Vision
Governor Ed Rendell
State of Pennsylvania
“We are pleased to clear the way
for this significant addition to
Pennsylvania’s energy resources.
When Fairless Energy Works is
fully on-line next summer, this
facility will send 1,200+ megawatts of power into the competitive
national energy market from what
was recently only an empty brown
field in lower Bucks County. In July
2004, this will be one of the largest
gas-fired power plants in eastern
Pennsylvania.”
“This new power plant is part of the
second generation of prosperity for
U.S. Steel’s Fairless Works site. We
can see the tremendous potential
this industrial park offers tenants
like Fairless Energy Works— easy
interstate and rail access to New
York and the entire East Coast, and
easy access to an ocean vessel port.
With incentives provided by Keystone
Opportunity Zones and the Land
Recycling Program, we will see more
tenants and more jobs revitalizing
Bucks County.”

KOIZ Benefits
Overview
Keystone Opportunity Improvement Zones are defined, parcel specific areas with greatly reduced or no tax burden for property owners,
residents and businesses. Initially begun as Keystone Opportunity Zones (KOZ), a program providing tax relief for 10 years, KOIZ areas are
designated by the State and approved by the local communities by resolution. They are a partnership between each community and region
among state and local taxing bodies, school districts, economic development agencies and community-based organizations. Over 10,000
new jobs have been created since the initial KOZ program began in 1999, and the number is growing rapidly.
To be considered as a Keystone
Opportunity Improvement Zone,
a site must have:

Displayed through a vision/strategy
statement how this property through
targeted growth could impact the
aforementioned positively;
Tax liability
Binding ordinances and resolutions were passed granting the waiver, abatement or
exemption of certain state and local taxes. Depending on the situation, the tax burden
may be reduced to zero through exemptions, deductions, abatements, and credits for
the following:

State taxes Corporate net income taxes, capital stock & foreign franchise tax,
personal income tax, sales & use tax
Displayed evidence of adverse
economic and socio-economic
conditions within the proposed
zone such as high poverty rates,
high unemployment rates, percentage of abandoned or underutilized
property, and/or population loss;

Local taxes Earned income/net profits tax, business gross receipts, business
occupancy, business privilege & mercantile taxes, local real property tax, sales &
use tax

Passed binding resolutions or
ordinances forgoing certain taxes
including school districts, county
and municipal governments;

Public and private commitment of
resources;
Impact
Properties selected as KOIZ areas have generated minimal state and local taxable
revenue. The KOZ designation is expected to attract development where little or no
activity existed beforehand. This development may produce spin-off taxable activity
outside the designated zone. KOIZ properties, along with any development, will become
fully taxable after commencing the day after the designation expires January 1, 2019.

Linkages to regional community and
economic development activities
including Team Pennsylvania and
initiatives under the DCED’s Center
for Community Building;


A written plan discussing the implementation of quality school improvements
and local crime reduction measures;

And a demonstrated cooperation from
surrounding municipalities.
Length of tax relief
KOIZ status for the USS Fairless Heavy Industrial KOIZ site begins on January 1, 2005
and runs through December 31, 2018, a tax free period of 14 years.
Administration
The Department of Community and Economic Development provides the
organizational framework including the certification and operations of KOZ.
Priority considerations
Projects in Keystone Opportunity Zones shall receive priority
consideration for state assistance under state community
and economic development programs as well as community
building initiatives. Projects in a designated KOZ that are
approved for Pennsylvania Industrial Development Authority
(PIDA), or Small Business Financing shall receive the lowest
interest rate extended to borrowers.

Utilities
Overview
When the USS Fairless site was built in the
1950’s, no traditional municipal services
providing public water and sewer were
available. In order for US Steel to develop
a steel mill at this location, they had to
construct and operate all of the utilities
on site. US Steel still owns and provides
management oversight but has outsourced
much of the day to day operations of the
utilities.
USS sought and received a Declaratory
Order from the Pennsylvania Public Utility
Commission (PUC) allowing this utility system
to provide utility services to other industrial
companies.
Rates for these services vary by volume,
although they are competitive with normal
utility rates in the area.
Potable Water
The USS Fairless Heavy Industrial KOIZ site
has an on site Potable water plant and distribution system. This system is owned by USS
and operated by Veolia Water North America.
Capacity for water production is 3 million gallons per day. The system has ample capacity
to provide potable water. Potable water supply lines range in size from 6” to 18”.
Sanitary Sewer
The USS Fairless Heavy Industrial KOIZ
site has an on site Sanitary Sewer collection
system and Treatment plant. This system
is owned by USS and operated by Veolia
Water North America. Capacity of the
sanitary sewer plant is 1.0 million gallons
per day. The system has ample capacity
to provide sanitary sewer service to
companies that locate on the Fairless site.
Electric
The USS Fairless Heavy Industrial KOIZ has its
own electric distribution system. This system is
owned by USS and operated by Reuter Hanney.
The on site distribution system carries high-tension electric at 69,000 volts. A series of electric
substations exist on site with power stepped
down to 13,800 volts.
Natural Gas
The USS Fairless Heavy Industrial KOIZ site
has natural gas delivery by pipeline to the site
in both 10” and 12” lines. This system is owned
and operated by USS. Capacity for delivery of
natural gas is 50 million cubic feet per day. The
system has ample capacity to provide natural
gas to new on site companies.
Service Water
The USS Fairless Heavy Industrial KOIZ site
has an on site River pumping station and service
water distribution system. This system is owned
by USS and operated by Veolia Water North
America. Permitted withdraw capacity for
service water is above 300 million gallons per
day. The system has ample capacity to provide
service and non-contact water for new site
users. Service water lines range in size from
10” to 72”.
Industrial Sewer
The USS Fairless Heavy Industrial KOIZ site
has an on site Industrial Waste collection and
treatment system. This system is owned by
USS and operated by Veolia Water North
America. Capacity for Industrial Waste water
treatment is 20 million gallons per day. Pretreatment is required to utilize this system. In
