On behalf of Municipal Council, I am pleased to introduce the 2016 Spring/Summer
edition of the Recreation and Leisure Guide. Tillsonburg is proud of our recreational and
cultural assets and I invite you to review the many programs available for citizens of all
ages.
As we promote a healthy lifestyle for a more vibrant community, there are countless
opportunities for individuals and families to get involved and stay active throughout the
warmer summer months. This Guide is a valuable resource for programs and services
that help enhance the Quality of Life for all our citizens.
I encourage you to save this Guide for future review (or check out the on-line version at www.tillsonburg.ca) and
take advantage of some of the quality recreational, leisure and cultural opportunities that our community has to

Convenient, affordable and practical. Can be
applied towards aquatic programs, youth
programs and memberships. Redeemable at the
Tillsonburg Community Centre.

Customers can leave a full credit on their
account, provided the request is made prior to
the 3rd class. No administration fee is charged
for credits. Credits will remain on account for a
period of two years after which time they will
expire.
Transfer Requests
Class transfers must occur prior to the 3rd class
and will be based on class availability. After
the 3rd class, transfers will only be allowed at a
Program Coordinator’s discretion.
Class Cancellations
Insufficient registrations may necessitate the
cancellation of a program. We reserve the right
to change or cancel programs if necessary. Every
effort will be made to avoid these changes.
Returned NSF Cheques/Credit Cards
Payments made by cheque or credit card which
are not accepted by the bank, must be replaced
with a cash payment. A $35 administrative fee
will be charged for each returned cheque or
rejected credit card.
Receipts
Keep qualifying receipts for income tax
purposes. The charge for reprints is $5 per
receipt.

subject to HST. HST is not applicable to programs
for children 14 years and under. (Rentals Excluded)
Wait Listing
Every effort will be made to create a spot for you
in a session. A Program Coordinator will contact
you ONLY if a spot has been created. Please register
early for the next session to avoid disappointment.
Active Citizen Request (ACR)
The Town of Tillsonburg has initiated the Active
Citizen Request (ACR) program to address your
concerns and provide you with valuable feedback.
How do I log my ACR concern?
Your concern or comment can be logged in one of two ways:

Please do your part to help Keep Tillsonburg Beautiful by using the garbage receptacles
in our community spaces for litter and pet waste. Every little bit you do helps. Join in
on our annual tree planting and clean-up day on May 7 by tidying up your corner of
Tillsonburg and helping us plant a future woodlot at Southridge Park.
In April, Annandale National Historic Site will be opening an exhibit of the Museum’s amazing fashion collection
entitled “Before the Little Black Dress.” Swing by in your fanciest outfit at the Opening Night Mocktail Party on
April 8 – you’ll be glad you did.
Run the Runway at Tillsonburg Airport on June 10 in our 5k/10k/Kiddie run – a fun event for all ages. You can do it!

Reap The Benefits Of Water Exercise
Shallow Water – Aqua Fit
This is an effective low impact workout program using the water’s resistance to challenge all levels of fitness.
This class includes cardio, muscle conditioning and a relaxing cool down. It’s a great workout designed for both
cross training and beginners. This class is suitable for swimmers and non-swimmers.
45 Minute Class, 15 Minutes Leisure Swim Time
Deep Water – Aqua Jogging
Exercise in deep water provides virtually zero impact on
your bones and joints because of the body’s submersion
in the water. This workout will give you a more intense
muscular experience because you’ll be working against
the water’s natural resistance. Belts or noodles are
provided to keep you afloat during your workout.
45 Minute Class, 15 Minutes Leisure Swim Time
Mom and Me Aqua Fitness
Come and enjoy some quality time in the pool with your baby! This Aqua Fit program is designed to provide
mom with a great workout while the little one (6 months to 3 years of age) tags along enjoying the great music.
We will finish each class off with some baby swimming time.

• FREE assessments are done for anyone who is unsure what level to register their child in. Please contact an aquatics coordinator at 519-688-9011 to set up a time that works for you.
• Children 7 & up must change in their gender specific changeroom. Our staff changerooms are available for your use if you are not comfortable sending your child in alone.
• If your child is absent from their class we are unable to facilitate a make-up class on an alternate night.
• If you have any questions at all regarding your child’s progress or their lessons please see the deck supervisor on duty.
• Children not toilet trained must wear a swim diaper.

These lessons are designed for the person who is struggling in our regular program or has special needs
that would be better accommodated in a private lesson. Privates can NOW be booked through our
Customer Service Desk during a scheduled Private Swimming Lesson Time. Please speak to your instructor
regarding the needs of your swimmer. Past report cards are helpful. Make up classes can be arranged
between the parent and instructor and must be completed within the session dates.

Little Mermaids
A beginner Synchronized Swimming program
designed for your little mermaid! Participants will
work on completing Swim Synchro Levels. Fun
routines and great underwater music are all part
of the program. To fully enjoy this underwater
adventure participants should have completed
Swimmer 2 or Preschool 5.

Join our Junior Lifeguard Club and
have some fun in the water this summer. The Junior
Lifeguard Club offers serious fun for kids 8 years and up
who have completed Swimmer 3. The junior Lifeguard
Club provides an action packed challenge for kids who
love the water but who want more than “lessons”. This
club keeps them interested and active in aquatics –
especially the quick learners and those caught between
levels.
It is a chance to learn lifesaving skills, work on swimming
fundamentals, and work alongside our qualified
Lifeguards and Instructors for a chance to get the full
experience of what it is like to work in Aquatics.
All candidates will be invited to join us as a
volunteer at the Ontario Lifeguard Championships
in Tillsonburg July 29, 30 and August 1.

Lifesaving Sport
Lifesaving sport is the only sport whose skills are
first learned for humanitarian purposes. Qualified
instructors will instruct the Lifesaving Society’s Sports
Fundamentals program. The program uses the true
sport principles: Go For It, Play Fair, Respect Others,
Keep It Fun, Stay Healthy and Give Back. The program
will cover water safety knowledge, fitness and specific
skills and techniques for sport competition. This
program is targeted for children 7 – 15 year old who
have completed Swimmer 3 or higher.

Unsure? Red Band
All children 5 & under MUST be within arm’s reach of a responsible guardian 12 & Over on a 1:2 ratio
Children 6 – 9 who are not able to pass the swim test MUST be within arm’s reach of a responsible
guardian 12 & over on a 1:4 ratio; this ratio can be increased to 1:8 if lifejackets are worn.
Yellow Band
Children 6 – 9 will receive a yellow band if they would like to attempt to pass the facility swim test.
Results of the test will determine whether the child receives a Red or Green band. When a child
passes the swim test they will receive a FREE photo card as proof that they have passed the swim
test. *Replacements cards $5.00

with Green bands may be asked to retake the test if staff are concerned that the child cannot
demonstrate the ability to maintain the Swim Admission Standard.
Facility Swim Test
To pass the Facility Swim Test swimmers must be able
to swim two widths of the pool with their face in the
water completing a regular comfortable breathing
pattern. The swimmer must not stop during the entire
distance.

Municipal tax bills for property owners are sent out
twice (2) a year:
• In January, which will have installments due for
February and May
• In July, which will have installments due for
August and October
PAYMENT OPTIONS
Payments can be made in office at the Customer
Service Centre by cash, cheque or debit, or online
through your financial institution
If you wish to have your tax payments withdrawn
automatically from your bank account, we have two
(2) pre-authorized payment options:
1. Installment due dates .......... Four (4) times a year
Note: The installment due dates plan can
commence before any installment due date,
provided there is at least 30 days before the next
withdrawal would take place.
Withdrawal dates: February, May, August
and October due dates (due dates as stated on
the bill)
2. Monthly plan ...........................Ten (10) times a year

Cemetery FAQ’s
How Many People Can Be Buried In A Plot?
In a standard plot one vault/coffin burial and three
cremated remains OR four cremated remains are
allowed.
What Does The Cemetery Require To Inter
Cremated Remains?
The Cemetery requires the Cremation Certificate
and our current applicable fee.
When Are Interments Allowed?
Interments are allowed Mondays through Saturdays
– NO later than 4:00pm. Cemetery staff must be in
attendance for all interments and are responsible
for closing of the grave or niche.
Can I Plant A Garden On A Gravesite?
Flower beds of 15 inches wide and the length of the
monument base are permitted. Planting is allowed
in front of the monument only. In cases where the
monument is centered on the lot, the flower beds
can be planted on both sides of the monument. All
flowers, shrubs etc are the sole responsibility of the
lot owner. Cut flowers are allowed on all lots, but
these must be placed in metal or plastic containers.
All gardens, shrubs and plot decorations must
comply with the cemetery by-law.

The Tillsonburg Senior Centre within the Community Centre at 45
Hardy Avenue, is a multi-level recreation centre for individuals age
50 and over.
The facility is totally accessible and smoke-free. More than 30
recreation and leisure programs are available, with new programs
added regularly.
The lower level is equipped with a large indoor bowling area, billiard
and pool tables, and a well-stocked wood shop.

Construction Projects
The Town undertakes various construction projects to repair or
improve municipal infrastructure. The work can range from minor
curb or sidewalk repairs to extensive full road reconstruction projects.
Major construction projects generally occur in the spring, summer
and fall. You may experience traffic delays as a result of construction
projects.
Watermain Flushing Program
The Town conducts watermain flushing, hydrant inspections and
testing of municipally owned fire hydrants during the Spring/Fall
maintenance program as well as flushing all hydrants located at
dead-ends or cul-de-sacs on a regular schedule throughout the year.
This preventative maintenance ensures an acceptable water quality
is maintained in the watermains and the proper operation of fire
hydrants.
Residents may notice some cloudy or discolouration of their water
when the Flushing Program occurs in their area. These temporary side
effects are not hazardous and can be cleared up by simply opening
the cold water taps of your home in order to clear the system.
Street Sweeping
The annual Spring Sweeping Program consists of sweeping all Town
streets to remove sand and debris accumulated over the winter
season. This helps to prevent materials from clogging the storm sewer
collection system, improve water quality and the natural environment
by removing pollutants that can be transferred to downstream water
bodies through urban runoff. The Street Sweeping Program also
improves the cleanliness and aesthetics of Town streets and parking
lots as well as providing a safe and clean driving surface.
Pavement Markings
The Public Works crew applies pavement markings using a hand
operated machine for painting yellow and white lane lines, stop
bars, crosswalks and arrows. The Town now uses waterborne paint,
which significantly reduces the chemicals released into the natural
environment.

Every excavator is required by Law to call for a utility locate before
they dig. This includes contractors and homeowners. Please allow
for at least five (5) business days before the planned dig date for
