Home Minister Rajnath
Singh today reviewed the

security forces to intensify

NC, BJP members clash in Assembly over security situation
Srinagar, Jun 28 (PTI)
Members
of
National
Conference and ruling BJP
clashed in Jammu and Kashmir
Assembly today over the security
situation in the wake of attack on
CRPF convoy, with the opposition
party demanding to know what
steps were being taken to deal with
the growing violence. NC members later staged a walkout as their
demand went unheeded. As soon
as the House assembled for the
day, NC MLAs wanted to speak on
the security situation, which according to them was "deteriorating". The opposition members referred to the recent incidents of violence in the state including the
deadly Pampore attack on last
Saturday that left eight CRPF personnel dead and 21 injured.
"We are in the session (of the
Assembly) and the government
must come out with a statement,"
NC member Devender Rana said.
He also took on BJP, which shares
power with PDP in the state, for demanding "attack" on militant
training camps across the border
in Pakistan. Accusing BJP of creating "war hysteria", he said the
ruling party was indulging in "jingoism" and "playing to the gallery
instead of spelling out measures to
combat violence. Asserting that
war is not a solution, Rana said the
state, especially the areas adjoining the Line of Control and
International Border, braved the
brunt of shelling from across the
border two years ago. "Bullets are
fired here, not in Nagpur," Rana
said in an apparent reference to
the RSS headquarters. Rana's
comments infuriated BJP MLAs
who shouted him down and created din. Speaker Kavinder Gupta
intervened, saying the central
government was capable of defeating the Pakistani designs in
Jammu and Kashmir. "For a moment, BJP is forgetting that it is in
government, both in the state and
at the Centre," Rana said. The NC
MLA also took a jibe at PDP and
wanted to know its response over
the alliance partners "war yells
and talk of air strikes" in the
neighbouring country. "What is
the response of the party that believed in 'Goli Se Nahi Boli Se (not
bullet but by dialogue issues can
be resolved)," he said and asked
whether the PDP had "surrendered its basic principles for lust
of power". Rana said war is no solution to problems as world history stands testimony to the fact that
all issues have been resolved on
negotiating table. "Jammu and
Kashmir has witnessed havoc in
the border skirmishes in the past
and therefore tendencies of getting into eyeball-to-eyeball situation with the neighbouring country need to be eschewed," the NC
member said. To ensure this, the
BJP, being partner in the government in J&K and ruling the country has more responsibility," he
added. The NC MLAs then staged a
walkout while shouting slogans
against the government. Later,
two ruling PDP MLAs Javed
Hassan Beig and Mohammad
Abbass Wani also staged walkout,
expressing dissatisfaction over
the government's reply to the latter's question about rehabilitation
of Ponywallas in Gulmarg tourist
resort. Wani had asked the government about the steps taken by it to
rehabilitate the Ponywallas
whose livelihood was affected by
the setting up of Cable car at the
tourist resort. Beig wanted to ask a
supplementary to the question on
the grounds that Gulmarg tourist
resort was also affecting part of his
Baramulla constituency.
However, the Speaker did not
allow Beig to speak, prompting the
two PDP MLAs to walk out from
the House. Opposition NC MLA
from Pahalgam Altaf Kaloo also
walked out after the government
did not respond to his question
whether there was any proposal to
start a Cable car project in the
south Kashmir tourist resort.

Govt orders probe into Humhama
land grabbing issue
Srinagar, Jun 28 (PTI)
Jammu and Kashmir government
today ordered an inquiry into allegations of land grabbing at Humhama in
the outskirts of the city here. The inquiry was ordered after MLCs in
Jammu and Kashmir Legislative
Council, cutting across party lines,
created ruckus in the House and demanded formation of a House
Committee to probe land grabbing at
Humhama by some influential persons. Peoples Democratic Party (PDP)
MLC Saifuddin Bhat, who raised the issue in the House after the Question
Hour, said around 200 Kanals (10
hectares) of Kahchari (state land) has
been illegally occupied at Humhama,
but the state government has failed to
retrieve it causing huge losses to its exchequer. The government should
probe this issue and retrieve the land,
he demanded. Bhat was supported by
his party colleague Yasir Reshi, who
demanded constitution of a House
Committee to probe all such cases of
land grab, saying it is a serious issue
which needs the attention of the
Jammu and Kashmir
Power Development
Department has come in for
sharp criticism from the
Comptroller and Auditor
General for allegedly allowing the arrears on electricity
charges to accumulate to
whopping Rs 2,000 crore during the last four years. "Lack
of any serious measure for recovery of arrears can be
gauged from the fact that the
arrears of electricity charges
(EC), including electricity duty (ED), accumulated from Rs
1,220.18 crore in April 2011 to
Rs 2,092.41 crore at the end of
March 2015," the CAG said in
its report which was tabled in
the state Assembly here.
Of these arrears, it said
Rs 1,015 crore pertaining to
state government depart-
ments (other than corporations and bodies) had been
waived by the government
pursuant to a cabinet decision
(March 2013), thereby leaving
Rs 1076.78 crore recoverable
as of March 2015. The report
said the actual realisation of
revenue was still significantly less than the budget estimates. "During the period
2010-11 to 2014-15, the shortfall
ranged between 19 per cent
and 34 per cent," it said. The
report criticised the state
Power Development
Department (PDD) for its failure to implement the four recommendations contained in
the report in 2010 and focused
on improving internal controls, demonstrating efficient
enforcement for proper realisation of energy charges and
electricity duty. On non-levying of ED on sale of electricity,
the report said "five years
down the line, neither had
any exemption been granted
to PDD from payment of electricity duty to the Power
Development Corporation
nor any ED been charged on
sale of power during 2010-15
resulting in loss of Rs 1,194.13
crore. "The department had
also not initiated steps for recovery of ED of Rs 259.13 crore
pointed out previously," it
said. On shortfall in electrical
inspection and levy of fee, the
report said the deficiency had
not been addressed during the
period 2010-15. "No periodical
inspection had been carried
out resulting in further loss of
Rs 1.25 crore for about Rs 12.66
lakh installations existing at
the end of March 2010," the report said. As per the information collected from seven subdivisions, the CAG said the
number of disconnected installations stood at 977 with
an outstanding power
charges of Rs 31.94 crore with
an ED implication of Rs 7.02
crore, which was recoverable
as of July 2015.
"None of the cases has
been referred to land revenue
authorities for recovery," it
said. Out of outstanding ED of
Rs 7.55 crore payable by Salal
Hydroelectric Power Station
Jyotipuram for the cost of energy supplied (1998-2010), Rs
4.44 crore had been recovered
between 2011 and 2014, leaving a balance of Rs 3.11 crore
recoverable as of March 2015,
the report said. It said though

an internal audit wing was in
operation in the department,

House. The demand for the House
Committee was supported by most of
the legislators cutting across party
lines. Congress MLC Ghulam Nabi
Monga, BJP's Vinod Gupta, National
Conference's Bashir Ahmad Veeri also
supported the demand.
State land had been encroached,
but unfortunately the governments
over the years have failed to retrieve it,
Monga said, adding influential people
are involved in the land grabbing
which needs a thorough probe. The
government has been assuring the
House from time to time that an inquiry would be conducted but so far
there is no conclusion or any report
about the encroachments, Veeri said.
There is a need to set up a House
Committee to probe the land grabbing,
he said, adding the legislators were the
"custodians of the state property" and
it was their right to protect those.
However, Chairman Anayat Ali did
not accept the demand of constituting a
House Committee and asked the members to listen to what the government
had to say on the issue. Minister for

GOF Staff Reporter
SRINAGAR, JUNE 28:
Jammu, June 28:
Minister of Cooperatives
Tsering Dorjey, during his
sitting at BJP office at Kachi
Chawni, listened to the grievances of the people drawn
from different walks of life,
mostly concerned with the
Cooperative Societies and the
department.
Cooperative
Most of their complaints related to non-functioning of cooperative societies and entities. They also pointed out
non-serious attitude towards
care & maintenance of properties of various cooperative
societies like Super Bazar,
Federations etc. A deputation
from
Tawi
Inderwal
Marketing Society, Phallain
Mandaal, expressed their
grave concern over the poor
state of the super bazaars and
other concerned cooperative
organizations in their area.
Tsering Dorjey, while giving
patient hearing to the deputations and the individuals,
said that the previous governments in the state had neglected
the
Cooperative
Societies which, once were
pride of the cooperative
movement in the state and
had allowed them to become
defunct. He further said that
the cooperative movement
was originally meant to eliminate the middle man between
producers like agriculturists
and the consumers thereby
ensuring fair return to the
producers for their labour
and efforts. The previous governments lost the sight of
these lofty considerations
and allowed the cooperative
movement to become dead.
Tsering Dorjey said that present government is committed
for the revival and rejuvenation of the cooperative movement and make it vehicle for
the social progress. He said
that various litigations in the
court of law are also being
pursued, mostly sorted out
and it is hoped that the whole
system in the Cooperatives is
stream lined soon. BJP State

SADN condemns Govt for not granting
national minority status to Sikh community
GOF Staff Reporter
Jammu, June 28:
Shiromani Akali Dal National (SADN) in a meeting held at
Gadhi Garh Jammu strongly condemned the Govt for not finding out the way for the extension of National Minority Act of
1992 of India in the State thereby, depriving the minorities of the
State for their legitimate benefits due under this act. Prof.
Amrik Singh Saathi General Secretary (SADN) expressed his
serious concerns and critized the coalition govt. for not taking
the cognizance of this legitimate demand of granting minority
status to Sikhs and other minority communities of the State despite of the fact that the same has been kept in alliance agenda.
He said that Sikhs in state are an ethnic microscopic minority
having distinct faith, religion and culture and have served the
people of state to the best of their ability. He said that none of the
dispensation of state and even political parties who proclaim to
be democratic and secular have so far not taken any notice of
this fundamental and vital issue concerning Sikhs community
in the state. He further said that Sikhs are lagging behind in
Socio-Economic and Political field and are being discriminated
in every sphere thus feeling badly isolated and alienated. They
have no representative character in State legislature to represent their legitimate and genuine aspirations resulting in they
are being denied representation in various statuary bodies. He
reiterated that Punjabi language has not been given its proper
place so far despite of a cabinet order issued in 2001 and Punjabi
teachers are not being appointed even against available vacant
sanctioned posts. He drew the attention of Chief Minister and
her govt. towards the statement given by Sajid Ghani Lone
Minister for Social Welfare on 23-06-2016 on the floor of house in
response to a demand raised by BJP Legislature for setting up of
minority commission and declaration of Sikhs and Hindus as
minorities in the state. While setting aside the above said demand of BJP legislature the minister clearly admitted in the
house on behalf of State Govt. that it is not for the state but the
Central Govt. has the prerogative to declare the minorities and
we have only to follow the national criteria in this regard and
added that Sikhs are already religious minority declared by
National Minority Commission of India. He urged upon the
Minster and his govt. to declare Sikhs and others as minorities
under the national Minority Act Of 1992 and make way for its extension to the State either by ratifying the same in the State
Legislative Assembly or requesting the President of India to issue an ordinance in this regard as the NCM of 1992 has no jurisdiction over the state under article 370.

Govt least concerned about addressing JMC strikes on illegal reharies
genuine issues of daily wagers: Saroori operating outside Rehri zones
GOF Staff Reporter
Srinagar, Jun 27:
Over the years, more than
61,000 casual and need-based
employees have been engaged
in various government departments across J&K, the
government said. In a written
replying to a question posed
by Congress MLA, G.M
Saroori, the state Finance
ministry stated that 61,446 casual/seasonal /need-based
employees were engaged in as
many as 31 government departments. The reply also stated that at present wage rate of
such workers was Rs 150 per
day however in some departments, the need-based and
part-time workers were being
paid consolidated wages at
varying rates. The matter has
been one of the major concerns for the successive governments as scores of such
employees time and again are
seen protesting either for not
being paid for months, or demanding their regularization.
When questioned what steps
were being taken for permanent absorption of this huge
workforce, the reply stated:
“To address the issue of regularization in respect of NeedBased and Casual Labourers
(CLs), a committee (vide order
no. 65-F of 2016 dated 03-032016) has been constituted in
pursuance
to
State
Administrative Council decision, to look into the
extent/magnitude of problems relating to casual workers i.e. financial, legal and administrative that may arise in
regularization of such employees and to work out an appropriate policy outlining all possible options in this regard.”
The reply also gave a department-wise number of such employees with Public Health
Engineering-Irrigation and
Flood Control (PHE/I&FC) department alone employing
23711 followed by Forest
(7171),
R&B
Department
(6692), Agriculture production
(4383) and Housing and Urban
Development (3922). After the
state government imposed a
blanket ban on appointment of
daily wagers in 1994, these people were engaged by various
departments under different
names such as casual workers
and need-based workers.
Congress lawmaker G. M
Saroori said, “It is unfortunate that the government is
the least concerned about addressing the genuine issues of
62,000 workers. For them,
Diwali, Holi, Eid and all other
festivals hold no meaning as
they do not have money to celebrate the occasions. They
have been denied salary on
one or the other pretexts," said
Saroori.

Jammu and Kashmir. He said that the political culture and climate of Jammu region has
no match with the political climate with the
geographical and social environment of
Kashmir Valley where as Ladakh and Gilgit
form quite a separate cultural and geographical identity. Prof. Bhim Singh said that Treaty
of Amritsar has become obsolete and cannot
keep Jammu and Kashmir State in one form in
the 21st Century. Prof. Bhim Singh called on
the people of different regions of the state to
study the reorganization of J&K state formula
in depth. The scientific resolution of J&K is
only reorganization in basis of social, geographical, linguistic and cultural identities.
He said that Article 370 should be amended
and the parliament has power to do so to integrate entire J&K with the Union of India to end
discriminatory provision of Article 370 which
has given no authority to parliament to amend
Article 370. He said that provision is totally
against the letter and spirit of the Constitution
of India as the Parliament has absolute power
to amend any provision of the Constitution of
India. Article 370 was a temporary provision
and ordinary majority can remove that black
spot from the Constitution. Prof. Bhim Singh
called on the Parliament of India to reorganize
J&K by exercising its power under article 370

abuse or ferocious symptoms
which defied the theory of psychiatric problem. Expressing
skepticism over the State
govt’s flip flop over the constitution of a medical board to
carry out the medical examination of the accused to ascertain his mental health, Mr.
Singh lambasted the State government and BJP in particular for shielding and providing immunity to the accused
by towing the Kashmir centric
agenda for the crumbs of power.
Harsh Dev Singh further
expressed grave concern over
the growing militancy in the
state which had recently
claimed eight more lives besides injuries to several others. He regretted that the situation was fast reverting to
nineties and attributed the
same to soft approach of the
BJP – PDP coalition towards
separatists and anti nationals.
He said that separatists were
not only being allowed to hold
seminars
in
anti-India
Kashmir but also allowed to
join the functions of Pak High
Commission in New Delhi.He
deplored the govt. inaction towards the disruptive tendencies of separatists and other
anti national elements in
Kashmir who were raising pro
Pak slogans, Pak flags besides
ISIS flags on a regular basis in
Kashmir besides attempting
to vitiate communal harmony
in Jammu region.
Balwant Singh Mankotia,
while flaying the political incompetence of the BJP, deplored that rather than raking
up genuine and legitimate issues of the public, the Saffron
MLAs indulged in ridiculous
clamouring inside the legislature over their salary, CDF,
plots, powers thus making a
mockery of themselves. He
said that the Saffron party
which would create hue and
cry over such incidents while
in opposition had now been
clandestinely pushing the
State and Jammu region in
particular towards turbulence
and destruction. He said that
the criminal silence of the BJP
had unveiled its pusillanimous, perfidious and servile
character for which it would
have to pay a heavy price in
the coming days.

immensely.Terming it illogical, President DAK Dr Nisar ul
Hassan in a statement said that
engagement of specialists as
administrators has deprived
people, particularly in far flung
areas, of specialist care.It
makes no sense to assign a job
to a person for which he/she is
neither qualified nor trained.It
is sheer waste of talent and
skill. Critical care specialists

sible for deaths of emergency
and trauma patients in peripheries and ironically they have
been posted as administrators. These specialists all
through their training are
taught how to deal with patients and when they finish
their training they are given an
altogether different job. Huge
amount of public money is
spent on these specialists to
mitigate the sufferings of
peopleIt is after years of drudgery and commitment that a specialist is produced and all his
hard work goes down the drain
when he is asked to do a thing
which he is not meant for..“It is
like asking a mason to do a carpenter’s job.”Hospital administrator has to be qualified and
trained for hospital administration which is a different
field. As well as managing dayto-day business of health services, medical administrators
have to oversee budgets, manage clinical workforces, oversee clinical support services
and manage capital invest-
ments.
Understandably specialists like surgeons and anesthetists fail to deliver as administrators as a result of which
there is complete mess in
healthcare due to mismanagement.Shortage of doctors, especially specialists in peripheries
is created because of this poor
policy and bad planning. Also,
concentration of doctors in city
hospitals leaves rural hospitals
deficient of staff. The traditional recruitment process which
is tedious and lengthy is compounding the issue. Because of
the flawed recruitment practice, 4000 posts of doctors and
paramedics are lying vacant
for years now.

The proposal received

some strategic Indian cities
particularly of J&K state e.g.
Katra and Jammu; being the
only department in state of
J&K imparting Architecture

research activities, academic
activities & students work in
the past is the true testimony of
the same. Thus, this special department of SMVDU has created a strong niche for itself in
the very short span of its existence nationally and internationally, owing to its standards
and quality of education/graduate students. Pertinently, it
attracts the best rankers from
among the country wide students comparatively to other
Architecture
colleges/schools/universities
in neighbouring states. With
such constant committed efforts of authorities, faculty and
students, the department is
proceeding towards likely increase in intake and commencement of post-graduate
programs in Architecture and
landscape design, sooner.Such
dialogues exchange particularly at international level are a
huge success and a great learning curve as such exposure to
Architectural & urban infrastructure of a place too in addition to conference learnings
greatly effects the wisdom and
content of young Architect’s
professionals and has a positive impact on their class deliverability in addition to the legitimate continuous academic
and research progress for academicians.

Reckoning with the lone wolf
Relook Pak Policy
By : r. k. raghavan
After killing of CRPF Jawans by militants in
Pampore, BJP leaders in Jammu and Kashmir are demanding stern action against Pakistan and even have
demanded bombing of Pak Occupied Kashmir. Jammu
and Kashmir Assembly also witnessed noisy scenes yesterday when BJP MLAs shouted anti-Pakistan slogans
demanding action against Pakistan in retaliation for
the attack on a CRPF convoy in the Valley that left eight
personnel dead and 21 injured. BJP legislators started
shouting anti-Pakistan slogans. They even demanded
bombing of militant camps in Pakistan-occupied
Kashmir. There is BJP led NDA government in the centre and BJP is coalition partner in J&K Government.
One cannot understand protest by BJP MLA’s in J&K
Assembly. Against whom they are protesting? Are the
holding protests against their own governments? State
BJP leaders are saying that it was time the Centre directed the security forces to attack and destroy militant
training camps across the border in Pakistan. The
Centre and the state government should adopt a proactive policy to flush out and eliminate all terrorists in
Jammu and Kashmir. Instead of adopting a soft approach towards terrorists, the Centre and the state government should adopt a decisive and pro-active policy
and formulate an action plan to flush out and eliminate
all militants in the State of Jammu and Kashmir.
Enough is enough. The time has come when our forces
should be asked to attack and destroy the militant training camps across the border. It is the time that government shall withdraw security cover provided to separatist leaders who are openly speaking against the country. There is no justification for providing security to
people who dance to the tune of foreign agencies and
work to destroy the country. Providing security to these
unscrupulous elements is a burden on the national exchequer and against the interests of the nation. It is the
time government should relook at its policy towards
Pakistan.
It is important to bring about greater
coordination among countries and chalk
out a strategy to exploit the fault lines between terrorist groups such as the
Islamic State and al-Qaeda. One question
uppermost in many minds since last
week is whether Brexit will have an impact on the fight against terror. There is
nothing to suggest that when Brexit becomes a reality, the British resolve to
counter jihad and all that goes with it will
be greatly diluted. But then, the country
will have to contend with a possible disruption of international law enforcement networks and its effect on counterterrorism. There is one view that in isolation from the rest of the present
European Union (EU), Britain may actually be better equipped to deal with infiltration of jihadist elements through
stricter border control and monitoring of
traffic from the EU countries, which
have had a considerable influx from West
Asia last year. All this is in the realm of
speculation. Much will depend on the
course terrorism takes in the next few
years. In this context, one cannot ignore
how Hafiz Saeed, the Jamaat-ud-Dawa
chief and mastermind of the 26/11
Mumbai attacks, has reacted to Brexit. In
his view, the U.K. was now paying for its
past sins, especially the support it lent to
the U.S. and other European nations in
working against supporters of ‘jihad’. In
a public address in Faisalabad, Pakistan,
a few days ago, Saeed is learnt to have appealed to his followers to step up their
campaign with a view to seeing “the end”
of other nations like France, Germany
and Italy as well. New-age decentralised
terrorism. The U.S. State Department’s
annual Country Reports for 2015 released
a fortnight ago highlights the growing decentralised and diffused nature of terrorism globally. Gone are the days of alQaeda’s undisputed leadership. It is certainly present in many regions, but with
much less authority and spread. The
Islamic State (IS) has undeniably stolen a
march over it with its magnetic appeal,
Madhya Pradesh breaks with Modi; resists GM
By : Sandhya Jain
While Sangh parivar heavyweights
and farmers' bodies have opposed GM
crops, the Modi Government’s environment Ministry is batting for trasgenics.
The stage is likely set for a serious tussle
within the BJP. Cracks are appearing in
the BJP-led Central Government over
the issue of Genetically Modified (GM)
(transgenic) crops. The Union Ministry
of Environment, Forest and Climate
Change has revived a committee to consider proposals on new GM crops
(Minister Prakash Javadekar bats for
the technology on grounds of food security), while the Union Ministry of
Agriculture has flagged serious concerns that make approval virtually impossible. With Madhya Pradesh refusing
permission for field trials of GM chickpea and mustard, the stage seems set for
a serious tussle within the ruling party.
Last month, the State Government hosted an extravagant Vichar Kumbh at
Indore, where environmentalists and
Sangh parivar heavyweights vowed to
steadily reverse the ill-effects of the
Green Revolution on soil health.
Opposition to GM crops was implicit.
Transgenics are being stoutly resisted by
the Bharatiya Krishak Samaj (the national level apex body of farmers), the
BJP Kisan Morcha and Swadeshi Jagran
Manch. All BJP Governments will likely
abide by the decisions of the Vichar
Kumbh. Former Delhi University vice
chancellor Deepak Pental, who led a field
trial of GM mustard (Dhara Mustard
Hybrid 11 or DMH-11) by the varsity’s
Centre for Genetic Manipulation of Crop
Plants, has been demanding its clearance for commercial cultivation. Pental
received a Biotechnology career fellowship from the Rockefeller Foundation in
1986. As resistance to transgenics grows
worldwide, sources say an Indian nod
could give a fillip to the stalled merger
between Monsanto and Bayer that dominate the GM crop market. The immediate
expected impact of the merger will be enhanced prices of seeds and pesticides;
higher food prices to the consumer will
follow. More serious concerns about GM
relate to loss of natural biodiversity
which could expose crops to disease.
America has lost over 30 varieties of soybeans as a consequence of GM soybean.
This pattern will repeat in all crops exposed to GM varieties, with long-term effects on food nutrition and food security.
Anti-GM activists gatecrashed the
June 20, meeting of the Genetic
Engineering Appraisal Committee
(GEAC) which was to decide the fate of
GM mustard, and lambasted DMH-11 as a
“major scientific fraud”. The GEAC has
consistently not called India’s leading
farmer body, Bharatiya Krishak Samaj,
for its expert opinion, even though its
president Krishan Bir Chaudhary is an
internationally renowned seed expert.
He is also a former chairman of the State
Farm Corporation of India (now merged
into the Seed Corporation of India).
By all accounts, the GM mustard data wilts on scrutiny. The Directorate of
Mustard, Union Ministry of Agriculture,
Dragon focusing on Maldives
By : Bhopinder Singh
The fleet-footedness of the Chinese diplomacy and its strategic counter-moves is unparalleled. Less than five years ago, the
Chinese had carefully plotted the dragnet of
the String of Pearls strategy by punting on establishing Chinese military presence in the
pro-Chinese regimes of the junta-ruled,
Myanmar (at Sittwe port) and on the Dragontilting regime of Mahinda Rajapaksa in Sri
Lanka (at Hambantota port). These two ‘pearl
ports’ alongwith the Gwadar port in the ‘allweather-friend’ nation of Pakistan was potentially strangulating India with the specter of
Chinese presence, floating menacingly in the
Indian neighbourhood to establish its hegemony in the region. However, dynamics of
time and tide changed everything on the global chessboard with changes that force recalibration of existing bilateral equations — within a quick span of time, democracy consumed
the junta-rule in Myanmar with Aung San
Suu Kyi’s National League for Democracy
(ideologically closer to India than China), controlling the establishment in Naypyidaw, and
a decidedly pro-India Government of
Maithripala Sirisena in Colombo took over
from Mahinda Rajapaksa, thereby dashing
the Chinese ambitions in these two, envisaged
‘pearl ports’ in Myanmar and Sri Lanka.
At around the same time, the traditionally
pro-India Governments of Maldives, then
ruled by President Mohamed Nasheed (from
the Maldivian Democratic Part [MDP]) in
Male paved way, initially for Mohammed
Waheed Hassan and later for the current
President, Abdulla Yameen (of the
Progressive Party [PP], in power since
November 2013). This local change of guard
was accompanied with extreme bitterness
and accusations between the Maldivian political parties circumstantially, aiding a new political position to be seen, necessarily ‘different’ from the one held by the previous political
dispensations, and hence, sacrificing the
steadfast ‘India-first’ centricity that prevailed
since the Maldivian independence in 1965.
The dragon smelt a providential opportunity to ‘invest’ in, and immediately pounced
upon the favourable turn of political events in
Maldives, as opposed to the negative regime
changes in Sri Lanka and Myanmar, as far as
the Chinese were concerned. Suddenly,
Maldives woke up to be the centripetal point
of the great geo-political game in the Indian
Ocean between the two competing blocs
(India versus the Chinese-Pakistani combine)
and the local Maldivian dispensation has
since, milked the tactical opportunity of extracting its pound of flesh from both.
This new reality is in sharp contrast to the
historical India-Maldives equation that was
bed-rocked on the interdependence of interests and the automatic preferential treatment
afforded to each other suddenly, a ‘balance’
amongst the competing suitors was sought
(naively, including the Chinese footprint in
the security calculus of the region, which was
earlier restricted to India). Worrisomely,
President Yameen has propounded the Look
East policy towards China as a major partner
in his Republic Day address, while his Vice
President Ahmed Adeeb confirmed, “China is
one of the closest friends and one of the most
development

Maldives”. This is an unmistakable augury of
the Chinese ‘cheque-book diplomacy’ for buying new friends, a lathe Chinese tactics deployed in poor African countries which are
seeing aggressive Chinese investments.
Like all Chinese investments, the diplomatic charm invariably sugarcoats the accompanying agenda of the steel of military
might and strategic Chinese interests. In an
unprecedented show of brewing friendship
and of the strategic relations, Male witnessed
a flurry and fury of Chinese President Xi
Jinping became the first Chinese President to

In September 2014, with the
successful orbit insertion of
Mangalyaan, the enormous role
of female scientists in the project was widely acknowledged in
the Press and the public. While
this story gave a ray of hope to
all women who aspire to make it
big in science, it failed to give a
picture of the under-representation of women in the Science,
Technology, Engineering and
Math (STEM) fields in India.
Even at the Indian Space
Research Organisation (ISRO),
the executing agency for the
Mangalyaan project, the number of female employees in the
science and technical staff team
remained less than 15 per cent in
2015-2016. The Indian Academy
of Sciences, India’s premier scientists’ society, can count only
81 women in its list of 1,053 fellows. This is symptomatic of the
glass ceiling encountered by
women in the fields of STEM.
Female under-representation in
sciences has been a global phenomenon.
The pattern of under-representation starts from lower fe-
male enrollment in higher education degrees in STEM fields.
The All India Survey of Higher
Education for 2013-2014, which
provides gender-segregated data
in fields of study, noted the female share in undergraduate
STEM degrees to be very low as
compared to humanities. While
women comprise 52 per cent of
all the students studying at undergraduate level in humanities, the percentage drops to 36
per cent for undergraduate
STEM degrees, with their share
declining further to 28 per cent
for engineering degrees. While
13 per cent of women with undergraduate STEM degrees opt
for post-graduate studies as compared to seven per cent men, the
representation windles at the
PhD level. Only 5.2 per cent
women with post-graduate degrees in STEM continue to pursue a PhD, which is nearly half
of the 9.1 per cent males who do
so. Similarly, fewer women who
complete their STEM degrees
choose to pursue jobs in related
fields as compared to men. This
trend is rampant despite the average weekly wages for women
in STEM fields being 100 per
cent more than the average
weekly wages for women across
all fields. Moreover, only a marginal gender pay gap is observed
in the STEM fields, providing a
further incentive to women to
join the field. Notwithstanding
the benefits, female participation in the field continues to remain low. A number of reasons
have contributed to this situation. Implicit stereotypes in the
society which discourages them
from participating in the STEM
fields continue to exist.
Moreover, societal biases add to
the view of women preferring
teaching positions over research roles. Further, many
women, who opted out of the
STEM fields have lamented that
STEM jobs are not accommodative enough for women who
wish to take a sabbatical or re-locate during work due to marriage or motherhood. Similarly,
inadequate encouragement and
information about the opportunities in STEM fields drastically
affects the number of women
who want to pursue careers in
these subjects. While the cur-
has independently interrogated Pental
on the methodology of his field trial,
pointedly asking if the transgenic mustard was tested with the prescribed 50
meter (empty) border on all sides, to prevent cross-pollination and contamination of other crops. The team was asked if
they had systematically tested the effect
of transgenic pollen on the population of
honey bees, predators and other farmfriendly insects. As every part of the
mustard plant is used for one or other
food purposes, including for cattle,
Pental was questioned about his data for
safe use; data pertaining to socio-economic issues, including cost of cultivation; and if India would end up promoting the carcinogenic MNC herbicide
through GM technology. More pertinently, as mustard is an oil crop, there is danger of mixing/contamination of oils from
GM and non-GM crops. The critical policy issues concerning labelling, extraction and traceability need to be addressed well in advance of commercialisation. The neurotoxicity of GM and its

spans from Male’s eastern edge to the western

stark brutality and the enormous resources it commands through sheer looting and control over oilfields, mainly in
Iraq. The silver lining is that there are indications that the IS has not lately been
able to weather the onslaught of coordinated action by Western nations. The
substantial expulsion of IS fighters from
the cities lying on the routes connecting
the two strongholds of Raqqa in Syria
and Mosul in Iraq is evidence of this. Air
strikes at modular refineries, petroleum
storage tanks and crude collection points
have also resulted in an erosion of IS resources. The close monitoring and check
on volunteers from around the globe
wanting to go to Syria and Iraq has also
reduced the strength of active fighting
forces available to it.
The various reverses in West Asia
have, however, been somewhat neutralised by the IS’s move to establish affiliate organisations in Asia, especially
Afghanistan and Pakistan. There are uncorroborated claims of small actions in
the latter countries, but there have been
counter-attacks by the Afghan government, coalition forces, and particularly
the Taliban, which has not taken kindly
to the rise of the IS. Support from the local population has also been insignifiReckoning on Page 7

The Union Government’s
Department of Science and
Technology currently runs an umbrella scheme called Knowledge
Involvement in Research
Advancement through
Nurturing (KIRAN), which
seeks to address the issues related to females in the STEM fields.
The scheme provides dedicated
fellowships for women in STEM
fields to pursue research, alongwith provisions for developing
the research infrastructure in
women universities. KIRAN also includes a mobility component to allow flexibility for female scientists seeking re-location or a break from regular
work. However, the impact has
been limited with about 139
women benefitting from the research fellowship under the
scheme. In April, the University
Grants Commission announced
relaxation of norms for female
PhD candidates to allow for relocation or sabbaticals. In
March, the Department of
Science and Technology also announced the formation of a
standing committee to take proactive measures to identify and
correct the gender imbalances
in the sector. While these are
positive steps to ensure gender
parity in STEM fields, the issue
needs to be mainstreamed with
persistent efforts from the
Government. There is a need for
the Government to take appropriate measures to ensure
mandatory and pro-active reporting on female participation
by research and academic institutions, in addition to providing
more opportunities for participation. Transparency and accountability in selection and promotion policies must be ensured in all
public-funded research projects
with added incentives for female
participation. To ensure adequate encouragement and information for women who stay
away from the field due to lack of
role models and perceived biases, a high-profile information
campaign, highlighting women
who have been successful in
STEM fields should be initiated.

There has been an alarming rise in traffic-related accidents
involving two-wheeler riders, motorists and pedestrians, in
India. One accident takes place every minute and Indian roads
continue to be among the deadliest in the world. Almost one person dies in such mishaps in 3.5 minutes and at least 400 in a day.
Everyday, about 1,400 accidents occur on our dangerous roads.
According to the Union Ministry of Road Transport and
Highways’ report, road accidents claimed the lives of 1,46,133
people in 2015 alone against 1,39,671 in 2014 and left more than
half a million injured. The data also show that those killed were
in the age group of 15-34 years, pointing to a calamitous loss of
young lives. Hence, the risk of fatal accidents has been rising
steadily, affirming the country’s status as among the riskiest in
the world for road users. Delhi recorded the highest number of
deaths – 1,622 on its roads last year, followed by Chennai (886),
Bengaluru (713), Kanpur (665), Mumbai (611), Lucknow (526),
Allahabad (479), Jaipur (476), Agra (474), Raipur (448), Pune (438)
and Kolkata (422). Rural India too is not lagging behind in road
fatalities. According to latest figures, 61% of deaths were reported from rural areas, which also includes national and state highways. The report also mentions that in hit-and-run cases of twowheeler riders, pedestrians and cyclists, death rate has gone up
and the number of fatalities was as high as 22,566 near or inside
villages. Also, since vehicles have taken over roads and streets,
the space for walking and cycling has shrunk and these once
leisurely, enjoyable hobbies, have become life-threatening activities. It is not only the driver’s fault that causes accidents.
There are several other reasons for mishaps, the foremost being
the huge growth in population and a simultaneous, enormous
increase in the number of vehicular traffic which has turned the
roads into death-traps. The bad conditions of roads, defective
road designs, failure of civic agencies to maintain infrastructure, systemic corruption in transport departments in vehicle
certification and licensing of drivers, under age and drunk driving, poor traffic management and flouting of traffic laws by road
users with impunity, are other contributing factors to this
dreadful malady. In spite of the steady rise in such deaths, very
little has been done to check the serious menace.
It will not be out place to mention that instant deaths on
roads occur only when the accident is of the most fatal nature.
Usually, people get seriously injured in such mishaps. If the injured road victims do not get prompt attention and timely
medicare, it results in their death. This fact is confirmed by a
survey conducted by an expert group some time back. It has
been generally seen that a crowd gathers near the accident site,
but no one bothers to take the victim to the hospital for fear of police harassment and a variety of other reasons. This task is generally left to the police who often arrive at the site of mishap late.
In the meanwhile, the victim’s condition worsens due to loss of
excessive blood or other medical reasons. Resultantly, the victim dies either on the spot itself or on his way to the hospital. If
by sheer luck someone reaches the hospital on time, he has to
cross a lot of hurdles before getting medical treatment. An FIR
has to be lodged with the police first as a legal requirement. Then
doctors will not operate upon him, if required for a serious head
injury or otherwise, until and unless a near relative of the victim signs the prescribed undertaking authorising the surgeon to
conduct the operation. The compliance of all these formalities
takes considerable amount of time which sometimes costs the
precious life of a person. Callous attitude At times, the condition
of an accident victim is such that it does not warrant taking him
to a far off hospital and only needs immediate medical help in a
nearby private hospital or nursing home. However, they refuse
to entertain such a case being a legal-medico one and insist that
the injured person be taken to a government hospital. This, indeed, is a callous attitude and against all ethics of the medical
profession. Taking a serious note of this, the Supreme Court,
few months ago, held in a case that private hospitals/nursinghomes are duty bound to give first aid or even medical treatment, if required under the circumstances, to save the life of an

In Seoul, consensus amongst members
was for a process, not a decision
NEW DELHI, June 28 :
India’s membership application to the Nuclear
Suppliers Group (NSG) was a
real possibility during the
Seoul plenary session, but the
consensus developed for a
process for all non-signatories
to the Nuclear Proliferation
Treaty (non-NPT) countries
instead, says the outgoing
chair of the NSG.“We came to
Seoul thinking that we could
take a decision [on India’s application], there and then.
Some said that was possible,
but there were many questions that had to be answered.
And some others felt that
there must be a prior and thorough discussion before we decide,” explained Argentine
Ambassador and outgoing
NSG chairperson Rafael
Grossi, who now has a key role
in trying to build an agreement within the NSG for a possible special plenary later this
year.“There was widespread
consensus in Seoul that we
need to have a ‘process’ with a
serious possibility of making
progress,” Mr. Grossi said in
an exclusive interview to The
Hindu over telephone from
Vienna where the nuclear
group is headquartered.Mr.
Grossi’s comments indicate
that it wasn’t only China’s opposition to India that derailed
discussions on India’s membership, but concerns raised
by several countries that he
refused to name, citing strict
confidentiality rules of the
NSG.Read more: Interview

claimed that India’s membership was never “on the agenda” and wasn’t discussed.
Dewa Shareef, Ramdevra, Powa
Mecca: Portals of harmony
NEW DELHI, June 28 :
What is common among Dewa Shareef in Uttar Pradesh,
Ramdevra in Rajasthan and Powa Mecca in Assam? These are
some of the lesser-known shrines revered and frequented by people
of all faiths and since ages have been portals of peace, tolerance and
harmony. The Dewa Shareef shrine of Haji Waris Ali Shah in
Barabanki, hardly an hour’s drive from Lucknow, draws the faithful from across many strands of religion.“The air around the place
is liberal and the word intolerance an abomination. Why else
would people leave their religious preferences behind and with
baskets full of flowers, sweets and colourful shiny chaddars in their
hands and wish in their hearts, make a beeline for the shrine of the
Sufi saint,” says an article ‘The Sufi of Dewa’ in the latest issue of
Equator Line magazine titled ‘Liminality of Faith’It is said that
Shah never asked his followers to shun their own religion and this
is the reason why he had a great number of Hindu followers. The
very first foundation of the shrine was laid by Kanhaiya Lal and
many more Hindus came forward after that. Both Hindu and
Muslim devotees contributed equally to the monument that it is today. The Ramdevra shrine, about 12 km from Pokhran, is holy to
both Hindus and Muslims.“Ramdevra, the final resting place of
Baba Ramdev, or Ramsha Pir as he is called by Muslims, is probably the only temple in the country with an intriguing assortment of
devotees,” says another article ‘A Syncretic Oasis in
Pokhran’“One of the most puzzling features of the temple is the
number of mazars inside. There are tiny gravestones representing
the graves of children and large ones signifying the graves of
adults... These are graves of people who had been close to Baba
Ramdev. Among these graves, in the sanctum sanctorum, is the
samadhi of the saint himself.”Powa Mecca in Hajo near Assam’s
main city Guwahati is the seat of Sufi saint Peer Ghiyasuddin
Auliya.“Earth was brought from Mecca to lay the foundation of the
masjid. The locals believe that a pilgrim to this shrine earns a quarter of the blessings bestowed on someone performing Haj at Mecca.
The place — Powa (quarter) Mecca — has derived its name from
this belief. It is indeed significant that Hindus, Muslims and
Buddhists all find this place holy and come here for pilgrimage,”
writes noted Bangladeshi author Selina Hossain in ‘Faith
Synthesis’“More so, they say that the mythical bird Garuda, the
carrier of Lord Vishnu, flew off the hill. After flying some distance,
it stretched its wings and hovered over the place; it is now called
Pakhimela market. A saint named Ourjo also sat in prayer there.
The place is said to have been inhabited by the asuras. The most devious among them was Hayasur; his face resembled that of a
horse.“The saint had prayed to Vishnu that the asura be slain so he
could pray in peace. Vishnu rode Garuda to defeat the asura in
Hajo. This form of Vishnu is now called Haigrib. In a gesture of gratitude, Ourjo established the Haigrib temple here, bonding the two
religions forever in an uninterrupted harmony,” she
writes.“Faith, unspoiled by outside interventions, has an openness
that its seekers find reassuring,” says the magazine’s editor-inchief Bhaskar Roy.The issue also profiles Ajmer and Nizamuddin
dargahs, Banke Bihari temple and Bavar Swamy’s empty shrine at
Sabarimala among other shrines.
Office-of-profit: EC to hold
hearing of 21 AAP MLAs
NEWDELHI,June28:
The Election Commission
will, from July 14, hold a hearing
for the 21 Aam Aadmi Party
MLAs in Delhi Assembly who are
facing the allegation of office-ofprofit as they were appointed as
parliamentary secretaries to
Ministers.In their response to the
notice from the Commission, the
MLAs had last month sought a
personal hearing. On a petition by
Delhi-based lawyer Prashant
Patel seeking their disqualification, the Commission issued notices to the legislators in March.
The MLAs, in their reply, said the
post was without any remuneration or power. After their appointment as parliamentary secretaries, the Delhi government had
moved a Bill to amend the Delhi
Members of Legislative Assembly
(Removal of Disqualification) Act.
The Bill sought retrospective exemption for the parliamentary
secretaries from provisions of disqualification.
Asked if India’s application
was discussed, Mr. Grossi
“Yes,
it
replied,
was.”Confirming an earlier
report in The Hindu that he
was appointed as a “facilitator” to the new NSG Chair
from Switzerland, Mr. Grossi
said his appointment to speak
to all 48-member countries to
try and bring a consensus to
the debate over non-NPT
states like India was a “signifistep
cant”
forward.“Otherwise we could
have just dropped the ball,
called the discussion off, said
simply there is no consensus
and we all go home. Then we
would prepare for another discussion maybe only after a
year.”Beijing, however, denied any knowledge of Mr.
Grossi’s appointment, indicating that China may still
prove a difficult hurdle to negotiate with. In response to a
question on Monday, China’s
Foreign Ministry spokesman
Hong Lei said: “The [NSG]
meeting regarding the accession of non-NPT countries
agreed to continue with such
discussions. And we have never heard about any other follow-up steps.”Mr. Grossi said
he would not comment on the
Chinese statement, but confirmed that he hoped to begin
work shortly on trying to ensure there isn’t an “impasse”
of the kind seen in Seoul,
where the session on non-NPT
members stretched past midnight without coming to a decision.“We need to have a certain understanding, lest we
run into a wall again. That is
how I see my job now. I need to
assist the Chair to get to any
future discussion, soon or not
so soon, with a clear understanding and a purpose,” hei
said.
Air India keeps Venkaiah
Naidu waiting; Minister
upset with flight delay
NEW DELHI, June 28 :
National carrier Air India faced the ire of Union Urban
Development Minister M. Venkaiah Naidu on Tuesday, as he
expressed his displeasure over social media about an inordinate flight delay he experienced and upset his schedule.
Mr. Naidu said he missed an “important meeting” scheduled to be held in Hyderabad after Air India’s pilot failed to
show up even after 30 minutes of the scheduled time of departure. The AI 544 flight was scheduled to depart at 1.15 p.m. from
the Delhi airport. He returned home after the pilot didn’t report even by 1.45 p.m.“Air India should explain how such
things are happening. Transparency and accountability are
the need of the hour. Hope Air India understands that we are in
the age of competition. Missed an important appointment,”
Mr. Naidu said in a series of ‘tweets.’Minister of State Mahesh
Sharma said Air India Chairman and Managing Director
Ashwani Lohani will conduct an enquiry into the incident.
“We deeply regret the inconvenience caused due to flt
delay. The pilot was stuck in traffic jam. Enquiry has been ordered,” Air India said in a reply to the Minister’s ‘tweet’.Air
India’s on-time performance has been the poorest among all
airlines in the country. According to the latest official data, only 74.3 per cent of AI’s flights arrived and departed on time in
May at metro airports compared to 90.2 per cent on time performance by AirAsia, 85.1 per cent by Vistara, 83.1 per cent by
IndiGo and 82.3 per cent by Jet Airways. The data also showed
that 43,827 passengers faced delays beyond two hours – the
highest among all domestic airlines in May.

cant. All this has to be reckoned with against the backdrop of
reports last year of escalating tension between al-Qaeda and the
IS in some regions that triggered local violence. In particular, alQaeda in the Arabian Peninsula (AQAP) has shown itself to be a
resilient force in an already conflict-ridden Yemen. Ultimately, it
seems, counter-terror strategists will have to exploit these ego
clashes to gain at least temporary operational advantage. The
2015 Country Reports reveals the greatest concern about the unmitigated violence in Africa. Perhaps the most deadly of the
groups which are active is Boko Haram of Nigeria, which declared its affiliation to the IS last year. The greatest strength of
Boko Haram, as also of a Somali outfit like al Shabaab (that was
responsible for the attack on the Westgate mall in Nairobi in
September 2013), is its capacity for unleashing high-decibel attacks on unwary and soft targets. Governmental efforts to thwart
terrorism in the region have been commendable though the outcome has been only a modest reduction in violence. The African
Union Mission in Somalia (AMISOM), to which many countries
including Ethiopia, Kenya and Uganda contributed soldiers, has
been fairly effective against al Shabaab. In the process the joint
force suffered a large number of casualties last year, somewhat
stalling the offensive. Coordination and law enforcement. The
U.S. State Department believes that whatever gains have been
made in countering terror have been the result of greater coordination among nations across the globe. This has taken the form of
Dragon focusing
enlarged and up-to-date watch lists shared with many nations affected badly by terror. Worthy of mention here is the evolution of
a comprehensive Passenger Name Record (PNR) that makes it
mandatory for airlines to let authorities know names of passengers on a flight in advance of take-off. A European Counter
Terrorism Centre in Europol (something equivalent to Interpol)
was another development to beef up the offensive. The question
that is repeated again is whether such arrangements can help to
thwart the lone wolf who is becoming more and more the rule
rather than an exception. The answer is ‘no’! How do we frustrate
a person who is convinced that a Caliphate established after liquidating all other religions is the only answer to what he considers an unequal world order, before he inflicts mass casualty on innocent communities? My response is that an ounce of optimism is
preferable to a pound of cynicism. Simultaneous to efforts aimed
at deradicalisation will have to be the strengthening of law enforcement and the rest of the criminal justice system. Preventive
detention at the merest suspicion as long as such action is provided for in law and is subject to eventual oversight by the judiciary
of persons who share and disseminate (orally or electronically)
an ideology that incentivises killing of fellow beings is the only
way to help prevent atrocities like the one we witnessed recently
in Orlando, U.S. Human rights activists will cry foul at this. But
we must remember that they are getting marginalised every time
a Paris, Brussels, Orlando takes place.

shadowy and unconfirmed presence of a Chinese Yuan class
335 armed-submarine lurking in the Maldivian waters, knowingly or unknowingly, has further raised hackles in India. India
has done its bit of re-wooing with the signing of six pacts (including the ‘Defence cooperation plan’ during President Yameen’s
visit to India). Last week, India gifted the Maldives, the second
of the promised helicopters, with an additional commitment of a
fixed wing aircraft to follow. However, this generosity has to be
viewed in the context of competitive supplies of military hardware from both Pakistan and China. The controversial
Constitutional amendment that has authorised foreign freeholds in the Maldives for the first time has also been viewed
with extreme suspicion in Delhi, as a potential surrogate to allow the Chinese to develop “civil-maritime” infrastructure,
which though ostensibly civilian, could double-up as military/Naval for the Chinese forces in times of strategic need!
This move was alluded to by the Opposition MDP as, ‘facilitating non-commercial logistical installations in the Maldives’. As
of now, the Maldivians are literally basking in the duality of attention and successfully playing one country versus the other. It
makes imminent sense for Maldivian President Yameen to ally
with the Chinese as the friendship comes without any uncomfortable strings attached the authoritarian streak of the Maldivian
Government with its inherent anti-democratic instincts is conveniently ignored whereas, the Indians have to do a delicate balance of
keeping the banished ex-President Mohammed Nasheed in good
humour, with his avowedly pro-Indian and blatantly anti-Chinese
stance (and has considerable domestic popularity), vis-à-vis the ambivalent, though-in-chair reality of President Yameen. China’s
historical track record of ultimately bearing its military fangs
after the façade of the civilian face is well known and given the
imminent threat of the growing strains of militant Islam in the
Maldivian society (eg the recent failure to arrest a family of12
Maldivians on the way to join the Islamic State), the long-term
benefits of ditching the more liberal, progressive and democratic hands of the India-Western bloc, versus the more colder and currently-convenient, Chinese-Pakistani option is something the current political dispensation will be, well aware of. However, for now, local
Maldivian politics and geopolitical realignments has shifted the
glare, monies and the ‘big-game’ theatrics on Male and the local
establishment is giving India restless nights with its revised
strategic tilt, outlook and choice of partners.

accident victim. However, all this not-withstanding, the law,
laid down by the apex court, merely remains on paper. A comprehensive approach to improve road safety is the urgent need of the
hour. It includes law enforcement, ensuring that travellers wear
seat belts and helmets, and that drivers follow traffic rules.
Overhauling the entire process of issuing driving licences and
upgrading road and highways infrastructure are other vital reforms to be urgently undertaken by the government. Strong
policing and enforcing speed limits will also reduce the risk of accidents for vulnerable road users. The new road safety pending
bill promising all such features must be passed by Parliament
without further delay. A law for good Samaritans on the
Karnataka pattern ought to be enacted by all states to remove the
fear of post-mishap hassles from the mind of people. The victims
of road accident deserve utmost attention by the people and police and prompt medicare by doctors in hospitals. In the victim’s
precarious condition, all legal-medico formalities must be dispensed with to save his precious life. Private hospitals or nursing
homes, who refuse to treat a seriously injured person, should be
debarred from practicing the noble profession.

cinogenicity have to be studied. Another aspect pertains to
the toxicity of the herbicide glufosinate ammonium and its impact on humans and the environment. Glufosinate is known to
be toxic to beneficial soil micro-organisms, to wild plant communities, and to aquatic organisms. It can increase nitrogen
leaching from arable fields, rendering them barren, and could
impact underground acquifers. Agriculture Ministry experts
question the need for a GM-based hybrid as the yield advantage
claimed by DMH-11 is at par with contemporary high yielding
non-GM varieties of mustard. And as even better yielding varieties are now available (RH 749 being the highest yielding), the
transgenic mustard yield must be compared with the latest released varieties/hybrids. Thereafter, the transgenic mustard
must be tested in different agro-climatic conditions including
for climate change after which alone can a cost-benefit analysis
be done. Most importantly, a complete metabolomic profiling (a
tool to understand the mechanisms of toxicity) is necessary to
properly compare GM and non-GM crops. This detailed forensic
scrutiny of the GM field trial reportedly shocked the Pental
team, which has been trying to bulldoze the project on the
strength of Monsanto’s many ‘friends’ across the spectrum. The
team is reputedly ill-equipped in hard data. It floundered when
questioned about the methods of seed production and price, and
means of preventing seed monopoly. The latter is the real end
game of GM technology, which is why it is called the ‘kill switch’
of agriculture. It is pertinent that as per the Protection of Plant
Varieties and Farmers’ Rights Authority Act, no registration of
a variety can be made in cases where prevention of commercial
exploitation of such variety is necessary to protect public order
or public morality or human, animal and plant life and health, or
to avoid serious prejudice to the environment. Moreover, no variety of any genera or species which involves any technology (including genetic use restriction technology and terminator technology) injurious to the life or health of human beings, animals
or plants can be registered under the Act. This is an unsuspected
and insurmountable hurdle. GM mustard uses the “bar” gene as
herbicide resistance marker gene, which involves spraying of
Basta/glufosinate ammonium on the transgenic plants. As the
incorporation of herbicide resistant gene will promote endless
use of glufosinate ammonium, proper impact studies on health,
environment, food, water, target and non-target organisms are
imperative. As none of these vital studies have been conducted,
one wonders why Pental is hectoring the Union Government to
licence his work and allow him to wreak havoc on Indian agriculture, farmers, and people. Meanwhile, in their anxiety to promote transgenics, the US Embassy’s Minister-Counsellor of
Agriculture, Scott Sindelar, and Santosh K Singh of the US
Department of Agriculture’s Foreign Agricultural Service, directly interacted with farmers at Hapur, Uttar Pradesh, but
could not convince them of the merit of GM crops.

Israel bans access
for non-Muslims to
Jerusalem holy site
Jerusalem, June 28
Israeli police on Tuesday banned nonMuslims from a contentious Jerusalem holy
site until the end of the Muslim holy month of
Ramadan following repeated clashes with
Palestinians rioters. Police spokesman Micky
Rosenfeld said rocks and other objects were
hurled toward police forces Jewish worshippers in a nearby plaza. He said a 73-year-old
woman was lightly wounded and police arrested 16 suspects in the disturbances. As a result, police decided to close access to Jewish
worshippers and other visitors for the remainder of the week to prevent tensions with
Muslim worshippers until Ramadan is over.
Throughout the week Palestinians had holed
themselves up in the Al-Aqsa Mosque atop the
mount and attacked officers with fireworks
and other objects they had stockpiled inside.
The mosque is part of a compound sacred to
both Muslims and Jews. Muslims refer to it as
the Noble Sanctuary, where they believe the
Prophet Muhammad embarked on a night
journey to heaven, while Jews refer to it the
Temple Mount, where the two Jewish temples
stood in biblical times. Violence had erupted
at the site in mid-September before spreading
elsewhere. Since then Palestinians have carried out dozens of attacks, including stabbings, shootings and car ramming assaults,
killing 32 Israelis and two visiting Americans.
About 200 Palestinians have been killed during that time, most identified as attackers by
Israel. The unrest has led to renewed calls for
peace talks, which last broke down more than
two years ago.
Bangladesh charges
opposition BNP leader
over Italian’s murder
Dhaka, June 28
Tavella (50), was shot dead in a high security diplomatic area in Dhaka on September 28,
the first attack in Bangladesh claimed by the
dreaded Islamic State terror group. Bangladesh
police have charged seven persons including a
senior leader of the main opposition BNP for
their alleged involvement in the murder of an
Italian aid worker last year, an official said on
Tuesday. The chargesheet was submitted to a
Dhaka magistrate court on Monday against seven persons including former Bangladesh
Nationalist Party (BNP) ward commissioner
MA Kayum in the murder of Italian national
Ceasre Tavella, Dhaka metro police Deputy
Commissioner Masudur Rahman said. Mr.
Rahman said that except two, all the accused including Kayum are in police custody, bdnews24
reported. Four suspects were arrested in
October and all of them had confessed to the
killing. The fifth suspect, Kayum’s brother
Matin, was arrested in November. Tavella (50),
was shot dead in a high security diplomatic area
in Dhaka on September 28, the first attack in
Bangladesh claimed by the dreaded Islamic
State terror group that had prompted many embassies of Western countries to restrict the
movements of their diplomats. Tavella, who
was working for the Netherlands-based ICCO
Cooperation as manager of its Profitable
Opportunities for Food Security project, was
shot thrice from a close proximity in Dhaka’s
Gulshan diplomatic zone while he was jogging,
police said. In a statement issued in Arabic, the
Islamic State (IS, also known as ISIS or ISIL)
claimed that it killed Tavella, SITE Intelligence
Group said. In its claim, ISIS had warned that
“citizens of the crusader coalition” would not be
safe in Muslim nations.

EU 'strong enough' to Yemeni officials say Saudi-led

The two black box recorders were

what caused the passenger jet to go
down. The two black box flight
recorders from the EgyptAir plane
that plunged into the Mediterranean
last month has been repaired, Egypt’s
investigation commission said on
Tuesday, prompting hopes it could
provide clues on why the aircraft
went down. The two black box
recorders were found two weeks ago,
but were too damaged to extract information on what caused the passenger
jet to go down. They were sent to
France’s BEA air safety agency —
which also extracted data from the
black boxes of the ill-fated Rio de
Janeiro to Paris flight that crashed in
2009 — to be repaired, where they arrived on Monday. Investigators hope
the recorders will reveal the cause of
the May 19 crash of flight MS804 from
Paris to Cairo, in which all 66 people
on board were killed. A terror attack
has not been ruled out. The black box
recorder “has been successfully repaired ... by the French accident investigation agency laboratory,” the
commission said in a statement.
“Tests have been carried out ... and
we can be sure the flight parameters
were properly recorded,” the investigators said. “Work to repair the second black box will commence tomor-
row.” The Airbus A320 was en route
from Paris to Cairo when it crashed
in the Mediterranean, with 40
Egyptians and 15 French nationals on
board as well as two Iraqis, two
Canadians and one each from
Algeria, Belgium, Britain, Chad,
Portugal, Saudi Arabia and Sudan.
France’s aviation safety agency has
said the aircraft transmitted automated messages indicating smoke in
the cabin and a fault in the flight control unit minutes before it disappeared. Egyptian investigators confirmed the aircraft had made a 90-degree left turn followed by a 360-degree
turn to the right before hitting the
sea. The repaired black boxes will be
returned to Cairo for analysis in
Egypt’s Aviation Ministry laboratories, the committee previously said.
French judges are also probing the
May 19 crash. Prosecutors had previously opened a preliminary investigation — a normal procedure when
French citizens are involved — and
have handed their findings to judges
for a “manslaughter” probe. The
crash follows the bombing of a
Russian passenger over Egypt’s
restive Sinai Peninsula last October,
killing all 224 passengers and crew.
The Islamic State group claimed responsibility for that attack, but there
has been no such claim linked to the
EgyptAir crash.
Spanish conservatives
in fresh push for govt.
formation
MADRID, June 28, 2016
Spain's acting Prime Minister Mariano
Rajoy said on Monday he hoped to form a
government with broad support from rivals
after his conservative party won the most
votes in Sunday's fragmented election.
The People's Party (PP) made gains versus an inconclusive December ballot but the
re-run still left it well short of a majority,
forcing it to seek a coalition deal, or at the
very least support from other leaders in confidence votes.
“I favour the notion of a stable government every four years which has a set policy
programme, but if that's not possible we will
have to govern doing things day by day,”
Rajoy told a news conference.
In a nod to the Socialists that came second in the election and fourth-placed party
Ciudadanos (Citizens), the acting prime minister said he would reach out to “moderate”
parties with whom they share common
ground on issues such as Spanish unity.

German Chancellor
Angela Merkel said today
that the EU could survive
a Brexit and warned
Britain the union would
not tolerate "cherry-picking' in upcoming negotiations on their future relations. "The EU is strong
enough to withstand
Britain's withdrawal,"
she told parliament ahead
of a crisis summit of the 28

Brussels. "It is also strong
enough to successfully defend its interests in the

Expressing strong confidence in the union as it
confronts the first defection since its founding,
Merkel said the EU would
continue to be a guarantor of "peace, prosperity
and stability" in Europe.
She again expressed her
regret that Britain had
voted in a referendum last
week to quit the bloc but
underlined that it would
not be able to dictate the
terms of its ties to the EU.
"We will ensure there are
no negotiations based on
the principle of cherrypicking," she said to ap-

An air strike early on
Tuesday by a Saudi-led coalition
targeting Shiite rebels in
Yemen’s southern province of
Taiz killed 25 people 15 fighters
and 10 civilians, security officials
said. The airstrike also wounded
eight civilians, the officials said.
Most of the victims were shoppers
or storekeepers in the area that
was hit, a commercial road that
lies between two villages. The
Taiz attack came amid an uptick
in coalition air strikes on Monday
night and early Tuesday, the officials said, adding that the fighting
also raged east of the capital,
Sana’a. The officials spoke on
condition of anonymity because
they are not authorised to speak
to reporters. Yemen’s conflict pits
rebels known as Houthis and
their allies against the internationally recognised government,
backed by the Saudi-led coalition
of mainly Arab states. The conflict has killed an estimated 9,000
people and pushed the Arab
world’s poorest country to the
brink of famine. Meanwhile, senior military commander Maj.
Gen. Farag al-Bohsony said the
death toll from a series of attacks
Monday night in the southern
city of Mukalla rose to 48. He said
the attacks, blamed on Yemen’s
Islamic State affiliate, also
wounded 30 people. The attacks
targeted intelligence offices,
army barracks and checkpoints.
In one of the attacks, a bomb was
concealed in a box of food brought
to soldiers at a checkpoint to
their
dawn-to-dusk
break
Ramadan fast. In another, a group
of militants stormed a police station. Maj. Gen. Al-Bohsony said
the victims included two colonels
and three civilians, one of them a
child. The violence came as the
government and the Houthis
were said to be planning to suspend talks on ending the conflict
after failing to reach a breakthrough in two months of negotiations in Kuwait. Two negotiators
representing the Houthis and
their allies, and one from the government, said the two sides were
drafting a joint statement to announce the talks’ suspension until mid-July. The announcement
came a day after U.N. chief Ban
Ki-moon visited Kuwait, where
the two sides have been meeting
since April, to encourage them to
reach a peace deal. The government has demanded the implementation of a U.N. Security Council
resolution calling on the rebels to
withdraw from all cities, including
Sana’a, and hand over their heavy
weapons. The Houthis want to
form a unity government prior to
any changes on the ground, according to the negotiators.

India wants to be the first exception to join the NSG without

legitimate for China and other
members to upset India's proposal in defense of principles,”
it said. The write-up attributed
mainstream India’s sharp reaction to the rejection of New
Delhi’s membership application in Seoul to the sustained
“adulation” of India by the
western powers. It said,
“Recent years have seen the

Zhuanglong, said the flight "signifies
the first time a domestically made regional jet has been used by a Chinese
airline." The first regional jet produced by a Chinese government initiative to compete in the commercial
aircraft market has made its debut
flight. The ARJ21—700 jet operated
by Chengdu Airlines made the twohour flight on Tuesday from the western city of Chengdu to Shanghai with
70 passengers. The plane is intended
to make its state-owned manufacturer, Commercial Aircraft Corp. of
China, a competitor to Bombadier
Inc. of Canada and Brazil’s Embraer

Zhuanglong, said the flight “signifies
the first time a domestically made re-
state to leave the European

words, French far-right
leader Marine Le Pen called
the British vote “an extraordinary victory for democracy
a slap for a European system
based more and more on fear,

Chancellor Angela Merkel
said she will use “all her

Britain’s ‘Leave’ leaders
hope that the nation can still

while being able to deny EU

factor in the vote. Ms.
Merkel, head of the EU’s
biggest economy, made clear
that isn’t an option. In an address
to
the
German
Parliament before heading to
Brussels, Ms. Merkel said
she expects that Britain will
want to maintain “close relations” with the EU once i

approach. “Whoever wants
to leave this family cannot
expect to have no more obligations but to keep privileges,” she said. “We will ensure that the negotiations are
not carried out with the principle of cherry-picking.” She
and other leaders joined
Juncker in saying there can

the limitations of Washington’s
powers, the daily said: “The
U.S. is not the whole world. Its
endorsement does not mean
India has won the backing of the
world. This basic fact, however,
has been ignored by India”. The
editorial made two additional
points. First it stressed that “nationalists” in India were yet to
develop a mindset befitting the
citizenry of a “major power.”
“Some Indians are too self-centred and self-righteous. On the
contrary, the Indian government behaves decently and is

India's nationalists should
learn how to behave themselves. Now that they wish their

said. Second, the write-up contrasted the response by a section of people in India to the popular reaction in China, to
Beijing’s inability to become a
member of the Missile
Technology Control Regime.
“On Monday, the Missile

Massive arms theft in Jordan comes to light
AMMAN (JORDAN), June 28,
Weapons shipped into Jordan
by the CIA and Saudi Arabia
intended for Syrian rebels
have been systematically
stolen by Jordanian intelligence operatives and sold to
arms merchants on the black
market, according to U.S. and
Jordanian officials. Some of
the stolen weapons were used
in a November shooting that
killed two Americans and
three others at a police training facility in Amman, FBI officials believe after months of
investigating the attack, according to people familiar
with the investigation. The
existence of the weapons
theft, which ended only
months ago after complaints
by the U.S. and Saudi governments, is being reported for
the first time after a joint investigation by The New York
Times and Al Jazeera. The
theft, involving millions of
dollars of weapons, highlights the messy, unplanned
consequences of programs to
arm and train rebels — the
kind of program the CIA and
Pentagon have conducted for
decades — even after the
Obama administration had
hoped to keep the training
program in Jordan under
tight control. The Jordanian
officers who were part of the
scheme reaped a windfall
from the weapons sales, using
the money to buy expensive
SUVs, iPhones and other luxury items, Jordanian officials
said.
Arms in black market
The theft and resale of the
arms
—
including
Kalashnikov assault rifles,
mortars and rocket-propelled
grenades — have led to a flood
of new weapons available on
the black arms market.
Investigators do not know
what became of most of them,
but a disparate collection of
groups, including criminal
networks
and
rural
Jordanian tribes, use the
arms bazaars to build their
arsenals. Weapons smugglers
also buy weapons in the arms
bazaars to ship outside the
country. The FBI investigation into the Amman shooting, run by the bureau’s
Washington field office, is
continuing. But U.S. and
Jordanian officials said the
investigators think that the
weapons a Jordanian police
captain, Anwar Abu Zaid,
used to gun down two
American contractors, two
Jordanians and one South
African originally had arrived in Jordan intended for
the Syrian rebel-training program. The officials said this
finding had come from trac-
ing the serial numbers of the
weapons. Mohammad alMomani, Jordan’s minister of
state for media affairs, said
allegations that Jordanian intelligence officers had been
involved in any weapons
thefts were “absolutely incorrect.” “Weapons of our security institutions are concretely tracked, with the highest
discipline,” he said. He called
the powerful Jordanian intelligence service, known as the
General
Intelligence
Directorate, or GID, “a worldclass, reputable institution
known for its professional
conduct and high degree of cooperation among security
agencies.” In Jordan, the
head of the GID is considered
the second most important
man
after
the
king.
Representatives of the CIA
and FBI declined to comment.
The State Department did not
address the allegations directly, but a spokesman said
that America’s relationship
with Jordan remained solid.
“The United States deeply
values the long history of cooperation and friendship
with Jordan,” said John
Kirby, the spokesman. “We
are committed to the security
of Jordan and to partnering
closely with Jordan to meet
common
security
challenges.”

Lionel Messi arrived back in Argentina on Monday and avoided commenting on his abrupt resignation from the national team

first clear chance of Monday's

Championship finals ended
with a 2-1 defeat by Croatia in

initiative after the break and
came close with a header by
Alvaro

straight at Italy keeper
Gianluigi Buffon early in the
second half. The Italians, however, remained dangerous and
would have doubled their lead
earlier had Eder not lost out in a
one-on-one with De Gea after being set up by a Pelle flick on the
hour.Spain kept plugging away
and missed another good opportunity 15 minutes from time
when Iniesta struck a volley
that Italy captain Buffon did
well to punch out.The experienced keeper was decisive
again in the closing stages, diving to save an effort from
Gerard Pique shortly before
Pelle put the outcome beyond
doubt.

England loses 2-1 to Iceland in shock defeat
NICE, FRANCE, June 28 :
Iceland pulled off one of the
biggest shocks in European
Championship history by beating England 2-1 in the round of
16 on Monday, continuing the
astonishing run of the smallest
at
the
nation
tournament.England slumped
to its most embarrassing loss in
a generation after taking the
lead in the fourth minute
through Wayne Rooney’s penalty.Ragnar Sigurdsson and
Kolbeinn Sigthorsson took advantage of defensive shortcomings by England to put Iceland
ahead by the 18th minute, and
the Icelanders defended superbly in the second half to earn
the biggest victory in their history and a quarterfinal match
Below-par Federer into Wimbledon second round
London, Jun 28 :
Roger Federer was well
short of his best as the seventime Wimbledon champion advanced to the second round with
an uninspired 7-6 (7/5), 7-6 (7/3),
6-3 victory over Argentina's
Guido Pella here.
Federer has been plagued
by injury problems this year and
the world number three lacked
rhythm and confidence in his
opening match at this year's
grass-court Grand Slam.The 34year-old, without a major title
since 2012, will play British qualifier Marcus Willis for a place in
the last 32."I was telling myself
how nice it was to be back at
Centre Court. I've worked so
hard since February to be ready
for Wimbledon," Federer said."It
was a fun match, it was close,
maybe exactly what I needed.
"We'll see if I'm fully fit as I go further in the tournament, nobody
knows, not even me."Federer's
303rd Grand Slam singles victory moved him within three of
Martina Navratilova's record
and gave him 302 more wins
than world number 706 Willis
has managed.Willis, 25-year-old
tennis coach, defeated Ricardas
Berankis, ranked 652 places
above him, to win his first ever
Grand Slam match and Federer
is as fascinated by his fairytale
rise as the rest of the tennis
world."I was very intrigued
about his story. It's exactly what
this sport needs when guys come
from nowhere," Federer said.
"I'm really excited to play against
him. It's a huge moment for him,
his story his unbelievable. He
was playing club tennis I
heard."Bidding
to
win
Wimbledon for a record eighth
time, Federer would become the
oldest man to triumph at the All
England Club in the Open era
and the oldest Grand Slam
champion since Ken Rosewall in
1972 if he lifts the trophy in two
weeks time.Even in the twilight
of his career, Federer's pedigree
is head and shoulders above
most opponents not named
Novak Djokovic, but the contrast was especially striking
against world number 52
Pella.The 17-time Grand Slam
champion now has 148 victories
on grass throughout his glittering career, while Pella had lost
all three of his previous matches
on the surface and had never
been past the second round of
any of the four majors.Yet missing the recent French Open due
to a back injury -- ending his
record run of 65 consecutive appearances in Grand Slams -- prolonged a frustrating year for
Federer, who also had surgery
on a knee injury following
January's Australian Open semi-final
loss
to
Djokovic.Federer arrived at
Wimbledon on the back of his
first defeat to a teenager in 10
years
against
Germany's
Alexander Zverev in Halle. And
his lack of rhythm after that turbulent period was again obvious
for much of tight first set that
Federer only won when he
roused himself in the tie-break.It
was the same story in the second
set, with Federer well short of his
best but eventually edging another tie-break before finally
making his class count in the
third set.
Semis line up drawn in Pawan T20
AKHNOOR, June 28:
Semifinals position has
been cleared with the entry of
Singh Cricket Club in the last
four stages of the ongoing 8th
Pawan Memorial Twenty20
Cricket
Tournament
at
Government
Higher
Secondary School ground,
here.Other teams already
reached the semifinals included Little Flower School
Akhnoor, Tanishta Jammu
and Singh Baba Talab. Now,
in the semifinals, Singh
Cricket Club Akhnoor shall
take on Little Flower School
Akhnoor on June 30 at 2 pm.
Earlier, hosts Singh
Cricket Club today qualified
for the semifinals beating
Jandial Warriors in a onesided game making it an absolute 129 runs victory.
Earlier, Singh Club set a
huge total of 250 runs for five
wickets, courtesy brilliant
century coming from Sonu,
who made 107 runs off just 44
deliveries. Sny and Chandan
contributed 58 (27) and 37 (27)
runs respectively. From
Jandial Warriors, Ishant
claimed two wickets while
Jonty and Jinder shared
apiece each.
In reply, Jandial Warriors
could make 121 runs losing all
their wickets in 15.2 overs.
Aditya (24), Ishant (34) and
Ranjit (14) were main contrib-
utors to the total. Sonu, who
earlier hit a superb century,
claimed
two
wickets.
Chandan also bowled well taking away two wickets while
Sny, Sham Singh, Sunil and
Santu shared apiece each.
For his all round performance, Sonu was named man of
the match. Vikas Bali and
Dayal Singh were umpires in
today’s quarterfinal while
Ashwani maintained the
scorecard.
against France in SaintDenis.“They thought that this
would be a walk in the park,”
Sigurdsson said. “We had faith
in our ability.”Iceland, a country of 330,000 people, is featuring
in its first ever major tournament. It proved to the last match
of the four-year reign of
England coach Roy Hodgson,
whose contract was up after the
tournament anyway.
“Now is the time for someone else to oversee the progress
of this young, hungry and extremely talented group of players,” Hodgson said. “They have
been fantastic.”The England
fans who booed the team off at
halftime and fulltime will likely
have
a
different
opinion.England’s players head
home early again for another
post-tournament inquest. Their
players slumped to the ground
in front of their jeering fans after the final whistle, their heads
in their hands.
For a soccer nation of
England’s standing, its record
in major tournaments is woeful. The English have still never
won a knockout-stage game
abroad in the European
Championship in eight attempts and haven’t won a
match beyond the group stage of
a major tournament since
2006.This defeat will probably
go down as England’s biggest
humiliation since losing 1-0 to
the United States in 1950 World
Cup.Even more so since its
team of Premier League stars
took the lead on a balmy night at
the Stade de Nice after winger
Raheem Sterling a contentious
pick by Hodgson on the left
wing was clipped by goalkeeper
Hannes Halldorsson as he prodded the ball past him. Rooney
converted the penalty into the
bottom-left
corner.Iceland
struck back immediately
through Sigurdsson, volleying
in at the far post after Kari
Arnason’s flick-on from a long
throw. The long-throw routine
has been a feature of Iceland’s
play
this
tournament.Sigthorsson then
took advantage of more slack
defending by England, getting
time and space to shoot from
just inside the area.
I'm eagerly waiting to knockout
Kerry early: Vijender
New Delhi, Jun 28 : (PTI)
Indian boxing sensation Vijender Singh today said he is doing high intensity training ahead of his much-awaited title fight
at home and hopes to "knockout" Australian Kerry Hope early
for the WBO Asia Pacific Super Middleweight Championship
crown here on July 16.Undefeated in his six fights so far,
Vijender is currently training hard in Manchester under globally acclaimed trainer Lee Beard."With less than three weeks to go
for my maiden title fight, am really excited to compete in front of
my home crowd. Competing in front of my own people will be a
very big moment for me and I don't want to lose this chance," the
30-year-old, who will face Kerry at Thyagaraj Sports Complex
here, said."I have started high intensity training two weeks ago
to compete in the first 10 rounder fight for Asia Pacific title and
working hard to win this. I have seen videos of Kerry, he is a
good opponent but I am training really hard to be ready for what
my opponent has."His training regime includes -- shadow boxing in front of a mirror which helps to perfect technique, and
practice both offensive and defensive exercises, sparring between 12 rounds which enhances all facets of boxing skills and
techniques, Floor Work that builds up strength, Pad Work
which increases speed, coordination and timing.
His rival Kerry Hope, a former European champion, has
openly challenged Vijender before this title fight, terming the
Indian as an amateur and not in his league.
Vijender said: "If Kerry comes forward and throws shots
then anyone who has done that in the past has got knocked out so
if he leaves himself open my natural strength will play a big part.
Every fight I go into I believe I will win. Doubt is the enemy. I believe he's not as strong as me and he's not training like I'm training."I have read his statement but don't want to react on this. All
I can say is that I am preparing for 16 July and my punches will
reply to overconfident Kerry Hope. I am confident of winning
this game and making my countrymen proud."
Vijender said he wants to win this championship title not
only for himself but also for his fans.
"The audience will be sitting there and rooting for me, I want
to play for them, I love the feeling of your own people cheering
for you, it gives you a different kind of a boost and motivates you
to keep hitting those punches."
Although Kerry is more experienced than Vijender with an
impressive record of 23 wins from 30 fights, but the Indian is
ready to give him a tough time in the ring.
"I don't think fighting Kerry is a problem, sure he might be
more experienced but it all depends on the punches and the
strength you show in the ring at the time of the fight. The title is
mine and I will make sure that everyone is proud of that moment," Vijender said.

Priyanka Chopra finally breaks
her silence on Salman Khan’s
rape comment controversy!
Karan Kundra lashes out at a fan
for calling his girlfriend, Anusha
Dandekar a prostitute
Nowadays, we are seeing
so many incidents of bodyshaming and people trolling
celebrities for the stupidest of
reasons. Here is an instance,
which is really very disgusting. Karan Kundra’s girlfriend, Anusha Dandekar
was termed as a ‘prostitute’
by a fan of Karan on his
Instagram page. Known for
his forthright nature, the actor spared no efforts to let the
girl know that how upset he
was. Karan who is known to
be appreciative of women was
appalled that a girl could use
such language for another
girl. I do not want fans like
these.. If you’ve been brought
up in such kind of filthy
ways.. And belong to the lowest scums of humans plz I beg
of you.. Do not be a fan and
make me sad! The worst part
is that the account is run by a
girl!! A GIRL!! I can’t imagine
what pathetic mindset of peo-
ple must she belong to that
she can talk like this about
another girl! The Roadies
judge keeps on posting loveydovey snaps with his girlfriend, Anusha. The two have
been dating since a while now
and look totally in love. While
most of the comments for the
two are quite nice, this one
was totally in bad taste. It is
shocking to see how people
use the Internet as a means to
defame someone. It is not on-
ly Karan many other actors’
spouses/partners have also
been facing vicious comments from fans. It is very sad
to see loved ones of celebrities
being targeted by so-called
fans. We applaud Karan for
giving it back to her in the
strongest way possible. Now,
that’s what we call a real
man. The actor said that anyone who calls himself a fan of
his would never post such
stuff.
Akira first poster: Sonakshi Sinha’s fearless
and totally BADASS look will grip you!
Now apart from lashing out at Salman Khan
for making an obnoxious remark referring to a
‘raped woman’, people have been also raging
against Bollywood for keeping mum on the
whole issue. Except for a few, none of the actors
have really reacted to Salman’s statement. Even
at IIFA 2016, everyone including Deepika
Padukone, Sonakshi Sinha, Farhan Akhtar behaved casually with Salman as if it’s no big deal.
But Priyanka Chopra doesn’t belong to that
same troop guys. Better late than never, she’s finally reacted and we might as well add, she
makes so much sense! Priyanka took a question
on Salman’s controversy in her recent media interaction as she said, “First of all, you should be
asking the person who made this comment. It is
very important for the media and for we as
women to use our power and talk about the real
problem which is happening in India every single day to so many women instead of pushing a
controversy for a headline, which is unfair.
There is so much reality happening like a brutal
rape case in Bihar took place – why is no one
talking about the issue? A lot has been said about
the Salman issue, I don’t want to add to the noise.
I would rather bring notice on real issues. The
real problem is us talking about how to treat out
women better in India and how to treat women
better generally.” Well, said PC! We wonder
when will Salman break his silence or apologise
over this issue. Will he? Or will he never open
up? Drop your thoughts in the comments below
and we’ll be back with more updates on this story right here!
Jeetendra scolded Karan
Patel for coming late on the
sets of Yeh Hai Mohabbatein
If sources are to be believed, veteran actor
Jeetendra, head honcho of Balaji Telefilms, reprimanded Karan Patel after he got to know that the actor comes
late to the sets of the banner’s show “Ye Hai
Mohabbatein”. Jeetendra’s daughter Ekta Kapoor produces the popular TV show, aired on Star Plus.
Jeetendra paid a surprise visit on the sets of the show
last week to spend some time with the actors. It was at
this moment when he realised the shoot had come to a
halt because of the absence of Karan, who plays Raman
in the show.”We as a unit are used to Karan’s latecoming… That day even Jeetendra sir noticed the same and
he was stunned to see the lead actor being late on an important shoot day. “He even asked some people on the
set if this happens on a regular basis and was astonished by the same,” said the source from the production
house. “Jeetendra sir waited till Karan arrived on the
set. He reprimanded him, asked him to value others’
time and start being punctual,” the source added.
Sidharth Malhotra royally ignores a
question on his fight with Alia Bhatt
Sonakshi Sinha is all set to
rock the big screens again, with
her gritty stance and steely
glare in A R Murgadoss’s Akira.
Yup, she just took to Twitter to
share her first official poster of
the film and also gave us the
good news that the launch of its
trailer will be on July 4. So, how
excited are you to watch Sona
fight for justice in this action
packed flick? Well, the flick is a
remake of a hit Tamil movie
Mounaguru which released in
2011 and is slated to release on
September 2. Sona has gone
through some intense physical
training for this movie and we
will sure be impressed with the
Jr Shotgun’s intense performance in the movie. After Akira,
she will also be seen in Force 2
with the handsome John
Abraham. Now, how psyched
are you to see Sona in a neverbefore-seen edgy avatar?
Sounding damn excited, she
took to Twitter to write this,
“She will fight back. No one will
be forgiven! Heres the 1st poster
of #Akira & more good news:
AkiraTrailerOnJuly4.” Now, after such a kickass introduction
to the character, we are even
more intrigued to see Sona
shoulder Akira on her own
shoulders. Papa shot gun will
sure be proud. Right, Sona?
Friends in Bollywood but rivals in Hollywood? This is
Priyanka Chopra and Deepika Padukone’s new equation
Deepika Padukone and Priyanka
Chopra set Karan Johar’s couch on
fire when they came together on his
show. They were so much fun to
watch. They had the right answers
for everything. That’s not it. Deepika
had even said during an interview
that Priyanka was her first friend in
the industry. They knew each other
even when the Piku actress wasn’t
into films. You can imagine how long
they go back. Whenever they meet,
there is visible friendship between
the two. Deepika had also revealed
once that they were so comfortable
with each other while shooting
Pinga for Bajirao Mastani that
Bhansali even complained why
weren’t they fighting. Now it isn’t
easy being friends in this industry
and we have hardly heard two successful heroines have managed to
stay besties. We expected it to
change with these two but guess we
were wrong. Their Hollywood ambitions have drawn a wedge between
the two. When Hollywood looked towards Bollywood this time, they
looked beyond Aishwarya Rai
Bachchan and found Priyanka
Chopra. We are so glad for that. PC is
a perfect mix of hotness, beauty, talent and an extremely infectious personality. She won over the American
Television viewing population within days when she entered their living
rooms as FBI agent on the run Alex
Parrish. Today, she is plays an antagonist in Baywatch’s big screen adaptation. Soon, Deepika Padukone also
joined the fray when she bagged the
lead role opposite Vin Diesel in XXX:
The Return Of Xander Cage. We
loved the fact that the two besties
were making waves on foreign
shores together but it seems we were
happy too soon. Their Hollywood
projects are going great but the
friendship between the two has
soured. Apparently, both PC and
Deepika are vying for the same roles.
Do you remember we telling you how
both Priyanka and Deepika lost out a
Bond movie? That shows their
agents are pitching the actresses for
the same kind of films. This has put a
dent in their friendship. Our body
language expert EXCLUSIVELY told
you how things are pretty different
between the two of them when they
took the stage together at IIFA 2016.
Clearly, there is something amiss.
Now we really cannot understand what’s happening between Alia
Bhatt and Sidharth Malhotra. First there came shocking reports surrounding their break up. However, just when everyone started to believe it, we got to see a surprising picture of Alia and Sid secretly holidaying in London. In fact, as if that wasn’t enough to complicate things,
Sid further made it suspicious by arriving solo from their holiday. Now
what’s happening guys? Why the hide and seek suddenly? Well, while
Alia is yet to return from ger vacation. The papz caught hold of Sid at a
popular hangout last night. However, despite probing him repeatedly,
he refused to mention Alia or anything regarding their fight. In stead,
he used ‘rain’ as a distraction and conveniently escaped saying, “I have
come here for a dinner with my friends. But there’s no problem in my
life. Life is very good and I am very grateful and very thankful for whatever’s happening in my life. Enjoy the rain guys” Ahem! Now what does
this mean? Does this mean he has patched up with Alia? Is all well between Alia and Sid then? Well, this reminds us how Alia had reacted to
her break-up rumours earlier saying, “Tomorrow if there are reports of
my affairs or breakups – true or not- will hurt me emotionally. Not putting any words in the public domain saves me from any further damage. It’s a way of being cautious. You become what is your personal life
and I don’t want my personal life to be in the limelight though it sometimes does happen by default. I am here to work and be known as an actor and not a star who is known for her happening personal life.”

the increase proposed in allowances, the hike in remunerations comes to 23.55 per cent. "Considering the tight fiscal position this year, the government may improve upon
the Pay Commission recommendation for basic pay to 18
per cent or at best 20 per cent," a senior official said. The 7th
Pay Commission report will be effective from January 1, he
said, adding that the Cabinet will decide if the arrears for
the six months have to be paid in one go or in installments. A
secretaries' panel, headed Cabinet Secretary P K Sinha, has
already vetted the 7th Pay Commission recommendation
and its report is being translated into a note for Cabinet. "It
in most likelihood will come up before the Cabinet tomorrow," the official said. The government had in January set
up the high-powered panel to process the recommendations
of the 7th Pay Commission which will have bearing on the
remuneration of nearly 50 lakh central government employees and 58 lakh pensioners. The Commission had recommended 23.55 per cent overall hike in salaries, allowances
and pension involving an additional burden of Rs 1.02 lakh
crore or nearly 0.7 per cent of the GDP. The entry level pay
has been recommended to be raised to Rs 18,000 per month
from current Rs 7,000 while the maximum pay, drawn by the
Cabinet Secretary, has been fixed at Rs 2.5 lakh per month
from current Rs 90,000. The secretaries' panel may have recommended raising minimum entry level pay at Rs 23,500 a
month and maximum salary of Rs 3.25 lakh. While the
Budget for 2016-17 fiscal did not provide an explicit provision for implementation of the 7th Pay Commission, the
government had said the once-in-a-decade pay hike for government employees has been built in as interim allocation
for different ministries. Around Rs 70,000 crore has been

denial of the fact that the tampering of the revenue records
has not occurred. The
Commissioner/Secretary,

the status report that the serving officials identified by the

dated May, 25, 2016 who have is-
sued subsequent fard-e-intikhabs in the year 2005 namely

erring officials in terms of J&K
CCA Rules, 1956. The status report further says that since
Choudhary Aslam Din the then
Naib-Tehsildar has already retired as such the inquiry officer
did not recommend any departmental action against him.
The Inquiry Officer in his
inquiry report has further
submitted that the question of
tracing out the persons having tampered the record is an
issue to be looked into by the
Over 200 people
lodged in J-K jails in
militancy-related cases
Srinagar, Jun 28 (PTI)
Over 200 persons, including 36 foreigners and four nonstate subjects, are lodged in
various jails in Jammu and
Kashmir in connection with
militancy-related cases, Chief
Minister Mehbooba Mufti
said today. A total of 209 persons - 169 state subjects, four
non-state subjects and 36 foreigners - are lodged in militancy-related cases in various
jails of the state, Mehbooba
said in a written reply to a
question by Independent
MLA Sheikh Abdul Rashid in
the state Assembly here.
The Chief Minister, who
holds the portfolio of Home
Department, said it would
not be feasible to disclose the
particulars of these prisoners keeping in view their security and that of their families. As on May 30 this year,
she said no person belonging
to Jammu and Kashmir, who
has committed an offence in
this state, is lodged in any of
the jails outside the state.
In response to a question
whether the government
plans to shift the prisoners
lodged in various jails outside the state to their native
districts or divisions, the
Chief Minister said no such
proposal is under consideration. Mehbooba said the prisons department provides various facilities to the prisoners lodged in various jails of
the state. The facilities provided include compulsory
health screening at the time
of initial lodgment as per the
guidelines of NHRC, following advisories on health of inmates issued by Home
Ministry from time to time
and provision of medical care
to the sick inmates by doctors
and other paramedical staff
posted in central and districts jails. Seven ambulances have been procured to
shift ailing prisoners for
treatment to other hospitals
in case of emergency, counseling of jail inmates by psychiatric specialists at regular
intervals, management of unsound prisoners in terms of
Lunacy Act and sensitising
jail staff and inmates about
health issues and hygiene are
some other facilities, the
Chief Minister said. She said
refreshing the minds of inmates by organizing special
yoga and meditation programmes and conduct of cultural programmes, painting
and sports competitions are
for recreation of the inmates.
regards
food,
As
Mehbooba said diet as per the
scales mentioned in the manual for superintendent and
management of jails is being
provided to the inmates.
Additional diet is provided to
the lactating and pregnant female inmates, she said adding
special diet is also provided to
the sick inmates as per medical advice. Mehbooba said
clean and sufficient drinking
water has been made available in all the jails.
Investigating Officer during
investigation by collecting
evidence and using other scientific methods. But one
thing is clear that if the fard
intikhab has been initially issued in the year 1984 over
Khasra No.1442 projecting it
as a private land and then getting the document registered
without any revalidation after a period of six years prima
facie makes out a strong case
to doubt the record wherein
the tampering has occurred.
It is for the reason that the
fard intikhab in the ordinary
course would not have been
issued without showing the
state land as private land. Not
only this, even under what
circumstances an old document of six years has been
registered in the year 1990 is
also suspicious and unjustified. The Inquiry Officer has
further submitted that the
subsequent issuance of fard
intikhabs on 04-01-2005 and 30-
06-2005 are based upon the
record available which has
been tampered in such a
smart manner that the cursory look or a bare perusal easily cannot detect it.
While parting with the inquiry, the Inquiry Officer has
observed that it is only criminal investigation which can
unfold the real module and
identify the real culprits.
However those who issued
subsequent fard intikhabs in
the year 2005 namely Mohd.
Iqbal Zargar Patwari (now
Naib-Tehsildar Thathri) and
Madan Singh Patwari
Sunjwan, Mohan Singh
Patwari (presently Patwari
Halqa Nonath, Tehsil and
District Samba) and the
Incharge Patwari Sunjwan at
the most at this juncture can
be charged with negligence
and dereliction for having
failed to peruse the entire
record till it is proved otherwise. Choudhary Aslam Din
Naib-Tehsildar has already retired and Mohd. Iqbal Zargar
is presently Naib-Tehsildar
and Mohan Singh Patwari.
It is worthwhile to mention
herein that General
Administration Department in
the year 2008 had appointed
Sudhanshu Pandey (IAS) the
then Divisional
Commissioner, Jammu as
Inquiry Officer to probe the alleged hushing up of Chatta
Sunjwan Land Scam and the
said officer had been directed to
file his inquiry report within 15
days. However Sudhanshu
Pandey (IAS) failed to finalize
the inquiry and subsequently
Prof. S.K. Bhalla filed a Public
Interest Litigation seeking reopening of the entire issue. The
Division Bench looking into
the callous attitude of the inquiry officer directed the then
Divisional Commissioner,
Jammu to enquire into the matter and submit his report to the
Court. Accordingly
Shantmanu (IAS) the then
Divisional Commissioner,
Jammu conducted enquiry into the matter and came out with
mind boggling revelations confirming tampering of revenue
records particularly in Khasra
No.1442 wherein the land
falling under said Khasra
Number measuring 20 Kanals
15 Marlas was shown as private
land when the land was actually State Land. The inquiry officer held that tampering has
been done in the revenue
records and recommended
criminal investigation to unearth the fraud. Based on the
inquiry report of Shantmanu
(IAS), the General
Administration Department
on the opinion of Law
Department referred the matter to the Inspector General of
Crime for a thorough probe into the matter and departmental
action was also recommended
against the erring revenue officials. (CNS)

JK convoy
ambushes: 15
troops killed in
last one year
New Delhi, Jun 28 (PTI)
Fifteen troops have been
killed and over 60 injured in
half-a-dozen militant attacks
on convoys or road opening
parties of central security
forces in Jammu and
Kashmir in the last one year.
As per a Home Ministry report, militants have attacked
security forces with precision in the last one year.
Despite launching only six
such hits, they inflicted fatal
injuries on 15 soldiers from
BSF and CRPF while injuring 63 of them.In all these cases, there was an element of
surprise as the militants targeted the convoys that have
remained vulnerable while
they travel within the state,
unleashing heavy fire from
automatic weapons, it said.
The report also suggested that security agencies, as
per an intelligence assessment, fear that attacks like
the last week's ambush of a
CRPF convoy in the Valley
could see an upward trend in
the coming months. A total of
four terrorists were killed by
the security forces as part of
their retaliatory action after
the strikes during the said
period, the report said. The
Border Security Force lost
two of its men when militants targeted their bus in
Udhampur district in August
last year followed by a similar assault on a CRPF contingent in Bijbehara where 5
personnel got injured.The
militants targeted a Central
Reserve Police Force convoy
at Pampore in February this
year killing 2 men of the
paramilitary and injuring
eight others. Similarly, on
June 3, militants ambushed a
BSF party in Bijbehara in
Anantnag district when they
were on a routine movement
killing three troopers.
Nine BSF men were injured in this attack. On June
13, a lone militant targeted a
security force picket in Karal
nullah area of Udhampur district. Prompt response from
the CRPF troops neutralised
him but not before he had
killed three people including
a civilian.
The last in the series was
the attack on the CRPF bus in
Pampore on June 25 where
two terrorists killed eight
personnel and injured 22.
Meanwhile,
security
forces have now decided to
"tweak" their standard operating procedures in the wake
of these incidents, with the
CRPF declaring that they
will provide an enhanced
bullet-proof security cover to
its men travelling in convoys. The efforts include providing armour plates to vehicles, using mine protected
vans after withdrawing them
for anti-Naxal operations to
other states and increasing
the use of bullet-proof jackets
by troops. CRPF Director
General K Durga Prasad had
yesterday said the force will
enhance vehicle checks in
the Valley in coordination

New Delhi, Jun 28 (PTI)
Offering black money
holders one last chance to
come clean, Finance Minister
Arun Jaitley today said information on assets disclosed
during the one-time compliance window will not be
shared with any other authority. Jaitley, who met industry
chambers, CAs and tax professionals to clear any misgivings about the four-month
compliance window provided
to domestic black money holders to pay their taxes and escape harsher penalties, said
there will be no extension of
the scheme. "People who have
(undisclosed) income and
have stayed outside the income tax net, this is the last
chance to declare them and
sleep peacefully," he told re-
porters after the meet. Black
money holders who do not
avail of the government's offer and continue to hide
wealth will be shown "consequences" of doing so, he said.
"There is a... (new black money law) and whosoever comes
within its purview will be told
about consequences (of holding black money)," he said.
The minister said any declaration made under the law
will be protected. "That information is not to be shared
with any other authority. It
won't be made public, it won't
be shared with anybody." The
Income Declaration Scheme
or IDS, which opened on June
1, allows domestic black money holders to declare ill-gotten
wealth, pay a total of 45 per
cent in tax and penalty and escape prosecution. "The com-
pliance will remain open from
June 1 to September 30 and
people who have such (undisclosed) income, which has not
come under assessment they
can disclose such incomes
and legitimise by paying 45
per cent tax and penalty," he
said. The meeting called to
popularise the scheme and get
best results, was also attended
by Commerce and Industry
Nirmala
Minister
Sitharaman, Power and Coal
Minister Piyush Goyal, Oil
Minister
Dharmendra
Pradhan and Minister of State
in Prime Minister's Office
Jitender Singh. "This is not an
immunity scheme. Immunity
scheme is one where there is
no penalty. In IDS there is
penalty," Jaitley said adding
the Income Tax Department
may come out with a third set
of clarifications on the
scheme in form of frequently
asked questions (FAQ) based
on inputs from today's meeting. The trade bodies, he said,
have suggested that the tax
should be allowed to be paid in
installments. "We will consider this and we will come out
with FAQs." "We have nothing to do with any investigation under any law but any
declaration made under this
law is protected. That information is not shared with any
other authority. It won't be
made public, it won't shared
with anybody," Jaitley said.
"In such disclosures we do
not ask for source of income
and no enquiry takes place."
Today's meeting was called by
the Revenue Department as
well as the Central Board of
Direct Taxes (CBDT) with in-
dustry chambers, trade bodies,
CAs and tax professionals to
discuss the income disclosure
scheme. "We are taking this as
a campaign, as a mission mode
and the professional bodies
and trade organisations, we
have taken their suggestions.
We will come out with a third
FAQ. We expect that anyone
who has such income they disclose it and legitimise their income and assets," he said.
Government ministers as well
as CBDT officials will be travelling throughout the country to
educate people about the
scheme, so that maximum
number of people avail of it, he
said. Prime Minister Narendra
Modi had earlier this week
warned that the black money
holders to take advantage of
the scheme or face action. "It
will be better that you take ad-
vantage of the window provided and save yourself from the
difficulties that you can face after September 30," he said. The
four-pronged strategy prepared by the CBDT for the success of the scheme, includes
single point contact to ensure
confidentiality, setting up of facilitation centres across the
country, giving wide publicity
and monitoring at the highest.
Government has promised
that there will be no inquiry into the source of the undisclosed
income and assets if declaration is made voluntarily. In order to give wide publicity, the
CBDT has also suggested putting up posters about the
Income Declaration Scheme2016, at places frequented by
potential declarants, like club
houses, posh markets, showrooms of high end products.
