About ECAT
Escambia County Area Transit is a
robust bus system providing service
to residents in Escambia County,
Florida. Established in 1950, ECAT
currently has more than 1,000 bus
stops covering over 1.5 million
miles per year with a record 1.5
million annual passenger trips.
ECAT is a safe, convenient, and
affordable mode of transportation
throughout the Pensacola area.
ECAT provides service through the
fixed-route bus, seasonal Pensacola
Beach trolley, UWF on-campus
trolley, and ADA paratransit
transportation. The fixed-route
system offers 20 routes that offer
weekday and/or weekend service.

How to Use the ECAT Ride Guide
For your convenience, ECAT has prepared
this Ride Guide to assist you in your travel
plans. Each route has its own map and
corresponding schedule. When looking at the
route schedule, you will see the major time
points listed across the top of the schedule.
Above each time point is a number, which
corresponds with a number on the route map
to show you that time point’s exact location.
There are many more stops than those listed
on the schedule and map, but by finding the
nearest stop listed on the schedule, you can
estimate when the bus will reach your stop.
Note: Weekday bus routes and
schedules may differ from Saturday
and holiday routes and schedules.
Should future schedule changes
occur, such changes will be
advertised with as much notice as
possible in order for you to make
convenient adjustments: Minor
schedule changes will be made by
public notice. Please call 850-5953228 for more information.

ECAT General Information
ECAT provides citizens with safe, convenient, and
affordable public transportation throughout the area.
Majority of ECAT routes run
Monday through Friday.
O Some routes run on Saturday
and Sunday.
O All buses are ADA accessible
O
and are equipped with wheelchair lifts or
ramps.
O All buses lower to curb height (kneel) if
needed and have voice-announced stops.
O All buses have bike racks (two bikes).

We are here to help you! If you need
help planning a trip or need route

ECAT provides
free seasonal
beach trolley
service on Santa Rosa Island. It operates
from Memorial Day weekend in May
through Labor Day in September. ADA
Service is available on the beach during the
Seasonal Trolley Hours. For additional beach
trolley information, visit www.goecat.com or
www.visitpensacolabeach.com.
University of West Florida (UWF)
On-Campus Trolley
ECAT provides free
trolley service on
the campus of UWF,
which connects to
the bus route on
University Parkway.
Service consists of campus-themed trolleys
that run Monday through Saturday, during
regular semesters. UWF Trolleys also run
limited hours during summer semesters.
Service is open and available to everyone
– students, faculty, staff, and visitors. For
additional UWF trolley information, visit

Jury Trolley
ECAT provides trolley service between the
Pensacola Civic Center “Park and Trolley”
parking lot and the county and federal
courthouses on Monday jury duty selection
days from 7:00 A.M. to 5:00 P.M. Although
the route provides limited service, it is free
and available to anyone wishing to board.

Bus Stops
Transit Safety Tips
Only major time points are listed on
ECAT. Route Schedules. Bus stops are
located between each of the major time
points listed. For safety, customers must
be at a bus stop.
If you are reporting an damaged or
missing bus stop, requesting a new bust
stop, bench or shelter, please contact
ECAT at 850-595-3228 or complete the
Bus Stop Bench and Shelter Form on the
ECAT website at www.goecat.com.

Connections
Your connection time may vary because
the route schedule may differ throughout
the day or service may vary on the
weekend. Carefully check route and
schedule information when planning
your bus trip.
Safe Place
Please tell your children that
all ECAT buses and the ECAT
transfer station are Safe
Places. If they get lost, it is
safe to get on an ECAT bus.
Vending Machines & Pay Phones
Use at your own risk. ECAT is not
responsible for money lost in pay phones
or vending machines and not responsible
for damaged goods.

Be aware of your surroundings at the
bus stop and on the bus, including the
nearest exit.
Keep personal belongings in your
possession, and don’t accept items from
strangers.
Do not touch or move a suspicious
package or substance.
Report suspicious behavior to your bus
driver first. If you cannot notify your
driver or Customer Service, call the
Escambia Sheriff’s Department at 850436-9620.
ECAT Lost and Found
If you have misplaced an item on the
bus or at the terminal, ECAT provides
a process to reclaim items that are
recovered and turned in. However, there
are several ways to inquire and report an
item that has been lost within the ECAT
System.

ECAT is not responsible for any lost or
stolen items on ECAT buses or locations.

ECAT Fare and Ticket Information
Fares
Base Fare $1.75:
Senior and Disabled Reduced Fare 85¢:
The base fare for a single ride ticket is
$1.75 , which applies to all riders other
than the reduced fares described below.
Base fare also includes reduced-fare
passengers not able to produce valid
identification upon request. All cash
fares include one transfer upon request.
Exact bus fare is not required. The fare
box accepts U.S. currency: $1, $5, $10,
$20, and coins (see Change Cards).
Senior and disabled citizens are eligible
for a reduced fare of 85¢ with valid
ECAT Reduced Fare ID card.
Commuter Fare:
Medicare Card Holders 85¢:
Medicare Cards are accepted as the basis
for fare reductions and accepted as the
basis for using reduced tickets or passes.
However, all Medicare cardholders are
encouraged to utilize the ECAT Reduced
Fare ID card.
On Commuter Routes 59A, 59 Express,
60, 61, and 64 Beach Jumper, the base
fare is $2.35.
Change Cards:
Electronic fare boxes and bus operators
do not make change. If change is owed
after payment of bus fare, the fare
box will issue a change card, not cash.
Change cards are redeemable for bus fare
only, not cash. Change cards will not be
issued for less than 10¢.
Students/ Children:
Students and/or children with a height of
42” or less ride free.
Elementary and Middle School Students:
Elementary and Middle School students
taller than the top of the fare box will
pay $1.25.
High School and College Students:
High school and college students must
present their ECAT Student ID Card or a
high school or college ID to receive $1.25
fare. If a high school or college student
cannot present an ECAT Student ID
Card or a high school or college ID, they
will pay full fare of $1.75.

Tickets:
Tickets may be used anytime. The ticket is
validated once for each ride and validation
is indicated on the back of the ticket.
Tickets are non-refundable and have no
cash value. Transfers are included.

Passes:
Passes may be used anytime and are
good for unlimited rides for the period

Transfers:
Your ECAT Transfer has a 2 hour time
period. When you board the bus:
1. Pay your fare.
2. If needed, request a transfer. You must
request the transfer when you board the
bus.
3. Transfers expire in 2 hour time period,
which is printed on the back of the
transfer.
4. When the 2-hour time period expires,
you must pay bus fare again.
Fares Rules & Policies
1. All ECAT passes, tickets, change
cards, and transfers are void if
laminated, mutilated, or altered in
any way.
2. Sharing of 1, 7, or 30-Day Passes is
not permitted; misuse may result in
confiscation.
3. ECAT is not responsible for lost or
stolen passes, tickets, change cards,
and transfers.
4. No refunds will be given for ECAT
passes, tickets, change cards, or
transfers.
5. Fare box accepts U.S. $1, $2, $5, $10,
$20, and coins.
6. Fare box will not accept folded bills or
damaged coins.
7. Fare box does not give change. If 10¢
or more of change is owed, the fare
box issues a change card.
8. Unless a bus operator is present, your
money, pass, change card, or ticket
will not be counted.
9. All ECAT bus fares are subject to
change without notice.
10. You must carry your ID card at all
times. The bus operator has the right
to ask for ID at anytime.
11. Valid ECAT ID or a Medicare Card
must be presented to receive reduced
fare and when using reduced passes
and tickets.

Identification Cards
ECAT & Other ID Cards
Customers are required to present a valid ID Card when using reduced fares including
cash, tickets, or passes. ECAT ID Cards are purchased at the Administrative Office at
1515 West Fairfield Drive any weekday between the hours of 8:00 a.m. and 4:00 p.m.
The cost is $2.75.
Disabled Citizen Reduced Fare ID Card:
Senior Reduced Fare ID Card:
Disabled citizens must complete a
“Reduced Fare ID Card Request Form.”
This form is available at the ECAT
Administrative office, Customer Service,
or by downloading the PDF file from the
web site at www.goecat.com. You can
mail, drop off in person, or fax the form
to 850-595-3222. After the completed form
is received, ECAT will obtain required
information from your physician. Upon
receipt of the physician’s verification of
disability, ECAT will notify you. To check
on verification, call 850-595-3228.
ECAT Disabled Reduced Fare cards
may be immediately purchased if the
individual has one of the following:
O Medicare Card
O Social Security statement verifying
disabled income
O Veteran’s Affairs (VA) Connected
Disability Card
O Individual’s social worker or
support coordinator is present with
documentation
To buy the ECAT Reduced Fare ID
card, senior citizens must be age 60 or
over and present proof of age. You must
present your ECAT Reduced Fare ID
card to pay reduced fare or when using
the reduced passes or tickets.
Purchase of an ECAT Disabled Reduced
Fare ID Card is $2.75.
You must present your ECAT Disabled
Reduced Fare ID Card to pay reduced fare
and when using the reduced fare passes
and tickets.
Medicare Cards:
Medicare cards are accepted as the basis
for fare reductions and for the use of
reduced tickets or passes. However, all
Medicare card holders are encouraged to
utilize the ECAT Reduced Fare ID card.

Student ID Card (for High School and
College Students):
ECAT Student ID cards are marked
with an expiration date. Cards expire
two years from date of purchase.
When purchasing an ECAT Student
ID card, bring personal identification
and a letter or report card from your
high school, college, or proof of GED
attendance. High school or college ID
cards are acceptable for student fare;
however, an ECAT Student ID card is
preferred when paying the $1.25 student
fare or when using ECAT Student
passes or tickets.
ADA Transportation Identification Card:
Individuals certified for ADA
Transportation have an ADA
Transportation identification card and
may ride ECAT at no charge.
You must present your ADA Transportation identification card to the bus
operator to ride ECAT at no charge.
Note: ADA Identification Cards are
obtained during the ADA certification
process. For information about ADA
certification, call Escambia County
Community Transportation at 850-5950501 or information is available on our
web site at www.goecat.com.

Title VI Information
ECAT Title VI Program Policy
Title VI Complaint Procedures
As a major provider of public transportation
whose employees have extensive daily
contact with the public, Escambia County
Area Transit (ECAT) recognizes its
responsibility to the community which
it serves and is committed to a policy of
nondiscrimination.
Title VI of the Civil Rights Act of 1964
prohibits discrimination on the basis of
race, color, or national origin in programs
and activities receiving Federal financial
assistance. Specifically, Title VI provides
that “no person in the United States shall,
on the ground of race, color, or national
origin, be excluded from participation in,
be denied the benefits of; or be subjected
to discrimination under any program
or activity receiving Federal financial
assistance.” (42 U.S.C. Section 2000d). The
Environmental Justice component of Title
VI guarantees fair treatment for all people
and provides for ECAT, to identify and
address, as appropriate, disproportionately
high and adverse effects of its programs,
policies, and activities on minority and lowincome populations, such as undertaking
reasonable steps to ensure that Limited
English Proficiency (LEP) persons have
meaningful access to the programs, services,
and information ECAT provides.
Title VI of the Civil Rights Act

If you believe that you have been
excluded from participation in,
denied the benefits of; or subjected
to discrimination based on race,

We encourage you to make your
complaint in writing. Please include
the following: your name, address,
how to contact you (phone number,
email address, etc.), how, why,
when and where you believe you
were discriminated against. Include
the location, names and contact
information of any witnesses. If the
alleged incident occurred on the bus,
give date, time of day and bus route
if available. You must sign your
letter of complaint.

Other ECAT Policies
ADA Reasonable Modification Policy
The Department of Transportation has
revised its rules under the Americans
with Disabilities Act (ADA) and
Section 504 of the Rehabilitation Act of
1973. It now specifically provides that
transportation agencies are required
to make reasonable modifications
to policies, practices and procedures
to avoid discrimination and ensure
that their programs are accessible to
individuals with disabilities.
Escambia County Area Transit is
committed to providing safe, reliable,
efficient, and accessible service to its
customers. To ensure equality and
fairness, Escambia County will make
reasonable modifications to policies and
procedures to ensure that individuals
with disabilities have equal access to all
of its services.
Exceptions would include modifications
that:
O Cause a direct threat to the health and/
or safety of others;
O Result in a fundamental alteration of
the nature of the service;
Are not necessary in order for
the individual with a disability
to fully utilize Escambia County
transportation services

ADA Transportation Grievance Procedures
A formal grievance is a written
complaint to document concerns
regarding the operation of
administration of ADA Transportation
service provided by ECCT. A formal
grievance may also be a service
complaint that has been left unresolved
for more than 45 days.
Formal Grievances include but are not
limited to:
O Chronic, recurring or unresolved
Service Complaints
Violations of specific rules governing
ADA Transportation service
O Suspension of Service
Riders who wish to file a formal
grievance should contact the ECAT
Customer Service Supervisor at 850595-3228 and request information
on how to file a grievance. The ADA
Transportation Grievance Procedures

American with Disabilities (ADA) Transportation Services
This is an Escambia County Area Transit (ECAT) service specifically for
individuals with disabilities, who because of their disability are unable to use
the ECAT fixed route service. For ADA eligible riders traveling within the
ECAT service area, ADA Transportation will provide service using an ADA accessible
vehicle. ADA Transportation is provided curb-to-curb or upon request door-to-door.
ECAT is responsible for the administration of this service; however Escambia County
Community Transportation provides the service in accordance with their contract with
Escambia County.

Eligibility Certification Application Process
If you feel that you are qualified for ADA Transportation, please contact ECAT or
Escambia County Community Transportation to receive an ADA Transportation
Eligibility Certification Packet.
It contains a Certification Application, and a Medical Verification Form that must be
completed by a licensed physician. All applicants, new or re-certifying, must complete
an entire ADA Eligibility Certification Packet.
The Eligibility Determination Categories
There are three (3) different types of eligibility determinations when considering ADA
Certification:
O Unconditional – eligible, with no restrictions, for all trips with ADA Transportation.
O Conditional or Trip-by-Trip Basis – eligible for certain trips or trip-by-trip basis
with ADA Transportation based on trip type, time schedule or other limitations.
O Temporary – eligible for ADA Transportation on a temporary basis. The length
of time varies on the customer’s needs, such as surgery recovery. Note: Temporary
eligibility will be granted if the eligibility determination process takes longer than 21 days.
The ADA ID Card shall be presented on all trips with Escambia County Community
Transportation and ECAT.

ADA Eligibility Interview Process
Once Escambia County Community Transportation receives the completed Medical
Verification Form from your physician, they may contact you to schedule a face-toface interview for additional information or a functional assessment at their main
office.
Escambia County Community Transportation will schedule and provide
transportation to and from the interview, at no charge.

Determination of ADA Eligibility
Escambia County Community
Transportation will send an Eligibility
Determination Letter regarding your
ADA eligibility within 21 days of receipt
of the completed documents or your
interview.
After notification, and if eligible, trips
cannot be scheduled for the first 48 hours.
ECAT, not Escambia County Community
Transportation, makes the final
determination of eligibility certification
in all cases.
ADA Eligibility Appeals Process
Federal law restricts eligibility for ADA
transportation service to persons who
cannot utilize fixed route transit services
because of a disability. This determination
applies only to our eligibility for ADA
transportation offered by Escambia County
Community Transportation (ECCT).
Under provisions of the ADA Act of 1990,
applicants have the right to appeal any
determination stating that they are not
eligible for ADA transportation service or
any restrictions which may have been placed
upon their use of the service. Appeals must
be received within 60 days.
You have the right to an in-person hearing
with the ADA Appeals Committee; however,
you may waive your right to an in-person
hearing and have the Committee review
your case without your presence. You
may also participate by telephone, a call
in number will be provided if you elect to
participate via telephone.

These are options and you do NOT have
to file a written appeal. All of these options
provide an opportunity to be heard and
to present information and arguments to
why you believe your Eligibility should
be approved or changed. If you decide to
request an appeal hearing via mail or if you
decide to submit additional documentation
as part of you appeal, please send items to

The decision of the ADA Appeals
Committee is final. You have the right
to use the service if the ADA Appeals
Committee has not made a decision within
30 days of the completion of the appeal
process.
Should you feel your case has not been
treated objectively, you have the right to
contact the Federal Transit Administration
(FTA) to file a complaint.
You may re-apply for ADA Transportation
Service after six (6) months from the date
of the interview. Understand, however, that
re-applying does not guarantee a change
in your eligibility status. Eligibility is
determined not by a disability, but by your
capabilities of using fixed-route services.

Educational Services
Classroom on Wheels
ECAT provides classroom group
presentations and educational
tours of the ECAT to all public,
private, and homeschool
students in Escambia County.
Using existing routes and
schedules, ECAT connects
classrooms and groups with
educational resources for a
discounted price of $1.00 each
way on bus routes. Tell us where
you want to go and let us do the
rest! Call 850-595-3228 for more
information or to plan a trip.
Travel Training
ECAT provides mobility and travel training for interested individuals and groups.
This training includes a bus feature demonstration and the opportunity for new
riders to have hands-on experience. Training will also include instruction on how
to read ECAT bus routes and schedules. The ECAT Travel Training Program teaches
individuals how to ride ECAT buses to travel to locations they go on a regular basis
and is offered at no charge to the participant. For more information or to schedule a

Student Summer Wheels
Student Summer Wheels passes provide youth with unlimited rides to any ECAT
destination all summer long. Passes, just $25, are valid from Memorial Day until
Labor Day and can be purchased at the ECAT Administrative Offices located at 1515
Fairfield Drive. For more information, call ECAT at 850-595-3228.
Passes require proof of identification.

How to Ride ECAT
Rules of Conduct
Escambia County Area Transit (ECAT) has taken many measures to make sure
your travel with us is as safe and secure as possible. However, riders also have a
responsibility to themselves and others to ensure that everyone has a safe trip.
In the interest of promoting a safe and pleasant journey for all those aboard, all riders
are expected to abide by the following Rules of Conduct:
1. Please have the proper fare ready
before the bus arrives. Customers are
required to present a valid ID card
when using reduced fares such as:
disabled, student, or seniors. Failure to
produce the proper ID will result in a
full fare charge. Refusing to pay proper
fare is unlawful, and can result in
arrest, fines or ejection from the bus.
2. Smoking, drinking, or eating on any
ECAT bus is prohibited. Possession
or consumption of illegal drugs is
prohibited.
3. Flammable or explosive materials are
not allowed to be carried on the bus.
4. Congregating or loitering on a bus, at
a bus stop or at the bus terminal in a
way that causes an inconvenience to
other riders is prohibited. Soliciting
money or distributing literature on
ECAT buses is not allowed.
5. The front passenger seats designated
as “Priority Seating” are for ADA and
elderly passengers. Federal law requires
that passengers with disabilities be
allowed to use this seating.
6. Conversations between riders or
on cell phones shall be kept at a
reasonable volume. At no time
will vulgar or abusive language be
tolerated.
7. The playing of personal radios and
electronic devices is not allowed
without earphones. Volume on the
earphones shall be kept at a level that
does not disturb other passengers .
8. No pets are allowed. Service animals
may accompany disabled passengers
on board an ECAT bus.
9. Bicycle racks are provided for your
use. Bicycles cannot be transported
inside the bus for safety reasons.
10. Disruptive conduct or harassment
of any kind by passengers will not
be tolerated on ECAT buses .This
conduct will result in the ejection
of the disruptive passenger from
the bus and ECAT may deny
passage (Trespass) to any rider
that is identified as being offensive,
disruptive or a threat to other
passengers or ECAT personnel.
ECAT reserves the right to modify and
amend these Rules of Conduct at any
time.

to enforce ECAT rules.
O have defensive driving training.
O have passenger assistance and
sensitivity training.
O have a CDL driver’s license.
O are tested for drug and alcohol use.
O must pass a criminal background and
motor vehicle record check
O should be polite, courteous, neatly
dressed in uniform, and wear an
ECAT photo ID badge

trolleys that run Monday through Saturday, during

the Downtown Transfer Center will detour to Government Stree via A Street.
