pet welfare, as well as specific
information for women and
lesbian, gay, bisexual and
transgender people. We’ve also
added new and improved

people from black and minority

advice for people who are
currently homeless in London.

continues to be a vital resource
for homeless people across
London, as well as those who
support them.

by the ‘Workers Registration
Scheme (WRS)’
Benefits
The benefits system can be
complicated and the best
advice is to get advice – many
day centres have benefits advisors, or may be able to direct
you to a local advice centre
(e.g. CAB). The information
below offers a very brief guide
to some of the main benefits to
claim and ways of overcoming
some of the problems you may
face along the way.
If you are working under 16
hours then you can claim, if
your hours vary then you may
be able to make a housing benefit claim and to receive tax
credits; ask your local authority
(LA).
This is the current information
but it changes regularly so if in
any doubt then please call the
London Homeless Partnership
or check the website

Job Centre, Employment
advice
The jobcentre has a section
which visits certain day centres
and can help or advice on
benefits issues and employment
issues (see details later on). In
general, people born in Britain
have a right to state benefits,
and those who can enter the
country without being subject
to immigration control.
Which benefit should you
claim?
Looking for work: If you have
paid enough NI contributions
(NIC) you may be entitled to a

All benefits claims should be
made on the appropriate form.
Most forms are available from
Jobcentre Plus local offices, LA
offices, advice centres. You can
also get advice and help to
make a claim by going to one
of Jobcentre Plus London
Homeless Partnership Team’s
outreach sessions held at day
centres and hostels throughout
London. The outreach team
also runs various Jobclubs to
help you find work or access
training; details of all these
places can be found in the day
centre section in this book.

Incapable of work (i.e. sick or
disabled) : Incapacity benefit is
awarded to people who have
paid enough NIC, but if you
haven’t then you can claim
Income Support
Older People
Men over the age of 65 and
women over 60 may be eligible
for Retirement Pension if they
have paid enough NIC; people
over 60 can also claim Pension
Credit for which no NIC need
to have been paid.
For all benefit claims you will
need a NI Number (a temporary one will do) and proof of
your identity, although interviews can be conducted by the
DWP to establish both.
Housing Costs
If you are responsible for rent,
you may be entitled to Housing
Benefit, and if you have Council
Tax to pay, you can claim
Council Tax Benefit. Both these
benefits are administered by the
Local Authority (LA).
If you have been in the UK for
less than 5 years, you may have
to pass the ‘Habitual Residence
Test’ before you are entitled to

contributory Jobseekers
Allowance (JSAC) which can be
paid for up to 6 months, if not
then you can claim income
based Jobseekers Allowance
(JSAIB)
Income Support / JSAIB /
Pension Credit / HB / CTB –
this is an assessment of
whether you are based and
intend to settle in the UK.
Once awarded JSA (income
based) or Income Support, you
are automatically entitled to
free health care (including prescriptions, sight tests, and glasses).
When and how will the
benefit be paid?
Benefits are normally paid two
weeks in arrears into a bank
account. If you do not have one
(and you may have difficulty
accessing one) then ask for help
from the benefits advisor or
other services run from day
centres listed in this section of
the book, and under Other
Services in the Advice section.
If you make an application for
benefit and are refused, you can
appeal against this decision so
seek advice at your local jobcentre or CAB office.
What to do once you have
made a IB (Income based)
or IS (Incapacity Support)
claim.
Remember to always try to stay
in touch with the jobcentre.
After 28 weeks there is a
Personal Capability Assessment
which you must attend. It is
often very difficult to keep the
jobcentre informed about your
whereabouts, but let them
know of any changes of address
e.g. moving hostels, using a different day centre, your
Voicemail4all number so that
they do not stop your benefits.
If you need money before your
first benefit payment is due, you
can apply for a Crisis Loan
(which you must repay) – you
may be discouraged from claiming, but it is your right to claim
and you should insist that your
claim be processed.
If you are classed as a ‘person
without accommodation’ by the
DWP, you will not be entitled
to any premiums (eg for disability , old age ) in your benefit.

It is tough being homeless
in London and it can seem
like a very unfriendly and
cold place.
There is help available for
you, this is in the form of
advice and signposting as
well as general support
from day centres and
homeless health agencies
which specifically deal with
homeless issues.
All services are
oversubscribed, and so it is
best to arrive at drop in
places early in order to
make sure that you get
seen.
It is also worthwhile applying to
housing associations and local
councils to get on their waiting
lists. Expect a long wait, but it may
pay off in the long term.
If you are desperately homeless
and vulnerable it is worth seeking
professional advice from an advice
service to make an application to
a local authority under the
Housing Act. This system has strict
criteria and good preparation
makes an application much more
likely to be accepted. (see p21)
If you are street homeless in
London then you must first have
an assessment done by one of the
outreach teams or someone at a
day centre as most quick access
accommodation can only be
accessed via referral from an
approved agency. In some cases, if
you are considered high priority
then you could be eventually
found a hostel where you can stay
with support if you are entitled to
state benefits.
Pointers
Finding an affordable place to live
in London is a very difficult task. If
you are currently in
accommodation then it is best to
do everything possible to keep it.
We have listed some agencies
which can advise you and there
are now more services to help you
keep hold of your current
accommodation sometimes called
floating or tenancy support

However these places are
normally very oversubscribed. The
most important thing if you are
homeless and need help to get
accommodation is to be
somehow connected to the
system, normally through a day
centre. This way you are normally
assigned a key worker who has
identified your needs and will try
to find accommodation suitable
for you. In this guide we have tried
to emphasize the places where
you can get advice, and have only
mentioned hostels where you
need to be referred which have
specific functions. Should you need
to be referred you can normally
go to a day centre where they
may be able to make an
assessment and will usually be able
to advise you on what to do. Most
places require you to be eligible
for benefits and to have ID. (see
Benefits section p12)
Hostels are usually temporary
places to live, however a good
hostel will have resettlement
workers who can help you move
on to more suitable
accommodation if available, as this
is also very scarce.
Cold Weather Shelters
If you are homeless in winter then
you may be able to stay at a
church winter shelter. These tend
to be open from just before
Christmas through to the end of
March. For further information ask
at a day centre, or look at The
Pavement magazine’s list at the
back. This is very temporary, you
must leave during the day, and not
everyone can be given a bed. They
are normally run on a first come
first served basis.

Very few places take self referrals,
that is admit people from the
street without the support from a
recognised homeless service.

Accommodation
Accommodation resources are
targeted at people with very
specific support needs, often with
a connection to the local
authority. If you are not from
London you may be assisted to
return to your home area. If you
are capable of sorting out your
own accommodation then the
places listed in the advice section
may also be able to give you
some assistance.
Emergency Bed Spaces
(EBS)
There are a very few hostels
which accept self referrals and we
have listed them below. We have
also listed the hostels which have
Emergency Bed Space (EBS). EBS
are very short term, direct access
and you can self refer, however it
does not mean that one is linked
into services and one can be back
on the street after one or
maximum two nights. Day centres
will normally also have a list of
places where you can self refer,
however they are very over
subscribed and there is normally a
long wait.
Other Resources
There are many ways of getting
yourself out of a tricky situation which
you may be able to do for yourself.
There are still some private landlords
who accept tenants who are on
benefits without a deposit, though
these are also very hard to find in
London and there will always be a
wait. Look for an ad which says
something like,‘will consider DSS’.
There are also places where you can
look for work which is residential.

People from abroad
If you are an A8/A10 national (from
the new accession states/eastern
European countries added), refugee
or immigrant who is not entitled to
state benefits then there are very
few services available to you, but
we have listed some here, and in
the BMER section.The thing which
you may find most useful is your
local CAB (Citizens Advice Bureau)
where you can get legal advice on
your position and status if you need
it. (also see Benefits section p12 for
WRS info)

There are things which do make
you priority need for the HPU’s
even if you are a SHP (single
homeless person). If you are still
vulnerable then the HPU has an
obligation to accommodate you.
Generally this is possible only in
your borough. It is often
advisable to go to your local
CAB office for legal advice
before you drop in to the HPU.
People whom the law considers
‘priority homeless’ include people
who are pregnant or have
children, young people of 16 or
17, or a young person aged
18,19 or 20 who has recently
been looked after by social
services. Priority need can
include people who have been in
the armed forces, in prison or
had to leave their last home
because of domestic or racial
violence. You may also be in
priority need because of old age,
poor mental or physical health,
or because you have a physical
disability.

centres is on prevention and so if

Hostels for Young People
If the advice centres aren’t
open or you just want to go
straight to an emergency hostel
you could try one of those

If you are in crisis and the
services are closed, then phone

When you are homeless in
London, it can be difficult to be
seen or registered by a GP, yet
this is your right, whether you
are vulnerably housed or
sleeping rough. There are also
specialized medical services for
homeless people and these can
be found at certain medical
centres and day centres. For
details of specific agencies see

To find details of your nearest
one, ask at your local hospital
or at a GP surgery. Anyone can
walk into these clinics and will
be seen for things which are
immediate and necessary.
Every borough also has a
Patient Advice and Liaison
Service (PALS) which will help
with any problems you may
have in accessing health services
e.g. details of walk in centres,
complaints etc.

Advice centres for women
If you are homeless and new to
London the most important
thing is to find yourself
somewhere safe to sleep. There
are advice centres where you
can drop in and find out more
information about emergency
accommodation, hostels,
benefits, employment and more.

for women. The staff are
knowledgeable and
understanding and are there to
help. They will have access to a
wide range of services that may
be able to help you.
Day centres for women
There are also day centres
where you can go and get help
and advice and attend activities.
Day centres often have other
services such as cheap or free
food, laundry, left luggage and
medical services. Many day
centres also have women only
sessions and services where
you can get confidential help in
a friendly relaxed setting. They
will also be able to refer you to
