With over $700 raised on the night through auctions, raffles and the sale of pink memorabilia, Audrey thanked all her family, friends and the Wallan Basketball community for their generous support. Sack council call ANGRY ratepayers have called for an administrator to be appointed to Mitchell Shire Council and will take to the council chambers this Saturday in protest to the recent rate hike. The Respect All Ratepayers Pyalong and District Arm voted unanimously to seek council administration at its meeting last week. “Mitchell Shire has pushed the ratepayers too far and it’s time to act,” Pyalong property owner Wayne Bennie said. “This is not just about the farmers: this is about ratepayers right across the shire.” The group cited escalating shire debt levels, perceived wastage of ratepayers money and a lack of leadership and direction in its reasoning. The Respect All Ratepayers Pylong and District Arm has been partitioning the council since its imposed 11 per cent rate hike for 2013-14. At the time the strategic resource plan had predicted a further increases in the years to come of 10, 8.5 and 8.5 per cent to battle bad debt. An alarming deficit was uncovered after the council brought in an independent auditor to thoroughly investigate the council’s financial state. While the council has reduced the predicted 8.5 per cent general rate increase to 6.9 per cent, Mr Bennie said the Respect All Ratepayers group found no evidence to suggest that the council will be reviewing its operations. “The group was not convinced the council was taking the necessary steps to make positive changes,” Mr Bennie said. “Mitchell has the highest rate rise in Victoria. There is a problem in the overall budgetary process and it’s hurting the people.” Willowmavin farmer Bob Humm said rural residents and farmers have issues with value for money and don’t believe they are getting the services they expect for such a rate hike. “People are suffering at this stage and the council can’t just keep coming back to them,” he said. These were the same concerns raised by some of the councillors voting on this year’s budget, however, a 5-4 vote saw the 6.9 per cent rate rise pushed over the line. Councillors stated that rates could not be drastically lowered without services being drastically impacted. “The effort to keep rates affordable while meeting the need for infrastructure and services has not been easy or simple,” Mayor Rodney Parker stated in the budget report. “We have restricted operating expense increases to less than two per cent of 2014/15 adopted budget levels and staff costs have decreased by 3.6 per cent... This is still higher than we would have preferred but we have also forecast a much lower increase of 4.5 per cent per annum from 2016/17 which will need to be achieved through service redesign and further cost efficiencies.” Kilmore East farmer Kevin Butler was a guest speaker at the Respect All Ratepayers meeting and is encouraging all ratepayers who are disillusioned with their rates to take a stand in a protest rally. The Respect All Ratepayers rally is on Saturday, July 25, at 1pm outside Mitchell Shire offices at High Street, Broadford. Mayor Rodney Parker and deputy mayor Bill Chisholm will be present at the rally. Two businesses in High Street, Broadford were entered after the glass front doors were smashed, with the office drawers being rifled through. It is believed the offenders may have been looking for cash. A supermarket in Sydney Street, Kilmore was also targeted. Entry was gained by smashing a rear window with the cigarette cupboard attempted to be forced open. It appears nothing was stolen in the break-ins. Mitchell detectives are also assisting Murrindindi detectives who are investigating a series of burglaries on commercial premises, where cigarettes have been specifically targeted. The latest ones occurred on the same night, where stores in Bonnie Doon & Yea were broken into. Some other previous burglaries which they believe are related have occurred at a Nagambie supermarket and several shops in Yea and Alexandra. Police are urging the community to report any suspicious behaviour to them. In an unrelated incident two men were arrested with a truckload of cigarettes following a routine intercept on the Hume Highway, near Baddaginnie on Thursday afternoon. Police searched the vehicle and found over 254,000 imported individual cigarettes, along with some electrical items. It is alleged the cigarettes avoided over $100,000 in tariffs. A 23-year-old Sydney man and a 49-year-old man from Ashfield have been charged with dealing with property suspected of being proceeds of crime. On yer bike Police have released a photo of a motorcycle stolen from a house in Heffey Court, Seymour. The KTM 450 motorcycle was taken from a rear yard shed after the lock was cut off sometime between Friday July 10 and Sunday July 12. The bike is quite distinctive as it has racing number ‘26’ on the sides. Also stolen was some motorcycle gear, a 15 horsepower mercury outboard boat motor and an Engel brand portable fridge. Laptop and games gone Other investigations include the theft of a laptap and playstation taken from a Vantage Green, Beveridge house sometime during the day of Monday July 13. It is believed the offender/s climbed over the fence into the rear yard and then smashed a window to get into the house. Low act Seymour police are investigating the theft of a wooden donation box, belonging to the Vietnam Veterans Commemorative Walk, which was taken from the Visitor Information Centre in High Street. It is believed to have been removed during the day of Saturday, July 11. Vintage theft Cars targeted for theft Theft from motor cars has also seen a rise in recent times. Four cars were targeted, three parked in Sinclair Court, Wallan and another in Yan Yean Avenue, Wallan, all overnight of Thursdayor Friday, July 16 or 17. Glove boxes and other compartments were rifled through, with a small amount of money being stolen. Chainsaws and tools were stolen from several work vehicles at a works depot in Halpin Street, Seymour. Petrol was also siphoned out of a car parked in the rear yard of an automotive business in Emily Street, Seymour. These thefts occurred on the same night as the Wallan incidents. An Engel fridge and hand held scanning device were stolen from a Toyota tray utility parked in a Kilmore supermarket carpark sometime between 6 and 7pm on Sunday, July 12. Investigations are also continuing into the theft of a large amount of wine from a vacant premises in Edward Street, Seymour. The wine bottles, along with some wooden wine racks were taken from the property sometime between late June and early July. Due to the large amount of property taken, it is believed a large vehicle or small truck would have been required to cart the items away. Couple donates $100,000 Join the Marie Williams hall of fame IT IS never too early to place your name in a hall of fame – be it a star on Hollywood Boulevard or a paver at the local kinder. The Marie Williams Kindergarten in Kilmore is taking the hall of fame concept to a local level by using engraved pavers in a new paved area for the present children and future generations to play on. The name pavers will contain up to 48 letters and can be purchased from the kinder for $35 each. All proceeds will go to the kinder’s fundraising to improve the facility for the children. Growing support for garden THE first seeds have been sewn for St Patrick’s Primary School’s community garden to lead a compassionate initiative. The fast-growing project is expected to supply the school community and people in need with fruit and vegetables, and had much support at its official opening last Wednesday. Community engagement leader Mark van Zyl introduced the project after seeing active community gardens operate successfully at other schools. “Community gardens are a place for community members to come together and create a sense of belonging with a common interest,” Mr van Zyl said. “I believe this garden will be a key contributor and bring our community closer, with opportunities to give back to people in need in our local community.” The project has had a community focus right from the beginning with community groups, businesses, students and the school’s Parent and Friends Association getting involved in the initial stages. Bunnings and Kilmore Mitre 10 have given support through donations of plants and equipment and The Kilmore Men’s Shed created a sign for the garden. Also showing great support was Assumption College, St Patrick’s Parish Priest Father Grant O’Neil and Bendigo Bank. Principal Michael Bourne described the project as a “wonderful initiative” and said there was scope to extend garden areas throughout the school grounds in the future. The St Patrick’s community garden project is all inclusive, diverse and supportive of community involvement. The community garden currently has seven members. Membership is available at any time. Gardeners can be new to growing produce, seasoned gardeners, young or old. All are welcome to take part. Seymour Relay for Life on again SEYMOUR will again be hosting the Relay for at Kings Park from 3pm Saturday 19 to 10am Sunday September 20. The Seymour event will also feature special ceremonies, including an honorary lap for survivors and carers. At dusk, there will be a candlelight ceremony in which participants and their families can reflect and pay tribute to a loved one affected cancer. Candlelit bags will then line the track as a sign of support to participants. The Seymour Relay for Life has raised $562,108.26 since 2008, assisting the 188 peo- ple diagnosed with cancer each year in the Mitchell Shire region. In 2014, four Cancer Council Victoria Research Awards were allocated to relay teams who raised $5000 or more in the Mitchell Shire region. Over $24 million was spent on worldclass cancer research to find new ways to prevent, detect and treat cancer. The program provides four categories of funding: small project grants up to $200 for landholders with property four hectares and over, medium project grants between $201 and $1000 for landholders with property four hectares and over, large project grants between $1001 and $3000 for landholder(s) for landholders eight hectares and over, and, large environmental community grants between $1000 and $3000 to community groups to facilitate large scale on ground environmental projects on private land. Similar to the land management rebate, eligible activities include a range of actions such as weed control, erosion control, revegetation, protection of natural areas and maintenance of previous environmental works on privately owned land. One significant change is the inclusion of funding for environmental educational activities such as the development of Property Management Plans and Farm Chemical Users Certificates. Applications opened this month and close in August. Successful Small Projects can commence in September 2015 and must be completed by April 2016. Successful Medium, Large and Large Community Environmental Projects can begin in October and must be completed by May 2016. As this is a new council initiative, council’s environment staff will hold drop in sessions at council’s libraries and customer service centres to assist intending applicants. Local Staff Taking Care of Our Community 24 Hours 7 Days a Week Wallan Playgroup re-opens after fire WALLAN Playgroup has reopened following a devastating fire in November last year that destroyed a playground and annexe that the group operates from. After many months of waiting, about 30 families attended the reopening last week with about 50 babies, toddlers and pre-schoolers enjoying the celebrations. The day included a visit from the Wallan Fire Brigade and a balloon artist, as well as face painting, entertainment and a jumping castle. This entertainment was in addition to the usual playgroup activities, such as painting, colouring in, play dough, stories, and investigating all the new toys. Playgroup Victoria was also on hand to give all of the children a t-shirt and bag as part of them becoming members. Wallan rail trail link still of interest THE Mitchell Bicycle Users Group (MBUG) is continuing to promote the Wallan to Heathcote Rail Trail. MBUG members and Friends of Bendigo-Kilmore Rail Trail recently conducted an information booth at the Wallan market where locals had a chance to find out more about the proposed project. The train line was fondly remembered by some older area residents who were happy to provide a valuable historical perspective. Within living memory the Wandong/Heathcote Junction townships were connected to Heathcote by a railway line. MBUG and Friends of Bendigo-Kilmore Rail Trail believe the original route would make the perfect basis for a new rail trail to link Wallan to Heathcote, where it would join the recently completed extension of the O’Keefe Trail from Bendigo. While the new rail trail would aim to follow the old railway line as closely as possible, consideration must be given to land use changes and private ownership issues. Recommendations on route options and alternatives where required would be determined by community and stakeholder consultation and contained in a feasibility study. Many believe that linking Wallan to Heathcote would create an exciting new tourism asset in the shire and provide the communities along the way with commercial opportunities as well as an off-road walking and cycling path for community use. Mr Ruyter’s passion for, and on behalf of, the hospital and the services it provides to the community was most apparent during his talk. He began with a short history of the hospital which admitted its first patient in 1860. Naturally, this patient was admitted into that beautiful old bluestone building which was brand new at the time. Mr Ruyter informed the group that the population at that time was 25,000 and there were 25 pubs in town. Mr Ruyter provided information about how the new developments at the hospital have improved the services provided to the community and services will continue to grow as the population and funding increase. He had large site plans on display which clearly depicted the hospital layout pre and post development. There are new operating theatres, new kitchen and 44 new beds within the actual hospital building. The new consulting rooms, the building up the hill, provides out-patient services which include, diabetes management, speech pathology, oncology, pathology, physiotherapy, and geriatric assessment. The planning process for the development began prior to 2004 with many obstacles being overcome before the health department finally approved the works. The hospital liaises closely with the Northern Hospital; for example the duty night nurse has a direct line to a doctor at the Northern if the nurse considers a consultation is necessary. There is also close relations throughout the district’s obstetric service providers. Antenatal classes can be accessed by people from both Seymour and Wallan and the hospital staff are anticipating 350 births this year. There are about 220 staff members working at the hospital - not all at full-time hours. Mr Ruyter stressed that the advantage of having part time staff is that when members are ill there is always someone who is happy to have that extra shift. ‘DON’T let it get ugly’ is the message being shared by the Broadford Netball Club which has partnered with Nexus Primary Health in a healthy initiative. The project raises awareness of risky behaviours in relation to drugs, sexual health and family violence/respectful relationships. A key part of the DLIGU project is to support grass roots clubs to ensure the club’s members, supporters and volunteers are provided with a healthy and safe community environment. The BNC, supported by Nexus, is developing its own policies in relation to drugs, sexual health and respectful relationships. Furthermore as part of the BNC involvement with the DLIGU Project the club will coordinate and deliver education sessions on drugs, sexual health and respectful relationships, and provide training opportunities to club members. Since 2003 service awards of deceased individuals could only be replaced if they were lost in specified natural disasters. Now, the revision of this policy means that medals of deceased individuals can also be replaced if the loss, damage or destruction of the medals occurs in circumstances beyond the control of the holder of the medals (such as the result of a house fire or theft), or if the loss, damage or destruction occurred after December 1,1974. Member for McEwen Rob Mitchell said easing the circumstances in which medals can be replaced means that more families will be spared a lot of heartache. “I have seen the situation all too often when families have lost this valuable connection to the past,” Mr Mitchell said. “Clarly the heartbreak brought on by these types of disasters is tough enough without having to deal with the loss of your family’s service medals.” Kilmore RSL Sub-branch president Tony Gill supported the move. “In the past the only option for replacement medals for veterans or their families, where such replacement was outside of the government guidelines for replacement medals, was to advise them to purchase “replica medals” from specialist retailers,” he said. The RSL will be assisting and advising its members, the veteran and the wider community of the replacement policy. Medals will only be issued to the holder of the deceased individual’s ser- vice medals. The medals cannot be replaced in circumstances where an individual has died and the medals cannot be found. Medals replaced by Defence will be engraved with the initial “D” to denote “duplicate” unless the damaged original medals are recovered and returned to Defence. Contact our news team 5734 3344 EDITOR: During May, 2013, the then Mayor, Cr Bill Melbourne, publically declared, that due to Mitchel Shire Council’s failure to budget for their assets, ratepayers would have to suffer the brunt of this incompetence by proposed increases over the next four financial year periods. The increases proposed were 11 per cent for the 2013/14 financial year, 10 per cent for the 2014/15 financial year, 8.5 per cent for the 2015/16 financial year and 8.5 per cent for the 2016/17 financial year. At that time I personally and publically challenged these rate increase proposals and have relentlessly pursued a justified annual rate increase for Mitchell Shire ratepayers. During my pursuit, I have expressed my concerns regarding Mitchell Shire Council’s appalling financial and operational management, combined with a request for government intervention with several Ministers for Local Government. Jeanette Powell MP and Tim Bull MP (Coalition Government) and with the change of State Government as a result of the elections, I have continued my pursuit with Natalie Hutchins MP (Labour Government). My request to all the minister’s was for government intervention into Mitchell Shire Council for the protection of all ratepayers in the Mitchell Shire. I also requested what I believe to be justified dismissal, especially for those responsible for many years of approving budgets that led to current status. Both the Coalition and Labor Government representatives gave me a good hearing regarding my ongoing concerns with Mitchell Shire, and admitted their concerns along with plans to implement much stricter disciplines on all shire councils. The most recent meeting I attended was on Thursday, July 2. Ms Hutchins was unable to accept my invitation, and subsequently arranged for me to meet with her, Chief of Staff, Robert Larocca. At that meeting Mr Larocca stated, that the State Govern- ment is well aware that the current annual rate increases are unsustainable, and they are in the process of establishing the “Fairer Rate System” for the implementation of rate capping to be introduced at the beginning of the 2016/17 financial year. This will only come to fruition if it passes through legislation. I can only encourage all Mitchell Shire ratepayers to submit their support for rate capping at annual CPI movement, by submitting your support to the, Minister for Local Government, Natalie Hutchins MP, email address: <na- [email protected]> or in writing to, Sop 11/28A Hume Drive, Sydenham, Vic, 3037. All ratepayers should be aware that Mitchell Shire Council has already submitted its objections to CPI rate capping. Also over this period of time, I have vigorously opposed, Section 223 of The Local Government Act 1989, that shields council senior management and councillors from being appropriately questioned by a ratepayer in a public council meeting, and elected councillors approving budgets. Ratepayers are obviously not regarded as customers by Mitchell Shire Council, just an endless money tree. I encourage all Mitchell Shire ratepayers to be very vigilant at the next council elections. Rates hike could have been controlled Editor: I wish to add my congratulations to those of Mr Humm in regard to the five Mitchell Shire Councillors who voted for a 6.9% rate rise. How proud they must be to be recognised as the highest increasing rates Council in Victoria. I am a primary producer and paid last year over $9000 in rates in this shire. That equates to around 10% of my farm gross income. This is somewhat more than the three or four bullocks that Mr Humm referred to. Please five Councillors tell me how am I to continue to absorb this burden? It might be more palatable if I received some significant services for the rates. As it is, I get the roads graded periodically and that is it in regard to specific services. I know there are community facilities provided that I need to contribute towards but really if the finances of the shire are so tight then surely “critical necessities” such as Mitchell Shire news magazine, equine impact study, youth holiday activities (pasta making etc.) and off road recreational trails renewal could be foregone. I have a much longer list of expenditure which really in my humble opinion is discretionary. One of the few community facilities I do use is the Kilmore Indoor Pool. It’s a great facility and I use it to keep fit on the advice of my doctor. I have no problem in paying for the use and in fact think that the charge is way too low. All facilities such as this should be cost neutral i.e. user pays. I note the cost per attendance at the outdoor pools last summer was orders of magnitude greater than the user charge. Why should I pay for a facility I don’t use? Equally my rates shouldn’t be subsidising the growth in the south of the shire. Developers should fully pay for the services they need. We hear that it is this growth that is causing some of the financial stress. This really does beggar belief. A shire that is growing should be awash with cash. I was pleased that two of the three councillors in my ward voted against the rates increase. They will get my vote next time around. The third will surely not. I’ll be voicing my protest at the gathering on Saturday 25. In the meantime I’ll just have to tell my cows to work harder. Henry Marszalek Broadford Put up or shut up EDITOR: I take exception at the NCR coverage of the recent Mitchell Shire Budget that involved an average rate increase of 6.9 per cent across the shire. Your editor Ian Blyth, being a past Mitchell Shire employee, may be well aware of council’s budget process, but I have concerns that many residents do not. The budget process is one of the chief tasks of a councillor and involves a lot of time and effort. It commences virtually from the end of the proceeding budget. We have input on all phases of the process from discussing capital works projects to services and the many issues in-between. If you believe the NCR’s very limited coverage you would think the five councillors who supported the budget were out there to inflict the maximum pain on ratepayers and take perverse pleasure in having one of the highest rate rises in Victoria. However judge for yourself. On budget night Cr Rhonda Sanderson put up two alternative budget proposals one at 2.75 per cent (about C.P.I) and one at 4 per cent. This would have allowed councillors to debate the pros and cons of these alternative budgets. In each case it showed where the cuts could be made (in road renewals, footpaths, Mitchell Ranges soccer pavilion etc). However, no one was prepared to second either of the alternative budgets. The four councillors who did not support our current budget did not even second the alternatives. These councillors have had twelve months to come up with cuts to service programs or capital projects, that would enable lower rates and maintain effective council services and infrastructure. We have had no results. The whole idea of a councillor, to my mind is to try and reflect the views of the people who elected us, in conjunction with sound financial management. If councillors are not prepared to do this, I feel it would be far cheaper for an administrator to be appointed and save the ratepayers the cost of paying their current representatives. As the headline from The Seymour Telegraph (June 24, 2015) immediately after the budget stated either ‘PUT UP OR SHUT UP’. These are my personal views and should not be taken out of context. Topics will vary and cover a wide range of local issues – sometimes humorous and sometimes serious. In that regard the reader is the judge. The art of shooting the messenger MESSENGERS have always had a difficult time of it. The side of the issue you are delivering comment on is directly proportional to the slings and arrows coming your way. Equally difficult is sitting in the centre with the challenge of delivering an even view. Sometimes the view can be far from balanced - take the current rate rise issue for example. Nobody has come out supporting the decision of council to impose an increase that is the highest in Victoria. Except for Cr Bill Chisholm’ that is. His letter on this page takes to task this newspaper, the Broadford Four who voted against the rise and those citizens who have criticised the 6.9/9.7% rate increase, while claiming that he is trying to reflect the views of the people who elected him and his fellow councillors. For some strange reason the community does not seem to see it that way and many have used the pages of the North Central Review and our online newsfeed to vent their spleen – and for that we have copped a reprimand - metaphorically the messenger has taken one for the cause. But then - the role of this newspaper, as stated on our masthead, is to be the voice for the community and as such to fight for fair and not be cajoled, bullied or otherwise influenced to promote any action or decision that compromises the well-being of our community. Councillor Chisholm argues that the NCR’s “very limited” coverage (close to 500 column centimetres) has created the impression that the five councillors who supported the budget were “out there to inflict the maximum pain on ratepayers and take perverse pleasure in having one of the highest rate rises in Victoria”. One of the highest? Shouldn’t that read THE highest? And as for the “impression” of the five councillors – that was one gained by the community. This editor was singled out as one who should be well aware of council’s budget process, based on past employment with Mitchell Shire. If that was plea for endorsement of Cr Chisholm’s and his colleague’s decision then it falls well short of the mark. But that employment did provide a working knowledge of what goes into the budget and where cuts that would not impact community services and infrastructure could be made. Perhaps if Cr Sanderson had focussed on these areas, instead of suggesting a rate reduction could come at the expense road renewals, footpaths, Mitchell Ranges soccer pavilion (clearly the wrong pitch) and a few unnamed ones - she may have got a seconder to her motion. Cr Chisholm says that the budget process commences at the start of each financial year – and agreed, it does. That being the case, and given that 2016 is an election year, our councillors have exactly 11 months and 10 days to get it right. Cr Chisholm and colleagues - your time starts NOW. Tuesday, July 21, 2015, NORTH CENTRAL REVIEW / THE FREE PRESS Decision time in year 10 by Chloe Rainbow AS the year progresses, the amount of time left to think about future pathways quickly disappears, and before you know it, the big question of ‘What do you want to do when you leave school?’ becomes a scary and daunting thing to think about. You’ll quickly find yourself in a pit of questions and thoughts, something that is hard to escape out of when you need to make a decision quickly. You might find you ask yourself a series of questions continuously in your own head. Do I do VCE or VCAL? Do I want to go to university? Are trades and school based apprenticeships something I would consider? At this point, these questions are things that are vital for getting yourself on the right path to being successful. As semester two begins, so does crunch time. Interviews will begin to take place and the pressure of 2016/17 begins to weigh down on you, like wearing a heavy backpack constantly. Firstly, feeling stressed is okay, the future is a scary thing to think about, and it’s okay to change your choice down the track if you feel your decision was wrong, there are so many options for some many diverse groups of young people that there is bound to be one for you. VCE: three scary letters often associated with the hard work, dedication and willingness to learn. VCE stands for Victorian certificate of education and is broken up into four parts. Units one and two (year 11) and units three and four (year 12). There is a broad range of subjects under VCE to cater for all students and all university degrees. If you feel as though VCE is right for you and your career path, subject selection needs to be discussed and you’ll need to research what subjects are right for you another daunting task. ‘VCAL’ or Victorian Certificate for Applied Learning is a great option for young people wanting to pursue an apprenticeship, trade or course and still be granted a year 12 pass. VCAL is carried out during the week with students still completing the basic VCE course of Numeracy and Literacy, but completing work placement once a week at your desired work place, whether it be at a hairdressers or a mechanics, the world is your oyster. Although the subjects aren’t diverse like VCE, VCAL still offers a great option for students who prefer ‘hands on’ work. You might be thinking these are your only two options, but there are still so many more choices, and all you need to do is find the right fit for yourself. Not many people are aware but VCE doesn’t stop your opportunity to pick up a trade and profession. If VCE is something you’re coping with and the right decision to suit you, but a trade is also something you’d enjoy learning for the future, school based apprenticeships are a great option, and can be completed whilst working hard on your VCE. Similar to VCAL, you will complete work placement once a week, and as organised by your school, you will attend TAFE, to further your understanding and learning, every other day is attended at school, completing work from your VCE classes. School based apprenticeships are a great option to keep in mind, and offers you a ‘plan B’ for the future. VET, or Vocational Education and Training, is another great option to consider, offering courses of all types to suit your interests and needs, and can be done locally while completing VCE or VCAL. The courses are typically run over a two year period and range from Music Performance to Building and Construction. All courses are completed within a registered training organisation and qualifications range from certificate II to certificate IV, and diploma and advanced diploma. Although the next few months will be stressful and making your decision for the future will not be an easy task, keep in mind your wide range of options, and make your decision wisely. 2016/17 will be the end of an era in your life and the beginning of an exciting journey towards to a successful and prosperous future. 9 Lest We Forget: 1914 - 1918 Keith Chapman Keith Chapman was born in 1897 at Tallygaroopna, and was the second son of Margaret (nee Crawford) and Robert Chapman later of “Keeyuga”, Glenaroua. He attended the local school at Glenaroua and was reputed to be high spirited and mischievous. Certainly he did not attend to learn and left school to help on the farm in 1911. His cousins David Crawford and William Merritt enlisted in the 8th Light Horse and when Keith enlisted at Royal Park, Melbourne, on February 19, 1917, he was bitterly disappointed to be denied a mounted unit. Keith was farewelled at a Glenaroua Hall function on March 20 and was presented with a wrist watch. Keith was assigned to the 19th Reinforcements, 22 Battalion as a Private, 6772. He sailed to England on the Ascanius in May, and while at sea was sick with the mumps before disembarking at Devonport, Devon, in July 1917. On arrival he was sent for training to Rollestone on Salisbury Plains, where he joined up with Jim Smith who urged Keith to volunteer for a signallers course. As a result of Keith spending all his time studying he gained a First Class Signallers Certificate, although he was thrilled to see Charlie Chaplin perform in the camp. Then Keith was off to France in March, 1918, for more training before going forward with the 22nd Battalion. He undertook days of guard duty in perpetual mud and water prior to taking part in the Battle of Amiens in August, 1918. Then armistice and Keith was transferred back to England for a time, only to return to Belgium to assist with reconstruction work while billeted with a local family. Keith returned to Australia on the Argyllshire in August, 1919, and was discharged on October 20, 1919. He received the 1914/15 Star, the British War Medal and the Victory Medal. Keith’s service was recognised by being listed on the Pyalong Shire Honour Roll and the Glenaroua Public Hall Roll. Keith attended a welcome home function at Glenaroua Hall on September 29, 1919, and a record attended returned soldiers’ reunion at the hall on February 4, 1920. After discharge he returned to farming at Glenaroua, and later elsewhere, then took up work as a stock and station agent then as a real estate valuer. He was held in the highest esteem. Keith always had a smile, a firm handshake, and a ready wicked wit. He was a great family favourite. Keith married Clara Selina Buchanan in 1922 and they had three children. He died in 1979 and was buried in Springvale Cemetery. Contributed by the Kilmore Historical Society with support from Valda Allaway Flashback in time Edward Allen The last train out of Kilmore: This T class loco was the last in 1968 to travel west of Kilmore through Willowmavin. Could it come back some time in the future to follow the by-pass? That is the question. Edward Allen was born in Kilmore in 1895, the son of Robert Joseph and Ellen Allen (nee Dwyer). After leaving school Edward became a butcher in Kilmore. In August 1916 The Free Press reported that “A short time prior to enlisting Private Allen was presented with a watch in recognition of his plucky conduct in stopping a bolting horse in Sydney Street, thereby saving a man’s life”. As Edward enlisted four months before his 21st birthday he required his parents’ consent. They gave their address in August 1915 as Melbourne Street, Kilmore. Edward enlisted on September 3, 1915, in Melbourne. He joined the 8th Reinforcements, 23rd Battalion as a private 3454, and after training at Royal Park, embarked at Melbourne on the Africa on January 5, 1916, for Alexandra, Egypt. In June 1916, Edward was transferred to the Western Front in France, via Marseilles, where he joined the 58th Battalion. He took part in action in July 1916 and received severe gun shot wounds to his left shoulder on July 19. This was reported in the Kilmore Free Press on August 17 and then on September 14, 1916, The Free Press reported that : “Private E Allen, of Kilmore, who was wounded in action in France, writes from Morton Banks War Hospital at Keighley, Yorkshire, England, thus to his parents : “I was unlucky enough to stop one in the left shoulder. It is not in a very bad place, but, of course, quite bad enough. The bullet remained in my shoulder, so they are going to put me under the X rays to locate it. After a year recovering, Edward rejoined his 58th Regiment in France. Even though he remained there it is unlikely Edward saw action again due to his wounds. During his overseas service he was penalised five times for minor offences such as unauthorised leave. In 1919 he returned to England and sailed to Melbourne on the Orontes in May arriving home on June 28, 1919 Edward was discharged medically unfit in Melbourne on December 30, 1919. He received the 1914/15 Star, the British War Medal and the Victory Medal. Kevin and his wife Octiva lived in Yea for many years and he died there in 1975. Farms can be dangerous places to work, and farmers and farm workers are more likely to be seriously injured or die at work than other Victorians. “Fatalities on farms are almost always avoidable,” said Gordon Gregory, CEO of the National Rural Health Alliance (NRHA). “The commonsense approach to safety on farms must be embedded in people’s thinking and behaviour - not pursued reluctantly as something that just has to be done. And appreciating that a safe farm is also a more productive one should help with this,” Mr Gregory said. The NRHA supports Farm Safety Week and encourages all those involved with farming to be aware of the commonsense approach. It has four elements: identify hazards and fix them as soon as possible; have clear procedures for activities that are particularly risky; make sure everyone - including visitors and particularly kids - understands the procedures; and have an emergency plan in case there is an accident. According to Worksafe, there were eight fatalities on Victorian farms last year, and hundreds of serious injuries reported across the agricultural industry. The effects of farm accidents and fatalities are widespread, not just for those concerned but for whole communities. The far-reaching consequences of these incidents can last a lifetime. Unfortunately we are seeing the same sorts of accidents time and again on farms, particularly with quad bikes and tractors, which can lead to serious injuries and even deaths. So far this year, there have already been three work-related quad bike fatalities in Victoria. The theme for this year’s Farm Safety Week is “Safe farms = better productivity”. It’s important to share this message that investing in workplace safety is good for farming business. Two new offences for drink-drug driving will come into force on August 1, 2015. The fines are based on the current penalty unit value of $151.67. The new offences are an Australian first and drivers who are caught with alcohol and illicit drugs in their system will now face a minimum 12 month licence cancellation and court fines up to $4550 for a first offence. “Police are cracking down on drink and drug drivers to make our roads safer and to help reduce road trauma,” a spokesperson said. The police will also be able to impound the vehicles of first time offenders who record a blood alcohol concentration of 0.10 or higher. For repeat offenders, the maximum fines will range between $13,650 and $40,959, depending on blood alcohol level and previous offences. They will also receive a minimum two-year licence cancellation. Vehicles can be impounded for up to three months or even permanently for repeat offenders. The tough new penalties are the subject of a new Transport Accident Commission campaign to be launched this week. Currently there is no offence for combined drink and drug-driving. Offenders can be charged with, or convicted of, either a drink-driving or a drug-driving offence but not both. Drivers who have both alcohol and drugs in their system are 23 times more likely to be involved in a fatal crash, compared with drivers who are drug and alcohol free. The police have expressed increasing concern over people who mix alcohol and illicit drugs and the risks they pose to Victorian families on our roads. These harsher fines and penalties send a strong message about the dangers of combining alcohol with illicit drugs and driving. The new penalties will help deter and prevent repeat offenders by mandating alcohol interlock devices and driver education programs for those being relicensed. This year’s Victorian Budget provides for $15 million for 10 new drug and booze buses. The larger fleet will let police test 100,000 people a year for drugs and take more alcohol and drug-affected people off our roads. According to The Age, the Coroners has estimated drink-driving accounts for between 25 per cent and 30 per cent of deaths and 11 per cent per cent of serious injuries on Victorian roads. Illegal drugs are believed to be a factor in about 20 per cent of all driver deaths. For most people, these are only statistics. Shocking, perhaps, but only statistics. But for the families and friends of those who die as a result of teenage drinking and driving, each number represents a tragic loss. Heavy vehicle campaign - VicRoads ups the ante VICTORIA’S heavy vehicle operators are being reminded by VicRoads to ensure their fleet is well maintained and fit for purpose. VicRoads’ Transport Safety Services (TSS) team is operating around the state, conducting targeted roadside inspections of heavy vehicles, as part of Operation Trishula, an on-going campaign to address unroadworthy trucks and improve safety standards on our roads. Recent inspections in the eastern and western suburbs selected more than 250 heavy vehicles for testing, of which 224, or 89.6 per cent, failed. Eric Henderson, VicRoads Director Regulatory Services said that the numbers don’t lie and that there are too many heavy vehicle operators ignoring their business and social responsibilities. “The majority of heavy vehicle companies operate stringent vehicle maintenance programs, but it is clear from our target testing that some business owners do not regularly maintain their fleet,” Mr Henderson said. Operation Trishula is a collaboration of Victoria Police, WorkSafe and VicRoads. Over five days in the East- ern suburbs, 155 vehicles were tested, 90 had major defects and 44 had minor defects. Over a week of testing in the Western suburbs, 97 vehicles were inspected, with 57 having major faults and 33 minor faults. Vehicles with major faults are either removed from the road immediately or have one hour to travel to a repairer. Minor faults have to be addressed within seven days; failure to do so results in the vehicle being taken off the road. Common faults included steering and brake issues, worn or damaged tyres, broken lights, loose bolts and faulty seatbelts. “There is a financial penalty for non-compliance, but there is arguably a greater cost to the community. Any unsafe vehicle is a risk, with the potential to cause crashes and road trauma or break down, anywhere, anytime, causing unnecessary hold ups and great inconvenience to other road users,” Mr Henderson added. In addition to targeted roadside tests, VicRoads is increasing its proactive, direct communications with small to medium heavy vehicle owners, advising them in advance of onsite visits. This gives business owners the opportunity to service and repair vehicles to a timeline, raise standards, as well as avoid financial penalties. “Our message to all road users is to maintain year round vehicle maintenance and follow regular service schedules. Data released by property research company, CoreLogic, found that properties advertised in print newspapers, as part of a package to online advertising, dramatically improved sales outcomes. This brings the combined footprint of digital and print real estate content to an impressive 63% of property buyers. CoreLogic found that including print was especially effective in maintaining prices in the premium end of the market. This is consistent with data that shows that property buyers who are “very likely to buy in the next 12 months” and earn over $100,000 p.a. are especially heavy users of property/real estate content – both print and digital. In all 69% of high value prospects read real estate content in print or digital format and half of these buyers (52%) read the property section of a print newspaper and 38% visit a real estate site, and one in five (22%) visit both. The way people read newspapers contributes to newspaper advertising effectiveness. Since newspaper readers tend to browse, they can more easily reach people who aren’t actively searching for a home, but are still potential buyers. Print newspapers are more likely to reach prospects who aren’t searching, and to nudge them into the market, while digital content excels at reaching buyers active searching for content. The superior reach of printed newspapers and their capacity for reaching a broader range of prospects, combined with the highly-targeted efficiency of digital real estate sites, is an unbeatable combination for vendors. Greg Dickason, CoreLogic’s head of solutions, illustrates this point with an anecdote of a colleague’s house-buying experience. Stonefield, made up of the four Findlay sisters, come from Darraweit Guim and are urging their fellow regional musicians to make sure they submit their live performance return (LPR) online by July 31. “It’s important for regional musicians make a live performance return as part of your gig checklist,” Amy Findlay said. “Often bands don’t know about this revenue source. It’s easy to let live performance returns slip your mind, but it really is such an important part of a musician’s income,” she added. “Since we started lodging our live performance returns, we had the payments go into a savings account which we haven’t touched. This gives us something to fall back onto in the future when we may need it to put towards buying a house or starting a family.” Amy offers the sound advice based on her band’s touring and recording success. Kyle was very quick out of the centre, switching the ball and hitting his targets.The back line definitely had a busy day with Hugh taking charge, dominating and not dropping a mark all day.A massive effort from Trent, taking on and winning the ball against much bigger players. Another small player,Tommy, didn’t take a backwards step and played like he was 10 inches bigger. Sammy stepped up and played pretty consistently for most of the day. We needed a lot more help in the forward line today. Some of you boys need to switch on sooner and run to assist the forwards, not just stand there expecting them to mark every ball that goes their way. Special mention to Aaron for stepping up and putting pressure on his opponents for the second week in a row. Late nights and the lack of commitment for some, at training and on game day, is making it so much harder on the rest of the team. Bradley Cooper, Damian Lewis and Hugh Grant are expected to put on their whites in Chelsea on Friday in a glitzy cricket match that will raise money for Britain’s modern war heroes and , they hope, give the sport another push into America. The Dockers Flannels for Heroes tournament will be played with the England opener Nick Compton marshalling the 21st century film stars into shape. Organisers of the matches said that they were taking inspiration from the HCC – the Hollywood Cricket Club set up in the 1930s by the English actor Sir Charles Aubrey Smith, which featured expatriate luminaries including Laurence Olivier and David Niven. They played a series of games to raise money for British war heroes, Austin Mutti-Mewse, the author of a book on the Hollywood Golden Age, describes the HCC as having a “far flung outpost of the British Empire.” In an essay written for the Chelsea tournament, Mutti-Mewse said that in 2010 Miriam Seegar – the silent screen actress married to the cricket enthusiast and film director Tim Whelan – described the glamour of the club. “The team may not have been the most skilled of players,” she said. “But they were certainly the best dressed. Their residence has been opposite the centuries old parish church with its moss covered resting places of generations of Plaxtol folk. HHH As testimony to their contribution to Plaxtol village life around one hundred and fifty locals are hosting a dinner to farewell the family- a rare tribute. HHH Return to Plaxtol FOR a few days in late June I returned to the Kent village of Plaxtol where reside the very hospitable Dow family. Chris Dow and his wife Caroline are soon to return to Australia after several years in the UK. Chris oversaw the establishment of a very successful recycling plant in East London. So impressed were people in high places with his initiative and ideas that Chris got to address the British parliament and Welsh Assembly. The enterprise has now been sold to a Middle East consortium. Chris’ wife Carolyn is a daughter of former Essendon rugged half back “Bluey” Shelton. Bluey and his wife Marjorie have long farmed near Avenel. From 1974-79 Chris Dow attended ACK where he was a popular student who impacted in all areas of college life. A recreational cricketer , he plays on Summer Sundays with the village club. Forwards Kian and Aayan combined put eight past the keeper with a combination of sustained probing attacks, pressure and accurate passing. Aidan Ling scored a very special first goal of the season after following up a tackle and moving into space. The whole team put in a 110% effort and work rate, proving they are more than capable of playing as a team and with passion. 38 NORTH CENTRAL REVIEW / THE FREE PRESS, Tuesday, July 21, 2015 SPORT LEN BAKER’S “SULKY SNIPPETS” Comment Another nail has been hammered into the lid of the coffin so far as the future of standing start races in Victoria are concerned, with the announcement that the time honoured Kilmore Pacing Cup to be held for the first time ever at night on Saturday, March 19, 2016 has been changed from a standing start event to a mobile over 2690 metres. Highly respected journalist the late Bob Cain who wrote the award winning book Kilmore -The Cup That Grew, would roll over in his grave with this news as would many former Presidents and committeemen of the club. The first Kilmore Cup taken out by You Crovottie from a 36 yard handicap was run over 13 furlongs (2620 metres) on Monday, July 20, 1964, nine months after the club commenced racing and the standing start tradition continued right through until 1979 when Inter Dominion victor Koala King greeted the judge in a race that was changed to a mobile over 2500 metres. Conditions were quickly altered back to a stand the following year, with the distance increasing to 3020 metres which saw Lena Vale Lad score for Brian Gath. The great Popular Arm was successful from the front line in 1981 with the distance altering to 3038 metres due to track reconstruction. The race was to remain over this trip until 1999 when Colbruce and Noel Shinn saluted. In 2000 the distance again changed to 3020 metres due to track alterations and that journey has remained ever since. It may be a wise decision to alter the conditions – only time will tell. *There has been a continuing push by Harness Racing Australia and HRV for standing start races to be abolished citing a drop in TAB turnover, however should this happen, our feature races will continue to be dominated by the Kiwi’s who excel in this type of racing. +++ Seymour trainer Billy Morgan combined with Gavin Lang to land the Yorkshire Park Standardbreds Pace for C0 class over 2150 metres at Lord’s Raceway Bendigo on Tuesday, July 14 with four year old Pay Me Christian/Arma Class gelding Arma Augustus. Pucka Army Day a success by “Pegs” SEYMOUR Racing Club conducted its annual Puckapunyal Army Cup day on Saturday with a mammoth 10-race program. The club raced on a Heavy (8) track with cross-country jockey Gavin Bedggood taking riding honours with a winning double which included the Puckapunyal Army Cup , a 0-58 Highweight this year, won by the Gwenda Johnstone-trained Green Moth ($14). Local training duo of Lee and Shannon Hope did best of the local trainers with a second placing with the Kilmore-based June Fletcher-bred and part-owned I Don’t Mind ($7). Favourite punters were sent home in a happy frame of mind when the Team Corstens-trained Kraftwerk, a Dubawi four-year-old gelding, was an impressive winner of the last race, the Domesday @ Darley BM70 Handicap (1100m). The gelding was the first win back for jockey Luke Currie who resumed race riding from an injury sustained in March. Kraftwerk defeated Hunting Hill ($12) by a length with Heza Dude ($12) a further two lengths away third. “The soft track suited him there as he jars up on the firm tracks. It was good to give Luke (Currie) a quick win back as he’s been doing a bit of trackwork for Troy at Flemington. “Luke was impressed with the win and he said he eased him down near the finishing line,” Leon Corstens said. Bulluss gets Rising Gun nod BROADFORD’s Matthew Bulluss has been named in the Riddell District Football Netball League’s second round of nominations for the Steve Turner Medal, the league’s Rising Gun Award. Nominations for rounds 7-12 saw Bulluss nominated for his stand out effort in round nine against Rupertswood. Steve Turner is a name synonymous with junior football in the the north-western metropolitan region. He is a life member of the RDFNL and has held numerous roles within the league, including football operations manager, and once again is a board member in 2015. After making an impressive senior debut with six games in 2014, Bulluss has played every game for the Roos in 2015, as well as representing the RDFNL at Under 19 level in the recent AFL Victoria Country Championships. A lifelong Roo, Bulluss was at his best in Broadford’s narrow loss to Rupertswood in round nine, booting two goals and named as Broadford’s second best player. Hot Shots shine at Wandong Future stars: alongwith helpers from the Wandong Tennis Club, the 6-9year old participants have developed in leaps and bounds. WANDONG Tennis Club’s Hot Shots program has been inundated with future tennis stars as local children take to the court at Wandong Stadium to learn the basics. The Hot Shots tennis program runs on Fridays, during school terms from 4 -6pm and for only $50 per term it is a fun way to entroduce young children to the sport in a relaxing and friendly environment. All smiles: learning the ropes are the Hots Shots junior group from ages 4-6 years. Two programs are on offer, catering for children aged 4-6 years (4-5pm) and 6-9 years (5-6pm). Wandong Tennis Club players Kane Chisholm and Melissa Telfer run the Hot Shots sessions with assistants and fellow club members Jake Duncan and Tyson Burmesiter. Tuesday, July 21, 2015, NORTH CENTRAL REVIEW / THE FREE PRESS 39 SPORT Wallan waste chances against Tigers by Catherine Mogridge WALLAN senior footballers battled out an ‘ugly game of football’ against a victorious Lancefield on Saturday in round 13 action of the Riddell District Football Netball League competition. An evenly contested match, that lacked the skill both sides are able to employ, wasn’t the best brand of football to watch and Wallan senior coach Trevor Frost lamented fundamental errors from his boys in the 12 point loss. “We always knew it would be close and I don’t know why but the boys seem to struggle at Lancefield Park, but after being down by two goals at half time, we fought back in the third to have it all evened up at the last break,” Trevor Frost said. “Unfortunately we just couldn’t maintain it. All day we lost our structures, and momentum can be a funny thing in footy and when they missed numerous opportunities up forward we didn’t take advantage of that. “We didn’t maintain our structures, we butchered the ball a bit and didn’t have that one key forward to step up and kick four or five to make the difference. We just contributed to a pretty ugly game of football.” Frost named Brenton Hanson, Leigh Irons and Cody Cullinan for stand out efforts on the day. Jess Cosaitis and Dylan Gillard were the top scorers with two a piece and singles came from Keegan Marc, Rhys Frost and J. Charles. “We were down Todd Keenan who didn’t pull up for this week and that meant a much needed bigger body around the footy was missing for us. It’s a big ground, they are bigger bodied and put good pressure on the ball,” Frost said. “Our endeavour was good and I was happy with that and it was pretty even for three quarters but our uncontested possessions were down and we just didn’t work hard enough off the ball and didn’t switch enough. We fell into the trap of playing that 1970s-80s style of footy – kick to kick.” The Magpies host Broadford this week and are keen to redeem a heartbreaking loss against the Roos in round 7. “This Broadford game will be like a grand final for us. The ever reliable Corey Viani was named best on ground for the Roos with Robertson, Hollan, Josh Pound, Brendan Walsh and Jake Hall also all earning nods. Final scores were Broadford 18.13 (121) to Woodend/Hesket 5.9 (39) Blues no match for Burras Kilmore suffered another tough day at J.J. Clancy Reserve, going down by over 20 goals to Diggers Rest. No match for the physicality of the Burra’s the Blues could only manage to post one goal for the whole match in the final term which came from Adam Milne. Never give up efforts from Rhys Way, Marcus Webb, Ben Tsakmakis, Tom Snaith, Dave Saunders and Milne saw them all named in the Blues’ best. Final scores were Kilmore 1.6 (12) to Diggers 21.15 (141) In other matches Riddell topped reigning premiers Romsey by 42 points, Macedon accounted for Sunbury Kangaroos, Rupertswood celebrated a 133 point win over Rockbank and Melton Centrals had the bye. Magpies all effort against tough Tigers by Catherine Mogridge WALLAN A-grade netballers put up a strong effort against an inconsistent Lancefield line-up to impress coach Dave Andrews despite the 18 goal loss in round 13 of Riddell District netball competition action on Saturday. A slow start from the Magpies, also without sharp shooter Kate Bishop, gave the Tigers an edge but the Magpies never gave up and showed real determination to run our the match as strongly as they did. “I was really happy with the effort and although they dropped off early, they came back really strong and it was a good all round effort from the girls despite a few obstacles,” Dave Andrews said. No chance: Wallan’s Michelle Millhouse dominated on Saturday and was again a headache for the opposition with her midcourt drive and attacking feeds. The Magpies lined up without Kate Bishop who is never without influence and a first quarter ankle injury to Sarah Papageorgiou was also a blow to their midcourt.
