Havza - Uzunköprü - Keşan Kuzey Tetek (remaning works) Kayseri – Malatya - Elazığ Denizli – Antalya – Kemer - Finike İstanbul Bosphorus –Road Tube Crossing Project The project’s tender and assessment was finished in the year of 2008. The project will unite Ankara-İstanbul State Road which is at the anatolian side and known as E-5 Highway and Kennedy Avenue coast road which is at the historical peninsula in european side. Only light vehicles like cars and minibuses will be able to use the single tunnel which has 2 flats consisting of 2 arrival and 2 departure ways and is 5,4 km long. The tender was made at one time in the scope of build-operate-transfer model with $1 billion and $75 million investment amount. This makes the project exclusive for our country. In addition to its technical features, making the tender of the project which is going to be completed with a build-operate-transfer model in such a difficult period when global financial crisis is effecting the whole world, is a proof which shows the enormous size and importance of the project. Bids were taken at the date of 09.04.2009. The joint venture of (NUROL-ÖZALTIN- MAKYOLASTALDI-YÜKSEL-GÖÇAY)’s bid was accepted and the total period of the business will be 22 years and 4 months. Assignment desicion was confirmed at the date of 02.07.2009. At the date of 27.09.2010 the contract was signed. The project which has a total investment price about $6,3 billion , has a total contract period of 22 years and 4 months. 7 years of this period will be the building period. 7 2- Northern Marmara Motorway( 414 km) (The tender was announced) At the moment, projects of Northern Marmara Highway still doesn’t exist but determination of corridor has been made. Pre-feasibility works based on the corridor determination has been completed. At the date of 08.03.2011,it was announced for the tender of Northern Marmara Highway(including the third bosphorus bridge). Bids will be made at the date of 23.08.2011 3- Manisa – İzmir State Road Sabuncubeli Tunnel (4 km) (The tender was announced) For the realization of this project with the Build-Operate-Transfer model, YPK decision was taken and the announcement was made on March 17, 2011. Receipt of bids is planned on June 1, 2011. 4- Ankara-Niğde Motorway (342 km) As-built projects for the Ankara-Niğde Motorway are ready. Application was made to the State Planning Organization in 2010 for the realization of the project via the Build-Operate-Transfer model. Tender notice will be given following decree of the Higher Council of Planning. 5- Ankara –Samsun Motorway (432 km ) Project and engineering services of the Ankara-Kırıkkale-Delice Motorway and the Kırıkkale Beltway, including feasibility studies, were contracted out in 2008, and are currently underway. The feasibility and corridor studies and preliminary works for the Delice-Samsun section of this project were contracted out in 2010. Application was made to the State Planning Organization in 2010 for the realization of the AnkaraDelice section of the project via the Build-Operate-Transfer model. Tender notice will be given following decree of the Higher Council of Planning. 8 6- Aydın - Denizli - Burdur Motorway (330 km) As-built projects for Aydın-Denizli Motorway section are ready, while tender for the feasibility and corridor studies and preliminary works for the Denizli-Burdur Motorway section has been planned for 2011. Application was made to the State Planning Organization in 2010 for the realization of the Aydın-Denizli section of the project via the Build-Operate-Transfer model. Tender notice will be given following decree of the Higher Council of Planning. 7- Kınalı – Tekirdağ – Çanakkale - Balıkesir Motorway (359 km) Tender was called and contracts signed for the feasibility and corridor studies and pre-projecting services for the Tekirdağ-Çanakkale-Balıkesir Motorway Projects, and the work is underway. Application was made to the State Planning Organization in 2010 for the realization of the Tekirdağ-Çanakkale-Balıkesir Motorway via the Build-Operate-Transfer model. Tender notice will be given following decree of the Higher Council of Planning. 8- Ankara – İzmir Motorway ( 535 km ) Tender was called and contracts signed for the feasibility and corridor studies and pre-projecting services for the Ankara-İzmir Motorway Project, and the work is underway. 9- Afyonkarahisar – Antalya – Alanya Motorway ( 490 km ) the tender was realized for feasibility studies, corridor route surveys and pre-projecting services of Afyon-Antalya-Alanya Motorway project in 2010. the process is in progress. 10- Sivrihisar - Bursa Motorway (202 km) the tender was realized for feasibility studies, corridor route surveys and pre-projecting services of Sivrihisar-Bursa Motorway section in 2010. The process is in progress. 11- Şanlıurfa - Habur Motorway and Diyarbakır Connection (445 km) the tender was realized for feasibility studies, corridor route surveys and pre-projecting services of Şanlıurfa-Habur Motorway and Diyarbakır connection projects in 2010. the process is in progress. 9 12- Gerede – Merzifon - Gürbulak Motorway (1.276 km) the tender was realized for feasibility studies, corridor route survey and pre-projecting services of Gerede-Merzifon-Gürbulak Motorway projects in 2010. The process is in progress. Studies continue to realize the tender for feasibility studies, corridor route surveys and preprojecting services of Merzifon-Gürbulak Motorway section in 2011. INDUSTRIAL ZONE LOGISTIC VILLAGE CONDUCTED THE BUILT-OPERATE-TRANSFER (BOT) PROJECTS IN TCDD 10 ANKARA HIGHSPEED RAILWAY STATION PROJECT HIGHLIGHTS PROJECT CONTENT The Central Railway Station Building in our Capital City is not adequate to meet the requirements of renovated railway transportation technologies in terms of spatial capacity and size. Therefore, it is required to improve the site of Ankara Station , which will constitute the base of High-Speed Railway Operations to be conducted, as an initial step, between Eskişehir-Ankara, and within a short-mid-period between Ankara- İstanbul, Ankara- Konya, Ankara- Sivas ve Ankara- İzmir. In this context; The faciltites around Ankara Railway Station Building are taken under protection with a plan sensetive to historical values and the station site, currently reflecting a utilization rate much lower than the potential rate, is restructured as an attraction center by accomplihing a functional planning. The New Station for High-Speed Train is planned by considering national and international standards and structural design, exploitation /operation forms of the stations used for eurocity trains in other countries . This project is designed to symbolize, besides contemporary technology and current arcitectural trend, speed and dynamism and to reflect TSR’s vision aimed to convert Ankara Station and surroundings to an attraction center for the residents of Ankara. The New High-Speeed Railway Station is not designed only for transportation purposes, but also to offer miscelleneous services to the residents of Ankara and other visitors; it will become a cultural and community center through the stores, offices, movies and multi-functional halls, fastfood shops and cafees attracting masses of people. CORPORATION’S BACKGROUND AND ANALYSIS FIELD OF CORPORATION’S ACTIVITY TSR is a state corporation linked to the Ministry of Transportation. İts main funtion is to render railway transportation services and to carry passangers and cargo. Today, TSR operates totally 11.940 km rail network for transportation of passangers and cargo.. ORGANIZATIONAL STRUCTURE AND PARTNERS OF THE CORPORATION The Corportion functions are conducted through 8 regional directorates with principal offices in İstanbul (Haydarpaşa), Ankara (2 regional directorates as existing and YHT), İzmir, Sivas, Malatya, Adana and Afyon. 11 The corporation has three subsidiaries, namely TÜLOMSAŞ in Eskişehir, TÜVAŞ in Adapazarı and TÜDEMSAŞ in Sivas, of which the capital is almot fully invested by the Corporation, to undertake manufacturing and maintenance of tagged or untagged vehicles such as locomotives, passanger wagons, cargo wagons , electrically-driven suburban rail vehicles, rail buses etc. Also, it owns a switch factory in Çankırı, concrete travers plants in Afyon and Sivas, TSR Ankara Railway Factory in Ankara. Building dimensions 360 * 60 meters.. The highest elevation level of the 6-storey building , including platform(perone), from the rails is 46 meters. There is a station lobby with glass roof, 80x60m in dimension, 35m in height, which enables flow of natural sunlight into the lobby.. 6-new rail lines and 3 new passanger lobbies, 420 m in leght, 11m in width, shall be constructed for addmittance and dsipatch of High-Speed Trains... The New High-Speed Railway Station is conncted to the existing Ankara Railway Station Builing, Ankaray Maltepe Subway Station, Celal Bayar Bulvard, convensional rail and suburb lines.. There exists 3 indoor auto-parks with total capacity of 1656 cars. The approximate cost is USD 152.872.287 . The dimensions of the lobby floor is 400x60 m. 1.Floor is laid on an area of 13200 sq meters, wheras 2.Floor on 18200 sq meters. It has an entrance hall, 80x60m in dimension, and 35 m in height , with a glass roof which enables flow of natural sunblight into the lobby.. FINANCIAL PLAN Annual Income from Auropark: 1.085.970 $ Total Income in the year 2014: 28.000.000 $ Internal Rate of Return: 14,74 According to pre-feasibility studies, the investment assumably will pay for itself within 9 years. Studies to tender again in 2011 in progress. 22 AVIATION SECTOR BUILT-OPERATION-TRANSFER(BOT) AND PUBLIC PRIVATE COOPERATION PROJECTS ZAFER BÖLGESEL AIRPORT NEVŞEHİR/KAPADOKYA AIRPORT(LEASING) SAMSUN/ÇARŞAMBA AIRPORT(LEASING) ÇUKUROVA BÖLGESEL AIRPORT ZAFER (KÜTAHYA-AFYON-UŞAK) REGIONAL AIRPORT PROJECT The Higher Council of Planning Decree No. 2009/T-20 dated 04 September 2009 authorizes the General Directorate of State Airports Authority to realize the Zafer Regional Airport Project via the Build-Operate-Transfer model, according to the Cabinet Decree No. 94/5907 in line with Article 4 of the Law No. 3996 authorizing the General Directorate of SAA, thereby dropping the “Construction of Zafer Regional Airport” that was included in the 2009 Investment Program of the General Directorate of Railways, Harbors and Airports Construction with project number 2006E030200 from the Investment Program. In accordance with the Higher Council of Planning Decree, a call for tender was made by the General Directorate of SAA and concluded on 28 July 2010, IC İçtaş İnşaat Sanayi ve Ticaret A.Ş. winning the tender to operate for 29 (twenty-nine) years and 11 (eleven) months. The investment cost of the project is €50,000,000 (fifty million euros). After ratification of the authorization decree by the Minister of Transport Communication, and the following Higher Council of Planning Decree dated 13 December 2010, Application Contract was signed between the General Directorate and the commissioned company. Following the completion of legal proceedings by the commissioned company, the groundbreaking ceremony for the airport took place on 22 April 2011, starting the 36-month investment period SAMSUN/ÇARŞAMBA AIRPORT (Leasing) Following the decree for the leasing and/or transfer of operation rights of Samsun/Çarşamba Airport via tender bidding in accordance with Article 33 of the Law No. 5335, preparations for tender has begun. Call for tender will be given following the completion of said preparations. 23 NEVŞEHİR/KAPADOKYA AIRPORT (Leasing)Following the decree for the leasing and/or transfer of operation rights of Nevşehir/Kapadokya Aerodrome via tender bidding in accordance with Article 33 of the Law No. 5335, preparations for tender has begun. ÇUKUROVA REGIONAL AIRPORT This project covers construction of an Airport which will have two runways, each 3500x60 m in dimension, parallel to one another and center lines spaced by 1275 m, and suitable for independent approaches. At this stage, construction of infra/superstructure facilities of 1 runway, 3500x60 m in dimension, and a parallel emergency runway(Taxi Route) 3500x45m dimensions is planned. The infrastructure certain projects are completed; additionally, operating, feasibility, survey and evaluation of air tarfic in final report were prepared. Within the framework of article 94/5907 of the Law no:3996 of Council of Ministers for Çukurova Regional Airport to meet international tender, DHMİ was authorized by decision of High Planning Board ,dated 04.03.2011 and no: 2011/ T-5. Within the framework of YPK decision, necessary preparitions for a tender was started; the tender will be announced following completion of the Project Works and running on expropriation. As related to airport; current map and overall site plan based on expropriation, ÇED report and feasibility study were prepared. 24
