Bryant H. Peney

On the night of January 5, 1996, Officer Bryant Peney
and Reserve Officer Raymond Myers were on patrol along
south Federal Hwy. in Fort Lauderdale, Bryant observed
a suspicious male subject attempting to conceal himself
in some bushes. The stopped to investigate and question
the person. Upon making contact with the male subject,
he fled on foot across the six lanes of Federal Hwy. Bryant
pursued the subject calling in on his radio and attempting
to avoided oncoming traffic. As Bryant gained on him,
the subject pulled a .357 revolver for his waist band. The
subject stopped, turned and fired at Bryant who did not
have a chance to react. Although wearing body armor,
the bullet passed through Bryant's arm and then in to a
unprotected area of his chest. Bryant fell to the ground.
Bryant's partner Ray returned fire atthe subject, who again
fled on foot. Bryant was then able to call for help on his
radio. The Subject was captured hours later after an
Intensive manhunt involving some 200 officers.
Bryant was transported to Broward General Hospital where, although severely wounded, he
was able to provide a description of the subject and the weapon used. Bryant was calm and
professional even though he was in great pain. He undenrvent emergency surgery in attempt to
save his life. On January 6, 1996 at 2:54 a.m. Bryant lost his battle and succumbed to his
wounds.
Bryant started his career as a Deerfield Beach Police Officer in 1988. He was then hired by
the Fort Lauderdale Police Department on Oetober 2, 1989 and served the community of Fort
Lauderdale for over 6 years. Bryant served in all three of the patrol districts and in two separate
Special Problems Units. For the last several years Bryant served as a Field Training Officer,
training new officers. Bryant loved being a Fort Lauderdale Police Officer and aspired to become
a K-9 Officer as well as a Marine Officer. Bryant received 10 Departmental Commendations and
10 Commendations from the public. Bryant will be remembered as a great son, brother, friend,
fellow officer, and just a wonderful person. 'To know him is to love him."

A.
ATrials Rules Committee will be established to settle alldisputes that cannot be settled at
the stewards level. All decisions of the Trials Rules Committee are final.
B.
The Trials Rules Committee will be selected in the following manner.

At least four members from the Board of Directors present at theTrials. lf four members
of the Board of Directors are not present, then members from the General Committee
will be selected by the President. However, no one on the Trails Rules Committee
will be from a department that is involved in the dispute.
The President of the Trials Committee will be the Chairman of the Trials Rules
Committee unless his agency is involved in the dispute. In that case, the Vice-President
will be the Chairman of the Trials Rules Committee.

All questions submitted to the Trials Rules Committee shall be discussed and put to a
vote at the direction of the Chairman.
Majority vote rules.
The Committee members from the agency or agencies involved in tbe dispute may
participate in any discussion, but shall not vote on any decision.
In the event of a tie vote, the Committee Chairman shall not cast a second vote to
break the tie, and the dispute, or proposal upon which the tie occurs shall be referred
back to the chief stewart. His decision is final.

Competition shall be open to all full time law enforcement officers who are assigned to a
police motorcycle unit.

Riders must compete on a police motorcycle of at least 1000 CC's that is equipped in the
normally deployment configuration as delivered from the factory.This would include lights,
saddle bag rails, and engine guards (AKA "crash bars").

Riders must compete wearing the appropriate uniform normally worn on duty.
Atl riders must wear a helmet, properly fastened while on the courses.
Prior to entering an event, a rider or team will be allowed five minutes to repair or replace
a motorcycle that is malfunctioning. Once the rider or team has begun an event, no excuses
for a breakdown will be allowed.

1st through sth place will receive a trophy.
The "Bull Run" will consist of a closed course not to be disclosed until the morning of
the competition. The course will be designed to test a variety of skills required of a
motorcycle officer.
In order to qualify for the "Bull Run" a rider must have completed the un-timed run in
the skills course. (A clean run is NOT required)
Each rider will complete one run for time.The rider with the best time will receive first
place.

ln the event of a tie for first through fifth place, the riders involved will make a second
time run.

Scoring will be the same as in Section lV.

1st through 5th places will receive a trophy.
The object of the competition is to complete a course consisting of at least five different
exercises, in the best possible time, and not receive any penalty points.
Penalty points will be added as 1 second per point to the time, and are assessed as
follows:
1 POINT - lf a wheel crosses an established boundary line (Cone Weave)
2 POINTS - Touch a cone
5 POINTS - Knock down a cone
3 POINTS - Put a foot down
5 POINTS - Fail to complete an exercise (includes not following the path of travel as
required)
10 POINTS - Drop the motorcycle
10 POINTS - running out of an exercise (when the front AND the rear wheels cross
the imaginary line between the center points of the two adjacent cones where the
motorcycle would not normally enter or exit an exercise)

D. A maximum of twenty (20) penalty points is allowed per run. lf the penalty points exceed
the twenty point maximum, the rider is then disqualified from the individual competition.

Bonus points will be awarded for a penalty free timed run, by deducting 10 points from
the time.

Riders will be required to make one run through the course at their own pace. All riders
who complete the first run without penalty points will complete a second run for time.
G.
Ties: A tie is considered two or more riders with the exact score. All ties for first through
fifth place will be broken by a second timed run.

1st through 3rd places in each of the four divisions receive trophies. Placement will be
based on the "Bull Run."

Ties: Any riders in a division who are tied for first through third place after completion of
the "Bull Run" will be broken by a second timed run.

The four divisions will be as follows:
Division | - Kawasaki.
Division ll - Harley-Davidson FLHTP/FLHP
Division lll - Harley-Davidson FXRP with fairings.
Division lV - Harley-Davidson FXRP with windshields only.

Any judge or other competitor may contest the division into which a particular motorcycle
has been placed. A contested competitor's final status willthen be determined by a
combined decision of the Chief Steward and the President of the Trials Committee.
The above divisions are not all-inclusive and will be subjected to amendments, additions,
and deletions each year.

Novice class.

In the event that there are not three novices with clean first runs, then the three riders with
the least number of penalty points will qualify for a timed run.

1st through 5th places will receive trophies, based on placement in the "Bull Run",
Team scoring will be based on75o/" of the qualified individual scores within an agency.To
be eligible for a team, an agency must finish with a minimum of 4 qualified riders. (A
qualified rider is one who finishes the "Bull Run" within the 20 penalty point per run limit.)
The team with the lowest average score will be awarded first place.The next lowest average
score will be awarded second place, etc.
In the event of a tie, one rider from each team involved will participate in a run off.

The object of the competition is for four riders to travel down a 35{eet-long, 8 feet-wide
path as slowly as possible without leaving the course, putting a foot down, or dropping the
motorcycle.The slowest combined times of all four riders from any one team will determine
the winner. The next slowest combined times will be considered second, etc.

Riders #1 and #3 begin at one end of the lane with riders #2 and #4 beginning at the other
end of the same lane.
D.
At the judges command, rider#1 raises his/her foot and begins down the lane as slowly as
possible.
E.
At each end of the Slow Ride course will be a two foot transfer box. All rider exchanges will
take place in the transfer box.
F.
When rider #1's front wheel enters the transfer box, rider #2 must raise his/her foot, and
enter the transfer box, with his/her front wheel inside the transfer box before rider #1's
front axle crosses the exit line. Rider # 2 then proceeds to the opposite end of the lane,
and completes a transfer with rider # 3.
G.
During a transfer, once the entering rider's wheel is in the box, he/or she is considered the
active rider.

H. Riders #3 and #4 proceed as listed in "F" and "G" above.
l. The judge will STOP AND RECORD the time for the TEAM when:
(1)
Rider #4's REAR axle crosses the exit line.
(2)
The active rider puts a foot down.
(3)
The active rider crosses the side lines.
(4)
The transferring rider fails to enter the lane on time.
(5) The active rider drops the motorcycle.

Agencies may enter as many teams as they wish. However, an individual may only
ride on one team.

A team may consist of any four riders regardless of agency, and a rider may compete
in this event without having competed in the other events. All other rules, however, still
apply.

The motorcycle crosses any side line

There will be a Steward for each course, who will supervise the judges and ensure
consistent scoring throughout the competition.

lf any rider disagrees with his or her score he/she must notify the Course Steward
immediately. lf the dispute is not settled by the Course Steward, then the first appeal
will be to the Chief Steward. lf the Chief Steward is unable to settle the dispute, then
the last appeal will go to the Rules Committee as outlined in I A.
D.
lf the rider disputing the scoring is from the Chief Steward's agency, then the dispute
will by pass the appeal and go directly to the Rules Committee.
