RAPID CITY AREA SCHOOL DISTRICT 51-4
BOARD OF EDUCATION MEETING
The first meeting of November of the Rapid City Board of Education was held on
Tuesday, November 5, 2013, at the City/School Administration Center. President Sheryl
Kirkeby called the meeting to order at 5:30PM with the following board members in
attendance: Jim Hansen, Jeff Nelsen, Laura Schad, Matt Stephens, Dave Davis, and Ed
McLaughlin. Student representatives present were Courtney McCormick, Ashlynn
Selwyn, and Chase Conrad. . Others in attendance included: Dr. Timothy Mitchell,
Katie Bray, Dave Janak, Rick Bates, Mike Kenton, Troy Volesky, Dr. Lisa Plumb, Dr.
Diana Koch, and other members of the community.
PLEDGE OF ALLEGIANCE
APPROVAL OF MINUTES
DAVIS moved and HANSEN seconded to approve the minutes from the October 15,
2013 regular Board of Education meeting, October 18, 2013 Special Board of Education
meeting, and the October 29, 2013 Board of Education meeting/study session.
MOTION CARRIED (7-0).

APPROVAL OF AGENDA
HANSEN moved and SCHAD seconded to approve the establishment of the agenda as
presented and recommended by. MOTION CARRIED (7-0).
COMMUNICATION AND RECOGNITION
Red Ribbon 2013 Spirit Award – South Middle School
Red Ribbon began in 1985 when a DEA Agent, Enrique "Kiki" Camarena was killed for
trying to stop drug dealers. In response to the murder of Kiki, angered parents and
youth in communities across the country began wearing Red Ribbons as a symbol of
their commitment to raise awareness of the killing and destruction caused by drugs in
America. The first Red Ribbon Week Campaign began in 1988.
This year marks the 25th Anniversary of the RRW Campaign. The Adolescent
Substance Abuse Prevention (ASAP) coalition has been the backbone of keeping the
campaign alive in Rapid City. The Black Hills Noon Optimist Club sponsors one of the
events for the week, called the "Spirit Award". This year 12 Rapid City Schools
competed for the honor of receiving the Spirit Award. Judges went to each school and
visually looked at the RRW spirit each school had but also took into account all the

activities and events that occur during the week and the entire month to pledge to be
drug free. The Spirit Award Winner for the 2013 Red Ribbon Week is South Middle
School.
Presenting the Red Ribbon plaque and $500 check to South Middle School was Master
Sargent Kristi Palmer from the South Dakota National Guard. Representing South
Middle School was Assistant Principal Jeanne Deming and SMS students Maria
Bunkers, Coral Cain, Bailey Johnson, Nic Benson, Connor Pruss, and Ryan Mahoney.
SDAHPERD 2013 HIGH SCHOOL TEACHER OF THE YEAR – VINCE SPEASE
Vince Spease was recently named the South Dakota Association for Health, Physical
Education, Recreation, and Dance (SDAHPERD) 2013 High School Teacher of the
Year.
Mr. Spease has been an outstanding educator and coach in this school district for more
than 20 years. He continues to make a positive impact on our student-athletes each
and every day as a teacher and coach. His high expectations for learning, compassion
for students, and his honest and straightforward demeanor make him a great asset to
Central High School.
Mr. Spease is a man with a lot of integrity and represents our high school with class,
honor, and humility. The Board of Education and Rapid City Area School administrators
would like to congratulate Mr. Spease on receiving this award. We appreciate having
you on the district team and working with our students.

STEVENS HIGH SCHOOL DRAMA 2013-2014 SEASON REVEAL – Stevens High
School Drama Director William Lytle and Stevens Theatre Department officers
presented their 2013-2014 show line-up.
BOARD INFORMATION REPORTS
Enrollment Reports – Katie Bray provided the enrollment reports for the first quarter.

Student Representative Reports – Students gave reports from their respective schools.
Title VII Committee Report – Laura Schad reported the next meeting will be November
12, 2013 at Knollwood Elementary.
Western Dakota Technical Institute Update – Mark Wilson gave an update on WDT
happenings.

Facilities Committee – Jim Hansen reported on the October 22, 2013 meeting. The next
meeting will be November 12, 2013.
Budget/Finance Committee – Matt Stephens reported on the November 4, 2013
meeting. The next meeting will be December 9, 2013.
Instructional Council – Matt Stephens reported on the October 21, 2013 Instructional
Council Meeting. The next meeting will be November 25, 2013.
President’s Report – No report.

SUBSCRIBER AGREEMENT WITH DISCOVERY EDUCATION
BACKGROUND INFORMATION:
Rapid City Area School District wishes to enter into a subscriber agreement with
Discovery Education. The starting date of this agreement is October 18, 2013.
ADMINISTRATIVE CONSIDERATION:
The purpose of the agreement is to continue access to web-based classroom video for
the high schools. The cost to the district is $6,285.00. A copy of the agreement has
been presented to the Board of Education under separate cover.
ADMINISTRATION’S RECOMMENDATION:
It is recommended that the Board of Education approve the subscriber agreement
between Rapid City Area School District and Discovery Education.

OPEN ENROLLMENT APPLICATIONS
BACKGROUND INFORMATION:
SDCL 13-28-40. Enrollment options program established. An enrollment options
program is established to enable any South Dakota kindergarten through twelfth grade
student to attend any public school that serves the student’s grade level in any South
Dakota school district, subject to the provisions in SDCL 13-28-40 to 13-28-47,
inclusive…
ADMINISTRATIVE CONSIDERATION:
Six students have submitted open enrollment requests to the Rapid City Area School
District for the 2013-14 school year. The open enrollment statutes are for kindergarten
through twelfth grade students. For these requests, approval is subject to program
and/or space availability.
ADMINISTRATION’S RECOMMENDATION:
It is recommended that the Board of Education approve open enrollment applications,
OE-1272 through OE-1277.

STUDENT ASSIGNMENT REQUESTS
BACKGROUND INFORMATION:
SDCL 13-28-10. School residency of child residing in home other than residence of
parents, guardian or noncustodial parents – Petition to local school board. If a school
age child resides in a home other than the residence of his parents, guardian, or
noncustodial parents on a temporary or permanent basis, the school residency of the
child is where the parents, noncustodial parents, or guardian reside unless, upon
request of the person with whom the child is living, the local school board accepts the
child as a resident of that school district…

NAME OF GRANT: Gwendolyn L. Stearns Foundation
BACKGROUND INFORMATION:
The Gwendolyn L. Stearns Foundation awards annual grants to invited applicants. The
Rapid City Area Schools has received $12,000 which will be used during the 2014
Summer School program to provide scholarships to Rapid City Area School students
who are unable to pay for the entire fee/tuition for summer school.
ADMINISTRATIVE CONSIDERATIONS:
The Rapid City Area Schools received funding from the Gwendolyn L. Stearns
Foundation, the targeted program would be the summer school program.
ADMINSTRATION RECOMMENDATION:
It is recommended that the board of education authorize the grant from Gwendolyn L.
Stearns Foundation to assist students attend summer school.

AGREEMENT BETWEEN WESTERN DAKOTA TECH AND STATE OF SOUTH
DAKOTA DEPARTMENT OF CORRECTIONS
BACKGROUND INFORMATION:
Western Dakota Tech wishes to renew the lease agreement with the State of South
Dakota Department of Corrections to rent space available in the Rushmore Building.
ADMINISTRATION CONSIDERATION:
The renewal is a three year term with a 3% increase in the rental rate. The Department
of Corrections will rent the same space they have occupied in the Rushmore Building.
ADMINISTRATION’S RECOMMENDATION:
It is recommended that the Board of Education approve the agreement between
Western Dakota Tech and the State of South Dakota Department of Corrections.

SDCL 13-28-10. School residency of child residing in home other than residence of
parents, guardian or noncustodial parents – Petition to local school board. If a school
age child resides in a home other than the residence of his parents, guardian, or
noncustodial parents on a temporary or permanent basis, the school residency of the
child is where the parents, noncustodial parents, or guardian reside unless, upon
request of the person with whom the child is living, the local school board accepts the

SUPERINTENDENT REPORT
ASBSD Draft Legislative Positions with Administrative Recommendations – Dr. Mitchell
provided the Board with the ASBSD Legislative Standing Positions and Legislative
Resolutions. This can be found at www.rcas.org – Administration – Board of Education
– Board of Education Meeting Agendas – 2013-2014 – 2013-11-07 Meeting Agenda.
Systems Change Conference – Dr. Mitchell provided Board members with the power
point he had presented at the conference held in Chamberlain October 16 – 18, 2013.
Character Counts Kick-Off – Dr. Mitchell spoke at the Character Counts luncheon held
October 24, 2013.
Second Quarter Press Conference – Dr. Mitchell presented the Second Quarter press
conference on October 28, 2013. You can find his power point at the above reference

State of the Local Governments – Power point from this presentation held in conjunction
with the county and city at the State of the Local Governments luncheon held November

Common Core Standards – Dr. Melody Schopp from the Department of Education will
