PRESIDENT
Greetings Fellow Warrants,
Winter is here and that means it’s election season. In this issue of
CWO News please read the biographies of each candidate for
office and cast your vote. Your vote counts and we need your
participation. This year we’ll be selecting a new vice president, vice
president of reserve affairs, and treasurer.
The website committee continues to work with our vendor to
develop the new CWOA website. The Death Gratuity Committee
has forwarded their report on the sustainability of the CWOA’s
death gratuity. Please read this report. If you have questions or
concerns, please contact our office or contact your local/nearest
chapter president for more information. The issue will be discussed
at this year’s annual meeting.
The 2015 annual meeting will be held at the Crowne Plaza Dulles
Airport, Apr. 15-18th. Our next general membership meeting will be
held at Personnel Service Command in Arlington, Virginia at 10:00
Feb. 19th on the 9th floor. Lunch will be provided, please RSVP to
[email protected] if you plan to attend.
I’d like to personally thank CWO Peter Sikora for his generous
donation of $75.00 to the CWO Scholarship Fund in memory of
CWO Harry C. Baxley.

VICE PRESIDENT
CWO Nick Hernandez, USCG
CWO Nick Hernandez is a member of the Steven Shields Chapter and CWOA. CWO Hernandez
promoted to ISM2 in June of 2014 and is currently serving at CG TISCOM Alexandria, VA
where he is the newly established Cutter Services Lead for the EISI product line. His enlisted
assignments include: CGC HUDSON, ESD San Juan, ESD Baltimore, Recruit Company
Commander, and TRACEN PETALUMA where he served as an IT “A” school instructor and
then the IT Rating Knowledge Manger. He is also a member of a team that received the 2014
International Society of Performance Improvement (ISPI) Award. He and his wife Maria now
live in Springfield, VA and have two children.
CWO Jarad D. Heintz, USCG
CWO Jared Heintz has served as a member of the Steven Shields CWOA Chapter since
September 2014. He joined National CWOA in September of 2011 during Chief Warrant
Officer Professional Development. CWO Heintz promoted to ISM2 in June of 2011. His first
and only assignment as a CWO was as Information Systems Security Officer for the Coast Guard
Intelligence Coordination Center (ICC) Suitland, MD. CWO Heintz currently holds orders for
transfer to TISCOM, Alexandria, VA for assignment year 15. Prior to being selected as a Chief
Warrant Officer he served as an enlisted Information Systems Technician, and Telephone
Technician. His enlisted assignments included CGC Decisive; CG Communications Area Mast
Station Atlantic; CGC Active; CG Electronics Systems Support Detachment St. Petersburg; and
CG Electronics Systems Support Unit Portsmouth. Other notable association experience
included serving as the St. Petersburg, FL Chapter President for the Chief Petty Officer
Association from 2008-2010. He is a graduate of American Military University and holds a
Bachelors of Arts Degree in Intelligence Studies. CWO Heintz is from Murfreesboro, TN. He
and his wife Lisa now live in Prince Frederick, MD and have two children.

CWO Anastasia M. Devlin, USCG Reserve
CWO Devlin is a reservist assigned to Coast Guard Headquarters where she manages the reserve
Public Affairs Specialist program. Special projects include work on the State of the Coast Guard
Address and assistance to the Reservist Magazine. After being selected for warrant officer in
2012, CWO Devlin was assigned to the (former) Deployable Operations Group in Arlington.
After its decommissioning, she transferred to Headquarters. Devlin’s previous enlisted
assignments include Eleventh Public Affairs Detachment San Diego, Calif., Seventh District
Public Affairs Office in Miami, First District Public Affairs Office in Boston, and STA
Gloucester, Mass. She holds a bachelors degree in Journalism, enjoys riding her motorcycle and
is an avid runner. CWO Devlin and her husband, LT Devlin, reside in Alexandria, Va., with their
three sons.
CWO Sarah L. Case, USCG Reserve
Chief Warrant Officer Sarah Case has 16 years of combined active duty and reserve service in
the United States Coast Guard. Upon reporting to Base Cleveland in July of 2014, she assumed
the duties as the Acting Senior Reserve Officer (SRO). In October 2014, she took over the
responsibilities as the Personnel Administrative Officer and Team Leader. Prior to her current
assignment, she served as LANTAREA Operations Section Admin Chief while also serving as
the collateral duty Command Chief for the LANT and D5 Staff. Previous assignments include
Surge Staffing Branch for Deepwater Horizon, PSSU Portsmouth, VA., Sector St. Petersburg,
FL., CGC JARVIS, Honolulu, HI., Group Mobile, AL., TRACEN Petaluma, CA and CGC
SWEETGUM, Mobile, AL. During her time at LANTAREA she co-founded the TidewaterWomen’s Leadership and Mentoring Group (T-WLM). Chief Warrant Officer Case holds both a
Bachelor of Science Degree in Business Administration and a Master of Management. She is
also a 2014 graduate of the Chief Warrant Officer Professional Development course, and a 2012
graduate of Class 30 of the Chief Petty Officer’s Academy. She is currently working on her
certification for Professional in Human Resource Management (PHR) from the Human Resource
Certification Institute (HRCI). Chief Warrant Officer Case’s awards include a CG
Commendation Medal, a CG Achievement Medal, three Commandant Letters of Commendation,
a Military Outstanding Volunteer Service Medal, Armed Forces Communications and
Electronics Association (AFCEA) and U.S. Naval Institute Enlisted Superior Performer (ESP)
Award, four Meritorious Team Commendations, and numerous other personal and professional
awards. Chief Warrant Officer Case is married to Operations Specialist Chief Michael Case,
USCGC TAMPA, and they have one son, Logan (9). In her spare time, she volunteers with the
Sea Service Leaders Association, Williamsburg Youth Baseball League, and is a Pack 100 Cub
Scout Leader.

CWO Sabrina K. Maile, USCG
CWO Sabrina Maile has been a member of the National CWOA Since April 2007 and a member
of the Steven Shields Chapter since September 2014. CWO Maile promoted to F&S2 in June
2007. Her first assignment as a CWO was Supply Officer aboard CGC TAMPA, in Portsmouth
VA. She Supervised 17 military crew members; managed a $664K annual budget and qualified
to wear the Permanent Cutterman. In June 2009 CWO Maile accepted orders to Deputy
Commandant Mission Support (DCMS-833) in Washington DC as Financial Manager and
Assistant Budget Officer; she managed $30M in AFC 30 and OCO funding annually; across 3
major directorates and supervised 5 military members. Most notably CWO Maile audited
Extraordinary Expense Fund (XXF) for the assistant Commandant for Human Resources and in
June 2011 she was promoted to CWO3. CWO Maile transferred to CG Intelligence
Coordination Center (ICC) as Chief Administrative and Support Branch in Suitland Maryland in
June 2013 and currently manages $13M+. Prior to being selected as a Chief Warrant Officer,
CWO Maile’s enlisted assignments included Station Cape May, CGC Northland, Coast Guard
District Fourteen, Commandant G-A, Coast Guard Personnel Command (CGPC), and Finical
Management Division, Human Resources Directorate.CWO Maile is a Graduate of the Chief
Academy 2006, and Chiefs Warrant Officer Academy 2007 and is currently working towards
her Bachelors of Science at American Military University. CWO Maile is from Lorton VA and is
a mother of 5 and currently lives in Manassas VA.
CWO John H. Caicedo, USCG
CWO Caicedo was appointed Chief Warrant Officer in June 2007, and assumed his duties as
the Store-keeper Assignment Officer in June 2012. At the time of his selection,, he was the
Contracting and Admin Officer at Coast Navigation Center, Va. Previous duties include:
Contracting Officer and Assistant Budget Officer, CG Sector Key West, Fla; Contracting
Officer, CGC THETIS; Purchasing Agent, CG Group Key West; and Crewmember CGC
CONIFER, San Pedro, Calif. A proud graduate of the Chief Petty Officer Academy Class 113
and Chief Warrant Officer Professional Development Course. He was awarded the Chief
Financial Officer (CFO) Award for Excellence in 1998. He is currently serving as the CWOA
National Treasure & a member of the Washington, DC CWOA Chapter, and was the Treasurer
of the Southernmost Chief Petty Officer Association, Key West, Fla. from 2004-2006. John is
eager for the opportunity to expand his abilities and accept greater responsibilities, and believes
his finance and management experience will be a true asset to the Chief Warrant Officers
Association.

Be a senior in high school with an average of "C" or better during the most recent two semesters or be currently

c.
If enrolled in an institution of higher learning be enrolled in a full time course of instruction (12 credit hours or more).
d.
The financial status of the applicant’s parents shall not be a factor in determining the applicants to be awarded grants.

SCHOLARSHIP GRANT
STANDING RULES AND REGULATIONS
SECTION I - Purpose. The CWO John A. Keller, Chief Warrant and Warrant Officers Association
Scholarship Grant (hereinafter "Grant") is established to financially assist dependent children of members in good
standing or who were members in good standing of the CWOA, United States Coast Guard at the time of their death.
The assistance shall be a monetary grant for an accredited institution of higher learning.
SECTION II - Funds.
1.
All funds expended for grants must be either contributions to the Grant or income from grant funds.
2.
Grants in the amount of $750 (the number of awards at the discretion of the Committee) not to exceed 1/3 of the
available funds) will be presented in April of each year to the most deserving eligible candidates. Funds are to be used
toward educational expenses at an accredited institution of higher learning beyond high school.
3.
All expenditures [other than Grants], shall be authorized by a majority vote of the members of the CWOA
present at an Association meeting. No expenditure shall be made other than in furtherance of the purposes stated in the
Standing Rules and Regulations and the administration thereof.
SECTION III - Governing Board. The governing committee shall be appointed and shall operate in
accordance with the bylaws of the Chief Warrant and Warrant Officers Association.
SECTION IV - Amendment to the Standing Rules and Regulations.
Amendments to the Standing Rules and Regulations shall only be made by two-thirds vote of the CWOA members
present at the Annual meeting or at an Association Convention.
SECTION V - Eligibility and Application Requirements.
1.
An applicant must meet the following eligibility requirements:
a.
Be the dependent child of a member in good standing of the Chief Warrant and Warrant Officers
Association or who was a member in good standing at the time of their death.
b.
Be a senior in high school with an average of "C" or be currently enrolled in an accredited institution of
higher learning with an average of "C".
c.
Be enrolled in a full time course of instruction.
d.
The financial status of the applicant’s parents shall not be a factor in determining the applicants to be
awarded grants.
e.
2.
The receipt of a grant does not exclude an applicant from receiving additional grants in subsequent years.
Application Requirements:
a.
Applications shall be submitted to the Association office, postmarked not later than 1 March and must be
received by the Association not later than 15 March each year.
b.
Applicants shall submit with their application their reason(s) for attending or desiring to attend an
accredited institution of higher learning above high school. Submissions shall be limited to two hand-written pages or
one typed page and must specifically include immediate and long-range goals.
c.
Applicants who have not completed one or more years at an institution of higher learning shall furnish an
official copy of his/her high school transcript for the previous two semesters. Applicants who have completed one or
more years at an institution of higher learning shall furnish an official copy of his/her current transcript while attending
institutions of higher learning.
d.
High School applicants shall furnish a copy of a letter indicating college, university, vocational school,
etc., acceptance. Persons attending a college, university, vocational school, etc., providing a transcript from said
institution is sufficient.
e. Applicants shall submit documentation in support of any personal accomplishments, extracurricular activities,
or community service performed during the past two years.
f. Applicants are invited and encouraged to submit a head and shoulders photograph to be published in the CWO
News if a scholarship grant should be awarded. The photograph will not be used by the Scholarship Committee in
consideration of awarding the grant.
SECTION VI - Presentation of Grants
Whenever possible, grants will be presented by an area or district chapter of the CWOA located in the vicinity of the
student involved. Appropriate ceremonies should be scheduled by the chapter and presentation should be made by the
chapter president, or at the chapter president's discretion, any Association member in the area.

CWOA DEATH GRATUITY BENEFIT

Brief history of the Death Gratuity Benefit program
The Death Benefit was created in August 1940 to provide funds to the surviving family
members when a fellow warrant passes over the bar. The original concept was warrants looking
after their fellow warrants survivors and ensuring they are not left alone. The original maximum
amount was $200.
In 1946 the maximum amount was increased to $300.
In 1958 the maximum amount was increased to $500. Between 1958 and prior to 1 Feb 1977
a 16 year program was started as indicated in the table below.

1 Feb 1977, members on or after this date, the general membership approved a payment in
an amount equal to 75% of the dues paid not to exceed $500 and not less than $50.
In 1998, upon the recommendation of the Executive Committee (all Chapter Presidents and
the Association officers) the general membership approved elimination of the death gratuity for all
members who joined the Association after 31 May 1998.
In 1999, upon the recommendation of the Executive Committee the general membership
approved reinstatement of the death gratuity for all members.
In 2012, it was recommended to remove the Death Gratuity Benefit. The Executive
Committee agreed and placed the issue on the ballots to the membership.
The 2013 Annual meeting it was discovered that the item had not been placed on the ballots
to the membership, it was decided this would happen prior to the 2014 Annual meeting.
The 2014 Annual meeting the ballots were challenged since they did not contain an effective
date as per the bylaws. The Executive Committee invalidated the ballots and the recommendation
was placed back on the floor for discussion, the recommendation was disapproved and the benefit
was sent to a committee.
2014, Death Gratuity Committee was chartered.
The program
First the Death Gratuity Benefit was never funded since the concept, thus the necessary funds
to support the program were not set aside for future payouts. That is no funds were set aside into a
specific account to cover the pay-out to the beneficiary when necessary. This has resulted in a payas-you go program. So the program is paid by a portion of the current years dues of the members.
Although this worked for the first few years, it does not support the program in later years.
CWOA DEATH GRATUITY BENEFIT

The current program today, effective on and after 1 Feb 1977, has three categories.
1.) Distinguished members – amount equal to 75 percent of total dues they would have paid
at time of their death had they not enjoyed dues free status.
2.) Life members – payment of $500 will be made on behalf of those deceased
3.) Regular Members – amount equal to 75 percent of total dues paid, not to exceed $500, but
not less than $50

Evaluation of the program
The main task of the committee was to review and evaluate the benefit. To conduct the
review the committee members traced the data back to the beginning of the program. The key item
was that the benefit was never initially funded, thus the funds to pay out was never set aside. It
should be noted that the benefit has been on the chopping block for the Association on several
occasions, but has either returned or been defeated for various reasons.
The first phase was the evaluation of the Death Gratuity Benefit. The first thought is to take
3350 members times the maximum payout of $500, results in $1,675,000. But not everyone is
eligible at once for a payout of the maximum amount. Thus, the committee had to calculate the
eligibility amount for each member as they joined the association. It was determined that as of 4
September 2014 the program should have $413,511 to be fully funded. Fully funded is the amount
necessary to payout only the eligible amount to each member as of this date. It should be noted that
such a payout would only occur if all the membership passed over the bar at the same time. Thus,
remember that it is not necessary to fully fund the program immediately, but it would be nice to
eventually set this as a goal for such a fund.

As the graph indicates the full amount necessary in the fund varies throughout the years due to the
fluctuation of the membership.
The second phase was to review the Death Gratuity Benefit program:
1. The first issue was the fact that the program has no funding, in other words, since the
conception of the benefit in August 1940 no funds have been set aside to payout to
beneficiaries.
2. The second issue is that no funds are set aside from Life Members to pay for their
participation in the program. The Life Member’s dues are polled into one fund where at
the beginning of each fiscal year (FY) the equivalent dues amount is transferred to the
general funds. Thus, the Death Gratuity Benefit is not covered in the event of loss of the
Life Member in relation to the amount paid out. Since Life Members were granted this
benefit as part of the bylaws it must be handled carefully if the benefit is removed.
Estimated as of 4 September 2014 to be $30,500.
3. The third and main issue the program is a “pay as you go”, in other words a percentage
of the dues paid today are used to pay out the value of the benefit. This amount is from
$27,000 to $32,000 per year. Thus, a financial strain is placed on the Association to
meet this requirement. If the program were to be fully funded since the conception, the
yearly cost would be $5,000 to $7,000 per year dependent on new members joining the
association.
Conclusion
The Death Gratuity Fund was developed for good intentions to provide for the membership
beneficiaries’ at a time of loss, but it has become a financial burden to the Association. Thus,
immediate action must be taken to reduce this risk and ensure the financial future of the Assocation.

As indicated in the above chart the Association pays out an average of $27,949 per year for a
program that is currently “unfunded”. That is 14.15% of the Association’s average income.
The options to resolve this financial burden to the Association are:
1.) Establishment of a fund and a process to initialize the funding by the membership that will
cover pay-outs and build the fund within 6-8 years.
2.) Stop the benefit, reserve funds for existing Life Members, approximately $30,500 and not
offer the program to future members or life members.

The Baltimore Chapter of the CWOA continues their longstanding
tradition of supporting local families during the holiday season. They
provided turkeys as the staple of the Helping Our Own For The
Holidays (HOOFTH) meals for both Thanksgiving and the December
Holiday Season, and provided presents for multiple children off the
