The Financial Transaction and Reports Analysis Centre of Canada (Fintrac) can trace the large amounts of
US dollar transfer reportedly made from the Philippines to Canada as all reporting entities including
banks and financial institution are required to submit
reports of any deposit in excess of $10,000 for a 24hour period.
“Canada’s anti-money laundering and anti-terrorist
financing regime is dependent on the dedicated efforts
of Canada’s businesses on the front lines of the legitimate economy. Our compliance efforts are targeted at
ensuring they fulfill their legal obligations and send us
the information that we need to produce actionable
financial intelligence for our law enforcement and national security partners,” Gerald Cossette, Director,
Financial Transactions and Reports Analysis Centre of

The “raiders of the lost ark” have finally found
their treasure trove. But its not gold nor priceless
artifacts.
An estimated P11 billion (roughly $300 million)
in some 242 bank accounts, investments, properties held by dummies and associates allegedly
belonging to Philippine vice president Jejomar
Binay and family were disclosed by the Philippine Anti-Money Laundering Commission
(AMLC) in the second week of May.
Acting on AMLC’s request, the Philippine court of
appeals had imposed a “freeze order” on these
cash and properties.
Part of the alleged stash were said to have been
sent to Canada but the vice president’s camp said
the transactions were all above board and legal.

The revelation by the AMLC merely confirmed
what has been the most open and close secret
circulating in the Philippine capital and around
the nation as the May 2016 presidential election
nears with Binay still holding a dwindling lead in
the latest surveys.
Binay and his family are said to have allegedly
amassed enormous wealth that included the
much-hyped “Hacienda Binay” in Batangas worth
billions. That property even contains a replica of
London’s famous Kew Gardens costing millions
to build.
The Binays are still under investigation by a senate blue ribbon committee which is looking into
alleged overpricing and kickbacks in several
buildings, including the new Makati city hall.

According to Fintrac, a number of business sectors in Canada are
required, under the Proceeds of Crime, Money Laundering and
Terrorist Financing Act (PCMLTFA), to keep certain records, identify clients, maintain a compliance regime, and report financial
transactions to Fintrac.
Sectors covered under the legislation include accountants, notaries, casinos, dealers in precious metals and stones, financial entities, life insurance, money services businesses, real estate, and
securities dealers. Administrative monetary penalties are issued
to encourage change in the non-compliant behavior of reporting
entities.

In his arrival statement at
Ninoy Aquino International
Airport Terminal 2, the
President said the “positive
fruits” of current and incoming Canadian and American
investments in the Philippines “will be reaped for
generations to come.”
“Though we spent 37 hours
in the air and 83 hours in
the different time zones that
we crossed, it’s really worth
it,” Aquino said.
“Though it is this early, we
are wide awake and your
government is reporting to
you: Boss, anywhere in the
world, we see Filipinos with
their heads held high, ready
to take any opportunity to
realize the Filipino dream in
a fair, prosperous and admired Philippines,” he said.

HOLLOW VISIT
President Pnoy Aquino’s three-day state visit to Canada in
the first week of May rang hollow, almost lacking in substance insofar as overseas Filipinos residing in many Canadian cities are concerned.
But the president was hardly to blame as the timing of his
sojourn occurred very proximate to the federal election
season in which the Harper government is fighting for its
political life.
So it’s no wonder that Prime Minister Stephen Harper had
extracted political mileage from this visit by using it as a
campaign platform to woo Filipino-Canadians, now fast becoming a formidable force in Canadian political landscape.
In fact, the Philippines is now the third largest source of
immigrants to Canada.
Weeks before, Harper also welcomed Indian Prime Minister
Narendra Modi where he mingled with Indo-Canadians, the
second largest immigrant group in Canada.
What President Aquino got from his visit were
“cranberries” and other pledged investment but the question of the welfare of thousands of Temporary Foreign
workers (TFWs) or the plight of caregivers, many of whom
are Filipinos, was never discussed extensively.
In Toronto, a herded crowd of less than 2,000 greeted Harper, a far cry from the visit of then President Gloria Macapagal Arroyo some years back.
A lot of ground could have been covered perhaps between
Aquino and Harper were if not this is an election year.
SHALLOW VICTORY
The much hyped fight of the century between Manny
Pacquiao and Floyd Mayweather, according to many dissatisfied sports fans, may yet be aptly dubbed as the "Fraud of
the century "
The unbeaten Mayweather, known as the "Money man",
danced and dodged his way to more than $150 million to
the bank after "unanimously "earning a win against Filipino
legend Manny Pacquiao.
As already reported and known, even Americans themselves expressed dismay and disgust at the way the much
anticipated showdown climaxed. They described it as boring, a sleeper of a fight and a big letdown.
Add to this the fact that Pacquiao, all that time, fought with
an injured right shoulder which he reportedly sustained
while in training. That nearly jeopardized the fight and the
injury was not duly reported to authorities.
The two fighters face multiple lawsuits from fight fans all
over the United States and elsewhere. There are reportedly
some 32 class action lawsuits filed against Pacquiao, according to the Associated press.
"The fight was not great, not entertaining. It was boring,
slow and lacklustre," said one lawsuit from Texas according
to the Associated Press.
How this off-ring drama will unfold in the next months is
anybody's guess but one legal expert said such class action
suit of this kind is doubtful to progress or yield positive results.
Perhaps, a rematch in a neutral place outside of Las Vegas
may finally provide the answer.As they say, what happens
in Las Vegas stays in Vegas.

idol, boxing legend Manny
Pacquiao to unbeaten American Floyd Mayweather.
The only consolation is that

were disappointed at the outcome of the fight or at the
way Mayweather performed
in that much-anticipated
showdown.
But to sportswriters and journalists, fair is fair. Pacquiao
fought a good fight but the
American did really win on
points.
He danced and evaded,
hugged and counterpunched
to earn that unanimous decision.

Yes, kabayans. It’s still sizzling
hot in our shores with the temperature averaging daily between 35-37 degrees Celsius.
And the country’s weather bureau, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) sees extended
dry spell in Luzon, Visayas and
Mindanao because of El Nino
until the end of the month.
But El Nino doesn’t mean only
dry conditions. Citing latest
global models on the weather
phenomenon, PAGASA also
warned that El Nino in the Pacific Ocean would intensify until the end of the year and could
cause stronger tropical storms.
And we still don’t give a hoot
about the reality of climate
change and serious environmental concerns?

2015) bravely screamed to
“SAVE BORACAY”! We personally have long been punctuating
our observation on the degradation of that place that used to
be our “comfort zone” while we
were

struggling
“muruami” (dive fishing) boy in
high school then. We lived and
spent our youth in Buruanga,
Aklan (in the mainland Panay
Island) which is a 30-minute
motorboat ride away from that
then simple and quiet island
which we would visit and go
breach-frolicking at the end of
every monthly exam.
Much as we wanted to come
home to vacation in our
hometown and drop by Boracay, we chose to vacate our
hedonistic fantasies and went
to Lobo, Batangas instead. We
refused out of personal protest
to be “just-another-statisticalfigure” in the more than one
million humans that descended
there this summer and contribute to the garbage they pile and
leave there in their wasteful

“Hindi lang nakalusot”, as environmental watchdogs got wind
of it and went off the streets to
cry about the “foul smell” of the
whole thing. “Nagkaiwanan sa
ere,” the pundits add to mean
that the “businessmen’s” contacts in the government for the
“trash-transfer” chickened out
and washed their hands of the
“dirt” when the ecology activists made it public.
You may not be aware of this,

Wow! This throat of ours blissfully gurgle jumbo-bottled juices (thank God with long expiration dates) of these that our
thoughtful “benefactor-friends”
from North America cram in
“balikbayan” boxes they send
every now and then.
This means a lot to our “drying
up” agriculture sector constituents who are now farming for
subsistence instead of commercial productivity and profits.
Reading Prof. Alex Magno’s

(May 12, 2015), we agree that
the state of agriculture in the
country is in the crippling
stage. Our farming sector is
locked up in low-value crops.
Our palay producers are
hocked in the grips of rice cartels and importers. And land
reform in this islands of ours is
nowhere
about
reformed.
There are only poor land tillers.
And abandoned farms.
The only consolation are our
banana plantations and gentlemen-farmers’ variations of orchards and high-value crops
vegetables. Our Baguio strawberry fields and vegetable industry are still alive though in
danger of the extremes in climate change and “frost-bites”.
There is hope in these so-called

City Hall Building II and the Makati Science High School building during their terms as mayor.
The Vice President is also accused of earning from what his
critics call a lopsided deal between the Boy Scouts of the
Philippines (BSP) and land developer Alphaland. Binay has
been the national president of
the BSP for close to two decades.
“Considerable amounts of US
dollars were transferred from
Philippine to Canadian banks in
the years of 2008 to 2014, the
period when the subject buildings were constructed,” read the
Court of Appeals’ May 11 resolution.

The “large and frequent transactions,” according to the AMLC,
“were not commensurate to the
income declared by VP Binay in
his Statement of Asset, Liabilities and Net worth (SALN) for
said years.
The AMLC also observed other
transactions in Binay’s other
accounts, this time with Security Bank, PNB, RCBC Savings
Bank – accounts under Binay’s
name or owned jointly with
Limlingan and Crystal from
2008 to 2012.

Limlingan and Binay’s long-time
secretary Eduviges Baloloy –
also don’t match their incomes,
by the city as Dagupan bangus.

said that Dagupan City is the
first local government unit to
tag its bangus and the first to
officially recognize its local
produce as Dagupan bangus.

the city, Molina believes that

total bank accounts,” the AMLC
said, indicating income from
illegitimate sources.
Binay also had joint accounts
with his longtime financial adviser Gerry Limlingan, which it
said also showed that it was
also used as conduits for remittances abroad, particularly to
two banks in Canada—The
Bank of Nova Scotia and the
Toronto Dominion Bank.
The conclusion stemmed from
the computation of Binay’s
statement of assets, liabilities
and net worth (SALN) as of
2009 as Makati mayor and Dec.
31, 2010, as Vice President—
P937,773 and P541,930, respectively. His salaries from
2007 to 2014 totaled P13 million—P6 million as mayor and
P7 million as Vice President.

award was given to the Congregation of
the Friends of Jesus Christ Canada considering that it has gone above and beyond the normal requirements of a

and has demonstrated a deep commitment to the community it is serving.

a capacity for 519 students, with an
additional five classrooms dedicated to

The new St. Joseph CES is the second
school credited to the work of Trustee
Mogado. Her first school was the San
Lorenzo Ruiz Catholic Elementary
School in Markham Wismer community, which was named in honor of the
first Philippine saint, and opened in
2008.
The YCDSB is the third largest Catholic
Board in Ontario. It is made up of 10
elected Trustees. and two non-voting
student trustees. It delivers educational programming to over 55,000 students in 104 schools throughout the
Regional Municipality of York with an
annual budget of over $600M. ⦿

“Dear brothers and sisters,
today's catechesis is the
opening of the door to a se-
ries of reflections on family
life, real life, daily life,” the

“Above this door are written
three words that we have
already used other times:
May I, thank you, and I'm

Even if we feel like we have
the right to something,
“when we speak to our
spouse or family member
with kindness we create
space for a true spirit of
marital and familial common
life.”
Kindness helps to renew
trust and respect, and reveals the love we have for
others, the Pope noted, saying that we should always
imitate Jesus, who stands at
the door of our hearts and
knocks, waiting for us to
open it to him.
He then turned to the second word, noting that to say
‘thank you’ can seem like a
contradiction in a distrustful
society, which tends to view
this attitude as weakness.
Despite this perception, it is
through an “education in
gratitude” that that social
justice and the dignity of
persons are upheld, he said.
Gratitude Francis continued,“is a virtue that for believers is born from the
same heart of their faith…
(it) is also the language of
God, to whom above all we
must express our gratitude.”
Pope Francis then turned to
the words “I’m sorry,” or
“Forgive me,” and said that
without these words, hurt
feelings can develop in relationships and weaken life as
a family.
“But when we ask forgiveness, we show our desire to restore what was lost
– respect, honesty, love –
and healing between family
members is made possible,”
he said, noting how the Our

Bayanihan: The Filipino Value that Must be Retained

Bayanihan is a core essence
of the Filipino culture. It is
helping out one’s neighbor
as a community, and doing a
task together, thus lessening
the workload and making
the job easier. It is also
called
the
‘community
spirit’. It is best exhibited
when people wish to move
locations in the rural area.
The traditional Filipino
house, the ‘bahay-kubo’, can
be moved using wooden
poles which are carried
from the old place to the
new one. This requires a
group of people to lift and
carry the house on their
shoulders. Able-bodied men
usually participated in such
feats, while women stood
and watched, casually chatting and cheering the men
on. Afterwards, there will be
a small gathering as a form
of celebration and socialization.
But those days are gone
now. Aside from the change
of environment, from wooden slit-houses to concrete
infrastructures, and the rural areas have adapted more
and more to the urban jungles; there is also a change
in people’s attitudes and
disposition. It has become a
selfish world. It becomes
harder and harder to create
and sustain group efforts.
There is also another ideal
that progresses among Filipinos of today; one which I
think has been plaguing
them since the dawn of the
Spanish era… the Crab Mentality. This mentality basically displays those of a
crab’s. If you put a group of
crabs in a bucket, they will
try to get out of the bucket,
obviously, but in a manner
of stepping on one another
to get up. There is no cooperation and collaboration.
Just plain, old ‘me first’ idealism. It’s the thought that,
to get farther in life, one
should step on other people;
use them for one’s own benefits. After all, they’re the
ones who’ll get less in life;
they’re the ones who have
little to begin with.
What’s wrong with the
flourish of the Crab Mentality and the constant diminishing of the Bayanihan
trait? Well… everything. The
thought of people being lower than one’s self is already
a problem. Everyone is
equal in dignity and in value,
no matter the class or the
social strata. We all regress
to being human. Second,
man cannot work entirely
alone. This is where work
ethics and work attitudes
come in. People have to be
‘team players’ in order to
succeed. People shouldn’t be
used and thrown away as
easily as a tool. Resources
are used. People are respected. And people should
never be treated as material
means to an end. People
should be the end. Third, it
is not a selfish world. Self-

may not be possible to lift
houses on men’s shoulders
anymore; instead, lifting
each other up on their
shoulders, in effect, lifting
the country’s status, hopes
and dreams. Respect and
tolerance must be relearned
for with the Bayanihan value to support them, Filipinos can become one of the
greatest people the world
has ever seen. The value is
there - deep within each Filipino; it’s only a matter of
resurrecting it to its former
glory.

maid in the Binay household
and worked her way up first as
secretary in Binay’s law office
and personal secretary in the
Office of the Mayor. She
(Baloloy) knows more secrets
of Binay than his wife, Elenita,”
said Mercado. ⦿
After concluding his speech, the

He credited her for saving his life,
and maintained a strong devotion to
her until his death in 2005.
In his audience, Pope Francis told
youth to learn how to cultivate their
devotion to Mary by praying the rosary daily, and asked that all those
who are ill would “feel the presence
of Mary in the hour of the Cross.”

and encouraged them as husbands
and wives to pray to Mary so that

Defensor-Santiago on Friday filed four separate bills
aimed at promoting tourism
while protecting the travelling public.
Santiago said the four bills
were aimed at increasing
access to beaches and ensuring public safety.
In filing the Public Beach
Bill (Senate Bill No. 2732),
the senator wants to mandate local government units
(LGUs) to identify beaches
open to the public and establish access to these areas.
“We like calling the Philippines ‘the beach capital of
Asia,’ but access to shorelines and other coastal areas
is impeded by conflicting
laws and overlapping jurisdiction,” Santiago said.
This, she explained, has led
to the absence of clear regulations regarding the use
and management of marine
and coastal resources; poor
zoning and planning; and
weak enforcement of public
access rights.
If enacted, the Public Beach
Bill will direct LGUs and
concerned agencies to draw
rights-of-way to shorelines
or coastal areas open to the
public, and put up conspicuous signs for public beaches.
“With the increasing number of travelers, it is incumbent upon the government
to ensure the safety of tourists, both local and foreign,”
the senator said.
She cited Department of
Tourism data showing some
4.6 million foreigners visited the country last year. Domestic tourism is also flourishing, spurred by travel
promos and lower air fares.
It will prohibit anyone from
hindering access to identified public beaches; from
dumping waste and quarrying in such areas; and from
removing, obstructing, or
vandalizing public beach
signs.
Besides protecting tourists
from accidents or untoward
incidents, Santiago is also
campaigning against the
practice of harassing tourists into buying local products by filing the AntiTourism Harassment Bill
(S.B. No. 2727).
“There should be universal
beach access with due consideration to private property rights and without
compromising conservation
efforts and coastal management programs,” the senator said.
“We need to encourage responsible marketing among
our local vendors and service providers and curb the
practice of repeatedly and
aggressively soliciting business from unwilling tourists,” the senator noted.
Santiago also filed the First
Aid in Resorts Bill (S.B. No.
2733), which seeks to increase penalties for resorts
that fail to provide one lifeguard per 20 meters of
shoreline, and first aid personnel, supplies, and equipment.
Santiago remains on medical leave, citing her lung
cancer, stage four. She, however, performs her duties by
focusing on measures she
deems priority. Earlier this
year, she presided over public hearings on the Bangsamoro Basic Law, on the
Jennifer Laude case, and on
six treaties. ⦿

Travel and Tourism Competitiveness 2015 report on
the back of its improving
price competitiveness and
growing middle class.
The Philippines placed 74th
out of 141 countries, up
from 82nd in 2011 in the
WEF biannual report released in Switzerland yesterday.
“The
most
significant
growth in international arrivals is observed in Southeast Asia, thanks in part to
the region’s price competitiveness and the rapid expansion of its middle class,”
the report read.
“Brazil has become the 10th
largest market, while in India, the Philippines, Saudi
Arabia and Qatar, expenditures grew by approximately 30 percent from 2013 to
2014,” it said.
Sought for comment, National
Competitiveness
Council co-chairman Guillermo Luz said price competitiveness is a standout for the
Philippines.
“Also, the plus is we get better rating now for tourism
policy as a priority. We’ve
tracked that over the past
several reports and the
country has placed more
focus on tourism policy,” he
added.
This welcome development
can also be attributed to
government’s effort in tour-
ism policy and in addressing
infrastructure constraints,
Tourism Assistant Secretary
Rolando Alan Canizal said.
“We’re very happy with the
country’s rise in rankings.
This can be owed to our
tourism development plan,
our continuing effort in addressing
infrastructure
problems and marketing
efforts,” Canizal said, referring to government’s “It’s

Mayweather Jr.'s reason for
turning down a rematch didn't
sit well with Filipino boxer
Manny Pacquiao.
The undefeated American
called Pacquiao "a sore loser
and a coward” for blaming his
shoulder injury for his defeat.
What stung the Filipino superstar was the word “coward.”
“Let’s not fan the fire that he’s
saying I’m a coward,” Pacquiao
told the Philippine Star’s Abac
Cordero. “Kung sino ang
tumakbo siya ang coward (The
one who ran is the coward).”
The Filipino champion was referring to Mayweather’s hit-
and-run tactics that hampered
Pacquiao’s line of attacks during their super fight.
The American also clinched
Pacquiao especially on his injured right arm whenever the
Filipino got too close for comfort.
Pacquiao said fight fans should
be the one to judge if he ran all
night in that bout.
“Ang tao ang mag-judge kung
duwag ako o hindi,” he said.
Meanwhile, boxing promoter
Bob Arum said they are not
entertaining any talk of a possible rematch between the two
fighters.
He said that Pacquiao’s health
is their priority for now.
Pacquiao underwent surgery
for a torn rotator cuff and is not
expected to return to boxing
until 2016.
“All I know is on the Pacquiao
side with me, it hasn't been
discussed,” Arum told Fight
Hype when asked about the
rematch. “Why discuss it until
we know that the guy can fight
again?”
“I don’t wanna be an alarmist,
the doctor’s sure that he can

"I think no," Mayweather said, as quoted by Boxing Scene, when asked
about the rematch.

Mayweather made it clear he no longer

for him to say that he had a torn rotator cuff – that's ridiculous."
Mayweather said that had Pacquiao
won, then the injury would have been
a non-issue.
"Throughout the whole week in training camp, you know, leading up to the
fight when he was going to the boxing
gym and he was having workouts – he
was throwing his left hand and right
hand extremely hard and extremely
fast," he also said.
"If people want to be upset, be upset
with the guy who couldn't set the traps
for Floyd Mayweather," he also said.
"Be upset at the guy who used to throw
1,000 punches, and then resorted to
throwing 400 punches."
"Please don't be mad at me. I'm a winner, and I've done what I had to do. I
wish Pacquiao nothing but the best. I
did what I had to do, and I was the better man."

Dado Lumibao, and Olivia Lamasan,
the story of “Pangako Sa’yo” revolves around the promise made to
each other by a cook named Amor
(Jodi) and a young man who grew
up in a wealthy family named Eduardo (Ian). Because of his family’s
protest against their relationship,
Eduardo is forced to leave the woman he loves the most and marry the
woman his mother has chosen for
him Claudia (Angelica).
After many years, fate and love will
test Eduardo and Claudia’ son Angelo (Daniel) as he faces the same fate
as his father when he meets and
falls in love with a simple young
woman named Yna (Kathryn).
How will a vow change the lives of
Eduardo, Amor, Claudia, Angelo,
and Yna? Will their heart fall out of
love because of each other’s broken
promises?

that created top-caliber drama series such as “Maging Sino Ka Man,”

First aired in 2000, “Pangako Sa’yo”
changed the history of Philippine
television not only as the first
teleserye in the Philippines, but also
the first ever Pinoy teleserye to conquer and make waves around the

China, Singapore, Thailand and Malaysia. Cambodian Television Network (CTN) even bought its format
from ABS-CBN in 2012 and created
a localized version of Pangako
