Dear residents,
Thanks for checking out HAPPENINGS, your guide to New Castle County
parks, recreation areas, libraries and other sites.
We hope you had a great summer.
Our scrapbook shows a summer full of fun with the debut of Glasgow
Park’s fishing pond, Dancing in the Park, the Ice Cream and Shakespeare
Festivals, Summer Reading Program, Platinum Picnic, tons of sports and
arts, kids’ camps and Family Fun Day at Carousel Park, home of the county
police mounted patrol.
Fall may mean back-to-school for younger residents, but not the end of
entertaining, educational activities for all ages, all over our great and
diverse county.
This quarterly HAPPENINGS details our big fall lineup.
Don’t miss the Faerie Festival and ghost tours at Rockwood Park or our
popular Sleep Under the Stars camp-out at Carousel, with a super-hero
theme kids will love. Our great libraries will have Library Card Month and
Read for the Record Day. And we’re proud to co-host the Hockessin Art &
Book Fair.
County Council and the county subsidize many events, but we thank many
other sponsors and donors – from businesses to families and individuals –
who help keep them free or low-cost for you. We also thank the hard-working
folks who put on programs and keep our facilities beautiful for all to enjoy.
So don’t forget, beach trips and vacations may be ending, but the family
fun isn’t.

INNOVATIVE DEVELOPMENT
EMPOWERMENT AREA (IDEA)
HOME REPAIR PROGRAM
New Castle County offers a home repair program for homeowners
in the Innovative Development Empowerment Area. The IDEA
Program is an affordable home repair program designed to enable
qualified homeowners to get repairs and improvements needed to
free their homes of health and safety hazards.
What repairs are eligible?
Repairs that generally qualify are:
• Heating, plumbing and electrical systems
• Roofing, siding and weatherization items
• Sewer and water systems
• Accessibility modifications
What homes qualify?
Homes in IDEA census tracts are located in parts of the
Christiana, Claymont, Newark, Newport and New Castle areas:
101.01, 101.04, 107.02, 127.00, 129.00, 138.00, 141.00, 142.00,
148.08, 149.03, 149.07, 149.08, 150.00, 152.00, 154.00, 155.02,
156.00, 158.02, 160.00, 162.00, 163.05.

Who is eligible?
• The home must be owner-occupied
• The home must be in New Castle County in one of the IDEA
census tracts listed. If you live in the City of Wilmington
or the City of Newark, contact your city offices to inquire
about programs available to you. Those office numbers are
(302) 576-3000 or (302) 366-7030, respectively.
• Property value cannot exceed $278,050 after repairs
• Mobile homes must be on permanent foundations on land
owned by the homeowner
• Applicants must have hazard insurance on the property, be
current on mortgages and be current on sewer bills and property
taxes or have a payment plan in place
• Applicant must meet loan underwriting guidelines. Credit history
must show an ability to meet monthly expenses on time
• Applicant cannot have assets in excess of program limits
• Household income must not exceed 80% Federal Area Median

Additional Information
• The IDEA Program is a mortgage loan program. The lien placed
on the home requires the applicant live in the home as their
primary residence during the term of the loan. Applicant must
have lived in the home at least six months before applying.
• There must be sufficient equity to cover the amount of the loan.
• Loan interest rate is 0%. Loan term is 20 years or deferred if
income is below 50% of Median Income (see chart above).
Deferred loans are due and payable if the property is sold,
rented, refinanced, transferred or no longer owner-occupied.
• Maximum loan is $20,000
• Funding is limited. Loans are available on a first-come,
first-served basis, starting with names currently on waiting lists.
Applicants are evaluated based on eligibility.

2016 Museum Exhibit: Victorians and
Spiritualism: A Cultural Phenomenon
Spiritualism is a religious practice based in the ability to communicate
with spirits of the dead through mediums. The practice rose to popularity
among wealthy, well-educated Victorians in the mid-19th Century.
This exhibit features tools of the trade and techniques used to try to
summon spirits from the afterlife. Learn how Spiritualism influenced
Victorian traditions of mourning, funeral and burial. See the mansion
dressed in traditional mourning design. During the year-long exhibit, we feature
a number of special events and programs. See rockwood.org for information.
