A Word from Our CEO
Senaca, a Roman philosopher, said, “If one does not know to which port one is sailing, no wind is favorable.”
Fiscal Year 2015 marked the launch of a new three-year strategic plan that defined our port as striving to become
the premier Developmental Training program in Illinois, while at the same time preparing to become a smaller
organization serving fewer people with greater physical, medical, or behavioral needs. For a wind to be favorable,
it must be harnessed by sails anchored to masts. This fiscal year was the first leg on our voyage, and many
milestones were marked, as seen by the sails and masts of our plan below:
Funding: Expand and Diversify
• Merged the organization’s Foundation (FMRD) back into one transparent corporate entity that could be
responsibly managed at a lower cost.
• Obtained rate enhancements for our most physically involved clients.
• Conducted our most successful “Blizzard of Support” annual appeal raising over $8,700 for client assistive devices.
• Netted over $50,000 from our Spring Break in the Wild, Wild West auction.
• Obtained two new IDOT lift vans.
Management: Productive and Efficient
• Implemented a time keeping system (MITC) that ensures that all employees are paid properly and that the agency is in full compliance
with federal Department of Labor regulations.
• Updated and upgraded our information technological structure.
• Eliminated positions in administration while increasing direct support positions.
• Expanded the application of our case management system (Therap).
Facilities: Safety and Sustainability
• Finished renovation of the main campus boiler.
• Completed renovation of Unit 9 and opened Vitale’s Coffee Shop.
• Installed a new roof for two units on the Hawthorne campus.
• Constructed accessible exit from Gordon Behrents Senior Center.
• Installed new flooring and paint on some units.
• Developed Manager of Janitorial Services position and conducted Facility Satisfaction survey.
Services: Innovation and Client-Centered
• Awarded a three-year accreditation from CARF.
• Expanded special interest classes through the CASPI program.
• Increased client access to technology.
• Opened Vitale’s Coffee Shop for participant use and training.
Staff: Retain and Reward
• Eliminated a furlough hour that had reduced staff income by 2.5%.
• Conducted the first annual Employee Satisfaction Survey with a target of 85% overall satisfaction and implemented steps to impact
lower scoring areas.
• Recognized a Direct Support Professional and an Employee of the Year.

Rehabilitation Services
Rehabilitiation services emphasize the provision of developmental, vocational, and daily living skills. Goals are
tailored for each individual that promote skill acquisition and foster independence. This year, “Festive Friday”
events have grown. Clients enjoy attending themed parties that allow them to visit with friends, play games,
and participate in different activities each month. The introduction of Client Advocacy and Special Interest
Classes has continued to be a welcomed addition to the program. The focus of these classes has been: 1) to
offer clients an opportunity to choose a special interest class in which they wish to participate, 2) to offer clients
the chance to attend a class with clients and staff they don’t normally see or are not with all day every day, and
3) to offer clients an opportunity for new experiences and an introduction to interest areas they may not have
experienced before. A variety of “CASPI” classes are offered each week, and topics include Music, Gardening,
History, Creative Writing, Sign Language, Pinterest, Scrapbooking, Outdoor Sports, and more! Additionally, we
are happy to announce that the “KCCDD Cruisers” have hit the stage this fiscal year. The band is composed of
six clients and two staff, each playing a different instrument or singing. They periodically play for fellow clients
in Vitale’s Coffee Shop and have played at various community events.
• Number of Individuals Served: 176
• Volunteering: An average of 39 individuals volunteered each month at 9 different locations, including:
Knox Prairie Community Kitchen, FISH Food Pantry, the Lion’s Club, and Marigold. Clients also volunteered at 7 additional community sites for special occasions, including: Adopt-A-Highway, the Salvation
Army, and Camp Big Sky.
• Festive Fridays: An average of 60 clients attended each of the 12 Festive Friday events held this year.
• CASPI Classes: Twenty different CASPI classes were offered to clients throughout the year. Between 100125 clients benefitted from these classes.
KCCDD CRUISERS
The KCCDD Cruisers played at Seminary Estates. The band is composed of Michael Hanlon, Absalom
Lewis (staff), Geoff White, Victor Vasquez, Carol Cunningham, Shelly McMillian, Josh Burwell, and
Jera Farajpanahi (staff).
REACH
The REACH program (Retention and Education for Achievement in the Community and Home) strives to
increase opportunities for education, provide unique opportunities to volunteer in the community, and expand
employment options for our clients. Since last fiscal year when the program started, it has opened Vitale’s Coffee
Shop at KCCDD. This has given clients the opportunity to learn the values of being a good employee, providing
great customer service, and handling money responsibly. Additionally, REACH’s second group of clients graduated
from Camp Big Sky’s Volunteer Program and will be able to assist other individuals this coming summer.

• Number of Individuals Served: 16
• Volunteering: Opportunities for clients to
volunteer in the community ranged from 1262 times this fiscal year.
• Work Training Opportunities: Up to 49
work opportunities were offered to REACH
clients.
• CASPI Classes: This fiscal year, each REACH
client attended between 10-23 CASPI classes.
Abingdon
Senior Services
Each client at our Abingdon facility has truly become
a member of the community since our doors opened
there last year. The program has become involved with
local schools and businesses. They participated in the
homecoming parade, Halloween activities, baking
at a local bakery, regular bowling, and volunteering
several other places.
Senior services are provided on a self-contained unit
where emphasis is placed on the needs of older adults,
including reminiscing, health and aging related issues,
socialization opportunities and retention of skills.
Specific services are provided to meet the needs of
individuals with dementia. Many of the seniors enjoy
sitting and having coffee together at Vitale’s Coffee
Shop or watching tomatoes grow in their garden.
• Number of Individuals Served: 22
• Community Involvement: On average, clients
participated in the community 3-4 times per
month.

bowling for the first time. He was so excited
at the bowling alley, he just grinned and was
even giggling he was having so much fun!
When he came back, he was so happy he
couldn’t stop smiling.”

• Community Involvement: Senior clients
participated in community activities at least
11 times this fiscal year, and at most 24 times.
Community Employment Services
Community Employment Services are designed to assist individuals in obtaining and keeping employment
through the use of training and support. Staff practice social skills, job skills, and job retention skills with clients.
They also assist them with preparing resumes and interviewing. Additionally, staff work with the employer in
training the new employee by providing assistance tailored to the needs of both the employer and employee.
• 835 hours of job readiness activities were provided by job
coaches (resume writing, interview preparation, etc.)
• 562 hours of on-the-job coaching were provided at various
community employment sites.
• In-house training was provided through Gordon Behrents
Senior Center and the janitorial department at KCCDD.
• 13 individuals obtained jobs in the community, and
one individual met his goal of attending classes at Carl
Sandburg College.

Phoenix Industries Extended Training Program
KCCDD’s Manufacturing Program provides work training opportunities for individuals with developmental
disabilities, while serving area businesses with quality-driven, cost-effective subcontracting services. This year,
plans for the consolidation of the Grand Avenue and Monmouth Blvd. work centers began with upgrades being
scheduled to the electrical and pneumatic systems. These plans will allow for more effective and efficient use of
facilities, client workers, and manufacturing staff there by allowing for a leaner and more competitive program.
Highlights for 2015
• Provision of work training for 84 adults with
disabilities.
• Provided 30,473 hours of vocational training.
• Trainees were paid wages totaling over
$124,930.45.
• FY 2015 manufacturing revenues $452,654.81,
a decrease of 5.93% from FY 2014.

KCCDD’s Client Achievement Award Winners
KCCDD is proud to announce Barb Wilhelm as this year’s Developmental Training Achievement Award
Winner! Barb has been attending KCCDD for many years. When she first started attending KCCDD, she
struggled with following directions from staff and would become upset easily. However, Barb has now
become someone who not only can control her emotions, but who helps her peers when they become upset.
She offers her peers advice and is very nurturing towards them. Barb has become a wonderful peer mentor!
Barb is a great representative of KCCDD and the values that are taught. Her daily positive attitude and smile
that she brings into the classroom can brighten anyone’s day. Staff and her peers always look forward to
seeing her. Congratulations, Barb! We’re proud of you!
Barb Wilhelm
Deion Wright has been selected to receive this year’s Community Employment Services Achievement
Award for many exciting reasons! Deion has been in the Community Employment Program since 2012.
He has gained great confidence and has become better at self-advocating and making choices for himself.
During his annual staffing in 2014, Deion made a goal to attend college. He worked very hard for the
year and was accepted into Carl Sandburg College. He takes two classes a semester, and he has also
joined a number of clubs such as the Art Club and Drama Club. Deion’s goal for the future is to get his
paraprofessional license and work as an aide with the Galesburg School District. He also hopes to transfer
to a four year college. Congratulations, Deion!
Deion Wright
Devin Woodworth
Devin Woodworth has been chosen as this year’s Manufacturing Achievement Award Winner! When Devin
first started at Phoenix Industries, he was going through many sudden life-changing events. Despite all of
these changes, he has quickly adapted and has become one of the most experienced and valuable workers
at our Grand Avenue location. He has been able to master virtually all of the tasks that are given to him,
idler assembly being his specialty. Devin is always prompt reporting to work, and he never refuses work.
He is always more than willing to help staff and peers alike when asked. He is also very safety-orientated,
and he always follows safety rules. For these reasons and more, the Manufacturing Department is proud to
recognize Devin as the 2015 Manufacturing Achievement Award Winner. Great job, Devin!
Gordon Behrents Senior Center
Gordon Behrents Senior Center provides opportunities for senior citizens to maximize their
independence and prevent premature long-term care. Activities that provide chances for socialization
and physical activity are provided daily.

Number of volunteer opportunities/community activities: 24 volunteers provided 965 hours
Transportation services provided: 5,793 units, in addition to 281 unfunded trips (appointments
and community trips) throughout Knox County.

Participants vary in cognitive functioning and socializing capacity, which
is reflected in their living arrangements. Based upon this, each individuals’
time at the center has a different purpose.
GBSC provides a variety of activities enabling participants to
be active and social. These opportunities enhance and maintain
individuals’ dignity, independence, and quality of life.
