Greetings Fellow Warrants,
I hope everyone had a wonderful, safe summer, and transfer season. Welcome aboard all
newly promoted warrant officers and all of our new CWOA members. I’m happy to
announce the Association has received 2 new charter requests from the Greater Mobile
Chapter located in Mobile, AL; and Low Country Chapter located in Charleston, SC. The
BOD is reviewing both requests and we anticipate submitting them to the Executive
Committee for a vote possibly by the time you receive this CWO News.
I want to apologize for not recognizing a new Distinguished Member in the previous CWO
News. I’m honored to announce CWO James Pulse was selected as the Association’s
newest Distinguished Member at the 2015 Annual meeting. Congratulations James! It is
well deserved. Thank you for everything you have done and still do for your Chapter and
the Association.
The Permanent Finance Committee (PFC) met in June and took its first actions with
identifying $28k of Association funds to establish the Death Gratuity Restricted Fund by
July 1. This is the first step towards solidifying the Death Gratuity as a permanent benefit
for our members. Next step is for the general membership to vote on increasing
membership dues for subsidizing the Death Gratuity Fund, which will be on the next
ballot.
BOD will have the following Association officer positions available for next year’s
elections: President, Vice President of Retired Affairs, and Secretary. Qualifications for
these positions are as follows: President - active duty CWO in good standing, stationed in
the Washington-Baltimore areas; VP Retired Affairs – Any regular member in good
standing who is retired; and Secretary – Any regular member in good standing stationed or
residing in the Washington-Baltimore areas. Please contact the Association via email,

offices.
Steven Shields Chapter is hosting the CWOA's next General Membership meeting 0930
Wednesday, Sep. 23, 2015, at the TISCOM Anchorage Club. The Steven Shields Chapter
will have a BBQ to welcome all newly reported CWOs to the DC Area immediately
following the meeting. Guest speaker for the BBQ is Michael Hayden, Colonel, USAF
(Ret.), Co-Chair of the Military Coalition and Government Relations for MOAA. Please
contact the Association if you are interested in attending the BBQ.

The Chief Warrant and Warrant Officers Association (CWOA) grew by 71 members since May 1. I would
like to be the first to congratulate you on a job well done on recruiting new members into our association. A
strong membership base is the key to our success in the future of the CWOA. Keep up the good work and
continue recruiting new members into this organization.
The CWOA has many strong local chapters with fellow warrants doing good deeds throughout the country.
Did you know that the CWOA is involved in all legislative action advocating for military rights and benefits? We
hold a seat within The Military Coalition and help to develop and approve legislative actions that benefit our
members, our service, and our United States military. I invite you all to read our latest Military Coalition letter to
Congress within this newsletter and then read the CWOA involvement with The Military Coalition to see how
we are helping to do more for you.
In closing, I am looking for innovations, ideas, and fresh outlooks on increasing involvement in our
association. I want to hear about the good things that the Chapters are doing. I want to know about new
ideas you have for voluntary activities. I want to know about the things you want to do in order to help your

Greetings and Salutations from your National Chief Warrant and Warrant Officers Association Treasurer,
I’ve had a couple of months to settle into my position and I am excited and ready to meet the challenges and
opportunity that lay ahead. I have worked closely with Ms. Carol Setteducato, the Executive Director of the
CWOA. She is a wealth of knowledge and has a firm grasp of the inner workings of your association. She has
guided me in my tasks and responsibilities as Treasurer and she has reeled me in when necessary. Thank you
Carol, you are a true asset. I have had the opportunity to work with several key members of the association: Philip
Beddow, Jared Heintz, Ric Waechter to name only a few. Rest assured that your CWOA is led by members that
have a true passion for the Coast Guard and the future of the CWOA. I am humbled to be a member of an
organization that is involved with such honorable scholarship programs as the LT Art and Eleanor Colona and
John A. Keller Scholarship. These programs have a positive impact in the future of the recipients.
The Association is making great strides in the relocation of the CWOA barge. The CWOA Barge has been
located near 2100 Second Street for many years and is scheduled to be relocated to Joint Base Anacostia-Bolling
(JBAB) late summer 2015. The new location will create a more inviting atmosphere and improve safety and
accessibility to a larger number of members. The relocation will also decrease the annual operating cost by
$2,000.
I have several goals that I want to achieve over the next two years. First and foremost, I want to assist and guide
the National CWOA in preparing and executing a balanced annual budget. Currently the 2016 annual budget is
underfunded $26K. These are fiscally challenging times for all and we need to review our practices to correct our
deficit and achieve a balanced budget. Both, National and Local CWOA Chapters need to make hard decisions
and consider new and unconventional processes to assist in balancing the budget.
I also want to increase the transparency of the National CWOA financial records. Currently the National CWOA
annual budget is publicized during the annual meeting. I plan to increased financial visibility by publishing
CWOA annual budget reports in the CWO News magazine and/or posting the information to a CWOA social
media website.
Currently the CWOA is gearing up for the 2016 annual meeting. Facility locations are currently under
consideration to ensure the best possible experience for all attendees. If you have not attended a national CWOA
meeting, please consider attending in April 2016. The event is a wonderful opportunity to reconnect and forge
new friendships and networks. More information to follow on the 2016 annual meeting in future CWO News.

Dear Chairmen and Ranking Members:
The Military Coalition (TMC), a consortium of uniformed services and veterans associations representing more than 5.5 million current and former
service members and their families and survivors, thank you and the Committees for your efforts to protect the interests of service members in the FY
2016 National Defense Authorization bill.
The Coalition greatly appreciates both Armed Services Committees for acting so expeditiously on the defense bill and for working on a return to regular
order. We thank both the House and Senate for rejecting the consolidation of TRICARE services and a means-tested TRICARE for Life enrollment fee. The
Senate's inclusion of four authorized urgent care visits will go far to improve access to care while simultaneously lowering costs to deliver that care.
Compensation and Benefits – However, still at stake are provisions that continue to erode the appropriate pay and benefits needed to sustain the allvolunteer force (AVF):

A third straight year of capping military pay raises below private sector wage growth (with four more planned)
A second year of reducing the commissary subsidy (with one more year planned)
A second year of slowing the active duty basic allowance for housing (BAH)
An additional increase in pharmacy co-pays (already tied to COLA) for the third time in four years (with an additional 9 years of increases planned)
These long-term plans repeat many of the poor cost-cutting decisions that led to the Services’ retention problems they faced in the late 1990s where
servicemembers endured a 13.5% pay gap as well as 20% out-of- pocket housing costs. The Coalition strongly believes we are currently on a path to undo
all of Congress’ hard work that many of you completed.
Retirement Reform – On a separate issue, both the House and the Senate adopted recommendations of Military Compensation and Retirement
Modernization Commission accepting a hybrid retirement system. This hybrid system will provide a retirement benefit for those who do not wish to serve
20 years or more along with financial literacy training for all service members – something that the Coalition endorses. Retirement reform is certain;
however, to improve the effectiveness of the new system, we believe the conferees need to make several key improvements to the proposals under
consideration.
Specifically:

Increase the multiplier to 2.5 for disability retirees
Continue the TSP match beyond 20 years of service
Provide a government TSP match of 5 percent
Eliminate the COLA -1% penalty for future entrants
Retain a minimum continuation payment while still giving the Pentagon flexibility to provide the payment between 8-16 years of service
The Coalition believes that further refinements may be necessary to incentivize careers of 20 years or more as well as adjustments to the reserve
component retirement system. As an example, reservists drilling for points only may be disadvantaged due to their inability to deposit into their TSP.
The Coalition views sequestration as the biggest threat to national security. Unless Congress addresses the law, the arbitrary budget cuts threaten the
very existence of the AVF.
Dedicated service personnel conduct operational missions across the globe and if we wish to retain and sustain the AVF, we must be willing to provide
those serving in uniform with an adequate package recognizing their sacrifice.

Help for “Blue Water” Vietnam Vets
Harmed by Agent Orange
FRA Press Release
Albany, NY –On Friday, July 3, FRA’s National
Executive Director Tom Snee stood beside U.S. Senator
Kirsten Gillibrand as she announced a new push to pass
bipartisan legislation to ensure thousands of Navy
Vietnam veterans are eligible to receive the disability
and health care benefits they have earned. These socalled “Blue Water” vets were exposed to the powerful
toxin Agent Orange (AO) while serving off the coast of
Vietnam and are currently ineligible for VA benefits for
medical conditions related to AO exposure. Gillibrand is
rallying support for the , legislation that would clarify
existing law so that blue water veterans would be fully
covered by the VA if they served within 12 miles of
Vietnam’s shoreline.
A Vietnam veteran himself, Snee is passionate about this
issue. He’s testified before Congress multiple times and
is a strong advocate for blue water veterans of the U.S.
Navy and Coast Guard. “Most of these veterans are now
senior citizens and the time to help them is now!” said
Snee.
Currently, veterans must prove they had “boots on the
ground” in Vietnam or served on the “brown water”
rivers of the country before the VA will presume they
were exposed to the herbicide and provide disability
benefits for diseases related to that exposure.
Gillibrand’s bill, introduced with Senator Steve Daines
(Mont.) in March, would make presumed exposure for
blue water vets, make it easier for the VA to process
Vietnam veterans’ claims for service-connected
conditions and alleviate a portion of the VA’s backlog
by extending presumptive coverage of Agent Orange
benefits to these veterans.
The Fleet Reserve Association (FRA) supports both the
House and Senate versions of the Blue Water Navy
Vietnam Veterans Act (H.R. 969/S. 681) and believes
that the status quo regarding disability claims of these
veterans is unacceptable. FRA consistently cites the
2011 Institute of Medicine (IOM) report that validates a
2002 Royal Australian Navy study confirming the
desalinization process used on Australian and U.S. Navy
ships actually magnified the dioxin exposure in the
ships’ water supplies. Recent presumption rulings that
now include Air Force personnel who carried and
distributed AO also strengthen FRA’s call for legislative
change.

born on Sep. 4, 1936 and retired on Sep. 1, 1989. He was a member of the CWOA for 34 years.

1933 and retired on May 1, 1987. He was a member of the Association for 47 years.
CWO (BOSN) Chester V. Barrett, USCG (Retired) crossed the bar on May 21, 2015. He is survived by
his widow, Mrs. Janice E. Barrett of 1007 Tweed Street, Sault Ste Marie, MI 49783. CWO4 Barrett
was born on Feb. 27, 1926 and retired on Nov. 1, 1973. He was a member of the Association for 52
years.

was born on Aug. 6, 1932 and retired on Jun. 1, 1978. He was a member of the Association for 44

Lt. Cmdr William M. Rickett, USCG (Retired) crossed the bar on May 21, 2015. He is survived by his
son, Mr. William M Rickett. Lt. Cmdr. Rickett was born on Mar. 15, 1924 and retired on Dec. 1, 1972.

CWO (F&S) Elbert Ricks, USCG (Retired) crossed the bar on Jun. 5. 2015. CWO4 Ricks was born on
Mar. 8, 1947 and retired on Sep. 1, 1994. He was a member of the Association for 34 years.
Lt. Cmdr. James H. Thomson, USCG (Retired) crossed the bar on Jun. 6, 2015. He is survived by his
widow, Mrs. Patricia A. Thomson. Lt. Cmdr. Thomson was born on May 16, 1933 and retired on Nov.
8, 1984. He was a member of the Association for 43 years.
CWO (ENG) Byron F. Baty, USCG (Retired crossed the bar on Jun. 8. 2015. CWO3 Baty was born on
Oct. 3, 1940 and retired on Aug. 1, 1983. He was a member of the Association for 34 years.
CWO (F&S) Richard A. Krueger, USCG (Retired) crossed the bar on Jun 10, 2015. He is survived by
his children, Richard, John, Alicia, and Valerie. CWO4 Krueger was born on Oct 12, 1927 and retired
on Jun 1, 1972. He was a member of the Association for 59 years.
CWO (CHSPCK) George C. Werth, USCG (Retired) cross the bar on Jul. 14, 2015. He is survived by
Mr. Thomas Walsh and Mr. George Werth, Jr. CWO4 Werth was born on Mar. 3, 1922 and retired on
Aug 1, 1966. He was a member of the Association for 63 years.

The Military Coalition
The Chief Warrant and Warrant Officers Association is
an integral member of The Military Coalition (TMC), a
body that represents the interests of the entire
uniformed services community, including members'
families and survivors, and responding to assaults upon
the compensation and benefits earned by members of
that community through years of dedicated service.
TMC is comprised of 31 organizations representing
more than 5.5 million members of the uniformed
services, active, reserve, retired, survivors, veterans and
their families.
To be a member of the TMC the CWOA pays a yearly
dues and has to be a member of one of eight
committees. We are part of the Personnel
Compensation and Commissaries Comittee and attend
monthly meetings to discuss matters affecting military
personnel and their dependents. The latest meeting on
June 25 discussed the recommendations on the various
differences between the House and Senate FY 2016
National Defense Authorization bills. Several of the
differences merit special attention.

Death Gratuity
Distinguished Member
Admiral Zukunft presents CWO James Pulse (Ret.)
with his distinguished membership certificate on
April 18, 2015. The CWOA Executive Committee
voted to award this designation to CWO Pulse for his
long standing dedication and accomplishment to the
CWOA."
As a member of the CWOA in good standing, your beneficiary is entitled to receive a Death Gratuity payment
between $50 and $500 depending on your length of membership. During the April 2015 Annual Meeting, the
Executive Committee voted to establish a Death Gratuity Fund instead of paying benefits out of the General Assets
Fund. The Permanent Finance Committee met on June 23and transferred $28,000 from the general fund to the new
Death Gratuity Fund.
Proficiency Award
On behalf of the Coast Guard Chief Warrant Officer’s Association, CWO3
Craig Kerby presented Cadet 1/c Nathaniel Cajigas with and engraved watch
for Excellence in Mechanical Engineering during the Individual Proficiency
Awards Ceremony May 19, 2015 in New London, Conn. Fifty-three members
of the Coast Guard Academy Class of 2015 were presented with awards from

Armed Forces Pond Cleanup
Members of the D.C. and Steven Shields Chapter of the
CWOA participated in the cleanup of the Armed Forces
Retirement Home in Washington, DC. May 13. A total of
69 volunteers participated, including the local Officer’s
Association, Chiefs Mess, Enlisted Association, and
dependents.
Some of the many items that were accomplished include:
general clean up, mowing and lawn maintenance,
repainting the shed, re-staining the benches, rails, and
Day With The A’s
On May 13, 2015, the Golden Gate Chapter, in
cooperation with the Oakland Athletic Baseball team, held
its annual “Coast Guard Day with the A’s.” Prior to the
game, where the Boston Red
Sox battled with the A’s, a
tailgating party and BBQ was
held where the Golden Gate
Chapter cooked hamburgers
and hot dogs for over 450
active, reserve, retirees, and
civilian employees and their
dependents. Prior to the start
of the game, the Coast Guard’s
own Anthony Smith, a civilian
within the Legal Services
Command in Alameda, sang
safety post, filling pot holes in the lawn, removing
destructive ivy plants from trees, installing 36 more safety
post, and painting a great portion of the fence.
They even pulled leaves out of the pond, fixed lights in the
pond, replaced a shed door, and built some steps from one
of the bridges to make it more accessible. It was a lot of
work but it made the pond a more accessible and
enjoyable area for residents.
