Qualifications Framework for the
Logistics Industry
What is Qualifications Framework (QF)?
QF is a 7-level hierarchy of different qualifications awarded through an
associated quality assurance mechanism. The hierarchy starts from the lowest
Level 1 to the highest Level 7, against which all quality assured qualifications
can be benchmarked according to a set of Generic Level Descriptors.
The Logistics Industry has been taking part in implementing QF initiated by
the Education Bureau for the academic, vocational and continuing education
sectors, its primary objective is to promote lifelong learning through
quality education and training, thereby enhancing the overall quality and
competitiveness of the local workforce.
Why is QF needed in the Logistics Industry?
Logistics Industry is one of the four pillar industries in Hong Kong. Currently the
Logistics Industry is facing fierce competition from neighbouring regions and
challenges from the rapid technologisation of the industry. The QF initiative
helps the development of the Logistics Industry. This initiative is hence strongly
supported by the employers, employees, trade associations and professional
bodies.
Progress of QF Implementation in the Logistics Industry
The Education Bureau has assisted the Logistics Industry, among 11 other
industries, to set up its Industry Training Advisory Committee (ITAC) to take
forward the QF initiative forward. Since its establishment in May 2006,
the Logistics ITAC has been tasked with drawing up its Specifications of
Competency Standards (SCS) in respect of the “Shipping” and “Air Freight &
Express” branches of the industry, whilst the SCS of three other branches viz.
“Local Transport & Distribution”, “Terminals & Warehouses” and “Supporting
& Ancillary Services” will be drawn up at a later stage. The SCS will form very
good reference materials for curriculum design by various educational and
training providers, and for human resources development of employers.
To ensure that the final SCS is reflective of the competency requirements
and performance standards required of the industry, the draft must go
through intensive consultation among stakeholders in order to gain industrywide acceptance and recognition. In this connection, a series of industrywide consultation activities will be conducted during a 6-month period from
February to end July 2009.

SCS consultation sessions
The first consultation session on the SCS for the Logistics industry was successfully
held on 11 March. It was organised by the Logistics ITAC and the objectives of the
consultation session were to introduce the implementation of QF in the logistics industry
and the uses of SCS. The consultation session started with the welcoming remarks by Ir
Dr. David Ho, Chairman of the Logistics ITAC. The other speakers included Mr. Albert
Lo, Convener of the SCS Drafting Subcommittee, Mr. Chan Kam Wing, Convener of the
SCS Drafting Working Group on Shipping, representatives from the Education Bureau
and professional writers.

Tasks Ahead
Thanks to the unstinting support of the ITAC members and related
stakeholders, QF development in the Logistics Industry has progressed
well as planned. Looking ahead, the Logistics ITAC will undertake the
following tasks (in coming two years): (a) to identify the training needs
of the industry and to promote the adoption of the SCSs for training
and HR purposes; (b) to encourage the design and launch of SCS-based
courses at different QF levels, and to encourage training providers to
provide articulation pathways; (c) to formulate the appropriate RPL
mechanism for the industry; (d) to prepare for the drafting of the
competency standards of the remaining three branches. The Logistics
ITAC appeals to the members of the industry to render support and
assistance to the above-mentioned tasks.

CILTHK President Award
Since the establishment of the Institute in Hong Kong in 1968, the development of CIT/CILT has been relying on the support and relentless
commitment of members. To recognise the outstanding contributions of individual members to the Institute, the Council has approved
the launching of a “President Award” for those members. The Standing Committee will propose a maximum of 2 nominations for awards
for Council’s approval each year. The Award will be presented at the AGM in September. Call for nominations will be publicised through
email, and posted on the CILTHK website in May.

Over 250 participants enrolled for this year’s 2-day course on arbitration which was jointly organised with City University of Hong Kong,
Hong Kong Association of Risk Management and Safety and Hong Kong Institution of Engineers. The activity was held at City University
of Hong Kong on 10th and 11th January 2009. The Institute thanked all speakers - Prof. Philip Yang, Ms. Teresa Cheng, Mr. Albert Leung
and especially Ms. Rosita Lau who joined us for the first time.
Subsequent to the similar seminars in past few years, audiences were introduced with more in-depth knowledge relating to arbitration in
the area of Expert Evidence, collection and maintenance of evidence and also, the procedures of hearing.
Seminar: Hong Kong in Transition to a
Global Supply Chain Management Centre,
19th January 2009
This is an introduction to the completed study by HKU on the Hong Kong transport
and logistics sponsored by the Research Grant Council and Central Policy Unit of HKSAR
Government. Dr. James Wang, Associate Professor at Department of Geography, HKU shared
with the audience their recommendations to the Government, and the results of research
that confirmed Hong Kong has been going through a transitional period from a regional
load centre to a global supply chain management centre.

Joint seminar: A Legal
Strategy for Shipping
Containers, 22nd January
2009
The seminar was co-organised with the Faculty of Law, HKU.
Their visiting lecturer Dr. Pierre-Jean Bordahandy, Senior Lecturer
at School of Law of the University of South Australia, was invited
to present the “new rules” (in legal aspects) especially designed
for containers. Dr. Bordahandy pointed out that was no unique
legal definition or conceptualisation of containers in the current
regulatory framework. In the presentation, he took the example
of the container demurrage issue which gave rise to a lot of legal
problems, and for which his recommendation for a solution was
provided.

– Mergers and Acquisitions,
23rd February 2009
Mr. Paul Chau, Principal Head of M&A Advisory of KPMG, who
is specialised in M&A and financial advisory services, was invited
to give an overview of the M&A process and generic valuation
methodologies. In the presentation, audiences were offered a
review of the M&A Market in China in 2008, and an explanation
of the typical process, pricing, major structuring issues and
associated risks. In conclusion, Mr. Chau supplemented his
presentation with a real case – Toll’s acquisition of BALtrans.

Joint Seminar: The Clean Development Mechanism (CDM) and
Greenhouse Gas Reductions of Station Precinct/Transit-oriented
Developments, 25th February 2009

The Clean Development Mechanism (CDM) is an arrangement
under the Kyoto Protocol allowing industrialised countries
with a greenhouse gas reduction commitment to invest in
projects that reduce emissions in developing countries as an
alternative to more expensive emission reductions in their
own countries. It is no doubt the urban transport sector
contributes to greenhouse gas emissions and is a prime target
for climate change mitigation strategies. Prof. John Black,
an international recognised academic for his research in the
planning and quantitative analysis of land use, transport and
the environment, shared the research studies of Delhi MRT and
its potential application to planned Jakarta MRT. The lecture
was jointly organised with the Centre of Urban Studies and
Urban Planning and Institute of Transport Studies, HKU.

In supporting the operation of the Hong Kong International Airport on the Lantau Island, a mass transport network and infrastructures
comprising roads, bridges, rail were built. The Tsing Ma Control Area (TMCA) covers 17 kilometres (10.5 miles) of main road network
serving the new airport, extending from the Mei Foo Interchange on the Tsing Kwai Highway to the Sunny Bay Interchange on the North
Lantau Highway, and taking in the Tsing Ma Bridge, the Kap Shui Mun Bridge, the Rambler Channel Bridge, the Cheung Tsing Tunnel
on Tsing Yi Island and the Ting Kau Bridge. A visit jointly held for members of CILTHK and HKIE-MC was organised on 7th March to the
Transport Infrastructure Management Limited, the operator for the Management, Operation and Maintenance Contract (MOM) for the
Tsing Ma Control Area, for a better understanding on traffic management.

Kong and the Pearl River Delta region.

Transportation Industry, 31st March 2009

It is no doubt that the advancement of technology greatly contributed to
the operation efficiency, and the recent development in Business Intelligence
applications makes it easier in generating the necessary analysis to facilitating
the business strategy and planning determination. Mr. Ken Lo and Miss
Emily Lee of Acise Technology Limited gave an in-depth introduction of the
BI technology and explained how the BI application works by demonstrating
one of the BI applications in the market – QlikView.

What is Continuing Professional Development (CPD)?
From the Chair of Education and Training Committee – Mr. Tony Tan
CPD is defined as “the systematic maintenance, improvement and broadening of knowledge, skills and competence throughout a
professional’s working life.” It has always been considered to be good professional practice. The change is in its perceived importance in
the current business environment.
As a professional and a member of the CILT, you need to make a commitment to ensure that the knowledge and skills you gained when
qualifying for membership are systematically maintained at a suitable level. It is strongly recommended that you take a positive approach
to your personal and professional development. Members are required to maintain sufficient records and documentary evidence to
support their attendance or completion of CPD activities for a minimum of two years, and to provide such records and documentary
evidence when they are selected for a random audit to be conducted by the Institute.
CPD audit shall be carried out in May 2009. When selected for audit, you will receive a letter and accompanying information about
the documentation required, explanatory notes about the audit and CPD requirements – a minimum of 200 CPD points for the last two
years starting from 1st January 2007. You will be told the timeframe for responding, and given advice about what you should do if you
shall encounter difficulty in complying with the audit requirements and/or the timeframe.
Details of the CPD can be found in the Membership Handbook. The Guidance Notes of the CPD Audit Programme and the CPD Record
Sheet are all available for download from the Institute’s web site (www.cilt.org.hk/ Download Area). The Guidance Notes contain details
of the past activities and particulars of CPD points offered.
CPD is essential to maintaining up-to-date technical skills and knowledge of processes, technology and legislation. The CPD audit will be
commenced shortly, please have your records ready! Your support for developing the culture of continuing professional development is

The Champion of the CILTHK Student Day 2009 went to The Hong
Kong University of Science & Technology, and their presentation
topic was ‘Cooperation rather than Competition among ports in
the Pearl River Delta region to establishing the world-class logistics
hub’. Using the SWOT analysis, the students’ analysis on the
strength and weakness of each port and the ways of cooperation
were recognised by the Judging Panel for the championship. The
First Runner-up went to Hong Kong Shue Yan University, The Hong
Kong Polytechnic University was awarded the Second Runner-up.

Site visit to South-China International Logistics Centre
on 27th February 2009
YMC was very much honoured to have the opportunity to visit
the South-China International Logistics Centre (SILC) at Shenzhen
on 27th February. SILC was established in 2007. It is located
in Lunghua, central part of Shenzhen, and is well-linked to the
boundary checkpoints of Hong Kong and the freeway from
industrial hinterland. It is one of the 6 logistics parks under
Shenzhen Municipal Government’s 11th Five-year Outline Plan.
SILC is positioned as “Inland Logistics Port” with its geographical
advantage on competition. It is also the first operator of “Green
Lane” to simplify the process of cargo movement.

SILC provides different kinds of supporting services including
Green Lane Express, empty container depot, cargo interchange and
bonded warehouse etc. Members received a presentation of SILC’s
company profile, and visited the control centre. Finally they joined
a coach tour to observe the operation of container depot and
warehouse. Our members enjoyed this comprehensive visit and
had a pleasant afternoon. Thanks for the arrangement of SILC and
the support of our members.

CILTHK Young Achiever
Award
The competition will be opened for entry soon. Two categories
of awards will be presented to Enterprise and SME (with staff
less than 100 staff) respectively in recognising their outstanding
achievements in the industry. New rules have also been set that
submission and presentation can be made in either Chinese or
English. Further announcements on the related arrangement will
be posted by email and on the Institute website later.
The CILTHK Council is pleased to announce the launch of CILTHK
Young Achiever Award. Its principal initiative is to provide
encouragement and recognition for the younger members with
outstanding performance. The winner of CILTHK award shall be
considered for nomination to compete for the CILT International
Young Achiever Award in the subsequent year. Details of the
application will be publicised through email and posted on the
CILTHK website later.

Mr. John Chiu-yin HUI, BBS, FCILT
A professional public transport operator who is keen to reduce hazards at sea.
Mr. Hui was appointed Director and General Manager of a local ferry service company and a cross boundary
ferry company in January 2000. His first task was the introduction of frequent and regular ferry schedules
to meet the demand of his passengers within the financial capabilities of his companies. His next move
was the introduction of disciplinary actions and reward schemes to strengthen the awareness of his staff on
safe operation of his fleet. The significant drop in the number of accidents at sea resulting in injuries to his
passengers had reflected the success of his actions.
Mr. Hui was keen in strengthening the training to his operational staff. In addition to sending them to
a wide variety of training courses both locally and overseas, he introduced high standard of operational
exercises to raise the awareness of his crew members on safety and environmental protection matters. His effort was fully supported by the
various government and law enforcement agencies, which took part and steered the many joint exercises conducted in Hong Kong waters.
Mr. Hui retired in January 2009 but has continued to conduct talks and presentations on management, safety and environmental protection
issues to various training institutions.

Visit of Malaysian Delegation
A group of 18 academics from the Malaysia Institute of Transport
(MITRANS) and Universiti Teknologi Mara Malaysia led by
Prof. Sabariah Mohamad had made a study tour to Hong Kong
during 25th-27th March 2009. MITRANS has been appointed
by the Malaysia Logistics Council to be its center of excellence
to facilitate policy research and human capital development.
Coordination of the below meetings and visits were offered
and we, on behalf of the delegates, would like to thank again
the Transport Department and all receiving companies for the
arrangement and sharing of information.
