Hughesville Village
Hughesville has experienced a variety of changes that include
completion of the northeastern bypass, current construction of the
SMECO facility and several planned projects. A positive dialogue has
been ongoing between various groups that include the Hughesville
Business and Civic Alliance (HBCA), Hughesville Community members
and various County and State agencies including the Charles County
Department of Planning and Growth Management.

The purpose of this document is to open the dialogue up to the larger
community and share some ideas and explore opportunities in order to
further the vision for Hughesville Village.

The Hughesville Village Revitalization Plan adopted as part of the Charles
County Comprehensive Plan provides a solid foundation from which to
explore the Village vision. The Hughesville Business and Civic Alliance
(HBCA) recently prepared a ten point Priority Project List and are
working with the County to refine these items in an effort to move the
Revitalization Plan forward.
This document includes various illustrations in order to solicit input to
better define a direction and realization for a revitalized Hughesville
Village.

Hughesville Village Revitali7..ation Plan. As your cO)llmunity Fire Department, we obviously want to see
Hughesville grow and pro~er once again- Of course, our first concern is for the safety of our community.
We have reviewed the recent slide presentation offered to the community. It is a wonderful plan and certainly
shows how Hughesville C()u td become an attractive main street village in such a strategic location of Southern
M,aryland. Your proposed use of the historic tobacco barns and other available commercial properties seems like a
very achievable plan. We understand that your ptan is consistent with the overall Hughesville Village Revitalization
Plan approved by Charles County.
We note your desire to create gateways into and out ofthe VHlage. More specificalJy, your concept of having a
fully signalized intersection at the North End of town has several benefits beyond your revitalization efforts.
Our experience in the past couple of years along Leonardtown Road between Bryantown and Charlotte Han, from a
safety standpoint, has not been good. Along this stretch of road, we have responded to numerous accidents,
including severaJ that resulted in fatalities. In particular. there are two crossovers that have created two very
dangerous intersections_ One is at Leonardtown Road and Gallant Green Road and the other is at Leonardtown
Road and Old Leonardtown Road, exactly where your proposed traffic signal is located. Once the new SMECO
headquarters opens and the Hughesville Station development begins, this intersection wilt need design
improvements to handle additional traffic_

We've looked at your traffic analysis and agree with your proposed ideas to reroute southbound traffic from GaHant
Groen Road onto Foster Lane to connect to your proposed intersection. We understand that there is a signal
approved for the Gallant Green Road intersection. Your proposal of locating a traffic signal at Old Leonardtown
Road is a much more efficient way of resolving the hazardous conditions at both crossovers and maintains a better
flow of traffic through the Hughesville area A complete connection from Old Leonardtown Road through to Foster
Lane will provide us with much better access to reach the residents and a couple of existing small businesses along
Foster Lane.
We have experienced several near misses traveling ~long Leonardtown Road ourselves at both intersections wh.He
operating a fire truck or ambulance with sirens blasting and lights flashing. We find it quite difficult and
challen.ging while driving our emergency vehicles to return south from Gallant Green Road back to the fire house.
We fully support your proposed intersection improvement at Old Leonardtown Road and Route 5 and feel it is
imperative tbatsomething be done to avoid the loss of more lives.

I would like to take this opportunity to thank the Hughesville Business and Civic
Alliance for allowing me to participate in the planning of the Hughesville community.
Hughesville has and always will be a vital community, rich with history and future
potential which can only be imagined today.
Once the Hughesville bypass was completed several years ago, the potential for
Hughesville to reclaim the "village nostalgia" has become realistic and a promising
vision. Yet, just yards away the concerns relating to major traffic incidents has become
all too real. For decades, the intersection of Leonardtown Road and Gallant Green Road
has claimed the lives of many motorists and pedestrians. The intersection of
Leonardtown Road and Old Leonardtown Road does not have the decades of history,
due mostly to the more recent creation of this intersection. Nevertheless, this
intersection has also been the scene of many serious collisions and several resulting in
death.
Recently, I was provided documents to include a traffic analysis for Hughesville
Main Street. I am inspired by the hard work and dedication of your organization to
prepare, or have prepared, such detailed plans.
As your Sheriff and chief law enforcement officer for Charles County, I fully
support the goal of placing a full function traffic control device at the intersection of
Leonardtown Road and Old Leonardtown Road . I also feel using an existing side road
to link Gallant Green Road to this intersection, thereby eliminating the hazards of the
current intersection, is not only a prudent solution, but a fiscally sound solution as well.

Though I am personally pleased with the revitalization of Hughesville,
professionally my goal is to protect our citizens. As SMECO grows and redirects many
of their employees to their new planned facility in Hughesville, as well as many other
projects either planned or actually in the construction phase, it is not too early to

It was a pleasure discussing your organization's role in pursuing the Hughesville Village
Revitalization Plan. It was exciting to see the possibilities for a beautiful main street in
the heart of Hughesville. The Hughesville Post Office is in full support of your efforts.
We read the letter from our local fire department. We are also concerned with the two
intersections mentioned in their letter.
Our mail carriers pass by these intersections several times a day. As notcd in the
Hughesville Fire Department's letter~ we also experience difficulty entering Leonardtown
Road at these intersections. Drivers often do take chances turning onto Leonardtown
Road and do not allow a safe distance between themselves and our vehicles. We agree it
is quite difficult returning to the Post Office from Gallant Green Road on to southbound
Leonardtown Road. Naturally, we are concerned for the safety of our mail carriers.
Your plan to create one controlled intersection at Old LeonardtoWTJ. Road and
Leonardtown Road by routing the traffic from Gallant Green Road to head south is an
excellent proposal.
We are excited to see the potential for Hughcsville. Th.ere have been a few new
businesses move to Hughesville recently. We are also happy to be serving the new
SMECQ headquarters as well as the potential businesses at Hughesville Station. Your
plan to upgrade the intersection at the north end of Hughesville is a fantastic way for their
employees. visitors and our mail carriers to serve these locations safely.

Thank you for showing us your ideas and goals regarding the Hughesville Village
Revitalization Plan. We are happy to see that both Benedict and Hughesville are
communities that have the opportunity to prosper once again with public sector support.
Both of these communities have historical significance to the State of Maryland and can
contribute to economic growth in this region. It is fantastic to see how the County has
engaged these two communities in its planning process.
We share the same concerns that the Hughesville Volunteer Fire Department expressed in
their recent letter to you.
We have also responded to a significant increase in emergency calls along Leonardtown
Road between Bryantown and Charlotte Hall in the past few years. Of course, we were
called, along with the Hughesville Squad, to respond to several of the more serious and
deadly accidents at the intersection of Gallant Green and Leonardtown Road.
Our volunteers, operating our emergency vehicles, have also found that the intersections
at Gallant Green Road and Old Leonardtown Road to be unsafe. We have also
experienced other drivers taking unnecessary chances entering Leonardtown Road as we
approach these intersections with emergency lights flashing. Needless to say, we are
concerned for our own safety while we are responding to other emergencies.
We also find that southbound motorists on Leonardtown Road have taken the opportunity
to exceed the speed limit and they subsequently approach the intersections south of
Hughesville too fast. This has caused a significant increase in rear end collisions and
personal injuries in the intersections in Charlotte Hall.

We support your recommendation to establish a controlled intersection at Old
Leonardtown Road and Leonardtown Road and the proposal to redirect the traffic to

Dear Ms. Brewer:
I would like to express my support for the proposed signalization of the intersection of Leonardtown Road and Old Leonardtown Road in Hughesville. The Gallant Green Road intersection with Leonardtown Road has been an extremely dangerous
intersection since it was completed. A design that may have worked well on paper is clearly
failing in the field. Aggressive driving, excessive speed, and failure to understand the difference
between yield and stop have resulted in the many deaths and accidents that have occurred there.
The recommendation to locate a signal light at the intersection of Leonardtown Road and Old
Leonardtown Road is an excellent solution. It would allow for safe turning maneuvers as well as
improve the overall road design and traffic flow for the Village of Hughesville. It is hoped that
this improvement can be completed in the near future before any more lives are lost.

revitalization plan fur Hughesville, as well as the proposal for a fully functioning traffic control device at the

On behalf of Southern Maryland Electric Cooperative (SMECO), I wanted to thank you and
members of the Hughesville Business and Civic Alliance (HBCA) for sharing with us the
Revitalization Plan for Hughesville. SMECO is a proud member of the Hughesville business
community. It's very encouraging to see the partnerships that have been forged between
businesses, residents and elected officials through the HBCA. We appreciate that SMECO is
represented on the board of HBCA, and we look forward to continuing this partnership.
A key component of the Revitalization Plan is directing traffic to the downtown business area
where visitors can enjoy pedestrian-friendly sidewalks, park along the store fronts and shop. You
hope to accomplish this traffic redirection with a fully functioning traffic light to be installed at
the intersection of Business Route 5 and the Hughesville Bypass in front of All American Harley
Davidson. SMECO does not oppose this concept or the HBCA pursuing this matter with the
State Highway Administration.
In conclusion, I wanted to express my gratitude to Hughesville residents - including the
leadership of HBCA - for their support as we continue with the construction of our new
Engineering and Operations Facility, located on the west side of Business Route 5 in
Hughesville. This facility is critical to meeting our mission of supplying reliable electricity to our
customer members. We believe that this building, which will be LEED certified, could serve as a
gateway to the downtown Hughesville business district. To that end, we received an entrance and
exit permit (No. 09-AP-CH-Oll-10) from the State Highway Administration on Sept. 16,2010.
We ask that the State Highway Administration continue to keep this in mind as they evaluate the
traffic control signal that HBCA is proposing.
Congratulations, again, to the HBCA and for securing letters of support for this traffic control
concept from the Maryland State Police, the Charles County Sheriffs Office, the Hughesville
Volunteer Fire Department and Rescue Squad and many others. SMECO is proud to be
associated with these groups and wishes HBCA the best of luck as this proposal is officially

Thank you for taking the time out of your busy schedule to explain the Hughesville
Village Revitalization Plan to the Keller Transportation staff. The Maryland Route 5 and
Gallant Green Road intersection is of great concern to Keller Transportation because of
the safety hazard it poses to our school buses and motor coaches that frequent that area
daily. We have been the victim of one serious accident and several close misses that
occurred at that very intersection. Therefore, we fully support installing a traffic control
device at the intersection of Maryland Route 5 and Old Leonardtown Road.
If the above proposal is approved we recommend the Gallant Green and Maryland Route
5 intersection be configured so that Gallant Green Residents can make a right tum only
onto Route 5 North. This will also allow our buses to access Route 5 North in a safe and
expeditious manner.

Hughesville Business & Civic Alliance, Inc., Celebrates its One Year Anniversary!
Hughesville Business & Civic Alliance, Inc. (HBCA) was established in June 2010. HBCA’s board of directors
and executive officers have been working, diligently, towards jumpstarting the implementation of the
approved Hughesville Revitalization Plan. The first priority was to look at our “main street” (Old
Leonardtown Road) in a holistic way and identify those goals that could be achieved in the immediate
future. HBCA identified three areas that would complement, enhance, and provide a “niche” market for
Hughesville’s main street.
The state of Maryland has deemed it necessary that a partial intersection be installed at Rt. 5,
Leonardtown Road and Gallant Green Road, because of increased traffic and safety concerns. This partial
intersection is similar to what you see at the intersection of Rt. 5, Leonardtown Road and Rt. 488. Taking
this into consideration, HBCA studied the possibility that this intersection might make more sense in a
different location and could address other safety and traffic concerns we are experiencing, as well. We,
also, looked at the potential benefits of linking the approved Planned Employment Park, Hughesville
Station, to main street, which would result in an “anchoring” for development and revitalization that
would flow to main street. HBCA commissioned a traffic study on the potential of locating a full
intersection at the north end of the bypass, which would be located where the current north exit from
main street is now, and revising the Gallant Green intersection to a right in, right out only, exit. The
commissioned study confirmed our conclusions that moving the intersection would take care of both
intersections’ traffic and safety concerns. HBCA proceeded to share this information with the Maryland
State Police, The Charles County Sheriff’s Office, The United States Postal Service, the Hughesville
Volunteer Fire Department, the Benedict Fire Department, SMECO, SMAR, and other businesses and
residents affected by the existing conditions these traffic and safety concerns were creating. All of the
mentioned organizations and individuals supported the intersection at the north end of the bypass, as
opposed to Gallant Green Road. HBCA has submitted a request to the State Highway Administration to
consider this proposal.
The second revitalization effort HBCA has identified, is an adaptive, re-use of the largest, historic, red barn
on main street. We have been studying the potential for turning this barn into a concert/banquet hall.
The creation of this “niche” market would attract music lovers, the arts, retail, restaurants, and more.
There are state and federal grants that may be available to assist in this effort. We will continue to pursue
this project and will keep you updated on its status.
The third identified area for revitalization is the intersection of main street and Rt. 231. We will begin
working with the property owners, in the coming months, to identify opportunities for those sites.
Again, these three areas on main street are those HBCA has identified for revitalization as attainable in
the immediate future. We are at the beginning of a long but exciting road, and HBCA is dedicated to
making the Hughesville Revitalization Plan a reality.

Action Items:
1. Request support and assistance from County staff to revise the Priority Funding Area as
presented.
2. Request that the County work with the State Highway Administration in obtaining control to
Foster Lane and Business Route 5. This can be a negotiation to potentially get assistance from
the state for the proposed signal at Foster Lane and/or the beautification of Main Street.
3. Request support and assistance in obtaining Smart Site designation for Hughesville.
4. Request support and assistance in obtaining SHA support for a signal at Foster Lane and
Business Route 5.
5. Request that the Hughesville Water and Sewer Study dated December, 2012 be revised to
include the revised Hughesville Priority Funding Area, in its entirety.
6. Request that Design of the water and sewer facilities for Hughesville (once the study is
revised to include the revised Priority Funding area) become a priority in the CIP budget.
Detailed Financial Impact of Request
It would be difficult to do a detailed financial impact analysis on the above items at this time. The
Hughesville Business and Civic Alliance (HBCA) is fully committed to seeing these objectives through
and is unable to do so without the support from the County. Since Hughesville is a designated village
and the hub of the tri-county area, the HBCA is confident that with some modest investment from the
County, HBCA and other stakeholders the benefit of the commercial revitalization and economic
development in the village will have long-lasting benefits to the County and its residents.
