Greetings!
We are very excited to provide you with this annual report that highlights our mission, services,
accomplishments and supporters. We are grateful to all of you who support our mission and who
understand why this work is so important.
YSB provides reduced-cost services to DeKalb County residents, which means more people have
access to the help they need.
Nobody is turned away for the inability to pay.
We are the only counseling agency in DeKalb County whose total mission and services focus
specifically on adolescents and their families, particularly those at-risk of or currently displaying
delinquency, substance use, family conflict, violence, school problems and other destructive
behaviors which can lead to severe dysfunction and greater costs to the community, if not changed.
Our programs are geared toward providing early identification of underlying issues that cause
behavioral problems and emotional distress that can lead to more severe outcomes in terms of
mental health or delinquency. Successful detection and treatment can dramatically reduce costs
associated with more expensive forms of intensive-based treatments and repeated court
involvement. Overall our programs lessen the potential long term financial burden that these youth
may cause without earlier intervention.

The DeKalb County Youth Service Bureau, Inc. (YSB) assists youth as they build healthy lives and
relationships with their families, friends, and community.
Our Philosophy
Through the years, YSB has developed a philosophy of networking with other community resources
to assist youth with problem-solving and to develop programs to meet the needs of youth. YSB
therapists are Master’s level and work exclusively with youth and their families. The therapists are
skilled in assessing the needs of families, engaging youth, and recognizing their strengths. The staff
works with youth and their families to establish positive alternatives to negative or destructive
behaviors and to use community resources when appropriate.
Our History
The DeKalb County Youth Service Bureau (YSB) has been enriching the lives and relationships of
youth ages 8 to 18 and their families for over 40 years. YSB became a separate agency in 1971 after
being a City of DeKalb Department since 1969. We are one of three initial youth service bureaus in
Illinois and since its inception we have responded to and met the service needs of today’s youth and
their families. YSB is a not-for-profit 501 (c)(3) agency governed by a volunteer Board of Directors
from throughout DeKalb County.

Our Role in the Community
Youth and Family Services
We believe that redirecting the lives of “at risk” youth and empowering them to achieve more and to
get back on track is not only helpful to the family, but also to our community. Successful detection and
treatment can dramatically reduce costs associated with more expensive forms of intensive based
treatments and repeated juvenile delinquency.
Community Presentations
YSB has become a trusted social service organization in
DeKalb County and as a result, we also offer community
presentations to address many of the issues facing youth
and families. We present to schools, community
organizations, churches, libraries, for-profit, and non-profit
companies.
Projects & Initiatives
YSB team members serve on numerous committees to support the YSB mission and commitment to
the DeKalb County community. Each year, team members served on over 20 local committees,
projects, and initiatives all focused on youth issues and strengthening our area’s social service
providers.
Engaging Youth in the Community
We understand that talk-based therapy may not be most
effective for every teenager. YSB strives to get youth involved in
community projects that will also benefit others. This type of
intervention helps shape identity and builds character.
Throughout the year, YSB partners with other non-profit
organizations and local businesses to create meaningful
experiences.
Trustworthy Resource
We make it our priority to stay current with mental health issues and trends that youth and families
face today. To do this, our professional staff attend dozens of workshops, seminars, and presentations
during each year.
It’s vital to get youth the help they need as early as possible.
The better we do this, the greater the impact on the child’s
education, their family life, and our community as a whole.

Programs & Services: Major Accomplishments
Counseling
Our counselors are skilled at being able to engage youth and families into the therapeutic process, which
dramatically increases the success rate for counseling. YSB has bilingual services available for our Spanishspeaking families, and served 34 Hispanic families during fiscal year 2014.
Girls Empowerment
Girls Empowerment is a strength-based approach to helping girls identify and apply their power and voice as
individuals and as a group, focusing on issues that are important in the lives of adolescent girls. We increased
the number of groups run in the middle schools, in addition to running groups at YSB.
Anger Management
The program is designed to equip youth with the skills to identify, manage, and appropriately express anger and
other intense emotions, in order to prevent aggressive and abusive tendencies, promote pro-social skills,
improve anger control, and reduce the frequency of acting out behaviors. These groups were expanded in the
schools as well during the fiscal year.
Parenting Class
Active Parenting of Teens is a skill-building workshop for parents of teenagers, designed to help them learn
how to more effectively communicate with their teens in ways which foster responsibility, successful conflict
resolution and self-esteem. At the end of the fiscal year we increased the frequency of classes.
Drug, Alcohol, and Tobacco Prevention
This program is designed to educate teens about alcohol, drug, and tobacco-related issues. This program uses
group education to provide accurate information regarding alcohol/drug use and exploration of the decisionmaking process involved in making healthy choices. We have increased our presence in the middle schools to
provide the best level of prevention.
Alternative to Suspension
The aim of the Alternative to Suspension Program is to act as a gateway to mental health services for at-risk
youth required to serve an out of-school suspension. Youth receive a comprehensive mental health screening to
determine potential risk factors that contributed to the youth being suspended and referrals to other services
as appropriate. Only 3% of those who completed the program were referred back due to another suspension.
VolunTEEN
YSB provides coordination of volunteer experiences, collaboration with other community organizations, and
supervision of the youth that are volunteering. VolunTEEN partnered with DeKalb County Community Gardens
at the Mayor’s Garden, created Pumpkin Fest displays, sent cards to troops overseas, and ran a food drive.
Runaway & Locked Out Youth
YSB assists families when a youth is refusing to return home, has run away from home, or during a lock-out
crisis situation by providing immediate intervention 24 hours a day as well as free follow-up counseling. There
were 42 such cases in fiscal year 2014.
Court-Ordered Youth
The Juvenile Diversion Program is for youth who are first-time offenders in the Juvenile Court System in lieu of
legal ramifications. We case manage drug/alcohol intervention and community service as appropriate.
TeenREACH
YSB partners with the TeenREACH program offered by the Sycamore School District to provide mentoring
services, career exploration, volunteerism opportunities and experiential therapy for youth.

YSB Hires Diana Hulst as Executive Director
Diana Hulst started as the Executive Director on December 1, 2014. Diana earned her
Master’s Degree in Public Administration with emphasis in Human Services Administration
from Northern Illinois University. She received her Bachelors of Arts in Sociology with
emphasis in Criminology from NIU as well. Her nearly 20 years of experience includes
program development and management, grant writing and foster care licensing. Throughout
her career, Diana has worked with diverse populations in meeting the challenges of life.
Diana’s background includes experience as the Program Director at Opportunity House in
Sycamore, Director of Developmental Training and Residential Services for the Association
for Individual Developmental in Aurora, as well as work experience with DCFS through foster
home licensing and working with youth under DCFS care through Lutheran Social Services of
Illinois.
