1
1. Introduction
JUPEM eKadaster System‟s eFee Module is used in the calculation of Standard Survey
Fees according to various multiple survey fee scheme where suitable. All survey
information for survey fee calculations are retrieved from the eKadaster database and
are calculated automatically.
The module has been successfully implemented and rolled out to all JUPEM State sites.
With the enhancements to DRP, the critical requirements for eFee Module are
incorporated based on confirmed user requirements and are documented in this manual.

2. Overall
Activatethe eFee Module. A window as below will be presented.The Searchtab of the menu
consist of File No which is shown as below:
The Reporttab of the menu consist of Montly Report,Quater Report and Anual Reportas
shown below:
The Configuration tab in the menu consists ofReportInformation,Report Design,Survey
Type, Land Use and Scale of Feeswhich is shown below.

3. Configuration
3.1. Report Information
Click on the Configuration menu and select Report Information.
Report Information dialog box will prompt as displayed at the dialog box below. User may
configure the „BorangPengesahan‟ from this message box. For instance, user is able to
configure:

Digitized Signature on the „BorangPengesahan‟

Name

Position

Department

State‟s Full Name

Include „MUKIM‟ into the „BorangPengesahan‟

User areable to modify the „Layout‟ of the „BorangPengesahan‟. However, user
MUSTmaintain the „KEY WORD‟ which arecontained inside a square bracket. For
example:„[NoPTD]‟,[FailNo]‟,‟[Negeri]‟,‟[PUNo]‟,‟[PANo]‟,‟[LotNo]‟,‟[Mukim]‟ and etc.
Once the modification process has been completed, user may click on the „Save‟ button to
commit the changes.
Note:
User can choose to directly edit in the interface provided. However, user is able to edit only
text in the interfaceprovided. To prepare a more sophisticated interface, user needs to edit
the interface in other text editor where available, and paste to the current page.

3.3. Survey Type
Click Configuration menu and select Survey type.
Configuration Survey Type dialog box isdisplayed below:

Section A is the List of Survey Type. This is the full listing of all the survey type available in
JUPEM State database. User is able to first determine how this survey typeis taken into
account when survey fees calculations are carried out.
There are a few main survey types where the system will be considered: Berimilik,
Pengambilan, PecahBahagian and etc. therefore, user needs to categorize the remaining of
the survey types by the main survey types.
To enable the grouping (categorization), select the Survey type in Section A and click on
Addbutton
.. The Item will be included as per Section B. Section B is the list of
Selected Survey Type. Click ‘Update’ button
to commit the configuration.

3.4. Land Use
Click on Configuration menu and select Land Use.
A dialog box is displayed as per the following:

Section Aprovides a List of Land use. This is the full listing of all the Land Use Type
available in JUPEM State database. User need to first determine how this Land Use is taken
into account when survey fees calculations are carried out.
There are few main “Land Use” where the system will be considered: Pertanian, Bangunan
and Perindustrian. Therefore, user needs to categorize the remaining of the „Land Use‟ by
the main „Land Use‟.
To perform the grouping (categorization), select the Land Use in Section A and click on Add
button
. Item added will be included into Section B.
Section Bcontaina list of Selected Land Use Type. Click ‘Update’ button
to
commit the configuration. Below dialog box will be presented after updating process. Click
‘Cancel’ button
to close the dialog box.

3.5. Scale of Fees
Click on Configuration menu and select Scale of Fees.

Survey Fees
Click on the „Survey Fees‟ in order to configure the survey Fees. User need to determine
the 3 main factors that affect the rate of survey fees calculation, i.e.Survey Types, Land Use
and Location. Select from the drop down lists for Survey Type, Land Use and Location, and
subsequently the corresponding survey fees of the combination is displayed.
User is able to modify the „Initial Amount‟, „Additional Amount‟ and „Min Charges‟.
Once done,click on the „Update‟ button to commit the changes after user has completed the
modification.
3.5.2.
Land Title Fees
Click on Land Title Feesto configure the Land Title Fees.User may choose to modify the
fees of the „Start Grants/Leases‟, „Mukim Grants/Leases‟ or „Subsidiary Title‟.
User need to click on the „Update‟ button to commit the changes,once user has completed
the modification, or click „Cancel‟ button to halt the process.

Boundary Marks Fees
Click on Boundary Marks Feesto configure the Boundary Marks Fees. User may choose to
modify the fees of the „Iron Pipe‟ or „Other Boundary Marks‟.
User need to click on the „Update‟ button to commit the changes,once user has completed
the modification, or click „Cancel‟ button to halt the process.
3.5.4.
Costing
Click on Costingto configure the Costing fees.User may choose to modify the fees of the
„Office Costs‟ or „Field Work Costs‟.
User need to click on the „Update‟ button to commit the changes,once user has completed
the modification, or click „Cancel‟ button to halt the process.

4.1. Survey Files

Section A determines the UPI Listing. Every lot with respect
to the selected file will be listed into the UPI List.
Section B indicates the status box. Whenever there are
combinations of criteria which cannot be calculated, the
message will be display in the status box. User may perform
the configuration setting to proceed.

Most of the information will be retrieved from the CSRS
database excluding „Payment exempted‟ and „Survey
Anticipation‟.
Section D contains the „Small District‟ drop down box,
whereby user can select the small district from the District
drop down box.

System will auto calculate the amount where user need to
collect or return to the land applicants.

4.1.2.
Payment
Payment Exempted
User need to indicate Lot(s) whereby its payment is exempted or the particular lot is not
included in the PU (Request of Survey). Check the checkbox accordingly to its status. Once
user has identified lot whereby its payment will be exempted, the status of the particular lot
will be displayed in the Penyata Ukur as well as BorangPengesahanPengarah Ukur. (Lot will
be mark with „*‟.
4.1.3.
Survey Anticipation
If the Lot belongs to „Survey Anticipation‟, this particular lot will be excluded from the
calculation of the survey fees. Therefore, the Lot entry will be removed from the Penyata
Ukur and BorangPengesahanPengarah Ukur as well.

Select Lot from the UPI listing, check the ‘Survey Anticipate’ check box.
Note that Lot with UPI 01020300011 has been excluded from the Penyata Ukur.

Click on “Page Setup…” button. Do paper and margin setting if necessary. Click OK.

5.1. Monthly Report
Click on Report menu and select Monthly Report.
Choose the District and Month.
Click on ‘Search’ button to start the searching process.The monthly report will be presented

Click on Report menu and select Quarterly Report ASCII
Choose the Year and Quarter. User can choose by District Code or Alphabet .

Choose the District and Year. User can choose arrangement by District Code or
Alphabet.
