Staffing a CYO Site
2014 – 2015
Welcome to the 2014-2015 Diocese of Cleveland CYO Athletic Year. We would like to welcome
you as an extension to the CYO staff and thank you for allowing our athletes, coaches, and
spectators access to your facility.
As the Diocese of Cleveland CYO moves forward, we are looking to provide ways to improve
our parish facilities and venues for the upcoming year. When hosting CYO events venues are
able to use stipends to put back into their own parish programs. CYO has a strong commitment
to using some of the best of facilities in Northeast Ohio. As always, we appreciate all of your
hard work and effort to promote our Mission Statement of: “CYO endeavors to help young
people be more Christ-like in the way they live.”
Staffing a CYO Site can be broken down into 4 categories:

Football
Facility and Equipment Needs
A. Field Size
a. The size of the football field must be 120 yards in length by 53.33 yards in width
b. 8-Man Football – The size of the field is NFHS regulation length and the width
will be measured from sideline to opposite hash mark
c. The field must be opened and free of equipment 5 yards around the perimeter of
the field. Field markings must be in compliance with the National Federation of
State High School Associations guidelines
B. Equipment
a. Chains, down markers must be provided on the home team sideline
b. Goal posts must be padded when applicable
C. Game Balls
a. Intermediate, Youth, Cadet, and Developmental Divisions will use the Youth size
ball. Teams are permitted to use either a composite or leather ball
b. Elemental Division will use the Junior size ball. Teams are permitted to use either
a composite or leather ball
Staffing
A. Each facility is responsible for providing the following staff:
a. Site Director
b. Play Counters (2) – Responsible for ensuring that all eligible players have
completed their required amount of plays.
c. Concession Workers (If applicable)
B. Championship Tournaments – In addition to the staffing listed above, each facility
assigned tournament games must provide a Gate Person. This individual will collect
admission, t-shirt sales, and program sales. This person will be paid for every
tournament game worked.
Entering Scores
A. All scores must be entered in Sports Pilot within 24 hours of the conclusion of the game.
If a team forfeits, enter “0” for the team that forfeited and a “1” for the team that is
awarded the victory.

Flag Football
Facility and Equipment Needs
A. Field Size
a. The size of the field must be 60 yards in length by 30 yards wide
b. The end zones will be 5 yards deep.
c. Hash marks will be placed approximately 10 yards from the sideline.
d. The field must be opened and free of equipment 5 yards surrounding the
perimeter of the field.
B. Equipment
a. Chains, down markers must be provided on the home team sideline
b. Goal posts must be padded when applicable
C. Game Balls
a. Elemental & Minor Divisions will use the Junior size ball. Teams are permitted to
use either a composite or leather ball
b. Novice & Primary Divisions will use the Pee Wee size ball. Teams are permitted

A. Course Length – Sites must provide a 1.5 and 2.0 mile course
B. Accessible Parking – Parking lot should provide 350 parking spaces

Staffing
A. Each facility is responsible for providing the following staff:
a. Site Director
b. Event Workers – 10-15 volunteers to assist with the running course
B. CYO will provide Finish Line Staff/Result Workers
C. Championship Tournaments – Courses are in charge of providing the staff listed above.
In addition, CYO will provide a PA Announcer and Finishing Line Personnel.

Volleyball
Facility and Equipment Needs
A. Court Size
a. The length of the volleyball court must be at least 60 feet in length by 30 feet in width. If
your volleyball court does not meet this requirement please indicate the size of your court
on your Facility Application. Your parish/school may still be able to host lower levels of
play depending on the court size.
b. It is recommended there shall be at least 6 feet of unobstructed space around the
perimeter of the playing court. This includes but is not limited to the scorers table,
custodial equipment, trash cans, bleachers, and team benches.
B. Service Area
a. Intermediate and Youth – The serving area will be beyond each end-line from sideline to
sideline
b. Cadet, Developmental, and Elemental – The serving area will include an area that will be
6 feet from the end-line and extend the entire width of the court. Facilities are encouraged
to lay floor tape on the gym floor to identify this serving area.
c. Minor – The serving area will include an area that will be 10 feet from the end-line and
extend the entire width of the court. Facilities are encouraged to lay floor tape on the gym
floor to identify this serving area.
C. Net Size
a. The net should be 3 feet wide and at least 32 feet in length. The height of the net
measured in the center shall be 7’ 4-1/8” for all divisions. The net measurements at the
ends shall not exceed this height by more than ¾”. Net antennas shall be attached to the
net in line with the outside of the sideline.
D. Game Balls
a. Game balls will be provided at the Site Directors Meeting before each season
i. The Intermediate, Youth, and Minor divisions use a regulation leather ball.
ii. The Developmental, Elemental, and Minor divisions use a Volley-Lite ball.
E. Score Sheets will be provided at the Site Director Meetings before the start of the season.
Staffing
A. Each facility is responsible for providing the following staff:
a. Site Director
b. Scorer – This individual is responsible for accurately keeping score throughout each
match on the official scoresheet and the scoreboard.
c. Tracker – This individual will track the serving rotation on the Lineup Roster. This person
will also keep the official tracking rotation Tracking Form for Intermediate division only.
d. Concession Workers (if applicable)
B. Championship Tournaments
a. In addition to the staffing listed above, each facility assigned Championship matches
must provide additional staffing:
i. Gate Person – This individual will collect admission, t-shirt and program sales.
ii. Two (2) Line Judges – These two individuals must be an experienced high
school athlete or an adult to judge the out-of-bounds areas. This is a volunteer
position.
Entering Forfeit Score
A. All scores must be entered in Sports Pilot within 24 hours of the conclusion of the game.
B. If a team forfeits, enter “0” for all three sets of the team who forefeited. Enter “25” for two sets and
“15” for one set of the team awarded the victory (NFHS Rule).

Facility and Equipment Needs
A. Field Size
a. Intermediate & Youth – Regulation 11 v 11 (90-120 X 50-65)
b. Cadet & Developmental – 8 V 8 (70-80 X 45-50 yards)
c. Elemental & Minor – 6 v 6 (45-60 x 35-45)
d. All field must be lined for games
B. Goal Size
a. Intermediate & Youth – (‘8 X 24’)
b. Cadet & Developmental – (‘7 x 21’)
c. Elemental & Minor – (‘6 x 18’)
C. Equipment
a. Each field must provide two goal nets
b. Amenities
i. Restrooms
ii. Bleachers (if applicable)
D. The Home Team listed on the schedule is to provide the official Game Ball
Staffing
A. Each facility is responsible for providing the following staff:
a. Site Coordinator – This individual is responsible for sending the Score Report
Form to the CYO Office after the conclusion of the game day.
b. Concession Stand/Worker (if applicable)
B. Championship Tournaments – In addition to the staffing listed above, each facility
assigned Championship games must provide a Gate Person. This individual will collect
admission, t-shirt sales, and program sales.
Entering Scores

Basketball
Facility and Equipment Needs
A. Court Size
a. The basketball court shall be no greater than 94 feet in length by 50 feet in width.
The ideal basketball court size is 84 feet in length by 50 feet in width. If your
basketball court does not meet this requirement please indicate the size of your
court on your Facility Application. Your parish/school may still be able to host
lower levels of play depending on the court size.
b. There shall be at least 3 feet, preferable 10 feet of unobstructed space around
the perimeter of the playing court. This includes but is not limited to the scorers
table, custodial equipment, trash cans, bleachers, and team benches.
c. Games shall be played on the appropriate floor size depending on the level of
play
B. Free Throw Markings
a. Intermediate, Youth and Cadet Divisions will use the 15-foot free throw line
b. Developmental, Elemental and Minor Divisions will use the 12-foot free throw line
c. Facilities are encouraged to lay floor tape on the gym floor to indentify the free
throw lines.
C. All facilities are responsible for providing the following equipment
a. Scorer’s Table
b. Scoreboard
c. Game Clock
d. Possession Arrow
e. Team Benches
f. Seating for Spectators
g. PA System
D. Game Balls & Score Sheets
a. Regulation balls and score sheets will be provided at the Site Directors Meeting
before each season for all facilities.
Staffing
A. Each facility is responsible for providing the following staff:
a. Site Director
b. Scorer – This individual is responsible for accurately keeping score on the official
score sheet. This includes keeping track of substitutions, timeouts, and
participation.
c. Timer – This individual will keep score on the scoreboard, run the play clock, and
keep track of the possession arrow.
d. Concession Workers (if applicable)
B. Championship Tournaments – In addition to the staffing listed above, each facility
assigned Championship games must provide a Gate Person. This individual will collect
admission, t-shirt sales, and program sales.

Baseball/Softball
Facility and Equipment Needs
A. Field Size – Baseball
a. Intermediate & Youth Divisions
i. The distance between bases will be 80 feet
ii. The pitching distance will be 55 feet, measured from the front of the
pitching plate to the back point of home plate.
b. Cadet Division
i. The distance between bases will be 70 feet
ii. The pitching distance will be 50 feet, measured from the front of the
pitching plate to the back point of home plate.
c. Developmental, Elemental & Minor Divisions
i. The distance between bases will be 60 feet
ii. The pitching distance will be 46 feet, measured from the front of the
pitching plate to the back point of home plate.
d. Fields must be lined and bases set to the proper distance prior to the start of
every game. Coaches and the umpires will adjust the bases and mound
accordingly on days with back to back games.
B. Field Size – Softball
a. Intermediate & Youth Divisions
i. The distance between bases will be 60 feet
ii. The pitching distance will be 40 feet, measured from the front of the
pitching plate to the back point of home plate.
iii. A 16-foot diameter pitchers circle will be used around the pitcher plate
b. Cadet, Developmental, Elemental, & Minor Divisions
i. The distance between bases will be 60 feet
ii. The pitching distance will be 35 feet, measured from the front of the
pitching plate to the back point of home plate.
iii. A 16-foot diameter pitchers circle will be used around the pitcher plate
c. Fields must be lined and bases set to the proper distance prior to the start of
every game. Coaches and the umpires will adjust the bases and mound
accordingly on days with back to back games.
C. Game Bases
a. Three bases to be set at the appropriate distances.
b. Pitching plate to be set at the appropriate distance.
D. Game Balls
a. All game balls will be given to the coaches prior to the start of the season

Track & Field
Facility and Equipment Needs
A. All sites are required to provide the following equipment:
a. 400 Meter Track – minimum of 6 lanes.
b. High Jump Pit, Standards & High Jump Bar.
c. High Jump- Lowest setting need to be 3 feet.
d. Hurdles
e. Rakes, Shovels, and Brooms for Long Jump & Standing Jump.
f. Long Jump to the sand pit- Can be the edge of the runway or maximum of 6 feet
from the long jump board to the pit.
g. Standing Long Jump to the sand- Edge of the runway to the sand pit.
h. Discus Cage
i. Shot Put Circle and Board
j. Tables & chairs at Finish Line
k. PA System
l. Accessible Parking- 250-300 spaces.
B. At the sites request, CYO can provide the following equipment:
a. Tape measures, shots, discuses, clipboards, flags, field event official helpers,
pens, pencils, sign’s, timing systems, stop watch, cones, site director badges and
volunteer badges
Staffing
A. Each site is responsible for providing the following staff:
a. Meet staff will be coordinated by the site and compensated, Finish line judge,
Clock Operator, Time Recorder, Long Jump Judge, Shot Put Judge, High Jump
Judge, Discus Judge, Standing Jump Judge
b. Teams scheduled at the venues will be coordinated to provide the following
support help at the meet; Finish line results (3), Timers (6 or 8), Long Jump(3),
Shot Put(3), High Jump(2), Discus(3), Standing Jump(2).
B. CYO will provide up to 3 Certified Officials for each meet to manage the event in
coordination with the Site Director

Required Staffing
The foundation of a safe and well managed facility is the site staff. Each facility is responsible to
provide personnel for all events assigned. Below is a breakdown of the appropriate staffing each
facility is required to have during the regular season and Championships.
Regular Season Staffing
o Site Director
 This person will supervise the facility, teams, officials, and crowd
management during all games. The Site Director is responsible for
reading aloud the announcements and the Pre-Game and Post-Game
Prayers to the spectators, coaches, and athletes. This individual is
responsible for inputting all scores within 48 hours of the completion of
the event. The Site Director must submit a Site Director Application form
to the CYO Athletic Office. Each person that will serve as a site director
must submit an application. Site Directors appointed by the facility must
be at least 25 years old, or be approved by the CYO Athletic
Administration.
o Scoreboard and Clock Operator
 This individual is responsible for accurately keeping score throughout
each game on the scoreboard. This person is also in charge of operating
the game clock.
o Official Scorer/Tracker/Play-Counter
 This individual is responsible for accurately keeping score, participation,
and substituting throughout each game on the official score sheet.
o Concession Workers (if applicable)
 We encourage each facility to provide a concession stand as an
opportunity to serve our spectators and a chance for the facility to create
revenue.
o Please see staffing under the sports specific section for additional personnel that
may be needed.
Championship Tournament Staffing
o In addition to the staffing listed above, each facility assigned Championship
games must provide the following additional staff:
 Gate Person
 This individual will collect admission, t-shirt, and program sales.
 PA Announcer
 This individual is responsible for introductions and
announcements during Championship Games.

Site Staff Requirements
(Charter & Bylaws)
Section 4 – Site Staff
7-4-1 The Site Director must submit a Site Director Application form to the CYO Athletic Office.
Each person that will serve as a site director must submit an application. Site Directors
appointed by the facility must be at least 25 years old, or be approved by the CYO
Athletic Administration.
7-4-2 All site staff must attend Virtus, supervision or scorer/timing/volunteer training as
required.
7-4-3 All site staff must complete background checks as required.
7-4-4 All site staff must Read and acknowledge the Diocese of Cleveland, “Policy for the
Safety of Children in Matters of Sexual Abuse” and the Diocese of Cleveland,
“Standards of Conduct for Ministry” as required.
7-4-5 All Site Directors must complete the National Federation of State High School
Associations Concussion in Sports - What You Need to Know on-line training program.
Site Director Responsibilities
The CYO Site Director is responsible for the overall coordination of the facility, equipment and
personnel needed to host the event. The CYO Site Director should be aware of means to
handle emergencies that should arise.
Pre-Event Management
 Attend CYO Site Director Meeting
 Coordinate Staffing – score table workers, concessions, etc.
 Develop Emergency Plan
 Set-up signage and supplies
 Check that sound system and scoreboard is operating
 Make sure you have pinnies (those sites that requested them were given ones)
 Know the chain of command. Who do you call with questions or issues – CYO
Commissioner
Pre-Game Management
 Greet teams and coaches as they enter the facility
o Instruct them on pregame process
 On-court warm-up time
 Pre-Game Announcements & Pre-Game Prayer
o Give the coach the score sheet to complete
o Show the teams to meeting/locker-room areas
o Pinnies- When two teams have the same color of uniform; the officials will flip a
coin to determine which team will wear the pinnies. The home team, as listed on
the schedule, will call the flip.
 Greet the officials as they enter the facility
o Instruct them of the need for a pre-game conference
o Instruct on uniform rule

 Clock
 Rules

 Participation/Substitution
o Forfeit - called 15 minutes after scheduled start time.
In-Game Management
 Circulate through the site in order to monitor the score table & team area, crowd and site
conditions.
 Make announcements as needed to maintain a sportsmanship friendly environment.
 Do not let any non-player or coach on the court/field during time outs or pre/post game.
Post-Game Management
 Coordinate and maybe execute the postgame announcement & prayer
 Have the officials sign the arbiter sign-in form.
 If any ejections or injuries or other incidents occurred, complete an incident report form
and call your CYO Commissioner immediately with the details.
 Input scores in Sports Tech program - input scores on-line by Monday evening.
 Site Directors will submit score sheets, score reporting form, and arbiter official’s sign-in
sheets every other week to their assigned commissioners.
Coaches Credentials
Site Directors are to make sure coaches have their CYO credentials. They should have a valid
2014-2015 sticker on their credential.




The Site Director does not have the authority to allow a coach for any reason to be on
the team bench without their CYO credential.
Coaches without credentials are not allowed on the team bench.
Coaches who exchange credentials will be suspended.
If coaches violate the rules or are difficult on this point, record who and where they are
from and contact your CYO Commissioner or Assistant Athletic Administrator.

Site Director Meetings
All Site Directors are required to attend one of the Site Director Meetings offered before each
season. The purpose of the meeting is to provide our Site Directors with the proper training,
expectations, and to inform any rule changes that might be in effect for that particular season.
Please refer to the Team Registration Packet for Site Director Meeting dates and locations.

Scoreboard/Timer/Clock Operator Responsibilities
General Procedures
 Become familiar with the game clock and equipment set-up.
 Communicate throughout the event with the scorer to ensure scoreboard matches with
the official score sheet.
 Start, stop, and reset the official game clock at the appropriate times.
 When a timeout is called set the clock for the amount of time the official granted the
timeout for.
 All scoreboard, timer, and clock operators must attend CYO trainings before every
season.
Official Scorer/Tracker/Play-Counter Responsibilities
Filling Out Score Sheets
 Scorer shall record the actual time at the start of each game, and sign on the line,
indicating scorers’ signature at the bottom of the sheet.
 The scorer will keep a record of the names and numbers of all players who are to start
the game and of all substitutes that enter the game. The coach should have entered
player’s names and numbers onto the score sheet in NUMERICAL ORDER.
 The scorer must ask that all players check in at the table prior to the start of the game
and each new quarter/half/set.
 Participation/Substitution is determined by the different divisions. Team roster size will
differ from team to team and does have an effect on participation/substitution, please
make sure you know what the level of play is.
 In the event of an absentee athlete, coach should have listed these players at the bottom
of the score sheet and stated reason.
Post-Game
 Verify that the officials and scorer/timer has signed the game score sheet and the score
sheet questions are answered.
 Verify that any ejections or injuries or other incidents are recorded on the score sheet.
o If there are any ejections, contact the CYO Commissioner immediately.
o If there are any injuries or conduct issues, complete and incident report
immediately as submit it to the CYO Office.
Scorer/Timer Trainings
All score table personnel are required to attend trainings before each season. The purpose of
the scorer/timer trainings is to provide the proper instruction, expectation, and to inform any rule
changes that might be in effect for that particular season. Please refer to the Team Registration
Packet for Scorer/Timer training dates and locations.

View/Print Facility Reports
1. Go to http://cyo.sportstech.net/scheduler
2. Click on login (upper right hand side)
3. Enter User Name and Password and Sign In
4. Make sure “Schedule” icon in upper right hand corner is RED - if not click on it.
5. Hover mouse over “Reports” tab – Hover, DO NOT click on it.
6. Select “Facility Usage” from option list.
7. Set the Start and End date of the report range.
8. Select the Facility for the report.
9. Select the Resource for the report.
10. Click “Generate Report”
11. View/Print the report or export to Excel if needed.
Entering Game Scores
1. All game scores are to be entered by 12:00noon on the day after the game.
2. Go to http://cyo.sportstech.net/scheduler
3. Click on login (upper right hand side)
4. Enter User Name and Password and Sign In
5. Make sure “Schedule” icon in upper right hand corner is RED - if not click on it.
6. Hover mouse over the “Scoring” tab - Hover DO NOT click on it.
7. Select “Post Scores by Field” from the option list.
8. Select the Sport.
9. Select Facility for posting from the drop down box.
10. Select Field for posting from the drop down box.
11. Select the Date of the games.
12. Click “Get Matches”
13. Select the game you want to enter the score for. Beware - they are not always listed in
time order.
14. Enter the final score of the game(s)
15. After entering score click “OK”
16. Repeat steps 12-14 until all scores are entered.
17. Click logout

Arbiter Sports
The Officials Schedule
1.
Log into arbitersports.com. The user name and password was given to you by
CYO Staff. If you need one, please contact a CYO Athletic Director.
2. Click on the “Schedule” tab across the top.
3. Click on “Schedules” on the second row across the top.
4. Click on the printer icon to the right on the row the Site name appears.
5. Enter in the date range of the report you wish to view.
6. Select the “PDF” option and also check the “Phone Numbers” box.
7. Click “Print Preview”.
8. Print out the pages of the report.
9. Take the printout to the game and have the officials sign next to their name.
10. If an official is not listed on the report, or a different official shows up – have
that official PRINT their name and telephone number next to the blank line
or the official they are replacing.
11. Fax or email the officials’ forms with changes to the CYO Office by Monday
morning – Cleveland - 216.334.1270, Akron - 330.535.9040.
12. If an official is late/missing you can attempt to contact the official by the telephone
numbers listed on the report and contact the CYO Commissioner
Forms without changes should be retained by the site with the score sheet/participation sheets
and submitted to the CYO Commissioners when they visit your site.
Severe Weather
Lightning & Inclement Weather
A. When the officials recognize inclement weather they are duty bound to suspend the

B. When thunder is heard or a lightning bolt is seen at a practice or competition, the teams
must suspend play and take shelter immediately. Play cannot resume until at least 30
minutes after the last thunder heard or lightning flash seen.
C. When snow has reached severity a decision will be made by the Athletic Director(s) to
cancel games.
D. Announcements related to the status of competitions will be posted on the main page of
the schedule.

Pre-Game Announcement
Whenever possible, make the following announcement to the spectators prior to the start of the
game.
If I could have your attention, CYO has asked me to speak to you before the game.

Welcome to _____________ (Gym/Field).

Please remember the game is for the children.

Our prayer reminds us that we have an opportunity to teach our faith to others by our
actions. That means we have a chance to show our children character and
sportsmanship by our behavior as adults.

While we don’t expect to have any issues, I must remind everyone that we have a zero
tolerance policy toward behavior issues. Your cooperation will be appreciated.

If you have any questions, please see me.

I would ask you to stand and to remove your hats as the athletes and coached pray the
pre-game prayer.


CYO Pre-Game and Post-Game Prayers
Keep the Spirit Alive!
Thank you for becoming involved in the Diocese of Cleveland CYO. Each year,
thousands of young people and their coaches participate in athletic contests throughout the
year. To help start us off on the right foot, all teams in the Diocese of Cleveland CYO
participate in the Pre-Game and Post-Game Prayer at all events. The animation of our faith that
this action brings sets a positive tone in athletics. Our Pastors and Pastoral Designees have
called for us to return to our roots as a faith based sports organization, and the Pre-Game and
Post-Game Prayers help us to establish our CYO identity. It is our hope that the continued
action of praying together will foster fellowship, respect, sportsmanship and dignity of players,
coaches, event workers, parents, spectators and officials.
What to do at the game!!
Each head coach is given a stack of prayer cards at the coach’s meeting. At the
beginning of each regular season or tournament contest, everyone involved in the game
(players, coaches, officials, cheerleaders, etc.) should gather at the center of the playing area
for the Pre-game Prayer. Please take the opportunity to build the CYO Community by
introducing yourself to other coaches.
At the end of each contest, there is a change from the historical sportsmanship gesture
of “lining-up”. At the conclusion of the game all those involved in the game (players, coaches,
officials, cheerleaders, etc.) should gather again for the Post-game Prayer. The prayer should
be done in place of the teams doing the historical “line-up”. At the conclusion of the prayer, the
coaches and players should offer a handshake to other, coaches, officials and team members.
Hats, helmets and other head gear should be removed before the prayer. All players and
coaches should recite the prayer or remain quiet during the prayer. Both the pre-game and postgame prayer should begin with the sign of the cross.
The CYO Philosophy calls for coaches and other adults involved in the athletic
program to be “models of Christ-like values and behaviors.” We ask that you take this
role seriously and share our faith with the young people we teach. We wish you the best
of luck in the upcoming season, and thanks for Keeping the Spirit Alive!
PRE-GAME PRAYER
Lord God, Thank you for bringing us together in Your name. We know
you are with us now, as you promised.
Please help the players, coaches and officials to play and be fair.
Keep us all safe from injury.
Thank you for giving us the chance to teach our faith to others
by our actions.

POST-GAME PRAYER
Lord, we thank you for the opportunity and challenge of this game.
You call us to compete well, finish the race and grow in our faith!
Help us to remember we can do all things through You, who
gives us strength.

PARENTS DAY AT THE GAME
 Communicate with your officials and scorers/timers that today is Parent’s
Day at the Game. Inform them of their part in the day.
 Go to the spectator area and invite the parents onto the floor for the next
game.
 In a circle, have parents stand next to their child by center court.
 Welcome parents to CYO Parent’s Day at the Game.
 Pass out prayer cards. Recite the pre-game prayer.
 Have the officials do the pre-game sportsmanship talk. Disperse parents
back into the stands.
 After the game, invite parents to join their child for the closing prayer.
 Thank parents for participating today and have a safe trip home.
 Please have a mop or towel ready to dry the floor if the floor gets wet.
