GETTING AROUND AT THE EUROPEAN FANS’
CONGRESS 2013 IN AMSTERDAM
PUBLIC TRANSPORT
Once you figured out how it works, you’ll
find that Amsterdam has a relatively efficient public transport network, consisting
of metro lines, tram lines, regular buses, as
well as a few ferryboats via which it is very
easy to get from A to B. The public transport
network provider is called GVB – more info is
available via www.gvb.nl (incl English links)

If you have a day card, please make sure
that you check in and out with your ticket
when you enter/leave the metro/tram/
bus!
GVB - SINGLE Tickets – Disposable
OV-Chipkaarts
Single tickets are valid for one hour and are
EUR 2.80. You can buy them inside the tram
or bus and at designated booths or machines located at any major bus, tram, to metro
station, as well as some other places such as
newspaper stands close to bus stops.
TAXI
Taxis are comparably expensive to get
around in Amsterdam. Official taxis in Amsterdam are easy to recognize, all of them
have a “TAXI” symbol on the roof, have a meter and are licensed. You can stop them on
the streets or get one at an official taxi rank.
BUT: Because space in the city centre is
limited, taxis cannot stop anywhere they
like. To keep traffic flowing in the city at
peak efficiency, stopping is not al-lowed at
various places. This is also one of the reasons
why there are so many fixed taxi ranks, e.g.
around the Central Station.

by the Taxicentrale Amsterdam (TCA) – with

ACCESSIBILITY
Wherever possible, adjustments are made
in buildings to facilitate wheelchair users.
All conference venues of EFFC 2013 and De
Toekomst on Friday night are therefore fully
accessible for wheelchair users. A few taxi
companies offer special wheelchair taxis to
transport you comfortably around the city.
For example, TCA (Taxicentrale Amsterdam)

the Accessible Amsterdam website www.
toegankelijkamsterdam.nl. This website provides reviews on the accessibility and userfriendliness of all sorts of public buildings.

The GVB day or multiple day card entitles
you to unlimited travel around Amsterdam
- day and night - on bus, tram and metro,
for the number of hours that best suits your
plans. For instance, the day card is valid for
24 hours from first check in.

THE EFFC WORKSHOPS 2013
Summaries of Workshop Themes
This year, the workshops will focus on six main themes. Each theme (exept for
Themes 3 and 6) will address one specific issue under the overarching theme in the
morning session. In the afternoon, discussions will focus on another issue under
the same main theme. You are free to choose one theme session in the morning and
a different theme and session in the afternoon.
THEME 1: Football Fans, the Special Species – when football sup-porters become
a play ball for safety and security measures
Morning FOCUS:
“Bubble Matches” and other Travel Restrictions
Afternoon FOCUS:
Naked Match?! Body Searches

In many countries, football fans are confronted with
a big range of repressive measures, special laws and
enforcements. At this year’s EFFC, we want to discuss
this more thoroughly in two areas: travel restrictions and body searches. In the morning, we want to
discuss the pros and cons of such travel arrangements, take up points such as the feasibility of such
measures and exchange our experiences.
In the afternoon, we will focus on body searches.
There again, we want to give you the opportunity
to exchange knowledge and talk about problems
related to entry procedures, or in other words: body
searches.
As an outcome, we want to elaborate possible models for entrance and body search part and sum up
the discussion on both areas with a position paper.
THEME 2: Fans Against Poor Modern

Fans and their FAs – Why Dialogue is Good for the

While everybody is looking at the big football leagues in Germany or England, the specific problems
for fans or clubs from smaller countries or leagues
have often been neglected. But in many smaller leagues (e.g. in the Balkans, Scotland or in the Benelux
area), a stadium visit has become so unattractive,
that either bad finances, match-fixing and/or just
bad stadium conditions and low attendances are
almost natural consequences and make the situation
worse.
THEME 3: Supporter Ownership in Action
– Our Game, Our Rules
- organised in cooperation with Supporters Direct
Morning Session ONLY!

Twelve years ago, Swansea City FC were bottom of
the professional pyramid in England, and on the
verge of going out of existence. Now the Welsh club
are established in the Premier League, have earned a
reputation for playing the game the right way – and
are part owned by their supporters. This session will
tell the remarkable story of how the Swans Trust
kept their club alive, and why supporters have been
central to so many clubs being saved in England in
recent years.
We will also look at the growing number of groups
across Europe who are working to ensure their clubs
are restored to or remain in the hands of those who
care about them the most – supporters. Whether
through motions at AGMs, national fan campaigns
coordinated by umbrella organisations, or action
from individual groups, everyone involved in this
session is working towards achieving greater levels
of supporter influence at their clubs…for the good
of us all.
As a result, fans stop going to matches and/or follow
the teams in the big football countries on TV. That
again creates greater inequalities within Euro-pean
football – with more fans or players being ripped off,
kick-off times moving to ridiculous times or competitions structures changing in hysterical attempts to
make the fixtures more attractive. For the first time,
we will ad-dress these issues in a workshop.
THEME 4: EUROs for Fans in Europe?!
Morning FOCUS:
National team fans – face-painted clowns or passionate football supporters?
Afternoon FOCUS:
EURO2020 for Europe – an event for fans?

There are various organised national team supporters across Europe, and for the first time, a workshop
at the EFFC is addressing national team supporters
on a wider scale with the aim to exchange experiences on various matters and talk about how national
team fans can intensify cooperation for the international matches and tournaments to come.
National team supporters representatives will present how they contribute to good hosting via means
such as Fans’ Embassies, fan marches and beyond.
Legacy effects evaluated at EURO2012 have shown
that Fans’ Embassies and similar measures organised
by fans for fans proved valuable to ensure responsible involvement of local football supporters and
help those estab-lishing sustainable structures of
self-organisation and institutional dialogue beyond
the tournament.
As UEFA decided to host EURO2020 in several
countries, there is a huge challenge for fans and
organisers with regards to issues such as sustainability, as well as the ecological and social added value.
It is important to make the best of it now, especially
for the fans. To date, representatives of UEFA and FSE
have discussed the concerns that were expressed
by various parts of the fans’ movement and other
bodies. In the afternoon, we’ll illustrate the work
that has been done and participants can give direct
feedback to UEFA, to make sure that EURO2020 can
be as fan-friendly as possible.
A good chance to fight all these problems, has proved to be dialogue between supporters and the national football associations (FAs). In smaller countries,
this dialogue is often far from perfect. The second
part of the session will focus on sharing best practice
examples of fans’ dialogue between fans and their
FAs, and develop strategies to sell the added value of
a functioning dialogue to both sides.

In the morning, the Anti-Discrimination Division of
FSE will have its first meeting. The aim is to bring
together active and potential members of the
division and to plan future steps on topics such as
campaigning, coordina-tion, general vision of the
anti-discrimination division and sharing experience
in the anti-discrimination field. The meeting is open
to all members who are interested and/or wish to
take part in future activities of the division.
Afternoon FOCUS:
Twenty is Plenty – Strategies for joint actions of
interna-tional campaigns for fair ticket pricing

Afternoon FOCUS ONLY!
The aim of the workshop is to kick start an exchange
between SLOs at Euro-pean level. We will hear from
SLOs in two different countries about how they are
approaching the role, the problems they face, and
progress they have made.
They will also talk about their experiences working in
European competition. In the subsequent discussion
we hope to identify the strengths and weak-nesses
of the SLO project so far and explore ideas for making the system work better.
While the workshop is aimed primarily at SLOs, supporters are, of course, more than welcome to attend
and air their views.

More or less all over Europe, the prices for football
tickets are increasing. This threatens football as “the
people’s game” as it can be witnessed in England,
where a whole generation of fans have been forced
to watch football in pubs - with consequences for
the atmosphere inside the grounds. But fans in different countries have now started to campaign against
this development. This workshop should discuss how
the different national or local campaigns can work
together and and start transnational actions that can
force the clubs to rethink their policies in this area.

THE 4th AGM OF FOOTBALL SUPPORTERS EUROPE (FSE)
GENERAL INFO
What is going to happen?
The AGM is the highest body, the ‘Parliament’, of Football Supporters Europe (FSE).
The AGM is held once a year and together
with the EFFC workshops it is here that
members decide with their vote about the
aims, objectives and future actions of the
network, approve changes to its statutes
and elect the members of the Committee,
the main board, for the following year.
Conditions of Participation
The 5th AGM of the Football Supporters
Europe (FSE) network is open to all properly
admitted members. Non-members registered as participants of the EFFC 2013 can
attend the AGM as observers.
The FSE Coordination, on-topic divisions & the FSE Committee
The FSE Coordination is the executive body
of the FSE handling the day-to-day business
of the organisation including all legal transactions. The FSE Coordination is appointed
by the FSE Committee.
On-topic divisions are founded or closed
by the FSE Committee with a two-thirds
majority. On-topic divisions are semiautonomous networks or bodies providing
particular services relevant for football fans
and develop their work under the umbrella of the European fans’ network. Each
on-topic division appoints a director who
represents the on-topic division within the
FSE-Committee. At the moment there are
on-topic divisions for fans’ embassies & antidiscrimination.
The FSE Committee is the main management board of the network, consisting of
the FSE Coordination, the directors of the
on-topic divisions and the elected members.
Its members are responsible for the overall running of the European football fans’
network. The FSE Coordination as well as the
directors of each on-topic division have one
permanent seat each within the FSE Committee. The FSE Coordination and the directors of on-topic divisions are not allowed to
participate in votes of the FSE Committee on
all issues that concern either the nature of
their employment or the existence of their
on-topic division.
According to the current statutes, two thirds
of the total number of members within the
FSE Committee at the time of elections plus
one third of the total number of permanent
seats within the FSE Committee have to be
reserved to members democratically elected
by the AGM. Committee members are
elected with a sim-ple majority for one year.
To avoid overrepresentation of one particular country within the Committee, there
can’t be more than one third of the elected
commit-tee members representing the same
country....pfeeeew...did you get it? No? Don’t
worry, it sounds a lot more complicated than
it actually is!
According to this procedure, the number
of elected members for this year would
be calculated as follows:
(2 on-topic divisions (2 seats) + FSE Coordination (1 seat) +1/3 of all permanent seats
within the FSE Committee at the moment
(1 seat)) x 3 = 12 seats within the FSE Committee in total
2/3 = 8 committee members to be elected
at this year’s EFFC, 2 candidates max from
the same country. Easy, isn’t it?!

How can I vote?
You have to be 14 years of age and you will
have to be registered and properly admitted as a member of the FSE to be entitled to
vote. The admission of under 18 year olds is
subject to consent from their legal guardians. Also, the weight your vote depend on
your status: are you an individual member, do you represent a local fan group or
initiative, or a national or transnational fan
organisation?
Please note that those that want to be
entitled to vote and stand for elections at
this 5th AGM of FSE 2013, had to join the
network until 30 June 2013!

Individual members
Your vote is restricted to one vote. You vote
with a white voting card, which you will also
use for the election – simply highlight the
names of your preferred candidates on the
card and put it in the white ballot box.
Locally active groups / organisations
Formally or informally organised groups or
initiatives active on local level should be represented by an appointed delegate for FSE
at the AGM. The group’s vote is restricted to
three votes. Local groups vote with a yellow
voting card, which they will also use for the
election – simply highlight the names of
your preferred candidates on the card and
put it in the yellow ballot box.
Nationally/transnationally active
groups /organisations
Formally and informally organised groups
and initiatives active on national/transnational level should be represented by an
appointed delegate for FSE at the AGM. Each
national / transnational group’s vote is restricted to ten votes. National/transnational
groups vote with a red voting card, which

Membership is open to all national/transnational and local fans’ groups/organisations/

I want to stand for election – how
do I do it?
That’s easy! You have to be 18 years of age
and be registered and admitted as a member first before you register as a candidate!
Then you can candidate via e-mail to
[email protected] or directly at the
registration desks at the EFFC at Istanbul.
Deadline for membership registrations
and candidacies is 13.30 hrs on Sat 21
July 2013.
