1. Find that the subject activity is not a project within the meaning of CEQA Guidelines Section 153 78

2. Authorize the Purchasing Agent, or authorized Deputy, to issue and execute a Purchase Order in an
amount not to exceed $82,892 for two Nissan Leaf electric vehicles for John Wayne Airport.
SUMMARY:
Authorize the John Wayne Airport Purchasing Agent, or authorized Deputy to approve a Purchase Order
for two Nissan Leaf electric vehicles which will replace two existing older gasoline powered vehicles as
part of John Wayne Airport's vehicle pool.
BACKGROUND INFORMATION:
John Wayne Airport (JWA) requests approval to authorize the Airport Deputy Purchasing Agent, or
authorized Deputy, to purchase two Nissan Leaf electric vehicles. These electric vehicles will be used for

administrative staff travel throughout JWA's facilities, including the terminal complex and 3160/3180
Airway A venue, and for other County business.
During the procurement process, the Airport was informed that OC Fleet Services was producing an
approved vehicle purchase list; this list was released on October 25, 2015. OC Fleet Services, in their
Vehicle Replacement Guide and Standard Specifications recommends the Nissan Leaf for electric vehicle
purchases. A quote of$41,445.52 (per vehicle) has been provided by OC Fleet Services (from the
National Auto Fleet Group). The total cost of purchasing two electric vehicles, in accordance with OC
Fleet Services guidance, will be $82,891.04 which exceeds the previously approved budgeted amount.
A quote obtained through OC Fleet Services for one Nissan Leaf was returned in the amount of
$41,445.52 per vehicle including tax. To comply with the OC Fleet Services policy, JWA is requesting to
amend the budget line item in the 4000 account from $50,000 to $82,892 for the budgeted purchase of
two electric vehicles.
Compliance with CEQA:
This action is not a project within the meaning of CEQA Guidelines Section 15378 and is therefore
exempt from CEQA since it will not result in any direct or indirect physical change in the environment
and does involve an irrevocable commitment of resources by the County to the activity since this action is
just an authorization that may lead to negotiation of an agreement It is therefore exempt from CEQA.
Any future action that would do so will return to the Board of Supervisors for consideration.
FINANCIAL IMPACT:
JW A plans to use existing appropriations in Fund 280 to cover this item. No further budgetary action is
required.

I.
Vehicle Replacement Guidelines
The objective of these guidelines is to ensure that county agencies and departments have access
to necessary fleet equipment to fulfill their missions in a safe, reliable and efficient manner. OC
Fleet Services (OCFS) will work annually with agencies/departments to remove under-utilized
vehicles from the fleet that are no longer needed to reduce county operations and maintenance
costs.
The economic life cycle of vehicles and equipment in today’s industry is longer than in the past.
Today’s replacement program starts with a prediction of that unit's projected usage over its lifecycle. The computerized fleet maintenance management system (FMS/Fleet Focus) and other
technologies such as vehicle scan tools, and on-board computer systems have had a positive
impact on the length of service life. The change is demonstrated by the wide use of the 60month, 100,000-mile powertrain warranty that is offered for most vehicles.
The most advantageous replacement frequency is not a preset, inflexible interval in usage, years,
or maintenance cost, as has occurred in past years. The most economical replacement
opportunity should occur within a specified time frame allowing a manager to manage the fleet
based on an annual evaluation of multiple factors and a prioritization process.

B. Vehicle Replacement Process
1. OCFS will annually prepare a list of vehicles identified for replacement by
agency/department on the basis of:
a. Vehicle Age & Utilization – Vehicles 8 years or older that meet minimum use
threshold of 5,000 miles per year will be identified for potential replacement,
unless otherwise required for special business needs.
b. Operating Costs – Life-to-date costs; excluding fuel. Vehicles that experience
high repair costs regardless of age/mileage may be identified for replacement, if it
is in the best economical interest of the county.
2. All vehicles shall be replaced “like-for-like” – Vehicle changes from the original
vehicle class will not be permitted, unless approved by the Board of Supervisors through
the annual budget process or the Quarterly Budget Augmentation Request (QBAR)
process.

3. OCFS will meet with agencies/departments to determine the appropriate standard
make/model that best meets the business need, as well as, and any non-factory accessory
requirements (e.g., lift gate, ladder rack, service body) based on business needs.
4. OCFS will prepare an Annual Vehicle Replacement Schedule (Exhibit I) to track vehicle
purchases through the acquisition process. The report will be maintained on the Fleet
Services website where customers can check their equipment status.
5. OCFS will facilitate all procurement related tasks associated with vehicle purchases with
the exception of those granted an exemption or modified procurement process by the
Director of OC Public Works.
C. Funding Process
1. OCFS and OCPW/Budget will review the vehicle replacement list to determine available
funding. Funds available will include current year auction proceeds, Internal Service
Fund replacement reserves, and agency/department contributions. Revenue from the sale
of the equipment purchased entirely from department funds (outside of ISF-296) will
revert to the respective fund(s).
a. OCFS will create the annual replacement list by vehicle number for the
appropriate budget year by fund.
b. Based on agency/department requests, OCFS and OCPW/Budget will appropriate
replacement dollars per fund and submit to the Board for approval.
c. OCPW/Budget will reconcile with OCFS/Administration of any additional
equipment to be purchased in the upcoming fiscal year. Each vehicle or piece of
equipment will have a specific description, fund and replacement number. In
cases where the vehicle is an addition to the fleet, the notification will be
specified as an augmentation.
2. When budgeted amounts are exceeded, the operational agency/department must submit a
Quarterly Budget Augmentation Request (QBAR) to the Board to receive additional
appropriations to purchase the vehicle.
D. Acquisition Process
1. OCFS will work collaboratively with agencies/departments to finalize vehicle needs and
equipment based on the county’s standard vehicle specifications.
2. OCFS will finalized vehicle specifications and obtain final approval from the requesting
agency/department and submit a Purchasing Requisition to the OCPW/Procurement.
3. OCPW/Procurement will be responsible for preparing all bid documents and provide
OCFS with copies of all items bid and closing dates.
4. OCPW/Procurement will be responsible for responding to bidder’s questions concerning
the bid, bid format and general terms & conditions.

5. OCPW/Procurement will refer all technical questions from bidders to
OCFS/Operations Manager to provide a response to OCPW/Procurement.

6. OCFS and OCPW/Procurement will review all bids/proposals and make appropriate
recommendations based upon compliance to the specification and the lowest overall cost
to the County.
7. Post Award – Purchase Orders will be issued by OCPW/Procurement with copies sent to
the OCFS/Operations Manager.
8. If a County approved contract is used, OCFS will place vehicle orders in accordance with
the terms and conditions of the contract.
E. Non-ISF/Enterprise Fund Vehicle Acquisition Process
1. OCFS will work collaboratively with agencies/departments to finalize vehicle needs and
equipment based on the county’s standard vehicle specifications.
2. OCFS will finalize vehicle specifications and will submit the final approved
specifications to the requesting agency/department.
3. The agency/department Deputy Purchasing Agent (DPA) shall follow all County
purchasing policies and procedures when conducting vehicle bids. When recommended
by OCFS, the agency/department DPA shall utilize approved cooperative agreements to
purchase government fleet vehicles in accordance with the County’s standard
specifications.
4. Purchase Orders/Contracts must be sent to OCFS immediately after issuance and include
the delivery instructions stated in Section D below.
F. Receipt of Vehicles and In-Service Process
1. Delivery Instructions – All county vehicle purchases shall be delivered to Shop 1 – Prep
Shop located at 1102 E. Fruit Street, Santa Ana CA 92701.
2. OCFS will monitor the receipt and vendor contract on all awarded vehicle purchases and
contract orders.
3. All vehicles received by the County will be entered into the County’s Fleet Management
System during the check-in process as detailed below.
a. Unless otherwise stated on the Purchase Order, original invoices will be delivered
to the Prep-Shop with the vehicle.
b. Compliance with technical specifications will be reviewed by the OCFS/PrepShop staff.
c. Within the standard 5 business day acceptance period, OCFS/Prep-Shop staff will
approve the invoice for payment and notify purchasing and/or route invoice to the
Auditor-Controller for payment.

4. OCFS will complete the Equipment Assignment Record (EAR) when a vehicle is ready
to be put into service. The requestor will be notified and sign the EAR at the time of
vehicle pick-up to acknowledge the in-service date.
5. If the new unit is a replacement for an existing fleet unit, the old vehicle is required to be
turned in at the same time the new vehicle is received as an exchange.
6. OCFS will perform decommissioning work on the old vehicle to make-ready for the
surplus process.
II.
Vehicle Replacement Due to Loss or Excess Damage
Invariably vehicle accidents happen; sometimes this requires that a vehicle be replaced
mid-budget year and before the end of its replacement cycle. When accidents occur, it is
the responsibility of the agency/department to have the vehicle brought in to OCFS for
assessment. The Operators Manual in the glove box of each county vehicle provides
further instructions.
A. Process:
1. In accordance with County policy, the agency/department shall submit a copy of
the accident or incident report (including 3rd party insurance information) to
CEO/Risk Management.
2. OCFS will create or obtain a repair estimate and submit to CEO/Risk
Management.
B. Repairs:
1. OCFS will work with CEO/Risk Management in an attempt to recover from 3rd
party insurers.
2. OCFS will work collaboratively with the agency/department to make the final
decision as to whether or not it is in the best economical interest of the county to
repair accident damage.
3. All repairs will be billed directly to the agency/department. Monies received from
3rd party insurers will be returned to the appropriate fund.
C. Replacement of a Total Loss:
1. OCFS will make a replacement recommendation to the agency/department if the
cost to repair the vehicle exceeds the vehicles’ value or if the vehicle is close to its
scheduled replacement year.
2. The agency/department will identify a funding source for the replacement in
accordance with the funding process previously outlined in Section I.

3. The agency/department can fund the replacement using a reallocation of existing
vehicle capital funds to fund the replacement if appropriations are available under
the same or similar vehicle class.
III.
Standard Vehicle Specifications
A. General
The Fleet Advisory Committee comprised of representatives from County agencies and
departments and OCFS has established the standardized vehicle make/model
specifications contained herein for all new purchases and replacement vehicles for the
County’s fleet. The fleet vehicle standards are used to specifically identify what types of
tasks a vehicle performs and directly relate those tasks to technical specifications
resulting in vehicle and equipment standards. The process is designed to ensure that when
a vehicle is purchased, it is adequately designed or specified to perform all the required
tasks that the customer department requests, while also providing cost-effective
operations throughout its useful life.
B. Changing an Established Standard
Established vehicle and equipment standards can be modified, deleted, or substantially
changed if the agency/department requests the change (in writing) and includes proper
justification to substantiate the change and a revised budget estimate to off-set the ongoing impact of the change. OCFS shall consider the request and may consult with
personnel from the budget and finance departments, other departments, and senior
management before determining whether to change specification standards.
C. Color Standardization
The County has established a color policy for all County light and medium duty vehicles.
The policy shall be in keeping with County fleet standards. Requiring a change from the
established color standard must be approved in advance and include proper business
justification for the change.
D. Official Seal Standardization
With the exception of under-cover/unmarked vehicles, all County vehicles shall display
the official seal of the County of Orange, the vehicle unit identification numbers and any
approved decals. County seals and identification numbers are placed on vehicles for
maximum visibility and shall not be removed. All vehicles are required to have the
official seal, unless a signed authorization for an unmarked vehicle is on file with OCFS.

County’s light/medium duty fleet. Approved models are comprised of eight (8) Fords,
