The security agencies have recovered 8,146 AK-47/56/74 rifles from militants from 1, 2002 to January December 31, 2015 during counter-insurgency operaChief Minister tions, Mehbooba Mufti, who also holds the charge of Home Department, said in a written reply to a question in the Legislative Council. During the same period, 9.938 lakh AK-series rounds and 24,372 AK-series magazines have also been recovered, she said. Besides, 44 Uber Machine Guns (UMGs), 24 carbines, 673 RPGs, 6 General-Purpose Machine Guns (GPMGs), 144 LMGs and SLRs, 76 sniper rifles, 698 rocket boosters and 181 rifles (.303) were recovered from 2002 to 2015, the chief minister said. She said 22 UMG magazines and 7,567 ammunition rounds, 141 LMG and SLR magazines, 16 carbine magazines, 7099 sniper rifle ammunition, 2700 .303 rifle ammunition, 347 belted ammunition and one telescope were also recovered in See Over, 8000 on page 11 also constitute a part of the tourism promotion programme. The Chief Minister paid obeisance at the shrine of Sultan-ul-Aarifeen Sheikh Hamza Makhdoomi (RA) and took stock of the facilities available there for the devotees and the local residents. NC members later staged a walkout as their demand went unheeded. As soon as the House assembled for the day, NC MLAs wanted to speak on the security situation, which according to them was "deteriorating". The opposition members referred to the recent incidents of violence in the state including the deadly Pampore attack on last Saturday that left eight CRPF personnel dead and 21 injured. "We are in the session (of the Assembly) and the government must come out with a statement," NC member Devender Rana said. He also took on BJP, which shares power with PDP in the state, for demanding "attack" on militant training camps across the border in Pakistan. Accusing BJP of creating "war hysteria", he said the ruling party was indulging in "jingoism" and "playing to the gallery instead of spelling out measures to combat violence. Asserting that war is not a solution, Rana said the state, especially the areas adjoining the Line of Control and International Border, braved the brunt of shelling from across the border two years ago. "Bullets are fired here, not in Nagpur," Rana said in an apparent reference to the RSS headquarters. Rana's comments infuriated BJP MLAs who shouted him down and created din. Speaker Kavinder Gupta intervened, saying the central government was capable of defeating the Pakistani designs in Jammu and Kashmir. "For a moment, BJP is forgetting that it is in government, both in the state and at the Centre," Rana said. The NC MLA also took a jibe at PDP and wanted to know its response over the alliance partners "war yells and talk of air strikes" in the neighbouring country. "What is the response of the party that believed in 'Goli Se Nahi Boli Se (not bullet but by dialogue issues can be resolved)," he said and asked whether the PDP had "surrendered its basic principles for lust of power". The inquiry was ordered after MLCs in Jammu and Kashmir Legislative Council, cutting across party lines, created ruckus in the House and demanded formation of a House Committee to probe land grabbing at Humhama by some influential persons. Peoples Democratic Party (PDP) MLC Saifuddin Bhat, who raised the issue in the House after the Question Hour, said around 200 Kanals (10 hectares) of Kahchari (state land) has been illegally occupied at Humhama, but the state government has failed to retrieve it causing huge losses to its exchequer. The government should probe this issue and retrieve the land, he demanded. Bhat was supported by his party colleague Yasir Reshi, who demanded constitution of a House Committee to probe all such cases of land grab, saying it is a serious issue which needs the attention of the Jammu and Kashmir Power Development Department has come in for sharp criticism from the Comptroller and Auditor General for allegedly allowing the arrears on electricity charges to accumulate to whopping Rs 2,000 crore during the last four years. "Lack of any serious measure for recovery of arrears can be gauged from the fact that the arrears of electricity charges (EC), including electricity duty (ED), accumulated from Rs 1,220.18 crore in April 2011 to Rs 2,092.41 crore at the end of March 2015," the CAG said in its report which was tabled in the state Assembly here. Of these arrears, it said Rs 1,015 crore pertaining to state government depart- ments (other than corporations and bodies) had been waived by the government pursuant to a cabinet decision (March 2013), thereby leaving Rs 1076.78 crore recoverable as of March 2015. The report said the actual realisation of revenue was still significantly less than the budget estimates. "During the period 2010-11 to 2014-15, the shortfall ranged between 19 per cent and 34 per cent," it said. The report criticised the state Power Development Department (PDD) for its failure to implement the four recommendations contained in the report in 2010 and focused on improving internal controls, demonstrating efficient enforcement for proper realisation of energy charges and electricity duty. On non-levying of ED on sale of electricity, the report said "five years down the line, neither had any exemption been granted to PDD from payment of electricity duty to the Power Development Corporation nor any ED been charged on sale of power during 2010-15 resulting in loss of Rs 1,194.13 crore. "The department had also not initiated steps for recovery of ED of Rs 259.13 crore pointed out previously," it said. On shortfall in electrical inspection and levy of fee, the report said the deficiency had not been addressed during the period 2010-15. "No periodical inspection had been carried out resulting in further loss of Rs 1.25 crore for about Rs 12.66 lakh installations existing at the end of March 2010," the report said. As per the information collected from seven subdivisions, the CAG said the number of disconnected installations stood at 977 with an outstanding power charges of Rs 31.94 crore with an ED implication of Rs 7.02 crore, which was recoverable as of July 2015. "None of the cases has been referred to land revenue authorities for recovery," it said. Out of outstanding ED of Rs 7.55 crore payable by Salal Hydroelectric Power Station Jyotipuram for the cost of energy supplied (1998-2010), Rs 4.44 crore had been recovered between 2011 and 2014, leaving a balance of Rs 3.11 crore recoverable as of March 2015, the report said. Ms. Asiea Naqash, however, said that due to non-availably of modern slaughter butchers House/Abattoir, across the city slaughter their animals in their private slaughtering places within their premises. But due to the non-availability of a Modern abattoir, all of them cannot be closed down till a modern abattoir is constructed in Srinagar. To ensure proper hygienic and drainage protocols are followed, periodical inspections of these private slaughtering places is being conducted and in addition health status of animals being slaughtered at these places is strictly checked, she added. Animals imported from outside the state are being inspected at different live stock check posts, one at Qazigund-Zig run by State Animal Husbandry Department and the other at Athwajan run by Srinagar Municipal Corporation, she added. The Minister said that during last fiscal, Rs. 60.77 lacs were released under AIBP for the Scheme against which an amount of Rs.13.14 lacs has been incurred. Funds could not be utilized fully due to land dispute at site and funds to the tune of Rs. 40.00 lacs were provisioned for land acquisition in the DPR, he added. The Minister said that the actual requirement of funds amounts to Rs. 4.10 Crore as on date thus creating an additional requirement of Rs.3.70 Crore for land compensation for 42 Kanals of land, structures and fruit bearing trees which are coming under the alignment of the Scheme. Accordingly an agreement was signed in June 2015 between JaKLRMA and M/S RAMTech Software Solution Pvt Ltd at a cost of Rs 45.42 Cr with a timeline of 28 months in the 1st phase. \ The Project was formally inaugu- rated by the Revenue Minister in both Jammu and Srinagar in the month of April, 2016. In the 2nd phase, 10 more districts will be taken up and in the last phase remaining 10 districts will be covered and the whole process is expected to be completed by 2022. The Minister said that the work on Z-Morh Tunnel Project Commenced on 11 November 2015. The executing agency of the project is Apco Titan Joint Venture which further engaged IL&FS Transportation Network Limited for executing the said work, he added. However, on 06 December 2015 the workers went on strike for five days due to their merger in the pay roll of M/S Versed Facilities Management Private Limited which is a sister concern of the said company. He said that the issue was sorted out amicably and the work on the project at present is going on smoothly. Chairman directs for High Level Committee to probe Kahchari land encroachment SRINAGAR, JUNE 28: Chairman Haji Anayat Ali today directed the Government to constitute a High Level Committee to probe the encroachment of Kahchari land in the State especially at Friends Enclave, Humhama, Srinagar. The Chairman issued the directions after the member demanded constituting House Committee to investigate the matter. The Chairman said that the High Level Committee would do a thorough probe into the matter, and would submit its report to the Government. He added that if the House would not be content with the Committee report, then a House Committee could be constituted. Earlier, Minister for Revenue, Relief and Rehabilitation, Syed Basharat Bukahri speaking on the issue suggested that if members agree the Government would constitute a High Level Committee that would do the probe in the matter. He assured the House that he would himself accompany the Committee members to do on spot inspection of the alleged encroached lands. Tsering Dorjey, while giving patient hearing to the deputations and the individuals, said that the previous governments in the state had neglected the Cooperative Societies which, once were pride of the cooperative movement in the state and had allowed them to become defunct. He further said that the cooperative movement was originally meant to eliminate the middle man between producers like agriculturists and the consumers thereby ensuring fair return to the producers for their labour and efforts. The previous governments lost the sight of these lofty considerations and allowed the cooperative movement to become dead. Tsering Dorjey said that present government is committed for the revival and rejuvenation of the cooperative movement and make it vehicle for the social progress. Replying to a calling attention notice of Ghulam Nabi Monga, the Minister said short listing of candidates was not done, in view of the fact that a large number of candidates appeared in the interview and members of the interview Board expressed their reservation against granting awards in absence of criteria fixed for the same. Chander Parkash further said that the selection process of all the posts, except for the post of Driver was completed but the select list of the candidates could not be published due to intervention of the High Court in various cases and finally the select list of the candidates for the post of Assistant Executive Officer, Assistant Registrar, Accounts Assistant, Fieldman Beekeeping and orderly was issued as per the directions of High Court passed in SWP No:1347/2012 titled Reyaz Ahmad v/s State and others and SWP No.5/2009 titled Sanjesh Singh V/S State on 16.05.2014 and 23.07,2014 and one post of orderly was reserved as per the Court Orders. He said however, the matter regarding regularization of contingent paid employees was not agreed to by the Board. Minister for R&B Mr A R Veeri today in LA said that 3 kms of road stretch from Pandoshan to Nehama has been macadamized out of 8kms Vehil-Nehama via Kanjiullar. The Minister was replying to a Calling Attention Notice given by Mr Mohammad Yousuf Bhat regarding the situation that has arisen due to dilapidated condition of the road from Vehail to KanjiUllar Shopian causing great inconvenience to the people there. The Minister said that the tenders for macadamization for a further length of 3.50 Kms are under process and the department would endeavour to take-up macadamization work on this stretch of the road during current financial year. Baihama road, Razloo road, Gundipora interior road, Damjan road & other roads of Devsar Constituency by which the travellers face difficulties to tread on. Road has a total length of 2.75 Kms and upgradation of road by way of Water Bound Macadam (WBM) GradeII/macadamization is not approved under any programme / scheme at present, he added. Regarding Sopat Berigam road the Minister said that the road having a length of 3.00 Kms with worn out blacktop surface. However, the restoration of road surface for Sopat Berigam has been taken in hand during current financial year under Non-Plan. The work is in progress. Mr Veeri said that Baihama and Razloo road has a total length of 3.00 Kms and 1.50 kms respectively. Gundipora road having a length of 1.25 Kms is of damaged Water Bound Macadam (WBM) Grade-I status. He said that these roads are maintained under maintenance grants as per availability of funds. The Minister said that Damjan road having a length of 1.50 Kms is presently having worn out BT surface. However improvement/ upgradation of road by way of macdamization is proposed to be taken up during 2016-17. Besides, road namely “Nassu Badragund” which has a length of 3.00 Kms. He said that tenders for improvement and upgradation of road surface by way of providing and laying of 100mm thick Wet Mix macadam in stretches and patches, 50mm thick compacted bituminous macadam full including 25mm thick compacted semi dense with 6mm thick seal coat in full from Nassu Badragund to Ladijan and its allied links (length 3.75 Kms) have been invited under State Sector during current financial year, he added. Minister of State for PHE, Irrigation and Flood Control, Syed Farooq Ahmad Andrabi today said that the Zorah Manloo Canal is an ongoing scheme under Accelerated Irrigation Benefits Programme (AIBP) with an estimated cost of Rs 7.96 crore, out of which Rs.47.69 lakhs have been, incurred upto ending March, 2016. The Minister was replying to a calling attention notice of Zaffar Iqbal Manhas. Work on this canal was slow because adequate funds were not available during last financial year and the work has been toned up now. He said that during the current financial year, irrigation facilities shall be provided upto RD 12000 M i.e. covering 792 Hectares Manual Karewa by the end of July this year after that the distribution system shall be put in place to cover remaining/uncovered areas and Karewas as well. He said the work on the scheme is under progress. SADN condemns Govt for not granting national minority status to Sikh community GOF Staff Reporter Jammu, June 28: Shiromani Akali Dal National (SADN) in a meeting held at Gadhi Garh Jammu strongly condemned the Govt for not finding out the way for the extension of National Minority Act of 1992 of India in the State thereby, depriving the minorities of the State for their legitimate benefits due under this act. Prof. Amrik Singh Saathi General Secretary (SADN) expressed his serious concerns and critized the coalition govt. for not taking the cognizance of this legitimate demand of granting minority status to Sikhs and other minority communities of the State despite of the fact that the same has been kept in alliance agenda. He said that Sikhs in state are an ethnic microscopic minority having distinct faith, religion and culture and have served the people of state to the best of their ability. He said that none of the dispensation of state and even political parties who proclaim to be democratic and secular have so far not taken any notice of this fundamental and vital issue concerning Sikhs community in the state. He further said that Sikhs are lagging behind in Socio-Economic and Political field and are being discriminated in every sphere thus feeling badly isolated and alienated. They have no representative character in State legislature to represent their legitimate and genuine aspirations resulting in they are being denied representation in various statuary bodies. He reiterated that Punjabi language has not been given its proper place so far despite of a cabinet order issued in 2001 and Punjabi teachers are not being appointed even against available vacant sanctioned posts. He drew the attention of Chief Minister and her govt. towards the statement given by Sajid Ghani Lone Minister for Social Welfare on 23-06-2016 on the floor of house in response to a demand raised by BJP Legislature for setting up of minority commission and declaration of Sikhs and Hindus as minorities in the state. While setting aside the above said demand of BJP legislature the minister clearly admitted in the house on behalf of State Govt. that it is not for the state but the Central Govt. has the prerogative to declare the minorities and we have only to follow the national criteria in this regard and added that Sikhs are already religious minority declared by National Minority Commission of India. In a written replying to a question posed by Congress MLA, G.M Saroori, the state Finance ministry stated that 61,446 casual/seasonal /need-based employees were engaged in as many as 31 government departments. The reply also stated that at present wage rate of such workers was Rs 150 per day however in some departments, the need-based and part-time workers were being paid consolidated wages at varying rates. The matter has been one of the major concerns for the successive governments as scores of such employees time and again are seen protesting either for not being paid for months, or demanding their regularization. When questioned what steps were being taken for permanent absorption of this huge workforce, the reply stated: “To address the issue of regularization in respect of NeedBased and Casual Labourers (CLs), a committee (vide order no. 65-F of 2016 dated 03-032016) has been constituted in pursuance to State Administrative Council decision, to look into the extent/magnitude of problems relating to casual workers i.e. financial, legal and administrative that may arise in regularization of such employees and to work out an appropriate policy outlining all possible options in this regard.” The reply also gave a department-wise number of such employees with Public Health Engineering-Irrigation and Flood Control (PHE/I&FC) department alone employing 23711 followed by Forest (7171), R&B Department (6692), Agriculture production (4383) and Housing and Urban Development (3922). After the state government imposed a blanket ban on appointment of daily wagers in 1994, these people were engaged by various departments under different names such as casual workers and need-based workers. Congress lawmaker G. M Saroori said, “It is unfortunate that the government is the least concerned about addressing the genuine issues of 62,000 workers. The other issues relating to Supervisory During the ongoing session of the Legislative Assembly, State President BJP and MLA Jammu West Sat Sharma (CA) raised a starred question regarding identified source of funding of separatists for spreading terrorist activities, the particulars of the separatist leaders found receiving Hawala money and the arm recoveries from the Ultras in the State to which the Government replied that foreign funds in J&K are routed through various channels including Hawala and Foreign Indian Currency Network (FICN) and also gave detail of the cases registered, person arrested and recoveries made during the last three years . He also enquired about the cases pertaining to Narcotics and Drugs. The State Government stated that recoveries to the tune of Rupees 91 lakhs have been made in the last three years from the cases related to Hawala and forged currency notes. A total of 2200 persons have been arrested in the cases related to Narcotics and Drugs Action Framework (SAF) imposed on CCBL, Jammu, appointment of Statutory Auditors for UCBs by RCS and timely completion of Audit, disqualification of members of Superseded Board, lapse of tenure of Board of Directors (BoD) of DUCBL, Udhampur and CCBL, Jammu, 97th Amendment to the Constitution, inspection reports of CCBL Jammu and UCBL, Anantnag, etc. were discussed in the meeting. However, the State Government stated that no separatist leader has been found to be receiving foreign funding. Jammu and Kashmir Assembly also witnessed noisy scenes yesterday when BJP MLAs shouted anti-Pakistan slogans demanding action against Pakistan in retaliation for the attack on a CRPF convoy in the Valley that left eight personnel dead and 21 injured. BJP legislators started shouting anti-Pakistan slogans. They even demanded bombing of militant camps in Pakistan-occupied Kashmir. There is BJP led NDA government in the centre and BJP is coalition partner in J&K Government. One cannot understand protest by BJP MLA’s in J&K Assembly. Against whom they are protesting? Are the holding protests against their own governments? The stage is likely set for a serious tussle within the BJP. Cracks are appearing in the BJP-led Central Government over the issue of Genetically Modified (GM) (transgenic) crops. The Union Ministry of Environment, Forest and Climate Change has revived a committee to consider proposals on new GM crops (Minister Prakash Javadekar bats for the technology on grounds of food security), while the Union Ministry of Agriculture has flagged serious concerns that make approval virtually impossible. With Madhya Pradesh refusing permission for field trials of GM chickpea and mustard, the stage seems set for a serious tussle within the ruling party. Last month, the State Government hosted an extravagant Vichar Kumbh at Indore, where environmentalists and Sangh parivar heavyweights vowed to steadily reverse the ill-effects of the Green Revolution on soil health. Opposition to GM crops was implicit. Transgenics are being stoutly resisted by the Bharatiya Krishak Samaj (the national level apex body of farmers), the BJP Kisan Morcha and Swadeshi Jagran Manch. All BJP Governments will likely abide by the decisions of the Vichar Kumbh. Former Delhi University vice chancellor Deepak Pental, who led a field trial of GM mustard (Dhara Mustard Hybrid 11 or DMH-11) by the varsity’s Centre for Genetic Manipulation of Crop Plants, has been demanding its clearance for commercial cultivation. Pental received a Biotechnology career fellowship from the Rockefeller Foundation in 1986. As resistance to transgenics grows worldwide, sources say an Indian nod could give a fillip to the stalled merger between Monsanto and Bayer that dominate the GM crop market. The immediate expected impact of the merger will be enhanced prices of seeds and pesticides; higher food prices to the consumer will follow. More serious concerns about GM relate to loss of natural biodiversity which could expose crops to disease. America has lost over 30 varieties of soybeans as a consequence of GM soybean. This pattern will repeat in all crops exposed to GM varieties, with long-term effects on food nutrition and food security. Anti-GM activists gatecrashed the June 20, meeting of the Genetic Engineering Appraisal Committee (GEAC) which was to decide the fate of GM mustard, and lambasted DMH-11 as a “major scientific fraud”. The GEAC has consistently not called India’s leading farmer body, Bharatiya Krishak Samaj, for its expert opinion, even though its president Krishan Bir Chaudhary is an internationally renowned seed expert. He is also a former chairman of the State Farm Corporation of India (now merged into the Seed Corporation of India). By all accounts, the GM mustard data wilts on scrutiny. Less than five years ago, the Chinese had carefully plotted the dragnet of the String of Pearls strategy by punting on establishing Chinese military presence in the pro-Chinese regimes of the junta-ruled, Myanmar (at Sittwe port) and on the Dragontilting regime of Mahinda Rajapaksa in Sri Lanka (at Hambantota port). These two ‘pearl ports’ alongwith the Gwadar port in the ‘allweather-friend’ nation of Pakistan was potentially strangulating India with the specter of Chinese presence, floating menacingly in the Indian neighbourhood to establish its hegemony in the region. However, dynamics of time and tide changed everything on the global chessboard with changes that force recalibration of existing bilateral equations — within a quick span of time, democracy consumed the junta-rule in Myanmar with Aung San Suu Kyi’s National League for Democracy (ideologically closer to India than China), controlling the establishment in Naypyidaw, and a decidedly pro-India Government of Maithripala Sirisena in Colombo took over from Mahinda Rajapaksa, thereby dashing the Chinese ambitions in these two, envisaged ‘pearl ports’ in Myanmar and Sri Lanka. At around the same time, the traditionally pro-India Governments of Maldives, then ruled by President Mohamed Nasheed (from the Maldivian Democratic Part [MDP]) in Male paved way, initially for Mohammed Waheed Hassan and later for the current President, Abdulla Yameen (of the Progressive Party [PP], in power since November 2013). This local change of guard was accompanied with extreme bitterness and accusations between the Maldivian political parties circumstantially, aiding a new political position to be seen, necessarily ‘different’ from the one held by the previous political dispensations, and hence, sacrificing the steadfast ‘India-first’ centricity that prevailed since the Maldivian independence in 1965. The dragon smelt a providential opportunity to ‘invest’ in, and immediately pounced upon the favourable turn of political events in Maldives, as opposed to the negative regime changes in Sri Lanka and Myanmar, as far as the Chinese were concerned. Suddenly, Maldives woke up to be the centripetal point of the great geo-political game in the Indian Ocean between the two competing blocs (India versus the Chinese-Pakistani combine) and the local Maldivian dispensation has since, milked the tactical opportunity of extracting its pound of flesh from both. This new reality is in sharp contrast to the historical India-Maldives equation that was bed-rocked on the interdependence of interests and the automatic preferential treatment afforded to each other suddenly, a ‘balance’ amongst the competing suitors was sought (naively, including the Chinese footprint in the security calculus of the region, which was earlier restricted to India). Worrisomely, President Yameen has propounded the Look East policy towards China as a major partner in his Republic Day address, while his Vice President Ahmed Adeeb confirmed, “China is one of the closest friends and one of the most development partners of important Maldives”. This is an unmistakable augury of the Chinese ‘cheque-book diplomacy’ for buying new friends, a lathe Chinese tactics deployed in poor African countries which are seeing aggressive Chinese investments. Like all Chinese investments, the diplomatic charm invariably sugarcoats the accompanying agenda of the steel of military might and strategic Chinese interests. In an unprecedented show of brewing friendship and of the strategic relations, Male witnessed a flurry and fury of Chinese President Xi Jinping became the first Chinese President to visit Male in 2014. This visit was immediately followed by the controversial replacement of In September 2014, with the successful orbit insertion of Mangalyaan, the enormous role of female scientists in the project was widely acknowledged in the Press and the public. While this story gave a ray of hope to all women who aspire to make it big in science, it failed to give a picture of the under-representation of women in the Science, Technology, Engineering and Math (STEM) fields in India. Even at the Indian Space Research Organisation (ISRO), the executing agency for the Mangalyaan project, the number of female employees in the science and technical staff team remained less than 15 per cent in 2015-2016. The Indian Academy of Sciences, India’s premier scientists’ society, can count only 81 women in its list of 1,053 fellows. This is symptomatic of the glass ceiling encountered by women in the fields of STEM. Female under-representation in sciences has been a global phenomenon. The pattern of under-representation starts from lower fe- male enrollment in higher education degrees in STEM fields. The All India Survey of Higher Education for 2013-2014, which provides gender-segregated data in fields of study, noted the female share in undergraduate STEM degrees to be very low as compared to humanities. While women comprise 52 per cent of all the students studying at undergraduate level in humanities, the percentage drops to 36 per cent for undergraduate STEM degrees, with their share declining further to 28 per cent for engineering degrees. While 13 per cent of women with undergraduate STEM degrees opt for post-graduate studies as compared to seven per cent men, the representation windles at the PhD level. Only 5.2 per cent women with post-graduate degrees in STEM continue to pursue a PhD, which is nearly half of the 9.1 per cent males who do so. Similarly, fewer women who complete their STEM degrees choose to pursue jobs in related fields as compared to men. This trend is rampant despite the average weekly wages for women in STEM fields being 100 per cent more than the average weekly wages for women across all fields. Moreover, only a marginal gender pay gap is observed in the STEM fields, providing a further incentive to women to join the field. Notwithstanding the benefits, female participation in the field continues to remain low. A number of reasons have contributed to this situation. Implicit stereotypes in the society which discourages them from participating in the STEM fields continue to exist. Moreover, societal biases add to the view of women preferring teaching positions over research roles. Further, many women, who opted out of the STEM fields have lamented that STEM jobs are not accommodative enough for women who wish to take a sabbatical or re-locate during work due to marriage or motherhood. Similarly, inadequate encouragement and information about the opportunities in STEM fields drastically affects the number of women who want to pursue careers in these subjects. The critical policy issues concerning labelling, extraction and traceability need to be addressed well in advance of commercialisation. The Union Government’s Department of Science and Technology currently runs an umbrella scheme called Knowledge Involvement in Research Advancement through Nurturing (KIRAN), which seeks to address the issues related to females in the STEM fields. The scheme provides dedicated fellowships for women in STEM fields to pursue research, alongwith provisions for developing the research infrastructure in women universities. KIRAN also includes a mobility component to allow flexibility for female scientists seeking re-location or a break from regular work. However, the impact has been limited with about 139 women benefitting from the research fellowship under the scheme. In April, the University Grants Commission announced relaxation of norms for female PhD candidates to allow for relocation or sabbaticals. In March, the Department of Science and Technology also announced the formation of a standing committee to take proactive measures to identify and correct the gender imbalances in the sector. While these are positive steps to ensure gender parity in STEM fields, the issue needs to be mainstreamed with persistent efforts from the Government. There is a need for the Government to take appropriate measures to ensure mandatory and pro-active reporting on female participation by research and academic institutions, in addition to providing more opportunities for participation. Transparency and accountability in selection and promotion policies must be ensured in all public-funded research projects with added incentives for female participation. To ensure adequate encouragement and information for women who stay away from the field due to lack of role models and perceived biases, a high-profile information campaign, highlighting women who have been successful in STEM fields should be initiated. By : r d SharMa There has been an alarming rise in traffic-related accidents involving two-wheeler riders, motorists and pedestrians, in India. One accident takes place every minute and Indian roads continue to be among the deadliest in the world. Almost one person dies in such mishaps in 3.5 minutes and at least 400 in a day. Everyday, about 1,400 accidents occur on our dangerous roads. According to the Union Ministry of Road Transport and Highways’ report, road accidents claimed the lives of 1,46,133 people in 2015 alone against 1,39,671 in 2014 and left more than half a million injured. The data also show that those killed were in the age group of 15-34 years, pointing to a calamitous loss of young lives. Hence, the risk of fatal accidents has been rising steadily, affirming the country’s status as among the riskiest in the world for road users. Delhi recorded the highest number of deaths – 1,622 on its roads last year, followed by Chennai (886), Bengaluru (713), Kanpur (665), Mumbai (611), Lucknow (526), Allahabad (479), Jaipur (476), Agra (474), Raipur (448), Pune (438) and Kolkata (422). Rural India too is not lagging behind in road fatalities. According to latest figures, 61% of deaths were reported from rural areas, which also includes national and state highways. The report also mentions that in hit-and-run cases of twowheeler riders, pedestrians and cyclists, death rate has gone up and the number of fatalities was as high as 22,566 near or inside villages. Also, since vehicles have taken over roads and streets, the space for walking and cycling has shrunk and these once leisurely, enjoyable hobbies, have become life-threatening activities. It is not only the driver’s fault that causes accidents. There are several other reasons for mishaps, the foremost being the huge growth in population and a simultaneous, enormous increase in the number of vehicular traffic which has turned the roads into death-traps. The bad conditions of roads, defective road designs, failure of civic agencies to maintain infrastructure, systemic corruption in transport departments in vehicle certification and licensing of drivers, under age and drunk driving, poor traffic management and flouting of traffic laws by road users with impunity, are other contributing factors to this dreadful malady. In spite of the steady rise in such deaths, very little has been done to check the serious menace. It will not be out place to mention that instant deaths on roads occur only when the accident is of the most fatal nature. Usually, people get seriously injured in such mishaps. If the injured road victims do not get prompt attention and timely medicare, it results in their death. This fact is confirmed by a survey conducted by an expert group some time back. It has been generally seen that a crowd gathers near the accident site, but no one bothers to take the victim to the hospital for fear of police harassment and a variety of other reasons. This task is generally left to the police who often arrive at the site of mishap late. In the meanwhile, the victim’s condition worsens due to loss of excessive blood or other medical reasons. Resultantly, the victim dies either on the spot itself or on his way to the hospital. If by sheer luck someone reaches the hospital on time, he has to cross a lot of hurdles before getting medical treatment. An FIR has to be lodged with the police first as a legal requirement. Then doctors will not operate upon him, if required for a serious head injury or otherwise, until and unless a near relative of the victim signs the prescribed undertaking authorising the surgeon to conduct the operation. The compliance of all these formalities takes considerable amount of time which sometimes costs the precious life of a person. Callous attitude At times, the condition of an accident victim is such that it does not warrant taking him to a far off hospital and only needs immediate medical help in a nearby private hospital or nursing home. However, they refuse to entertain such a case being a legal-medico one and insist that the injured person be taken to a government hospital. This, indeed, is a callous attitude and against all ethics of the medical profession. On a petition by Delhi-based lawyer Prashant Patel seeking their disqualification, the Commission issued notices to the legislators in March. The MLAs, in their reply, said the post was without any remuneration or power.After their appointment as parliamentary secretaries, the Delhi government had moved a Bill to amend the Delhi Members of Legislative Assembly (Removal of Disqualification) Act. The Bill sought retrospective exemption for the parliamentary secretaries from provisions of disqualification. Asked if India’s application was discussed, Mr. Grossi “Yes, it replied, was.”Confirming an earlier report in The Hindu that he was appointed as a “facilitator” to the new NSG Chair from Switzerland, Mr. Grossi said his appointment to speak to all 48-member countries to try and bring a consensus to the debate over non-NPT states like India was a “signifistep cant” forward.“Otherwise we could have just dropped the ball, called the discussion off, said simply there is no consensus and we all go home. Mr. Naidu said he missed an “important meeting” scheduled to be held in Hyderabad after Air India’s pilot failed to show up even after 30 minutes of the scheduled time of departure. The AI 544 flight was scheduled to depart at 1.15 p.m. from the Delhi airport. He returned home after the pilot didn’t report even by 1.45 p.m.“Air India should explain how such things are happening. Transparency and accountability are the need of the hour. Hope Air India understands that we are in the age of competition. Replying to a question by Mr Ali Muhammad Sagar, the Finance Minister said that various development projects are underway and Government is keen to turn Shehri-e- Khaas as hub of tourism activities. The Minister said that State has three distinct geographical regions-Jammu, Kashmir and Ladakh adding that every region has its own distinct characteristic and potential. “Equitable and balanced development of all the areas is overriding objective of the Government,” Dr Drabu said. “All the policies of the Government are directed towards the attainment of these objectives,” he said. DDC distributes wheel chairs among disabled The Minister further said that process and institutions have also been put in place to promote and achieve balanced development of all the areas of the State. “Government wouldn’t allow any difference with any area of the State,” he said. Giving details about various development projects and schemes, Dr Drabu said that under Dastigeer Sahab Development Expansion Project works on Masjid with an estimated cost of Rs 9.50 crore were taken up and against this Rs 8 crore have been expanded by March 2016. He said that the structure work has been completed. The Minister said that under Syed Mirak Shah Road Project (SMSRP), the acquisition process from Dalgate to Habbak having a length of 10.33 kms has been estimated to a cost of Rs. 336 crore, involving acquisition of around 332 structures. “The process of acquisition has been taken up in hand in the sectors from Khonakhan to Nowpora, Nowpora to Khanyar to Rainawari in Phase I,” he said. He said however during the 2015-16, an amount of Rs 7crore has been released to the collector under SADP for settling the claims of the House owners whose structures have been acquired and removed. The Minister said the under Martyr’s Graveyard and Naqashbandh Sahib Development Project, an expenditure of Rs 4 crore has been made on the development of the shrine. He said that illumination facility to heritage market at Zaina Kadal has been provided. He said that LAWDA has framed a project for conservation/ cleaning of Brari Nambal Lagoon, costing Rs 71.60 crore and submitted to Housing and Urban Development Department for funding. The Minister said that the construction of New Zaina Kadal Bridge is approved under CRF. He said funds to the tune of Rs 8.31 crore have been made available to the executing agency. He said that the widening of road from Aali Kadal to Nawa Kadal (Jamalatta) and from Aali Kadal to Rajouri Kadal via Sokalipora is a part of Circular Road Project. The Minister informed that the work of Khankahi Moulla beautification and development expansion project is in progress. He said that the Jhelum Beautification Project Phase-I with an estimated cost of Rs 10.17 crore has been completed. He said that the Phase-II has been taken up at an estimated cost of Rs 9.71 crore against which an amount of Rs 3.06 crore is been incurred upto last financial year and Rs 1 crore are proposed to be utilized on the project during current financial year. The Minister said that construction of City Entry Gate Project is allotted for an amount of Rs 93 lakhs and 50 percent work has been completed. He said there were some contractual issues which stand resolved by Srinagar Municipal Corporation and project is expected to be completed by the end of the current financial year. The Minister directed the officers to formulate a de- tailed paper project plan for enhancing local poultry production by the farmers which would be taken up with the Government of India for necessary funding. He said the poultry sector would bring a revolution in changing socio economic condition of the people especially in rural areas. The Minister stressed the need for augmenting existing poultry industry so that landless and marginal farmers can make their living out of poultry rearing. He was informed that 6.00 crore day-old-chicks are being imported per anum which are being kept in hatcheries at Hariparbat and Mattan. The Minister exhorted the concerned to redouble their efforts for increasing poultry production and to ensure that the import of 6.00 crore chicks is reduced by producing our own production. He directed them that the two non operational hatcheries at Sopore and Shopian are made operational. The Minister was briefed that Hariparbat Hatchery of the Department is best for chick breeding with the intake capacity of 25000 chicks but only 2300 chicks and reared at the Hatchery at present. The Minister was informed that in order to maintain Low Input Technology (LIT) Parent Stock Birds, a twin projects at Broiler Production, Poultry Project, Hariparbat and Poultry Project IPDP Mattan, for which a tentative action plan amounting to Rs 2.80 crore on account of feed and allied components has been submitted to Centre for the funds. The Minister directed the officers to keep sufficient stock of poultry birds available on the eve of Eid-ul-Fitr and on other festive days at reasonable rates. During her visit to Hari Parbhat Fort built in 1808 under the reign of Shuja Shah Durrani, the Chief Minister called for promoting the area as an exclusive tourist destination. She said pitched on a hillock in the middle of the city, the fort gives a birds-eye view of the whole Srinagar city. She called for developing facilities for tourists at the fort including a restaurant and other recreational facilities. She also called for cleaning of ponds inside the fort and keeping them humming with fresh water. The Chief Minister visited the Interpretation Centre at the Base Station of the Makdoom Sahab ropeway project and called for making the restaurant inside the premises functional at the earliest. "Considering the tight fiscal position this year, the government may improve upon the Pay Commission recommendation for basic pay to 18 per cent or at best 20 per cent," a senior official said. The 7th Pay Commission report will be effective from January 1, he said, adding that the Cabinet will decide if the arrears for the six months have to be paid in one go or in installments. A secretaries' panel, headed Cabinet Secretary P K Sinha, has already vetted the 7th Pay Commission recommendation and its report is being translated into a note for Cabinet. "It in most likelihood will come up before the Cabinet tomorrow," the official said. The government had in January set up the high-powered panel to process the recommendations of the 7th Pay Commission which will have bearing on the remuneration of nearly 50 lakh central government employees and 58 lakh pensioners. The Commission had recommended 23.55 per cent overall hike in salaries, allowances and pension involving an additional burden of Rs 1.02 lakh crore or nearly 0.7 per cent of the GDP. The entry level pay has been recommended to be raised to Rs 18,000 per month from current Rs 7,000 while the maximum pay, drawn by the Cabinet Secretary, has been fixed at Rs 2.5 lakh per month from current Rs 90,000. The secretaries' panel may have recommended raising minimum entry level pay at Rs 23,500 a month and maximum salary of Rs 3.25 lakh. While the Budget for 2016-17 fiscal did not provide an explicit provision for implementation of the 7th Pay Commission, the government had said the once-in-a-decade pay hike for government employees has been built in as interim allocation for different ministries. Police arrested immediately its driver. 37 Arrested arrested in Jammu and Kashmir for allegedly providing hawala money for "spreading" militant activities, the state government today said. "A total of 17 cases were registered during the last three years till May 12 in connection with hawala transactions," Chief Minister Mehbooba Mufti said in a written reply to a question by BJP member Sat Paul Sharma in the state Assembly. Eight cases were registered in 2013, five in 2014, three in 2015 and one so far this year, Mehbooba, who also holds the home portfolio, said. A total of 37 people -- 17 in 2013, nine in 2014, eight in 2015 and three in 2016 were arrested in connection with the cases, she said, adding over Rs 36.70 lakh, USD 900 and 33 gold coins were also recovered. Also, 116 people were arrested for possessing counterfeit currency. Fake Indian currency notes with a face value of Rs 51.15 lakh and USD 6,980 have been seized since 2013, she said. The Inquiry Officer in his inquiry report has further submitted that the question of tracing out the persons having tampered the record is an issue to be looked into by the Over 200 people lodged in J-K jails in militancy-related cases Srinagar, Jun 28 (PTI) Over 200 persons, including 36 foreigners and four nonstate subjects, are lodged in various jails in Jammu and Kashmir in connection with militancy-related cases, Chief Minister Mehbooba Mufti said today. A total of 209 persons - 169 state subjects, four non-state subjects and 36 foreigners - are lodged in militancy-related cases in various jails of the state, Mehbooba said in a written reply to a question by Independent MLA Sheikh Abdul Rashid in the state Assembly here. The Chief Minister, who holds the portfolio of Home Department, said it would not be feasible to disclose the particulars of these prisoners keeping in view their security and that of their families. As on May 30 this year, she said no person belonging to Jammu and Kashmir, who has committed an offence in this state, is lodged in any of the jails outside the state. In response to a question whether the government plans to shift the prisoners lodged in various jails outside the state to their native districts or divisions, the Chief Minister said no such proposal is under consideration. Mehbooba said the prisons department provides various facilities to the prisoners lodged in various jails of the state. The facilities provided include compulsory health screening at the time of initial lodgment as per the guidelines of NHRC, following advisories on health of inmates issued by Home Ministry from time to time and provision of medical care to the sick inmates by doctors and other paramedical staff posted in central and districts jails. Seven ambulances have been procured to shift ailing prisoners for treatment to other hospitals in case of emergency, counseling of jail inmates by psychiatric specialists at regular intervals, management of unsound prisoners in terms of Lunacy Act and sensitising jail staff and inmates about health issues and hygiene are some other facilities, the Chief Minister said. But one thing is clear that if the fard intikhab has been initially issued in the year 1984 over Khasra No.1442 projecting it as a private land and then getting the document registered without any revalidation after a period of six years prima facie makes out a strong case to doubt the record wherein the tampering has occurred. While parting with the inquiry, the Inquiry Officer has observed that it is only criminal investigation which can unfold the real module and identify the real culprits. However those who issued subsequent fard intikhabs in the year 2005 namely Mohd. Iqbal Zargar Patwari (now Naib-Tehsildar Thathri) and Madan Singh Patwari Sunjwan, Mohan Singh Patwari (presently Patwari Halqa Nonath, Tehsil and District Samba) and the Incharge Patwari Sunjwan at the most at this juncture can be charged with negligence and dereliction for having failed to peruse the entire record till it is proved otherwise. It is worthwhile to mention herein that General Administration Department in the year 2008 had appointed Sudhanshu Pandey (IAS) the then Divisional Commissioner, Jammu as Inquiry Officer to probe the alleged hushing up of Chatta Sunjwan Land Scam and the said officer had been directed to file his inquiry report within 15 days. However Sudhanshu Pandey (IAS) failed to finalize the inquiry and subsequently Prof. S.K. Bhalla filed a Public Interest Litigation seeking reopening of the entire issue. The Division Bench looking into the callous attitude of the inquiry officer directed the then Divisional Commissioner, Jammu to enquire into the matter and submit his report to the Court. Accordingly Shantmanu (IAS) the then Divisional Commissioner, Jammu conducted enquiry into the matter and came out with mind boggling revelations confirming tampering of revenue records particularly in Khasra No.1442 wherein the land falling under said Khasra Number measuring 20 Kanals 15 Marlas was shown as private land when the land was actually State Land. The inquiry officer held that tampering has been done in the revenue records and recommended criminal investigation to unearth the fraud. Based on the inquiry report of Shantmanu (IAS), the General Administration Department on the opinion of Law Department referred the matter to the Inspector General of Crime for a thorough probe into the matter and departmental action was also recommended against the erring revenue officials. (CNS) Member of J&K Constituent Assembly Jeelani passes away Srinagar, Jun 28 (PTI) Peerzada Ghulam Jeelani, veteran political stalwart and member of Jammu and Kashmir Constituent Assembly, has died at the age of 91 after a brief illness. "Jeelani sahib was not feeling well for some time and died in peace at his Pampore residence last evening," a family member said. Born on September 24, 1924 at Pampore, Jeelani was the member of the Constituent Assembly and was then elected to Lower House of J&K Legislature in 1957 on National Conference ticket. He retained the seat in 1962 and from 1967 to 1972, he was member of the Legislative Council. Jeelani, after remaining active with National Conference, had switched for a brief stint to the Congress. Jammu and Kashmir Assembly, which is in session, paid rich tributes to the deceased leader for his contribution in public life. Soon after the House met today, Speaker Kavinder Gupta detailed the political career of Jeelani and said that his contribution is huge. The Lawmakers observed a twominute silence as a mark of respect for the departed soul. Chief Minister Mehbooba Mufti condoled the demise of Jeelani and lauded his contribution in the religious, social and political spheres of the state. She said his immense contribution in social and economic uplift of his people would be remembered for long. CYM K CYM K 12 JK convoy ambushes: 15 troops killed in last one year New Delhi, Jun 28 (PTI) Fifteen troops have been killed and over 60 injured in half-a-dozen militant attacks on convoys or road opening parties of central security forces in Jammu and Kashmir in the last one year. As per a Home Ministry report, militants have attacked security forces with precision in the last one year. Despite launching only six such hits, they inflicted fatal injuries on 15 soldiers from BSF and CRPF while injuring 63 of them.In all these cases, there was an element of surprise as the militants targeted the convoys that have remained vulnerable while they travel within the state, unleashing heavy fire from automatic weapons, it said. The report also suggested that security agencies, as per an intelligence assessment, fear that attacks like the last week's ambush of a CRPF convoy in the Valley could see an upward trend in the coming months. A total of four terrorists were killed by the security forces as part of their retaliatory action after the strikes during the said period, the report said. The Border Security Force lost two of its men when militants targeted their bus in Udhampur district in August last year followed by a similar assault on a CRPF contingent in Bijbehara where 5 personnel got injured.The militants targeted a Central Reserve Police Force convoy at Pampore in February this year killing 2 men of the paramilitary and injuring eight others. Similarly, on June 3, militants ambushed a BSF party in Bijbehara in Anantnag district when they were on a routine movement killing three troopers. Nine BSF men were injured in this attack. On June 13, a lone militant targeted a security force picket in Karal nullah area of Udhampur district. Prompt response from the CRPF troops neutralised him but not before he had killed three people including a civilian. The last in the series was the attack on the CRPF bus in Pampore on June 25 where two terrorists killed eight personnel and injured 22. Meanwhile, security forces have now decided to "tweak" their standard operating procedures in the wake of these incidents, with the CRPF declaring that they will provide an enhanced bullet-proof security cover to its men travelling in convoys. The efforts include providing armour plates to vehicles, using mine protected vans after withdrawing them for anti-Naxal operations to other states and increasing the use of bullet-proof jackets by troops. CRPF Director General K Durga Prasad had yesterday said the force will enhance vehicle checks in the Valley in coordination with JK police to identify terrorists travelling undercover, well in time. Come clean by Sept 30: Jaitley to black money holders New Delhi, Jun 28 (PTI) Offering black money holders one last chance to come clean, Finance Minister Arun Jaitley today said information on assets disclosed during the one-time compliance window will not be shared with any other authority. Jaitley, who met industry chambers, CAs and tax professionals to clear any misgivings about the four-month compliance window provided to domestic black money holders to pay their taxes and escape harsher penalties, said there will be no extension of the scheme. "People who have (undisclosed) income and have stayed outside the income tax net, this is the last chance to declare them and sleep peacefully," he told re- porters after the meet. Black money holders who do not avail of the government's offer and continue to hide wealth will be shown "consequences" of doing so, he said. "There is a... (new black money law) and whosoever comes within its purview will be told about consequences (of holding black money)," he said. The minister said any declaration made under the law will be protected. "That information is not to be shared with any other authority. It won't be made public, it won't be shared with anybody." The Income Declaration Scheme or IDS, which opened on June 1, allows domestic black money holders to declare ill-gotten wealth, pay a total of 45 per cent in tax and penalty and escape prosecution. "The com- pliance will remain open from June 1 to September 30 and people who have such (undisclosed) income, which has not come under assessment they can disclose such incomes and legitimise by paying 45 per cent tax and penalty," he said. The meeting called to popularise the scheme and get best results, was also attended by Commerce and Industry Nirmala Minister Sitharaman, Power and Coal Minister Piyush Goyal, Oil Minister Dharmendra Pradhan and Minister of State in Prime Minister's Office Jitender Singh. "This is not an immunity scheme. Immunity scheme is one where there is no penalty. In IDS there is penalty," Jaitley said adding the Income Tax Department may come out with a third set of clarifications on the scheme in form of frequently asked questions (FAQ) based on inputs from today's meeting. The trade bodies, he said, have suggested that the tax should be allowed to be paid in installments. "We will consider this and we will come out with FAQs." "We have nothing to do with any investigation under any law but any declaration made under this law is protected. That information is not shared with any other authority. It won't be made public, it won't shared with anybody," Jaitley said. "In such disclosures we do not ask for source of income and no enquiry takes place." Today's meeting was called by the Revenue Department as well as the Central Board of Direct Taxes (CBDT) with in- dustry chambers, trade bodies, CAs and tax professionals to discuss the income disclosure scheme. "We are taking this as a campaign, as a mission mode and the professional bodies and trade organisations, we have taken their suggestions. We will come out with a third FAQ. We expect that anyone who has such income they disclose it and legitimise their income and assets," he said. Government ministers as well as CBDT officials will be travelling throughout the country to educate people about the scheme, so that maximum number of people avail of it, he said. Prime Minister Narendra Modi had earlier this week warned that the black money holders to take advantage of the scheme or face action. "It will be better that you take ad- vantage of the window provided and save yourself from the difficulties that you can face after September 30," he said. The four-pronged strategy prepared by the CBDT for the success of the scheme, includes single point contact to ensure confidentiality, setting up of facilitation centres across the country, giving wide publicity and monitoring at the highest. Government has promised that there will be no inquiry into the source of the undisclosed income and assets if declaration is made voluntarily. In order to give wide publicity, the CBDT has also suggested putting up posters about the Income Declaration Scheme2016, at places frequented by potential declarants, like club houses, posh markets, showrooms of high end products. Kiru HE Project Got Environment Clearance Fin Min, Mian Altaf spar in LA Jammu, JUNE 28: In a major development, the Union Ministry of Environment, Forests and Climate Change (MoEFCC) has accorded environment clearance to 624 MW Kiru HE Project in J&K State. The forest clearance for the project has already been accorded by J&K State Government on 19.05.2016. Techno-economic appraisal (TEA) for the project has also been accorded by Central Electricity Authority on 13.06.2016. It is considered as a major achievement of Chenab Valley Power Projects (CVPP) Ltd. which took over the project from NHPC in June 2013 and within a period of almost three years it obtained all the major clearances for the project. CVPP is a joint venture amongst NHPC Ltd, JKSPDC and PTC India Ltd. established in 2011 to harness the vast hydro power potential of J&K State. In addition to the Kiru Hydroelectric Project, CVPP Ltd. also envisages the implementation of Pakal Dul Hydroelectric Project (1000MW), Kwar Hydroelectric Project (540MW) and Dulhasti (StageII) Hydroelectric Project (550MW) in Chenab River Basin. Today about 2.30 PM accused Yasir Alfaz was produced in the court in tight security and SHO Police Station Janipur Virender Gupta has filed an application seeking remand of accused to the judicial custody for 15 days. Principal Sessions Judge Jammu Mr. Sanjay Gupta after hearing CPO Jawaid Ahmed Kahwaja appearing for the police and after perusal of the CD File observed that the investigation in the case is in progress and severe accusation has been leveled against the accused person. Court further observed that the prayer of police seems to be genuine and in accordance with law and ordered that accused is remanded to the Judicial custody for 14 days and is ordered to be sent to Central jail kot-Bhalwal Jammu. Court also directed Supt Central Jail shall keep the accused in safe custody, so that no untoward incident may take place. It is worthwhile to mention here that if police failed to complete the investigation today and produced the challan tomorrow, the accused shall be released. According to the section 497-B CrPC, the accused shall be released on bail if investigation is not completed within two weeks. JNF Kashmir State. The project envisages construction of a 123 m high concrete gravity dam with four intakes, four pressure shafts, an underground powerhouse of 4 units of 156 MW each to generate 624 MW of hydro power. This is a runof-the-river scheme. The catchment area of the project is 10225 sq. km. Total land to be acquired for project is 179.78 ha, out of which 82.05 ha is forest land, 51.37 ha is government land and 46.36 ha is private land. Length of reservoir shall be 6.5 km with an area of 1.03 sq.km. The Environment Clearance was issued by MoEFCC on 24th June 2016 as per the recommendations of Expert Appraisal Committee (EAC). The public hearing of the project was conducted by J&K State Pollution Control Board in November 2015. The Environmental Management Plan (EMP) as approved by MoEFCC with a total cost of Rs. 162.43 crores envisages deprovisions for tailed Biodiversity Conservation & Management, Catchment Area Treatment, Compensatory Afforestation, Fisheries Development, Solid Waste Management, Energy Conservation, Muck Disposal, Reservoir Rim Treatment, Disaster Management, Rehabilitation and Resettlement, etc. The implementation of EMP shall be monitored by the Northern Regional Office of MoEFCC on regular basis. A multi-disciplinary Committee (MDC) for monitoring the implementation of environmental safeguards during construction shall also be constituted. The total cost of project is about Rs. 4640.88 crores and is likely to be completed in 54 months. The overall benefits of project to the State shall include a share of 49% power from the project besides 12% free power to State and 1% free power towards Local Area Development Fund (LADF). However, infusion of large quantum of money and development of infrastructure resulting in overall socio-economic development of the area shall be an additional benefit. No. 04 CD Hospital Complex, Bakshi Nagar, Jammu before the Governor’s Secretariat and Crime Branch revealed that the complainant met one Amarjeet Singh Lakha who told him that his partner namely Kuldeep Singh Manhas is getting his sons adjusted in the Police Department out of the discretionary quota of DGP J&K for which he has to pay an amount of Rs. 4.00 lacs, out of which Rs. 2.00 lac, in advance, has been paid to one Ashfaq Ahmed Wani, PA to DGP. On this the complainant asked Kuldeep Singh Manhas to fix his meeting with said Ashfaq and accordingly Kuldeep Singh Manhas took the complainant to Police Line where the said Ashfaq Ahmad came out of his office and told the complainant that there are certain vacancies in the discretionary quota of the DGP which are not to be advertized and assured a job in lieu of Rs. 2.00 lacs each. He further told that the proposal is ready and their names shall be included and the list will be out within fifteen days. It was further alleged that the complainant and his friend Omkar Singh R/o Chasana, Reasi paid Rs. 2.00 lacs each to said Ashfaq Ahmed Wani through Kuldeep Singh Manhas S/o Late Angrez Singh Manhas R/o Durga Nagar, Jammu. However, after receiving the money neither they were provided the job nor the many taken was returned. On repeated contacts said Ashfaq Ahmed Wani told that he had got no money and that they can claim their money back from Kuldeep Singh Manhas, as such all the accused have cheated etc. On the receipt of these complaints, a preliminary verification was initiated in Crime Branch, Jammu and during the course of verification, it was found that complaint had paid the money through cheque No. 026629 dated 30.07.2014 amounting to Rs. 1.40 lac and No. 026630 dated 30-07-2014 amounting to Rs. 0.40 lac for the purpose. It was also found that one Ashfaq Ahmed Wani S/o Retd. S.I Ghulam Nabi Wani R/o Tral, Awantipora, Distt. Pulwama personated to be the P.A of D.G.P J&K and allured and cheated the complainant and his friend with the connivance of Kuldeep Singh Manhas S/o Lt. Angrez Singh Manhas R/o Suryavanshi Vihar Lower Roop Nagar, Jammu and Amarjeet Singh Lakha S/o Late Om Parkash, R/o 198, Resham Ghar Colony, Jammu solely in order to cheat them and cause them wrongful loss by misappropriating the money. The omissions and commissions, therefore, on the part of Ashfaq Ahmed Wani S/o Retd. S.I Ghulam Nabi Wani R/o Tral, Awantipora, Distt. Pulwama, Kuldeep Singh Manhas S/o Lt.
