Initially begun as Keystone Opportunity Zones (KOZ), a program providing tax relief for 10 years, KOIZ areas are designated by the State and approved by the local communities by resolution. They are a partnership between each community and region among state and local taxing bodies, school districts, economic development agencies and community-based organizations. Over 10,000 new jobs have been created since the initial KOZ program began in 1999, and the number is growing rapidly. To be considered as a Keystone Opportunity Improvement Zone, a site must have: Displayed through a vision/strategy statement how this property through targeted growth could impact the aforementioned positively; Tax liability Binding ordinances and resolutions were passed granting the waiver, abatement or exemption of certain state and local taxes. Depending on the situation, the tax burden may be reduced to zero through exemptions, deductions, abatements, and credits for the following: State taxes Corporate net income taxes, capital stock & foreign franchise tax, personal income tax, sales & use tax Displayed evidence of adverse economic and socio-economic conditions within the proposed zone such as high poverty rates, high unemployment rates, percentage of abandoned or underutilized property, and/or population loss; Local taxes Earned income/net profits tax, business gross receipts, business occupancy, business privilege & mercantile taxes, local real property tax, sales & use tax Passed binding resolutions or ordinances forgoing certain taxes including school districts, county and municipal governments; Public and private commitment of resources; Impact Properties selected as KOIZ areas have generated minimal state and local taxable revenue. The KOZ designation is expected to attract development where little or no activity existed beforehand. This development may produce spin-off taxable activity outside the designated zone. Administration The Department of Community and Economic Development provides the organizational framework including the certification and operations of KOZ. Priority considerations Projects in Keystone Opportunity Zones shall receive priority consideration for state assistance under state community and economic development programs as well as community building initiatives. In order for US Steel to develop a steel mill at this location, they had to construct and operate all of the utilities on site. US Steel still owns and provides management oversight but has outsourced much of the day to day operations of the utilities. USS sought and received a Declaratory Order from the Pennsylvania Public Utility Commission (PUC) allowing this utility system to provide utility services to other industrial companies. Rates for these services vary by volume, although they are competitive with normal utility rates in the area. Potable Water The USS Fairless Heavy Industrial KOIZ site has an on site Potable water plant and distribution system. This system is owned by USS and operated by Veolia Water North America. Capacity for water production is 3 million gallons per day. The system has ample capacity to provide potable water. Potable water supply lines range in size from 6” to 18”. Sanitary Sewer The USS Fairless Heavy Industrial KOIZ site has an on site Sanitary Sewer collection system and Treatment plant. This system is owned by USS and operated by Veolia Water North America. Capacity of the sanitary sewer plant is 1.0 million gallons per day. The system has ample capacity to provide sanitary sewer service to companies that locate on the Fairless site. Electric The USS Fairless Heavy Industrial KOIZ has its own electric distribution system. This system is owned by USS and operated by Reuter Hanney. The on site distribution system carries high-tension electric at 69,000 volts. A series of electric substations exist on site with power stepped down to 13,800 volts. Natural Gas The USS Fairless Heavy Industrial KOIZ site has natural gas delivery by pipeline to the site in both 10” and 12” lines. This system is owned and operated by USS. Capacity for delivery of natural gas is 50 million cubic feet per day. The system has ample capacity to provide natural gas to new on site companies. Service Water The USS Fairless Heavy Industrial KOIZ site has an on site River pumping station and service water distribution system. This system is owned by USS and operated by Veolia Water North America. Permitted withdraw capacity for service water is above 300 million gallons per day. The system has ample capacity to provide service and non-contact water for new site users. Service water lines range in size from 10” to 72”. Industrial Sewer The USS Fairless Heavy Industrial KOIZ site has an on site Industrial Waste collection and treatment system. This system is owned by USS and operated by Veolia Water North America. Capacity for Industrial Waste water treatment is 20 million gallons per day. Pretreatment is required to utilize this system. In addition, the Fairless Heavy Industrial KOIZ site has a Metals Water Treatment facility. This system is owned by USS and operated by Veolia Water North America. The plant has a capacity for treatment of up to 5 million gallons of wastewater per day (contaminant sensitive). It is available to companies located on site on a case-by-case basis based on treatment requirements. Storm Sewer The USS Fairless Heavy Industrial KOIZ site has an extensive on site Storm water collection system. This system is owned and maintained by USS. Primary Storm Sewer lines range in size from 30” to 96” and they flow to the river through a series of open canals. The system has adequate capacity to provide Storm sewer capability to significant amounts of development. Roads The USS Fairless Heavy Industrial KOIZ site has a system of internal roadways serving the site. This system is owned and operated by USS. Access across these roads is governed in the lease or sales agreement through easements. [Added 12-15-1994 by Ord. No. 94-6] § 209-30. MPM Materials Processing and Manufacturing District regulations. [Amended 12-15-1994 by Ord. No. 94-6 EN ] A. Purpose The purpose and intent of the Materials Processing and Manufacturing District is to provide and protect the existing areas in the Township to be devoted to integrated, large-scale industrial iron and steel production, processing and fabrication and related activities which utilize massive or heavy equipment, manufacture products from primary material sources, require larger areas for indoor and outdoor storage of equipment or machinery for manufacturing, production, processing or storage purposes, massive uses of highway, rail or water transportation, including port facilities, or exceptionally large uses of water or waste disposal facilities, all on a tract which is physically isolated from the principal residential districts of the Township. Theretofore, the following regulations are hereby established in lieu of specific provisions of §§ 209-34, 20937, 209-40, 209-42, 209-43F, 209-48 and 209-54A (2). B. Principal permitted uses Any use permitted as a principal use under §§ 209-26B, 209-27B, 209-28B, and 209-29B. Power generation and transmission facilities including substations. Yards, buildings and structures used for the conveyance, distribution, processing, manufacture and storage of raw, semifinished or finished materials, fuels, products or by-products. Blast furnaces, coke ovens, open-hearth facilities, steel production, rolling or processing mills and related facilities. Marine port and terminal facilities. EN Remanufacturing, which shall be limited Employee recreation and eating facilities. Any use or the same general character as any of the above permitted uses, including accessory uses, which are customarily incidental to said uses. C. Maximum building and structure height: none, except as provided in § 209-50.2B (14). [Amended 6-24-1998 by Ord. No. 98-13]. H.Fence. Electric fence is prohibited. I. Vibration, fumes, vapors, gases, storage and disposal of wastes. Any and all operations shall meet the standards set by the Pennsylvania Department of Environmental Resources, O.S.H.A. and any other appropriate federal, state, or county agency. J. Vending machines Machines or devices for amusement, entertainment and/or the rendition of music, provided that they comply with the standards set forth in § 209-50.1. Water treatment and sanitary and industrial waste treatment facilities accessory to or servicing principal permitted uses located in the MPM or HI Districts. [Added 11-10-1987 by Ord. No. 87-14]. D. Area and yard requirements. See Table.EN E. Minimum off-street parking. One space for each one employee on any shift, but in any event sufficient parking shall be provided so that no employees or visitors shall be required to park on any public road or highway abutting or adjacent to any facility in this district, and all parking lots shall be adequately illuminated. F. Minimum off-street loading. All activities in this district shall provide for loading and unloading of materials in locations, which are removed from public streets and highways. G. Interior streets and highways. All streets and highways, which are within the interior of the development and, which are not owned by the Township or state at the effective date of this chapter shall be constructed and maintained at the expense of the property owner. K. Conditional uses [Added 8-23-2001 by Ord. No. 2001-9]. Uses permitted as conditional uses when authorized by the Board of Supervisors in accordance with § 209-50.
