Consultation Report – Addendum
The Local Development Plan was submitted along with the accompanying
documentation to the Welsh Assembly Government on the 20th May 2010. The
Consultation Report, May 2010 was submitted at this time.
Whilst there is no formal requirement within the Town and Country Planning (Local
Development Plan) (Wales) Regulations 2005 for updating the Consultation Report
following submission, this addendum has been drafted in order to record the
consultations which have taken place since submission and also as a result of the
hearing sessions during the examination.
This addendum contains the outcome of the:Focussed Changes Consultation
Additional focussed Changes Consultation
Additional Alternative Site - Harlech
Alternative Sites – Sustainability Appraisals a request for further information
Matters Arising Changes Consultation
Reserve Housing Sites Consultation
Sustainability Appraisal Consultation.

STAGE 7 – ADDITIONAL FOCUSSED CHANGES CONSULTATION
Focussed Changes
This stage provided an opportunity for stakeholders and members of the public to
comment on the Focussed Changes document. These were changes to the draft Local
Development Plan and Maps which resulted from the deposit draft consultation
responses. The Focussed changes were advertised at the same time as the Authority
made the representations received during the deposit draft consultation period and the
Authority response to these available to the public. The submission of the Local
Development Plan and supporting documents to the Welsh Assembly Government was
also advertised at this time.
The document was made available for the public to view at various different locations
across the National Park and locations adjacent to the National Park boundary. A full list
of locations the document was made available to be viewed can be seen in Appendix 19.
A letter or email was sent out to all the consutlees on the Local Development Plan
database to inform them of the consultation (see appendix 36). A notice was placed in
the local press (see appendix 37) and information was provided on the Authority’s
website regarding the Focussed Changes consultation.
The consultation period was from 21st May 2010 to 2nd July 2010. The Authority received
91 comments on the focussed changes from 13 respondents. A summary of the
representations received with the Authority Response is contained within appendix 38
1.2
Additional Focussed Changes
The additional focussed changes document contained minor textual changes that the
Authority considered should be made to the deposit Eryri Local Development Plan.
These changes were drafted as a result of the representations received as part of the
deposit Local Development Plan consultation. The document made available for
consultation can be seen in appendix 35
The document was made available for the public to view at various different locations
across the National Park and locations adjacent to the National Park boundary. A full list
of locations the document was made available to view can be seen in appendix 19. A
letter was also sent out to the consultees on the Local Development Plan database to
inform them of the additional focussed changes consultation (see appendix 39).
Information regarding the consultation was also placed on the Authority website and a
notice placed in the local press which can be seen in appendix 40.
The consultation period was from 2nd September to 30th September 2010. The Authority
received 13 representations on the additional focussed changes from 5 respondents. A
summary of the representations received including the Authority Response is contained
within appendix 41.
1.3
Alternative Site - Harlech Consultation
Following the initial alternative site consultation, an additional site at Harlech was
processed by the Authority which was consulted upon from 22nd October 2010 to 2nd
December 2010. A notice was placed in the local press (Appendix 42). A letter or email
was sent out to the individuals and organisations on the Local Development Plan
2
consultation database (Appendix 43). Documents relating to the consultation were
provided in different locations around the National Park and bordering areas (list can be
seen in appendix 19) and on the Authority’s website.
As a result of this consultation we received 15 representations from 15 individuals and
organisations. These representations were passed on to the Inspector.

STAGE 8 – ALTERNATIVE SITES SUSTAINABILITY APPRAISALS
Alternative Sites – Sustainability Appraisals
A request was made by the inspector for further information on the sustainability of sites
or extensions to housing development boundaries which have previously been put
forward by respondents to the plan. This was to provide an opportunity for respondents
to prepare a sustainability appraisal in support of the alternative sites they had put
forward. A letter was sent out to all individuals and organisations that had put forward an
alternative site in order to inform them of the request for further information made by the
Inspector with regards to sustainability appraisal information. Along with the letter a
copy of the Authority’s Site Criteria Paper was sent out which was prepared by the
Authority during the deposit draft Local Development Plan consultation in May 2009. The
purpose of the paper was to assist proponents of sites with fulfilling the requirements for
providing an SA/SEA when putting forward a site during this part of the process (further
information about the site criteria paper can be seen in Stage 6 earlier in this document).
16 Sustainability Appraisals were received by the Authority following the request for
further information these were passed on to the Inspector.
3
STAGE 9 – MATTERS ARISING CHANGES CONSULTATION
There were three elements to this consultation which arose from issues during the
examination into the Local Development Plan. The various consultations are outlined
below. The consultation period ran from 9th December 2010 to 27th January 2011. A
letter or email was sent out to all of the individuals and organisations on the Eryri Local
Development Plan consultation database informing them of the consultation (appendix
44). A notice was placed in the local press which can be seen in appendix 45.
Information regarding the consultation including consultation documents were also
provided in various different locations across the National Park and in areas adjacent to
the National Park boundary, a list of the locations these documents were available can
been seen in appendix 19.
3.1
Matters Arising Schedule of Changes document
This document comprised of the amendments being proposed by the Authority following
the matters arising from the individual hearing sessions. Alongside the document were a
number of new or amended background papers following matters arising from the
hearing sessions. These included
Additional Evidence for policy 21: Chalet and Static Caravan Sites
Additional Evidence for green wedge designations
Minerals
Zones of influence and
Settlement Capacity Study
3
Representations were received by the Authority from seven individuals and
organisations with a total of 29 comments on the Matters Arising Changes.
3.2
Reserve Housing Sites Consultation
A number of potential sites were discussed during the examination hearing sessions.
These sites were suggested by the Authority as sites that could potentially be suitable as
affordable housing exception sites if a local need should be identified within the
settlement during the plan period. The reserve housing sites document available during
the consultation period can be viewed in appendix 46.
Eight individuals and organisations made representations on the reserve housing sites
with a total of ten comments on the sites. These comments were passed on to the
Inspector.
Following the end of the consultation period the Authority had not received any
representations from Welsh Water, Gwynedd and Conwy Highways. These agencies
were then approached again individually regarding the reserved housing sites for their
comments about the suitability of the sites. As a result, comments were then received
from all the agencies regarding the reserved sites proposed.
3.3
Sustainability Appraisal Consultation
As outlined above during the hearing sessions, the inspector considered the proponents
of alternative sites previously put forward should be given another opportunity to submit
information on the sustainability appraisal (SA) of their sites in line with the Site Criteria
Paper provided by the Authority. This stage was outlined above (9.1). The sustainability
appraisals received were then consulted upon during this stage of consultation.
Comments were received by one organisation regarding the sustainability appraisal for
one site only. These comments were passed on to the Inspector.

The vision for Snowdonia National Park is
set out in the National Park Management
Plan and has been drawn up following
discussions with other statutory, voluntary
and commercial sector partners and local
communities. The Authority will work in
partnership with the partners mentioned
above in implementing the Plan.
The revised National Park Management
Plan has now been adopted by the
Authority. It wasn’t possible to make the
revised Management Plan available
during the consultation on the Focussed
Changes as it was being designed ready
to be published at the end of July. The
Focussed Change document that was
made available for public consultation
included all the Management Plan
revisions that are relevant to the Local
Development Plan. Support for the
changes is noted.
Whilst we support the proposed
amendments, and in particular the
objective to safeguard and enhance
the landscape, it appears that the
revised Management Plan is
unavailable during the Eryri Local
Development Plan 2007-2022:

therefore how this amendment meets

Officer response
CCW supports the proposed change
in, subject to there being
demonstrable justification that the
proposals would be contrary to the
statutory purposes of the Park in order
to meet Test of Soundness C2.
It should be made clear that the WSP
does not set specific growth levels for
places/hubs and some explanation of
what would constitute unsustainable
growth may be required.
Any proposals will be assessed against
Strategic Policy A: National Park purposes
and Sustainable Development which
states that proposals which compromise
National Park purposes will be refused.
21
It is recognised that the WSP does not set
specific growth levels for places/ hubs.
The Focussed Change does not imply
this. Unsustainable growth can be avoided
by complying with the Local Development

However, we seek further clarification

CCW welcomes the protection
afforded to biodiversity in the 4th
paragraph. However, see also our
previous comments to the Deposit
Plan in relation to including, within the
LDP, detailed policies for the
appropriate protection and
enhancement of designated sites of
all types. Our comments are made
with reference to paragraphs 2.8(v) &
2.18 of Local Development Plans
Wales (2005) and the first two criteria
in paragraph 5.4.5 of Planning Policy
Wales (2nd edition, 2010) (Test of
Soundness C2).
• We recommend that the LDP refer to
statutory measures for the protection
of protected species, which are
translated into planning policy under
Planning Policy Wales and TAN 5:
Nature Conservation and Planning
(Test of Soundness CE1).
Paragraph 3.3.2 of TAN 5: Nature
Conservation and Planning and
paragraph 5.4.5 of Planning Policy
Wales sets out the provision to be
made in LDPs in relation to
biodiversity considerations. We
welcome the intention to prepare a
Supplementary Planning Guidance on
‘Local Biodiversity’.
However this SPG does not seem to
be currently available for consultation
but it is in draft within the Authority.
The Biodiversity Supplementary Planning
Guidance will be consulted and adopted
prior to adopting the Local development
Plan. The Authority will be consulting
CCW on the draft SPG and can provide
additional guidance in this document.
25
Therefore there is an element of
uncertainty. It is unclear therefore
from the current draft of
the LDP how development proposals
which are likely to impact on protected
and priority species will be
considered, and where mitigation or
compensation measures may be
required (Test of Soundness CE3).

Strategic Policy Dd. The policy
refinement makes it clear that it refers
to development within the Park area.
Some of the wording now proposed
for deletion in the final paragraph of
what will now be strategic Policy Dd
was vague.
However the words ‘and to the
robustness of proposals to climate
change are important and should be
retained in the LDP. Not all the
implications of climate change that the
planning authority need to take into
account in making decisions about the
impact of development on landscape
are enumerated elsewhere in the LDP
in Strategic Policy E, Climate Change.
In particular the planning authority will
also need to take into account the
resilience of plant species to climate
change, a significant consideration
when using ‘information provided
using the LANDMAP’ methodology’
highlighted in Strategic Policy Dd.
CCW supports the proposed changes
and considers that it meet Test of

Snowdonia Society sought
amendment of the deposit version of
the LDP to cover the issue of wind
turbine proposals in close proximity
to the National park which would
have a significant detrimental impact
on views into or out of the National
Park. We welcome the introduction
into the LDP of a more general text
about cross-boundary effects on
landscape. However, the proposed
change is inadequate as it stands
because the wording does not
indicate that in appropriate cases
the National Park Authority will
oppose damaging developments
outside but close to the National
park boundary. That defect should
be remedied.
Noted, in the 2nd line of the proposed
text “effect” should be corrected to

The words now added at the
beginning of Strategic Policy E
recognise that this policy rightly deals
both with “mitigation” of climate
change by reducing greenhouse gas
emissions and with adaptation to
climate change To properly reflect the
scope of Strategic Policy E two
indents need to be added: indent ii:
“promoting higher standards of energy
performance in existing buildings”
indent iii: “improving the sustainability
of transport, including reducing the
need to travel, especially by private
car”
For very many years to come
currently existing buildings will be a
much more important source of
greenhouse gas emissions than the
new buildings or extensions which
Strategic Policy E already covers.
CCW supports the amendment and
considers it to meet Test of
Soundness C2.
Representation noted. With regard to
suggested amendments to Strategic
Policy E
Indent ii. This is more of an aspiration as
the SNPA has limited influence on what
happens to existing buildings.
Development Policy 3: Energy already
seeks improvements to energy
performance when applications are made
for extensions.
Indent iii. It would be appropriate to
amend the text of the policy to refer to
improving transport sustainability

PPW Edition 2 (2010) 7.6.9 allows the residential
conversion of rural buildings if the resulting housing
will contribute to an identified need for affordable
housing for local need. This means that the
conversion of rural buildings for a dwelling to meet
locals need can be considered without the applicant
having to go through a marketing exercise.
Converting a rural building for residential purposes
which meets an identified local need is considered
to be more sustainable and beneficial than leaving
the building to deteriorate and takes into
consideration the national park purpose of
conserving and enhancing the built environment.
Sustainability should not only be judged in terms of
travel but also the overall sustainability of rural
communities especially when combining
employment and home. Home working offers the
opportunity for creating new employment, re-using
vacant buildings and reducing the need for
vehicular journeys to work.

This group would like to voice their
concerns with regard to this change.
Capel Curig has been recognised as
a secondary settlement. I’m sure
that others wrote during the Deposit
Consultation period (Spring 2009) to
argue the point that providing a
quota of 2 (number) affordable
houses reduces the potential of
investment by developers. We hope,
however, that the Plan is flexible
enough to allow a planning
application for 3 (number) houses if
the need for that number is proven
as part of the application and that the
developer is able to prove that the
building of 2 (number) houses isn’t
cost effective.
The settlement of Capel Curig comprises
a scatter of properties stretching for a
considerable distance along the A5. The
properties are clustered in small groups
separated by extensive stretches of
undeveloped land. A boundary
encompassing all of these isolated
groups of properties would be very
difficult to define. Many of the
undeveloped sections fronting the A5
contain steep rock outcrop and therefore
the settlement is very constrained. As a
result Capel Curig has been defined as a
smaller settlement and highlighting
properties on the inset map will give
some scope for limited additions and
infilling within the settlement to meet the
needs of the local community. It is
envisaged that affordable housing to
meet local needs will be delivered
through individual self build / self
managed units rather than developers
investing in a site. Historically there
haven’t been many units being brought
forward in smaller settlements. The
Authority will monitor how many come
forward and the need in smaller
settlements and will be reviewing the
plan every 4 years. In some settlements
if 2 units have been developed and there
is evidence of arising local need the

We think that 2 units per settlement
over the plan period is too low for
some of the smaller settlements.
This is because of economies of
scale and housing needs surveys in
some of these smaller settlements
have shown a need for more than 2
units.

The distribution of housing: Further
refinements, policy clarifications and
explanations in background papers
have addressed WAG concerns. The
tables have been improved and
additions in terms of the split of
housing sites and types have made
the plan clearer.
FC 41 includes new plan text
indicating that the distribution of
development should accord with the
spatial strategy. However this may
need to be incorporated into policy
SP Ng especially given the high
proportion (c40%) of requirements
planned to arise from windfalls which
will require some form of policy
control to complement the monitoring
proposed.
The plan text and BPs suggest that
47
It is envisaged that affordable housing to
meet local needs will be delivered
through individual self build / self
managed units in the smaller settlements
rather than developers investing in a site
therefore economies of scale shouldn't
create a problem. Historically there
haven’t been many units being brought
forward in smaller settlements. The
Authority will monitor how many come
forward and the need in smaller
settlements and will be reviewing the
plan every 4 years. However at the start
of the Plan there should be an equal
opportunity to sustain the smallest rural
communities and give an opportunity for
modest new build in these settlements.
Support for change noted. There is
additional text in focussed change 41
which states that the distribution of new
development should accord with the
spatial strategy. Whilst there is no
objection in principle to the inclusion of
such wording in policy, tight control of
distribution will only be required if certain
settlements are subjected to overdevelopment as a result of excessive
windfall sites being brought forward.
Whilst this scenario may be more
applicable for urban authorities with
larger settlements and potential
brownfield sites, it is not regarded as a
high risk within the National Park.
Settlements in the Park are smaller,
housing settlement boundaries are fairly
tightly defined and generally there is less
speculation and demand in the housing
market.
It will not be possible to control the rate
the high level of existing
commitments are distributed in line
with the settlement strategy and will
be sufficient to cater for general open
market housing needs over the plan
period without causing further
adverse market pressures
The background papers provide a
fuller explanation for the distributions
proposed relative to
needs/constraints/ zones of
influence, etc including the
implications at the settlement level of
commitments, allocations and
windfalls. However, there would be
benefit in having a spatial distribution
comparison table summarising both
past and proposed scenarios
48
of development of sites already with
planning permission and 413 units
identified in the five year land supply are
counted in the Plan as existing
commitments. However the currently
depressed housing market is limiting the
development on these sites. It should
also be noted that there are 382 units
with planning permission outside the five
year land supply and not counted in the
Plan as commitments. 334 of these units
are located on one large site at Aberdyfi.
Due to infrastructure and access
difficulties it is not envisaged that
development on this site will progress
quickly and there is some doubt if all the
site will eventually be developed.

We consider the allocations of

secondary settlements to be far too
low. Survey data indicates that the

The Plan has considered other ways of
delivering affordable housing. One
method would be to allow a greater
percentage of open market housing in
service centres, service settlements and
within secondary settlements. This would
entail allocating more land and probably
larger sites which are not available in
many settlements due to environmental
constraints. It is also unlikely that larger
sites would be developed as no regional
builders operate in the Park. Many of the
current larger sites remain partially
developed. Such an approach would be
likely to concentrate affordable housing
in certain settlements and not allow for
affordable housing opportunities in some
of the smaller settlements. The Local
Development Plan affordable housing
target must be based upon a realistic
assessment of what is likely to be
achievable within the environmental
capacity of the National Park.

Summary of Rep
Officer response
There is no mention of the
requirement for 'intermediate'
housing; the surveys carried out tend
to collect data for the numbers of
people who qualify for social
housing. For example at an open
meeting in Dyffryn Ardudwy on 30th
June 2010 there were well over 30
people needing a home over four
times the number of people
expressing an interest in homes than
were on the social housing list, there
were many more who couldn't make
it for various reasons including work
commitments, disability, pride and
apathy.
The surveys carried out by the Rural
Housing Enablers collects data for the
need for intermediate and social
housing. Two sites have been allocated
for housing within Dyffryn Ardudwy to
meet the existing shortfall and to meet
the needs of the local community.
Summary of Rep
Officer response
The affordable housing changes
and further background
evidence/clarification address
some WAG concerns. It appears
Paragraph 5.17 does refer to the review
of future affordable housing need
through additional work carried out by
the Local Housing Market Assessment
and further Rural Housing Enabler
surveys. This is also mentioned in the
revised Monitoring Framework included
in the Housing Background Paper.
There would be no objections in
including the overall estimate of need of
1200 within the Plan.
The overall affordable housing target
does not include a possible contribution
from exception sites which potentially
that the affordable housing included
in plan targets will accord with the
definition in TAN2.
The plan approach should be
compatible with the aims of the
relevant Affordable Housing Delivery
Statement/s.
52
Although FC 43 to the LDP text
refers to a 5-year affordable housing
need figure of 427 the Housing
Background Paper indicates that
need over the whole plan period
could be between 960 – 3030
depending on the various surveys
and suggests the best estimate
could be about 1200. It is imperative
that the plan includes a measure of
affordable need over the whole plan
period so that the degree to which
the proposed affordable target (450500) responds to the level of need is
clear. It could be flagged that further
information from the LHMA and
enabler surveys is anticipated and
the figure will be refined in the
Annual Monitoring Reports.
Delivery of the affordable housing
target in full appears to rely on
bringing forward all the housing
provision proposed for the plan
including the contingency allowance.
Further clarification would be
beneficial.
The reasons for the substantial
difference between the target (450500) and the need over the plan
period (c1200) have been made
clearer, including the expected role
of the settlements just outside the
park in making up some of the
shortfall. It is confirmed that this
approach is accepted by
neighbouring authorities whose
53
could boost housing delivery. In the
past, rural housing enablers have
identified exception sites which have/are
being developed by Registered Social
Landowners. The role of the enablers at
the micro level in identifying land and
landowners willing to sell land at an
affordable price will be important in the
future. It is likely that some of these sites
will be exceptions. The estimated yield
of 467 affordable units over the Plan
period lies somewhere in the mid –range
of the target 450-500 dwellings. To
reach the full target figure of 500
dwellings it is likely that some of the
contingency of 57 units would have to
be used.
The need to provide affordable housing
has been explored in the background
evidence. Whilst it is accepted that
explicit consideration has not been
made on the social and cultural
consequences of not meeting the need
in full, the Plan has also not considered
non land use means of providing
affordable housing such as making
better use of the existing housing stock
e.g. bringing empty properties back into
use, homebuy schemes, potential
mortgage deposit loan schemes etc.
The Plan has sought to balance the
overriding purpose of the National Park
to protect and conserve the landscape
and also the need to sustain social
cohesion and cultural identity. Generally
in national guidance there is an over
reliance on targets and forecasts.
Changing economic circumstances have
a greater influence on the ability to meet
plans for the relevant settlements
are indicated to be compatible.
While the environmental and
delivery implications of trying to
meet this level of identified need are
considered the social and cultural
consequences of not meeting it
should have been explored.
The plan indicates clearly that nearly
all newly allocated sites and all
windfalls are intended as affordable
housing and the background papers,
etc seek to confirm that this is
realistic in viability and delivery
terms. The papers also explain the
relationship of likely provision to the
distribution of affordable housing
need.
While the affordable housing viability
study does not support the
robustness of seeking almost 100%
affordable on new allocations and
small scale windfall/conversion
consents, the papers explain that
several sites deemed not to be
viable are already in the process of
development and others are owned
by authorities/agencies likely to be
receptive to the need to minimise
land values.
Efforts have been made to secure
input from other stakeholders
involved in the housing process
(Viability BP 18) although further
comment from Social Landlords
currently involved in sites deemed
54
targets than best planning based
estimates.
With regard to viability the Authority has
undertaken further research into the
viability of smaller sites using the Three
Dragons Toolkit (up to code 3 plus 6
credits standard) A workshop has also
been held with planning agents,
landowners and builders. The results of
this further research will be published
before the Examination. The National
Park is confident that smaller sites and
individual plots are viable when land
values reflect an uplift from base
agricultural value. It is known for
example that the Forestry Commission
has released land in Dolwyddelan at
£5000 per plot to a Housing Association.
Further information on exemplar sites is
being obtained from Housing
Associations. It is also proposed to
prepare additional practical guidance on
the delivery of affordable housing giving
examples of cost, suitable standard
designs and standard 106 agreements.
This will be targeted to assist rural
housing enablers, planning agents,
small builders and individuals to
understand procedures and show
practical examples of delivery.
Commuted payments will not apply to
exception sites. It is recognised that all
affordable housing on such sites should
be affordable and there is nothing in the
Plan or background evidence that says
otherwise.
Further information on likely tenure mix
non-viable could be beneficial. Such
an assessment would clarify how
particular viability characteristics of
specific types of scheme (especially
self build/project managed single
dwellings on exceptions sites) as
these are likely to make-up a
significant element of anticipated
affordable provision. The impact of
the cost of sustainable design
requirements (Code3 plus 6 credits)
should be assessed as should that of
potentially higher costs of borrowing,
etc for smaller builders undertaking
commercial schemes
SPG para 8.14 makes reference to
the viability of conversions or oneoff single dwelling proposals and the
use of commuted sums. It needs to
be absolutely clear that any
dwellings allowed on exception sites
must be affordable (as per the
definition in TAN2) and that
commuted sums are not appropriate
in these circumstances otherwise
there is a danger the plan will not
deliver on this issue.
The anticipated tenure mix relative
to Social Landlord views is not
explained, nor is it made clear that
affordable housing can be delivered
across the plan period.
Given the potential risks with the
plan’s approach to affordable housing
the implications of a failure to deliver
have not been assessed adequately.
55
can be provided in discussion with
Social Landlords. Affordable housing is
currently being delivered and the
progress report on the current
Affordable Housing Deliver Statement
indicates this ( this information will be
provided in due course). Possible lack of
funding through social housing grant is
likely to have an impact in the Park and
elsewhere in Wales, unless other forms
of funding can be obtained by Social
Landlords. The Authority is aware that
lenders are currently risk averse on
affordable housing schemes. Such
challenges make it difficult to predict the
rate of affordable housing delivery. It is
also anticipated that there will be a
period of familiarity with the new
affordable housing policies leading to
some delay and uncertainty. Affordable
housing policies need to be applied
consistently but flexibly over a longer
period of time to influence the housing
market and land values. Once
landowners become aware that in some
settlements all housing has to be
affordable housing their expectations of
land values will diminish and begin to
reflect a more affordable land price
value. This should be compared with
base marginal agricultural land value.
On this basis it is envisaged that in the
first four years of the Plan development
by Housing Associations will proceed on
sites where grant has already been
obtained and in the following four years
smaller private schemes will come
forward. It will be important to monitor
the numbers coming forward and the
Whilst there is a trigger point for

constraints to development,- be these
planning related or non-planning
reasons.
The National Park is not appropriate for
large scale development sites where a
percentage of affordable housing can be
obtained. Affordable housing has
therefore to be delivered on a smaller
incremental scale appropriate to the
setting of the National Park and in the
most practical manner in compliance
with national policy..

The evidence of need supporting the
numbers is lacking and the
percentage of affordable housing
does not reflect the shortage of
public funding.
44
The housing requirement of 830
dwellings, including social rented
housing, is not achievable in our
view. Social housing grant will not
be as readily available to housing
associations because priority will be
given to more urban areas within the
housing authority’s area. It is our
understanding that the amount of
Social Housing Grant available will
significantly decrease over the
coming years, as some of it has
already been brought forward from
future years through Strategic
Capital Investment Fund (SCIF)
funding.
Evidence of need is correct. The need
over the plan period is greater than what
is provided for in the plan. The target in
the plan is based upon a realistic
assessment of what is likely to be
achievable within the environmental
capacity of the National Park. There is
anecdotal evidence that there is some
uncertainty about public funding for the
future however at this stage it isn’t clear.
If the all Wales affordable housing target
which has been set by the Welsh
Assembly Government is to be met there
will have to be a percentage increase in
public funding in the future.
Out of the 830 Local Development Plan
requirement around half of this figure is
from existing housing supply already
with planning permission. There is
anecdotal evidence that there is some
uncertainty about public funding for the
future however at this stage it isn’t clear
how much funding will be available. If the
all Wales affordable housing target
which has been set by the Welsh
Assembly Government is to be met there
will have to be a percentage increase in
public funding in the future. A high
proportion of the sites is likely to be for
one or two units and therefore developed
through self-build / self-managed units
rather than by developers.

Summary of Rep

45
I don't see how juggling the figures
and making assumptions about an
'expected upturn' in the housing
market can support the imposition of
policies which restrict new
development to 100% affordable
housing. The housing market in the
Authority area is as buoyant as ever
due to the shortage of homes, what
is required is more market housing in
every settlement which as the
services and infrastructure in place
in order to use 'planning gain' to
provide the affordable housing
required.
The LDP approach is to try and ensure
that the limited opportunities for
development in the Park satisfy local
needs rather than external demands. A
balance has to be struck between the
scale of new housing development and
the need to conserve and enhance the
natural and built environment of the Park
to ensure that Park purposes are met.
To allow too much housing development
could impact adversely on the
environment and create an imbalance
within existing communities. The rate of
completions of market houses and the
general level of activity does not indicate
a buoyant housing market.
45
Ensuring viable sustainable
communities is becoming
increasingly important to the future of
the communities we work with, and
the needs of these communities
should be borne in mind when
restrictions on development are
made.
The plan does seek to sustain rural
communities in a flexible way taking into
account planning considerations. There
is also recognition that even in the
smaller settlements some development
opportunities are required to sustain
local communities.

I am unable to accept that this does
clarify the policy as is claimed
The value of sites allocated for
housing and the value of windfall
sites should gradually decrease
during the plan period as the
affordable housing policies take
effect. However, we are concerned
that some landowners will not
release land for development, hoping
that sites considered suitable for
affordable housing now may be
suitable for more profitable full
market housing in the future.
The amended paragraph is considered
to provide clarification.
Land owners need to realise that there
will be no hope value in the future in
some settlements for market housing.
Therefore the only realistic uplift to
agricultural land value will be affordable
housing land values and this should be a
sufficient uplift to release sites at an
affordable value.

not be amended to include
almost the whole of the site
adjacent to Fronallt for which
there are old planning
permissions. Cymdeithas Eryri
Snowdonia urges the SNPA to
say in the Local Development
Plan that, if and when new
planning applications are
received for any of the sites in
question, it will, before granting
them, require the applicant to
surrender a substantial
proportion of the old planning
permissions.
In any new planning application on this site the
Authority can seek to negotiate change to the
development boundary but cannot require or
demand that the applicant surrender a
proportion of the area to be developed with
extant planning permission without agreeing
compensation. Whilst some sites with extant
planning permission may be too big or in the
wrong locations, they do provide open market
housing. The emphasis on new development in
the Plan is for affordable housing only in most
settlements. Dolgellau is one of only two local
service centres which serves a wider hinterland.
The amended housing boundary reflects the
land with extant planning permission.

2010 the ownership and management of
the site has been transferred to Cartrefi
Cymunedol Gwynedd (a new, not-forprofit independent housing organisation).
There are several examples of housing

the National Park (including the recently

at Castell y Gog in Dyffryn Ardudwy).
The site has been allocated for 100%

The delivery of new housing will be

100% affordable housing for local needs
within the housing development

Summary of Rep
Officer response
In the deposit plan no housing
allocations were proposed for
Talsarnau. Now that the Focussed
Changes (FC) have accepted that
housing allocations can be made in
the village we object to the housing
allocations chosen under Focussed
changes 76 and 77 as there are
better sites available on the edge of
the village, including land to the rear
of ty mawr, Talsarnau as indicated
on the attached plan.
A housing allocation was proposed in the
deposit plan in Talsarnau. Focussed
Change 77 is to include the allocation
within the Housing Development
Boundary; it is not a new allocation.
Focussed Change 76 is not a proposed
housing allocation but the inclusion of a
site with existing planning permission to
round off the Housing Development
Boundary.
The land to the rear of Ty Mawr has
been assessed as part of the Local
Development Plan process following its
submission during the potential sites
process. The site was considered to be a
large extension to the settlement and did
not provide continuity or enclosure to the
settlement pattern and would have
extended the developable area into open
countryside.
The consultation on the Focussed
Changes is not an opportunity for a new
alternative site to be put forward and
considered for inclusion in the Local
Development Plan.
The land subject to FC 76 is subject
to flood risk and the land subject to
FC 77 is too remote from the centre
of the village and from the public
transport links provided by bus stops
on the main road and the railway
station. The alnd to the rear of Ty
Mawr is better related to the village
and can be allocated to provide a
mix of affordable housing and open
market housing.
It is not anticipated that the whole of
the site edged in red would be
allocated for housing bu the higher
groun will be utilised for,
landscaping, screening and
biodiversity improvements. In this
way the site can help form a strong
defensible boundary to the village.
The same opportunity is not

available by allocating smaller sites
such as those proposed in FC 76
and FC 77.

We note the inclusion of an
alternative housing allocation within
the submitted plan, this being
focussed change 76, Land adjacent
to Ship Aground, Talsarnau. During
consultation on the alternative sites,
we made representation in our letter
dated 2nd September 2009 that
advised that if the site was to be
included in the Deposit Plan, without
a Flood Consequences Assessment,
then the plan may be considered to
be unsound.
Further to this representation, you
will be aware that a planning
application has been submitted for
this site, reference NP5/77/37K, with
a Flood Consequences Assessment
being submitted as part of the
application. Our response to the
application, copy enclosed (letter
dated 25th May 2010), confirmed that
the lifetime of the development is a
key issue in whether permission
should be granted for the
development. The Flood
Consequence Assessment indicates
that the site would remain dry within
50 years including consideration for
climate change, but would not
remain dry when 100 years plus
76
Focussed Change 76 is not a housing
allocation merely a logical rounding off of

climate change is taken into account.
We recommend that the allowance
for 100 years plus climate change is
an appropriate lifetime for residential
development. Our advice for the
planning application still stands for
the residential allocation within the
Deposit Local Development Plan.

Summary of Rep
Officer response
This site should not be included
within the Housing Development
Boundary. The site in question is in
part within and otherwise
immediately adjacent to, a
designated area of open space.
Including this site within the Housing
Development Boundary would be
contrary to Development Policy 5.
The argument advanced for including
this site in the Housing Development
boundary is that it ‘is suitable for an
affordable dwelling for a local
person’. However, it is much larger
that would be necessary for such a
dwelling. It is not justifiable to
designate large sites speculatively
against the possibility of such needs
arising in the future.
The importance of designated open
space within this settlement is
recognised and it is the reason why the
open space designation has been
allocated within this settlement in this
location. Not just to provide open space
amenity of the settlement but also a
visual amenity and to protect the land
from development which would result in
the loss of this important open space.
The site in question was not included as
part of the open space designation within
the deposit Local Development Plan, as
it had existing planning permission on it
and since that time construction of a
dwelling has been begun on the site.
Only the site with existing planning
permission on it has been included in the
Housing Development Boundary in
Focussed Change 79. The important
open space allocation remains
unchanged from the one identified in the
deposit Local Development Plan.

The Theatres Trust is the National Advisory Public Body for Theatres. The Town and
Country Planning (General Development Procedure) Order 1995, Article 10, Para (v)
requires the Trust to be consulted on planning applications which include
"development involving any land on which there is a theatre". This applies to all
buildings that were either built as theatres or are used for theatre presentations, in
current use, in other uses, or disused. Due to the specific nature of the Trust's remit
we are concerned with the protection and promotion of theatres and expect therefore
to see policies dealing with cultural facilities. We have checked the focussed changes
document and have no issues with the amendments proposed and look forward to
being consulted on further planning policy documents in due course.
Although the Authority describes these changes as "minor textual changes" we find
most of them to be major changes which should be subject to more "consultation" if
they are to be allowed. At this late stage we would contend that the Inspector is
entitled to ignore most of these changes and use her own superior knowledge to make
the plan sound. If the Authority cannot produce a sound plan in the amount of time
spent thus far it is doubtful if ever will. Given the amount of "consultation" which has
apparently been carried out it is frustrating to see what amounts to a last minute
overhaul.

Although the Authority describes these changes as "minor textual changes" we find
most of them to be major changes which should be subject to more "consultation" if
they are to be allowed. Remove the words "which would compromise the
environmental capacity of the National Park and would be unacceptable". The
environmental capacity of the inhabited areas, particularly the coastal regions, will
easily allow many times more than this number, the number of homes required is more
than acceptable to the people who need them, in fact we contend that this number is
probably on the low side so we propose the wording be amended to:- "these sources
taken with the community level enabler surveys indicate a possible higher level of
affordable housing need in excess of 1200, more accurate surveys will be carried out
annually in orderto establish the needs of communities in order to foster their social
and economic wellbeing."

Although the Authority describes these changes as "minor textual changes" we find
most of them to be major changes which should be subject to more "consultation" if
they are to be allowed. Remove this focussed change in its entirety or if this is not
acceptable to the Inspector she should amend the wording to meet national guidance.
Although the Authority describes these changes as "minor textual chages" we find
most of them to be major changes which should be subject to more "consultation" if
they are to be allowed. This should be amended to reflect recent changes to national
guidance.
The proposed changes to housing indicators involve the loss of some indicators
previously proposed and in certain cases Cymdeithas Eryri / Snowdonia Society
objects to their removal because we consider they provide important information in
relation to LDP policies. The indicators in question are extensions, replacement
dwellings and removal of agricultural occupany conditions. We also urge that removal
of a local needs restriction should be added to the list

Cymdeithas Eryri / Snowdonia Society supports the proposed change to the 1st
sentence of 3.7, but the drafting is defecive in that the remainder of the paragraph now
needs to be deleted. The 2nd sentence now merely duplicates the 1st sentence, and
the 3rd sentence is no longer factually correct following the changes to designation of
Undeveloped Coast made by SNPA as a Focussed Change.
The effect and intent of this proposed change are not apparent from the description of
it here and it is not therefore possible to comment on it.

It is assumed that the Additional Focussed Change relates only to the 1st sentence of
1.45 and the remaineder of the paragraph stands. If that werenot to be the case
Cymdeithas Eryri Snowdonia Society would have strong objections to the removal of
references to challenges faced and to innovative high quality design.
Cymdeithas Eryri / Snowdonia Society supports the proposed additional words. These
go some way to meet our representations that 5.32 of the submitted LDP did not take
account of the special circumstances of National Parks and would carry serious
dangers of abuse. If necessary, the justification for modifying national policies in this
respect in their application to the Snowdonia National Park should be spelt out more
fully.

Cymdeithas Eryri Snowdonia Society objects very strongly to the proposed removal of
the only reference in the LDP to speed limits on roads within the National Park. Given
the extent to which use of narrow roads within the National Park is shared by vehicles,
walkers, cyclists and riders there is a good cause for reviewing speed limits in some
circumstances and the submitted LDP recognises that. If there is perceived to be a
difficulty that SNPA is not a highway authority and speed limits are not governed by
planning legislation, the sentence in question could be reworded rather than deleted,
to recognise that safe and enjoyable use of shared road space is a critical
consideration in relation to key LDP policies.
Cymdeithas Eryri / Snowdonia Society has strong objections to the proposed
replacement of "landscape" by "natural heritage". The term "landscape" is well
understood and used extensively throughout the LDP. In contrast the term "natural
heritage" is not defined and is not used anywhere else in the submitted LDP. The
intention behind the substitution appears to be to undermine the protection the
planning system provides against the erection of large industrial-type buildings that
can have a very damaging visual impact on open countryside in the National Park.
We are strongly opposed to any such weakening, and indeed believe there is a
pressing need to strengthen the safeguards.

It is likely that insertion in 6.5 of the words "for a range of employment issues" is not
objectionable but it is not indicated where in the paragraph they are to be inserted.

AFC 72 simply duplicates part of AFC 73 and we address our comments to the latter.
We urge that the Zones of Influence map in Appendix 5 should include all the mainline
railways in North West Wales and the Ffestiniog and Welsh Highland Railways, not
merely the Conwy Valley Railway, as is proposed. The A496 road is already shown on
the map, as are all main roads. Coleg Meirion Dwyfor at Dolgellau is already
mentioned in the relevant section of the text which accompanies the map, and it would
be inappropriate and confusing to include that kind of detail in the actual map. If the
former nuclear power station at Trawsfynydd is to be mentioned, that should also be in
the text accompanying the map. Blaenau Ffestiniog should be mentioned as having
connectivity to Llandudno, but the existing reference to the zone's connectivity to
Caernarfon and the Llyn Peninsula must be retained. There is a good case for
indicating on the map settlements which are a focus for tourism, but in that case it
must be done consistently for all zones, not just for Blaenau Ffestiniog.

the Public Examination into the Plan
including; (1) Matters Arising Schedule of
Changes resulting from the Examination;
(2) Reserve Housing sites discussed at
the Examination and (3) Further
Information on Sustainability Appraisals
of Alternative Sites.
There are three elements to this consultation
on the Eryri Local Development Plan which
has arisen during the Examination Hearing
sessions into the Plan. Below I have sought
to explain each individual element, where
you can obtain information, how you can
respond and by what date.
1. Matters Arising from the Hearings:
Schedule of Changes.
The Matters Arising Schedule of Changes
comprise amendments to the Plan which are
being proposed by the Authority following the
matters arising from the individual
Examination Hearing sessions. Any
representations received will be passed on to
the Inspector for her consideration.
2. Reserve Housing Sites.
A potential reserve list of housing sites was
discussed at the Examination Hearing
Sessions. These sites were suggested by
the Authority as sites that could potentially
become available as affordable housing
exception sites should a local need be
identified during the Plan period, or be
released pending a future review of the Plan.
The Authority has undertaken a sustainability
appraisal of these sites. Although the
Authority is not proposing to include these

sites as housing allocations, any
representations received will be passed on to
the Inspector for her consideration. She has
the discretion to include the sites as housing
allocations in the Plan if considered
necessary to make the Plan sound.
3. Arfarniad o Gynaliadwyedd ar
Safleoedd Amgen a gyflwynwyd yn
flaenorol.
Yn ystod yr Archwiliad, roedd yr Arolygydd
o’r farn y dylid, yn yr achos hwn, roi cyfle

3. Sustainability Appraisal on Alternative
Sites previously put forward.
At the Examination, the Inspector considered
that in this particular instance proponents of
alternative sites previously put forward
should be given another opportunity to
submit information on the sustainable
appraisal (SA) of their sites in line with the
Site Criteria Paper provided by the Authority
(which identifies the SA objectives relevant
to the LDP). Representations can be made
on the further information submitted on these
sites.
Copies of the Matters Arising Schedule of
Changes and a list of Reserve Housing Sites
can be obtained from the Authority’s website,
at the National Park Offices, at Public
Libraries and at the Authority’s Tourist
Information Centres.
Representations can be made on the
changes or on the reserve sites listed. These
will be sent directly, via the Authority, to the
Examining Inspector. Information on the
sustainability appraisal of sites can be
viewed at the National Park Offices during
normal office hours. Any comments received
on sustainability appraisals will also be
passed on to the Inspector for her
consideration.
Comments made at this stage can only
address the Matters Arising Schedule of
Changes, the Reserve Housing sites and the
Sustainability Appraisals of Alternative Sites.
This is not an opportunity to add to previous
representations, or to make new comments
on parts of the original deposit Eryri LDP,
Alternative Sites, Focussed and additional
Focussed Changes document not subject to
change, as the Inspector will not consider
any such new representations.

Eryri Local Development Plan 2007 - 2022
Bydd CDLl Eryri, ar ôl ei fabwysiadu, yn disodli’r cynllun datblygu presennol a bydd yn
sail i benderfyniadau ar gynllunio defnydd tir o fewn Parc Cenedlaethol Eryri.
The Eryri LDP will, upon adoption, replace the current development plan and be the basis
for decisions on land use planning within Snowdonia National Park.
Bu fersiwn adneuo o’r Cynllun yn destun ymgynghoriad yn 2009. Yn dilyn hyn cafwyd
ymgynghoriad ar gynrychiolaethau Safleoedd Amgen wnaethpwyd gan drydydd parti ac

Parc Cenedlaethol.

sites and additional Sustainability Appraisal information does not reflect the position of the
National Park Authority).
