Pakhtunkhwa (KPK) on March 17,
2016. The meeting was attended by
NESPAK Managing Director Amjad A.
Khan and other senior officials.

NESPAK had been providing services
for 275 ongoing projects including the
Lahore Orange Line Metro Train
Project and it has set up a special
Project Management Unit for the
metro train project in Pakistan. In the

MD NESPAK INSPECTS
OMT PROJECT
Mr. Amjad A. Khan, Managing Director
NESPAK, inspected various sections of the
Orange Line Metro Train (OMT) Project on
March 12, 2016. He was given detailed
briefings by the incharges of various
portions of this important project regarding
the quality and speed of construction over
the entire length of 27km route. Safety and
health measures being adopted during the
execution of this project were discussed in
detail. Although prescribed health and
safety measures are already being
applied, yet more improvement is required
which the MD pointed out and reminded
the concerned staff that it is a continuous
process on such a mega project.
The MD reiterated that no one from the
staff, both from the contractor and
consultant, will be allowed to work on the
project site without adopting necessary
safety measures. He stressed upon the
need for further strengthening protection
sheets and barriers along the project
route. He said incharges must enforce
safety regulations and be prepared to halt
unsafe actions; and workers need to wear
safety equipment and report unsafe
conditions to their seniors. Recognising
safety hazards
is the most important element in
preventing accidents, he stressed.
During his surprise visit, the MD instructed
the relevant staff of NESPAK to be more
vigilant in performing construction
supervision during night and rainy season.

NATIONAL FLOOD PROTECTION PLAN-IV
The Ministry of Water and Power,
Government of Pakistan through Project
Management & Policy Implementation Unit
(PMPIU) in collaboration with FFC under
WCAP programme engaged NESPAK in
association with Deltares of The
Netherlands for Development of National
Flood Protection Plan-IV (NFPP-IV) and
related studies to enhance the Capacity
Building of Federal Flood Commission.
The overall objective of the NFPP-IV is to
improve country-wide comprehensive
flood management planning,
implementation and monitoring to achieve
flood management goals through the
development of NFPP-IV for the next 10
years and establish reliable information
system and database to store and retrieve
required information.
NESPAK has completed the NFPP-IV and
submitted draft final report to the client/all
stakeholders in February 2015. The
Secretary Ministry of Water and Power,
Government of Pakistan approved the
NFPP-IV in April, 2015. After that NFPP-IV
was presented at a meeting of the Council
of Common Interests (CCI) chaired by
Prime Minister of Pakistan and attended by
Chief Ministers of all the provinces on
March 25, 2016. At present the NFPP-IV is
under discussion by a committee
constituted by CCI for finalisation.

RELOCATION OF WASA
SERVICES
NESPAK is providing construction
supervision services for the relocation of
water supply, sewer lines as well as drains
to clear the route for the Orange Line
Metro Train Project from Dera Gujran to Ali
Town. Under the project, about 37km highdensity polyethylene (HDPE) water supply
line (250mm to 800mm dia.), 9 km RCC
sewer line (450mm to 1350mm dia.) and
one km long RCC drain (1.25x1.25m) shall
be relocated. The project also includes the
up-gradation of three disposal stations.
The cost of the project is Rs. 1,800 million
and almost 55 percent physical progress
has been achieved so far. The relocation
work is expected to be completed by
September 2016.
WASA MULTAN HIRES NESPAK
Water and Sanitation Agency (WASA),
Multan has hired NESPAK to provide
consultancy services for master planning
of water supply, sewerage, and drainage
system in Multan City. In order to map
existing underground utilities, NESPAK has
procured state-of-the-art Ground
Penetrating Radar (GPR) equipment from
M/s UTSI Electronic, UK. With this

NESPAK Team Visits UK for Punjab Police Integrated Command and Control Project

Kingdom to help the Government of
Punjab in setting up the project “Punjab
Police Integrated Command and Control
(PPIC3)” established under Punjab Safe
Cities Authority (PSCA) in order to control
terrorism and criminal activities in major
cities of the Punjab. PPIC3 was initiated
with approximate project cost of Rs. 15
billion for which NESPAK scope of
services incorporates NESPAK as Special
Purpose Vehicle and to arrange a suitable
Technical Consultant.

Wilayat Al-Mussanah
NESPAK and Partners, LLC are
providing consultancy services to the
Ministry of Regional Municipalities
and Water Resources (MRM&WR),
Sultanate of Oman for a sewerage
treatment plant in Wilayat AlMussanah.
The project comprises a sewerage
network (67,970 m), a force main
(8,000 m), house connections (2,000
nos.), a sewage pump station and a
sewage treatment plant (4,000
m3/day capacity) with an extended
aeration activated sludge process.
The components of the sewage
treatment plant include
primary treatment,
secondary/biological
treatment and tertiary
treatment systems,
utilities, services,
buildings and roads.
The quality of effluent
shall comply with Oman
National Standards and
this shall be used for
the irrigation of green
belts and green
roundabouts.
NESPAK's scope of
work comprises design of the
sewerage network, lift and pump
stations, complete management and
supervision of construction, installation
and commissioning activities. It also
includes the approval of process and
structural design of the sewage
treatment plant, approval of civil
construction and electro-mechanical
installation drawings, recommendations
for approval of all material submittals,
verification of payment certificates,
preparation of minutes of meetings and
submission of daily and monthly
progress reports. So far, the overall
progress of the project is 60 percent.

Business School. After the visit, M/s ARUP
was selected as Foreign Consultant for the
project. The work on this project is in
pipeline and vigorously being persuaded.
WASTE TREATMENT FACILITY AT DUQM

The Special Economic Zone Authority at Duqm
(SEZAD) has engaged NESPAK for the construction
supervision of a waste treatment storage and
disposal facility at Duqm, Sultanate of Oman.
The Ministry of Regional Municipalities and Water
Resources handles waste management services.
Household waste is collected from settlements in
specialised containers installed in various towns
from where trucks collect this daily waste and
transfer it to dump sites where it is not covered and
has no protection layer under it. Such practice
imposes serious environmental and health hazards
and needs immediate and urgent remedial action. In
the master plan for developing a free trade zone and
industrial area at Duqm, an area was identified for
the construction of an engineered sanitary landfill for
non-hazardous solid waste.
The scope of work includes construction of
municipal and industrial waste landfills, buildings,
wheels wash area and a weigh bridge. NESPAK has
been providing services for the project since
December 21, 2015 and expected completion date
of the project is August 2016.

NESPAK Wins Jalalpur Irrigation Project
The Water Resources Division of NESPAK
has been awarded detailed design of
ADB-funded Jalalpur Irrigation Project
through an international competitive
bidding. NESPAK had rendered
consultancy services to ADB for technical
assistance in preparing feasibility study for
the project. The scope of services
includes detailed design of irrigation and
drainage network, updating LAPR and EIA
studies, preparation of tender documents,
PC-I and construction drawings. The
duration of cost plus consultancy
agreement is 18 months.

Internal Quality Audits (IQAs) were initiated in
Lahore, Karachi, Islamabad and Peshawar
Offices for the year 2016. IQAs were carried
out by the Monitoring & Quality Control
Division on design and construction
management related activities in various
divisions to ensure compliance with the
Quality Management System (QMS).

period. Audit reports were generated based
on audit findings and the reports were closed
after ensuring implementation of
recommended corrective actions.
FLYOVER AT CREEK AVENUE, DHA, KARACHI
NESPAK has been awarded detailed
design and construction supervision of
a four-lane flyover by Defence
Housing Authority (DHA) Karachi. The
flyover is being constructed at the
intersection of Creek Avenue on the
Korangi Road after the intervention of
the Supreme Court of Pakistan that
instructed DHA to construct this facility
to provide relief to commuters.
The flyover, once constructed, is
expected to alleviate traffic congestion
within DHA and provide its residents
and visitors with an alternate route.
The construction of the proposed
flyover is also expected to speed up
the development of Phase-VIII.
Detail design of the project is in
progress while construction is
expected to commence by June this
year and will be completed by
January 2017. Mrs. Tayyaba Majid
Khan, Senior Engineer Karachi office,
is leading the design team of the
project.
External Surveillance Audit was conducted by
the Lead Auditor/Technical Expert of TUV
Austria Bureau of Inspection & Certification in
December 2015. The QMS was found
compliant with the requirements of ISO
9001:2008 Standard, no corrective action
requests (CARS) were raised by the Auditors
of TUV Austria. NESPAK has been
recommended for continued certification.
The Quality Management System is
functioning smoothly at all locations where
IQAs have been carried out. After Audits in
some more Divisions at NESPAK Lahore,
Karachi, Peshawar & Islamabad Offices, the
system will be ready for next external
surveillance audit to be conducted by TUV
Austria scheduled for June 2016.

Handicap 10-18 in the ZIC Pakistan Day

lectures at Government Engineering
Academy (GEA) on October 26 & 29, 2015
as a guest speaker to a batch of XENs
from various government departments
waiting to be promoted to SEs. These
lectures were a part of “25th In-Service
Training Course for Senior Engineers.”
He delivered lectures on “Safe
Geotechnical Design Requirements for
Foundations in Earthquake Prone Areas of
Pakistan”, “Earthquake (Brief
Background)” and “Landslide Mitigation
Measures (A case study of Jhika Gali)”.
Mr. Sohail elaborated various practical
design and construction requirements of
small structures, buildings, bridges,
flyovers and hydraulic structures in
earthquake affected areas, where safety of
the structures has to be ensured on
difficult ground conditions. Various case
histories were also narrated during the
deliberation.

on “Use of Transport Models for Mass
Transit Studies” at the Mid- Term
Symposium on “Means of TransportationPresent and Future” in 73rd Annual
Session of Pakistan Engineering Congress
held on December 27, 2015. The paper
emphasised the use of traffic model
software for Transport Planning and Mass
Transit Studies. As a case study Mass
Transit Studies carried out for Lahore,
Karachi and Rawalpindi/Islamabad were
analysed. In the paper following
recommendation were made:
Ÿ Comprehensive Transport Models shall
be built for all big cities
Ÿ Legally bound Transport Master Plans
based on Traffic Model results shall be
implemented
Ÿ Traffic Models shall be validated and
updated each year

Conference 2015 organised by Pakistan
Engineering Council, Pakistan Academy of
Sciences Journal and University of
Management and Technology, Lahore.
Road safety parameters were developed
and low motorised countries were
compared empirically with high motorised
countries.
BUS RAPID TRANSIT
ORANGE LINE,
KARACHI
NESPAK Karachi Office is performing
detailed design and construction
supervision of Bus Rapid Transit (BRT)
Orange Line, Karachi, a 3.7km long route
connecting densely populated areas of
Orangi with Nazimabad at Board Office.
The BRT Orange Line will connect the BRT
Green Line, which is currently under
construction and being funded by the
Federal Government. The construction of
BRT Orange Line is scheduled to start in
May and expected to complete by
December 2016.
The BRT Orange Line
will serve
approximately 45,000
passengers daily,
thereby alleviating
traffic congestion and
improving the quality of
commuting. Mr. Faisal
