SSOAB är att kontakta dig för att informera dig om vår planerade arbetsprogrammet , eftersom vi är medvetna om att du har potential att påverkas av det föreslagna arbetet , eftersom du har markägande , eller rättigheter i de föreslagna arbetsområden . I arbetsprogrammen kommer att slutföras på två av de sex SSOAB prospekteringslicenser , Kvarntorp # 5 och Latorp # 1 . Arbetet inom Kvarntorp # 5 kommer att placeras uteslutande inom den norra delen av licensen , i Kumla kommun , och kommer att inriktas på att samla cirka 200 kg av stenprover från väggarna i två av de tidigare statsägda oljeskiffer öppen pit stenbrott . Arbetet inom Latorp # 1 licens kommer att placeras enbart inom den östra delen av licensen , i Örebro kommun , och kommer att inriktas på att samla cirka 200 kg av stenprover från väggarna i en liten 75 m lång stenbrott som ligger i en litet stycke skog omedelbart öster om Garphyttevägen Road , ca 2,4 km norr om Himmersson väg korsningen . I de två arbetsområdena på Kvarntorp # 5 licens , och Latorp # 1 licens , är exakt samma prospektering planeras . Samtliga tre arbetsområden ligger inom gamla öppna arbetssätt pit mine , som delvis har fyllt med ytvatten . Vänligen se bifogade kartor och bilder för mer detaljerad information om de arbetsområden och arbetsvillkor . Den prospektering kommer att bestå av två skilda verksamheterna , vagga provtagning, och geologisk kartläggning . När rock provtagning , kommer SSOAB att använda en handhållen sten hammare för att samla cirka 200 kg av sten från ansiktet av stenbrottet vägg , som sträcker sig från 4 m högt till nästan 10 meter hög . De prover av berget kommer att samlas in och placeras i 20 hinkar L plast , vilket kommer att tätas och tas från provtagningsplatser via en personbil eller lastbil till en kurir för transport till ett laboratorium för geokemisk analys och laboratorietester . Det förväntas att de 200 kg prov tas från varje plats kommer att fylla mindre än 10 av de 20 L hinkar . Det förväntas att den totala samplingstiden vid vardera av de tre platser kommer att ta mellan 10 till 30 minuter . Geologisk kartering sammanlagt en dag kommer att slutföras vid varje provtagning plats . Geologen kommer att använda GPS och ett måttband och kommer gå runt de gamla stenbrotten gör icke störande observationer av gropen väggarna vid periodiska platser runt gropen . Likaså räknar vi inte några negativa konsekvenser för både privata och offentliga intressen som en följd av det föreslagna arbetsprogrammet . Som ett resultat , tror vi inte att någon ytterligare ersättning kommer att krävas för utnyttjade skogen , skadad mark eller vägar . Den Kvarntorp # 5 licens -­‐ Site 1 plats ligger ca 200 m öster om Sakab Farligt avfall Processing webbplats . Den föreslagna byggplatsen är helt tillgänglig via allmänna vägar , och en parkeringsplats finns direkt tillgängliga till kanten av det gamla stenbrottet . En bil och lastbil tillgänglig ramp ( som används som en båt lansering ) leder ner till vattnet nivå som delvis fyller de gamla gruvgångarna . Den Kvantorp # 5 licens -­‐ Site 2 platsen är belägen på den västra sidan av ett gammalt stenbrott , söder om järnvägen och Kvarntorpsvägen Road , söder om banan , vid den norra änden av Kumla Golfklubb , som visas i den bifogade figuren . Webbplatsen är tillgänglig för allmän väg , och olika delar av stenbrottet kan nås via en bred grusväg längs den norra änden av golfbanan . Den Latorp # 1 platsen ligger omedelbart öster om Garphyttevägen Road i ett litet skogsområde , som visas på den bifogade figuren . Webbplatsen är tillgänglig från vägen till fots genom skogen över ett avstånd på mindre än 50 meter . Proven samlas för laboratorietest , för att avgöra om det finns olja och metallåtervinning processer som finns idag som ekonomiskt kan utvinna produkter från klipporna alunskiffer . Om testningen är negativa , är det troligt att inget ytterligare arbete skulle vara slutfört SSOAB . Om laboratorietester vara positiv , skulle SSOAB anser sannolikt bedriver en större skala prospektering projekt över ett mycket större område av de gällande tillstånden , som skulle bli föremål för en mycket större arbetsplan och samråd gemenskap någon gång under 2014 . genomförbarhet något gruvprojekt som skulle övervägas . Betydande tillåter , och gemenskap samråd måste ske , och SSOAB skulle fortfarande behöva söka Bergsstaten godkännande att omvandla de nuvarande undersökningstillstånd till exploaterings innan ett gruv beslut och godkännande kan erhållas . Dessa tre områden valdes ut för laboratorietest , eftersom de är lätt tillgängliga , utgör en liten risk för miljön eller risk för skada på egendom innehavare , och exponera de flesta av de kända tjockleken målet alunskiffer stenar . Eftersom dessa områden har tidigare brutits , är det osannolikt att SSOAB skulle överväga framtida utforskning eller verksamheter inom närområdet av dessa gamla gruvor . Framtida arbete skulle sannolikt inriktas på områden utanför de gamla gruvhål utvärderar de andra områdena inom undersökningstillstånden för förlängningar av målet stenar som för närvarande inte är utsatta på ytan . Stig Svahnström Land Architect Planning and Culture Örebro County Board and The Municipality of Kumla 9 September, 2013 via email at [email protected] and [email protected] Dear Örebro County Board and Municipality of Kumla: RE: Small Work Plan to Collect Rock Samples from Exploration Licences Kvarntorp #5 and Latorp #1 I am writing to inform you that our company, Svenska Skifferoljeaktiebolaget (“SSOAB”), a 100% owned subsidiary of URU Metals Limited, an AIM-­‐listed junior exploration company, is the holder of six exploration mineral licences (collectively known as the Närke Project) located in the vicinity of the city of Örebro, and is planning to conduct a small exploration work program on two of these licenses between September 30th and October 4th. SSOAB is contacting you to inform you of our planned work program, as we are aware that you have the potential to be impacted by the proposed work, as you have land ownership, or rights in the proposed work areas. The work programs will be completed on two of the six SSOAB exploration licences, Kvarntorp #5 and Latorp #1. Work within the Kvarntorp #5 will be located exclusively within the northern portion of the license, within the Municipality of Kumla, and will be focused on collecting approximately 200 kg of rock samples from the walls of two of the former government-­‐owned oil shale open pit quarries. Work within the Latorp #1 licence will be located exclusively within the eastern portion of the license, within the Municipality of Örebro, and will be focused on collecting approximately 200 kg of rock samples from the walls of a small 75 m long quarry located in a small patch of forest immediately east of the Garphyttevägen Road, approximately 2.4 km north of the Himmersson väg intersection. In the two work areas on the Kvarntorp #5 license, and the Latorp #1 license, the exact same exploration activities are planned. All three work areas are located within old open pit mine workings which have partially filled with surface water. Please review the attached maps and pictures for more detailed information regarding the work areas and working conditions. The exploration work will consist of two distinct activities, rock sample collection, and geological mapping. When rock sampling, SSOAB will be using a hand-­‐held rock hammer to collect approximately 200 kg of rock from the face of the quarry wall, which ranges from 4 m high to almost 10 m high. The samples of rock will be collected and placed into 20 L plastic pails, which will be sealed and taken from the sampling sites via a personal car or truck to a courier for transportation to a laboratory for geochemical analysis and for laboratory testing. It is anticipated that the 200 kg of sample collected from each site will fill less than 10 of the 20 L pails. It is anticipated that the total sampling time at each of the three locations will take between 10 to 30 minutes. Geological mapping totaling one day will be completed at each sampling site. The geologist will use GPS and a tape measure and will walk around the old quarries making non-­‐intrusive observations of the pit walls at periodic locations around the pit. As the sampling and geological mapping is taking place in an old quarry, there are no anticipated environmental impacts from this work. No trees will be cut or scratched. Similarly, we do not anticipate any adverse consequences to both private and public interests as the result of the proposed work program. As a result, we do not believe that any additional compensation will be required for utilized forest, damaged land, or roads. The Kvarntorp #5 license – Site 1 location is situated approximately 200 m east of the Sakab Hazardous Waste Processing site. The proposed work site is completely accessible via public roads, and a parking lot is directly accessible to the edge of the old quarry. A car and truck accessible ramp (used as a boat launch) leads down to the water level that partially fills the old mine workings. The Kvantorp #5 license – Site 2 location is located on the west side of an old quarry, south of the rail line and the Kvarntorpsvägen Road, south of the racetrack, at the north end of the Kumla Golfklubb, as shown in the attached figure. The site is accessible by public road, and various areas of the quarry can be accessed via a wide dirt track along the north end of the golf course. The Latorp #1 site is located immediately east of the Garphyttevägen Road in a small wooded area, as shown on the attached figure. The site is accessible from the road by foot through the forest over a distance of less than 50 m. The samples are being collected for laboratory testing, to determine whether there are oil and metal recovery processes available today that could economically extract products from the Alum Shale rocks. Should the testing prove negative, it is likely that no further work would be completed by SSOAB. Should the laboratory testing be positive, SSOAB would likely consider pursuing a larger-­‐scale exploration project over a much wider area of the current licences, which would be the subject of a much larger work plan and community consultations sometime in 2014. This does not mean that SSOAB would proceed to the mining stage now or any time soon. Substantial exploration testing including drilling and environmental studies would be required to determine the economic and U

environmental feasibility of any mining project that would be contemplated. Significant permitting, and community consultations would have to occur, and SSOAB would still have to seek Bergsstaten approval to convert the current exploration licenses to exploitation licences before a mining decision and approval could be obtained. These three areas were selected for laboratory testing, as they are easily accessible, pose little risk to the environment or risk of damage to property holders, and expose most of the known thickness the target Alum Shale rocks. As these areas were previously mined, it is unlikely that SSOAB would consider future exploration or activities within the immediate area of these old mines. Future work would likely be focused on areas away from the old mine pits evaluating the other areas within the exploration licences for the extensions of the target rocks that are currently not exposed on surface. SSOAB looks forward to the initiation of this small work plan and in working with you and other stakeholders in the Örebro and Kumla areas should we continue to evaluate the exploration potential of our six exploration licences.
