IMPROVING LIVING CONDITIONS BY BASIC SPORTS INFRASTRUCTURE. "The task of architecture design is no more than how to prefigure the right place to be occupied by man, individually or collectively.” It is, in short, modify and qualify the existing place to transform it into the proper place. 1. "IMPROVING LIVING CONDITIONS BY BASIC SPORTS INFRASTRUCTURE: CASE STUDY OF BARQUISIMETO, VENEZUELA” CASE STUDY IIg Current urban issues Insecurity. Residual spaces. ISOLATION > Low property values. Environmental degradation in relation to the context. Low sense of belonging. Social conflicts. 29! "IMPROVING LIVING CONDITIONS BY BASIC SPORTS INFRASTRUCTURE: CASE STUDY OF BARQUISIMETO, VENEZUELA” STUDY FINDINGS IIg Open spaces are isolated and abandoned… Absence of buildings and recreational areas for public use, to meet the demand of the population in the metropolitan area. Mostly, the recreational areas are characterized by neglected places and they are a consequence of the lack of administration, management, and planning. Low diversity of uses in buildings. Some of them are presented as a standard solution for public use sports facilities (multi-purpose courts). There is a lack of strategies for occupation, development and growth of cities by the public sector, in which the key actors of the society should be involved and engaged. Also new policies could meet immediate and unexpected needs for the city. Quality of life, has high rates of degradation and deterioration, to be understood as a numerical value, which is part of city planning, without involving its social aspect. 30! "IMPROVING LIVING CONDITIONS BY BASIC SPORTS INFRASTRUCTURE: CASE STUDY OF BARQUISIMETO, VENEZUELA” STUDY FINDINGS IIh Opportuni,es: Conversion of soil, increase the quality of life Presence of academic institutes specialized in Physical Education. The population can be directed through recreation and community sport programs, administration, planning and management of sports and recreational infrastructure. Range of community and recreational sport activities where traditional games can be incorporated to help strengthening the identity of the inhabitants of the city of Barquisimeto. In addition to the community programs these activities allow to configure sport and recreational areas with free public ownership and diverse uses. Develop basic typologies of buildings and spaces that do not incorporate physical elements (walls and fences) that restrict their access or incorporation into the existing dynamics of the surrounding areas. Large distances between populated areas, existing recreational and community sport infrastructure, additionally there is a failure of mass transit projects in the city. Previous activity, highlighting activities that concentrate a large number of people, which enable the empowerment, development and projection of the sector, identifying them as an educational and sports pole of attraction. 31! "IMPROVING LIVING CONDITIONS BY BASIC SPORTS INFRASTRUCTURE: CASE STUDY OF BARQUISIMETO, VENEZUELA” SCENARIOS IIIa New scenarios… New strategies Space system connected through bike paths and walkways. Integrate public open spaces such as squares and parks as a prelude to the multipurpose courts. Densify and upright the space with mixed uses on the courts, beside and below. Include mixed uses, building retail, clubs and cafeterias next to the courts. Occupy residual urban areas and transform them into open spaces (parks and squares) without perimetral fences. Efficient systems to move sports and recreational areas and copy them in areas deficient in these areas. 32! "IMPROVING LIVING CONDITIONS BY BASIC SPORTS INFRASTRUCTURE: CASE STUDY OF BARQUISIMETO, VENEZUELA” CONCLUSION IIIc Conclusion The intervention of public spaces should be a responsibility not only of architects and / or planners, but it also must be for a multidisciplinary body that integrate and involve the inhabitants of the sector to be intervened. This activity must commit not only to convert the ground, but also to increase the quality of life of the inhabitants. 44! "IMPROVING LIVING CONDITIONS BY BASIC SPORTS INFRASTRUCTURE: CASE STUDY OF BARQUISIMETO, VENEZUELA” CONCLUSION "The recreation pursues as an optimal goal the education of the free time, because as a person knows what to do and is educated about its free time in the same measure it will improve its quality of life and use its free time ” Ramos (1996)
