each passing day, President DAK Dr Nisar ul Hassan in a statement said that NRK doctors must return in this hour of medical
crisis. There are many highly qualified Kashmiri doctors working outside and they are best in the world. They should come back
to their roots at this time of crisis when their services are needed
most. They have an obligation to their people who are in agony
and pain. It is not only their responsibility, but their duty. In the
ongoing civil unrest, thousands of people have been injured and
many lost their lives. Patients died in transit because of lack of
trauma and emergency care specialists in peripheries. Lot of
public money was spent on these doctors so that they serve their
people. It took decades of hard work and training to create these
doctors so that people get quality care within the state. These doctors who are working overseas owe a debt to the people of state.

members in a programme organised by J&K Gujjar and

concerned over the attitude of

community candidates in each

their constitutional rights of

that
Public

Commission is openly suppressing and ignoring over
tribe. He added that in a number of select lists of PSC for various jobs, the Gujjar Bakerwal
candidates have been largely
sidelined and ignored. He said
that Gujjars and Bakerwal
Communities constitute 80 percent of the total ST population
and in each select list under
this category the PSC has largely given preferences to candidates, other tribes which is unfair and unjust. He said out of
total 55 candidate selected by
PSC under ST category for different jobs only 09 belongs to
Gujjars and Bakerwals, hence
the 80 percent population of
Gujjar Bakerwal under ST getting less than 20% share in the
category while 20 percent population in the category have
been given 80% share in the job
which is against the set system
of justice. He said the PSC was
constituted by the Government
to maintain a fair balance between various tribes, castes,
communities and Universities
but it fails to protect the rights
of their communities. Ch
Hasham Din Dhakar Vice
President of the forum said
that this is a matter of great injustice that out of total 10%
reservation for STs the Gujjar
Bakerwals who are a major
group are getting less than 2%
which a matter of great concern. He appealed the commission to draw a balance between
various tribes and communities while selecting candidates
under marginalised groups.
He said that Gujjars who are
mainly nomads could not compete with affluent tribes of
Ladakh who have been enrolled outside state and getting
education from main universities of India but PSC has to
maintain a balance and equality among different groups under ST. Quoting an example
from list of Assistant Professor

armed and paramilitary forces

Kashmir State and combating
militancy, The JKFFA members praised the role of paramilitary forces, who have been
fighting militancy for more
than two decades at the cost of
their own lives in order to save
the life and dignity of the innocent residents of the Jammu
and Kashmir State. They also
condemned the role of the separatist leaders, who were misguiding the local youth in the

Mustafa Kamaal anguish over write-ups against NC in Kashmir
GOF Staff Reporter
Jammu, Aug 17:
National Conference’s additional
general secretary, Dr Sheikh
Mustafa Kamaal today expressed dismay at the recent trend of daily writeups in some English newspaper of
Srinagar denigrating National
Conference and its leaders. He said
that through these hired writers just
to vilify National conference in the
eyes of the people particularly the
youth who, as it, do not know full well
the glorious history of the National
Conference or for that matter the
state of J&K. To compare PDP with
National Conference is like the bad
with the good. All know that PDP is
the creation of LAL Krishan Advani
and Atal Behari Vajpayee in 1999 repeatedly against cash payment of Rs
24.00 crores just to challenge
National Conference and attempt its
downfall as attempts in the past to do
so in 1953, 1977, 1984 and 1990 had
failed to achieve. The present attempt
having gone awry and has instead
landed the people in deep trouble, disorder and a vicious cycle of death and
destruction with seemingly no end in
sight PDP is now using the media to
tarnish the image of National
Conference and provoke people
against National Conference. There
is also a brazen attempt to hide behind vilification campaign against
National Conference for PDP’s gross
and unpardonable excesses against
the people and back tracking on their
promises. This is destined to fail being a bundle of un- adulterated lies
just as the failure of forces in the historic 1977 elections which had arrayed against National Conference
with Indira Gandhi leading the pack
which included her trusted lackey
Mufti Mohammed Sayeed and his cohorts. National Conference is proud
of its rich legacy of liberating the people of J&K State from a century long
oppressive autocratic rule in 1947
just when doom, gloom, helplessness
and despair was writ large on the face
of these impoverished people with despondency having become their fate.
Immediately after this life – giving
freedom Sher- i- Kashmir Sheikh
Mohammad Abdullah started in
right earnest and with his heart and
soul in it to heal the wounds and scars
of abject poverty , hunger, ignorance,
disease, illiteracy from this liberated
hapless people of J&K State. What we
see today is a people whose lives have
been totally transformed from slaves
to master enjoying the fruit of their
labour with memories of tyranny and
misery of a hundred years from 1846
to 1946 under the infamous “Treaty of
Amritsar” between the British East
India company and Maharaja Gulab
Singh now a thing of past and a fading
memory. PDP in a desperate bid to
cover up its heinous crimes, misdeeds and gross acts of omission and
commission against Kashmir society
has taken recourse to painting
National Conference black which
will be of no avail and eventually
back fire. PDP under a different banner played a leading role in the havoc
of militancy post 1989-90 being master minded by Mufti Mohammad
Sayeed and his masters in Delhi as an
aftermath of the ignominious defeat
at the hustings in 1987 of Mufti
Sayeed created MUF (Muslim United
Front). Still smarting from that defeat PDP tires not crying hoarse that
1987 election was rigged and that too
without even a shred of evidence
whatsoever from either the judiciary
or the Election Commission of India
who are mandated to deal with such
complaints. Unseating ( from Lok
Sabha) of the then Prime Minister
Indira Gandhi
by a court in
Allahabad on election rigging charge
by an opposing candidate Raj Narain
is a case in point. His hand- picket
Governor in 1990 when Mufti Sayeed
was home Minister was a team which
ushered militancy, facilitated exodus
of Kashmir Pandits to keep them safe-
ly out of harms way and using the
black law AFSPA cover killed around
80,000 people in the first few years itself with no holds barred because
Muslim would be the one who would
get killed. PDP has failed its supporters miserably be it common minimum Programme “Goli instead of
Boli” “killing touch instead of healing touch”, war tries of HMOS is
Prime Ministers office Dr Jitender
Singh against PAK instead of talk,
with Pakistan. Also the saga of
Killings , woundering and maiming
of innocent people irrespective of sex
and age in which the very young and
the old have also not been spared and
the hardships of curfew for days and
nights on end will be a painful memory long after this is over. National
Conference on its part always espoused the cause of the people
through its over 80 years of existence
since 1931. Looking back over seventy years National Conference is justly proud of the present day vibrant
socity having equal opportunity to
grow, progress and prosper with dignity irrespective of Religious , region, caste, color, creed or language
National Conference gave J&K a separate constitution , a separate flag,
Article 370 of the Indian constitution ,
constitution application order of 1950
and the Delhi agreement of 1952 is all
based on the instrument of accession
of Maharaja Sir Hari Singh. National
Conference committed to the restoration of Greater Autonomy as existed
in 1953 for which the greater
Autonomy resolution of State
Legislature of year 2000 passed by
over 2/3 majority could form the basis. This resolution continues to have
legal and constitutional relevance
notwithstanding the cold shoulder
given by the then NDA Govt headed
by Atal Bihari Vajpayee and is the
voice of the people of all three regions
of J&K and should be treated as unanimous demand of the people of J&K.
National Conference also believes
that India and Pakistan amicably resolve the Kashmir problem a legacy
of partition in a spirit of mutual trust
and confidence and to the mutual satisfaction of the three stake holders ie.
India, Pakistan and J&K on both sides of
the LOC including part gifted to china by
Pakistan. Make J&K a bridge of peace
and friendship said Sher-I Kashmir to
India and Pakistan when on a peace mission to Pakistan in 1964 as an emissary of
the then Prime Minister Jawahar Lal
Nehru only days after release from
eleven long years of imprisonment in the
Kashmir conspiracy case He advised
PDP is “Dilver or Quit” Blame game will
not help them from cutting a sorry figure
on their “day of reckoning”.

AIBCU organises discussion on
‘Hindu-Muslim-Sikh-Esahi Ithaad’
GOF Staff Reporter
Jammu, Aug 17:
India
Backward
All
Classes Union Social (AIBCU)
today organised a programme
on the topic “Hindu-MuslimSikh-Esahi Ithaad.” AIBCU
held a conference in context of
15th August, the day on which
India got independence on the
topic “Hindu Muslim Sikh
Isahi Ithad”. This day was celebrated as the unity of all religions of the state particular
and in the country in general.
On this occasion, people from
all walks of life participated in
the programme and highlighted the importance of this celebration. Sandokh Chand gave
detailed deliberations on this
day. Prof. Kali Dass, Gen.
Secretary of the union said
“Govt and political parties celebrated 15th August every
year as the independence day
but the air of freedom could
not reach to the common people under the specific agenda
of the rulers in the past”. In
J&K those who ruled the state
since independence did not allow the air of freedom to reach
to the poor people and this has
become the cause of unrest
everywhere in the country in
general and Kashmir in particular. Current statements of
NC, Congress leaders are very
discouraging. Union Govt,
State Governments, political
parties and Social organizacelebrated
Dr.
tions
Ambedkar’s Birthday on 14th
of April 2016. AIBCU also celebrated the same at Kulgam
(Kashmir). We must recognize this man who wrote
Indian constitution. Mandal
report has been implemented
throughout the country and in
all the states except J&K,
where 26th January is also celebrated as the Republic Day
every year. Under RTI, we got
information that Governor of
the State has the power to
nominate 8 MLCs, 3 from
OBCs and 5 from the civil societies with knowledge of social
justice and having high qualifications in the social field.
Till date neither Indian constitution nor the state constitution has been implemented
in the state. They always
raised pseodu secular slogans
without social justice and befooled the state peoples all the
times. The recent statement of
Omar Abdullah to implement
the interculators report of
2010 must know that this report also includes the recommendations of the implementation of Mandal Report in the
state and the statements of
Prof Soz and Ghulam Nabi
Azad who said in the parliament is also very discouraging and their statements seem
to be without the consultation
with madam Sonia Gandhi.
Protest of NC at Srinagar under the leadership of Ali Mohd
Sagar and Congress leaders in
Jammu do not stand on any
logic. Demand of NC-Congress
not to do one thing is understandable but never suggested
the alternative. Leaders of
both NC - Congress must make
a chain before the protestors
to stop them from stone pelting; will prove the easiest
method to diffuse the unrest
in Kashmir if they have the
courage to do so. NC-Congress
statements only encourage
the disturbance creators and
never supported the C.M.
Mehbooba Mufti and her
Govt. which reflects that they
are busy to regain the lost po-
litical grounds. Rtd CEO
Munshi Ram Bangotra stated
that now a new trend has been
started to attack muslims/
Dalit and backwards on the
name of cow those who claim
themselves as the cow protectors must study the war between Vishwamiter and
Vashishitmuni and animals
cannot be placed as more superior than the human beings.
All animals are valuable for
the human beings but to give
much importance to specific
animals as comspices of
pared to the human beings is
no
humanity
job.
Perpetrators in the form of
cow protectors want to maintain supremacy in the country
against the Mool Niwasi to
which Prime Minister has to
analyze over it. Besides Prime
Minister made many statements for the upliftment of the
poor during his parliament
elections in Jammu but no
central/ state leader has till
date made any statement for
the State OBCs. Criticism by
Hindu Mahasabha and VHP
unit of Gujarat against the
prime minister’s statement is
not new. It is their old tradi-
tional mind set against Dalits,
OBCs, Muslims, Sikhs in the
country without practical execution of the accused in Dalit
beating shall be considered as
a political gamics in view of
UP and Gujarat Assembly
elections. BJP has started a
programme from 9th Aug.23rd Aug. for martyrs only to
divert the attitude of the
Shudhras to hide his manifesto / vision document issued
during parliament / assembly
elections of 2014. Why not
Prime Minister and state BJP
leaders give any statement
over the implementation of
mandal report which also includes the decision of all party
meet on August 12, 2016 at
New Delhi? In this meet PM
Narinder Modi is ready to address the grievances of all sections of the people. What
about the statement of Dr.
Jatinder Singh MOS of PM
Office on 23-03-2015 at his
Jammu residence on “Sabka
Sath Sabka Vikas” who openly opposed it saying, “it has no
validity in J&K State”.
President of the Union Abdul
Majid Malik appealed the JK
People in general and
Kashmir in particular to
maintain peace and political
parties should support the
CM Mehbooba Mufti to diffuse the Kashmir unrest without any political gamics. The
interest of the state people
must be watched by granting
their due constitutional
rights to bring the majority
poor people into the main
stream for the smooth and
peaceful ruling in the state.
Besides, a Central Committee

Expressing grave concern
over the prevailing deteriorating conditions in Kashmir valley, the Dogra Sadar Sabha observed that there is no
Government and law enforcing authorities visible anywhere in Jammu and Kashmir
especially in Kashmir valley
which has given agony and
pain to the right thinking citizens. Under such circumstances and with a view to provide better environment,
peace, harmony and healing
touch to the people, the Sabha
demanded immediate imposition of Governor Rule in the
State. The Sabha which represents holistic socio and cultural heritage of Jammu region
since its inception for more
than a century, in its executive
body meeting discussed in detail about the socio political
scenario and expressed its
views in order to maintain
peace and tranquility in its far
flung and hilly districts including Rajouri and Poonch.
Reiterating its resolves to preserve and maintain the pristine heritage “Mubarak Mandi
Complex”, Jammu, which is
presently suffering destruction due to ongoing rainy season, the Sabha unanimously
decided to stress upon the
Government for its proper
care and protection. It was also
decided that to generate public
awareness about this historic
Dogra treasure peaceful
demonstration would be carried out. The Sabha also castigated the concerned authorities for not taking any effective
action to preserve the heritage
despite repeated memoranda
to them. Coming heavily on
the administration for not taking any disciplinary action
against a police officer deployed at “Balidan Stambh”,
for his desecration acts the
Sabha once again asked the
concerned ministry as well the
department to honour the sentiments of the people by taking
befitting action against such a
irresponsible, uncultured person posted at such sacred place
“the memorial of Martyrs”. In
case of any delinquency, the
people of Jammu would be
compelled to come to the
streets, the Sabha decided. The
Sabha said that in case proper
action was not taken, the mischievous elements can further
spoil the peaceful atmosphere
at Jammu as such incidents
have already occurred in temples where the persons involved were branded as mentally unsound by the administration. The Sabha also expressed deep concern over the
prolongation of lawlessness
and destruction in Kashmir
valley and gave a clarion call to
the Civil Society of Kashmir to
come forward and cooperate
with “All Jammu Civil Society
Forum” in its efforts to find
some pragmatic solution for
solving the problem. The
Sabha also suggested that the
government employees from
Jammu on duty presently at
Civil Secretariat Srinagar
may be deployed in Civil
Secretariat Jammu to ensure
functioning of Govt. in peaceful environs of Jammu as the
of
Civil
functioning
Secretariat in Srinagar has totally collapsed. The President
of Dogra Sadar Sabha who is
also convener of All Jammu
Civil Society Forum disclosed
that special teams formed by
the Forum have visited the
twin border districts of
Rajouri and Poonch and held
meetings with the local Civil
Society there. The local civil
societies have assured their
full cooperation in preserving
peace and harmony in Jammu
region in particular and entire
State in general. The meeting
was attended by Dr. N. K.
Dogra, Brig. M. S. Jamwal
(Retd.), Prof. Ayyub Khan,
Janak Khajuria, Col. Karan

Separatists thrive not only
on turmoil in Kashmir but
also on deaths
Jammu, August 17:
Separatists, both moderates and hardliners, do not
thrive only on turmoil in Kashmir but now they have started
thriving on bloodshed of people. This is indicated by their repeated calls for shutdown during which clashes do occur between the protesters and the security forces. Now these separatists, both moderates and hard liners, have given a call to
people to organize a 72-hour march to the UN headquarters.
Once they start their march will be placed under restrictions
and barricades and barriers were to be set up by the police
which the protesters may try to break. This would result in
severe clashes between the security forces, trying to enforce
restrictions and the protesters keen to start the march.
Again many civilians would be killed and this would not
spare security personnel. And if ten people have been killed
in last three days six security personnel including the CRPF
commandant were killed. And separatists count their success on the number of deaths per day. Since each death ignites anger among the people separatists believe that enraged people could measure muscles with the security
forces. Experts believe that even the use of pepper guns,
chilli grenades and sound cannons may not end the violence
in Kashmir. Yes their use can simply reduce the rate of
killing and the separatists want more blood to get spilled on
the roads which would give them a chance to rake up the
Kashmir issue. In this connection Chief Minister, Mehbooba
Mufti should invite these separatists for talks and suggest to
them to stop giving calls for hartals and marches which may
be the only way to end violence, turmoil and killings. (KIP)
MPEJ hails Mehbooba
Mufti for her speech on
Independence Day
GOF Staff Reporter
Jammu, Aug 17:
Movement for Peace
Equality and Justice (MPEJ)
appreciated
the
today
Independence day speech of
Chief Minister, Mehbooba
Mufti wherein she had said
that “neither the common
masses of Kashmir have any
complaint with India nor the
Indian masses have any complaint with the people of
Kashmir; rather it is only
self
interest
some
Kashmiri’s” In a statement,
Kuldeep Kumar Rao, leader
MPEJ, furthered quoted
Mehbooba as saying that “A
minority of some politicians
which is creating anti-Indian
hatred and anger for their
selfishness. But at the same
time he regretted that the resentment which people of
Jammu Province has because of unequal treatment
meted out to them in respect
of allotment of funds and also
allotment of Parliamentary
and Assembly constituencies.” The Chief Minister
ought to have admitted this
error committed by previous
governments and her government also. Further she ought
to have made an announcement that now her government would rectify all this.
Will she do it before it is too
late? Whatever partially
good speeches are made on
such auspicious occasions,
should not remain confined
to speeches only but it would
be transformed into action.
Not only at state level but also at the Central level,
speeches of politicians must
be followed by honest practical work. The “Swachh
Bharat Mission” launched by
Prime Minister, Narendra
Modi ji is highly appreciable
but still there is no check on
corruption in the construction of toilets etc. Rao said
that unless the Parliament,
Assembly and Bureaucracy
are cleaned of dirty, corrupt
& criminal elements and unless commission based corruption at high level is
cleared, this external or physical cleanliness is not going
to yield much fruit. The internal cleanliness of the mind &
the soul is much more important than the external one.
What Rajiv Gandhi lamented
some 30 years back is still in
vogue. He had candidly stated
that only 15% of developmental funds get utilized on
ground whereas 85% goes into private pockets. This is all
due to unchecked political
corruption. For this, strong
vigilance coupled with electoral & judicial reforms,
without which great Modi’s
vision will be difficult to be
realized.

Enemies of children
After onset of militancy in Kashmir, people of Valley
prefer to send their children out of Kashmir for studies.
Education of children suffers due to frequent calls of
bandh by the separatists. As curfew continues the students in Kashmir are not attending schools, the new concept of 'Curfew schools' has emerged in the valley. A number of college-going students, government teachers and retired personnel have come together so as to teach the needful to the students. Education of children should be the
main concern as rioters often attack schools which are
found open. The idea of curfew schools in the valley is being practiced in community centres, houses and even in
courtyards across the state. These schools are scattered
across various centres in the valley. Those depriving innocent children of thie right to education are the enemies of
humanity. We all need to stand united against them reject
their calls for shutdowns. As the students were unable to
attend school since July 1, the educated youth took the responsibility to teach the kids. A number of schools are
running in Srinagar, including Khanyar community hall
in Kow Mohalla, Imambara in Hassanabad, and a mosque
in Bemina. It is not that all the youth are pelting stones in
street but educated youth are working for the welfare of
society. Security forces also cooperated and allow free
movement of children who carry school bags with them.
As many as 300 students study at Khanyar community
hall, where the classes are divided into groups and four
shifts, including morning, noon, afternoon and evening,
as per grades. In Baramulla region, a residential school is
running in Khawjabagh, where as many as 93 students are
receiving education. In Anantnag, a courtyard residential
school is running, around 70 students from Nursery to
class 10 are taking the classes. We should salute these
teacher who are doing a noble job despite threat from separatists and terrorists. The so called fight for Azadi has ruined the careers of children in Kashmir and parents have
no choice except sending their children to other parts of
country for education. Sympathizers of separatists plan to
exploit Kashmir students who study in metros of India and
try to disturb peace in the name of seminars like one happened in Bangluru. Those fomenting trouble in Kashmir
are enemies of children. Violence in no way is solution to
any problem, so violence must stop.

Francis Bacon wrote in 1625, “Let
judges also remember, that Solomon’s
throne was supported by lions on both
sides: let them be lions, but yet lions under the throne; being circumspect that
they do not check or oppose any points of
sovereignty.” Throughout history,
strong rulers facing resistance from an
unappreciative judiciary have resorted
to all kinds of measures to bring judges to
heel. Global precedents When components of his New Deal got struck down by
the Supreme Court of the United States,
President Franklin Delano Roosevelt
threatened to increase the number of its
judges from nine to 15. He reasoned that
packing the court with six new judges
would bring about a new majority that
would side with the government. Shortly
thereafter, ‘a switch in time saved the
nine’. In 1937, Justice Owen Roberts
switched his vote to side with the government-leaning judges, and FDR thereafter
did not need to pursue court packing.

Kashmir will not go in vain; counter-insurgency and counter-terrorism operations suspended for 40 days for fear of
clashes and collateral damage; locals glorifying terrorists as freedom fighters during funerals; at least 25 police stations
burnt down and weapons looted; young
stone-pelters and protestors, mostly leaderless (and include women) are asking
for azadi; Burhan Wani’s father has become a celebrity of sorts;. Srinagar is in

civilians killed and more than 6000
wounded majority are wounded, security personnel; pellet guns blinded nearly
100 persons; on India’s independence day,
despite the lockdown, terrorists attacked
the CRPF in the heart of Srinagar killing
a Commandant and wounding ten troopers. Alienation and anger are palpable.
Seventy years on, this is your Kashmir
valley. Chief Minister Mehbooba Mufti
made a memorable speech in the Bakshi
Stadium urging Kashmiris to covet the
azadi they already have. Prime Minister
Narendra Modi in his 95-minute long
speech failed to reach out to the
Kashmiris. Instead, he raised from the
ramparts of the Red Fort, the disquiet and
human rights violations in Balochistan,
Pakistan-occupied Kashmir and Gilgit
Baltistan. No Prime Minister has sought
a moral equaliser of Kashmir in
Pakistan. Modi’s unwillingness to apply
the healing touch from the Red Fort is
part of the strategy of not acting under
pressure. Union Home Minister Rajnath
Singh has, on the advice of agencies, decided to wait it out till fatigue sets in and a
lid can be put on the protests, no matter
what the cost. A tactical breather is being
sought by shifting the focus from the uprising in Kashmir to the human rights violations in Balochistan, PoK and Gilgit
Baltistan. While providing political,
diplomatic and moral support to the oppressed in these regions is not going to be
easy due to lack of contiguity, no infrastructure and doubtful political will, still
it is an exercise worth attempting.
What is more vital is raising the cost
for Islamabad for its cross border terrorism. Voices are being raised in Pakistan
by retired diplomats including former
Foreign Secretary Najmuddin Shaikh
who are advocating that Pakistan prevent the use of its soil for hostile activities against its neighbours. Afghanistan,
Bangladesh, India and Iran are periodically accusing Pakistan for exporting terrorism. Despite being ‘frenemy’ country,
Pakistan has its sympathisers in the US
intellectual community most notably nuclear experts George Perkovich and Toby
Dalton who had recommended incentives for Pakistan to go slow on its nuclear weapons programme. Now the two

Political instability has become the order
of the day in Nepal. On an average, no
Government in the country lasts for more than
a ysear. On August 4, Maoist leader Pushpa
Kamal Dahal, popularly known as Prachanda,
became the Prime Minister of Nepal, after the
fall of the nine-month old Government of KP
Sharma Oli on July 24. The overwhelming majority of the population in Nepal is satisfied
with the change in Government. Expectations
are high that Prachanda will deliver on all
those fronts where Oli failed addressing
Madhesi issues, war-era criminal cases
against Maoist fighters, implementation of the
new Constitution, rehabilitation of earthquake victims, and maintaining a balance in
foreign relations vis-à-vis India and China.
Only time will show if Prachanda is able to
meet these challenges and that too within the
fixed time frame of nine months, after which he
will have to transfer power to Sher Bahadur
Deuba of the Nepali Congress, as per the seven
point agreement between the Communist
Party of Nepal-Maoist Centre (CPN-MC) and
the Nepali Congress. If Prachanda performs
well as Prime Minister, it is likely that the
CPN-MC under his leadership will regain its
image. During the Constituent Assembly elec-
tion of 2008, the party had emerged as Nepal’s
largest political force but it substantially lost
its image and was pushed to the third spot in
the Constituent Assembly election of 2013. His
failure, on the other hand, will not only weaken
his party, but might also invite further political instability in the country. Notably,
Prachanda’s performance during his nine
month tenure as Prime Minister in 2008-2009
was far from satisfactory. He annoyed India by
undertaking his first foreign trip to China in
2008. By tradition, a Nepalese Prime Minister
always visits India before going to any another
country in view of the special relationship that
exists between India and Nepal. Prachanda also incurred the wrath of the Nepalese people
when he made an unsuccessful attempt to sack
Army chief Rookmangud Katawal and replace
him with who shared his own communist ideology. It was only at the intervention of
President Ram Baran Yadav that Prachanda’s
move to remove Katawal was foiled. Also,
Prachanda visited China at a time when in
Nepal hundreds were were dying in the Koshi
floods and thousands were struggling for their
life. He had no time to address the problems of
those who needed immediate relief from the
Government. As if this was not enough,
Prachanda even allowed Maoist cadets to become priests of the Lord Pashupatinath
Temple in Kathmandu for some time. This was
against the Hindu tradition of assigning this job
to particular castes of Bhatt Brahmins from south
India. Significantly enough, Dahal made several attempts to bring Nepal closer to the Chinese
axis in 2008-2009. He strongly advocated in
favour of the extension of Chinese railways deep into the Nepalese territory, right up to Lumbini, the
birthplace of Lord Buddha, which lies at a
stone’s throw from the Nepal-India border. He
knew well that this could jeopardise India’s security interests. Chinese penetration in
Nepalese affairs multiplied during his tenure
be it in the Army, the armed police force, the
police and other administrative services.
Prachanda vocally opposed India and raised
contentious issues such as Kalapani and Susta.
Later in 2012, he made a deal with the China-backed
Asia Pacific Exchange Cooperation Foundation
to bring three billion dollars for the development of Lumbini. This caused great embarrassment of India. However, before becoming
Prime Minister this time, Prachanda publicly
acknowledged that he had made some mistakes while in power in 2008-2009 because he
lacked experience of governance that time. He
also made a promise that he would do all within
his means to address the crucial challenges
faced by the country, both on domestic and foreign fronts. Accordingly, he entered into three-
point agreements with the Madhes-based parties before becoming Prime Minister, promising to address their grievances. Soon after becoming Prime Minister, Prachanda also declared those killed during the Madhesi agitation to be ‘martyrs’. His Government has made
arrangements to pay each of the martyrs’ family one million rupees. He is paying for the medical expenses of those who were injured during
the movement and has withdrawn cases
against Madhesi activists detained on false
charges. These gestures are welcome. Yet,
Prachanda’s real test will lie in addressing the
main demands of the Madhesi agitators such
as re-drawing of provincial boundaries, the determination of parliamentary, provincial and
local electoral constituencies on population basis,
proportional representation of Madhesis and other excluded groups in the state mechanism, and
correction of mistakes made in the new
Constitution’s citizenship clauses. However, given the mindset of the ruling elite group of
Bahun-Chhetris that represent only 28 per cent
of Nepal’s total population, it is unlikely that
they would like to share power with the overwhelming majority of disadvantaged groups
such as the Madhesis, Tharus, Dalits and hill
Janajati who form nearly 72 per cent of Nepal’s
population. Even the Maoist party suffers from
this mindset.
THE BEIJING BALANCING ACT
By : sHyam saran
Chinese Foreign Minister Wang Yi’s
August 11-13 visit to India was closely
watched for clues on the current state of
India-China relations and the outlook going
forward. There are two forthcoming multilateral summits, the G-20 summit hosted by
China in September and the BRICS summit
hosted by India in November. Neither country would like the summit it is hosting to be
overshadowed by bilateral differences.
Therefore, at the very least, both need to
downplay their differences and seek to create a positive ambience for the forthcoming
summits in whose success each has a stake
as host country. Mr. Wang’s visit does appear to have achieved that. Putting mechanisms in place . On the vexed issue of China’s
opposition to India’s membership of the
Nuclear Suppliers Group (NSG), it was
agreed that a focussed dialogue take place between the Indian Joint Secretary dealing
with disarmament and international security and China’s Director-General of Arms
Control and Disarmament. On other issues
having a bearing on bilateral relations, another mechanism has been established between the Indian Foreign Secretary and his
Chinese counterpart, Vice Foreign Minister
Zhang Yesui. This appears to be in addition
to the existing annual Strategic Dialogue at
the Foreign Secretary level and the regular
Special Representatives dialogue which, in
the past, has gone beyond the mandate of border negotiations. One presumes that the issue of China’s “technical hold” on the listing
of Masood Azhar, the Jaish-e-Mohammad
leader, as a terrorist at the United Nations,
and Chinese activities in Pakistan-occupied
Kashmir (PoK) under its One Belt, One Road
(OBOR) initiative will be on its agenda.
It is unlikely that China will materially
change its stand on these outstanding issues
but the proposed dialogue creates a more
propitious ambience for the forthcoming
summits. Since these dialogue mechanisms
are engaged with these contentious issues,
the leaders themselves need not have to deal
with them beyond generalities. At least that
would be the Chinese expectation. For the
Chinese, summit meetings are expected to be
orchestrated encounters where leaders
avoid unpleasant exchanges and project all
that is positive in the relationship. One has
learnt from Chinese friends that both at Ufa
last year and Tashkent this June, Chinese
President Xi Jinping was unprepared for the
blunt talking and persistent airing of differences by Prime Minister Narendra Modi.
Mr. Wang would have wanted to ensure that
forthcoming leadership meetings do not
cause discomfort to his boss.
China is faced with a complex and deteriorating political and security situation in its
Asia-Pacific periphery. The categorical and
entirely negative arbitration award against
China over its claim to the South China Sea
handed in July by a tribunal constituted under the provisions of the UN Convention on
the Law of the Sea (UNCLOS) is a major setback for Beijing. Its relations with ASEAN
(Association of Southeast Asian Nations) are
now under unprecedented strain. To add to
its woes, the deployment of the THAAD antimissile defence system by the U.S. in South
Korea has led to a worsening of relations
with a neighbour with which China has, over

Constitution. The court’s rulings on
property rights led to several constitutional amendments. But, all told, the initial decades showed a healthy institutional respect, with the legislature and
judiciary working in tandem. Indira
Gandhi was a different matter. Her relationship with the judiciary was fraught
with confrontation and conflict. It did not
help that she saw some judges, such as
Justice K.S. Hegde, as owing allegiance
to the Congress (O) which opposed her.

the socialistic temper of the times. When
the Supreme Court’s 11-judge ruling in

on a fundamentally unbreachable
pedestal, she promoted to the Supreme
Court, judges who publicly vowed to undo the judgment. Things came to a head

Obduracy of the WhatsApp Elite
By : navneet anand
Of the several WhatsApp groups that this author is a
member of, the one comprising many friends including bureaucrats and journalists, is especially fascinating. Over 80
per cent of the discussion here revolves round Prime Minister
Narendra Modi. There is a fierce and blanket cynicism, and
every argument in defence is shot down as naïve. August 15
was no different, as Modi-haters ripped apart the Prime
Minister's speech at the Red Fort, and yet again questioned
his style, content and intent. The essence of ‘reform, perform
and transform’ that the Prime Minister so passionately articulated was, to them, yet another oratory trick that did little to
enthuse this group of perennial skeptics.
To this writer, the intense and at times inexplicable reaction of this group can be traced to three major factors. First,
we are a generation enamored by the status quo. Our growingup was anchored in believing the given compliance to social
norms was often rewarded, deviation frowned upon. We were
conformists to the core. A reflection of this was the kind of
professions that the majority of us got into. We became bureaucrats, academics, managers, NGO workers, journalists
all old school vocations. When Modi disturbs the status quo
through his words and deeds, and dares to dismantle the old
and the irrelevant, we squirm and moan. Two, we are also a
generation whose political upbringing has been conditioned
by identity politics. We grew up in an atmosphere of intense
animosity that was triggered by the implementation of
Mandal Commission recommendations by VP Singh.
Government jobs, much like politics, were the preserve of the
upper caste. The Mandal Commission threatened to tilt that
balance. For the upper castes which dominated the elite universities of Delhi and elsewhere in the 1990s, this came as a
jolt. The status quo was massively challenged and so was the
hegemony of the elite. We grew up to be sceptics, and all those
who failed the civil service examinations, blamed it on this
factor. That culture of ascribed superiority continues to guide
our sub-conscience. When a low-caste Modi, who does not conform to our framework of the elite political class, attracts astounding glory, it doesn't comfort us either. We, including this
writer, admired Rajiv Gandhi and drool over Rahul Gandhi;
we idolise kings and aristocrats of the Congress. Modi doesn't
fit into our notion of the political class, and when he speaks to
us from the Red Fort, we fret and frown. Third, we have been
conditioned to celebrate quiet Prime Ministers. With the exception of Atal Bihari Vajpayee, most of the Prime Ministers
of our times Chandra Shekhar, PV Narasimha Rao, Deve
Gowda, IK Gujral, and Manmohan Singh have not been good
communicators. We are wary of outspoken leaders and the influential minority of Delhi has often exhibited enormous disdain for the likes of outspoken mass leaders like Lalu Prasad
and Mayawati. It is little surprise then that when Modi
speaks, and makes a whole lot of sense, it tampers with the
legacy of the silent Prime Minister that the status quoists so
adore. To these sceptics who accuse Modi of just spewing rhetoric and thrive on criticising him, this writer would like to
present a few facts from the Prime Minister's Independence
Day speech, and pose a few questions. Modi said that cooking
gas cylinders were made available to 60 crore people in the
last 60 years whereas 14 crore have got it in the last 60 months.
Is this not good? Modi said, it took 70 years for a village in
Uttar Pradesh, which is three hours from Delhi, to get electricity. Is this a fairytale? LED bulbs which cost Rs 250 are now
available at Rs 50 is it not worth a pause, forget praise? When
Modi says he has implemented the long-pending demand of
One Rank One Pension, is he not stating a fact? Should the increase of pension to freedom fighters by 20 per cent be condemned? Is the clearing of arrears to Uttar Pradesh’s sugarcane farmers a bad thing? About 10,000 villages, out of the
18,000 unelectrified lot, now have power is this good news or
bad? Will doing away with job interviews, which perpetuated
corruption, of over 9000 Group C & D jobs adversely affect our
society? That the thrust to solar power and rural roads construction has intensified in last two years is a fact. Should it
not be celebrated?

Interestingly, ruling
AAP's trade wing has
warned of a strike in

"Policies have to

will be an escalation of

term it will benefit
everyone when money

said. Repeatedly referring to "Ambani and

Kejriwal alleged that

leading to "deepening"

Kejriwal had announced
the government's decision the raise wages his

wages for unskilled person will be Rs 14,052
against the existing Rs

for semi-skilled and
skilled persons will increase from Rs 10,582 to
Rs 15,471 and from Rs

tary power to amend the Constitution was also restricted to
not damaging its basic structure. The government won its basic
case, but on a small majority of seven judges against six, it lost the
larger argument of unbridled power. The day after the judgment,
three of the seven judges in the majority (including Justice
Hegde) were superseded for the office of Chief Justice. The fourth
in seniority, Justice A.N. Ray, was appointed Chief Justice, leading to the resignation of the three superseded judges. C.K.
Daphtary, India’s first Solicitor General, quipped, “The boy who
wrote the best essay won the first prize.” These events cast their
shadow on the declaration of Emergency in 1975, shortly after the
Allahabad High Court invalidated Ms. Gandhi’s 1971 election to
the Lok Sabha. While her appeal was pending in the Supreme
Court, Ms. Gandhi retrospectively amended the Constitution to
immunise her election from legal attack. That attempt was invalidated by the court, which nevertheless upheld her election on
other grounds. In those tumultuous times, the Supreme Court’s
darkest moment was when by a four-one majority, it upheld the
government’s contention that a citizen’s right to life could be suspended during an emergency. The lone dissenter, Justice H.R.
Khanna, was thereafter soon superseded for the office of Chief
Justice, and he too resigned from the court. The Emergency also
saw inconvenient high court judges being transferred to faraway
courts. Other less documented measures to render judges docile
were also used. The judicial pushback The lifting of the
Emergency and the election of a non-Congress government saw
the judiciary attempt to salvage its independence. Public Interest
Litigation (PIL) became a new mantra for judicial intervention in
fields of executive neglect. Soon the judiciary became an active
stakeholder in governance. Despite the 1976 judgment in
Sankalchand Seth, upholding the Government’s powers of transfer, the 1982 judgment in S.P. Gupta began defining the judiciary
and executive’s roles in consultations on the appointment and
transfer of judges. The fall of the Babri Masjid, the agitation over
the Mandal report, and an era of fragile coalitions set the stage for
the 1993 judgment in the first Supreme Court Advocates-onRecord case. The court ensured that the judges would have the
dominant voice in judicial appointments and administration. A
collegium consisting of the Chief Justice and senior judges would
have the last word on appointments and transfers. Subsequent
judgments built on the structure and strengthened the collegium
system. Internally, the government and the judiciary worked out
a memorandum of procedure, which regulated the process of appointments and transfers. For two decades, ruling coalitions
chafed at judges anointing newer judges as their successors. In
the meanwhile, PILs and election disputes ensured that politicians remained ever wary of the courts. Executive reassertion
The 2014 general election, which threw up a stable single-party
majority, saw the political class strike back. One of the first acts
of the Narendra Modi government was to shaft the collegiumcleared nomination of Gopal Subramanium to the Supreme
Court. Mr. Subramanium’s prosecution of Bharatiya Janata
Party leader Amit Shah and his appearance as the United
Progressive Alliance’s Solicitor General in several matters arising out of the Gujarat riots of 2002 rendered him unpalatable to
the new rulers. A constitutional amendment, backed by the
Opposition, including the Congress, next followed. It sought to
take away the power of appointments and transfers from the collegium and vest it in a new body called National Judicial
Appointments Commission (NJAC), where judges would be represented but would not have a dominant say. A constitutional
challenge to the amendment was entertained by the Supreme
Court. Pending the hearings, the then Chief Justice, H.L. Dattu,
announced that he felt inhibited from participating in meetings
about the independent members to be appointed to the NJAC.
Resultantly, no substantive appointments came to be made
through 2015, and many additional unconfirmed judges had to be
continued in office by virtue of judicial orders of extension.
The constitutional amendment was struck down in 2015 by
the Supreme Court as violative of judicial independence, which
is part of the Constitution’s basic structure. The court’s institutional memory, of the Emergency and its aftermath, played a significant role in the decision. A subsequent order also directed the
government to finalise a new memorandum of procedure in order
to regulate fresh appointments. After the first judgment, the unconfirmed judges were confirmed in their posts. Appointments
were recommended and processed in many cases, including
some appointments to the Supreme Court. However, the drafting
of the memorandum of procedure is as yet not finalised. The government has sought to retain powers to veto candidates recommended by the collegium on grounds of “public interest” or “national security”. The judiciary led by the collegium has refused to
let in a Trojan horse into its citadel of independence. Over 75 appointments to the high courts and some transfers appear to be
stuck in the process for over eight months. In a country with
around 1,200 judges in the constitutional courts, and nearly 400
vacancies at that level, this is an unacceptable position. Judges
retire regularly, and if no fresh appointments are made, it is possible to bring the system to a complete halt. In this situation, one
cannot fault Chief Justice T.S. Thakur who, in April this year, got
emotional in the Prime Minister’s presence at a conference of
judges. This week, in his Independence Day speech at the
Supreme Court, he has again lamented the government’s lack of
alacrity in the matter of appointments. A government which
wants to be seen as dedicated to the rule of law can ill-afford a war
of attrition. The Chief Justice’s public remonstrances must not
be seen as the plaintive cries of the least dangerous branch of government. They must instead be received as an admonition on
Rajdharma from the Bhishmapitamaha of the judiciary. An unnecessary Mahabharata must be avoided by addressing institutional distrust. Caesar must render unto the judges what is theirs
a constitutional assurance of independence.
Winning back hearts ................................................
veiling the long-awaited political package works, and does
not become one that comes too late and is too little. Besides losing
human lives averaging more than one a day and Rs 120 crore daily in revenue, it is the forfeiture of trust, moral authority and governance that is more troubling. This is not a law and order problem but one of insurgency and terrorism acquiring religious
overtones, threatening to transform Kashmiriyat into Islamiyat.
But most of all, it is a political problem as well as of development.
The responses to the political, economic and human rights issues are available in many reports prepared by interlocutors in
the past. Addressing the internal dimension entailing an intraKashmir dialogue followed by a Centre-State interaction to re-affirm the contours of self rule is both urgent and complex. A fulltime Union Minister in charge of Jammu & Kashmir is necessary, as was the case in the past when George Fernandes was appointed Minister for Kashmir Affairs. The parameters of the external peace process need to be reinstated also. Given the new
low in India-Pakistan relations, resuming the dialogue process is
the big challenge. Most Pakistanis including Prime Minister
Nawaz Sharif agree that the four-point formula evolved during
backchannel talks a decade ago under the watch of Prime
Minister Manmohan Singh and President Pervez Musharraf can
be made acceptable if the Pakistan military is on board. No one
has come up with any other model than the Musharraf formula
that can be the basis of resuming talks on J&K. If nothing else, at
least an interim solution can be hammered out based on the
Northern Ireland model. De-escalation of the ongoing protest
campaign the priority for now which is essentially faceless and
devoid of leaders is a sticky starting point. No one knows where
to start. This should not be delayed any further as it will damage
the counter-insurgency grid painstakingly established in the valley as Army is mostly confined to the barracks. Terrorists are
taking advantage of this by fanning the protests and opening infiltration routes. CM Mufti should utilise her intellectuals for her
outreach to youths and parents. The CRPF and police require
specialised training and kits for crowd control with minimum or
no use of pellet guns till an alternative deterrent is found. This is
the last chance to win back the confidence and trust of Kashmiris
in the valley and recover the lost plot. There is a limit to how often security forces can pull the political chestnuts out of the fire.
the years, assiduously nurtured close political, economic,
commercial and even cultural relations. (Korean pop music is
extremely popular in China.) These are new and adverse developments even while the U.S. and Japan continue to be perceived as major security threats to China in the region.
Against this background, China would want to keep its western periphery with India relatively stable and benign. It is for
this reason that Chinese official media has persisted with the
message that there is no fundamental clash of interests between the two countries and that their convergences outnumber their differences. There is anxiety that India may move
closer to the U.S. and participate in security arrangements
more directly challenging China in the South China Sea.
Beijing has cautioned that India should avoid getting “entangled” in the South China Sea issue, but there is also an expectation that it will continue to adhere to its stated policy of
strategic autonomy. In fact, India’s reaction to the tribunal
award has been measured, calling for utmost respect for the
UNCLOS but also stressing the need for resolving differences
through peaceful dialogue. It is reported that Mr. Wang did
not raise the South China Sea issue in Delhi. This appears to
confirm the view that China’s current preoccupation is to prevent India from escalating its stand on this issue. China expects that at the forthcoming G-20 summit at Hangzhou, the
U.S. and its western allies and Japan may raise the South
China Sea issue and embarrass the host country. India’s role
could prove to be significant in this regard. That gives India a
tactical advantage and this may well have been the reason for
Mr. Wang to appear forthcoming on issues India is concerned
about. I doubt whether China will change its substantive
stance on these issues any time soon. New Delhi’s reality
check In dealing with China, India has to be conscious of the
fact that in terms of both economic and military capabilities,
the asymmetry between the two countries continues to expand. China’s economy is five times as large as India’s and
even with slower rates of growth China will be adding more
muscle from a larger base while India will have to grow much
faster over a longer period of time to begin to narrow the gap.
There are only two ways to deal with this power asymmetry;
one is to acquire and deploy capabilities which will make any
aggressive military move by China a risky proposition. The
other is to enmesh oneself more tightly in the U.S.-led countervailing coalition targeting China. The latter does run counter
to India’s view of itself as an independent power but there is a
steady creep in that direction. In terms of developing asymmetrical capabilities, my sense is that we are not quite there
and remain vulnerable. This vulnerability increases if there
is a coordinated move by China and Pakistan. In previous
India-Pakistan wars, post-1962, China supported Pakistan politically and with supplies but refrained from attacking India
across the border. This reassuring pattern of behaviour needs
to be under our constant review and assessment. China’s willingness to stand alone in blocking India’s membership of the
NSG on behalf of Pakistan, and in shielding it from international pressures consequent upon its use of cross-border terrorism as an instrument of state policy against India, point to
an enhanced strategic role for Pakistan in Chinese regional
and global calculations. Pakistan has so far been important to
China as a low-cost and effective proxy against India. It is now
becoming important for China’s ambitious OBOR project,
which is long term in nature. It is also assuming importance
in China’s Central Asian strategy. No surprise therefore that
China is reported to be encouraging the Pakistan Army to
take charge of implementing the China-Pakistan Economic
Corridor (CPEC) since the civilian government of Nawaz
Sharif is said to be too slow on delivery. With Mr. Modi now
explicitly committed to the return of PoK including Gilgit and
Baltistan to India, how would the Chinese react? Without
Pakistani control over this disputed territory there would be
no CPEC. If India additionally encourages anti-Pakistan militants in Balochistan, this would adversely affect the utility of
Gwadar port, another key link in the OBOR. China would at
least be under pressure to assuage heightened anxieties in
Islamabad, and this may have a negative fallout on IndiaChina relations. The setting for managing India-China relations has become more complex and risky. Over the past several years, leaders of both countries have seen it in their mutual interest to keep relations on an even keel despite their essentially adversarial nature. A careful balance has been
maintained between the competitive and cooperative components of the relationship. This has just got much harder to deliver.

A single reason may not be
the cause of the deaths with the
deaths having been reported at

World Trade Center
mall reopens, shows
progress since 9/11
New York Aug 17 :
The reopening – and reinvention – of
the World Trade Center mall on Tuesday
reflects how much lower Manhattan has
changed since the 9/11 attacks. Once a
scene of massive destruction, the area is
now a vibrant one of office towers and upscale hotels, with three times the number
of residents as before the attacks, weekday
employees in industries beyond Wall
Street, and millions of tourists visiting
every year. Shops from Apple to Forever
21 to H&M to John Varvatos will serve the
increasingly diverse area where real estate experts say people have been eager for
new stores and restaurants. The new
spaces also let customers tap into technology, as some retailers use the space for
their latest ideas. The location is a "symbol of hope, opportunity, progress and perseverance," said Bill Hecht, chief operating officer of Westfield Corp.'s US division. Westfield manages the retail properties, while the Port Authority of New York
and New Jersey owns the real estate. More
than 100 stores will occupy the 365,000square-foot center, with about 60 opening
Tuesday and the rest by the winter holiday season. Ford Motor Co. is set to open
this fall the first FordHub, a showroom for
innovations that's not a dealership. Shoe
purveyor Aldo Group Inc. is using the
opening to launch an app feature for its
store, which will be rolled out to other locations. Digital billboards include a 280foot-long one. Food options include
Eataly's second Manhattan location,
which features foods from Italy and coffee
and gelato bars. It stretches along a fourblock underground network that spans
the bases of three office towers. While
mostly below street level, light beams in
through the windows of the winged
Oculus, designed by Santiago Calatrava,
that top the transportation hub of 13 subway trains and river ferries. More than
300,000 commuters use it on a daily basis,
many for jobs beyond finance in advertising and media. "When you look at how
many people now live in the neighborhood, how many commuters work in the
neighborhood and how many tourists now
are coming to the memorial, emotionally
it was a no-brainer and financially it was a
no-brainer," Angela Ahrendts, Apple's retailing chief, said at the store's opening
Tuesday. More than 60,000 residents live
within blocks of the World Trade Center
area, about three times the number from
right before 9/11. The former shopping
mall in the World Trade Center was one of
the most successful properties in the
world, but catered to daytime weekday
shopping, said Robin Abrams, vice chairman of The Lansco Corp., a real estate advisory firm. The new mall is expected to
have a vibrant night and weekend atmosphere, and Hecht noted a deliberate move
to include shops with necessities like
drugstore Duane Reade.
Indo-American couple
jailed for producing
fake medical reports
for $4.8 million
washington Aug 17:
An Indian-American couple has been
sentenced up to 8 years in the US for receiving more than USD 4.8 million from
Medicare and private insurance companies
for knowingly producing thousands of
fraudulent medical test reports. Kirtish N
Patel, 54, and Nita K Patel, 53, from New
Jersey pleaded guilty in November to health
care fraud related to their Biosound Medical
Services and Heart Solution PC. Federal
prosecutors say Nita Patel received a sixand-a half years sentence on Tuesday, while
Kirtish Patel was sentenced to more than
eight years. They must pay more than USD
4.8 million in restitution. According to court
papers, Mr Patel admitted to, from October
2008 through June 2014, fraudulently interpreting and writing diagnostic reports produced by Biosound despite having no medical license and knowing that the reports
woul be used by the referring physicians to
make important patient treatment decisions. Nita Patel admitted assisting her husband in forging physician signatures on the
fraudulently produced reports to make them
appear legitimate. Kirtish and Nita Patel also admitted falsely representing to Medicare
that the neurological testing performed by
Biosound was being supervised by a licensed neurologist. Federal prosecutors alleged that more than 10,000 diagnostic reports generated by Biosound between
October 2008 and June 2014 were never actually reviewed or interpreted by a physician.
China and a grouping of Southeast
Asian nations aim to finish by the middle
of 2017 a framework for a code of conduct
to ease tension in the disputed South
China Sea, state media said on
Wednesday. Since 2010, China and the 10
members of the Association of Southeast
Asian Nations (ASEAN) have been discussing a set of rules aimed at avoiding
conflict among rival claimants in the busy
waterway. In July, an arbitration court in
the Hague ruled that China had no historic title over the South China Sea and
had breached the Philippines’ sovereign
rights there. The decision infuriated
Beijing, which dismissed the court’s authority. But Beijing has been keen to get
diplomacy back on track since. Meeting in
northeastern China, the two sides agreed
to get the framework for the code of conduct done by mid-2017, and also approved
guidelines for a China-ASEAN hotline for
use during maritime emergencies, the of-
ficial China Daily said. They also agreed
that a pact on unplanned maritime encounters, signed in 2014 by countries in
the region, applied to the South China Sea,
the newspaper added.Chinese Vice
Foreign Minister Liu Zhenmin said documents on the hotline and unplanned encounters would be presented for final approval to leaders in Laos in September at a
meeting between China and ASEAN members, the paper said. “There is another
achievement – we reached broad consensus on pushing forward the negotiations
on a code of conduct for the South China
Sea,” it quoted Liu as saying. “All sides
agreed to raise the frequency of the negotiations in a situation without interference,
and seek to finish a draft framework of the
code of conduct by the middle of next year,”
he added. This is the third meeting on the
code this year. “It shows that as the situation in the South China Sea is getting more
and more complicated, especially with the
interference of external forces, ASEAN
countries and China have realised that we
have to grasp the key to the South China
Sea issue in our own hand,” Liu said.
China has blamed the United States and its
allies in the region, such as Japan and
Australia, for stoking tension in the South
China Sea. China claims almost the entire
South China Sea, through which more
than $5 trillion of trade moves annually.
Brunei, Malaysia, the Philippines, Taiwan
and Vietnam also have claims in the sea,
believed to be rich in energy deposits.
Turkey to release 38,000 prisoners
to accommodate coup plotters
ANZ bank officials told
billionaire Oswal family their
children would be orphans
ANKARA, Aug 17
High-profile Indian billionaire businessman Pankaj
Oswal’s wife on Wednesday
told an Australian court that
top Australia and New Zealand
Banking Group (ANZ) executives forced her to sign the guarantee of over 1 billion dollars
and a mortgage despite she
making clear that she did not
want to be liable for her husband’s debts. Pankaj and his
wife Radhika Oswal are fighting a legal battle against the
ANZ for allegedly undervaluing shares of their fertiliser
company to recoup millions in
debts. The Victorian court
heard that ANZ chief legal officer Bob Santamaria told
Radhika that her children
would be “orphans” if they did
not sign a guarantee, media reported. The court heard ANZ
sought the guarantee after it
emerged that Pankaj had forged
documents to show his company, Burrup Fertilisers, had the
support of European banks
ahead of getting a further 1 billion dollars in loans from ANZ.
Radhika told the court she was
told as “Both of them will go to
jail and the children would become orphans. You played a
part in defrauding the bank and
you would go to jail too.”Stating
The measures would not apply
for crimes committed after July 1,
excluding any people later convicted of involvement in the failed
July 15 coup. In an apparent move
to reduce its prison population to
make space for thousands of people who have been arrested as part
of an investigation into last
month’s failed coup, Turkey issued a decree paving the way for
the conditional release of some
38,000 prisoners, the Justice
Minister said on Wednesday. The
government decree, issued under
Turkey’s three-month long state of
emergency that was declared following the coup, allows the release
of inmates who have two years or
less to serve of their prison terms
and makes convicts who have
served half of their prison term eligible for parole. Some prisoners
are excluded from the measurespeople convicted of murder, domestic violence, sexual abuse or
terrorism and other crimes
against the state. The measures
would not apply for crimes committed after July 1, excluding any
people later convicted of involvement in the failed July 15 coup.
Justice Minister Bekir Bozdag
said on his Twitter account the
measure would lead to the release
of some 38,000 people. He insisted
it was not a pardon or an amnesty
but a conditional release of prisoners. The government says the attempted coup, which led to at least
270 deaths, was carried out by followers of the movement led by
Muslim
cleric
U.S.-based
Fethullah Gulen who have infiltrated the military and other state
institutions. Gulen has denied any
prior knowledge or involvement
in the coup but Turkey is demanding that the United States extradite him. The Turkish government declared a state of emergency and launched a massive
crackdown on Gulen’s supporters
in the aftermath of the coup. Some
35,000 people have been detained
for questioning and more than
17,000 of them have been formally
arrested to face trial, including
soldiers, police, judges and journalists. Tens of thousands more
people with suspected links to
Gulen have been suspended or dismissed from their jobs in the judiciary, media, education, health
care, military and local government. In separate decree, also issued Wednesday, the government
dismissed 2,300 more officers from
the police force, in addition to another 136 military officers and 196
employees from its information
technology
authority.
Wednesday’s decrees also allow
the air force to hire new pilots or
take back pilots who had resigned
or were discharged before the
coup to replace pilots who have
been arrested or dismissed for alleged participation in the coup or
links to Gulen. The government
crackdown has raised concerns
among European nations and human rights organizations, who
have urged the Turkish government to show restraint. Turkey’s
180,000-person prisons were already filled to capacity before the
crackdown on Gulen’s movement,
with some rights groups claiming
that inmates were forced to take
turns to sleep on beds. Turkey has
issued several prison amnesties
over the past decades to ease conditions in its prisons, but the
measures proved unpopular with
the public. Bozdag insisted
Wednesday that those being released would still be supervised.
“This measure is not an amnesty,”
Bozdag said on Twitter. “The punishment will be served outside
through supervised released.” “I
hope that the arrangement is beneficial to the prisoners, their loved
ones, our people and our country,”
the minister wrote.
Iran denies presence of permanent
Russian base for Syrian strikes
Tehran August 17
The speaker of Iran’s
parliament stressed on
Wednesday that Russia
does not have a permanent military base within the Islamic Republic,
a day after Moscow announced
launching
airstrikes on Syria from
Iran.
The fact that Iran allowed Russian warplanes
to take off from its territory to bomb targets in
Syria was an unprecedented move, underscoring the deepening cooperation between two powerhouses heavily invested
in the Syrian civil war.
The comments by the
Iranian
official,
Ali
Larijani, seem geared at
easing domestic concerns
over the strikes. Iran’s
constitution, ratified after its 1979 Islamic
Revolution, bars foreign
militaries from having
bases within the country.
In his remarks, reported
by the state-run IRNA
news agency, Larijani did
not directly discuss the
strikes, though he said
Iran has “cooperated with
Russia, as it is our ally on
regional issues, especially
on Syrian issues.” “We
have good cooperation
with Russia and we say it
loud and clear,” Larijani
said. Russia’s Defense
Ministry
announced
Tuesday that it launched
the strikes from near the
Iranian city of Hamedan
and struck targets in three
provinces in northern and
eastern Syria. It is virtually unheard in recent history for Iran to allow a foreign power to use one of its
bases to stage attacks.
Russia has also never
used the territory of another country in the
Middle East for its operations inside Syria, where
it has been carrying out an
aerial campaign in support of President Bashar
Assad’s government for
nearly a year. Iran is also a
major supporter of Assad.
Col. Christopher Garver,
a U.S. military spokesman
in Baghdad, told reporters
at the Pentagon that the
Russians activated a communications link with
coalition officials just
ahead of the bomber mission. “The Russians did
notify the coalition,” he
said, adding that they “informed us they were coming through” airspace that
could potentially put them
in proximity of U.S. and
coalition aircraft in Iraq or
Syria. Asked how much advance notice the Russians
gave the U.S., Garver said,
“we did know in time” to
maintain safety of flight.
“It’s not a lot of time, but
it’s enough” to maintain
safety in the airspace over
Iraq and Syria, he said.
That raises questions
about whether the move
was a strategic necessity or
a political message from
the
Kremlin
to
Washington. The announcement from Russia
marks the first significant
stationing of its troops in
Iran since World War II.

Mexico city Aug 17:
Authorities in southern
California ordered the evacuation of 82,000 people on
Tuesday, after a wildfire broke
out in a mountain pass and rapidly engulfed 9,000 acres (3,642
hectares), an official said.
Officials said 700 firefighters
were battling the blaze in an
area called the Cajon Pass, the
latest in a series of wildfires
that have blackened nearly
300,000 acres (121,400 hectares)
of the drought-parched US
West. “It is a very fast-moving
fire, it has wind behind it,” said
US Forest Service spokeswoman Lyn Sieliet. The socalled Bluecut Fire erupted in
heavy brush just west of
Interstate 15, the main freeway
between Las Vegas and the Los
Angeles area, forcing the closure of one stretch of the highway. The blaze prompted the
orders for residents of the community of Wrightwood, about
75 miles (120 km) east of Los
Angeles, to leave their homes,
said Lynne Tolmachoff, of the
California Department of
Forestry and Fire Protection
(Cal Fire). In all, about 82,000
people were ordered to flee, as
flames destroyed an unknown
number of houses, the Cal Fire
spokeswoman said by telephone. The Bluecut Fire,
whose cause officials said they
were still investigating, came
as crews more than 600 miles
(970 km) to the northwest began to make headway against a
Northern California wildfire
that has destroyed more than
175 homes and businesses. The
so-called Clayton Fire was 35
percent contained, according
to Cal Fire. It has charred 4,000
acres (1,620 hectares) in and
around the community of
Lower Lake, forcing hundreds
of people to flee. Damin
Pashilk, a 40-year-old arrested
on suspicion of setting that
blaze, and several others in the
area over the past year, is set to
appear in court on Wednesday.
China may reportedly prefer Donald Trump
over Hillary Clinton for tackling ISIS
Beijing August 17
Despite his anti-China rhetoric,
Beijing may prefer US Republican presidential candidate Donald Trump over his
Democratic rival Hillary Clinton for his
promised anti-terror campaign against IS,
which is reportedly attracting militant
groups from its Muslim-majority
Xinjiang region, state media reported on
Wednesday. “Trump’s foreign policy,
which centres around fighting what he
calls ‘radical Islamic terrorism,’ will to
some extent ease the current sour ChinaUS ties,” Liu Weidong, a researcher at the
Institute of American Studies of the China
Academy of Social Sciences, told state-run
Global Times. “China and the US share a
lot in common on fighting terrorism and
Trump’s policy seems to shift from the
present focus on competition between major powers, which mainly targets China to
anti-terrorism,” Xin Qiang, deputy director of the Centre for US Studies at Fudan
University said.China regards East
Turkistan Islamic Movement (ETIM),
which is active among Uyghur Muslims in
Xinjiang bordering Pakistan Occupied
Kashmir (PoK) and Afghanistan as main
threat to the stability of the strategicallylocated province. Trump said on Monday
that his administration will “aggressively

pressured them into under sell

during negotiations in 2009.
“We had an arrangement. I had

tional cooperation to cut off their funding,

warfare to disrupt and disable their propaganda and recruiting”. Observers said
ETIM, which was previously aligned with
al-Qaeda, reportedly shifted its allegiance
to ISIS as substantial number of Uyghurs,
a Turkik speaking Muslims from
Xinjiang, made their way to Syria to fight
along with it. Chinese officials apprehend
that many of them may return with heavy
training and battle experience posing a
major challenge to Chinese security
forces. While Pakistan has conducted military operations against the ETIM bases
in its tribal areas, recent bombing in
Balochistan’s Quetta, purportedly by
ISIS, caused concern amid reports that
many of the Sunni Islamic militant groups
in Pakistan as well as sections of Taliban
shifted allegiance to it.
In a bid to prevent infiltration of militant, the armed forces of China and
Pakistan recently launched joint patrolling

meeting was held in Urumqi, the provincial
capital of Xinjiang on August 2.
Mexican
President
Enrique Pena Nieto said on
Tuesday he was willing to
meet with Donald Trump,
months after comparing the
Republican presidential candidate to Adolf Hitler and
Benito Mussolini. "Yes, I
would meet with him," Pena
Nieto said, referring to
Trump in a pre-taped television interview broadcast on
Tuesday night. "I have never
met him. I can't agree with
some of the things he has
said, but I will be absolutely
respectful and will seek to
work with whomever becomes the next president of
the United States." Trump
has sparked outrage in
Mexico with his campaign
vow to build a wall along the
southern US border to keep
out illegal immigrants and
drugs, and to make Mexico
pay for it. In a Mexican newspaper interview in March,
Pena Nieto said Mexico
would not pay for the proposed wall under any scenario, likening Trump's
"strident tone" to the World
War II era dictators.
Brazil's Rousseff
proposes plebiscite
if restored to power
Rio de Janeiro Aug 17:
Suspended
President
Dilma Rousseff made a lastditch effort on Tuesday to
avoid impeachment, telling
Brazilian lawmakers she
would let voters decide if
they want an early presidential election if she is restored
to power. Rousseff had been
publicly mulling the idea of a
plebiscite for weeks as the
Senate moves closer to an impeachment vote on charges
her administration violated
fiscal rules to hide a gaping
budget deficit. The vote is
scheduled for August 25, four
days after the end of the
Olympics being held in Rio
de Janeiro. She made the
proposal official in a long letter "to the federal senate and
Brazilian people" in which
she mixed expressions of regret for failing to listen to her
compatriots with stern admonishments for critics she
accused of plotting to carry
out a "coup."

India eyeing another big win to regain No 1 Test ranking Jentia Bhat bags first
Port of Spain Aug 17 : (PTI):
On a high after sealing the
series with comprehensive victories, an upbeat India will be
aiming to complete a 3-0 rout in
order to regain its No 1 Test
ranking when they meet a listless West Indies in the final Test
match of the series, here tomorrow.Having already taken an
unassailable 2-0 lead in the fourmatch series after their crushing 237-run win in the third Test,
Virat Kohli and his men will be
aiming to go for the kill in their
bid to displace Australia from
the pole position in the ICC Test
rankings list.However a draw at
the Queen's Park Oval would
mean that Australia will maintain their top position while
Pakistan by virtue of their creditable 2-2 draw against England
will be the No 2 Test team. With
skipper Kohli making it clear
that he will like to have Rohit
Sharma at No 5 and promote
himself to No 3, it is unlikely that
the core batting line-up will
have any change in the final
Test match.However with
Shikhar Dhawan not having
much of a performance barring
his 84 in the opening Test, it will
be interesting to see if Murali
Vijay, who was dropped in the
last game despite being fit
makes a comeback in the play-
ing XI. The opener's thumb injury has fully healed, as announced by batting coach
Sanjay Bangar previously.At
this point of time, Cheteshwar
Pujara getting a lifeline seems
unlikely.Even the five-pronged
bowling attack could undergo
change. In a long season, where
India play another 13 Tests, the
workload for the likes of Ishant
Sharma and Mohammed Shami
needs to be managed.One of
them could be afforded a
breather, with a rebounding
chance given to Umesh Yadav,
or even newbie Shardul Thakur
could get a look-in, if Kohli is in
experimental mode.Away from
these permutations and combinations, India look set in their
plans. Their energy will be focussed on attaining consistency, and as the skipper put it, in
expressing themselves. The
standout performer in the series
India
has
been
for
Ravichandran Ashwin, who is
now world No 1 all-rounder in
Test as per the official rankings. With two centuries and two
five-wicket hauls, the Tamil
Nadu lad has been the toast of
the team. His 235 runs and 16
wickets have gone a long way to
ensure that India have cantered

Second place went to Xena Bhandu while Maliha Sharma remained third. Earlier, after competing in the preliminary

hiatus of nearly one and half
years due to serious knee injury.11 wickets in 3 games may

Nehwal achieved the feat four years ago. It
was a battle of nerves as the duo engaged in
fast-paced rallies with each trying to close
out the points. Some fierce stroke play was
on display with the one having better control prevailing over the other. In the opening game which lasted 29 minutes, Wang
raced to a 3-0 lead after dictating the pace of
the rallies before Sindhu grabbed a couple of

the net. Sindhu showed some good judgement and accumulated points riding on her

Arbaaz Khan and wife Malaika
Arora Khan are separated as of
now, confirms the actor!
Their relationship took the
high road earlier this year and
looks like things are still not
sunshine and butterflies between them. Malaika Arora
Khan and Arbaaz Khan’s relationship went kaput earlier this
year and ever since then, speculations of reconciliation and divorces have been flying about.
Nobody really knows what’s going on between them and they
themselves never divulged information on the same. But now
we finally have a definitive answer to our queries regarding
their relationship status. The
actor has confirmed that they
are indeed, separated, as of
now. As per reports in Mumbai
Mirror, Mr Khan spilled beans
on how things are highway for
both of them now. He said, “At
this point of time we are not together, we are separated, and
that’s about it.” That doesn’t
sound good. We thought things
were merry between them!
Well, when the news of their
separation initially hit the
newsstands, everybody was
wondering what went wrong.
Malaika literally cut off from
the Khan family as she never
was spotted with them and even
didn’t come in front of the media. Arbaaz on the other hand,
kept stressing on things are
fine. However, soon he too
caved in and stated that they
were separating. But soon
Malaika stared chilling with
Khan family once again. This
fueled rumours of them sorting
their differences and giving
their marriage a second chance.
In fact, even on Arbaaz’s birthday, his estranged wife posted
their pic with a sweet message
stating, “Happy bday Arbaaz
happiness always!” confusing
us all the more! For all the ignorant, Arbaaz and Malaika had
issued a joint statement about
their separation earlier this
year stating, “The truth is, we
have taken a break, but that
doesn’t mean people can presume, assume and speculate
things of such malicious nature. We are taking out time to
figure out our lives. Yes, it’s
true that we are separated, but
where our lives go and what
transpires between us, it is for
us to decide. Wherever it goes
from here, we will talk about it
when we are ready to.”
Actress Nargis Fakhri
duped of Rs 6 lakh
Bollywood actor Nargis Fakhri has allegedly been
cheated of around Rs 6 lakh through fraudulent use of her
credit card in the United States, police said today. The actress filed a compliant in this connection at Juhu Police
Station on late Monday night. About 14 transactions,
amounting to over Rs 6 lakh were made through the actress's credit card in the US, an official at the Juhu Police
Station said. Fakhri was in Mumbai when the incident
happened. The official said the card was used to withdraw
money and not for other purposes like shopping.Details
from the concerned bank regarding the fraudulent transactions is awaited, the official added. Police is also probing as to why the bank did not initiate any action when
the transactions went on for 4 hours, he said.

Actress Jacqueline Fernandez is gearing up
to train for action sequences for her next film,
which will be helmed by Tarun Mansukhani.
After "Dostana", Tarun is back with an untitled
film featuring Jacqueline and Sushant Singh
Rajput in the lead. "It's a fun film, a different kind
of action film. It's interesting. I will definitely be
training for action. I am excited about doing this
film. Tarun will be directing a film after eight
years," Jacqueline told PTI. There has been speculation that Tarun's directorial comeback may be
co-produced by Karan Johar and Salman Khan. "I
think so it's Dharma Productions. I don't know... I
haven't found out about it (Salman co-producing
the film)," the 31-year-old "Kick" actress said.
Jacqueline will be seen next in Remo D'Souza's "A
Flying Jatt" opposite Tiger Shroff. The movie releases August 25
Well, Salman Khan’s Dabangg 3 has
been quite the limelight grabber thanks to
being the franchise’s third installment and
supported with news of Sonakshi Sinha’s
exit. Technically, it’s not her exit but the
makers don’t want her in the film. Once you
take panga with Bollywood’s Sultan, you
know damn well that the repercussions of
the same aren’t going to be good. So yes, in
all probability Sona is out of the scene.
However, there are reports suggesting that
Kajol has been approached to don a negative role in the film. Kajol has not signed
any film post Dilwale and recently it was reported that Arbaaz Khan had approached
her to do a negative role in Dabangg 3, but
the actress has declined the offer. A source
says, “Kajol has a knack for refusing good
films like she had refused 3 Idiots. She had
told a shocked Rajkumar Hirani to make
her role as strong as Aamir Khan. Now,
Kajol turned down Dabangg 3 because she

Rubbish news!” We think so too. The
Dilwale actress as we all know has already
worked with all the Khans so seeing her reconnect with one of the Khans would be
quite a sight. However, with the reports being false, here’s a hope that we’ll rest for
now and wait until some confirmed news on
the same start buzzing. But would you like
to see Kajol and Salman Khan in one film

Alia Bhat much more successful
than I imagined: Mahesh Bhatt
Filmmaker Mahesh
Bhatt says he is proud of his
daughter Alia Bhatt's work
and feels she must taste failure as well. In her five-year
career, Alia has garnered
rave reviews for her acting
and also got commercial success with films like
"Highway", "2 States",
"Humpty Sharma Ki
Dulhania", "Kapoor and
Sons", "Udta Punjab", barring
"Shaandaar" that did not do
well. "It's good. She (Alia)
should taste failure. She is
just a human being like everybody else," Bhatt told PTI. The
"Saaransh" helmer looks at
the work of his 23-year-old
daughter with pride. "She has
evolved from a reasonably
good talented beginner to an
extraordinary actor in 'Udta
Punjab'. She has nailed it in
that film. I wonder where this
emotional intelligence is coming from. Alia staggered me
in 'Udta Punjab'," the 67-year-
old filmmaker said.
Nowadays, quite a few
Bollywood actresses are going to the West to explore
new options. When asked, if
he would be ok with Alia going to Hollywood, Bhatt said
he will be a supportive father. "She is an adult who is
far more successful than I
would have ever imagined
her to be at this age. She is
the master of her own life,
she is the captain of her
ship. "She can do whatever
what she chooses to do, I
will walk with her, help and
applaud her," he added. The
"Arth" helmer is excited
about his upcoming TV
show "Naamkarann", of
which he is the creative
writer. To be aired on Star
Plus channel next month,
the show explores the journey of a 10-year-old who
carves out her identity and
takes charge of her own destiny.
Actress Zareen Khan has rubbished reports that she has opted out of
"Divine Lovers" and says she is excited to work with Irrfan Khan in the
film. Earlier this year, director Sai Kabir had confirmed that the "Hate
Story 3" star had replaced actress Kanagna Ranaut in the project.
Recently, however, there were reports that Zareen leftthe project. When
asked about it, Zareen told PTI, "I don't know where this news came from
about me not doing it. I think somebody tried asking me about it at an
event and I said, 'I'll talk about it later, it's not the occasion'. Then the story
came out that 'She is not doing it'." "I, in fact, never said I am doing the
movie from my end. The director gave out the quote that I am doing the
film," she added. "Divine Lovers" is billed as an adventure comedy and
will see the 29-year-old actress pair opposite Irrfan for the first time. "I am
more than happy that the film is offered to me, and I'll be working with
Irrfan sir who is such a great actor.
Working with him is the biggest thing. I'll be getting to learn so much
from him," she said. It revolves around the lower middle-class section of
society and is set in the heartland of India. The movie was scheduled to go
on floors this September, but now will begin early next year. The "Veer"
actress said it will be best for her to comment more on the project in detail
once the makers start talking about it. "It was supposed to start somewhere in September-October, but due to some reasons it has been pushed
forward to the beginning of next year. There is nothing that I am not doing
it. When the makers of the film start talking about it, it will be right for me
to comment more rather than saying anything right now."

Jammu, Aug 17:
People’s Democratic Party
(PDP) leader and former member J&K State Advisory Board
for Gujjars and Bakerwals,
Abdul Hamid Choudhary
while seconding the Chief
Minister Mehbooba Mufti’s
call for revival of ‘Healing
Touch’ stated that late chief
minister Mufti Mohammad
Sayeed always advocated a dialogue with anyone who was
able to contribute towards socio-economic development of
Jammu and Kashmir State
and restoring peace in the entire sub-continent. In his statement issued here, Hamid
Choudhary said unending cycle of violence has caused irreparable loss to several families and pushed the development of state towards wall.
Several precious lives have
been lost, tourism badly hit,
development stagnated, education suffered, children confined indoors, social engagements cancelled and most importantly opposition which is
unable to digest repeat of 20022005 governance period pro-
vided with enough fodder to
add fuel to fire which is literally unhealthy and uncalled for
development. The state known
for its beautiful locations, hospitality and now best education system has not received
tourists for the past over a
month. Instead of making
youth part of development and
involve them in their prosperity, several vested interests are
pushing them towards violence thereby jeopardising
their future. Both state as well
as central government are
having ample socio-economic
development plans for the
state but are awaiting for
vigour that was displayed
during the regime of Late
Mufti Mohammed Sayeed.
This is the time when people
and especially youth do not
need only Healing Touch but
also want to be heard and
talked to. Fortunately, Chief
Minister Mehbooba Mufti too
is advocating same policy of
dialogue and reconciliation
to give people her best. She
has dreams of filling in IIM,
IIT, Medical and Engineering
colleges besides nursing colleges and other prestigious
institutions like Central
Universities with students
and watch them excelling in
all fields to secure safe and
honourable jobs for them.
Urging people and especially
youth to let peace prevail in
the state, Choudhary Hamid
hoped that in days to come
calm will prevail here and
this cycle of violence will end.
We need to save all the precious lives and go by the principles of holding dialogue
which is the only solution to
every complex issue, he
maintained.

items such as apricots, raisins, cherries, cloves and even chocolates found
favour among students to decorate their Rakhis. Principal Anita Bhatia appreciated the efforts put by the students in making Rakhis creatively.
