The South Salt Lake Police Department has created a system
of geographic responsibility called Community Policing Zones
(CPZs). Community policing is the philosophy that police officers
and citizens can work together in creative ways to solve community problems such as crime, fear of crime, social disorder, and
neighborhood conditions. The city has been divided into six CPZs,
corresponding with the six squads in the uniformed patrolSouth
division.

Crime Prevention Through Environmental Design, or CPTED (pronounced “sep-ted”) goes beyond traditional security methods by
naturally integrating security measures into the community.
“Most criminals work on the risk factor of being caught or seen. If we can increase that possibility by making small improvements to
homes or businesses, we can potentially deter the criminal activity,” said Police Chief Jack Carruth.

CPTED is applied in the community through five overlapping strategies: natural surveillance, territorial reinforcement, natural access
control, maintenance, and target hardening. Each strategy employs a slightly different method to send a clear message to criminals that
a responsible person is nearby and their activity is not welcome.
The SSL Police Department offers free CPTED evaluations for local businesses and Neighborhood Watch groups to identify ways to
make properties safer. For further information, contact the South Salt Lake Crime Prevention Unit at 801.412.3653.

A Message from South Salt Lake Police Chief Jack Carruth
I would like to thank the community of South Salt Lake for their support and involvement in
making our city a better place to live and do business.
The South Salt Lake Police Department offers several community programs that provide
education about how to prevent crime. Our officers are continually reaching out to our residents with programs such as: DARE, RadKIDS, Neighborhood Watch, Business Watch,
Coffee with a Cop, and our PAL Program. Our department also offers several resources like
CPTED inspections, extra patrol checks, and a crime tip hotline.
All of us at the South Salt Lake Police Department are excited to move forward as the city
grows, new residents, and businesses move in, our school programs glean new faces, and
our partnerships become stronger. We look forward to your future input and support. Working together is what makes the difference.
“Every society gets the kind of criminal it deserves; every community gets the kind of law
enforcement it insists on.” - Robert F. Kennedy
The Good Landlord Program Continues
The South Salt Lake Police Department has been addressing crime concerns with rental properties since 2007 when the Good
Landlord Program was created. For the past seven years Officer Paul McCullough has coordinated with local landlords, apartment
complex managers, and officers to eliminate problems in a timely and efficient manner.
Police Chief Jack Carruth said, “Since 2007 there has been a decrease in our overall crime rate. It isn’t hard to see that the
Good Landlord Program has made a significant impact.”
The police department continues to partner with the city’s Business Licensing Department (Community
Development) and the Utah Apartment Association to train and educate multi-housing property
owners about crime prevention techniques, liability concerns, the eviction
process, and other related topics.

Business Watch: Keeping Your Business and Neighborhood Safe
Most victims of crime do not realize that property crimes, such as burglary and theft, are generally crimes of opportunity. Criminals tend to look for a door that can be easily opened and seek out dark places left unattended. These situations make it easier
for criminals. Think safety and security first, take the extra precautions to safeguard your business, and partner with your neighboring businesses to keep an eye out for suspicious and criminal behavior. This will help reduce crimes of opportunity and risks
to your business, employees, and customers.
The South Salt Lake Police Department would like to provide local businesses and employees with the education and knowledge to reduce crime. Contact the Crime Prevention Unit at 801.412.3653 to schedule a free evaluation of your business.
Crime Prevention Recommendations
Below is a list of vulnerable spots that a criminal may find
appealing. This list was created to reduce chances of being
a victim of crime. Take a minute to walk around and evaluate
the vulnerability of your business.
Front of building:
• Are the street numbers visible from the road?
• Is the business clearly marked with the name and type
of business?
• Is the public entrance open and inviting to customers?
• Is the lobby/office visible from the street or parking area?
• Are the front windows free of posters and obstructions?
• If open at night, does the building have good lighting?
• Are there displays outside or next to the door that would
be an easy theft?
• Is presence of an alarm system visible?
• Are security cameras installed?
• What type of doors and locks are present?
• Where are the check-out counter and cash register in
proximity to the door?
Sides of building:
• Is access restricted to employees from the side
entrances?
• Is there adequate lighting?
• Is the parking lot clearly marked or restricted to
employees only?
• Is there a secured, fenced area?
• What is stored in the secured area that could be attractive to criminals?
Rear of building:
• What type of entrance is there?
• Who is allowed to enter the building from the rear and is
access controlled?
• Is the street address at the rear of the building in case of
an emergency?
• Are there items accessible to assist criminals in their activities? (i.e. ladders, crow bars, stackable items, etc.)
• Where are utility boxes and fuse panels located?
Inside of building:
• Where are the public restrooms located?
• Do employees know the Police/Fire dispatch numbers,
or are the numbers posted in a visible area?
• Is a company policy in place that describes what to do in
case of robbery, theft, or emergency?
• Who closes and locks the business?
• Do employees know how to use the alarm system
properly?
• Is money secured in a safe at night or deposited at a
bank at the end of the day?
• Is there roof access? Is it secured?
• Do employees verify identification for check and credit
card purchases?
• Does the alarm company make nightly patrols of the
building?
• How current is the business’ insurance?
• Are the make, model, and serial numbers for valuables
written down?
• Are confidential files locked in cabinets or stored in a
password protected section of the computer system?
• Are computer files properly backed up?

Congratulations to South Salt Lake Beautiful Yard Award Recipients
South Salt Lake Mayor Cherie Wood is recognizing neighbors in our city who
help to make South Salt Lake a beautiful place to live through the Beautiful Yard
Awards. This month’s Beautiful Yard Award recipients are Judy & Chet Hutchings
and Gary & Patricia Ashby.
Judy and Chet Hutchings have lived in South Salt Lake for 45 years. Chet said of
that time, “We’ve enjoyed what South Salt Lake has done.” Their yard includes
numerous flowers, a waterfall, patio, and deck—all built from the ground up.
Judy and Chet Hutchings
Gary and Patricia Ashby have also lived in South Salt Lake for 45 years. They appreciate the diversity and community feeling that the city offers. Their yard is complete with walkways, fountains, and plenty of foliage. Gary and Patricia self planted
every tree, shrub, and flower in their yard.
Future beautiful yards will be featured in upcoming editions of the On the Move
City Newsletter. To nominate a beautiful yard in your neighborhood, contact RaeLin
Phillips at 801.464.6712 or [email protected].

South Salt Lake Stake Wins Parade Award
The South Salt Lake LDS Stake won this year’s Theme Award at the Days of ’47 Parade. About 30 members from the community
volunteered hundreds of hours to build the award-winning float.
South Salt Lake residents Randy & Susan Fitts headed up the design, creation, and management of the float on behalf of the South
Salt Lake Stake. Randy said it was a lot of work, but also a lot of fun. “It was nice to represent the stake and the city.”
South Salt Lake Stake President, Sean Marchant, agreed. “We wanted to create something that the City of South Salt Lake could be
proud of… I think we were able to represent the city well.” The float was also included in South Salt Lake’s Freedom Festival.
The highlight of the float was a moving Pony Express horse and rider, recognizing that South Salt Lake once had its own Pony Express stop.
Coffee with a Cop in South Salt Lake
Coffee with a Cop is part of a national initiative to create a common venue for community members and police officers to come together. There are no agendas or speeches, just the opportunity to ask questions, voice concerns,
and the chance to get to know the officers in our neighborhoods.
“Coffee with a Cop creates an opportunity for our officers and community members to become acquainted, and
to remove barriers that often make us appear unapproachable,” said South Salt Lake Police Chief Jack Carruth.
Join us on the first Wednesday of each month from 9:00 to 10:00 a.m. at 2929 South
State Street. The next event is Wednesday, September 3.

September is National Childhood
Obesity Awareness Month
Did you know?
• Childhood obesity has more than doubled in children and
quadrupled in adolescents in the past 30 years.
• In 2012, more than one third of children and adolescents
were overweight or obese.
What can we do?
• Get moving together! Healthy lifestyle habits, including
physical activity, can help make a positive change in children’s lives. Sign up for a city recreation league or join a
fitness class at a local recreation center.
• Drink water! Exchanging water for sugary and sweetened drinks throughout the day can make a big difference on the health and happiness of children. It helps to
maintain hydration and reduce extra calories.

Serving South Salt Lake:
AmeriCorps VISTA Members
This year, South Salt Lake applied for and received four AmeriCorps VISTA members that will
serve for one year to build capacity in the areas of health, community resource development,
arts programming, and employment support.
Katelyn Quayle became an AmeriCorps VISTA member as a way to give back to the community.
She looks forward to working with the passion and expertise of the people of South Salt Lake.
She said, “I am beyond excited to see what the community has to offer.”
Erin Flannelly and Katelyn Quayle
Erin Flannelly is interested in public health and is excited to increase
awareness of healthcare programs for South Salt Lake residents. She said,
“From what I’ve seen so far, South Salt Lake has amazing people working
tirelessly to improve the quality of life for local community members.”
Community Connection Teams Up to Keep South Salt Lake Beautiful
South Salt Lake's Community Connection program is establishing partnerships to
create a safe, clean, and beautiful city. In August, three major groups helped clean up
South Salt Lake. Community Connection is grateful to the volunteers and the work they
accomplished in August.
This is the fourth year that K2 the Church has volunteered with the Community
Connection Program. On August 8 over 150 volunteers participated in neighborhood
cleanup, exterior house painting, landscaping improvements, and mural preparations.
They also completed some finishing touches on the new Head Start building.
On Tuesday, August 19, nearly 150 Westminster students from the Class of 2018 participated in a Community Connection day of
service. Special thanks to the Westminster Center for Civic Engagement and the Office of Student Life for making this clean up event
near 1300 East possible.
The new zoning for the neighborhood along the S-Line streetcar from State Street to 500
East is under consideration by South Salt Lake City Council. After two years of meetings with neighbors, developers, and city leaders, zoning for new development in the
neighborhood has been shaped. The zoning encourages housing focused on the “missing middle” types that are in demand today - townhomes, condos, and small apartment
buildings. The plan also outlines open space requirements, areas where new restaurants, small shops and services, and small office spaces would be allowed.
The zoning is written with an emphasis on the size, shape, and location of new buildings
to minimize impacts on existing homes, which are not being re-zoned or affected. Increasing the amount of open space in the neighborhood is another focus, with emphasis
on continuing to develop the S-Line corridor greenway, which includes Parley’s Trail.
The zoning will be presented to City Council on September 3 & 17 and is currently
scheduled for a vote on the October 8 meeting (subject to change). The City Council
welcomes public comments.
