This is the battlecry of the incoming Administration; a battlecry that reverberates across all regions of the country. As for PPSC we echo the same. This was the similar battlecry that we embraced two years ago wherein we translated this into a Strategic Plan Vision 2020 Accelerate that laid the foundations of PPSC’s transformation journey; a journey towards quality and excellent public safety training. This has also become the backdrop of the roadmaps that we architect for the different Constitutive Units (CUs) anchored on our Ten-Point Strategic Goals ACCELERATE, giving emphasis on enhancing the curriculum, strengthening the faculty, improving the learning environment, establishing the Quality Management System, introducing new institutional designs and forging strategic partnerships locally and internationally. The roadmaps of our CUs and their aspirations to become centers of development and centers of excellence underscore the need to be responsive and relevant in the light of perennial and emerging security and public safety challenges. While we showcase their milestones in terms of improvements in the overall conduct of training and education and in terms of increasing their brand equity, the all- important role of the CUs is in the arena of helping build a critical mass of professionally competent and patriotic public safety officers to ensure peace, order and development in the country. Climate change, natural disasters, pandemics, cybersecurity, transnational crimes, violent extremism and the like have proven to be catastrophic. This integrated approach in the parlance of security is homeland. For PPSC, however, the perspective of homeland is no less than to build domestic internal capacity for a federal system. We initially enunciated this concept as an expanded multi sectoral public safety framework to include the coordination mechanisms of the National Peace and Order, Judicial Sector Coordinating Council, Anti-Terrorism Council and National Disaster Risk Reduction Management Council as our way of mainstreaming public safety in national security. As we thank the outgoing Secretary for his invaluable contributions in strengthening the ppsc and its CUs as respectable public safety learning institutions for the home theme, we also embrace the new direction of the incoming SILG with the same commitment, dedication and passion especially as we develop and nurture the security and public safety capacities of our constituency down to the barangays. Through this approach of prioritizing the smallest political unit and harnessing their contributions, we believe it will contribute significantly in the strengthening of our domestic internal capacity-a homeland capability for a federally progressive Philippines. The ISO Audit was conducted by the BRS Audit Team on June 3, 2016, 9:00 a.m. at the National Police College in Silang, Cavite. The Team was composed of Ms. Catherine Corro, Mr. Edward Afable and Ms. Carol Bautista. Key officials from the PPSC head office led by President Ricardo De Leon were also present. Meanwhile, the National Fire Training Institute (NFTI) and the National Police Training Institute (NPTI) both collocated in Camp Vicente Lim in Calamba, Laguna succesfully hurdled the first and second phases of ISO external audit processes. The review of documents was done by three visiting auditors- who viewed and examined the management, administration and course implementation areas. The audit activities started with the opening ceremony for the first part and immediately followed by the second phase which is the review of all pertinent documents. The auditors took turn in communicating their observations per reviewed area. The day ended with the inspirational message of the PPSC president, Dr. Ricardo F. De Leon expressing full support to NFTI and NPTI journey to ISO certified status. STRIVE FOR QUALITY AND EXCELLENCE. De Leon T he Philippine Public Safety College (PPSC) has revived the implementation of its Master in Public Safety Administration (MPSA), a one-year graduate scholarship program for qualified senior executives in government and private sector, particularly the uniformed officers in the public safety and security services. PPSC President Ricardo F. De Leon said the MPSA is PPSC's flagship program for the professionalization of the uniformed personnel of the PNP, BFP and the BJMP, as well as selected senior executives and fellows from other government institutions, academe, industries and policy think tanks. “The program is recognized by law through Executive Order No. 400, and by the Commission on Higher Education (CHED) as a highly specialized graduate curricular offering,” the PPSC president said. MPSA is also accredited by the Career Executive Service Board (CESB) as equivalent to the written examination of the Career Executive Service eligibility process. According to De Leon, as a high level policy strategy and leadership program that specializes on public safety governance, including internal peace and security, the revitalized MPSA is well-timed to sustain the momentum of building a critical mass of leaders, scholars and practitioners for the multi-sectoral and non-military component of national security. He further explained that given the 21st century public safety and security challenges, the MPSA aims to ensure that the next generation of public safety and security administrators and leaders deepen, expand, and adopt a comprehensive, strategic and global outlook for public safety administration and governance within the framework of public safety and homeland defense. The revival of MPSA was authorized through the resolution approved by the PPSC Board of Trustees. PPSC offers master in disaster management T he Philippine Public Safety College (PPSC) is opening this year an PPDG Ricardo F De Leon, (Ret.), PhD PPSC President delivers his speech during the opening program of Curriculum Development of Master in Crisis and Disaster Risk Management Program at the Development Academy of the Philippines (DAP), Tagaytay City. 4 academic program leading to the Master in Crisis and Disaster Risk Management (MCDRM) The graduate course, the first of its kind, will be implemented by the National Fire Training Institute (NFTI), one of the training institutions under the PPSC. The MCDRM, according to PPSC President Ricardo F. De Leon, is a one year scholarship program for qualified uniformed personnel in the DILG interior sector. Civilian employees in the government, the LGUs, including those in the private sector involved in crisis and disaster risk management can also avail of the scholarship program. The program is aimed to establish a pool of graduates who are competent to handle the issues and milieu of disaster risk reduction and management. MCRDM was conceived in ccordance with Republic Act No. 10121, otherwise known as the Philippine Disaster Risk Reduction and Management Act of 2010. The PPSC Board of Trustees, through Resolution No. 04 series of 2016, has authorized the implementation of the program, the curriculum content of which are the following: Management: Its Principles and Environment; Perspective of Public Safety; Leadership and Human Behavior in the Organization; Crisis Management; Climate Change and Sustainable Development, Disaster Risk Preparedness and Response, among others. The Office of the Presidential Adviser on the Peace Process (OPAPP) has partnered with the Philippine Public Safety College (PPSC) in training and developing the members of the Joint Peace and Security Teams (JPSTs) of the Bangsamoro in Muslim Mindanao. This development came after OPAPP Secretary Teresita Quintos-Deles and PPSC President Ricardo F. De Leon signed the memorandum of understanding for the joint ca- pability building undertaking De Leon said the MOU is an appreciation of the significance of training for the proper discharge of functions by the JPST members which is composed of contingents from the Armed Forces of the Philippines (AFP), Philippine National Police (PNP) and the Moro Islamic Liberation Front (MILF) Bangsamoro Islamic Armed Forces (BIAF). PPSC integrates humanitarian law in its curriculum The Philippine Public Safety College (PPSC) has integrated in all its curricula and program of instructions the module on human rights and International Humanitarian Law (HR-IHL) in a move to promote human rights and other humanitarian norms and principles among its cadets, students, faculty members, training staffs and instructors in all the PPSC Constitutive Units. The integration was an offshoot to the partnership between the PPSC and the International Committee of the Red Cross (ICRC) which recently entered into memorandum of agreement signed by ICRC Deputy Head in the Philippines Sari Nissi and PPSC President Ricardo F. De Leon. Both Nissi and De Leon have acknowledged the need to raise the level of consciousness, knowledge, and commitment of all cadets and students including the faculty and staff of the PPSC and its constitutive units about HR-IHL principles and norms. “It is hoped that this joint endeavor will ensure the observance of and respect for human rights, the humanitarian laws and principles and the rule of law by our cadets and students, as well as by our officials and personnel,” De Leon said. The certification has underscored that the processes and activities of the PPSC and PNPA were in adherence to the requirements set forth by applicable legal obligations and regulations through the implementation of Quality Management System ISO 9001:2008. De Leon said PPSC started with the ISO concept in 2014 as part of its transformation journey under PPSC Vision 2020 ACCELERATE, in coordination with and support of the Development Academy of the Philippines (DAP). PPSC, an attached agency of the DILG, is tasked for the training, human resource development and continuing education of personnel of the Philippine National Police (PNP), Bureau of Fire Protection (BFP) and Bureau of Jail Management and Penology (BJMP), while the PNPA, under the supervision and control of PPSC is a leadership school for future officers of the PNP, BFP and the BJMP.and BJMP. and BJMP. He explained that prior to obtaining a certification, PPSC has to comply with a number of processes, such as, creation of an ISO core team, orientation seminars for quality management system, documentation, formulation of quality policy and manual, 5s processes, internal audit, and attestation. President De Leon pointed out that the ISO certification assured the future for the PPSC so long as "we will be able to convert these challenges into changes for the better. Enrile, who was the guest of honor and speaker during the awarding ceremony commended the PPSC for its full commitment to quality management system and for being the first agency of the DILG to be awarded with ISO 9001:2008 certification. For its part, the PPSC shall disseminate the learning materials and resources on HR-IHL and other related topics to students, teachers and instructors to promote knowledge and understanding about human rights concerns. PPSC Journal PPSC-BOT approves resolutions to enhance training programs PPSC ROADMAP PRESENTATION President Ricardo De Leon presents to members of the BOT and heads of constitutive units the resolution institutionalizing the road maps for all PPSC constitutive units. C onsistent with its mandate as a policy making body, the Philippine Public Safety College (PPSC) Board of Trustees (BOT) has passed and approved at least four resolutions aimed at enhancing PPSC’s training programs. The PPSC Board of T rustees is chaired by the DILG secretary, with the PNP, BFP, BJMP chiefs as members, and the PPSC president as ex-officio member. The approved board resolutions, were the Master in Crisis and Disaster Risk Management Program (MCDRM); the new curriculum for the Bachelor of Science in Public Safety and the Institutional Design for the PNPA; the adoption and institutionalization of roadmaps for all PPSC constitutive units; the twinning program between the PPSC’s Public Safety Officers Senior Executive Course (PSOSEC) and the DAP’s Master in Public Management Major in Public Safety and Development (MPM-PSD). The MCDRM resolution has underscored that the offering of the master’s degree is well-timed to sustain the momentum in building a critical mass of leaders, scholars, practitioners and skilled manpower who will be mobilized as leaders and frontliners in time of crisis and disasters. On the other hand, the measure on the new curriculum for BSPS provided for the organization of academic and cadet affairs deartments at the PNPA. Under the academic departments are the public safe- ty administration; research and development; criminal justice education; and general education courses; while the cadet affairs department are the leadership development; strategic development; specialized programs and human kinetics; and the integrity development. Meanwhile, under the resolution institutionalizing the roadmaps for all PPSC constitutive units, the PNPA will serve as the center of excellence in public safety professional education; the National Police Training Institute – Regional Training Centers as center of development in the training of new generation policing; the National Police College as center of excellence in public safety leadership and governance; the National Fire Training Institute as center of excellence in disaster and crisis management education and training, the National Forensic Science Training Institute as center of development in modern forensic investigation training, and the National Jail Management and Penology Training Institute as center of development in modern jail management and penology training. Likewise, the resolution to institutionalize the twinning program of the PPSC-NPS’s PSOSEC and the DAP’s MPM-PSD is aimed at strengthening the executive leadership and management capability and competence of senior officers of the public safety sector in the context of institutional and sectoral development, innovation, responsiveness and modernization. January-June 2016 7 PPSC Journal PPSC, HSF ink MOU on case-based training materials The Philippine Public Safety College (PPSC) and the Hanns Seidel Foundation, a non-government organization based in Munich, Germany, have agreed to jointly implement training related projects designed to boost the capability building efforts of selected PPSC’s Regional Training Centers (RTCs). The joint venture was the gist of the Memorandum of Understanding (MOU) forged by PPSC President Ricardo F. De Leon and Goetz Heinicke, Resident Representative of Hanns Seidel Foundation in the Philippines. De Leon said the partnership is in support to PPSC’s strategic plan Vision 2020, “ACCELERATE Peace for Progress,” to promote a culture of excellence and quality education through the promotion and adoption of practical, case-based training for police officer recruits and other non-commissioned and commissioned officers. “The integration of knowledge of police procedures, practical skills, and social communication skills as observed in the training methods of the Bavarian Police has been adopted in our programs of instruction and as a component of the PPSC’s Leadership Development Philosophy,” said President De Leon. “We also incorporated principles of rights-based policing in our standardized learning packages,” he added, making reference to the “PNP Guidebook on Human Rights-Based Policing” which was printed with the support of the HSF. He explained that at least three projects are covered by the agreement which includes the conduct of pilot training and testing of developed case-based materials in selected police regional training centers; printing of edited, practical, casebased training materials developed by the PPSC core group; and cascading of case-based training methods for PPSC faculty/police instructors in Luzon, Visayas and Mindanao. Under the agreement, the PPSC will, in selected RTCs, conduct the pilot training and testing of case-based training materials initially consisting of 31 training scenarios, and reproduce the materials subject to final review and editing, taking into account feedback obtained from the pilot training activities conducted. The accord also stipulates that for each area, 30 PPSC faculty members or police instructors will receive training for them to be able to effectively teach and promote the use of case-based training methods, serve as future trainers on the use of case-based teaching methods, and develop additional case materials. For its part, the HSF will provide financial assistance for the implementation of the joint programs and projects. The assurance was made by Philip Thomson of the British Council and team leader of the Technical Working Group (TWG) for the project, in a meeting with PPSC president Ricardo F. De Leon. As this developed a one-day seminar on community policing was conducted last April at the National Police College (NPC) jointly sponsored by the British Council and PPSC. NPC director PSSupt. Romeo S. Magsalos reported that the activity was attended by 102 participants composed of officials and personnel of PPSC and NPC including students of PSOSEC class 201503 and PSOAC class 2015-11. Aside from Thomson, the other members of the TWG are: P/Dir. Wilfredo D. Franco, Director of the Philippine National Police (PP) Directorate for Police Community Relations; PCSupt. Ronald R. Estilles, PNP Police Regional Office, ARMM; Atty. Manuel L. Pontanal, Regional Director, National Capital Region, National Police Commission; Rodney Jagolino, Director, Centre for Policy and Strategy, PPSC; BGen. Buenaventura C. Pascual, Chief, Peace Process Office, AFP; and Atty. Anwar Malang, Secretary DILG, ARMM, as members. The seven ARMM provinces covered by the project include, Maguindanao, Cotabato, Lanao del Norte, Lanao del Sur, Basilan, Sulu and Tawi-Tawi. De Leon said the TWG has completed the design particularly the strategy and toolkit for the project after consultation with the various stakeholders specially the local officials of the affected provinces and their community leaders, the Joint Normalization Committee, Security Reform Initiative and Conciliation Resources, the MILF, government peace process, and the British Embassy in Manila. Under the training design, the project aims to assist the conflict-affected communities, relevant institutions and authorities to build a culture of community-driven policing in the Bangsamoro and by so doing complements the peace building efforts and the transition process. The proposed project is composed of five phases, namely - baseline study, awareness, consultation, strategy development, and feedback – and has the following objectives: improve community awareness and understanding on community policing; conduct inclusive community consultations about community policing strategy development; and develop a robust community policing blueprint and toolkit for use by key authorities. As part of the project development, a training was conducted to some 118 facilitators from the civil society organizations, PNP PRO-ARMM, PPSC and MILF, which provided them with methods and techniques to be used in each phase of the project. Students show off their talpart of the College’s Anniversary Celebration ents during the Anniversary cheer-dance competition A week-long sports festival marked this year’s 22nd Founding Anniversary of the National Police College (NPC), an exclusive training institution for the commissioned officers of the police, fire and jail bureaus and other public safety allied agencies, held last February at Camp Gen. Mariano Castaneda, Silang, Cavite. NPC director, Sr. Supt. Romeo Magsalos cited the different sports activities participated in by competing teams from the college staff and student-officers, such as basketball, volleyball, tug-ofwar, baton relay, chess, badminton including cheerdance competition. He said the sports festival were aimed at promoting camaraderie, spirit of sportsmanship and team building among the members of the participating teams. The grand celebration culminated with the blessings of two newly-completed Public Safety Officer Senior Executive Course (PSOSEC) classrooms and followed by the anniversary program proper, which were attended by student officers, staff, NPC and PPSC officials led by PPSC President Ricardo F. De Leon. The program was highlighted with the awarding ceremonies firstly, for the most clean and orderly classroom and dormitories. Secondly, the awarding of certificates of commendation to deserving NPC officials and employees for their exceptional performance and dedication for work. Thirdly, awarding of trophies and medals to the winning teams and the valuable players during the sportsfest. Also forming part of the program was an Audio Visual Presentation that showcased NPC’s achievements in the implementation of its programs and projects the past two years in line with PPSC President’s Vision of 2020. The program ended with a brief sightseeing tour at the prospective college forest theme park, which used to be a barren area but now planted with mahogany trees, a projec initiated by the NPC director enjoining every graduating class to plant and grow trees in line with the college advocacy program on environmental protection and global warming. The park is named SAF 44, in honor of the PNP elite unit whose members were killed in action during the Mamasapano, Maguindanao encounter last January 2015. January-June 2016 17 PPSC Journal RTC 2 finds a new home GROUNDBREAKING CEREMONY. PPSC President Ricardo De Leon shovels the soil during the lowering of time capsule for the future site of the Regional Training Center (RTC-2), Cauayan City, Isabela. Looking on are training officials of RTC-2 headed by PSUPT Rodel Pastor, Regional Training Director. T he plan to transfer the Regional Training Center 2 (RTC 2) of the Philippine Public Safety College (PPSC) in Cauayan City, Isabela to a new site has gained the green lights from the city government of Cauayan and the PPSC. RTC 2 Director P/Supt. Rodel A. Pastor said both Cauayan City Mayor Bernard Faustino L. Dy and PPSC President Ricardo F. De Leon have agreed for the relocation when the two officials met during the latter’s visit to the regional training center last week of January. According to Pastor, Mayor Dy and Pres. De Leon together with officials of RTC 2 conducted an inspection tour to the proposed relocation site in Barangay Cabaruan, Cauayan City. Pastor said, a memorandum of agreement between the city government and PPSC will be forged upon the completion of the blue print and site development plan. De Leon expressed appreciation to the relocation site describing it as ideal and conducive to training owing to its proximity to government offices such as Cauayan City police station, Bureau of Fire Protection Bureau of Jail Management and Penology, Cauayan Crime Laboratory, Department of Health, and Cauayan City transport terminal. Mayor Dy said the development of the new regional training center is a partnership endeavor between the city government and PPSC to conform with the best set-up for modern training center, adding that the transfer to the new site should be done phase by phase until the full completion of the new training facilities. The city government shall provide the amenities for the training center such as, initial construction of three buildings, firing range rapelling tower, jogging area, grandstand and covered court. De Leon thanked Mayor Dy and the city government of Cauayan for their support to the construction of the new regional training center, as well as for the mayor’s pledge that the city government will donate one unit of vehicle for mobility and lift purposes of the RTC. RTC 3 INSPECTION VISIT. President De Leon together with PPSC personnel and personal staff visited RTC 3 in Magalang, Pampanga. During the visit, a short talk with RTC3 civilian personnel and Police Non-Commission Officers took place inside the RTC3 Admin Building. During the talk, the President emphasized the need for proper training for the recruits. He further delved on the discipline which are expected from all the recruits at all times and their adherence to the academic standards. The President also conducted an inspection of the proposed barracks to be constructed near the firing range to increase the absorptive capacity of the RTC. 18 January-June 2016 PPSC Journal Incorporation rites of PNPA class 2020 Surpassing the cadet orientation program paved the way for the fourthclassmen to submit themselves to a higher level of training and discipline. From that day onwards, they will be under the supervision of the scrutinizing eyes of the upperclass corps in which their stability to withstand pressure should be put to the test. The learning that they have acquired- during breaking period will be their tool to cope with the regimented way of life as members of the cadet corps. Once incorporated , the fourthclassmen will be exposed to various activities which will require them to manage their time wisely,. for academic instructions will also commence. INCORPORATION- it is more than just an event which showcase what the plebes have learned in drills and rifle executions, or how snappy would they be while marching toward the parade ground. Further, it signifies the readiness of the fourthclassmen to face even harder challenges after finally letting go of their civilian actuations and transforming SOUTH KOREAN POLICE STUDENT-VISITORS. The Korean National Police University headed by PPSUPT. Cha Gyungtaek,Chief Planning & Development. with INSP. Kook Jung Kim, visited PPSC last June 20,2016 they are welcomed by the PPSC President and other key officers of the PPSC.The said visit has opened the opportunity for our Cadets to visit KNPU-Center for Intl Policing and Research to observe and adapt inter- themselves into a more refined individuals worthy to be called as “cadets”. Being at the lowest ranking class in the cadet corps, they are expected to apply the “basic” and become well-rounded in all situations they are in. These fourthclassmen are also regarded as the “working force” where they constitute the primary manpower in-charge for all activities of the corps in side the academy. Moreover, the unfolding of another chapter for the plebes, calls for an added responsibility that would enhance their character to become morally upright and competent in carrying out their tasks. They are now ready to merge together not only with the “immaculates” of the corps of cadets the MASIDLAK CLASS OF 2017 but also with the other uperclassmen such as the Maragtas Class of 2018 and the SANSIKLAB CLASS OF 2019 of the PNPA. Joining the strength of the upperclass corps completes the full circle of the grand fraternity of the privileged men and women of the long maroon line. Some of the participants to the Incident Command System and Community-based Risk Reduction Management Training pose for posterity with PPSC President Deleon during the closing ceremony A s part of its commitment to the government's disaster preparedness program, the Philippine Public Safety College (PPSC) on January 19, this year, launched a week-long training activity for trainers’ who will train barangay officials and members of the barangay disaster management council of provinces, cities and towns in the Eastern Seaboard of the country on disaster preparedness and mitigating the adverse effect of disaster and climate change. In a memorandum, PPSC President Ricardo F. De Leon directed 40 officials and training staff of the PPSC, National Police Training Institute (NPTI), National Fire Training Institute (NFTI) and from the Regional Training Centers of Regions 2, 3, 4, 5, 8, 11 and CARAGA to attend the “Basic Incident Command System (ICS) and Community Based Disaster Risk Reduction Management (CBDRRM) training courses. The eight-day trainers’ training was conducted in collaboration with the Local Government Academy (LGA) of the Department of the Interior and Local Government (DILG) and the Office of Civil Defense, Center for Disaster Preparedness (OCD, CDP), from January 19 to 26, at the ICON Hotel in Diliman, Quezon City. De Leon explained that the main objective of the training is to evolve a pool of PPSC instructors who will be deployed to teach local officials on the various aspects of disaster risk reduction management, thus strengthening LGUs' capacities to effectively respond to disaster and calamities, as well as reduce its risks. He said the activity is part of PPSC’s commitment to operation LISTO, a disaster advocacy initiative spearheaded by the DILG to guide local units on actions they need to undertake before, during and after a disaster. Under the LISTO project, PPSC is tasked to conduct trainings on Community Based Disaster Risk Reduction Management, Incident Command System with community simulation drills, with local officials particularly at the barangay level of LGUs located along the Eastern Seaboard of the country as target beneficiaries. The so-called Eastern Seaboard area comprise seven regions, - Regions 2, 3, 4A, 5, 8, 11, and CARAGA; 18 provinces, 128 cities and municipalities and 1,384 barangays.... see page 6 T he chairperson of the Hanns Seidel Foundation of Germany, Prof. Ursula Mannle and Philippine Public Safety College (PPSC) President Ricardo F. De Leon held a brief meeting to further strengthen the collaborative program between the HSF and PPSC during the former 's visit at the PPSC’s National Capital Region Training Center (NCRTC) late January, this year. Aside from De Leon, the visiting German official and her entourage were welcomed by NCRTC officials and staff led by NCRTC Director P/Supt. Roderick D. Mariano. During the meeting, De Leon conveyed to the Hanns Seidel Chairperson on the positive effects of the PPSC-HSF collaborative programs, and how the PPSC is going to promote and integrate in its program of instruction the use of practical case-based teaching methods in the training of police officers. Director Mariano gave the visitors a demo presentation on the actual training scenarios where students were taught on how to use their communication skills as a means to de-escalate or soften the conflict or tension arising between the police officers and the person/s sought to be arrested.
