China Ocean Shipping Company (COSCO), the world’s second biggest shipping company in
terms of cardo carrying capacity, is now finalizing land development and engineering plans to
convert Sangley Point in Cavite City into an international logistics hub with modern seaport and
airport at a cost of $ 4 billion to $ 5 billion.
This has been made possible after President Gloria Macapagal Aroyo issued Executive Order
No 629 last month allowing COSCO to proceed with the project after scouting several other sites
in the counry.
Senator Ramon Revilla Jr. sought for Arroyo’s issuance of an EO to allow the conversion of
Sangley Point into a fully operational international logistics hub.
Under EO 629, an executive committee was created to oversee the development of Sangley
Point.
It also directed the Philippine Reclamation Authority (PRA) to develop the Sangley Point into an
international logistic hubs with container port and airport complex and an economic processing
zone with cyberparks through a private sector joint venture under a build-operate-transfer
scheme. An interagency technical committee was also created to assist the PRA.
COSCO will reclaim 4,000 hectares around Sangley Point, mostly near in Baccor, because the
COSCO project is not supposed to displace the Philippine Navy, which is headquartered in
Sangley Point.
Based on the EO, provision of an international container port complex that would include an
airport and seaport in Sangley Point is necessary to maximize the use of the R-I Expressway
Extension now under construction.
The viability of the project would be enhanced by undertaking reclamation work in the portions
of Bacoor and Canaco Bays as this would provide a significant expansion district to the limited
land area of Cavite City.
Sangley Point, is a former US, Naval Base Port located on the northernmost tip of Cavite City
Peninsula, is presently being used by the Philippine Navy for ship repair and dry docking
purposes. It is just 6 kilometers into the sea.
This facility has the following comparative advantages and potentials for growth: A bay location
that provides potential for sea transport, existing air and port facilities which could be upgraded
and improved, it has a military airport which has a concrete runway of 229 x 22 meters, and road
links, which provide access to Manila and CALABARZON growth corridors.

Aside from Sangley Point terminal, no other terminal in Cavite was developed particularly for the
purpose of commercial ferry services. The commercial ferry services from Cavite City to Roxas
Boulevard in Manila and from Cavite City to Corregidor Island which had been using Sangley
Point terminal since 1967 had been stopped in September 2001 for security reasons.
COSCO officials led by its CEO Capt. Jiafu Wei began looking for a project site in the Philippies
few months ago considering that the rapid economic growth in Southeast Asia today has
brought about transportation bottlenecks in the region.
"I believe we need to find an area where the transshipment would be reasonable, convenient
and efficient. We are now in the process of re-identifying this area," Wei told a press conference.
"We want to look into the terminal, logistics, shipbuilding and repair and maintenance facilities,"
Wei he said. Wei further urged the Philippines to stay competitive with other countries, which
are also offering the same transshipment hub concept.
"We are hopeful, in line with the National Economic and Development Authority’s vision of
developing the domestic logistics system, that the Philippines will become another logistics
center in Asia," Wei added.
With a fleet of 770 ships and a combined tonnage of more than 47 million deadweight tons, Wei
said that COSCO is now in the best position to make investments in the region. Its vessels call
on 1,300 ports in 160 countries.
Among countries in the region, Wei cited the rapid growth of trade between the Philippines and
China from only $ 5.2-billion in 2002 to $ 10 billion in 2004. Last year, two-way trade reached $
23.41 billion making the Philippines China’s fourth largest trading partner in Southeast Asia.
Aside from the logistics and shipping business, COSCO is also engaged in financing, real
estate, information technology and soon in the mining business.
The COSCO group owns almost 1,000 companies all over the world employing a total of 80,000
people.

Sangley to serve smaller aircraft

The government plans to develop the former US naval station in Sangley Point, Cavite as
the next airport in the south to decongest Ninoy Aquino International Airport. Transport
Secretary Jose de Jesus said in a recent interview that the government was looking at the
former US naval facility in Cavite City to serve small and privately-owned planes
currently operating in Naia airport.
“We are planning to use that more for general aviation to decongest the runway of Naia,”
De Jesus said.
He said the growing number of aircraft taxiing in the limited space of the airport had
caused delays in the Naia runways.
“Small and private planes are using up some time and space in Naia resulting in delays in
operations of other carriers,” De Jesus said.
Sangley Point was a former major ship-repair and supply facility in the northern part of
Cavite, about 13 kilometers southwest of Manila. The area was headquarters of the US
Asiatic Fleet and had a runway used by US Navy patrol planes.
It became more accessible to Naia after the completion of Cavite Expressway, which runs
from Zapote to Bacoor, Cavite.
The property, turned over to the Philippine government in 1971, is being operated by
Philippine Air Force and Philippine Navy.
Civil Aviation Authority of the Philippines director-general Ramon Gutierrez told Manila
Standard that the other option for general aviation was the Fernando Airbase in Lipa,
Batangas.
The airbase was constructed by the Japanese army during World War II. It occupies 288
hectares of land over an area of wide sugar cane plantation, about 83 kilometers southeast
of Manila. It is currently used for the Air Education and Training Command of Philippine
Air Force.
Gutierrez said about 30 small and private planes are using the Naia runways daily.
Naia handles 65 percent of all landings and takeoffs in the country’s premier aviation
gateway, while the domestic airports account for 35 percent.

MANILA, Philippines - President Benigno Aquino III said the government is planning to
transfer “general aviation” from the Ninoy Aquino International Airport (NAIA) to
Sangley Point in Cavite within a month or so.
On the sidelines of the 70th commemoration of the Fall of Corregidor, Aquino said the
government is now looking for ways to decongest NAIA after massive flight delays in
recent weeks. The Manila airport is using only one runway.
Aquino is referring to Danilo Atienza Air Base in Cavite, the former ship repair facility
of the United States Navy, which has a more than 2,000-meter runway that could be used
to free up the runway capacity of NAIA.

“At present, the Department of Transportation and Communications and the
Department of National Defense are discussing plans to transfer the general aviation (light aircraft operations) from NAIA to Sangley,” the President said, adding
that the transfer will help reduce congestion at NAIA.
“To reduce congestion in NAIA, we will move the general aviation in Sangley
within a month or so. They have given a timetable of more or less a month,” he

MANILA, Philippines - The Department of Transportation and Communications (DOTC) is
implementing a moratorium on new daytime flights, as it announced new measures to address
the runway congestion at the Ninoy Aquino International Airport (NAIA).
"We have a runway congestion problem today, we all got here collectively," Transportation
Secretary Mar Roxas said, after a closed-door meeting with airline executives from Philippine
Airlines, Cebu Pacific and Zest Air on Tuesday.

NAIA's runways can only accommodate 36 takeoffs and landings per hour. But during the peak
summer season, it usually has as much as 50 events an hour during the day.
"Dahil sa pagdami ng bilang at gamit ng mga eroplano, kaya nagkaka-traffic. Eh hindi naman
lumapad o humaba ang ating runway. Kung baga, dumami ang mga bus sa EDSA, yung EDSA,
ganun pa rin. Yan ang dahilan kung bakit nagkakaroon ng congestion na sanhi ng
napakaraming mga delays," Roxas said.

The DOTC, in coordination with airlines, laid out plans to address air traffic congestion with the
hope of reducing flight delays at the NAIA.

Based on DOTC data, commercial airlines doubled their fleet from 62 in 2008 to 119 at present.
In 2006, airlines only serviced 18 million passengers, but this grew to 30 million last year.
Takeoffs and landings at NAIA also increased to 255,000 in 2011 compared to 171,000 in 2006.

First, the NAIA will be designated as a captain's runway only, which means only a captain
should have full control of an aircraft during takeoffs and landings. The DOTC believes it may
take longer for a less experienced pilot to take-off or land a plane.
The DOTC is also planning to increase night flights by transferring commercial flights to and
from night-rated airports. Aside from Manila, airports that have night landing capabilities are
Cebu, Davao, Iloilo, Cagayan de Oro, Bacolod, Kalibo, Tacloban, Puerto Princesa, Zamboanga,
General Santos and Laoag.

Roxas said airlines agreed to conduct a study on adjusting the schedules to transfer their flights
at night, instead of just having daytime flights. However, this is expected to take time since
airlines have already sold a lot of future tickets based on their current schedule.
The DOTC is also looking to turn 14 provincial airports into night-rated airports, which would
require a budget of P800 million, excluding operational expenses. These airports are
Tagbilaran, Legazpi, Dumaguete, Butuan, Ozamis, Cotabato, Naga, Dipolog, Roxas, Pagadian,
Tuguegarao, Busuanga, Surigao and San Jose, Mindoro.

while fees for the daytime will be increased. Fees for slots between 7 a.m. to 6 p.m. will double
while fees for slots from 8 p.m. to 6 a.m. will be reduced by 25%.
General flights transferred to Sangley
Meanwhile, the Manila International Airport Authority is in talks with the Department of National
Defense to transfer all general aviation flights to Sangley Point, Cavite in a month's time. This is
expected to decongest the NAIA runway, since there are 82 general aviation flights a day.
Companies that run tourism flights, such as those to Amanpulo, Batanes or El Nido, will only be
allowed 1 takeoff and 1 landing each between the peak hours of 7 a.m. to 4 p.m. Currently,
there are no limits to tourism flights.
Two rapid exit taxiways worth P300 million each will be constructed. They are expected to be
completed early 2013. They are expected to increase airports' flight handling capacity from 36
to a target of 45 events.
Commercial flight arrivals and departures will also be grouped together to improve runway
usage. Based on the plan, from 7 a.m. to 7:15 a.m. 10 takeoffs will be allowed, followed by 10
landings at 7:15 to 7:30 am. This is expected to add 2 to 4 movements per hour.
Terminal fees incorporated in airfares
The terminal fee for domestic flights will be included in the airline tickets starting August 1,
according to Roxas.
Domestic flight passengers will pay the terminal fee when they pay for their airline tickets. This
means no more lines at the domestic airports to pay the terminal fee.
At the NAIA, the terminal fee for domestic flights is P200.
Those who are exempted from paying the terminal fee may get a refund after going through

An ambitious plan to turn Sangley Point in Cavite into an air and sea transport hub has been revived by
Malacañang, with eight government agencies having been ordered to carry out the project, which could
involve reclaiming as much as 4,000 hectares of land from the sea at the cost of P80 billion.
Executive Order 629, signed by President Gloria Macapagal Arroyo last June 21, directed the
Philippine Reclamation Authority to convert the former US Naval Station into "an international logistics
hub with [a] modern seaport and airport [through] an enabling reclamation component."

Parts of the narrow strip of land, now occupied by the Air Force and the Navy, will be turned into a
special economic zone housing "cyber or technoparks."
The reclamation agency was tasked to head a committee that will evaluate proposals from the private
sector and conduct a selection or bidding process, as well as obtain titles for the land reclaimed.
"The viability of the project to a large extent will be enhanced by the enabling reclamation in the
portions of Bacoor and Cañacao Bays to provide a significant expansion district to the limited land
area of Cavite City," the President said in her order.
Theron V. Lacson, deputy general manager of the reclamation authority, said the project could involve
reclaiming 2,000 to 4,000 hectares at a minimum P2,000 per square meter. This does not include
development costs.
The executive committee has been instructed to prepare a masterplan and a feasibility study, and
following procedures, proposals for a joint venture or a build-operate-transfer scheme could be
accepted in a year, he said.
Aside from the reclamation agency, the committee members include the Transportation and
Communications, National Defense, Trade and Industry, Environment and Natural Resources, and
Public Works and Highways departments; the National Economic and Development Authority; and the
Philippine Economic Zone Authority. A representative of the Cavite City mayor sits as co-chairman.
Mr. Lacson told BusinessWorld the Sangley Point hub would be viable with a seven-kilometer extension
of the Manila-Cavite Coastal Road to Kawit town from Baclaran in Parañaque expected to be
completed by 2008.
"We want the project to be investment-grade, something that will attract investors to make a serious
study of the proposal," he said.
The executive order was signed just three days after a Chinese shipping giant announced plans to
invest $3 billion for a shipping complex at Sangley Point that could generate 100,000 new jobs.

China Ocean Shipping Group Co. CEO Wei Jia Fu made the announcement following a courtesy call to
Mrs. Arroyo. Officials said an agreement could be signed in August when the President visits China.
Mr. Lacson said the Sangley Point project is "grandiose" and that all interested investors can have a
piece of it. "The will be double the size of the existing reclamation projects that we have," he said,
referring to the Manila Bay Reclamation Area in Pasay.
The air and sea transport hub will be able to accommodate big ships, with the port having a depth of at
least 10 meters. The airport will have two or three runways.
Sangley Point will decongest the Manila airport and solve several problems such as height limitations,
with the extended Coastal Road cutting travel time to 20 minutes, Mr. Lacson added.
The Revilla family campaigned fiercely for the project, proposed by Sen. Ramon B. Revilla, Jr. when he
was Cavite governor. His father, former senator Ramon B. Revilla, Sr., is chairman of the Philippine
Reclamation Authority.
The Ramos administration shelved the project in 1994 due to financial and technical constraints,
following a Japan International Cooperation Agency-funded study that found that the area was not the
best location for an international port due to heavy siltation. Massive dredging will be required to
deepen shallow areas before international vessels can be accommodated, the study showed.
The Estrada administration, meanwhile, wanted the Manila international airport moved to Sangley.
Under Mrs. Arroyo, a go-signal had been given for a "modern shipping and air transport support facility"
as early as 2002. Sought for comment, officials of Clark airport and Batangas Port said they were not
worried that the Sangley Point project would eclipse their own plans to establish big transport hubs.
"That [executive order] is only for shipping and not for aviation," Clark International Airport Corp.
President and Chief Executive Victor Jose I. Luciano claimed.
And even if there is a plan to make Sangley Point as anotheraviation hub, Mr. Luciano said the
Diosdado Macapagal International Airport in Pampanga is still bigger than Sangley Point. "That area is
small," he claimed.
The 2,400-hectare airport in Clark is said to be one of the biggest in Asia, with two 3.2-kilometer
parallel runways that can be extended to four kilometers. The airport is four times bigger than the Ninoy
Aquino International Airport in Manila.
Mr. Lacson said accessibility will be the main advantage of Sangley Point, as vehicles going to and
from Clark would have to contend with heavy traffic on EDSA and Balintawak in Quezon City.
For Philippine Ports Authority assistant general manager Claro V. Maranan, Sangley Point would not
directly compete with the Batangas Port.
Once privatized, the ports authority wants Batangas Port to get as much as 40% share of Metro
Manila’s shipping traffic by 2008 and become a "world-class facility" by 2010.
"Cavite is a booming industrial zone, it’s a potential market already," he said.
He said that when Malacañang asked for comments on the Sangley Point plan, the regulatory agency
made no objection. "There was no objection from us because we have no future plans for Sangley
Point. It better run by a private operator," Mr. Maranan said.

Diverting at least some of the light aircraft flights and other “general aviation” traffic from NAIA to
Sangley Point in Cavite is the immediate solution the government will take to decongest the Ninoy
Aquino International Airport (NAIA), President Benigno Aquino III said Sunday.
Aquino said transferring the general aviation traffic to Sangley could take “more or less a month”
according to the timetable from the Department of Transportation and Communications (DOTC) and the
Department of National Defense (DND).
The DOTC is responsible for the NAIA while the Philippine Navy has a base at Sangley Point—a
former communications facility and airstrip of the United States military.

Dear All Boulevard (¨Bhi¨) stakeholders,
Part 2 of Bhi growth legs:
We have received shareholder calls asking, when Bhi will have a deal at Puerto Azul
(¨PA¨)? If you recall in our last Feb 2012 AGM, Puerto Azul was the 2nd Growth leg for
Bhi (through it’s effective 30% stake), while the Fridays Resort chain expansion was its
1st Growth leg.
Please allow us your indulgence & time to share with you what we're thinking and
where we are now:
Koreans. This is a mainstay visitor segment of PA’s golf related activity. We are full
with these type of guests especially from October through March. We shall continue to
entertain Korean hotel developers with access to the existing Gary Player-Ron Kirby
golf course.
Resom (Timeshare Resorts) Again. Their chairman revisited PA in Feb. He offered
through our Korean agents 550m upfront (over 2 years) for the golf course and a hotel
site lease for 40 years. That was $300,000 per year versus our lowered ask of
$420,000 or php700m upfront. Before a chairman to chairman meet in june he
personally required our agents and PA Gm to sell Resom several hectares at the back
of the ocean-facing clubhouse to build an additional 15-storey mid-range hotel tower
that would block the sea views of most of the properties in the golf and beach valley
area.
We have deferred any discussions with them, in spite of some advisers’ prodding for
the following reasons: 1) we want chair shin of resom to put in writing all his
meandering offers; 2) if they cannot follow the existing master plan, we must defer until
new planner Aecom is done updating a new plan vs. 21 years ago, that may
accommodate them; 3) some advisers of ours, inclusive of our internal planners, are
also suggesting deferment, citing the high failure rate of large Korean projects around
Asia; 4) the property must have a variety of hotels, residences and activities that
welcome all international clients and metro manila visitors; 5) we cannot agree with
them to not disclose this at some point.
Doing Now. Bhi is processing the following for the benefit of itself and PA:
1) exploratory talks with the possible new proponent of the 4,000 hectare Cavite airport
relocation project on synergies. How can PA lose if a partial international airport would
move closer to the property. This will bring down travel time to 30 minutes. We are
asking them if they would like to shoulder part of the updating market research costs
Bhi is about to undertake for PA (separate from Aecom). Also it depends what the
President Aquino government will do to Executive Order 629 allowing this. Please also
see the attached Bhi R&D on Cavite Airport News Article. With this proponent Bhi will
eventually deliver in June what they want to know in our terms: management
involvement, possible ownership buy-in, common views re: master development plan,
other family concerns, etc. No promises for now.;
2) Aecom bought PA planner EDAW of San Francisco sometime ago, and the Bhi
board has asked management to make a deal with them to update the 21-year old plan.
At the cost of around $250,000 over 16 weeks, Bhi will have a new master plan to
account for current market conditions.
Also it will spend, from another international consultant, $140,000 for a comprehensive
property market research to include, to wit:
¨Determination of Business Models. Various business models will be assessed and recommended for major
project components, which include:
• Sale of land to Single Developer
• Sale of land to JV Developer/ SPV
• 3rd-Party Investors/Developers & 3rd-Party Operators (w/ Revenue-Sharing)
• 3rd-Party Investors/Developers but JV Will Operate Themselves (w/ Revenue-Sharing)
• Land Lease to 3rd Parties
• Develop directly; Land and Building Lease to 3rd Parties
• Develop directly; Lease Space to tenants
• Develop directly; JV will Build and Sell Off
• Build and Donate (for certain cultural or non-profit elements)

3) The tunnel through PA to Nasugbu, Batangas is now cemented throughout and will
be dried out for a tentative Presidential Ribbon cutting Aug 1 or Sept 1. Will let you
know. See some pictures from mid April.
4) Lastly, Bhi has been initially advised by Aecom to concentrate in PA where the
money is at: the hotel residence sales adjacent to the hotels, whether Fridays or other
brand. There are 11 large hotels planned for the first of three areas.
Part 1 of Bhi growth legs:
The Fridays hotel brand. The lone subsidiary, Fridays Boracay, continues to do well.
It is affected, though, by the crisis in Europe, its main market. Where every day the
hotel used to have the normal 12 to 15 German guests within the mix of clients, this bell
weather number has dropped to an average of 5 to 8 a day. On the alternative, the
property still dominates the high end European market in Boracay and will continue to
make money this year. Bhi intends to: 1) buy out the 23% it doesn’t own in Fridays
Bora; 2) purchase more land for Fridays Boracay; 3) probably jv or purchase a
Boracay spa brand. In all cases, Bhi will enlarge its Boracay footprint, because it
predicts the destination to remain number one for some time.
Fridays Boquete Beach at Puerto Galera. The property will have Phase 1 of 32 keys
completed by February 2013 next year, almost 75% the size of Fridays Boracay. It
shall be the premiere hotel in that destination, just 2.5 hours drive & boat from Manila
with Slex now connected to Star Toll to Batangas Ports. Full build out is for 62 keys.

Bhi’s Quick Financial State To Do The Job. Bhi has around 55 million in cash and
money market instruments, and is expected to receive from shareholders another 130
million pesos over the next few months to pay for the second Fridays hotel. It shall
keep development at USD$140,000 per key versus Asia resort average at $420,000.
So far, it has no bank debt.
For the Puerto Azul job, a much bigger undertaking, Bhi shall locate two Fridays resorts
within, but also draw cash from sales of residences (built through subsidiary Cala
Paniman, Inc.) to be managed by the hotels. This is a conservative no debt, sure
growth stance the way PA is located and with infrastructure going its way. Bhi and PA
could hopefully improve the outlook when the right investors finally sign up, which task
Bhi soon will leave to its marketing agent.

update on your Puerto Azul development, Cavite, Philippines.
It is rare that one if given the opportunity to have a second look at one’s previous efforts going back now almost 20
years and one that we were and remain deeply committed to. Much has happen since EDAW (now AECOM)
completed your Puerto Azul strategic and master plan in 1993 – the Asian crash in 1997, the resurgence of SE Asia
and in particular the Philippines and EDAW’s merger with AECOM: the largest global provider of planning and design
services -- to name a few.
And yet some things remain the same; or stronger -- your almost 3,000-hectares of stunning reasonably untouched
lands within even closer proximity to metro Manila and the proposed location of the new Manila international airport
are in an even strong market position. In a way it’s a blessing that our master plan was not implemented sooner during
the economic downturn. But there is no question based on our extensive knowledge and experience in the region,
which now is an even better time to move forward with Puerto Azul.
The following proposal is based on your brief, discussions with Howard/Dodo, extensive knowledge of your
property/our previous work plus our regional/global experience planning and designing award-winning destination
resorts/new communities worldwide. First briefly a few additional key points on why AECOM is uniquely qualified to
provide your Puerto Azul master plan update:
Investment rather than fees. Puerto Azul ultimate development at the time was valued at over US$ 1.0 billion (1993)
dollars: just imagine what its value is today – not to mention tomorrow? Would you entrust critical master planning and
other services to anyone less than the best, most experienced, creative, seasoned, market-driven, team? Our other
clients haven’t. For on these mega projects like Puerto Azul, fees are seen as an investment rather than just costs.
And that’s how our proposal should be seen.
Size does and doesn’t matter. Yes AECOM is the biggest, but interestingly as legacy EDAW, we still practice as a
group of smaller studios where clients receive the same care and attention as we did when we originally helped frame
your vision for Puerto. And that’s what we will provide to you and your project team.

master plan for CORE 1 (632.5 ha of developable land) in response to the JLLL market study and foreseeable
demands – remaining flexiblity for inevitable future market changes beyond CORE 1 implemenation.
Shopping list of other AECOM services. We know Puerto Azul and your overall project vision. We also know what
mega projects require following master planning as the next steps in the development process. As such we have
included a “shopping list” of other services (at the end of this master planning update proposal) that will be required for

Project Understanding
Previously master planned by EDAW (now AECOM PDD) in the early 90’s, the current team under the direction of the
then Puerto Azul project director and principal-in-charge, Howard Altman, has a deep understanding of the project and
its requirements. We also look forward to the results from the market study and recommended update to our previous
development programme as the essential basis to this master plan update.
Master Planning Brief
We understand that the following six items (as provided with minor editing) is the Client brief for this master plan review and
update. And that these items and more will be addressed by AECOM throughout the master planning process:

“A Master Plan that manifests the parcelization of the different resort segments of COREs 1, 2 and 3;
2.
Manifestation of large zones or swathes of developable areas for interested development companies on a wholesale
basis;

Suggested location of a proposed free-trade zone and port:

Emphasis on the immediate are for declaration of a “tourism zone” covered under the PEZA law (with research and
recommendations as provided by Palafox Associates, Manila under separate contract);

Review & Update: The development is intended to be a unique recreational bayfront community development. An updated
structure plan of land uses will provide the development with a ‘sense of place’ while infusing the traditional with the

Scope of Work
Approach
AECOM team will provide a Puerto Azul Master Plan Review & Update plus any other services as may be requested based on
the Clients vision, the updated market study and our previous master planning. We will work collaboratively with Boulevard
Holdings, Inc. (herein referred to as “Client”) to develop a holistic master planning solution that is responsive to the
development vision, microclimate, locale, and culture of Cavite Province. Our Singapore and Manila-based team will develop
a clear vision; a competitive positioning statement, inspired by the uniqueness of the ‘place’ to reflect the aspirations of
the client, potential joint venture partners, future owners, tenants, or stakeholders; and to establish what is feasible in the
Cavite Province market.
Place making will be our primary focus. This will be attained through the development of an aesthetically cohesive and
environmentally sustainable master plan. We imagine the establishment of a high quality resort community environment
which intelligently weaves climatically and culturally appropriate planning and architecture design. All the building and
landscape elements should be seamlessly integrated so that technical solutions translate into attractive pieces of a
beautiful puzzle.

Stage 2 – Core 1 Master Plan Update: Master Planning, Architecture & Landscape Initiatives
Based on the Puerto Azul market study and updated Core 1 development program by others, AECOM will provide a master
plan update for Core 1. In addition, AECOM will carry out an evaluation; undertake an analysis of the approved updated
structure plan in terms of landscape framework and architecture. AECOM will develop the “big moves” and refine these
into key initiatives and strategies for the client’s review. At this critical time the landscape & architecture initiatives must
be fully aligned with the client’s vision.
Based on the findings from the team kick-off meeting, the design brief and our refined understanding of the site context,
AECOM will develop the updated master plan for Core 1.

1200 ha, 7.5km stretch of coast in South
Lombok. The scope was to forecast
future tourism & hospitality potential and
create a tourism based structure plan
and vision plan that would guide the
client (BTDC).
The D & P team developed a structure
plan derived from an analysis of the site
and its conditions, local and cultural
influences and the iterative work from the
economics team.
From this conceptual work, the team
developed a target position for different
district areas of the site and a series of
strategies and development programs
that could realize the client‟s vision and
economic goals.

Desert Islands are located in the Arabian

late Sheikh Zayed Bin Sultan Al Nahyan
and TDIC in order to showcase the
unique cultural and natural heritage of

PTW was commissioned by Sorouh to
prepare a conceptual Master plan for a
site - 14 ha with a brief requirement of
850,000 sqm. of GFA. This became
„Liquidity‟ – The Corniche Mixed-use
Development Master Plan in Abu Dhabi.
The overall project themes of water
droplets and water ripples provides the
inspiration for the buildings and
landscape as a single unified design
expression. The master plan achieved
complete integration of built forms,
landscape and roadway patterns, and the
patterns of water features and pedestrian
pathways. The project is now known as
“Saraya” for Sorouh PLC (Abu Dhabi)
The naval base redevelopment site
consists of approximately 60 hectares of
land area, located on the eastern
waterfront of Abu Dhabi, previously used
by the military. AECOM was
commissioned by Sorouh to prepare a
master plan for the site, creating and
integrated, mixed use community.
AECOM‟s scope included master
planning, architecture and landscape
architecture for a mixed-use urban
development. AECOM‟s multi disciplinary
team ensured a truly integrated design

AECOM have prepared a master plan for
Al Madheef, an 8.7 hectare mixed-use
community for the consideration of
ALDAR. Using natural features of the site
and responding to the local Al Ain
context and climate, Al Madheef provides
a unique mixed-use community at a

residential, office, hotel and Souk areas,
an experience enhanced by the use of

Qingdao Olympic Sailing Marina *

CLIENT: BOCOG
The city of Qingdao hosted the Olympic
sailing events for the Beijing 2008
Olympic Games. The proposal for the
Sailing Facility creates a vibrant and
lively maritime location for the Olympic
Sailing Regatta. The Master Plan
proposes a strong and clear structure of
axes‟ and open spaces defined by
environmentally responsive architecture.
The buildings themselves are highly
evocative of the maritime location in
typology and form. All buildings,
particularly residential buildings, respond
to solar access requirements. A layered
architecture of screens and sun control
describe the facades.

Lulu Island is considered a key project in
the context of the city of Abu Dhabi. It is
this importance, and Lulu Island‟s pivotal
role in the Plan Abu Dhabi 2030, that led
to Sorouh to engage AECOM as part of a
consultant team including Sasaki, ARUP,
Skidmore Owings and Merril and
Mouchel, to develop and refine a concept
master plan into a detailed master for
submission, and ultimately approval, of
the Urban Planning Council of Abu Dhabi
(UPC).
AECOM was also commissioned by
Sorouh PLC to provide Design
Guidelines for Lulu Island Sitewide with a
focus on the Gulfside of the
development. These Guidelines include
prescriptive controls for the Urban
Design, Public Realm, Architecture &
Landscape.
Baniyas / South Wathba Revitalisation

The Urban Planning Council has
commissioned AECOM to develop a
revitalisation master plan for the
communities of Baniyas and South
Wathba. Baniyas is historically important
as one of the UAE‟s earliest examples of
suburban housing for Emirati nationals
and today houses a diverse community
of some 60,000 residents. The

revitalisation master plan is intended to
embrace the principles of Plan Abu
Dhabi 2030 and Estidama.
A key focus of the plan is to facilitate
private sector and government
investment in local regeneration that
contributes to the improved quality of life

strategy for physical and social
improvement within the communities,
enabling opportunities for local economic
development and housing and social
infrastructure improvements while also
seeking to integrate the existing

AECOM have prepared a comprehensive
master plan for the 127 hectare coastal
site for Sorouh, at the invitation of the
Ministry of Tourism for Algeria. A
thorough analysis of the existing local
community and lifestyle, as well as the
existing natural environment was
undertaken prior to the development of
the master plan. As a result, the
proposed development was designed to
benefit the local community and
ecosystems, as well as the wider
Algerian context. The proposed
development will respond to, not
override, local conditions to create a truly
unique mixed use coastal development
as a catalyst for future growth in Algeria.

For PTW: Stage 1 – A 2 week intensive
phase wherein a strategic concept was
developed which would form the
foundations of a Master Plan for a 140ha
development situated on Dubai creek.
The concept was then encapsulated in a
final marketing image to be used the
launch.
Stage 2 - The development of the Master
Plan for The Arabian Bays, an exciting
and diverse urban place within the
context of Dubai, providing for a
permanent residential population in the
order of 50,000 people. An important
underlying principle for the form of the
development is the creation of seven
distinct bays, each of which identifies
with a trade commodity and/or ethnic

The COX Group were engaged in August
2004 (with GHD, PTW) to update the
existing plan for Palm Jumeirah, based
on current sales commitments and
development plans.
Palm Jumeirah is a mixed-use offshore
residential, retail and resort development
on a series of interconnected islands,
located off the coast of the Emirate of
Dubai in the United Arab Emirates
(UAE). The islands that form the Palm
Jumeirah have been reclaimed from the
sea in the shape of a palm tree, with a
surrounding crescent island forming a
breakwater. The total area of land that
has been created is approximately 5.6
km². The land extends approximately 5.1
km into the sea, and is approximately 5.3
km wide.
