Dear Friends:
The Council for Economic Opportunities is entering its 51st year of
service to the less fortunate in Greater Cleveland. From Head Start
to job readiness classes, we have helped hundreds of thousands of
children, individuals and families to aim higher and achieve their
dreams. We are looking to the future and will have an even greater
impact on those we serve:
The poverty rate in Northeast Ohio is 18.3 percent.
• The highest concentration of the poor are children.
• High-poverty neighborhoods impact child and adolescent
development.
• Many people do not have access to opportunity and it can become
a vicious cycle that will continue to grow if we do not intervene
and lend a hand.

The Council for Economic Opportunities is here to help address these
challenges and to move people from low income to self-sufficiency.
For emergency situations we provide crisis support–financial and
programmatic–to help stabilize families.

I would like to take a moment to thank a dedicated champion for
the needs of the poor in our community: the late Congressman Louis
Stokes. We are honored to have our Head Start Center in the LeeHarvard community bear his name. The thousands of Head Start
children who learn and grow throughout Greater Cleveland every
year are a direct reflection of his extraordinary legacy. He will
be greatly missed.

bright future, getting more children enrolled in preschool
and more people back to work.

Over the past half-century, the Council has helped
hundreds of thousands of Cuyahoga County residents
to get a head start on education, learn parenting skills
to encourage and inspire children at home and address
personal and professional issues that may be barriers to
getting a job and achieving a better life.
We are especially grateful to our Board of Directors for their
leadership. We are also grateful to our partners: the dozens of
like-minded organizations, local corporations and foundations,
colleges and universities that work hard every day to try to make
certain that every resident in our community has an opportunity to
live a better life.
There is much work to be done as the Council prepares to help an
even greater number of Cuyahoga County residents to grow and
prosper. It’s more important than ever to be focused and strategic in
our efforts, our partnerships and our outreach to those in need.
The Council for Economic Opportunities is rethinking, strategizing,
realigning, reaching out and strengthening partnerships. The Council
is fine-tuning existing programs and services and developing
innovative ways to assist individuals and families who want to live
a better life but do not necessarily know how to take the first step.
We are committed to investing in people, nurturing their success and
transforming lives every day.

Enrolling my child in Head Start turned out
to be one of the best decisions I’ve ever
made. In just one year my daughter, Eliana, went from
shy and timid to a blossoming leader. She has gained
confidence, is socializing with other children and is
looking forward to school. She has a vivid imagination
and enjoys role play. I was so proud when I peeked
into her class one afternoon and she was sitting in the
teacher’s chair reading a story to the class.
After witnessing her transformation, I volunteered in
the classroom and I’m an officer on the Head Start
Parent Committee and Policy Council where we work
together to share ideas to enhance the Head Start
program for the coming year. It’s heartwarming and
gratifying to be a part of an organization that is not
only invested in the development of children, but
their parents, too.

The job readiness program helped me prepare
for, find and ultimately land the job that I have
been seeking for over four months. The friendly and
dedicated staff helped me write a resume, practice interview
techniques and taught me how to search for a position that fits
my skills. I used the computer resource center located in their
office to search for open positions. One day while I was looking
for new opportunities in the resource center, my phone rang
to schedule an interview for a job that I had just applied for
several days before. The Council for Economic Opportunities’
staff provided me with a voucher to buy clothes and bus ticket
vouchers to get to my interview. Three days later, I began my
new job with Midwest Direct. I truly feel that the support and
encouragement I received guided me to my current position
which could become a great career.

he Council for Economic Opportunities in Greater Cleveland is a nonprofit organization and the Community Action
Agency for Cuyahoga County that assists residents in achieving their full potential. The Council delivers education,
personal and professional development programs and support services to residents of Cuyahoga County.
Programs include Early Head Start (birth to three years of age); Head Start (three to five years of age); individual
assessments for classes and coaching sessions on topics including parenting, anger management and life skills;
and professional development: job readiness, customer service training and job placement.
The Council also delivers the Home Energy Assistance Program (HEAP).
