Dr. Jack Scott
Chancellor
California State Senator Jack Scott was unanimously selected
as the 14th Chancellor of the California Community
Colleges by the Board of Governors of the California
Community Colleges on May 8, 2008. He will officially
assume this position on January 1, 2009, after completing
his Senate term at the end of 2008.
A member of the State Legislature since 1996, Dr. Scott
represented California’s 21st Senatorial District, which
includes Pasadena, Glendale, and Burbank; a portion of
the city of Los Angeles, and other surrounding cities and
communities. During his distinguished senatorial tenure,
he served as Chair of the Senate Committee on Education,
which considers all legislative measures dealing with K-12 education and the state’s colleges and
universities. This committee has legislative oversight for a wide range of issues dealing with education.
Dr. Scott also chaired the Senate Budget and Fiscal Review Subcommittee on Education, which
oversees approximately 48 percent of California’s state budget. Among his other committee
assignments, Dr. Scott was Vice Chair of the State Allocation Board for Education.
Dr. Scott authored 146 bills in the Assembly and Senate that were signed into law. From the
beginning, he has been a champion of education issues and was successful in authoring several key
bills important to the community colleges that were signed into law. Senate Bill 361, a landmark
community college financing measure, was authored by Dr. Scott and signed by Governor Arnold
Schwarzenegger in 2006. Also in 2006, Dr. Scott led the charge in passing Senate Bill 1309 that
helped address the state’s nursing shortage. Dr. Scott worked with Governor Schwarzenegger in 2005
to pass Senate Bill 70, a measure that strengthens career technical education programs between K-12,
community colleges, and the business sector. Dr. Scott has been named Legislator of the Year by many organizations, including the California
Federation of Teachers, Association of Independent Colleges and Universities, Association of
California Community College Administrators, Association of California School Boards, California
State University, California Association of Health Facilities, California Trucking Association, and
American Nursing Association.

Dr. Scott also received an honoray doctorate from Pepperdine University in 1991. In 1993 he
received the Harry Buttimer Award, given annually to distinguished administrators in the California
Community Colleges. He was named the Almnus of the Year at Claremont Graduate University in
2000 and at Abilene Christian University in 2003. He was also presented Lifetime Achievement
Awards from the Faculty Association of the California Community College in 2008 and California
Community Colleges in 2006.

Distinguished Faculty Award
With the Distinguished Faculty Award (DFA),
the Academic Senate recognizes excellence in a
professor’s area of expertise, such as teaching,
counseling, work with students, etc. It also
considers good college “citizenship,” i.e.
contributions to college life outside the
classroom or primary service area as secondary
criteria. Candidates for the DFA must have
been at the college for at least ten years. The
Senate has tried to recognize a variety of people
in a variety of areas and for a variety of efforts.
The recipient list includes great lecturers,
people who have reached out to their students
in exceptional ways, and people who have
developed tremendous programs. The DFA was
first conferred in 1987.
William L. Parker Award
The award, in honor of William L. Parker,
a philosophy professor to whom it was first
bestowed, is awarded by the Academic Senate
based on long service to GCC. Criteria include
multiple areas such as academic, professional
and community service; recognition by faculty,
staff, students and administration; and that
the recipient’s contributions will have a lasting
impact on the institution. The award was first
presented in 1993.
Exceptional Adjunct Award
The Exceptional Adjunct Faculty Award
(EAFA) is given for distinguished contributions
to Glendale Community College in the
recipient’s discipline, or for contributions and
accomplishments in other professional areas.
The EAFA recipient serves as a role model for
the rest of the adjunct faculty. The award was
first conferred in 2006.

GRADUATION
Dr. Scott is a past president of the Association of California Community Colleges Administrators
and the former chair of the Accrediting Commission of Western Association of Schools and Colleges.
Prior to being elected to the State Legislature, Dr. Scott was President of Pasadena City College
beginning in 1987. The hallmark of Dr. Scott’s presidency was the launching and completion of a
$100 million master plan to meet the college’s needs into the 21st century. Although state funding
declined during Dr. Scott’s presidency, the college balanced its budget, laid-off no members of its
faculty or staff, and maintained an educational program of high quality. Pasadena City College had
reserve funds of more than $6 million when he retired in 1995.
Dr. Scott is a Distinguished Professor of Higher Education at Pepperdine University and is the first
person to be honored as President Emeritus of Pasadena City College.
Previously, Dr. Scott was a teacher and administrator at Pepperdine University for 10 years before he
became the Dean of Instruction at Orange Coast College in 1973. Five years later, in 1978, he became
the President of Cypress College.
Dr. Scott was born in Sweetwater, Texas, and graduated from high school there. He met his future
wife, Lacreta, while they were students at Abilene Christian University. They were married after Dr.
Scott received his Bachelor’s degree. He later earned a Master of Divinity degree from Yale University,
as well as a Ph.D. in American history from Claremont Graduate University.
Dr. Scott and Lacreta have five children: Sharon Mitchell; Sheila Head; Amy Schones; Greg Scott;
and their fifth child, Adam, who died at the age of 27. They also have ten grandchildren.

THE ACADEMIC PROCESSION

One of the most colorful parts of the commencement exercise is the academic procession, the opening
part of the time-honored and traditional ceremonies. The processional includes all of the participants of the
exercises, the graduating class, faculty, Board of Trustees, and participating guests.
The graduating class wears maroon gowns. The tassel of the cap is worn on the right and changed to
the left immediately after receiving the associate degree. Gold tassels are worn by students who are receiving their
Associate degrees while students who are being awarded their Certificates of Achievement wear maroon tassels.
The college’s faculty, which includes its instructors, counselors, and administrative staff, along with the
trustees and the program guests, wear gowns indicative of their academic rank. This part of the processional is
indeed one of the most awe-inspiring of all collegiate ceremonies.
The heritage of the cap and gown, with the colorful spectacle of the academic array, dates back to the
twelfth century and the establishment of the first universities in Europe. Although there have been many changes
in design and color, each individual gown with its rank is symbolic of achievement in a special field.
The Continental System, still used by England and the rest of Europe, allows a distinctive design and
color for each college and university. In the United States, however, a uniform intercollegiate Academic code has
been adopted. Nevertheless, there is a growing trend among major universities to follow the European tradition
and have unique gowns which incorporate the colors of the university, such as crimson gowns from Harvard,
light blue gowns from Yale, and dark blue gowns trimmed with gold from the University of California. The code
is a simple one, regulating the colors and materials to be used. Knowledge of a few of these rules permits the
viewer to understand the costume of any graduate of an American educational institution and know at once the
wearer’s degree, the field in which it was earned and possibly the college from which the degree was received.
Faculty gowns are divided into three groups, dependent upon the highest college degree earned by the
wearer. The bachelor’s gown is made of a black worsted material with long, pointed sleeves. The master’s gown
is either of black silk or wool and a has a long closed sleeve with an arc of a circle appearing near the bottom and
a slit, at elbow length, for the arm. The doctoral gown is usually black silk with full, round, open sleeves with
velvet rings. Some universities have their own doctoral gowns which correspond to the colors of the school.
The traditional black mortarboard-style cap is worn for all degrees, the only difference being the tassel. For
bachelor’s and master’s, the tassel is usually black, but occasionally it is the color of the velvet on the hood. The
doctoral tassel is gold.
The academic costume is set off by the most distinctive of all insignia, the hood. The hood is made
of a black material to match the gown and varies in length according to the degree: bachelor, three feet; master,
three and one-half feet; and doctorate, four feet. Each hood has a velvet edge of varying widths according to the
degree; two inches, three inches, and five inches respectively. The edging is carried around to the front of the
neck to form a neck band. The color of this velvet trim indicates the field or department of learning in which the
degree was earned. All hoods have silk lining of the official color or colors of the college or university conferring
the degree.

Graduates who have achieved a 3.50 cumulative grade point average, and those who have earned
permanent membership in the Alpha Gamma Sigma Honor Society, are identified by a gold stole.
To qualify for permanent membership in the Alpha Gamma Sigma Honor Society, a student must
have either completed 60 units with a 3.50 grade-point average and one semester as a member of AGS or
completed 60 units with 3.25 grade-point average and two semesters as a member of AGS.
White stoles are worn by students in the Nursing program who are recognized for completing the
LVN or RN requirements.
