Living close to campus 2. Riding the bus 3. Biking & walking 4. Carpooling Results from a March 2010 survey of the UofL community. Commuting represents 10% of our carbon footprint. Transportation 1. Free bus rides with UofL ID 2. Enhance walkability & bikeability 3. Free bike to students & employees willing to forgo a parking permit 4. UofL electronic ride board & carpool matching 5. Incentives to carpools (preferred parking, reduced parking fees, shared permits, etc.) 6. More campus area student housing 7. No idling on campus policy Earn-A-Bike Program Goals 1. Reduce the vehicle miles traveled to campus (and associated pollution); 2. Reduce the number of vehicles that must be parked on and around campus; 3. Increase health and activity levels within the UofL community; 4. Save money you would otherwise spend on gas, parking, and other automobile expenses; 5. Reduce traffic congestion; and 6. Reward individuals for not driving to campus. Earn-A-Bike Program Launch louisville.edu/sustainability/operations/earn-a-bike-program.html • Launched Fall 2012 with an annual budget through UofL’s Climate Action Plan of $175,000. • Offered 400 vouchers to area bike shops worth up to $400 (sales tax-exempt). • Each voucher is intended to cover the costs of a solid, basic commuter bicycle, helmet and U-lock, but could be used to purchase any bicycling-related products or services offered by the vendors. Get a new bike, or fix-up and equip the one you have for year-round commuting with fenders, lights, baskets, racks, pannier bags, a pump, maintenance tools, lubricant, spare parts, tubes and tire liners, etc. Earn-A-Bike Partner Bike Shops Sent RFP to every single bike shop in the Louisville area. Mandatory Requirements for Vendors: • Full-service bicycle shops offering both sales and service. • All bicycle sales must include a basic warranty & service plan. • Must provide a range of bicycles and helmets within the $400 price point. • Vendor must be willing to accept vouchers and submit a monthly invoice to the university, along with documentation of the value of sales and services provided in exchange for the vouchers. Additional Information Requested of Vendors: • Location(s) of full-service bicycle shops where vouchers could be redeemed. • Years in business? • Describe the range of products and services provided. • What percent discount are you willing to provide off retail prices for program participants? • What type of marketing materials can you provide to help us launch this program? Earn-A-Bike Partner Bike Shops Evaluation Criteria for RFP: • Range of products and services provided. • Cost value of products and services, including any discounts. • Reputation and ability to provide quality products & services. • Proximity to the university. Three responded. Vouchers now accepted at: 1. Bike Couriers Bike Shops (4 outlets, No special discounts) 2. Scheller's Fitness & Cycling (3 Louisville area outlets, plus two in Lexington, 20% discount off advertised retail on bikes, accessories & labor) 3. Vic’s Classic Bikes (10% discount on parts & accessories) Earn-A-Bike Applications • Students, faculty and staff had to apply online over summer. • Basic eligibility: Must have a valid UofL ID number and must indicate an understanding that if your application is accepted for this program, you will have to turn in any current UofL parking permits and you will not be able to purchase any UofL parking permits for the next two years. • Prioritized applicants: 1. Current UofL parking permit holders 2. Former UofL parking permit holders 3. Those commuting from zip codes with an average travel distance of under 8 miles to the campus they most often commute to. 4. Date of application (5. Former program beneficiaries will be given lowest priority.) Earn-A-Bike Voucher Rules • Vouchers expire within three months of issue. • May spend additional personal funds or not redeem full amount. • Each voucher may only be used for 1 transaction at 1 shop. • Vouchers may not be combined (goal = more people on bikes) • No change or gift cards issued. Any unused portion of the $400 value of the voucher will remain undisbursed and the university will use these funds for other related programs. • If lost, vouchers cannot be replaced. • Users must present UofL ID and submit voucher to the bike shop at the time of purchase. • Reported as income for employee recipients, but no tax or financial aid liabilities for students. Number Accepted: % Accepted: Total Students 440 336 100% 76% Staff Faculty Belknap 86 18 292 20% 4% 66% Current Past Both Belknap Permit Permit HSC & HSC Shelby Holders Holders 19 128 1 19 158 4% 29% 0.2% 4% 36% Make it Educational! • To pick up vouchers, all accepted applicants had to attend one of eleven 45-minute orientation and safety sessions. • Sessions were available at a variety of times and days of the week on both Belknap campus and Health Sciences Campus. • Sessions led by experts from Bicycling For Louisville. • Curriculum included: - Basic bike safety (on roads and on campus), - Practical tips for year-round bike commuting (clothing, carrying stuff, visibility, route planning, etc.) - Tips of what to look for when shopping with your voucher - Short videos about how to lock securely, handling traffic, etc. Check for Learning! Pre- and post-quiz found we were about 70% effective in teaching bicycle driving / lane control / intersection positioning concepts in about 10 minutes of teaching. Hardest question: On the intersection pictured, which path is the safest for a cyclist through the intersection?
