MONTHLY MEETING OF THE WESTLAKE CIA JANUARY 19, 2016 The monthly meeting of the Westlake CIA will be held on Tuesday, January 19, 2016, at 7 PM at the Civic Center located at the corner of Franz Road and Creek Meadow in Westlake Forest. The executive session will be held on Monday, January 18, 2016, at the Civic Center. If you have an issue you would like to discuss privately with the board, call Annette Baldwin to schedule a private meeting on January 18th with the Board. WCIA DUES FOR 2016 ANNOUNCED BY BOARD At the September meeting, a budget was approved for 2016 operations of both Westlake Forest and Westlake. A copy of that budget can be found on line at www.westlakecia.org. The dues will be reduced to $475 for the year 2016. You must pay your 2016 dues in full prior to January 31, 2016 to avoid late fees. Past due letters will be sent to all past due accounts in February 2016 and any accounts with a balance exceeding the 2016 dues ($475) will be forwarded to our Attorney’s office for pursuit through the legal system in March 2016. If you have not set up a payment plan with the Board by February 1, 2016 and you would like a payment plan for your past due balance, please contact PCMI at 281-870-0585 and request the Accounts Receivable department for Westlake CIA. You will be sent a contract for payment. By state law, homeowners who default on contracts will be sent immediately to the attorney for collection and these accounts will not be allowed another payment plan for two years. We urge you to set up a payment plan in January 2016, to avoid additional late charges if you are unable to pay your dues in full. We were very pleased with the enthusiasm of the many people who attended this meeting. Sally Seraj, President of the Westlake #1 MUD presented information on the water/sewer invoicing. The cost of our trash pick up is invoiced with the sewer bill. A complete explanation of the charges for sewer and water can be found on our website: www.westlakecia. org. The charges include the fees for our Westlake MUD and the fees for the West Harris County Regional Water Authority, which were authorized by the Texas Legislature several sessions ago. Look for more increases in the cost in 2016, as the West Harris County Regional Water Authority has announced graduated increases over the next five years. This was discussed in detail at the annual meeting and plans are underway for a few informative programs in water conservation for our residents. Deputy Carlos Escobar and Deputy Rick Ohnheiser of the Harris County Sheriff’s Office explained the nuisance abatement program and the contract deputy program and answered questions from the audience. January 2016 Westlake Forest CALL SHERIFF’S OFFICE TO REPORT AFTER HOURS & ILLEGAL ACTIVITY ON WESTLAKE’S GREENBELT ROOK’S AC & Heating If your home backs up to the greenbelt, please call the Sheriff’s Office at 9-1-1 if you see or hear suspicious people, underage drinking, graffiti artists or any activity after 10 PM, etc. We have experienced much graffiti in the area near the concrete pad, which once was a basketball court. This graffiti has extended to some homeowner fences and to the sidewalks. It is imperative that you call the Sheriff’s Office, give your address and explain that the greenbelt is behind your home in order to get this activity stopped. The Board is looking at solutions to this problem of recalcitrant teens and young people in their 20’s who have nothing better to do with their time than disobey the law and terrorize the neighbors. All common areas (the greenbelt, the pool area, the parks, the civic center, etc) in both Westlake and Westlake Forest are closed at 10 PM. The parking laws in Texas are strictly enforced in our neighborhoods. Following is a brief checklist for those of you who haven’t recently read the Texas Driver’s License Manual: *DO NOT PARK OR STAND A VEHICLE (whether occupied or not): (Temporarily stopping to comply with signs, signals, etc., is not considered parking or standing.) 1. In front of a public or private driveway 2. Within 15 feet of a fire hydrant. 3. Within 20 feet of a crosswalk at an intersection. 4. Within 30 feet upon the approach to any flashing signal, stop sign, yield sign or other traffic control signal located at the side of a roadway 5. 18 inches or more from the curb 6. Make sure that your family does the same. Civility is necessary in order to live in such densely built subdivisions as we have in the Houston area. Do not leave trash outside that might blow on your neighbor’s lawn or plantings. Pick up after yourself, your family and your guests. Be courteous to avoid confrontations with high stress individuals. If you have a vacant home next door to you, please let our Board of Directors know. The phone numbers for most of the Board are inside the back page of this newsletter. Ultimately it is you, the neighbor, who will suffer the most as this structure erodes into an eyesore. In the past, little has been done by our Board of Directors to correct the eyesores of abandoned houses or zombie mortgage houses in both subdivisions. That has changed. Sadly, in this era of commuting and busy schedules, few of us get to know our neighbors. At one time in our history, neighbors knew when there was a problem and immediately told their neighbors. This effort will offer information as it comes to our attention. Rumors will be checked out by the Sheriff’s Office before the information is shared via email to the residents. That zero tolerance has result in an average of 50 tickets per month issued in the Westlake and Westlake Forest subdivisions. The speed limit in residential areas, by Texas law, is 30 miles per hour. There are cautionary signs regarding slower speeds on curves. There are stop signs, which indicate the vehicle must come to a complete stop. Residents of both subdivisions want to see a slower pace of traffic for the protection of all-especially the children. Westlake has no sidewalks and the children who walk on the street are in great peril when speeders rip through the neighborhood. For some reason, the people of Harris County seem to be perpetually late. A suggestion for each of us is to leave five minutes early in order to avoid the impulse to speed. Develop patience; we do not want a fatality auto-pedestrian accident in our neighborhood or any serious accident caused by thoughtless speed. Be mindful of where you are driving. ALARM PERMITS Alarm permits in Harris County (not within the city limits, that’s us, folks), are obtained through the Harris County Alarm Detail. A permit application can be found at www.hcso.hct.net. The application can be printed from the website, then completed and mailed to their office with the applicable fee. Should you have any questions or need a form, contact the Alarm Detail at 713-755-4600 during normal business hours. There is a charge for the initial permit and for each annual renewal. If you are over 65, special rules apply. When installing a new alarm, don’t let your alarm company do this. Many of them automatically process these through HPD and your alarm will never be answered. INGREDIENTS: 1 (8 ounce) package spaghetti, broken into 2-inch pieces 1 egg, beaten 1/4 cup milk 2 cups shredded mozzarella cheese, divided 1/4 teaspoon salt 1/4 teaspoon garlic salt 1 (16 ounce) jar spaghetti sauce 1 teaspoon dried oregano 1/4 teaspoon dried basil 4 ounces pepperoni sausage, sliced DIRECTIONS: Preheat oven to 425 degrees F (220 degrees C). Grease a 9x13-inch baking dish. Bring a large pot of lightly salted water to a boil. Add spaghetti and cook for 8 to 10 minutes or until al dente; drain and rinse with cold water. Combine egg, milk, 1/2 cup of the mozzarella cheese, salt and garlic salt in a large bowl. Stir in cooked spaghetti; mix well. Spread mixture into prepared baking dish. Bake in preheated oven for 15 minutes. Remove from oven and reduce temperature to 350 degrees F (175 degrees C). Spread sauce over spaghetti. Sprinkle with oregano, basil and the remaining 1 1/2 cups mozzarella. Top with pepperoni, return to oven and bake until cheese is bubbly and beginning to brown, about 30 minutes more. Inspect for diseases and insects. Reduce water for poinsettias. • Lawns: Remove thatch aerate, and feed with low nitrogen mixture. • Pests: For petal blight prevention, spray azaleas and camellias as flowers open. Spray for scale with dormant oil solution if temperature will be above 35˚ and below 85˚ for next 48 hours. Always read and heed manufacturer’s directions before spraying. • Propagation: Ivy cuttings root easily this month and next. Root cuttings of shrubs in mixture of loam and coarse sand; keep damp and semi-shaded until rooted. • Prune: Fruit trees in advance of new growth. Prune to groom and shape. Do not remove too much. Remove dead wood from trees and shrubs before spring buds swell, but do not prune spring bloomers. Prune crape myrtles. Prune nandina and others of similar growth habit by cutting unwanted canes out at base of plant. • Roses: Annual pruning about the middle of February, just before the spring buds break. To prevent later appearance of disease in the old beds, keep garden clean of debris and weeds. Complete preparation of new beds for roses. • Transplanting: January is one of the best months to transplant woody plants, both evergreen and deciduous, especially trees. SUPERINTENDENT CELEBRATED STUDENT AND STAFF ACCOMPLISHMENTS In November, Katy ISD Superintendent Alton Frailey spoke to hundreds of Katy community members, dignitaries and staff during his annual State of the District Address. Along with a snapshot of the District’s accomplishments and current enrollment growth, Frailey shared with attendees an update on 2014 bond projects, as well as his vision for the future of the District. During the address, Frailey shared some of the District’s major accomplishments, such as being recognized on the College Board AP Honor Roll for increasing access to AP course work and increasing the percentage of students earning scores of 3 or higher, and being recognized as the 57th largest district in the nation. During the 2014-2015 school year, Katy ISD had more than 60 students named semifinalists in the National Merit Scholarship Program, 85 student athletes that signed letters of intent to 8 e y play sports at colleges and universities across the nation and the Class of 2015 graduates accepted more than $21 million in scholarships. Attendees also enjoyed special guest speakers Chuck Brawner, Mayor Pro Tem of the City of Katy; Lance LaCour, President and CEO of the Katy Area Economic Development Council; Ann Hodge, President and CEO of the Katy Area Chamber of Commerce and Carol Adams, author of ‘Historic Katy, An Illustrated History’ and former City of Katy Councilmember. We will offer several evaluations (skills assessment) days so we can check on their skill level and even out the teams. The first evaluation will be Monday, Tuesday and Thursday Nights, February 22nd, 23rd and 25th, between 5-6:30 PM. The last evaluation will be Saturday, February 27th between 9-11 AM. It only takes a few minutes for us to run them through the drills and then we will contact each player the week before they begin practices. After Monday, February 29th, we cannot guarantee a place on a team. They will practice for one hour a week on a Monday, Tuesday, Thursday or Friday. Practices begin the week of March 21st and the league runs through May 21st. The early cost will be $80 for those registering before February 23rd. After February 23rd, the cost will be $90. Registration will begin January 1st. FORWARD BASKETBALL - HIGH SCHOOL GUYS Be a part of one of our basketball leagues. Practice/Games will be on Monday, Tuesday or Thursday nights. Evaluations to help set the teams will be February 29th, March 1st, 3rd, 7th, 8th & 10th from 6:308:30 PM in our Gym. Practices begin the week of March 21st and the league runs through May 5th.
