Cor. Job Title/Position: Project Engineer Year of Foundation: 2003 HQ: SWJ Engineering GmbH, Im Leuschnerpark 4, 64347 Griesheim, Germany Main Business: factory planning, manufacturing engineering, logistic planning and project management Number of Employees: ca. 120 Sales/Revenue: EUR 12mn What is your personal and business background? I have been working as a project engineer for SWJ Engineering since 2012. I started this job right after finishing my master of business and engineering (MBE) with a focus on mechanical engineering. I specialized in the fields of factory planning, project management, aviation gear and ECO Design. I was looking for a job which would give me the opportunity to apply my knowledge in factory planning and work in China at the same time. The SWJ Group made my vision come true, and I have been based in Beijing since autumn last year. Tell us about your current projects in China? The new Daimler factory we have just finished in Beijing is going to start operating soon. We are in the middle of production tests. It is always very exciting and fulfilling when everything is running smoothly. The project started in 2011, and the SWJ Group was responsible for its assembly planning. One of the most exciting things about the new automotive factory is that it has been a greenfield project. SWJ was given the opportunity to build a factory from scratch. The new factory will produce a maximum of 210,000 cars per year, among others the Mercedes C-Class and the extended E-Class. What is your personal view on China and what are your plans for the future? My last months in China have been a great cultural, professional and personal experience. A project of this scale with so many participants and details to take care of would be already a great task in Germany, but here in China many more factors like the differences in the way of working or the language barriers make it an even bigger challenge. Despite all these difficulties, it is great fun to work in this intercultural environment. The SWJ Group has also given me the opportunity to learn Chinese. What is the best way to get in contact with SWJ for young engineers, especially from China? On 20th April 2013, Ms. Klett and Ms. Cheng will be attending the 6th Sino-German Job Fair at the Kempinski Hotel Beijing Lufthansa Center to share insights on our company structure and provide information about our recent projects in China. We are looking forward to meeting everybody at the fair. Of course, we also post job offers on the AHK or on the SWJ Gruppe website. SWJ is always looking for highly motivated engineers, willing to take the challenge to work for projects based in China or Germany. Candidates with a Chinese-German background, in particular, are highly appreciated. Chamber media expert Daniel Abel took participants of the seminar on a journey into modern media and its coverage of events like the Wenzhou train accident and the Bo Xilai affair. In his opinion they document a major shift in China’s information culture, which has influence on all areas of public opinion building. Whether this will leave a lasting impact or not will depend on the tolerance of the future government concerning information exchange through social media. 5th February 2012 18th February 2012 21st February 2012 30th January 2012 30th January 2012 31st January 2012 58 April - May 2013 Event: Seminar Topic: Experience sharing - VAT (valuedadded Tax) Pilot Programme and forex issues Venue: German Chamber Tianjin Office Speaker: Ms. Sophia Li | Senior Manager, Tianjin, China Tax & Business Advisory Services, PwC Event: Kammerstammtisch Tianjin Venue: Drei Kronen 1308 Brauhaus, Tianjin Event: Seminar in cooperation with the IPR SME Helpdesk Topic: Drafting Contracts in China - Dos and Don'ts to Ensure Smooth Running for SMEs Venue: Kempinski Hotel, Beijing Lufthansa Center Speaker: Ms. Ludmila Hyklova | Legal Expert, EU SME Centre Mr. Martin Seybold | Managing Director, Seybold Associates Event: Seminar Topic: China´s public opinion - Media & its role in Chinese Society Venue: InterContinental Qingdao Speaker: Mr. Daniel Abel | Head Media & Communication, German Chamber of Commerce l North China Event: Praktikantenstammtisch Beijing Venue: Schindler´s Anlegestelle Event: Kammerstammtisch Beijing Venue: Paulaner Brauhaus, Beijing Lufthansa Center Event: All-Chamber Welcome Back Networking Venue: Marriott Hotel Northeast www.china.ahk.de 26th February 2012 26th February 2012 27th February 2012 28th February 2012 Event: Young Professional Interchamber Networking Venue: Schindler´s Anlegestelle Event: Workshop for SMEs in cooperation with the German Centre and the IPR SME Helpdesk Topic: Key IPR Challenges in 2013 Venue: German Centre for Industry and Trade Beijing Speaker: Mr. Martin Seybold | Managing Director, Seybold Associates Event: Special Kammerstammtisch Tianjin Venue: Drei Kronen 1308 Brauhaus, Tianjin Event: Interchamber Breakfast Seminar Topic: Air Quality in Beijing - What does the Government do? In mid January, levels of PM 2.5 rose to 845 micrograms per cubic meter in Beijing. WHO guidelines say that average concentrations of PM 2.5 should be no more than 25 micrograms. Once inhaled, the tiny particles can cause respiratory infections, as well as increased mortality from lung cancer and heart disease. On February 28th, the German Chamber of Commerce co-organized a seminar to follow up on Beijing’s recent air quality situation. The seminar was held by Ms. Zhou Rong, the climate and energy campaigner of Greenpeace China, and Ms. Cordula Geinitz, First Secretary for climate change, energy and environmental policy at the German Embassy. The two experts each provided new and revealing insights on questions concerning effects on human health and effective personal protection measures, as well as long term solutions for China’s cities. Panel discussion at the seminar (from left to right): Ms. Zhou Rong (Greenpeace China), Ms. Cordula Geinitz (German Embassy Beijing) and Mr. Daniel Abel (German Chamber North China) Cold winter and no wind exacerbate air pollution Beijing has suffered from serious air pollution for many years. China’s rapid industrialisation, its almost total reliance on coal power and explosive growth in car ownership can be considered as the primary sources of pollutants. Recently, China has been responsible for 24% of worldwide carbon dioxide emissions. The number of cars in Beijing increased from 3.5mn in 2008 to 5mn in 2012. This year, the air pollution has been worsened by an unusual cold winter causing an increase in coal burning for heating needs and weather patterns, such as no wind. High air pollution levels were not only recorded in Beijing, but also in other parts of North China including Tianjin, Zhengzhou and Hebei province. Economic growth has left the air quality in many Chinese cities notoriously poor. In Beijing, stores sold out of anti-pollution face masks, flights were cancelled due to the thick smog and hospitals noted a dramatic increase in the number of patients with respiratory ailments. Government introduces emergency plan Repeatedly high pollution levels in early 2013 have raised public awareness and led to urgent calls for the government to take emergency actions. One week after that record-breaking weekend, Beijing shut down some building sites and polluting factories temporarily, ordered almost a third of official cars off the road and advised city residents to avoid outdoor activities. These measures will be implemented when pollution is extremely harmful. Although the Beijing city government has tried to hide its pollution problem in the past, increasing public pressure has forced it into a more open approach. By publishing hourly pollution data and weather forecasts, as well as covering the current air quality situation in the domestic media, the government is granting more transparency recently. While Beijing is taking emergency measures and is willing to cut air pollution by 15% over the next three years, the surrounding provinces are actually stepping up coal consumption. In the end, China’s growing demand for energy has to be met. Given the fact that the country’s 62 April - May 2013 Global satellite-derived map of PM 2.5 averaged over 2001-2006 – Source: http://www.nasa.gov/ topics/earth/features/health-sapping.html industries obtain almost all of their energy from climate-damaging coal, coal consumption and CO2 emissions will continue to rise in the future. Long-term solutions and short-term protection The draft regulations published in January indicate that the government is trying hard to address the pollution and employ more air protection measurements. Energy efficiency, environmental protection and green energies are integral components of the recent 12th Five-Year-Plan. The country aims to reduce its reliance on coal and intensity of energy use by 21% by 2015. Moreover, China is closely cooperating with other countries to develop suitable and effective solutions to grow sustainably in the future. There is still a long way to go before China will meet the WHO air quality guidelines. Ambitious forecasts say that Beijing will regularly see blue sky by 2030 earliest. Until then, it is more than advisable to take shortterm protection measures. Wearing a respiratory mask when PM 2.5 levels exceed 200 and reducing outdoor activities can reduce exposure on heavy smog days. Although they tend to be more expensive and come with a questionable carbon footprint due to production and running costs, air purifiers can also be a solution indoors. April - May 2013 71 REGIONAL NEWS | Shanghai | In Person Dirk von Wahl Company: TÜV SÜD Greater China Job Title/Position: President and CEO of TÜV SÜD Greater China Year of Foundation: Founded in Germany in 1866, entered China in 1991 HQ: Munich, Germany Main Business: The service range covers testing, inspection, certification, training and other fields. We can offer about 3000 kinds of services. Number of Employees: 17,000 globally Sales/Revenue: EUR 1.7bn globally What is your personal and business background? After graduation at the TH Darmstadt where I majored in Industrial Engineering and Management, I started my career with ABB in Mannheim and moved to Beijing in 1994. In my last position, I was overseeing one of the JVs in Low Voltage products. Then I joined Volvo Construction Equipment in 2002 as President for their China operations. Since 2009, I have been responsible for the business operations of TÜV SÜD in Mainland China, Hong Kong and Taiwan. In these four years our business has more than doubled. On a personal note, I’ve lived in Shanghai for almost 11 years with my wife and our two teenaged children. Tell us a little about your company and activities in China? Currently TÜV SÜD in the Greater China region covers more than 40 locations and has more than 2,000 employees, 70% of whom are engineers. In addition to our traditional services, we also focus on infrastructure as well as energysaving and emission-reduction projects in China. Other new and emerging technologies will further accelerate the development of the company. For example, TÜV SÜD is an international first-class certification and testing service provider in the electric vehicle field. TÜV SÜD also maintains a strong interest in and has invested in the green energy field. 72 April - May 2013 How long has your company been active in China? Have there been any major shifts in strategy in that time, and why/why not? TÜV SÜD started its business here in the early 90’s. Foreign buyers used our services to verify the quality and quantity of their products; local consumer goods manufacturers engaged our audit services in order to ensure that their business operations complied with international standards and achieved certification to fulfill requirements on product safety. Basically this business model is still applicable for the majority of our operations. What are the main challenges you encountered whilst operating an international business in the Chinese environment? As a service provider, we can only realize growth opportunities with knowledgeable and engaged staff. It is a challenge to find and train a pool of engineers with the right qualifications. With the increased sensitivity of Chinese consumers to product quality and safety, the available pool of potential candidates gets even smaller as local manufacturers expand their in-house quality departments. Do you target a mainly Western, or Chinese customer base, and why? We have a good mix of international customers who need assurance of their purchases, and Chinese customers who need testing and certification. What is your competitive advantage? What kind of benefits can companies using your services in China gain? Our brand reputation comes from our technical knowledge and experience. We are committed to continuously helping customers improve safety standards, increase economic value, develop technology, optimize systems and enhance the customer’s global competitiveness. We do all this while adhering to TÜV SÜD’s founding tenet: “Protect people, the environment and property against technology-related risks”. What are your aims and hopes for the future? We have more than doubled the size of our operations in the last four years. In the long term, we are expecting to continue this development steadily. China has been progressively producing higher quality exports, and there are vast opportunities in the domestic Chinese market. In your experience, what are the problems German investors in China encounter most frequently? Decisions are often made based on the professional environment and expertise that exist in Germany. So it is well warranted to involve knowledgeable consultants with experience in China from the planning phase, or hire prospective managers early in the process in order to manage the project in China rather than having the project being managed by the Chinese circumstances. What has been your experience working and living in China and how is it different from working in other countries? Over the past 20 years I was lucky to have always experienced my Chinese colleagues’ never-ending dedication to their work and openness to learn, combined with a real desire to explore new opportunities. On the other hand, expectations of the employees have to be managed, as many employees who are expected to be full-fledged managers have only a very short work history. What are the most valuable things you have learned from working and living in China? Openness, honesty and transparency are the guiding principles to forming successful teams all over the world, but due to the hierarchical structures in China it requires more patience to implement this amongst the employees here. Once all of the colleagues have embraced this, the culture changes completely to a collaborative style. To me the most rewarding thing is seeing that during the last two decades my Chinese colleagues have substantially increased their standard of living. The four speakers from the Consulate General – Dr. Wolfgang Roehr, Consul General; Mr. Stefan Moebs, Permanent Representative and Head of the Economic Department; Ms. Gudrun Lingner, Head of the Department for Culture, Science and Press and Public Relations; and René Trautnitz, Head of the Legal and Consulate Department – also gave detailed insight into their daily work. Titus von dem Bongart, Head of GBN Greater China, Ernst & Young, moderated the meeting, and welcomed everyone in the New Year. First, the German Chamber of Commerce made their donation to the Pfrang foundation. After Ms. Julia Guestens came to the stage and gave a presentation about the Pfrang Association, Dr. Eva Drewes and Rolf Koehler handed over an RMB 200,000 donation from the German Chamber of Commerce. The Pfrang foundation supports underprivileged children in obtaining an education. After the handing over of the check, Dr. Wolfgang Roehr and his team from the consulate general came to the stage and gave a speech. FMr. Roehr first told the audience about his journeys to several smaller cities in the Yangtse Delta, such as Suzhou and Hefei. He focused in particular on highlighting the great possibilities in these relatively undiscovered areas. Moreover, he announced his expectations concerning the development of China in the coming years, and outlined the results of a survey stating that Germany is the country with the best reputation in China. Mr. Moebs then shared some important predictions concerning the economic sector. Despite a positive overall outlook, he mentioned certain problems that China must start focusing on in the near future, like corruption and air pollution. Finally, he thanked the German Chamber of Commerce for the excellent cooperation that both partners benefited from in the past. Ms. Lingner expressed her satisfaction with the huge number of cultural activities that were held over the last year, including exhibitions, concerts and several other projects. A documentary about the experiences of the first Germans in Cina - and the first Chinese in Germany - called “China Pioniere” will be shown on Chinese TV in the near future. Next, Mr. Trautnitz explained the latest changes in the regulations for visa applications and the new option for German citizens to apply for a German ID at the consulate general. He also promoted the support of the consulate in questions of marriage certification, procuration and birth registration of newborns. The event was closed by Mr. Christian Blatt, who briefly introduced the main topic of the upcoming Chamber Meeting: the Taicang industrial zone.
