services necessary to maintain the physical and mental health of
a vulnerable adult, or the inability or lack of desire of the
vulnerable adult to provide essential services necessary to
maintain and safeguard the vulnerable adult’s own physical and
mental health.

“Vulnerable adult” means an adult who has a substantial mental
or functional impairment.

“Substantial functional impairment” means a substantial
incapability, because of physical limitations, of living
independently or providing self-care as determined through
observation, diagnosis, evaluation, or assessment.

“Substantial mental impairment” means a substantial disorder of
thought, mood, perception, orientation, or memory that grossly
impairs judgment, behavior, or ability to live independently or
provide self-care as revealed by observation, diagnosis,
evaluation, or assessment.

2013 Mandaree Celebration Marks Another Year of Success!

to our visitors
and everyone

spectators came
from all over Indian country to enjoy this year’s celebration which began on
Thursday evening when the 2013 Committee members held their giveaways. This

One of the many highlights of this year’s celebration was
the drum contest, which was held in honor of West
Segment Community for visiting drums only with prize
monies totaling $20,000. With monies added to the drum
contest which totaled $31,000. The committee also had
a drum split of $10,000.
The visiting drums that participated and won the drum
contest were as follows;

2nd– White Fish Jrs.
3rd– Iron Boy, Minneapolis, MN
4th– Battle River, Red Lake, MN
5th– Indian Creek, Red Lake, NN
6th– Fort Peck Sioux Poplar, MT

A singing contest in memory of Polly Monogram which
was sponsored by Evangeline Monogram, she put her
portion of the $10,000 toward the singing contest. There

Karen Walks place 1st in the Women’s Veteran Special
An honoring took place for one of our active duty servicemen Addison
Baker, Addison is the son of Juanita Baker. He is escorted by Henry Young sponsored by Delma Fox and family.
Bird and Clement Baker followed by his immediate family members. His
mother Juanita and his aunt Roberta Baker had a giveaway for him.
Head woman dancer Jade Robertson had a Women’s jingle
dress special in her honor. Pictured above are her two
grandmothers; on your left; Lyda Bearstail and her grandmother
on the right is Elaine Robertson followed by other family

Delma Fox also sponsored a Veterans Men’s & Women’s Special in
Memory of her son D.J. Fox. All Veterans were invited to dance with and
without regalia. The winners are as follows: 1st– Aaron Abby-U.S. Army,
2nd– Will Reeves, U.S.M.C., 3rd– Will Smith-U.S. Army. The women
Veteran winners were: 1st– Karen Walks, 2nd-Angel Young, 3rd– Colleen
Caplin.
Another special that was held in honor of Sierra Little Swallow
was a Women’s/Traditional/Fancy Shawl dance special the
winners for that special were as follows; 1st– Josie Bird, 2nd–
Amber Buffalo, 3rd– Della Big Hair Stump, 4th-Urseloria Kanuho.

Special & Honorings At The 2013 Mandaree Celebration
In another Special that was held during the 2013 Mandaree
Celebration was an Old Style Women’s Jingle which was in honor
of Roseann Johnson this year’s committee President. This special
was sponsored by her children. In the picture above Roseann
selected the winner of her special and gave her a hug. 1st– Deann
Derosee,2nd-Deann Driver, 3rd– Fallon Jo Easphappie, 4thNorma Flying Horse, 5th-Tawny Growing Thunder.
Another Special was in honor in Tessa Holds The Enemy, The
2013 Jr. Princess. Tessa favored the fancy shawl dancers so she
wanted a fancy shawl special. We have a picture of the winners ;
sorry we were unable to get their names. Tessa is pictured on your
left and the second to the last dancer on the right is Allison
Bearstail. Other names of the dancers were not available.
Another highlight of the Celebration was a Grass Dance Special held in
honor of Dean Bear’s great-great grandfather, the late Douglas Standish.
This special was sponsored by Mabel Bear Charging and family. It was
requested by this family that this contest be open to visitors only. So no
Fort Berthold dancers participated only the visitors. The drums used for
this special were Iron Boy and Battle River. One of the judges who
selected the winner asked for the crowds help the 1st place– Jason Cook
from White Lightening, So.Dak. 2nd– Brian Thunder from Minn., Alex
Gray from Fort Hall, Idaho.
As part of this the family also had a giveaway and made it known to the
public that In memory of Douglas Standish Dean Bear will carry his flag.

A Team dance special was held in Memory of Teddy Star this special was sponsored by Lloyd Vigen Family. This special was open
to adult men’s and women’s team dance. Pictured above are the
winners for this special to your left is Buck Spotted Tail and the
center Rusty Gillette and on his right is Wylie Bearstail. These
dancers stole the show with their team style and keeping in step
with each other.
Pictured are some traditional dancers who participated in the
team dance contest.
As you can see the arena was full of singers all in a circle these are the
singers who participated in the drum contest sponsored by West Segment.

Living A Good Life

live a good and peaceful life which must be
practiced on a daily basis. Proverbs 4:22, 23.

and health to all their flesh. Keep and guard
your heart with all vigilance and above all that
you guard, for out of it flow the springs of life.

Remembering the life of
Bud….
James “Bud” Hall Jr., (Traveling
Lightening) was born April 9,
1925 in Elbowoods, North
Dakota to James Hall Sr., and
Sarah (Fredericks) Hall.
He entered the spirit world on
August 7, 2013 in Glendive, MT,
where he had resided for the
past 11 years. Bud was a member of the Low Cap Clan and
child of the Dripping Dirt Clan. He was also a member of the
Three Affiliated Tribes.
Bud attended school in Elbowoods, and grew up on the family
ranch on the Little Missouri and Moccasin Creek. He later joined
the Navy in April of 1944, bravely and honorably serving his
Country in WWII from April 17, 1944 to June 7, 1946. After the
Navy, he was employed with the Bureau of Indian Affairs and
the Mandaree School, where he made a positive impression on
many faculty and students.
Bud enjoyed listening to all kinds of music; pow wow music,
gospel, country and more. He like to play the harmonica, dance,
laugh and joke with family and friends. In his younger years,
Bud was also known as a stellar hunter and fisherman, going on
many adventures with nephews, family and friends.
He will be greatly missed and loved by all who knew him.
Bud is survived by children: Sharol K. (New Town, ND) Bobbie
Jean (Parshall, ND), Darrell (Bismarck, ND) and Dale
(Mandaree, ND) and Sheila Pease (New Town, ND);
Sisters; Rosella Little Soldier (Golden Valley, ND), Flora
Lubke (Bismarck, ND); Brothers; Edwin (Jean) Hall,
(Bismarck, ND), and Mervel Hall (New Town, ND). Bud
was also blessed with 19 grandchildren, 27 great
grandchildren and 12 great-great grandchildren
Bud is welcomed in Heaven by Sons; Alvin and Bruce
Hall; Parents James and Sarah Hall; Brothers, William
“Billy” Hall Sr., Leland Hall Sr., and Jake Hall; Sisters;
Evelyn Banks, Audrey Davy and Dena Bruce.
