Thousands of voters in the
June 7th California Primary
election showed up at the polls
across the state to discover their
political party registrations had
been changed.
Hundreds of “dead voters”
were recently uncovered in
Southern California, the majority
of them in Los Angeles County.
Some of these deceased voters
have even been voting for years,
the Los Angeles Times reported.
Fraudulent dead voters are
concerning, but voter fraud is
an even bigger problem in close
races where election outcomes
are decided by only a handful of
votes, says Linda Paine, founder
of the Election Integrity Project.
But after the June 7th primary,
dead voters may be just the tip of
the iceberg.
Thousands of Republican and
Democratic voters reported to
the Election Integrity Project
that they arrived at their designated polling stations on June
7th to find that their party affiliation was changed. Most reported
being re-registered “No Party
Preference,” California’s version of “Decline to State.”
Others said their registrations
were dropped, or they received
the wrong ballot, which in many
cases prevented them from voting for President in the primary.
The Election Integrity
Project’s Linda Paine said they
noticed a pattern in several
Southern California counties during Election Day. However, as
the polls closed, Paine said they
were contacted by large numbers
of voters throughout the state
upset that their party affiliation
was changed, and had to vote
using a provisional ballot. What
Election Integrity Project wants
to know is how many other voters this happened to.

Senator Alex Padilla, D-Los
Angeles, was elected Secretary
of State. But his race caught
the attention of the Election
There is more than one entity eyeing every vote and every voter in the State of California.
Integrity Project when not one
of the 4,681 Los Angeles County
polling stations had the vote-bymail indicators on the check-in
rosters on Election Day. Linda
Paine said volunteers described
chaos at the polls as Inspectors
and Coordinators realized there
was no way to crosscheck who
had already voted.
Election inspectors reported
they received a list of 700 names
of vote-by-mail voters they
were to manually enter onto
the check-in roster on Election
Day morning. “It is difficult to
understand just how this could
have happened,” Paine said.
“All responsible businesses have
procedures in place to ensure
quality control so that materials printed on behalf of their
company or organization are
accurate.” But this did not happen in LA County.
Election Integrity Project volunteers reported that some Inspectors
gave up the effort to determine
who voted by mail before Election
Day and simply gave every voter
a regular ballot. Reports also indicated that without time for the
Inspectors to ensure the vote-bymail indicator was in fact placed
next to the correct voter, mistakes
were made and voters who were
regular voters were forced to vote
provisionally.
“Provisional ballots are simply regular ballots that are
placed in a special Provisional
envelope that must be processed after Election Day,” Paine
explained. “The processing of
Provisional ballots often takes
up to 30 days after Election Day.
Voters who want their vote to
count on Election Day will be
disappointed if they vote provisionally. All Vote-by-Mail
and Regular ballots are counted
before their ballots are counted.”
Los Angeles County
Anomalies
Paine said Alex Padilla’s
challenger, Pete Peterson,
a Republican, lost by about
400,000 votes, of which approximately 350,000 came just from
Los Angeles County.
The Election Integrity Project
had documented more than
60,000 anomalies and irregularities on the voter rolls in
Los Angeles County in 2013.
Because the county did not
respond to the report, it can be
assumed that nothing was done
about it, Paine said.
By 2014 the Election
Integrity Project provided additional reports to the LA County
Registrar. Countless citizens
and citizen groups also contacted their representatives on
the Board of Supervisors about
voting irregularities. The Board
authorized an internal audit,
prior to the November 2014
election. The audit was ironically underway during the
November election when the
vote-by-mail data failed to make
it to the polling locations.

Best Celebrated
at the State Fair
SACRAMENTO, CA (MPG) - Nearly
675,000 people celebrated
the best of California during
the annual California State
Fair, the largest single event
in Northern California. The
California Exposition and
State Fair has a positive $300
million economic impact on
the Sacramento region annually, and receives no funding
from the government.
As a premiere State-wide
event, the State Fair looks
at a number of statistics in
evaluating its success. For
example, competitive entries
increased this year by 21
percent to 21,441 entries
compared to 17,753 in 2015.
Representing the work of talented Californians, the new
photography competition generated 2,256 entries. As the
number of Craft Beer breweries continue to increase in
California, the State Fair competition saw an 11 percent
increase in Craft Beers vying
for the coveted Blue Ribbon,
with 1,204 entries. Sponsored

Company, the Junior Livestock
Sale of Champions experienced a 20 percent increase in
funds raised by youth selling
the top 56 award winning animals. The $236,400 raised for
youth this year was the second
highest amount in the past 10
years.
The 2016 California State
Fair was packed full of more
than 3,000 exhibits and events
that featured technology and
agriculture and celebrated
the best of the Golden State.
Advance admission sales were
up by 7.2 percent. The Best
of California Brewfest drew
2,015 guests, up 31 percent
from the previous year’s 1,535
guests.

Library Reopens

Seventy years of reading, learning and community was marked by
recent Arden-Dimick Library celebrations. Following a four-month
closure for refurbishment, the facility welcomed customers back to
books.
The library began 1946 service in tight quarters at Arden School.
Post-war population growth soon demanded more space; this was
supplied with a move to Arden Town Shopping Center. Several
migrations later, the facility reached its current location on Watt and
Northrop Avenue. The branch opened as Arden Library in 1971. A
1999 name change -- and substantial facility expansion -- resulted
from a $800,000 gift from Dimick family benefactors.
Earlier this year, Arden-Dimick branch closed to allow installation
of new furniture, shelves, children’s equipment, a teen area and more
seating. The library is now among the Sacramento Library System’s
busiest facilities, supplying 70,000 books and other services to
28,000 subscribers.
Arden-Dimick Library is located at 891 Watt Avenue (Corner of

A True Water Emergency Threatens
the Delta: Your Voice Matters

California decision makers
are at a historic crossroads in
the long-standing California
water crisis. The outcome
will permanently alter the
Sacramento –San Joaquin
Delta. Your voice can steer
these decisions in the right
direction and now is the time
to speak up.
On July 26, 2016, the State
Water Resources Control
Board will begin a series of
hearings that will help determine whether the Governor’s
proposed twin tunnels project
will continue to move forward.
During these proceedings,
agencies and water contractors will suggest that the
Governor’s proposed $16 billion rate-payer funded twin
tunnels project is a necessary
improvement to a water system on the brink of collapse.
They will also claim the project is necessary to improve the
Delta ecosystem. These claims
are simply not true. In fact,
re-plumbing the Delta may
actually accelerate the decline
of its environment.
T h e 4 4 - f o o t d i a m e t e r,
approximately 35-mile long
twin tunnels will syphon millions of gallons of water per
minute out of the Delta and
send it south. If constructed,
this project will harm local
economies amounting to a
loss of tens of millions of dollars annually. It will negatively
affect family farms, agricultural operations, and Delta
river communities disrupting a generations-old way of
life. The project will also negatively impact recreation and
water quality, degrade delicate
environmental ecosystems, and
harm fish and other endangered
species.
The Delta Counties Coalition
consists of local elected leaders
from five counties whose communities will be permanently
harmed if the twin tunnels are
built. The project was developed without adequate local
input and would irreversibly
damage the Delta by depleting
its watershed, would benefit
one region of the state at the
expense of another, and will
not produce a single drop of
new water.
More cost-effective solutions
exist that the Delta Counties
Coalition supports, such as
creating more surface and
underground storage, improving Delta levees to help move
water more efficiently through
the Delta, and greater regional
solutions such as stormwater capture, wastewater reuse,
and local desalination. We urge
decision makers to implement
these solutions, which are good
for all of California.

face of a heat wave and tragic
events around the nation, hundreds of thousands of guests
came out to celebrate the
sense of community, good will
and unity that the State Fair
provides.”

by 11 percent to 511,224
from a record year of 577,646
in 2015. Total Attendance
decreased by 14 percent to
673,237 from a record year
of 787,833 total visitors in
2015. Yet through a period of
national tragedy and a local
heatwave, business and community pride at the State Fair
remained strong during the
17-day run. According to exit
survey data, 92 percent of visitors were satisfied with their
State Fair experience, and
more than 95 percent felt their
State Fair was a good value,
up from 74 percent in 2015.H
State Water Resources Control
Board Hearings on WaterFix Begin
SACRAMENTO, CA (MPG) - The
State Water Resources Control
Board began public hearings
on the Department of Water
Resources’ (DWR) request to
add three new points of diversion for California WaterFix.
The opening three days of
the hearings began with policy statements from the Natural
Resources Agency and U.S.
Department of the Interior followed by public comment.
The questions before the
Board, defined by the members
themselves for Part I of the hearings, are narrow: Does the new
point of diversion alter water
flows or affect water quality
such that there would be injury
to any legal user of the water,
and does the project in effect initiate a new water right? Part II of
the hearing, expected to begin in
early 2017, will address fish and
wildlife, recreation, and other
public trust issues.
DWR has presented evidence
showing that the proposed
change will neither initiate a new
water right nor injure any other
legal user of water. DWR’s testimony regarding its petition for
change to its water right permit and the petition for the new
points of diversion include these
key points
• WaterFix would create more
flexibility to better balance water
quality and water supply (and
fish protection which will be discussed in Part II).
• DWR and the U.S. Bureau
of Reclamation do not seek a
new or expanded water right or
any modifications to the water
quality standards upstream or
downstream of the proposed
diversion points.
• DWR has a proven track
record of meeting the Water
Board’s Delta water quality
standards and WaterFix would
operate within the standards
established by the Water Board.
Meeting existing or future water
quality standards would be easier with the flexibility provided
by California WaterFix.
• WaterFix will be operated
in real-time. While modeling
can perform an assessment of
potential water operation effects,
water project operators handle
complex situations on a daily
basis to stay in compliance with
water quality standards.
Part I of the hearings is
expected to take several months.

22, 2016 and are payable without delinquent penalties through

Two-Alarm Commercial Fire Damages Arden Area Restaurant
Sac Metro Fire Special Report
SACRAMENTO COUNTY, CA (MPG) - Around 10:30p.m.
on July 23rd, Metro Fire crews were dispatched to
the 2700 block of El Camino Avenue in the Arden
area for smoke from a building. First arriving
crews reported heavy smoke from a FlapJacks restaurant in a commercial strip mall.
Firefighters immediately
began to force entry into the
building, where they located a
smoldering fire in the kitchen,
which had spread to the false
roof/attic area. The location of
the fire created significant challenges for crews.
Truck companies, both on the roof and inside the
structure, coordinated closely with engine companies so the seat of the fire could be located and
extinguished, while protecting adjacent businesses.
A second alarm was requested, bringing total
units assigned to nine engines, six trucks, three
medics, and multiple chief officers. With clear
objectives, the more than 60 firefighters on scene
contained the fire to the kitchen and false roof/
attic area of FlapJacks, saving all other units in the
strip mall. No firefighters or civilian injuries were
reported. The cause of the fire is currently under
investigation. H

Two-Alarm Fire Damages Carmichael Townhouse
SACRAMENTO COUNTY, CA (MPG) - Shortly before
1pm on July 26th, Metro Fire crews were dispatched to the 3800 block of Olivebranch Lane in
Carmichael for reports of smoke from an attic. First
arriving crews found heavy fire coming from a
townhouse and initiated an aggressive fire attack in
order to contain the fire to the attic, while protecting
the adjacent unit.
With afternoon temperatures over 100 degrees and
a well-involved attic, firefighters were prepared for
a rapidly-spreading fire. A second alarm was quickly
called, bringing the total number of firefighters on
scene to nearly 50. Crews were able to contain the
fire to the attic of the townhouse, protecting the
majority of the living quarters from damage, and
completely saving the adjacent home.
No firefighters or civilians were injured, and the
damage is estimated at $150,000. The cause of the
fire remains undetermined; Fire Investigators were
unable to rule out the HVAC system as the cause.H
Federal Grant Expanded to Provide Fire Extinguisher Training to the Public
SACRAMENTO COUNTY, CA (MPG) -
In October of 2015, Metro Fire
received a grant for $467,116
from the Federal Emergency
Management Agency (FEMA)
in order to hire three new Fire
Inspectors to inspect over 800
residential care facilities in its
jurisdiction. Under this grant,
inspectors could also provide
training to care facility staff in
the proper use of fire extinguishers. Recognizing the value of this
training, Metro Fire requested an
amendment to the grant, which
would allow our staff to offer
this program to all our community members. FEMA recently
approved the request, and Metro
Fire is excited to announce that
fire extinguisher training is now
available, free of charge, to all
the communities we serve.
“The questions we all need to
ask ourselves: Do I know how
to effectively use a fire extinguisher on a small fire? Will I
recognize a situation where the
priority needs to be exiting the
house, instead of trying to put
out a fire?” Metro Fire Marshal,
Assistant Chief Greg Casentini
states, “Most people have seen a
fire extinguisher and have basic
knowledge on its use, but there’s
more to it than that. Knowing
how to safely, quickly, and effectively use one, as well as when
to evacuate immediately, are
skills that may save your life,
and they are key components in
our community fire extinguisher
training.”

- Electric vehicle (EV) driv-
ers have a new resource in
the Sacramento region—a
fast-charge station located immediately adjacent to the Interstate
80 freeway at 7825 Lichen Drive
in Citrus Heights. The fastcharge station is just the second
in the region to accommodate
most types of EVs manufactured
by foreign and domestic automakers, and it’s one of the first
installed in the U.S. by a utility.
SMUD installed the first electric
vehicle fast charger in the region
last year near at its headquarters
at the 6200-block of S Street in
Sacramento and plans to open
more fast-charge stations in the
coming years.
EV drivers will pay approximately $2 per “gallon” to charge
up using the station—about 40
percent less than the current
price of gasoline. By using technology that charges vehicles at
480 volts—four times that of a
standard household outlet—fastcharge-capable vehicles such as
the Nissan Leaf, Chevy Spark
EV, BMW i3 and others can fill
up about 80 percent of their batteries in 30 minutes or less.
“By installing another fast
charger near a major freeway,
we’re making it easier for EV
drivers to travel farther from
home and worry less about finding their next charge,” said Ralph
Troute, electric vehicle project
manager at SMUD. “In the time
it takes to have a cup of coffee,
drivers using our new station can
hit the road with their vehicles’
batteries nearly topped off.”
SMUD has also offered special electric vehicle rates for
home charging since 1993.
Today when drivers charge with
one of SMUD’s EV rates, they’ll
pay around 60 cents equivalent
per gallon when charging after
midnight. Overall, drivers can
save upwards of $1,800 per year
by choosing an electric vehicle.
Environmental leadership
is one of the SMUD Board of
Directors’ core values, and this
project is the most recent result
of a 25-year effort by SMUD
to improve local air quality by
advancing clean alternative-fuel
transportation and cleaner power
sources. Funding for this station
comes from the sale of carbon
credits.

Disparities in mental health services are found among all races,
ethnicities, sexual orientations, and
gender identities and expressions.
Even though they make up the
majority of the state’s population,
communities of color are less likely
to receive quality mental health care
services than their Caucasian peers.
Members of the LGBTQ community frequently report that mental
health providers do not know how
to address sexual orientation and
gender identity concerns, or overemphasize these issues in treatment,
even if it is not the reason the person sought care.
The primary goal of the CRDP
grants is to invest in new and existing community programs that have
shown promise in reducing mental
health disparities in these underserved communities. The grants
are awarded to small organizations that have annual budgets of
less than $500,000 and need organizational support in order to meet
the Project’s implementation and
evaluation requirements. Each
organization receives six months
of technical support to develop a
scope of work, detailed five-year
budget, and an evaluation plan.
The CRDP is funded by the
Mental Health Services Act
(Proposition 63) that was passed in
November 2004. This act imposes a
one percent income tax on personal
income that exceeds $1 million.

armed with five years of data of
voting irregularities and anomalies (2011 – 2015), the California
Committee for the US Civil Rights
Commission reviewed the Election
Integrity Project’s research and
determined that a public hearing was warranted. On August
28, 2015 California citizens from
across the state testified of their
eyewitness accounts of “how
chaos and corruption was destroying the integrity of California’s
election process,” Paine said.

What Happened On
California Primary Day?
When Mary (not her real name),
a Republican Pacific Pallisades
Southern California resident,
checked in at her polling location Tuesday June 7th, she was
told she was registered “No Party
Preference.”
“I’m not a non-partisan voter,”
she said. In fact, Mary said many
voters at her polling location –
Republicans and Democrats – were
told they were registered NPP.
Mary challenged the poll workers, and even showed them her
Republican Party registration card
and Republican Voter Pamphlet
she had recently received by mail.
“They said ‘Listen lady, you can’t
vote. You’re not a Republican,’”
Mary said.
Mary said she demanded
their names and a signed document saying she couldn’t vote.
She demanded the poll workers’ superiors’ name. And then
she said it got weird. Mary said
the three female poll workers
told her they weren’t even from
California; they said they had
been flown in from Rhode Island
to work the California Primary.
Several other voters who
also asked for anonymity each
said they witnessed poll workers opening the privacy sleeve
of voters’ ballots to read the
ballot. Instead of putting the ballot through the reader, the poll
worker placed the ballots in

Following the hanging chads
incident in Florida in the 2000
presidential election, Congress
passed theHelp America Vote
Act in 2002, which mandated
sweeping reforms, including
a statewide voter registration
system that would eliminate
ineligible voters.
But California failed to comply,
and for 12 years was the only state
that was still not compliant with
the act. In 2014, newly elected
Secretary of State Alex Padilla
announced upon being elected
that he planned to have California
compliant within the year.
“In California, the attendants
relied upon to watch the election
system are failing its citizens,”
the Election Integrity Project
said in a 2014 report. Election
watchers are now volunteers,
trained by the Election Integrity
Project to carefully monitor
California’s elections to ensure
that each vote is lawfully cast
and accurately counted.
The 2014 report by Election
Integrity Project found California’s
election system had serious vulnerabilities, no centralized
computerized system, no statewide voter registration list, poor
National Voter Registration Act list
maintenance, non-compliance with
statutes protecting lawful voters,
and suspected voting fraud.
The report also found key
election officials were roadblocks to election integrity.
“Whether this stems from negligence or design, or a misguided
central focus on ‘voter experience,’ the result is the same:
Corruption. The injury to lawful
voters is patent.”

Paine said this pattern was
documented in 2012 in Los
Angeles County, but not on the
large scale as the California
Primary Election June 7.
In the 2014 Primary, approximately 1,200 poll workers in Los
Angeles “changed their mind
about working at the polls,” all
at the same time, resulting in a
poll worker crisis. Linda Paine
said she happened to be at the
Los Angeles County Registrar’s
office for a meeting, when she
overheard two citizens being
told they had to speak Spanish
if they wanted to be poll workers. She inquired and was told it
must have been because all the
poll worker positions were filled
and they were just looking for
interpreters. At the time Linda
Paine was told this, robo-calls
and emails were being sent to
people all over the county looking for poll workers. Something
did not add up for Paine.
The Election Integrity Project
members called out their volunteer force and asked them to
report when they got the emails
and calls in order to determine
what areas were impacted so that
they could provide volunteers in
those areas to help. But despite
the calls for help in finding poll
workers, Paine’s volunteers were
turned away and told the positions had already been filled.

Paine said the Election
Integrity Project members documented June 7 Primary Election
Day anomalies, and found disturbing, consistent patterns.
“We believe the problem is the
Secretary of State’s with Vote Cal
system,” she said. “It’s the same
problems all over the state.”

Smith announced today the intent to
award nearly $13 million in grants
to help reduce mental health disparities in communities that have
traditionally been underserved.
The funding will be distributed to 11 pilot projects statewide
that provide mental health services
to five target populations, including African American, Asian and
Pacific Islander, Latino, Lesbian,
Gay, Bisexual, Transgender, Queer
and Questioning (LGBTQ), and
Native American communities. The
grant monies, which will be distributed over the course of five and
a half years, are part of CDPH’s
California Reducing Disparities
Project (CRDP). This will be the
third release of CRDP grant funds.
In all, CDPH will award $60 million to 41 contractors and grantees
between 2016 and 2022.
“The California Reducing
Disparities Project recognizes that
many of the promising mental health
services in our most diverse communities need additional support
in order to improve their effectiveness,” said Dr. Smith. “CDPH is
committed to funding organizations
that are doing meaningful work in
their communities to reduce mental
health disparities but are not often
considered for large grants.”

tax liabilities is now signed by
the governor and will become
law January 1, 2017. AB 1856,
authored by Assemblyman Matt
Dababneh helps taxpayers making installment payments by
only requiring they file one
claim for refund, rather than
one for each installment payment they have made on a
single liability.
“Running a business is challenging enough without having
to keep track of multiple layers of paperwork,” said BOE
and Legislative Committee
Chairwoman Fiona Ma. “It
is my goal and that of all our
members to simplify and
streamline our taxpayers’ dealings with government agencies
so they can spend more time on
achieving success in their business ventures.”
In several cases, BOE taxpayers have been barred by
the statute of limitations from
recovering all of the installment
payments they made to theBOE, even though their tax debt
was cancelled or reduced to an
amount less than the total payments received—because they
made payments after the original claim had been filed, but
did not file additional claims to

Bera Announces Nearly $800k Grant for
Runway Upgrades to Mather Airport
SACRAMENTO, CA (MPG) -
Congressman Ami Bera (CA-7)
announced last week a major
grant from the Federal Aviation
Administration (FAA) for
upgrades to Mather Airport’s
runways. The grant of $788,500
will be used to rehabilitate and
upgrade the taxiway to FAA
standards and to install runway lights along the taxiway.
Congressman Bera was joined
by Airport Director John Wheat
and Airport Chief Administrative
Officer for Planning and
Development TJ Chen, and will
discussed other ongoing projects
to improve the safety and efficiency of the airport.
“This investment in
Sacramento Mather Airport
is great news for our community,” said Congressman Bera.
“Improving the conditions of the
runway and safety with lights
is critical to attracting, maintaining, and expanding private
investment and economic development in the area. Making our
airport more convenient and
efficient to passengers and businesses has a positive impact
on our community and our
economy.”
“Sacramento County is grateful of the efforts made by the
Congressman to secure Federal
funding from the FAA to
improve the airfield at Mather
Airport, which is a vital component of the aviation and cargo
infrastructure for the Sacramento
region,” said Airport Director

This grant will fund the rehabilitation of approximately 670
feet of the existing connector
Taxiway B-North that is needed
to maintain structural integrity
of the pavement. It will also fund
the installation of a new Taxiway
B-North edge lighting system to
enhance safe airfield operations
during low visibility conditions.

SB 1146 Turning Christian Colleges Upside Down

Democrats in control of the
California Assembly Judiciary
Committee have passed SB 1146 to
redefine Christianity at Christianformat colleges by forcing
support of the unnatural, unhealthy,
unbiblical, and tyrannical homosexual-bisexual-transsexual agenda.
Thursday afternoon, SB 1146 was
approved on a party-line vote, with
Democrats in favor and Republicans
opposed, with the exception of
Republican Brian Maienschein of
San Diego not voting.
“The First Amendment sets out
religious and secular spheres, and
we need to keep them separate,”
said committee member James
Gallagher, a Yuba City Republican.
“We don’t want government
involved in religion and we don’t
want religion controlling government, right? But with this bill, no
matter what you do, you’re going
to infringe on a religious sphere
and have the government deciding
what is religious and what is not.”
Another Republican committee
member, Donald Wagner of Irvine,
said SB 1146 “betrays a fundamental misunderstanding of what faith
is.” Wagner said, “Faith is a way of
life. Faith comes first,” adding that
SB 1146 “derives from a thoroughly
flawed perspective” by prohibiting
and punishing Christian colleges’
religious principles and practices.
SB 1146 allows students to file
lawsuits against their religious-based
colleges, challenging the colleges’
right to have Biblical standards on
sexuality, gender, and marriage in
admissions, housing, employment,
student counseling, and outside
groups allowed on campus.
For example, the bill forces
Christian colleges to allow homosexual and transsexual activists
on campus to challenge students’
moral beliefs. SB 1146 would permit homosexual-couple housing
and transsexual-policy restrooms
on campus, and likely prohibit
counseling a student to overcome homosexuality. And SB
1146 would prohibit Christian colleges from firing a professor who
becomes a homosexual or transsexual activist, indoctrinating
students to support sin.
“SB 1146 is passing because
too many colleges and other wellmeaning opponents of the bill
have made the mistake of lobbying the author, who’s made his
tyrannical bill a little less onerous
with each amendment, enabling
it to advance by sleight of hand,”
said Randy Thomasson, president
of SaveCalifornia.com, a statewide
pro-child, pro-family organization
that promotes moral virtues for the
common good. “If Christian colleges want SB 1146 defeated, they
need to unapologetically mobilize every single supporter to call
and demand SB 1146 be defeated.
In this election season, they must
launch bold religious-freedom
campaigns with students in key
Assembly districts this summer.”
SB 1146 will next be heard
in the Assembly Appropriations
Committee in August when the
Legislature returns from its monthlong recess.

Robbery of Elderly Woman; Defendant Convicted for Series

PROSECUTOR: Deputy District Attorney Matt
Chisholm, Adult Sexual Assault Prosecution Unit
The Honorable Richard Sueyoshi sentenced
Carlton Beard to 15 years in prison. On February
24, 2016, a jury convicted Beard of two counts of
forcible rape.
On July 17, 2015, the victim rented a motel room
for Beard, who was homeless at the time. He asked
the victim to help him rent a room so he did not
have to sleep on the streets. After checking into the
room, Beard forcibly raped the victim two times.

Megan Eixenberger, Career Criminal Prosecution
Unit
The Honorable Donald Currier sentenced 35-yearold Mitchell Leahy to 17 years, 4 months in prison.
On March 14, 2016, a jury convicted Leahy of firstdegree robbery with use of a firearm, first-degree
burglary, and grand theft of a firearm.
On August 29, 2013, Ryan Yarbrough returned to
his Folsom home and saw that his sliding glass door
had been taken off the tracks. Mr. Yarbrough discovered he was missing a .45 caliber semi-automatic
handgun, a .40 caliber semi-automatic firearm, and
his grandfather’s retirement ring from the Oakland
Police Department. Fingerprints lifted from the sliding glass door matched Leahy.
On September 2, 2013, Vickie Lovingood returned
to her Orangevale home and noticed her French
doors were open. When she entered one of the
bedrooms, she saw a man rummaging through her
dresser drawers. He was also holding one of her
tote bags that appeared to be full of items. When
confronted, the man reached towards his waistband
and pulled out a gun. Mrs. Lovingood backed away
and the man fled. Fingerprints lifted from the French
doors matched Leahy.
On October 25, 2013, Mrs. Lovingood contacted the Sacramento County Sheriff’s Department
to report a man she saw in a news report of a burglary in Granite Bay looked like the man she saw in
her house. The Granite Bay burglary took place on
October 23, 2013. A 14-year-old girl was home alone
at the time and called 911 when she realized a man
was attempting to enter the house through a sliding
glass door. Leahy was located nearby. Detectives
found burglary tools, a firearm, jewelry and other
property belonging to multiple victims in his truck.

PROSECUTOR: Deputy District Attorney
Bruce Chang, Adult Sexual Assault Prosecution Unit
Joseph McKeever was convicted by a jury of
attempted rape, assault to commit rape during the
commission of a residential burglary, and home
invasion robbery. The jury also found true the
crimes were committed against an elderly victim.
McKeever saw the 72-year-old victim walking
her dog in the Foothill Farms area of Sacramento.
He followed the victim to her home and forced his
way into her residence. When the victim tried to
escape, McKeever punched her in the face, grabbed
her arms, and threw her on the ground. McKeever
then got on top of the victim, choked her, and sexually assaulted her. McKeever also took $900 in cash
from her purse.
When McKeever’s mother recognized a composite sketch she saw on the news as her son, she
called the Sacramento County Sheriff’s Department
to report her son was the suspect.
McKeever faces a maximum potential sentence
of 14 years to life in prison. Sentencing is set for
August 19, 2016, at 10:00 a.m. in Department 41
before the Honorable Helena Gweon.

PROSECUTOR: Deputy District Attorney
Matthew Chisholm, Adult Sexual Assault
Prosecution Unit
Jose Gomez-Garcia was convicted by a jury of
six felony counts of forcible rape, two felony counts
of forcible sodomy, and one felony count of forcible
oral copulation. The jury also found true a multiple
victim enhancement on eight counts.
From June 2002 to October 2002, Gomez-Garcia
raped three women by force. Each victim was
taken to a deserted warehouse parking lot and violently raped. Two of the victims were sodomized.
Gomez-Garcia controlled each victim by grabbing
them around the neck and making threats. All three
victims immediately reported the sexual assaults
to law enforcement. DNA recovered from each of
the victims was analyzed by the District Attorney’s
Crime Lab. The three cases were linked to each
other, but not to a suspect.
In 2004, Gomez-Garcia was arrested for illegal re-entry after deportation, which resulted in a
federal felony conviction. While in custody, federal authorities collected Gomez-Garcia’s DNA. In
2010, there was a DNA hit to Gomez-Garcia, who by
that time had been deported to Mexico. Extradition
proceedings were initiated and he was returned to
Sacramento in 2014 to face these charges.
Gomez-Garcia has a prior 1998 strike conviction
for shooting into an inhabited dwelling.
He faces a maximum potential sentence of 261
years to life in prison. Sentencing is set for August
18, 2016, at 9:00 a.m. in Department 24 before the
Honorable Shelleyanne Chang.


Active players in line for baseball’s highest individual honor
ust days before Ken Griffey Jr. and Mike Piazza were scheduled
for enshrinement in the Baseball Hall of Fame, ESPN released its
“Hall of 100,” a list of the game’s 100 greatest players as voted
on by a panel of experts. Babe Ruth was No. 1, and both Griffey
and Piazza made ESPN’s list.
On that list were 10 active players, some of whom will eventually
land in Cooperstown. Here’s a look at each of the 10, and a look at their
Hall credentials. Included are each player’s Wins Above Replacement
numbers according to Baseball-Reference.com, through July 24, along
with other key stats. The year in parentheses is the player’s first season
in the majors.
93. Felix Hernandez, SP, Mariners (2005)
50.8 WAR, 147–105, 3.12 ERA
With just one Cy Young Award and two 15-plus-win seasons, Hernandez is far from a sure thing to reach the Hall. “King Felix,” 30, still
needs to rack up more quality seasons, but his career WAR ranks him
97th among pitchers, and his 2,197 strikeouts (57th all-time) and his 8.48
per nine innings (27th) show his elite talent. While it should be noted
that he has spent his career in a pitcher’s park, a few more good seasons
should give him Cooperstown credentials.
92. Adrian Beltre, 3B, Rangers (1998)
86.9 WAR, .285/.337/.476, 427 HR
Beltre would be an atypical Hall selection. He’s never won an MVP
(he finished second in 2004 with the Dodgers, and third with Texas in
’12), and he’s been to just four All-Star games, the first coming at age
31. But most fans would be stunned to know that Beltre ranks 31st in
career WAR among position players and finished in the top 10 of his
league in WAR eight times. Beltre’s flown under the radar because 31
percent of his career WAR value comes from his defense, but his ranking
by ESPN’s panel suggests he has a chance at enshrinement.
85. Bryce Harper, OF, Nationals (2012)
21.4 WAR, .282/.374/.510, 117 HR
Harper posted an astounding 9.9 WAR at age 22 last season, which
ranked first in the National League among position players, and he has
already appeared in four All-Star games. His numbers have fallen dramatically this year — a 1.9 WAR, thanks to an awful .249 batting average on balls in play that’s .125 lower than last year — and while it’s
probably premature to include him on a top-100 list, there’s no denying
that Harper has HOF ability.
78. David Ortiz, DH, Red Sox (1997)
54.2 WAR, .286/.380/.552, 527 HR
WAR is somewhat unkind to “Big Papi,” rating him 149th among position players — that is, if you consider Ortiz in that category, since he’s

teams, where he repeatedly came up huge on the big stage time and time
again, and his reputation as one of his generation’s most feared hitters,
voters probably won’t hold that against him. That said, as a hitter alone,
his WAR ranks below a list of non-Hall-of-Fame position players that
includes (but isn’t limited to) Jose Cruz Sr., Chet Lemon, Robin Ventura, Will Clark and John Olerud.
65. Ichiro Suzuki, OF, Marlins (2001)
59.9 WAR, .314/.357/.405
Though mostly a singles hitter, Ichiro may have 3,000 MLB hits by
the time you read this. No Hall-eligible player who reached that milestone outside Rafael Palmeiro (who failed a performance-enhancing
drug test in 2005) has been denied enshrinement. Add another 1,278
hits in Japan through his age-26 season, and professional baseball’s alltime hit king likely earns a bronze plaque.
40. Mike Trout, CF, Angels (2011)
44.0 WAR, .305/.400/.559, 158 HR
The greatest player at the moment, Trout, who is just 24, has been
the AL’s WAR leader in each of his four full seasons and is leading it
again in 2016. He hits, he runs, he fields, and barring some spectacular
collapse, he should make the Hall with ease.
39. Miguel Cabrera, 1B, Tigers (2003)
67.2 WAR, .320/.398/.559, 427 HR
Cabrera’s glove has subtracted from his career WAR numbers. But
there’s no debating the bat, which has led him to eight top-10 WAR
finishes and helped him rank 84th all-time among position players. Still
an All-Star caliber player at 33, Cabrera is likely assured of enshrinement as-is.
31. Albert Pujols, 1B-DH, Angels (2001)
100.2 WAR, .309/.394/.575, 579 HR
The 21st-best all-time position player according to WAR. The only
thing standing between the 36-year-old Pujols and the Hall is retirement.
26. Clayton Kershaw, SP, Dodgers (2008)
51.8 WAR, 125-58, 2.39 ERA
Assuming current back issues don’t derail Kershaw, the 28-year-old
could eventually have an argument as history’s greatest pitcher given his
composite sub-2.00 ERA since 2013.
21. Alex Rodriguez, DH, Yankees (1994)
118.0 WAR, .295/.380/.551, 696 HR, 2,084 RBI
WAR rates A-Rod as the 12th-best position player ever. All but one
of those ahead of him was a sure-fire Hall pick. The exception was Barry
Bonds (No. 2), who spent the last part of his career under performanceenhancing drug suspicions. Rodriguez, suspended for PED use in 2014,
could suffer from the same voter treatment Bonds has received so far.

On July 20, Seattle traded left-handed reliever Mike
Montgomery (who had a 2.34 ERA with 54 strikeouts in 61.2 innings for the Mariners this season)
and Class AAA righty Jordan Pries to the Cubs for
first baseman Dan Vogelbach and righthander Paul
Blackburn. The deal makes sense for both teams;
the Cubs had just two lefties, Clayton Richard and
Travis Wood, in their bullpen, and Richard was
pitching horribly. Montgomery, who had started 16
games for Seattle in 2015, was limiting lefties to a
.164 batting average and should move into a set-up
role. Vogelbach, 23, was hitting .318/.425/.548 with
16 homers at AAA and has been a top prospect in
that system for years, but at 6–0 and 250 pounds,
and with All-Star Anthony Rizzo blocking his path
at first, his future as a Cub appeared to be limited.
Pries, 26, is a lower-level prospect, but the Cubs will
put him in their AAA rotation and think he could help
the big league club at some point. Blackburn, 22, had
a 3.17 ERA in 102.1 Class AA innings this season, and
the Mariners believe he’ll be a No. 4 starter for them
as soon as next season. …
On Monday, the Cubs added perhaps the game’s
most gifted closer in Aroldis Chapman, acquired
from the Yankees for pitcher Adam Warren and
prospects Gleyber Torres and Billy McKinney.
Torres (age 19) is regarded as one of baseball’s top
shortstop prospects, and McKinney (21), an outfielder, has appeared on several top-100 prospect
lists in recent years. …
The Rangers may have lost Prince Fielder for the
season, but could that make Texas better? Fielder
went on the DL on July 20 and was pondering neck
surgery for a herniated disc — the same one he had
surgery on two years ago — which would end his
season. Fielder hit .212/.292/.334 in 89 games this
year and was replaced by Jurickson Profar at first.
The 23-year-old Profar was considered baseball’s top
prospect as recently as three years ago and has hit
well (.304/.351/.435) since his late-May promotion
from the minors. Profar is a natural second baseman,
and with Rougned Odor entrenched there, Texas had
not been able to find a full-time role for him. Teams
are reluctant to bench players with huge contracts
like Fielder’s, which pays him an average salary of
$23.77 million through 2020. …
Commissioner Rob Manfred has not been shy in
suggesting overhauls to make the game move faster,
and Manfred, while not offering a specific proposal,
says that MLB is considering the possibility of limiting the number of relievers a team can use in a game.
Through July 20, the average game was lasting 3:04,
up 16 minutes from 2005.

TRIVIA ANSWER: Vince Coleman, who did it for the Cardinals
in 1987. Coleman also eclipsed 100 steals in ’85 and ’86. The
most steals in a season since was Rickey Henderson’s 93 in
the following season. Since both Coleman and Henderson
retired, baseball’s highest total was Jose Reyes’s 77 in 2007.
