Award-Winning Programs
In Grand Prairie
Just over a year ago, the Grand Prairie Parks &
Recreation Department won the highest honor
possible – the National Recreation & Parks Association
(NRPA) Gold Medal Award. Keeping true to our gold
medal status, the department continues to win high
honors in 2009.
For the second year in a row, the department was
honored with the 2009 regional Promotional Award from
the Texas Recreation and Parks Society (TRAPS). The
purpose of this award is to recognize outstanding
promotional efforts for the entire department.
Also from TRAPS, the 2009 regional Excellence in
Programming award was given to the department for the
Outdoor Adventure Camp that is held at Loyd Park on
Joe Pool Lake during the summer. The purpose of this
award is to recognize an outstanding, on-going program
that has been offered for two or more years.
In 2008, the Diez y Seis Celebration held at Bowles
Life Center brought home two awards: NRPA Southwest
Region Arts & Humanities Award, and State TRAPS
Class II Arts & Humanities Award.

Independent Film and Band Festival set for 2010
In an exciting and innovative
move the City of Grand Prairie
announces a brand new event for
2010. Fall Indie Fest will be a
celebration of independent film
and independent music held in
downtown Grand Prairie.
The idea is to produce DFW’s
own SXSW with a focus on local
talent. It is a Texas film and music
festival for Texas talent. The event
will include screenings of full length
and short films created by Texas
film makers and concerts by Texas
artists from all genres. Screenings
and concerts will begin Friday,
October 8, 2010. The festival will
culminate on October 10, 2010 with
a reception and announcement of
winners at the city’s historic
Uptown Theater.
“We have assembled a dynamic
event team reaching into the music
and film industries to put Fall Indie
Fest together. With our city’s
passion for entertainment and
central location this event is a
natural fit with Grand Prairie. This
is more than a festival, it’s a media
extravaganza!” said Rick Herold,

City Hall Tree Lighting Ceremony
Decorated Christmas trees from 25 GPISD
elementary schools will be on display at City
Hall Plaza, 317 College St., Dec. 3-18. The
display will begin Thursday, Dec. 3, at 6:15
p.m. with a musical program featuring more
than 400 students in choirs and orchestras.
City officials will be on hand to throw the
switch to light the giant city holiday tree at
6:45 p.m. Admission is free. The GPISD
decorated trees will be donated to needy
families on Dec. 18.
Candle Light Service –
Grand Prairie Memorial Gardens
The public is welcome to the 6th Annual
Candle Light Memorial Service Saturday,
Dec. 5, at Grand Prairie Memorial Gardens,
3001 S. Belt Line Road. Gather at 5 p.m.,
service begins at 5:30 p.m. This is a
wonderful time to reflect with family
members, enjoy each other’s company
and pay respect to those who have passed.

league known as Wam Ball was formed in 2009 and has been a great

American Red Cross Lifeguard Classes
Interested in learning about how you can help save lives? Kirby Creek
Indoor Pool has a Lifeguarding, CPR for the Professional Rescuer and
First Aid certifications for you. Successful completion of all course
work will award a 3-year certification. Register for all classes at the
Kirby Creek Natatorium. Fee: $150.
Prerequisites:
• Must be 15 years of age on or before the end of the scheduled course.
• Must be able to pass the pre-course test.
• 300 yard swim as follows: 100 yards of front crawl, 100 yards of
breaststroke, 100 yards of either stroke.
• Swim 20 yards using front crawl or breaststroke, surface dive to a
depth of 7-10 ft, retrieve a 10-pound object, return to the surface, and
swim 20 yards back to the starting point to exit the water without using
steps or ladder in 1 minute, 40 seconds.

Taylor has one big multipurpose room, playground, and gym to
celebrate in style in. Meeting room rentals range from $25-35 per hour
with a $75 deposit depending on time, and seat up to 80 people! Bring
your own food and drinks, and have a great time! Food is not permitted

Do something worthwhile this Holiday Season and sponsor a senior
for the holidays. Many seniors in our community that live alone or in
assisted living facilities truly have no one to lean on. Visit the Senior
Center to pick an “Angel” to sponsor. Most of the requests are very
small and affordable, and mean so much to those in need. Angels will
be available starting November 16th.

Market Square is a one-half acre park in
downtown Grand Prairie with a building that
features bays for up to six vehicles to sell
produce and other goods. The architecture is
reminiscent of a red barn with a corrugated
tin roof, evoking ties with the city’s history
during this its 100th year of incorporation. A
pavilion extends the ability to include more
vendors for farmers market just to the west
of the barn. Shade structures, landscaping,
benches and a paved area provide space for
outdoor entertainment. And, a “pot-belly”
water tower sits on the corner near the same
location a similar tower stood in the early
1900s acting as a directional beacon for
those looking for Market Square. Farmers
Market opens at 8 a.m. on Sat. throughout
the year through Dec. 19 and will reopen
Feb. 6. Vendors will be selling fruits, veggies, salsas, mixes, gifts, soaps, Texas olive
oil and more.

national awards in the annual
City-County Communications and
Marketing Association (3CMA) Savvy
Awards Competition. This prestigious
and competitive process recognizes
the best of the best in city and county
public relations, public information
and marketing efforts across the
United States. Grand Prairie
winners were:
city employees. The city’s billboard
campaign featured one billboard on
Interstate 30 and one on Interstate 20
that rotated six billboard designs
through the year.

More than 300 City Employess Walk Across Texas
More than 300 city of Grand Prairie
employees have signed up for the state’s
Walk Across Texas campaign Oct. 3
through Nov. 28, 2009, as part of the
city’s ongoing WOW Working on Wellness program. Forty-two teams of eight
employees have committed to each
walk 830 miles in the 57 day event.
The WOW program was created in
2007 to increase the health of city

employees, and reduce the cost of
health insurance. In the first year of the
program, health insurance rates held
steady. At the end of two years, health
costs declined. WOW includes health
fairs, a monthly newsletter, group
activities, fitness center discounts,
sports leagues, health risk assessments
and rewards for healthy lifestyles.

Kingswood Boulevard Now Open
The 1,600-foot extension of Kingswood Boulevard is now
through from Lake Ridge Parkway to Water Oak Road,
completing a vital new through street from Lake Ridge Parkway
to State Highway 360 for public safety purposes, as well as
residential convenience.
The $1.3 million project, funded by the city of Grand Prairie
and RVW Sunchase Development, began construction in August
2008 and included engineering, design, drainage, subsurface
median irrigation and street lighting. Gilco Contracting, Inc.
completed the project in September 2009. A traffic signal at
Lake Ridge and Kingswood should be installed by March 2010.

The city’s new public safety
center and adult activity center
will open in spring 2010 on SH 161
between Warrior Trail and Arkansas
Lane. The exterior structures are
mostly finished on both buildings
and interior work is running at full
throttle. Inside the public safety center, the four story administrative
tower has been dried in, the air conditioning units are in and working,
raised computer flooring has been
installed, and interior walls and other
finish work continues to progress.
The western portion of the 60,000square-foot adult activity center exterior is mostly complete and
construction is in progress to close in
the eastern portion. The pool shell
has been installed and tested. Interior walls and finish work are in
progress in the banquet rooms, theater, kitchen and office areas. Mechanical, electrical and plumbing
work are ongoing throughout the
building. The first phase of Central
Park, the 172-acre park where both
buildings are located, is still under
construction. Lakes are complete
and retaining walls and water falls
are under construction along with
grading work and grass seeding.
The esplanade paving is nearing
completion and the esplanade bridge
is underway. The boardwalk surrounding some of the lakes is partially complete. Construction has
begun on the two pedestrian bridges
that will cross one lake for access to
the grand lawn.
Concrete slabs are in place and
steel framework is going up on the
Lake Parks Rescue Facility, the
replacement for the current Fire
Station #7. The building is scheduled
to open in July 2010.

lease to relocate its distribution and packaging operations from Dallas to a

Orr in Grand Prairie. After
a six month search, including touring 12 other locations in the DFW area,
Lady Primrose chose the
Grand Prairie site in the
Crosspoint development
owned by Duke Realty.
Home Buying Discounts Offered in Grand Prairie
The city of
Grand Prairie is
offering discounts on foreclosed homes through the federally
funded 4-Gov and 4-Home programs.
Assisting qualified low, moderate
and middle-income families, the 4Home program provides a $20,000 grant
to qualified buyers to assist with closing
costs, down payment and approved rehabilitation work.

Grand Prairie’s historic Copeland Home,

celebrate the city’s
100th year of
incorporation with a
FREE open house from
1 p.m. – 4 p.m.
Saturday, Dec. 5, 2009. Historic Commission members
will give tours and answer questions about the quaint
100-year-old home during the open house. To get to the
home, from Main or Jefferson streets in Grand Prairie, turn
south on SW 2nd Street, and east on SW Dallas Street. The
open house, tours and refreshments are free.
Located within the original 239.5-acre town site of
Grand Prairie, the Copeland Home was built in 1902 by
B.P. Hale and his wife, Ruth. The home was purchased by
the Copeland family in 1908.
The white clapboard home was designed with a high
pitched roof, narrow windows and a back door entrance.
The beautiful oak hardwood floors, interior woodwork,
front door, 12-foot ceilings and windows are original. The
entrance hallway is unique to the early 1900s and includes a
classic ornamental antique hall divider made of cherry
wood. The home’s study includes Dr. Copeland’s desk
from the 1800s set just as he used it, holding his physician’s
bag and books donated by his family. The family also donated much of the home’s original furnishings.

publication recommends phasing
landfills out of municipal solid waste
management as we move toward a zero
waste environment. Like them, I
optimistically look forward to the day
when we spend more time thinking
about the long-term effects of
production than we think
about consumption.
That said, we often give tours of the
Grand Prairie landfill to students,
special interest and civic groups and
foreign tourists. Invariably, one of the
touring party will tell a story of when
their father or grandfather used to take
them to the “dump.” They recount the
sites and smells of a time when
materials were piled all over the place,
open burning was common and
scavenging was not only allowed
but encouraged.
If that’s how you remember it, I’m
pleased to tell you, it isn’t anything like
that anymore. Today, a landfill isn’t
just an area for disposing items that we
just can’t reduce, reuse or recycle. It’s
the last point where we have an
opportunity to educate the community
about the real-life effects of our
communal consumption. If handled
correctly, it is the also last point of
diverting to appropriate disposal
facilities materials such as concrete,
landscaping and wood waste,
televisions and computer materials,
metals, batteries, paint, tires and freon.
For the last two decades, landfills
have evolved into areas where air and
water quality are closely monitored.
One of the primary air quality concerns
is methane. For a while now, methane
has been closely watched for migration
at the boundaries so that neighboring
areas are kept safe. Now, methane
production is viewed as an opportunity
for projects that might direct-fire
boilers or produce electricity.
Water quality also is a high priority
for solid waste operations. In the past,
dumps were unlined, allowing
rainwater and the liquids in the waste to
filter down to the groundwater
underneath. Landfills are now required
to be lined with a thick geomembrane
liner and a system for pumping the
liquids out to collection tanks to
prevent them from intruding on
underlying aquifers. As the next
natural progression, some area landfills
have wetlands adjacent to them. The
city of Grand Prairie is currently in the
process of constructing a functioning
wetland between the landfill and the
Trinity River.
In conclusion, waste management
is changing in exciting ways. Trips to
the dump are things of the past.
Landfills today contain opportunities
for environmental education and a less
pollutant tomorrow.

a frame “celebrating a century.”

In Grand Prairie, it is not a matter of if you’ll get caught, but when
you’ll get caught if you drink and
drive. We’ve increased DWI patrols
by 200 percent to help drop the 37
percent of traffic fatalities that are alcohol related.
In addition, Grand Prairie Police
regularly conduct sting operations at
retailers who sell alcohol, arresting
clerks who sell to minors and adults
who buy alcohol for minors. In a re-
cent operation, five adults were arrested for buying beer for an underage
youth. This year, police issued 408 citations for Consumption by Minor and
63 citations for Minor in Possession.
The city of Grand Prairie and its

eliminate underage drinking, drug use
and drinking and driving in Grand
