1ST MEETING OF SUB GROUP 2 INTOSAI WORKING GROUP ON FIGHT AGAINST CORRUPTION AND MONEY LAUNDERING (WGFAMLC) 8 – 10 February, 2012 Hotel Holiday Villa, Langkawi, Malaysia 1. INTRODUCTION The first meeting of the Sub Group 2 International Organization of Supreme Audit Institutions (INTOSAI) Working Group on Fight Against Corruption and Money Laundering (WGFAMLC) was held in Langkawi, Malaysia on February 8 to 10, 2012. The meeting was attended by 19 participants from 6 countries, namely Germany, Indonesia, Iraq, the Czech Republic Poland and Malaysia. The National Audit Department of Malaysia (NADM) was represented by Ms. Saadatul Nafisah Bashir Ahmad, Deputy Director (Finance), Federal Statutory Body Audit Sector and Mr. Ahmad Zainurin Alias, State Audit Director of National Audit Department of Perlis. The meeting was chaired by Mr. Uwe Schreiner, Audit Director, Audit Institution of Germany. The purpose of the two days meeting was to discuss and determine the structure and contents of the Guidelines on Prevention and Fighting Corruption including Stolen Assets Recovery and distribute work assignments among the group members. 1 2. OPENING CEREMONY The meeting was inaugurated by His Excellency Tan Sri Dato’ Setia Ambrin Buang, Auditor General of Malaysia. The opening ceremony was also attended by Dato' Hj Anwari Suri, Deputy Auditor General, the Federal Audit Sector, Dato' Mustafa Hj. Saman, Deputy Auditor General, State Audit Sector and Mr. Zulkipli Abdullah, Director of Special Audit and Research Sector. In his opening speech, he stressed on the impact and the imbalance that occurs due to corruption. Fraudsters and perpetrators of corruption have become more efficient and sophisticated in carrying out their agenda. He hoped that this guideline will provide a basic guide and benefit all parties concerned in the fight against fraud, corruption and money laundering. NADM is honoured to host the meeting and as a member of INTOSAI, SAI Malaysia will always support and work together with INTOSAI in fighting corruption. Besides knowledge sharing, he said the meeting was a platform for networking among themselves. He hoped all the delegates took part in the social programme that had been arranged and enjoyed their stay in Malaysia. Mr. Uwe Schreiner, Audit Director, Germany cum Group Leader for Sub Group 2 thanked Tan Sri Dato’ Setia Ambrin Buang, Auditor General of Malaysia and NADM for hosting the meeting. He explained that the sub group was assigned to prepare the Guidelines on Corruption Prevention in Fighting including Stolen Assets Recovery during the INTOSAI WGFACML meeting held in Czech Republic on 12 September 2011. MEETING AGENDA 3.1 Talk By Assistant Commissioner of Malaysian Anti-Corruption Commission (MACC) on Malaysian Experience In Fighting Corruption Mr. Azmi Hj. Mohd, guest speaker from the Malaysian Anti-Corruption Commission (MACC) has delivered a talk on Malaysian Experience in Fighting Corruption. Amongst the aspects covered in his talk were the strategies and tactics undertaken by the MACC in combating corruption in Malaysia. He also quoted several corruption cases that occurred in Malaysia and enforcement operations conducted by the MACC. Mr. Azmi Haji Mohd, Assistant Commissioner of MACC delivering his talk. 3 3.2 DISCUSSION ON THE GUIDELINES ON PREVENTION AND FIGHTING CORRUPTION INCLUDING STOLEN ASSETS RECOVERY The discussion was divided into 5 blocks based on the topics of the guidelines. CONCLUSION In conclusion, the first meeting of INTOSAI Sub Group 2 WGFCML hosted by the National Audit Department of Malaysia had been carried out successfully and achieved its objectives. The meeting started on time and the meeting agendas had been fully observed. 10
