Trails: I have asked John Baumgartner and Chien Wei to follow up on the information shared at Tuesday
night’s Council meeting regarding trail design and construction pricing. The attached memo recaps our
steps to this point and attempts to better explain the costs cited. We plan to return with additional
information next week.
Work session for May 28 Council meeting: Because of the upcoming Memorial Day observance and
associated three-day weekend, no Council work session is scheduled for May 27. After discussing the
issue with Mayor Paulissen, we would like to suggest a 5 p.m. work session prior to the 6 p.m. May 28
regular Council meeting. The City Secretary’s office is to follow up with you next week to determine your
availability.
Governance Policy and Rules of Procedure update: Following up on Council’s direction to review the
Council’s Governance Policy and Rules of Procedure, the committee charged with this work is to hold its
first meeting Monday evening at 6:30 p.m. in the Johnnie Arolfo Civic Center.
Joint meeting of Council and 4B Corporation: At the suggestion of members of Council, I spoke
yesterday with Laddie Howard, who chairs the City’s 4B Corporation board. We are working to set up a
joint meeting of the 4B Corporation and City Council at the 4B board’s next regular meeting, which is set
for June 3 at 6:30 p.m. at the Johnnie Arolfo Civic Center.
Relay for Life: The annual Relay for Life event to raise funds and awareness for the American Cancer
Society has been reset for May 31-June 1. Because of the flexibility afforded in the variance extension
passed by Council Tuesday night, event organizers are still determining whether they want to hold the
rescheduled event at the Chester L. Davis Sportsplex or at Eastern Regional Park. Thanks to the
leadership of Leanna de la Houssaye (Finance) and Isela Castillo (Human Resources), the City will have a
team (dubbed the City Slickers) in this year’s event. If you would like to contribute or join the City
Slickers at the Relay for Life event, please contact David Benson or Kristi Wyatt (or Leanna or Isela).
League City makes the list of top Texas cities for young families: Great schools, an affordable cost of
living and growth makes League City one of the best cities in Texas for young families, according to
NerdWallet.com, a blog and website that helps consumers make decisions about personal finances. The
site ranked League City fourth in its list of top Texas cities for young families. The Woodlands, Allen,
Flower Mound and Pearland round out the top five. For a complete list log onto

Communications Director Kristi Wyatt this afternoon for a story that we expect to run this evening or
over the weekend.
Memorial Day ceremony: League City and American Legion Post 554 are teaming up to host a Memorial
Day ceremony at Fairview Cemetery (also the beneficiary of a fundraising event this Sunday from noon
to 4 p.m. at the Butler Longhorn Museum). The Memorial Day ceremony is to be held Monday, May 27
at 10 a.m.
Texas Comptroller of Public Accounts Leadership Circle Award: The City of League City has been
recognized for the fourth consecutive year as a member of the Gold Circle in the Texas Comptroller’s
Leadership Circle program, which “highlights those entities that are setting the bar with their
transparency efforts.” The program to recognize excellence in local government financial transparency
began in 2009, and League City has been awarded the Gold Circle (the highest recognition possible)
every year. The program spotlights those local governments that are opening their books to the public,
providing clear, consistent pictures of spending, and are sharing information in a user-friendly format
that lets taxpayers easily drill down for more information.
Legislative update: As of this morning, House bills 1148, 1149 and 1496 (all opposed in Council
resolutions passed last month) remained pending in committee, according to the Texas Legislature
website.
Ike Dike resolution: Mayor Paulissen has informed us that he intends to place a resolution on an
upcoming agenda to allow Council to take a position on the proposed Ike Dike, a structure intended to
mitigate the impacts of hurricane storm surges on the Texas Gulf Coast. We are working with the Bay
Area Houston Economic Partnership to arrange a presentation to Council at a June work session. For

City auction in progress online: The City Of League City is holding an online auction for surplus items on
renebates.com. The City is auctioning 44 items including: a box truck, pickup truck, three cars,
computers, books, office furniture, electronics, tools and vehicle accessories. Bidding closes at various
times on Monday. To place a bid, visit http://www.renebates.com/cgi-bin/mndetails.cgi?bates55.
Board and committee membership list: In response to a request from CM Thiess, we have updated the
membership roster for City boards and committees to include Council actions taken after the regular
round of December appointments. The list is attached; please note that in the limited cases where an
individual’s term has expired, the City Attorney has opined that the individual remains in the role until a
replacement has been named.
League City Uncorked financial report: Attached is a copy of the League City Uncorked financial report
provided by Gulf Coast Public Affairs. It includes $29,000 in City payments to our contractor; $25,000 is
in accordance with our contract. The other $4,000 represents hotel occupancy tax funds used to
purchase tickets offered as part of a discounted online ticket package that also included admission to
the Southwest International In-Water Boat Show. All packages were sold.
Ghirardi oak update: Arborist Heather McKnight and Recreation Superintendent Rusty Bolen visited the
tree Thursday afternoon and reported that the tree has a healthy overall appearance and seems in good
condition, with recent rains removing any need for irrigation (the rains did not, however, leave any
standing water in the tree’s vicinity). We are awaiting results on a routine analysis of soil and foliage and
will advise when results are available.
Speed hump policy: In response to a request from CM Mann, the Council-approved policy for speed
humps is attached with supporting information.
New housing starts update: New housing permits total 410 for the first four months of 2013 with
activity spread throughout the city. The four-month total is 91.6 percent ahead of our pace of 214
permits for the same period in 2012, a year that generated a total of 695 new home permits. Activity for
this year so far has been highest in Tuscan Lakes (62), Westover Park (54), Mar Bella (49), Bay Colony
(46) and Sedona (40) subdivisions. Please see the chart below for details.

ANIMAL SHELTER ADVISORY COMMITTEE
Section 823 of the Texas Health and Safety Code Advisory Committee must meet at least 3 times yearly. The advisory
Committee must be composed of at least one licensed veterinarian, one city official, one person whose duties include the
daily operation of an animal shelter and one representative from an animal welfare organization.
On July 26, 2011, Ordinance No. 2011-39 was passed expanding the membership of the board by adding three at-large
members. One at-large member will serve an initial term of two year (ending December 31, 2013) and two at-large
members will serve an initial term of three years (ending December 31, 2014), determined after appointment by lottery.
Thereafter, all members will serve 2-year terms. Section 18-103 of the ordinance states that the board shall hold meetings
regularly at least once a month.

** CLEAR CREEK WATERSHED STEERING COMMITTEE

On June 1, 1990 the City entered into an interlocal agreement to participate in the stewardship of the Clear Creek
Watershed. Article 3 entitled “Administrative Structure” in that agreement provided for the appointment of a
representative and a designated alternate from each governing body to the Steering Committee. Resolution No. 97-07
with Exhibit “A” H.B. No. 3179 enacted by the Legislature of the State of Texas Section 4(m) also provides for the
appointment of one member from each governing body.
The Steering Committee currently meets on the second Tuesday of each month (11:00am-12:30pm) at the Galveston
County Consolidated Drainage District Office at 1305 Parkwood Drive in Friendswood Texas.

** DICKINSON BAYOU WATERSHED STEERING COMMITTEE

On April 14, 1994 Ordinance No. 94.31 provided for entering into an interlocal agreement with governmental entities
whose political boundaries included the area within the Dickinson Bayou Watershed. The agreement provided for the
creation of a Watershed Steering Committee and a Technical Advisory Committee. Both committees became dormant as
the primary agreement objective, a Dickinson bayou Watershed Study for flood hazard remapping, was completed.
On July 26, 2005 Ordinance No. 2005-16 amended No. 94-31 to add other governmental entities whose political
boundaries included area within the Dickinson Bayou Watershed. Article 3, entitled “Administrative Structure” provides
for the Steering Committee to continue. Each party will be entitled to appoint one representative and a designated
alternate to the Steering Committee.

HOTEL OCCUPANCY TAX ADVISORY BOARD (2 year terms)
