Pursuant to notice through the media and in conformance with the Public Meeting Law, Simon G. Hare, Chair called the
meeting to order at 9: 00 a.m. Items discussed were as follows:
1.
REQUESTS/ COMMENTS FROM CITIZENS:
Dale Matthews, Grants Pass discussed a quote from Commissioner Hare regarding senior citizens and the levy, and
discussed an article he sent to the Daily Courier that hasn' t been printed.
Rycke Brown, 1415 SW Bridge Street, Grants Pass, briefly discussed her speech for the City Council meeting and
submitted Exhibit A, City Council, Please Pick Up Litter.
Judy Ahrens, Grants Pass, read a section from the proposed Charter and said it was in accordance with the State of Oregon
Statutes, and agreed that citizens need to pick up trash.
Pat Seitz, Josephine County, discussed Commissioner Hare' s quote regarding senior citizens and asked the Board if they
were looking into other methods to fund the County.
Sandi Cassanelli, Merlin, discussed an article in the Daily Courier where the Courier printed the incorrect information then
accused the individual of lying.

Discussion:
Commissioner Hare explained that these items were reviewed at last Thursday' s Administration Workshop.
Commissioner Reedy made a motion to approve Consent Calendar Items 2( a) through ( d) as listed, seconded by
Commissioner Haugen. Commissioner Haugen said that both Requests for Waiver of Surcharge Fee were individuals
who purchased homes without knowledge of the violations and are working diligently with the County to bring then
into
compliance.

MATTERS FROM COMMISSIONERS:
Commissioner Haugen said he had the honor to speak with the Korean War Veterans and discussed with them what the
Board is doing as a county government. He stated he has been talking with business owners and citizens regarding a sales
tax and the responses have not been very positive, and suggested citizens ask the candidates for Commissioner if they are
looking at a long- term solution.
Commissioner Hare shared a conversation he had with Representative Hicks regarding economic development in
Josephine County and the need to provide jobs to support sales or property taxes, but was concerned it would not address
those on a fixed income.
He said that a sales tax would harm Josephine County unless it was statewide and he keeps
coming back to the need to manage Josephine County' s natural resources. He read a letter from the City of Grants Pass
regarding their gratitude to Deputy District Attorney Kirchoff( Exhibit B) and announced National Day of Prayer on May
3, 2012.

Commissioner Reedy referenced a letter written by Mayor Murphy and commended the Mayor for his support of the levy.
Commissioner Haugen discussed the need for the State, County, and City to relax the requirements for businesses to
relocate to Josephine County.

Last week, I asked our County Commissioners to order all county employees,
including themselves, to pick up litter from public property for one half-hour after
lunch. You got a copy of that speech by e- mail, so I won't belabor the reasons given
then; there are more reasons why you should order all of our City servants, including
yourselves, to do the same.
One good reason is that it would open your eyes to the ugliness of the litter
around you.
One tends to ignore ugliness that is not one' s job to fix, to the point of not
seeing it at all. We are busy people, rushing from one place to another when outside,
and we don' t feel that we have the time or the responsibility to pick up every piece of
litter along the way. I' m the same way; I do most of my litter pickup on my job, which is
one of
my duties,
or when
I' m walking my
dog, and not in
a
hurry.
One learns to see
something by seeking and finding it; if you seek it, you will see it, and you won't stop
seeing it as long as it is one of your duties.
Another is that we have nuisance codes regarding weeds and litter that you

Indeed, with all public servants picking up litter, we can get those park workers
and slaves to pull our weeds, which is the only really effective way to control most
weeds in the long term, and much harder work than litter-picking. Cutting just keeps
them seeding and violating code; spraying fertilizes the soil and sends some annuals
into instant seed production before they die. These workers can take their weedpulling skills home and use them on their own properties, providing positive peer
pressure among the lower classes.
Last, but certainly not least, picking up litter daily will remind all of our public
servants that you are our servants, not our masters. And yet, it will allow all of you to
lead the rest of us by your example.

Speech to the Josephine
Honorable Commissioners:
Last week, Commissioner Hare told us about a bit of work he did at the Fairgrounds,
helping get it ready for Motor Metal Madness, and the surprise of people at seeing him working
with a shovel.
He said that this kind of positive peer pressure is one way that people can help
clean up our county.
Indeed, it would be great to have public servants who lead by example, and since they are
our servants, we can ask them to do so, starting with you, the Josephine County Board of
Commissioners. You, as leaders of our county servants, can require the rest of our county
servants to lead us by example by visibly serving us in the most basic of ways.
I respectfully request that you pass a resolution requiring each employee of the County,
including yourselves, to pick litter from public property every work day for one half-hour after
your mid-day meal.

Those who regularly work outside would learn to see the litter around them by looking
for it
picking it up. Becoming sensitized to it, sheriff's deputies who now ignore litter on
private property would no longer be able to not see it, would become as offended at it as I am,
and start telling people to clean up their messes, starting with businesses with messy parking
and
lots.
Picking up litter is surprisingly rewarding. We are built to find pleasure in seeking and
finding; the value of what we are looking for it irrelevant. It is a little like searching for Easter
it is trash.
Still more pleasure comes from no longer seeing an annoyance,
and knowing that one has personally removed it.

On behalf of Grants Pass Department of Public Safety ( GPDPS) Corporal Todd Moran and
Detective Archie Lidey wanted to take a few minutes out of our busy schedules to acknowledge
the dedication, hard work and commitment of your office and take a moment to thank and to
recognize Deputy District Attorney ( DDA) Anne Marie Kirchoff for her work as a prosecutor,
specifically with respect to the prosecution of Drivers who drive while impaired ( DUII).
Since her arrival at your office, DDA Kirchoff has been involved in numerous complex DUII
and DRE trials referred to your office by the GPDPS and has been very successful in their
prosecutions. In the course of said prosecutions, DDA Kirchoff has encountered many well
experienced defense attorneys as well as numerous defense experts, and in all of these
encounters, DDA Kirchoff has always been extremely well prepared in her cross examinations
and has enjoyed great success.
We are aware that DUII prosecution is not the only task assigned to DDA Kirchoff and we
always appreciate the dedication and hard work of all of your staff, which includes not only your
DDAs but your respective support staff as well.
Most recently, DDA Kirchoff assisted in the teaching of 2 DUII Refresher classes and provided
important updates on DUII Case Law as well as presented ideas to the officers in attendance, as
to how to assist her and your office in how to collect DUII investigation evidence for successful
prosecution. We know how busy DDA Kirchoff and your office are and sincerely appreciate the
time she made for this class.
Please extend our gratitude to DDA Kirchoff for her hard work and dedication to DUII
prosecution.
