CONSULTING ENGINEERS Project # 2048 TECHNICAL BRIEF CHANGE OF FACILITIES FM BROADCASTING STATION CKKX-FM, PEACE RIVER, ALBERTA 1.0 Purpose: It is the purpose of this Technical Brief to demonstrate that the proposed Change of Facilities of the authorized FM broadcasting station CKKX-FM Channel 291A (106.1 MHz) meets the requirements of Industry Canada as set out in the following Broadcasting Procedures and the Canadian-U.S.A. Agreement: - Broadcasting Procedures and Rules, Part 1, Issue 5, Amendment 1: General Rules dated January 2009 Broadcasting Procedures and Rules, Part 3, Issue 5, Amendment 2: Application Procedures and Rules for FM Broadcasting Undertakings dated December 2011 Broadcasting Procedures and Rules, Part 4, Issue 2: Application Procedures and Rules for Television Broadcasting Undertakings dated January 2009 Agreement Between the Government of Canada and the Government of the United States of America Relating to the FM Broadcasting Service and the Associated Working Arrangement (dated July 1997) amended February 2001 August 30, 2013 Page 1 D.E.M. CONSULTING ENGINEERS Project # 2048 2.0 Discussion: The purpose of this Technical Brief for a Change of Facilities for CKKX-FM Channel 291A Peace River Alberta is to obtain authority for the actual parameters that CKKX-FM is presently utilizing. The primary difference between what CKKX-FM is authorized for and what the station is operating at is the height of the antenna. In discussions with Industry Canada it was decided that the difference between the authorized antenna height and the actual antenna is large enough that a Technical Brief for a Change of facilities is required to amend the CKKX-FM parameters. It is proposed to utilize the existing Channel 291 and to decrease the ERP from existing 2.8 kW to 2.5 kW and increase the EHAAT from existing 78.0 m to 155.2 m. CONSULTING ENGINEERS Project # 2048 3.0 Channel Selection and Interference Analysis: 3.1 Channel Selection It is the intent of the applicant to utilize existing Channel 291A for this application. This channel is presently used by CKKX-FM as a Class A station. 3.2 Channel Interference Analysis for the Proposed CKKX-FM, Peace River, AB Channel 291A Operation Distances between the proposed station and co-channel and adjacent channel allotments or assignments were checked and in all instances meet the required distance separations set out in Broadcasting Procedures and Rules, Part 3 and Agreement Between the Government of Canada and the Government of the United States of America Relating to the FM Broadcasting Service and the Associated Working Arrangement (dated July 1997) amended February 2001. 3.3 Harmonic Interference Broadcasting Procedures and Rules, Part 3 - Section C-6.1 The second harmonic of 106.1 MHz (Channel 291A) is 212.2 MHz. This falls in television channel 13. The nearest channel 13 assignment or allotment is CFRN-TV-1, Grande Prairie, AB which is 126.6 km at Azimuth 228.1° from the proposed site. CFRN-TV-1 is authorized to operate on Channel 13ZR. The installation of the proposed station will ensure that the second harmonic radiation will meet the requirement for 80 dB attenuation below the fundamental carrier. 3.4 Reradiation of "Ghost" Reflections of Television Signals Broadcasting Procedures and Rules, Part 4 - Section C-7 It is proposed to continue to co-locate at the existing CKUA-FM-5 tower near Peace River, AB. The proposed CKKX-FM operation will continue to utilize the existing CKYL-FM-1 and CKKX-FM broadband antenna. No changes are being made to the existing broadband antenna. The CKUA-FM-5 tower has been in existence for many years without “ghost” reflections of television transmissions. Therefore, “ghost” reflections of television transmissions are not expected to be a problem. August 30, 2013 Page 3 D.E.M. ALLEN & ASSOCIATES LTD. CONSULTING ENGINEERS Project # 2048 3.0 Channel Selection and Interference Analysis: (Cont’d.) 3.5 Isolation of Transmissions The proposed CKKX-FM station will be combined with the existing CKYL-FM-1 station using a custom made FM combiner. Isolation of transmissions will be carefully considered in the use of the FM combiner proposed. The use of a common transmitting antenna, with careful selection of the proposed combining system, will result in minimum interaction between transmissions. The existing CKKX-FM antenna is in the same aperture as the CKUA-FM-5 antenna. However the stations have operated this way for a number of years without any problems. 3.6 Adjacent Channel Interference to Television Channel 6 Broadcasting Procedures and Rules, Part 3 - Section C-6.2 The proposed channel of operation, Channel 291A (106.1 MHz), lies outside the frequency range 88-92 MHz; therefore, consideration to television Channel 6 has not been given in this submission. 3.7 Distortion of AM Patterns Broadcasting Procedures and Rules, Part 3 - Section B-2.4.9(b) There are no AM stations in the vicinity of the CKUA-FM-5 tower. Therefore, consideration has been given but is not expected to be a problem. 3.8 Channels Separated by 600 kHz and 800 kHz Broadcasting Procedures and Rules, Part 3 - Section C-1.6 There are no FM assignments or allotments on either 105.5 MHz or 106.7 MHz (channels separated by 600 kHz from 106.1 MHz) in the Peace River area. Therefore, consideration to 3rd adjacent channel interference has not been given in this submission. There are no FM assignments or allotments on either 105.3 MHz or 106.9 MHz (channels separated by 800 kHz from 106.1 MHz) in the Peace River area. Therefore, consideration to 4th adjacent channel interference has not been given in this submission. August 30, 2013 Page 4 D.E.M. ALLEN & ASSOCIATES LTD. CONSULTING ENGINEERS Project # 2048 3.0 Channel Selection and Interference Analysis: 3.9 Receiver Overloading and Intermodulation Interference Broadcasting Procedures and Rules, Part 3 - Section C-5 3.9.1 There are a number of FM assignments and allotments in the Peace River area that could contribute to potential intermodulation product (IM) interference. The assignments, allotments and the proposed CKKX-FM channel considered in this analysis are shown in Table 1. Table 2 shows the list of all IM products in the Peace River area which could create a potential for interference to the proposed station. 3.9.2 Table 3 shows the list of all IM products in the Peace River area which could create a potential for interference to the proposed CKKX-FM station. 3.9.3 The proposed Channel 291A (106.1 MHz) and each FM channel allotted or assigned to the Peace River area have been examined with respect to third order IM products of the type 2f1-f2 and f1+f2-f3. It was found that Channel 291A (106.1 MHz) could generate IM products that may appear in the Aeronautical NAV/COM Band (108-137 MHz). 3.9.4 The total population within the estimated 115, 70 and 54 dBu contours of the proposed station is tabulated below. The population counts were taken from "Canada Census - 2011" published by Statistics Canada. Estimated Contours 115 dBu 70 dBu (3 mV/m) 54 dBu (0.5 mV/m) Population Enclosed 419 8,297 14,734 The 54 dBu contour of the Peace River stations enclose the estimated 115 dBu contour of the proposed station. Therefore, the population within the overlap area is 419 persons. The applicant is aware of its responsibility to remedy valid complaints of receiver-generated intermodulation interference within the 115 dBu contour. The estimated 115 dBu contour is shown in Figure 6. The applicant is aware of the requirements to remedy valid complaints of immunitytype interference to radio-sensitive equipment within the appropriate EMCAB field strengths. CONSULTING ENGINEERS Project # 2048 3.0 Channel Selection and Interference Analysis: 3.10 Exposure to Radiofrequency Energy Broadcasting Procedures and Rules, Part 1 - Section 8.0 The proposed CKKX-FM Peace River Channel 291A (106.1 MHz) station has been examined with respect to "exposure to radiofrequency energy". It was found that the calculated power density at a distance of 2 metres above ground level is below the maximum exposure level for the uncontrolled environment as recommended in Safety Code 6. Figure 4 shows the detailed profile of the estimated "exposure to radiofrequency energy" levels. 4.0 Assumptions and Sources of Information: 4.1 Geographical information used in the preparation of this Brief has been taken from maps published by Natural Resources Canada and MapInfo software. CONSULTING ENGINEERS Project # 2048 5.0 System and Equipment: A simplified block diagram of the equipment to be used by the proposed station is shown in Figure 2 of this Technical Brief. 5.1 Transmitting Equipment The transmitter to be used for this installation will be a 1.0 kW transmitter of a type which is type-approved by Industry Canada and will be operated at 1.0 kW. For stereo transmission, a stereo generator will be used. 5.2 Program Link The program material for transmission will be carried by an existing STL link over IP from the studios to the proposed transmitting site. 5.3 Monitoring Equipment Monitoring of the proposed station will meet the requirements of BPR-1 Section 5.3.4. 5.4 Radio Broadcast Data System The applicant is not using Radio Broadcast Data System (RBDS) in accordance with the RBDS standard of the U.S. National Radio Systems Committee as per section C7.3.6 of BPR-3. 5.5 Technical Operation Broadcasting Procedures and Rules, Part 1 - Section 5 The proposed transmitting facilities will be operated by remote control (unattended) from the studios in Peace River, Alberta. 5.6 The applicant, with the approval of Industry Canada, reserves the right to substitute suitable alternative transmitting equipment in place of that listed in this section. CONSULTING ENGINEERS Project # 2048 6.0 Antenna System: It is proposed to utilize the existing Bext TFC2K 8-bay circularly polarized nondirectional antenna. The antenna is side-mounted on an existing 152.4 m tower with its radiating centre 135 m above ground level. The antenna radiates circularly polarized waves with a non-directional radiation pattern. The antenna gain is 4.4 relative to a half-wave dipole. In Figure 3 the location of the first minima in the vertical radiation pattern is shown at a depression angle of approximately 7°. This would cause a minima at a distance of approximately 1.1 km from the proposed transmitter site. Since there are few listeners at 1.1 km from the proposed site, no reception problems are anticipated due to the radiation null. The antenna is fed by a single run of 7/8" foam transmission line 149 metres long. At 106.1 MHz, the loss in the transmission system will be 1.862 dB which results in a system efficiency of 56.2%. The 3 mV/m contour encloses the town of Peace River. A comparison of the existing and proposed contours is shown on Figure 8. The distance to the contours was based on the use of F(50,50) curves utilizing the procedures outlined in BPR Part 3.
