EXECUTIVE SUMMARY
Weston & Sampson Engineers, Inc., on behalf of the Town of Deerfield, Massachusetts (the
Town) performed a Phase II Environmental Site Assessment (Phase II ESA) on a commercial
property located at 15 Jewett Avenue, South Deerfield, Massachusetts. The Phase II ESA was
conducted to support the Town’s efforts to evaluate the environmental conditions of the Site
prior to its redevelopment. Weston & Sampson was not acting as a Licensed Site Professional
during this investigation, however all fieldwork was performed in accordance with
Massachusetts Contingency Plan (MCP) performance standards.
The scope of work included the excavation of eight test pits, sampling and analysis of soil; data
evaluation; comparison to regulatory criteria; and overall assessment of environmental
conditions at the Site. Sampling and analysis of groundwater at the Site was not performed as
part of this investigation. The major findings of the Phase II ESA are as follows:
Soil sampling analytical results detected several analytes above MCP Reportable Concentrations
(RCs) in one test pit sample. Specifically soil contamination was found in the vicinity of the
former maintenance building at the Coates Avenue entrance to the Site. The soil sample
analytical results are presented on Table 1 and the complete laboratory analytical report is
included as Appendix A. The lateral and vertical extent of soil contamination is unknown.
Weston & Sampson screened soil headspaces for volatile organic compounds (VOCs). None
were detected, other than adjacent to the Coates Avenue maintenance building.
Analytical results of soil samples collected from explorations performed within the storm water
retention basin, storm water drainage swale, the former gasoline underground storage tank (UST)
grave and adjacent to the former location of the Jewett Avenue maintenance building detected no
analytes above the laboratory detection limits.
The detection of MCP RCs in soil trigger a 120-day notification, per 310 CMR 40.0300.
However as the extent of contamination is currently unknown, Weston & Sampson recommends
additional characterization of the area to evaluate the aerial and vertical extent of contamination.
Potential outcomes include:

Conducting a Limited Removal Action (LRA) if the volume of petroleum-impacted soil is
less than 100 cubic yards and groundwater is not impacted. An LRA would be performed
within 120-days (i.e. prior to notification). Provided the requirements of an LRA are met and
all contamination was removed, no notification would then be required per the MCP.
If removal cannot be performed within 120 days, or volumes exceed 100 cubic yards, or
groundwater was impacted then removal actions could be conducted as Release Abatement
Measure (RAM).
If removal actions are not warranted (based on concentrations and aerial extent) then the
release could be closed out via a Method 3 Risk Characterization provided a condition of No
Significant Risk is demonstrated to exist at the Site.

INTRODUCTION AND BACKGROUND
1.1 Introduction
Weston & Sampson Engineers, Inc. was contracted by the Town of Deerfield, Massachusetts to
perform a Phase II Environmental Site Assessment (ESA) on the former Cains pickle factory
property located at 15 Jewett Avenue, 25 Rear Jewett Avenue, South Main Street, Coates
Avenue and 34 Sugarloaf Street in South Deerfield, Massachusetts (the Site). No previous
environmental investigations have been conducted at the Site. However, the Massachusetts
Department of Environmental Protection (DEP) coordinated the cleanup of a heating fuel release
that occurred in 1983 and the operators of the pickle factory had been under an Administrative
Consent Order due to periodic releases of pickle brining solution. The Phase II ESA was part of
the Town’s efforts to evaluate the Site prior to redevelopment. This Phase II ESA report was
prepared in accordance with the Limitations included in Section 5.0 of this report. Please note
that fieldwork was performed in accordance with the performance standards in the MCP,
however this report is not supposed to meet the requirements of an MCP Phase II
Comprehensive Site Assessment in accordance with 310 CMR 40.0830. Weston & Sampson was
not acting as a Licensed Site Professional for this investigation. This Phase II ESA was prepared
for the Town to understand Site conditions and to support Site redevelopment.
1.2 Site Location
The Site is located at 15 Jewett Avenue, South Deerfield, Massachusetts 01373, in Franklin
County between Coates Avenue, South Main Street and Sugarloaf Street (Figure 1 – Locus
Map). The Site is listed as: Map 168, Parcels 20 and 21; Map 169, Parcels 2 and 3; Map 174,
Parcel 159; and, Map 175, Parcel 16 on Deerfield Assessor’s map. A Site Plan based on the
Deerfield Assessor’s map is included as Figure 2. The Site is located in a mixed residential and
commercial area of South Deerfield. The Site is abutted by the Town of Deerfield Highway
Department (Hwy Dept) Garage to the northeast, residential properties to the east, west and
south, and a mix of residential and commercial properties to the north (see Figure 2 – Site Plan).

1.3 Site Description and History
The Site is approximately 16.03-acres in size and contains one approximately 1,500-square foot
building and an approximately 40,000-square foot paved parking area. The Phase I ESA
misidentified one of the Town of Deerfield Hwy Dept buildings on Jewett Avenue as one of two
former maintenance buildings belonging to the Site. The Site is owned by Sugarloaf Property
Development, LLC. The former pickle factory and several outbuildings have been demolished.
Site topography is generally flat and the land surface is unpaved to the east, south and west of the
former factory building and parking area, and the footprints of the former buildings were left
filled with crushed concrete following demolition. Valves, standpipes and other plumbing that
was used to distribute liquids to the pickle brining vats are visible throughout the site. The
former pickle factory operated at the Site from the early 1900’s and the majority of the site was

occupied by the pickle factory and brining vats. The approximate footprints of the former
buildings are shown on Figure 2 and the locations of the brining vats are visible in the aerial
photograph used as the base layer of Figure 3 (Area Receptors Map).
1.4 Area Receptors
According to the Area Receptors Map (Figure 3) prepared using the Massachusetts Geographic
Information System (MassGIS) Environmental Receptors Database, the site is within a highly
productive aquifer and majority of the Site (approximately 15.41 acres) is located within a DEP
approved Zone IIs, the wellhead protection area for a public water supply well. There are two
portions of the site that are west of Sugarloaf Brook (totaling approximately 0.62 acres) that are
located outside of the Zone IIs. The Site is not located within, or adjacent to a National Heritage
and Endangered Species Program (NHESP) Priority and Estimated Habitat, or an area of
protected open space. There are no Areas of Critical Environmental Concern (ACEC) or
protected open space present within 0.5 miles of the property. The closest institutions are the
Deerfield Elementary School, and the Frontier Regional School (a high school) located within
0.25 miles north of the Site.
1.5 Soil and Groundwater Classification
1.5.1 Soil
The Site is currently not listed with DEP, therefore contaminant concentrations at the Site were
compared to the MCP RCS-1 reportable concentrations as the Site is within 500 feet of
residential properties. Once reported, the release site would be compared to Method 1 S-1
standards (S-1/GW-1, S-1/GW-2 and S-1/GW-3) for unrestricted use and to S-2 standards S2/GW-1, S-2/GW-2 and S-2/GW-3) for site specific risk.
1.5.2 Groundwater
Site groundwater was not sampled as part of the Phase II ESA. If groundwater is encountered
then groundwater data would be compared to RCGW-1 standards for reporting. If groundwater
contaminants are detected at concentrations exceeding RCs then the following Method 1
standards would apply. According to information from the MassGIS Environmental Receptors
Database (graphically depicted on Figure 3), the Site overlies a current or potential drinking
water source area. Therefore, groundwater at the site is classified as GW-1. Although the
building is unoccupied, Site groundwater is within 30 feet of the structure therefore for future
Site use, Method 1 GW-2 Standards would also apply. In addition, all groundwater must be
compared to the Method 1 GW-3 Standards. Therefore for this Site, the Method 1 GW-1, GW-2
and GW-3 standards would apply.
1.6 Previous Studies
During the period from July to August 2007, Weston & Sampson conducted a Phase I ESA for
the Site. The Phase I ESA was performed in accordance with the Phase I Environmental Site
Assessment Process (Standard Practice E 1527-05), as developed by the American Society for
Testing and Materials (ASTM), the Oil and Hazardous Material Release Prevention and

Response Act - Massachusetts General Law Chapter 21E (MGL c. 21E), and in general
accordance with EPA’s All Appropriate Inquiry (AAI) standard. The ESA included an
environmental database search, review of local, state, and federal regulatory agency files, a
limited reconnaissance of the Site and vicinity for potential off-site contamination sources,
interviews with Town officials and a limited chain of title review at the Franklin County Registry
of Deeds. The major findings of the Phase I ESA are as follows:

The Site was formerly under a DEP administrative consent order due to releases of pickle
brine. DEP files for the Site contain two release log forms for releases of pickle brine at
the Site: On 7/30/2000, Release Tracking Number (RTN) 1-13567 was assigned to the
Site and on 1/8/2003, RTN 1-14699 was assigned to the Site. Neither of the RTNs are
currently listed in the DEP database of disposal/cleanup sites. Therefore it appears that
both RTNs were retracted and the Site is not listed as a release site with DEP.
•
A release of #4 heating fuel occurred at the Site on 5/17/1983, and the subsequent
cleanup was supervised by DEP. No additional information was available.
•
The Site historically stored gasoline, #4 heating fuel and diesel fuel in underground
storage tanks (USTs) that have reportedly been removed from the Site. However, Weston
and Sampson was not able to locate details of the 6,000-gallon #4 heating fuel UST
removal or the 10,000-gallon diesel UST removal. Additionally, all of the available site
plans / site sketches indicating the locations of the tanks were “Not to Scale” drawings,
making it difficult to determine of the precise locations of the tanks from the drawings.
•
The Town Hwy Dept property abutting the Site, has been remediated for a gasoline
release stemming from USTs on the site. A Class-A2 Response Action Outcome (RAO),
was submitted to the DEP on June 22, 2000, indicating that a permanent solution has
been achieved, however contamination has not been reduced to background conditions.
•
The Cumberland Farms located at 2 Sugarloaf Street, approximately 500 feet north of the
Site, is currently being remediated for a gasoline release, and notified the DEP on
6/3/2004 of a condition of Substantial Release Migration (SRM).
•
The Site is located within a mixed commercial and residential area of South Deerfield.
The Site is currently vacant. Historical uses of the Site include a pickle making factory
that covered the majority of the Site, and a former residence at 34 Sugar Loaf Street. The
pickle factory and former residential structure were demolished prior to the real estate
transaction.
•
During Site reconnaissance on July 28, 2007, Weston & Sampson observed the presence
of remnants of the former pickle factory including; demolished concrete, an out of service
above ground storage tank, portable conveyor belts, numerous pipes and valves and one
intact plastic 55-gallon drum containing approximately 5-gallons of an unknown liquid.

PHASE II FIELD INVESTIGATION
2.1 Phase II ESA Project Approach and Conceptual Site Model
Weston & Sampson conducted a Phase II ESA Limited Subsurface Investigation to evaluate
areas of concern identified during the Phase I ESA. Based on the findings of the Phase I ESA,
Weston & Sampson developed a Conceptual Site Model (CSM) for the Site. Based on site
history, impacted soil may exist in the vicinity of the following AOCs: the former tank locations
and maintenance buildings as well as within the stormwater-runoff collection system, possibly
extending below into the Site groundwater table. However, the exact location of the former tanks
cannot be determined from the “Not to Scale” Site plans and sketches found during the Phase I
ESA.
The depth to bedrock at the Site is not known. Based on a Water Pollution Control Plan prepared
for the Site that is on file at DEP, groundwater at the Site is approximately 5-7 feet below ground
surface (bgs). Groundwater in the Site vicinity flows in a southeasterly direction. Soil
contamination requiring remediation near the Site formerly existed adjacent to the Hwy Dept
building. Residual soil impacts below regulatory criteria were identified to the south of the Hwy
Dept building.
In order to determine the presence or absence of impact from the potential historical sources on
the Site the following was done as part of this investigation:
•
Excavation of eight test pits / trenches in the vicinity of the AOCs listed above;
•
Screening of soil headspace in test pits for total VOCs; and,
•
Sampling and laboratory analysis of soil for the presence of petroleum compounds.
Weston & Sampson observed the excavation of eight test pits designated TP-1 through TP-8.
The locations of the test pits, and soil sample locations are shown on Figure 2. Test pit logs and
photographs are included as Appendix B.
2.2 Test Pits
On September 28, 2007, Weston & Sampson documented the excavation of eight test pits by H. C.
Kocot and Sons, Inc, using a Caterpillar model 320 tracked excavator. Soils observed during the
explorations were classified by Weston & Sampson field personnel using the Modified Burmister
Soil Classification System. During the explorations, Weston & Sampson also screened the soil for
total VOCs using a MiniRAE 2000 PID fitted with a 10.6 electron volt (eV) lamp, and the results
exceeding the background concentration of 0.0 parts per million by volume (ppmv) were recorded
on the test pit logs. The PID screening does not identify or quantify individual compounds, but
provides an indication of relative levels of total VOCs present in a sample (referenced to a standard
of isobutylene in air) and reported in ppmv. Total VOC concentrations were measured using the
headspace test described in the Department of Environmental Protection (DEP) Waste Site
Cleanup Policy #WSC-94-400, Interim Remediation Waste Management Policy for Petroleum
Contaminated Soil.

None of the soil headspace samples contained total VOCs above the background level of 0.0 ppmv
except for those collected from test pit TP-7 adjacent to the Coates Avenue maintenance building.
Soil samples from each sidewall and the bottom of test pit TP-7 contained elevated PID readings
ranging from 7.9 ppmv in the south wall sample to 34.5 ppmv in the bottom sample. Test pit logs
and photographs are included in Appendix B.
Extensive sampling adjacent to the Coates Avenue maintenance building could not be performed
due to the close proximity and uncertain location and depth of underground utilities. Extensive
sampling adjacent to the former location of the maintenance building along Jewett Avenue could
not be performed due to uncertain location of property lines between the Site, neighboring
residences and Town property.
2.3 Soil Sampling and Analysis
During the excavation of the test pits on September 28, 2007, Weston & Sampson collected soil
samples from the sidewalls and bottoms of the test pits. Soil headspace was screened for total
VOCs using a PID equipped with a 10.6 eV lamp. The PID was standardized to a 100 parts per
million (ppm) isobutylene reference gas. Selected soil samples were then sealed in laboratorysupplied jars and placed in a cooler on ice for transportation to the laboratory. Samples were
submitted for laboratory analysis based on PID results, visual indication of contamination and
the general location of the sample. Sampling equipment was decontaminated between each
sample collection by wiping or brushing off any excess water or soil from the equipment with a
paper towel or cleaning brush, spraying the equipment with Alconox soap solution and rinsing
with deionized water, spraying the equipment with the appropriate decontamination solutions
including dilute nitric acid and methanol, rinsing the equipment with deionized water, and
drying.
Eight selected soil samples from the test pits were submitted to Con-Test Laboratory, a
state-certified laboratory in East Longmeadow, Massachusetts. Soil samples were submitted for
analysis of volatile petroleum hydrocarbons (VPH) and extractable petroleum hydrocarbons
(EPH) including target VOCs and target polycyclic aromatic hydrocarbons (PAHs) according to
DEP Method 1.1. A summary of soil sample analytical data is presented as Table 1.

PHASE II RESULTS
3.1 Geology
3.1.1 Regional Geology
According to the USGS Bedrock Geologic Map of Massachusetts (Zen et al., 1983) the Site is
underlain by reddish-brown to pale red arkose and siltstone, and gray sandstone, gray siltstone,
and black shale interpreted as lake beds as part of the sedimentary and volcanic rocks of the
Hartford Basin (Lower Jurassic and Mesozoic).
3.1.2 Site Geology
On September 28, 2007, Weston & Sampson documented the excavation of eight test pits (Figure
2). Two geologic units were identified at the Site. A loose to very dense unit composed of
granular fill material containing various amounts of sand, gravel, cobbles and boulders along
with demolition debris overlay a native silty fine sand unit. The fill unit ranged in thickness from
approximately 0.5 feet to 2.0 feet thick across the Site and was approximately 6.0 feet thick
within the former gasoline UST grave. Present directly below the fill unit, the native sand unit
varied in color from light tan to orange brown and persisted until the bottom of the test pits.
Weston & Sampson interprets this native sand as quaternary alluvium. Groundwater was
encountered in most test pits in the last foot of soil above the bottom of the test pit.
3.2 Hydrogeology
3.2.1 Regional Hydrogeology
Groundwater and surface water at the Site is presumed to flow towards the Connecticut River
located approximately 1.4 miles southeast of the Site. The Sugarloaf Brook flows towards the
southwest across the northernmost portion of the Site, then along the northwest border of the Site
until turning south and crossing over the westernmost portion of the Site. The Site is not located
within a 100-year floodplain according to MassGIS flood hazard data.
3.2.2 Groundwater Elevations
According to a soil evaluation form attached to the Site’s Water Pollution control Plan on file at
DEP, the estimated seasonal high groundwater table is approximately 4.5 feet below ground
surface. On September 28, 2007, the depth to groundwater across the Site ranged between 1.5
feet bgs at TP-5 to 6.0 feet at TP-1.
3.3 Soil
3.3.1 Field Screening Results
Elevated PID readings were only detected in samples collected from test pit TP-7 that was
excavated adjacent to the former maintenance building adjacent to the Coates Avenue entrance
to the Site. The field screening data exceeding the background concentration of 0.0 ppmv are
presented in Test Pit Log TP-7 included in Appendix B.
3.3.2 Analytical Results
The soil sample analytical results are summarized in Table 1. Several analytes were detected
above MCP RCS-1 in soil sample TP-7 collected at a depth of 2.5 to 3.0 feet bgs. Soil sample

TP-7 contained EPH in the C19-C36 aliphatics range at a concentration of 5,300 milligrams per
kilogram (mg/kg), which exceeds the RCS-1 of 2,500 mg/kg. Soil sample TP-7 also contained
EPH in the C11-C22 aromatics range at a concentration of 946 mg/kg, which exceeds the RCS-1
of 200 mg/kg. Soil sample TP-7 also contained VPH in the C5-C8 aliphatics range and the C9-C10
aromatics range at concentrations of 113 mg/kg and 279 mg/kg, respectively, which exceed the
RCS-1 of 100 mg/kg. Additionally, soil sample TP-7 contained EPH in the C9-C18 aliphatics
range at a concentration of 407 mg/kg, 13 target PAHs at concentrations ranging from 0.2 mg/kg
to 2.1 mg/kg, VPH in the C9-C12 aliphatics range, and six target VOCs at concentrations ranging
from 0.165 mg/kg to 3.08 mg/kg all of which were below RCs.
Soil sample TP-2 contained EPH in the C19-C36 aliphatics range at a concentration of 38 mg/kg,
and two target PAHs, fluoranthene and pyrene at a concentration of 0.2 mg/kg, all of which were
below RCs.
Soil sample TP-4 contained three target PAHs, benzo(g,h,i)perylene, fluoranthene and pyrene at
concentrations ranging from 0.2 mg/kg to 0.4 mg/kg, all of which were below RCs.
None of the other soil samples analyzed contained detectable concentrations of EPH, VPH or
target analytes.
Groundwater sampling was not performed as part of this investigation
3.4 Quality Assurance/Quality Control
3.4.1 Introduction
Weston & Sampson submitted a blind duplicate soil sample and a VPH trip blank for QA/QC
purposes. One blind duplicate soil sample was submitted for each analysis. Two QA/QC
deviations were noted including the laboratory fortified blanks and duplicates for EPH in the
C9-C18 and C19-C36 aliphatic ranges with RPDs of 31.7% and 31.9%, respectively that were
outside of the control limit of 25%, and an overloaded fractionation cartridge resulting in
estimated concentrations for all results except for pyrene, the aromatic hydrocarbon range, and
the C19-C36 aliphatic range in sample TP-7. Based on a review of laboratory QA/QC, Weston &
Sampson has concluded that data usability has not been affected for the majority of analyses.
The usability of soil analytical laboratory data was evaluated in general accordance with DEP’s
Quality Assurance/Quality Control (QA/QC) program outlined in guidance documents WSCCAM-VII (MADEP, May 2003) and WSC-02-320 (DEP, June 2003). The QA/QC program was
developed by DEP to provide minimum criteria and performance standards for the collection and
analyses of data to be used in MCP risk assessments, background determinations, and/or site
closure. Use of laboratory data for site evaluation under the MCP is acceptable if data meets
“presumptive certainty” and “PARRCS” criteria, both of which are discussed below.
3.4.2 Presumptive Certainty:
The criteria for presumptive certainty is achieved if sampling and laboratory procedures are
consistent with the following criteria:

1. Field QC samples were collected in accordance with DEP’s Compendium of Analytical
Methods (CAM).
2. The laboratory provides the following certification:
• Chain-of-custody accurately describes condition of samples received.
• Compliance with all method QA/QC requirements and performance standards;
• MCP analytical methods were used in accordance with CAM; and,
• VPH/EPH analytical methods were run without significant modifications.
“Presumptive Certainty” was achieved for soil samples for criteria A-D and F. The laboratory
reports include a narrative for those data that received a negative rating for criteria E. (see
laboratory certification forms in Appendix B).
3.4.3 PARCCS
If presumptive certainty is met, the next step is to evaluate the usability of the data based on the
following parameters: Precision, Accuracy, Representativeness, Comparability, Completeness
and Sensitivity (PARCCS). A discussion of each parameter is presented below.
Precision: The Relative Percent Differences (RPDs) of The RPDs for the field duplicate soil
sample were less than 1% for EPH and ranged from 8.97% 10.25% for VPH, all below the
recommended 50% RPD for soil.
Accuracy: The laboratory fortified blanks and duplicates recoveries for EPH in the C9-C18 and
C19-C36 aliphatic ranges had RPDs of 31.7% and 31.9%, respectively that were outside of the
control limit of 25%.
Representativeness: The samples collected from the Site are considered representative based on
the known subsurface conditions.
Comparability: No compounds were detected above Method Detection Limits (MDLs) in the
soil sample or its blind duplicate and the RPDs of the MDLs indicate good comparability
Completeness: No sample holding times were exceeded for any of the soil or groundwater data,
and none of the concentrations were reported as qualified.
Sensitivity: The laboratory method detection limits for contaminants in soil were below
applicable Method 1 cleanup standards. The laboratory case narrative indicates that in EPH
analysis for sample 07B37695 (the soil sample collected from test pit TP-7), an overloaded
fractionation cartridge resulting in estimated concentrations for all results except for pyrene, the
aromatic hydrocarbon range, and the C19-C36 aliphatic range in sample.
3.4.4 QA/QC Summary
In summary, the results of the PARCCS evaluation indicate that data quality indicators are
acceptable, and the soil data obtained during this investigation is adequate for characterizing Site

conditions, risk and RAO determination. Weston & Sampson considers the data to be of
sufficient level of sensitivity to support the conclusions in this report.

SUMMARY, CONCLUSIONS AND RECOMMENDATIONS
4.1 Summary
On September 28, 2007, Weston and Sampson performed a Phase II ESA at the former 15 Jewett
Avenue Cains pickle factory, in South Deerfield, Massachusetts. The Site, which is currently
vacant, has historically been used as a pickle factory.
The Phase II ESA included excavating eight test pits, screening soils for VOCs, and laboratory
analysis of soil. Nine soil samples, including one blind duplicate were submitted for laboratory
analysis of and EPH and VPH with target analytes. Soil sample TP-7 contained concentrations of
several analytes above RCS-1. No VOCs were detected in soil headspace except at test pit TP-7
that had PID results ranging from 7.9 to 34.5 ppmv. Extensive sampling adjacent to the Coates
Avenue maintenance building could not be performed due to the close proximity and unknown
exact location/depth of underground utilities. Extensive sampling adjacent to the former location
of the maintenance building along Jewett Avenue could not be performed due to uncertain
location of property lines between the Site, neighboring residences and Town property.
In summary, soil contamination exists at the Site, primarily in the area of the former maintenance
building at the Coates Avenue entrance to the Site. However, the nature and extent of soil impacts
are unknown and were beyond the scope of this investigation.
4.2 Conclusions and Recommendations
The following is our conclusions of the environmental issues at the Site and our
recommendations based on our investigations:
•
Soil sample TP-7 contained EPH in the C19-C36 aliphatics range at a concentration of
5,300 milligrams per kilogram (mg/kg), which exceeds the RCS-1 of 2,500 mg/kg. Soil
sample TP-7 also contained EPH in the C11-C22 aromatics range at a concentration of 946
mg/kg, which exceeds the MCP RCS-1 of 200 mg/kg.
•
Soil sample TP-7 also contained VPH in the C5-C8 aliphatics range and the C9-C10
aromatics range at concentrations of 113 mg/kg and 279 mg/kg, respectively, which
exceed the RCS-1 of 100 mg/kg. The extent of soil contamination at the Coates Avenue
maintenance building is unknown.
•
Because the detected concentrations of EPH and VPH exceed RCS-1, reporting of the
contamination to the DEP within 120 days of receipt of this knowledge is required unless
a LRA is completed within the 120 day period. A LRA can only be conducted on impacts
to soil with a total volume of less than 100 cubic yards and when groundwater is not
impacted.
•
If an LRA cannot be completed within 120 days, or the soil contamination detected in test
pit TP-7 extends into groundwater or volumes exceed 100 cubic yards, then notification
to DEP and the implementation of a Release Abatement Measure (RAM), which includes
assessment of Site groundwater quality, will be required.

This Phase II Environmental Site Assessment Report was prepared for the use of the Town of
Deerfield, exclusively. The findings provided by Weston & Sampson in this report are based
solely on the information reported in this document. Future investigations, and/or information
that was not available to Weston & Sampson at the time of the investigation, may result in a
modification of the findings stated in this report.
Should additional information become available concerning this Site or neighboring properties
which could directly impact the Site in the future, that information should be made available to
Weston & Sampson for review so that, if necessary, conclusions presented in this report may be
modified. The conclusions of this report are based on Site conditions observed by Weston &
Sampson personnel at the time of the investigation, information provided by the Town of South
Deerfield, and samples collected and analyzed on the date shown or stated in this report. This
report has been prepared in accordance with generally accepted engineering and geological
