From the Director General’s Desk
T
he visit of the delegation from Japan and Mozambique to the Council
headquarters are the main highlights of this issue. The purpose of the visit
was to get acquainted with the research activities of the Council and explore the
possibility of collaboration.
Council also organized various interactive sessions with the experts for the ongoing
activities on the disease monograph on Bronchial Asthma, ISO certification of the
Council headquarters and finalizing of the scripts of the documentary films on
homoeopathy. The essence of homoeopathy is drug proving for which awareness
programme was organized by one of the premier institute of the Council to sensitize
and motivate the students to participate in the Human Pathogenetic Trials.
The Council celebrated the ‘Vigilance Awareness Week’ from 28th October to 2nd
November 2013 and the theme was ‘Prompting Good Governance- Positive
Contribution of Vigilance’. The officials from headquarters as well as institutes
and units actively participated and took pledge to maintain transparency.
The important meetings which took place include a review meeting of CCRH by
the Secretary, AYUSH, the Standing Finance Committee and the project evaluation
committee meeting for extra-mural research projects.

JAPANESE Delegation VISITs CCRH HEADQUARTERS
New Delhi
A
team of 50 delegates from
Japan comprising of homoeopathic physicians and students
headed by Dr. Torako Yui, Chairperson, Japanese Homoeopathic
Foundation and Japanese Homoeopathic Medical Association
(JPHMA) visited headquarters of
Central Council for Research in
Homoeopathy (CCRH) on 17 th
October 2013. Founded in 1998,
the JPHMA is engaged in the
promotion, academic research and
education in Japan. It is also
involved in international exchange
of ideas and knowledge regarding
Homoeopathy by organizing
academic conferences, lectures and
seminars. It also provides indemnity insurance for professional
homoeopaths in the country. The
purpose of the visit was to get
exposure of aims and objectives of
CCRH and the Central Council of
Homoeopathy (CCH). CCRH and
CCH received the delegation
conjointly at AYUSH auditorium.
The research publications of the
Council were displayed at the
venue.
In his welcome address to the
delegation, Dr. Ramjee Singh,
President, CCH gave a detailed
account of history and the present
infrastructure of homoeopathy in
the country.
Dr. Lalit Verma, Secretary, CCH
made a presentation on the
Dr. R. K. Manchanda making presentation before the delegation from Japan
regulations governing homoeopathy in the country. He also gave
copies of various acts and regulations to Dr. Yui.

on the strategic position of India in
the homoeopathic world and
avenues for Indo-Japan cooperation. A copy of ‘Indian Journal of
Research in Homoeopathy’, and
‘CCRH forging ahead’ published by
the Council and ‘Homoeopathy–
Science of Gentle Healing’ published by the Department of AYUSH
was presented to the delegation.
A memento was also presented to
Dr. Yui.

detailed the disaster relief
activities of the JPHMA during the
natural calamities in Japan.

during the meeting. Dr. Vikram
Singh, Deputy Director (H), Dr. Anil

also present in the meeting. There
was an interaction between the
Council’s officers and the Japanese
homoeopaths on different aspects
of research in Homoeopathy. The
meeting ended with a vote of
thanks by Dr. Vikram Singh.


the minutes of 12th meeting of the
DTAB sub-committee on Homoeopathy held on 4th June 2010. It
wa s s u g g e s t e d t o p ro p o s e
amendment in the present rules
in order to allow sale of homoeopathic medicines from already
registered/licensed allopathic
outlets without any additional
license.The Committee also opined
that there is no need to amend the
sc h edu l e M 1 of Dru g s a n d
Cosmetics Rules, 1945 for inclusion
of ‘Oil category’ as the given
provision is sufficient in Schedule-K
of Drug and Cosmetics Rules, 1945.
The meeting ended with vote of
thanks to the chair.

Standing Finance Committee

he 61st meeting of the Standing
Finance Committee (SFC) of
the Central Council for Research
in Homoeopathy (CCRH) was held
on 19th November 2013 under the
chairmanship of Sh. Bala Prasad,
Joint Secretary (AYUSH) at
Department of AYUSH, New Delhi.

60th meeting of SFC held on 20th
June 2013 were approved in the
meeting.
The Committee approved the
proposals related to infrastructural
strengthening of Central Research
Institute (CRI)(H), Kottayam and
CRI (H), NOIDA.
The proposal for outsourcing
of sophisticated laboratory investigations for initiating new evidence
based studies and purchase of
Ambulatory Blood Pressure instrument for the study on hypertension
was approved subject to the fulfillment of codal formalities.
The proposal for the engagement of new contractual staff for
revision of monographs in Homoeopathic Pharmacopoeia of India,
the engagement of psychiatric
social worker for CRI (H), Kottayam;
four additional ENT consultants
on visit basis for the study on
Acute otitis media at CRI(H),
Kottayam, Regional Reaserch
Institute (RRI)(H), Gudivada,
Imphal and Clinical Research Unit
(H), Shillong; engagement of
clinical psychologist, Research
Associate and data entry operator
at Central Institute of Psychiatry,
Ranchi and additional nontechnical editorial assistant for
documentation section of CCRH
were approved in the meeting.
Approval was also given for the
engagement of one homoeopathic
consultant for RRI (H), Jaipur and
two assistants at CCRH headquarters on contractual basis. The
Committee desired that other
agendas may be put forward in
the Expenditure Finance Committee
for sanctioning of the additional
facilities and manpower for
Institutes and Units. The Committee
also desired that a meeting of SFC
may be organized every two
months.


Meeting with experts to discuss on the production of documentary
films on Homoeopathy
New Delhi
T
he Council intends to produce
three documentary films on
homoeopathic system and the
target audience for these films
includes common man, professionals, researchers and pharmaceutical industry. A Committee
including the experts from
homoeopathic field and officials
from CCRH headquarters was
constituted and a meeting to
discuss about these films was held
on 23rd October 2013.

The experts suggested to
include the general information on
Homoeopathy, scope of the science
The experts giving inputs on the documentary films during the meeting at Council‘s
headquarters
in surgery and epidemics, history
and development of Homoeopathy
& homoeopathic medical colleges,
reason for elaborate case taking
and importance of mental
symptoms in first category film.
The second film meant for
homoeopathic manufacturing
companies will depict high quality
assurance, drug regulation and
quality control. The film for
researchers as target audience
should cover the Council units and
Institutes and reflect the various
aspects of the research. One of the
experts made a presentation as to
how a documentary film should
be prepared. Dr. Manchanda
thanked the experts for sparing
their valuable time and inputs for
the production of these documentaries.
Another meeting between the
creative Directors from National
Film Development Corporation of
India (NFDC) and the officials of
the Council was held at Council
headquarters on 28 th October
2013 for the discussion on the
production of three documentary
films on homoeopathic system of
medicine under the chairmanship
of Dr. Vikram Singh, Deputy
Director (H) of the Council.

The experts suggested that the
third film should show an image
of scientific approach of research
work done by the Council through
its institutes and units. It was also
pointed out that the shooting
should be done at the respective
centers and demonstrate the role
of Indian Government in promoting
Homoeopathy by and large in
India.


Preparation of ‘Monograph: Bronchial Asthma’-Expert group meets
New Delhi
T
he meeting of experts to
finalize the draft compilation
of the disease Monograph Bronchial
Asthma was held at Council
headquarters under the chairmanship of Dr. Vikram Singh,
Deputy Director (H) on 6 th
December 2013. The experts of
the monograph invited for the
meeting included Dr. M.P. Arya,
member, Scientific Advisory
Committee and Dr. S.R. Sharma,
former Scientist-3, CCRH. The
scientists from the headquarters
involved in the writing committee
of the monograph also attended
the meeting. Dr. Bindu Sharma,
Scientist-4 briefed about the
purpose of the meeting to the
Experts in discussion on preparation of monograph on bronchial asthma
members and invited the inputs
on the draft compiled for the
monograph from various experts.
After extensive discussion, three
chapters were finalized and some
suggestions regarding ‘Frequently
Asked Questions’, ‘Research
Updates’ and ‘Research work of
the Council’ were made by the
experts for incorporation in the
monograph.


Training Programme of the Internal Audit Committee
for ISO: 9001 Certification
A
training programme for the
Internal Audit Committee
members was organized on 13th
November 2013 for ISO 9001:2008
Certification of the Council’s
headquarters. Sh. Uma Shankar
Prasad, Deputy Director, National
Productivity Council under Ministry
of Commerce and Industry, Govt.
of India imparted the training and
elaborated the role and responsibilities of the auditors and procedures for conducting the audit

Meetings on Extra-Mural Research Projects

he Project Approval Committee
meeting for Extra-Mural
Research (EMR) projects was held
on 25th November 2013 under the
chairmanship of Mr. Nilanjan
Sanyal, Secretary, Department of
AYUSH. In the meeting, three new
projects related to homoeopathy
were considered.
A Project Evaluation Committee
meeting for EMR projects was held
on 21st December 2013 under the
chairmanship of Mr. Bala Prasad,
Joint Secretary, Department of

homeopathy were considered in
the meeting.

Clinical research studies on Children and Adolescents

NCT of Delhi was held on 26 th
November 2013 by a team of
officials from CCRH headquarters
and Department of ISM&H, to
explore the feasibility of conducting
studies on ‘subclinical hypothyroidism’ and ‘anaemia’ on school
children in Delhi.


Arogya Fair

A
n Arogya Fair was organized
by the Dept. of AYUSH, Govt.
of India at J.R.K. DAV Higher
Secondary School, Gardhiwal,
Hoshiarpur on 5th & 6th October
2013. Sh. Ghulam Nabi Azad,
Hon’ble Union Health Minister
inaugurated the mela which was
aimed at creating awareness
among masses about the AYUSH
systems of medicine. Mrs. Santhosh
Choudhary, Hon’ble Minister of
State for Health & Family Welfare
in New Delhi and Shri. Anil Kumar
Ga ner iva la, Joint Sec ret a r y,
Depar t ment of AY USH were
present during the inaugural
function. A stall of CCRH exhibiting
t he r esea rch work t h r oug h
translites, posters and publications
in Punjabi, Hindi and English were
displayed. The IEC materials in
three languages were distributed
among the public. People from all
strata visited the Council’s stall
and inquired about the role of
Homoeopathy in various health

medicines. A total number of 78
patients were treated at the
homoeopathic OPD.

he National Arogya Fair was
organized at Parade ground,
Jammu from 21st to 24th December
2013. It was inaugurated by
Sh. Ghulam Nabi Azad, Hon’ble
Union Health Minister, Govt. of
India and Sh. Umar Abdullah,
Hon’ble Chief Minister of Jammu
& Kashmir. The Council actively
participated in the fair by putting
up a stall at the venue. IEC material


was distributed to the visitors at
Arogya and an OPD was conducted,
where the medicines were
administred free of cost. About
732 patients benefited from this
OPD.
The closing ceremony of the
National Arogya, Fair was held on
24 th December 2013 and was
graced by the esteemed ministers
of Jammu & Kashmir including
Sh. N. N. Vohra, His Excellency, the
Governor; Sh. Janab Shabbir Ahmed
Khan, Hon’ble Minister of State
Health (Independent Charge);
Sh. Janab Gazanaffar Hussain,
Commissioner, Secretary Health;
Dr. Abdul Kabir Dar, Director,
ISM&H, Govt. of Jammu & Kashmir
and Mrs. Usha Vohra, First lady of

College for Women, Kathua on 28th
and 29th December 2013. It was
inaugurated by the esteemed
ministers of Jammu and Kashmir
including the Hon’ble Deputy Chief
Minister of Jammu & Kashmir, Shri
Tara Chand; Hon’ble Minister of
State Health (Independent Charge),
Janab Shabbir Ahmed Khan;
Hon’ble Member of Parliament,
Sh. Chaudhury Lal Singh and ExMLA, Mrs. Kanta Andotra Basoli.
The occasion was also graced by
Shri Anil Kumar Ganeriwala, Joint
Secretary, Deptt. of AYUSH , Ministry
of Health & Family Welfare, Dr.
Abdul Kabir Dar, Director, ISM&H,
Govt. of Jammu & Kashmir and
S h r i J i t e n d ra Ku m a r S i n g h ,
Commissioner, Kathua. The Council
participated in this Arogya through
Regional Research Institute (H),
Shimla. The priced publications of
the Council were displayed and the
IEC material was distributed among
the visitors. A free OPD was
conducted with a large inflow of
patients.


he 33rd India International
Trade Fair (IITF) began at
Pragati Maidan in New Delhi on
14 th November 2013 where

upbringing this as a pioneer research organization in
