RECOMMENDED ACTION(S):
Adopt Resolution 16-09, authorizing the Library Director to enter into an agreement with the County
of Sacramento to manage the Arden-Dimick Library for an interior refresh and deferred maintenance
project and to sign and/or approve all contracts and invoices relating to project in an amount not to
exceed $700,000.
BACKGROUND
The Authority completed a Long Range Facilities Priority Plan in June 2014. The purpose of the plan
is to upgrade, rearrange and refresh the current buildings to accommodate contemporary and
emerging library service patterns. Changes in customer use, technology, ergonomics, accessibility
and functionality require modifications in the buildings.
The Authority Board adopted Resolution 15-21 at its July 23, 2015 meeting, approving contracts with
HGA Architects and Engineers for Southgate Library architectural and design services; and Noll & Tam
Architects and Planners for the Arden-Dimick Library architectural and design services. Both
architectural firms had completed space plans, preliminary construction budgets, and preliminary
Furniture, Fixtures & Equipment (FF&E) budgets for the branches. The Southgate Library and ArdenDimick Library projects are proposed to be completed in the May 2016.
FISCAL IMPACT
The FY 2015-16 Final Budget adopted by the Authority on September 24, 2015 included the
estimated capital improvements and deferred maintenance costs for this project. Final project cost
estimates have been completed. The preliminary cost estimate to design and construct the interior
modifications and FF&E for the Arden-Dimick library is approximately $653,000. This includes
$477,000 in hard costs and $176,000 in soft costs such as architectural design, project management
and inspection services. County of Sacramento staff will fully manage the project, utilizing County
Architectural Services and Construction Management Inspection Division resources. This is desirable
for the Library and ensures that the County hires the appropriate contractors to complete the work,
oversees permitting, maintains labor compliance, conducts inspections and completes a closeout of
the project. The Library anticipates overseeing the specification, ordering and payment for some
furnishings and shelving.
County Capital Construction Funds (CCF) will be used to cover asbestos abatement, if needed.
Staff will review project costs continuously and update the Board of any changes.

NOW THEREFORE BE IT RESOLVED BY THE GOVERNING BOARD OF THE SACRAMENTO PUBLIC LIBRARY
AUTHORITY AS FOLLOWS:
1. Authorizing the Library Director to enter into an agreement with the County of Sacramento to
manage the Arden-Dimick Library interior refresh and deferred maintenance project.
2. Authorize the Library Director to sign and/or approve all contracts and invoices relating to the
project in an amount not to exceed $700,000.
