gina Freeman is currently

Advisor in the Office of

Washington, DC. Her
assignments have included:

NAVCENT Command in Bahrain, and the Seahawk

CDR Freeman’s awards include the Joint
Commendation Medal, Navy Marine Corp Commendation Medal, three Coast Guard Commendation Medals,
two Coast Guard Achievement Medals, the Global War
on Terrorism Medal, and the Global War on Terrorism
Expeditionary medal with numerous other team and unit
awards. She has a 5 year old son, Devin.
Chief Gunners Mate Crystal L. Martens
Chief Martens assumed the
role of the Reserve Force
Readiness (RFRS) Supervisor
at Sector San Diego in May,
2014. Her primary responsibility is to assists the Sector
Commander to achieve the
necessary training, qualification and contingency
readiness of their Reserve personnel.
Chief Martens reported to Sector San Diego
from Manama, Bahrain where she served as the Patrol
Forces Southwest Asia (PATFORSWA) Weapons Officer
for shore side support. In this role, she was responsible
for the ordnance program for six 110” Island Class
Patrol Boats and served as the liaison with FORCECOM,
USN, & DoD for weapons and ammunition support.
Previously, she served as the Armory supervisor of Maritime Safety and Security Team Boston
(91110) where she deployed to Kuwait and Guantanamo
Bay Cuba in support of Operation Iraqi Freedom/Operation Enduring Freedom. Chief Martens has also served
at Sector Corpus Christi and onboard the USCGC Chase
(WHEC-718).

Sergeant Major Tamara J. Gregory
SGM Gregory has distinguished herself as an Army
leader and professional
throughout her 28 years in
active military service. She has
demonstrated unparalleled
commitment to the progress
and possibilities for
advancement of women within
the Armed Forces. She has contributed to the
diversification of our Armed services by reaching new
heights for women using her vast leadership experience
to mentor and inspire all those around her.
SGM Gregory’s dynamic approach to leadership and unparallel achievements has been an inspiration within the military and the civilian community. The
distinctive accomplishments of SGM Gregory reflect
great credit upon her, the United States Army, and make
her most deserving of the Joint Women’s Leadership
Award.
Ms. Love began her career with Department
of the Army in 1981 as a cooperative education student
at Fort Campbell, KY while studying at Austin Peay
State University (APSU) in Clarksville, TN. Ms. Love is a
1993 graduate of the Army Management Staff College
and has served as an adjunct faculty member for the
Defense Equal Opportunity Management Institute
(DEOMI) at Patrick Air Force Base, Florida. In 2002 she
was named as a Kentucky Colonel by the Governor of
the State. She has a Bachelor of Science degree from
Austin Peay State University and is currently a senior at
Samuel DeWitt Proctor School of Theology of Virginia
Union University where she is completing her Master of
Divinity degree.
She is a member of Federally Employed
Women (FEW) and the National Council of Negro
Women, Inc. Ms. Love is an active member of Metropolitan Baptist Church where she serves as a licensed
Associate Minister. Ms. Love resides in Woodbridge,
Virginia.
Ms. Seema E. Salter
Lieutenant General Mary A.
Legere has served as the
Headquarters, Department of
the Army’s Senior Intelligence
Officer since April 2012. She is
the senior advisor to the
Secretary of the Army and
Army Chief of Staff for all
aspects of Intelligence,
Counterintelligence and Security, and responsible for
the training, equipping, policy and oversight of the Army
Intelligence Corps’ 58,000 Soldiers and civilians. LTG
Legere has served for more than 30 years in positions of
leadership and intelligence and has commanded at all
levels, from Company, Battalion and Brigade Command,
and as the Commanding General, U.S. Army Intelligence
and Security Command, responsible for directing and
orchestrating complex intelligence globally. She also
has served as the senior U.S. Intelligence Officer for
United States Forces Korea and for Multi-National
Force-Iraq and has participated in OPERATION JOINT
FORGE and OPERATION IRAQI FREEDOM. She holds a
Bachelor of Arts degree in Political Science from the
University of New Hampshire and Masters degrees from
both the Command and General Staff College and the
Army War College.
Ms. Salter serves as the
Deputy and senior advisor to
the Deputy Assistant
Secretary of the Army for
Diversity and Leadership,
establishing and directing
policy and program requirements for Equal Employment
Opportunity, EEO Compliance
and Complaints Review, Diversity & Inclusion and Army
Command Policy.

She currently has oversight of

Program, Civil Liberties, Title VI,
and has been assigned
temporary responsibility for
Tri-Signed Memorandums for
the Secretary of the Army, Chief of Staff and Command
Sergeant Major of the Army. She initially served as the
Gender Oversight/Federal Women’s Program Director/
Prevention of Sexual Harassment in the Office of
Diversity and Leadership for the Department of the
Army. She has over 34 years of government service as
an EEO Careerist. She has been assigned to Presidio of
San Francisco, California, NATO/SHAPE in Chievres
Belgium, and Pittsburgh PA, US Army Corps of Engineers
and Headquarters Defense Finance & Accounting Office
in Arlington, Virginia
On 1 March 2014, Brigadier
General Tammy Smith assumed
duties as the United States
Army Reserve Deputy Chief of
Staff. In this role, she is
responsible to synchronize the
planning activities of 31
functional Directorates
supporting both the
Department of the Army Staff and Forces Command
(FORSCOM). The Army Reserve is a Federal all-volunteer
force with an end strength objective of 205,000
Soldiers.
Brigadier General Smith holds a Doctor
of Management degree in Organizational Leadership
from the University of Phoenix. Her research focus
was executive leadership and senior leader transitions
into new organizations. She holds a Masters of Arts in
Management from Webster University. She also holds
a Masters in Strategic Studies as a graduate of the
Lieutenant General Mary A. Legere
United States Army War College.
Brigadier General Smith’s awards and decorations include the Legion of Merit Medal, the Bronze
Star Medal, Meritorious Service Medals (two oak leaf
clusters), Army Commendation Medals (four oak leaf
clusters), the Afghanistan Campaign Medal, the Combat
Action Badge, Senior Parachutist Badge, Parachute Rigger Badge, and the Army Staff Badge.
While proud to be identified as a CitizenSoldier, the majority of Brigadier General Smith’s work
history has been as an Active Component officer and
member of the Active/Guard and Reserve Program.
She and her wife Tracey Hepner are active in volunteer

Colonel Betty J. Yarbrough
Colonel Betty J. Yarbrough was
born in Oklahoma City,
Oklahoma. She graduated from
Arkansas Tech University in
1986, with a Bachelor of
Science degree in Business
Administration, and was
commissioned a Second
Lieutenant in the Quartermaster Corps. She also holds a Master of Science degree in
Logistics Management from Florida Institute of
Technology and a Master of Science degree in National
Resource Strategy from the National Defense
University. Her military education includes the

Officer Advanced Course, Logistics Executive
Development Course, U.S. Army Command and General

placement officer and assistant flag officer detailer in
the Bureau of Naval Personnel; executive assistant to
Commander, U.S. Pacific Command; deputy director,
Navy staff; and executive assistant to the Chief of
Naval Operations.
As a flag officer, he served as commander,
Patrol and Reconnaissance Group and director, Air Warfare (N98) on the staff of the chief of naval operations.
He is entitled to wear the Defense Superior
Service Medal, Legion of Merit (five awards), and other
various personal, unit and service awards.
Lieutenant Commander Jessica Morera
LCDR Morera is participating in
the Career Intermission
Program. She is a stay-at-home
mom and married to a fellow
surface warfare officer. She is
scheduled to return to active
duty in 2016 and screened for
command afloat. LCDR Morera
has served in USS MILIUS (DDG
69), on Destroyer Squadron Two Three in USS NIMITZ
(CVN 68), in USS LASSEN (DDG 82) and as the Ballistic
Missile Defense policy lead for the Deputy Chief of
Naval Operations (N3/N5).

Mr. Rich Ortloff was born in
1952 in Hawthorne, California,
and the youngest of three
children. He graduated from
West Torrance High in 1971
and drafted into the US Army in
1972 where he served as a
“Flying Firefighter”, leaping
from UH-1’s. As a DoD
Firefighter he served at Offutt AFB, Port Hueneme, San
Nicolas Island, Wheeler AFB, Barbers Point NAS, West
Loch, NAS North Island and San Clemente Island. He is a
long time volunteer for USO, COMPASS instructor,
military and command functions, AWAG, various spouse
clubs, community cleanups and animal care programs.
He retired in 2003 after a total of 31 1/2 years. He is
the father of two sons; Brent and Brandon and has three
granddaughters. Hobbies include: fishing, diving,
Amateur Radio, restoring “vintage tin.” He is the

Mr. Jim Rohr
After receiving his Ph.D. in
Engineering Physics from the
University of California at San
Diego (UCSD) in 1985, Jim
went to work at the SPAWAR
Systems Center Pacific (SSC
Pacific), where he presently
works. For his first 25 years at
SSC Pacific Jim worked
primarily in research, publishing journal articles in such
topics as: hydrodynamic drag reduction, dolphin
kinematics, flow-induced bioluminescence, and
underwater acoustics. During this time Jim was a
Research Associate at the Scripps Institution of
Oceanography and a lecturer (which he continues to be)
at UCSD. For the last seven years he has been
privileged to work with our K-12 community increasing
STEM interest and literacy. In 2013 he received the UC
San Diego Alumni Award for Distinguished Service.
Rear Admiral Elaine C. Wagner
RADM Wagner attended
Indiana University School of
Dentistry (D.D.S., 1980).
Commanding officer tours
include Naval Hospital
Beaufort, South Carolina,
Expeditionary Medical Facility
Kuwait, and Naval Health Care
New England. She served as
the Director, Medical Resources Plans and Policy Division, OPNAV code N931 and Chief, Navy Dental Corps.
She served as the commander of Navy Medicine East
and Naval Medical Center Portsmouth, and as Director
of the Tidewater enhanced Multi-Service Market.
RADM Wagner currently serves as Deputy Chief, Bureau
of Medicine and Surgery, Wounded, Ill and Injured.
Commander Miriam K. Smyth
CDR Smyth entered the Navy
as an Intelligence Officer in
1994. Previous commands
include Carrier Air Wing Two
aboard USS Constellation (CV
64), Commander U.S. Naval
Forces Central Command / U.S.
Fifth Fleet, and Carrier Strike
Group Eleven aboard USS
Nimitz (CVN 68). She also served as the deputy director
for the Intelligence Department at U.S. Fleet Cyber
Command, the deputy executive assistant to the
Deputy Chief of Naval Operations for Information
Dominance/Director of Naval Intelligence (OPNAV N2/
N6), and most recent, as the Special Assistant to the
Vice Chief of Naval Operations.
Master Chief Petty Officer of the Navy
Michael Stevens
MCPON Stevens, born and
raised in Montana entered the
U.S. Navy in 1983. Stevens
was advanced to master chief
petty officer in October 2002.
He went on to complete a
number of operational and
Command Master Chief tours
to include U.S. 2nd Fleet and
served as the 16th Fleet Master Chief for Commander,
U.S. Fleet Forces Command. He is the recipient of the

Ms. Vivian McRae
In 1943, Ms. Vivian McRae, a
native of Everett, WA., headed
to a recruiting office in Seattle
to join the Coast Guard’s first
women’s reserve known as the
SPARs – an acronym derived
from the Coast Guard’s motto
of Semper Paratus Always
Ready.
Upon graduating boot camp in Palm Beach,
FL., she went to storekeeper school. After training, she
was assigned to Cleveland, OH., where she ordered supplies for CG units on the Great Lakes. Later, Ms. McRae
spotted a flyer on the bulletin board at work for SPARs
interested in transferring to Hawaii, Puerto Rico, or
Alaska. In 1944, she arrived at what would be her final
duty station – Hawaii.
After the SPAR’s disbanded in 1947, she
worked in the medical field, got married, and raised two
children. It never occurred to her that she’d meet the
President of the United States and the First Lady. In
1995, she received a call from the White House, inviting
her back to Hawaii to represent the Coast Guard in an
Honor Guard for then-President Bill Clinton during the
50th anniversary of Japan’s surrender.
Ms. McRae keeps her travel more local, but
loves taking trips down memory lane of her time as a
SPAR.
Lieutenant Commander Dawn N. Prebula
Lieutenant Commander
Prebula currently serves as
the Chief of Contingency
Planning & Force Readiness at
Sector San Diego. In this role,
LCDR Prebula is responsible
for ensuring that all Sector
components are actively
engaged in the cycle of quality
preparedness as needed to prepare for domestic
emergencies and regional contingencies.
LCDR Prebula enlisted in the Coast Guard in
1993. She waited on the Health Services A-School list
for two years while serving in Kodiak, AK but applied and
was accepted to the Naval Academy Preparatory School
in Newport, R.I.
Upon graduation from the Coast Guard
Academy in 2000, LCDR Prebula served as a Deck Watch
Officer on CGC COURAGEOUS and CGC HARRIET LANE,
as a Detachment Officer-in-Charge and Plankowner at
Maritime Safety and Security Team Chesapeake, as a
Joint Planner at Joint Interagency Task Force South, and
as the International Affairs Officer at Atlantic Area.
LCDR Prebula is married to LCDR A.J. Prebula, USN, and they have three kids.

A native of Los Angeles, CA

career in Feb 1989.
Chief Warrant Officer Randall
is currently a Boatswains Mate
Assignment Officer at Personnel Servicing Center, Arlington,
VA. Her previous assignments have included Officer in

Officer, Station Key West, Key West FL., Waterside

Chief Warrant Officer Randall’s personal

Coast Guard Good Conduct Medals.
Chief Stephens served as the Storekeeper ‘A’ School
Chief in Petaluma, California.
Master Chief Stephens is a graduate of
United States Air Force Senior Non-Commissioned
Officer Academy Class 04-B. She is also a graduate of
the University of North Carolina Chapel Hill’s, Institute
for Defense and Business, Log 21: Logistics for the
21st Century course in February 2010 and the Senior
Enlisted Leadership Course (formerly Command Master
Chief Course) in August of 2005. She is currently pursuing her Associates Degree in Accounting from DeVry
University.
Captain Jonathan S. Spaner
Admiral Paul F. Zukunft
Captain Jonathan S. Spaner is
the Sector Commander for
Sector San Diego. His previous
assignments include, Director
of the Office of Emerging
Policy and Head of the U.S.
Delegation to the Arctic
Council Task Force in,
Washington, DC; Commanding
Officer of U.S. Coast Guard Air Station Traverse City, MI.
He has held senior pilot ratings in the C-130 and HH-60
aircraft during tours in California, Florida, and Oregon.
He also served as Strategic Policy Advisor in Iraq and
Afghanistan, as well as Director of Port and Cargo
Security on the White House Staff.
He holds an MBA from the Massachusetts
Institute of Technology (MIT), a B.S. cum laude from
the United States Merchant Marine Academy and is a
distinguished graduate from U.S. Navy Pilot Training. He
holds the “Key to the City” from Traverse City, Michigan
for citizenship, a former fellow at the Council on Foreign
Relations and a former White House Fellow.
Captain Spaner is married to registered
nurse Laura from Redding, Connecticut.
Admiral Paul Zukunft assumed
the duties of the 25th
Commandant of the U.S. Coast
Guard on May 30, 2014. He
leads the largest component
of the Department of
Homeland Security, composed
of 88,000 personnel including
active duty, reserve, civilian
and volunteer Auxiliarists.
Prior to this, Admiral Zukunft served as
Commander, Coast Guard Pacific Area, where he was operational commander for all U.S. Coast Guard missions
in an area encompassing more than 74 million square
miles and provided mission support to the Department
of Defense and Combatant Commanders.
His personal awards include both the
Department of Homeland Security and Coast Guard
Distinguished Service Medals, Defense Superior Service
Medal, three Legions of Merit and five Meritorious
Service Medals with “O” device among others.

Lieutenant Spira was raised in
Sanger, TX. She was accepted
to the United States Coast
Guard Academy and
completed her Bachelor’s
Degree in Mechanical
Engineering from 2007-2011.
Following the Academy, she
was assigned to USCGC
MOHAWK out of Key West, FL as the Student Engineer.
She completed DCA School and BO School. In April 2013,
Lieutenant Spira then transferred to USCGC ADAK in
Manama, Bahrain in support of Operation Enduring Freedom. While there, she served as the Executive Officer.
Lieutenant Spira currently serves as the Commanding
Officer of USCGC HADDOCK out of San Diego, CA.
