What Other Editors Are Saying
CONTROLLING THE RADIO
David Lawrence, famous Washington newspaper correspondent, declares t h a t the two large radio chains, NBC and CBC are
afraid of the Roosevelt administration, and therefore are willing
to give it considerable free time on the air. It is only natural that
these chains should kowtow to the federal bureaucracy t h a t
grants them licenses every six months. Which proves that, while
the radio is a desirable and powerful media of communication today, it cannot be depended upon to defend the Constitutional
rights of a f r e e people as well as the uncontrolled-by-government
free press of the United States.—Geo. R. Averill, in t h e Birmingham (Mich.) Eccentric.
FINES THAT COUNT!
The way they treat conservation violators in South Dakota,
once it gets noised around among protective summer tourists,
might incline these same summer visitors to decide t h a t it is a
pretty good place to fish and hunt, because there the game and
fish laws have teeth in them and those teeth bite hard and deep
to those that fail to understand and observe what the game and
fish are worth to the state. One fellow in the habit of killing game
for the market, was fined $1,310 and given a year in prison for
having more prairie chicken, partridge and phensants in his
possession than the law allows. In Michigan, before the average
sympathetic judge his sentence would have been about $12.50
and perhaps t h a t would have been remitted if he could convince
the judge he had become tired of living on the pork and beef and
veal the welfare had been bringing him and had concluded he
must mix that menu with some game or fish.—A! H. Weber, in the
Cheboygan (Mich.) Observer.
Michigan's Example
The chief grievance against President Roosevelt is not merely that he iiicrei^sed public expenditures during a critical emergency, but t h a t he REFUSES TO LIVE UP TO HIS PROMISE to
taper off a f t e r the emergency ended. Governor F i a n k D. Fitzgerald of Michigan, who has practiced economy in his own state,
in his recent address in New York put his finger on the crucial
issue when he forcefully declared: "Emergency policies cannot
be continued beyond the time of emergencies without grave consequences." Mr. Fitzgerald also punctured the illusion t h a t the
New Deal administration is a beneficient Santa Claus. He pointed
out the obvious fact, which has been wide!? overlooked, t h a t the
federal government TAKES IN TAXES FROM T H E CITIZENS
OF THE UNITED STATES THE GIFTS WHICH IT RETURNS
TO THE STATES. And, in doing so, it deprives the local citizens
of the right of self-determination as to the use of the funds.
Getting down to cases, Governo* Fitzgerald declared that
the state of Michigan had sought federal aid for the building of
a needed hospital for the insane, but could not get it. However,
he added t h a t the federal government has found a way—"To
spend our money for raking leaves and for building ponds to raise
fish in. We believe we know how to make our dollars do their best
work in our own state." Governor Fitzgerald was NOT creating
mere empty phrases. His expressions of policy have been translated into frugal accomplishments in his own commonwealth.
When the last Legislature appropriated funds lavishly beyond
expected revenues, the governor made a last minute effective
battle for a balanced budget. He declared: "I succeeded in having
adopted an amendment to the appropriation bill which said, in
effect, t h a t the governor had authority to reduce appropriations
pro rata, to keep them within revenue. "In other words, he could
declare a blanket reduction in appropriations. That is what i uid."

The experience of Michigan and of other well-managed states
in throwing away "red ink" should hearten the American people,
and RESTORE FAITH IN OUR CAPACITY TO RECONCILE
DEMOCRATIC SELF-GOVERNMENT WITH SOLVENCY. Like
wise, the record of such states as Kansas, Nebraska, Iowa, Indiana,
Georgia and others demonstrates that IT CAN BE DONE. If one
may judge by President Roosevelt's latest budget message and
his succession of broken financial pledges, it is self-evident that
he is not the man to do it. A change of leadership at Washington
a t the next election is essential.—Chicago Herald and Examiner.
