El Universal
Ofrece Newsweek disculpas por
información errada; el reporte
refería una profanación del Corán,
libro sagrado islamita; el artículo
hizo que la gente saliera furiosa a
protestar en Afganistán; otros
países árabes reaccionaron
también con indignación a la
noticia.
Washington (Agencias). La
revista estadounidense Newsweek
admite en su última edición que se
equivocó al afirmar que agentes de
EU habían profanado el Corán
como medida de presión durante
interrogatorios en el centro de
detención estadounidense en la
bahía de Guantánamo, en Cuba.
El reportaje, publicado en la
edición del 9 de mayo, causó
protestas anti-estadounidenses en
Afganistán y otros países
islámicos, las cuales causaron la
muerte de al menos 17 personas y
heridas a otras 100.
En el informe, que citaba como
fuente a un alto funcionario del
gobierno estadounidense, se señala
que investigadores tiraron al
inodoro ejemplares del Corán para
lograr que los presos hablaran. Así
se desprende de un informe de
investigación de militares
estadounidenses, se indicó.
La mayoría de los 520
prisioneros en Guantánamo son
musulmanes detenidos durante la
guerra de Estados Unidos en
Afganistán para derrocar al
régimen talibán, al que acusaron de
albergar al líder de la red terrorista
Al Qaeda, Osama bin Laden.
Las reacciones por el artículo
en el mundo árabe han sido muy
duras, con manifestaciones diarias
desde que se publicara la historia
el 9 de mayo. Al menos 17
personas murieron en Afganistán
tras una manifestación el martes.
También se han registrado
protestas en otros países
musulmanes y algunos gobiernos,
como los de Pakistán, Arabia
Saudí y Malasia, condenaron el
presunto tratamiento ultrajante del
Corán.

NCLR condena aprobación de REAL ID
El Consejo Nacional de La Raza
(NCLR, por sus siglas en inglés),
la organización latina de derechos
civiles y abogacía, denunció la
aprobación de la ley “REAL ID,”
incluida como parte de la
propuesta de ley de apropiación
suplemental iraquí que alcanzó su
aprobación final en el Congreso.
“Los latinos están
profundamente comprometidos a
arreglar nuestro poco eficaz
sistema de inmigración, y
consideramos que el Presidente y
el Congreso pueden hacer un
llamado a la reforma comprensiva
del sistema de inmigración,”
indicó Janet Murguia, presidente
y gerente general de NCLR.
“Pero la ley ‘REAL ID’ es un
gran paso hacia atrás en el camino
hacia la reforma significativa.”
La ley REAL ID tendrá serias
consecuencias para los estados, los
conductores con licencias y para
aquellos intentando obtener
licencias de conducir, así como
para los latinos e inmigrantes.
Primero, obligará a todos los
estados a un costoso e innecesario
reacondicionamiento de sus
políticas para las licencias de
conducir.
Impondrá cargas adicionales
sobre todos los aspirantes a
licencias de conducir que tengan
que probar la ciudadanía americana
o su estado legal de inmigración,
dando como resultado más
papeleo, retrasos, y aumentos en
los honorarios.
Además, la ley REAL ID creará
un sistema en el cual los
ciudadanos americanos y los
residentes permanentes legales
tendrán un tipo de licencia, y los
inmigrantes temporales legales
tendrán una licencia temporal
fácilmente distinguible. Este tipo
de sistema abre la puerta a la
discriminación y a la violación de
los derechos civiles.
Finalmente, ya que muchos
conductores serán inelegibles para
las licencias o serán desalentados
de obtenerlas, la ley REAL ID
eliminará una importante
herramienta de aplicación de la
ley excluyendo a una gran
cantidad de residentes de la
comprensiva base de datos de
licencias de conducir del gobierno

Salazar fights to retain rural
schoolteachers
United States Senator Ken
Salazar introduced legislation to
retain more teachers in
Colorado’s rural school districts.
Senator Salazar said,
“Schoolchildren across Colorado
deserve to be taught by
experienced and high quality
teachers. But with nearly one in
four teachers in rural Colorado
schools leaving after three years,
we are shortchanging the futures
of our students in rural districts.”
Salazar’s Rural Teacher
Retention Act of 2005 would
create a five-year, $50 million
grant program for rural school
districts (those receiving funding
under the Rural Education
Achievement Program, or
REAP) with a turnover rate
higher than five percent. The
funds would be used by rural
school districts to provide signing
bonuses of up to $2,000 to new
teachers and retention bonuses of
up to $3,000 for teachers in their
third, fourth or fifth years who
work at least three years in a row.
“When teachers leave, our
students and schools suffer. This
grant program is an important first
step towards making sure that the
more than 100,000 students being
taught by an estimated 15,000
teachers in Colorado’s nearly 90
rural districts receive the quality
education they have been
promised and deserve,” Senator
Salazar added.
Salazar ’s proposal comes after
months of work with Colorado
education experts to address the
rural education retention crisis.
Colorado’s rural teacher
turnover rate of 23 percent is
more than double the statewide
average of 10 percent.
Nationwide, the teacher
turnover rate is approximately
15 percent. In rural districts,
where 400,000 teachers (31
percent of the nation’s
educators) work with eight
million students each day, the
teacher turnover rate is
sometimes as high as 30 and 40
percent. These teachers earn on
average 14 percent less than
their counterparts in urban or
suburban districts and often
teach as many as three subjects
due to teacher shortages.
Community Housing Forum to
highlight success stories
“Everyone Needs a Home,” a
community discussion forum on
affordable housing, will be held
on Tuesday, May 24 at 6:30 pm
in the Carnegie wing of Penrose
Public Library.
The forum was created to raise
awareness of affordable housing
issues that affect low-income
residents of Colorado Springs as
well as to inspire citizens to get
involved locally with these
issues.
According to the National
Low Income Housing Coalition,
Colorado Springs’ “Housing
Wage,” the hourly income
needed to afford the average twobedroom apartment, is $14.12.
An individual or household
earning the minimum wage
($5.15) would have to work 110
hours per week to afford a twobedroom apartment at the fair
market rate.
Discussion topics will include
innovative approaches that have
succeeded locally at improving the
housing arrangements of and
employment opportunities for
low-income residents of Colorado
Springs.
There will also be a discussion
of how these issues affect
everyone in the community.
“Af fordable housing issues have
a social and economic impact on
the overall health of a community.
It is my hope that this event will
bring different groups of people
together and generate positive
energy to build on the successes
of many organizations working
in this area,“ said Jim
Thompson, the event organizer
of Pikes Peak Justice and Peace
Commission.
Discussion panelists will
include Dick Conn of Partners
in Housing, Chelley GardnerSmith, a District-20 teacher and
a graduate of the Partners in
Housing Program, Larry
Hargrave of America’s Family,
Paul Johnson of Habitat for
Humanity, Karen Jolly of Aspen
Grove Properties, Bob Koenig
of Rocky Mountain Community
Land Trust, and Rich Strycker
of Greccio Housing.
castellano o descienden
de
inmigrantes
provienen del sur del
Río Grande).
Ello abre las
posibilidades para que
en un futuro EE.UU
pueda
tener
un
presidente hispano o
vaya a adoptar el
bilingüismo.

Just as learning does not end
when school lets out, neither
does the need for good nutrition.
Children who aren’t hungry
learn better, act better and feel
better. During the school year,
more than 18 million children
receive free and reduced-price
meals at school.
During the summer, that
number drops to about 3 million.
Summer food programs provide
nutritious meals to children.
School District 11 will again
offer an open summer food
service program for children 118 years of age.
The program will provide free
breakfast and lunch from May 31
– June 30. Please call District
11 Food and Nutrition Services,

Job ads need to be approached with caution

access to thousands of job offers.
But whenever responding to any
offer, proceed with caution.
A recent ad on SpringsJobs.com

for $13 - $33 per hour. The job
description went on to read
“Homeland & Airport Security,”
giving some consumers the
impression that this was a
“legitimate” job offer.

Senate committee
approves $40 million for
military buffer zones
US Senator Wayne Allard (RColorado) announced Monday
that the FY 2006 Defense
Authorization bill approved by the
Senate
Armed
Services
Committee includes $40 million
for conservation buffer zones
around military installations
including Fort Carson in Colorado
Springs. The legislation next goes
to the full Senate for approval.
The Committee’s report
recommends that this money be
spent on six specific US Army
buffer zone projects: Fort Carson;
Fort A.P. Hill, Virginia; Fort
Campbell, Kentucky; Fort Sill,
Oklahoma; Fort Ripley, Minnesota
and Fort Hood, Texas. The amount
authorized by the Armed Services
Committee is $20 million more
than the President’s budget request
for these projects.
“This funding will allow us to
begin addressing the problem of
urban encroachment around Fort
Carson,” Senator Allard said. “It
will strengthen the Army’s
maintenance of a premier training
facility while protecting critical
wildlife habitat and open space.”
In February, Senator Allard and
Colorado
5th
District
Representative Joel Hefley
introduced the Fort Carson
Conservation Act of 2005, S. 320
and H.R. 632, in the US Senate and
House of Representatives. This
legislation directs the Army to
establish a pilot program by
entering into agreements with
willing sellers to purchase
conservation easements around
Fort Carson. These easements, to
be administered by the Nature
Conservancy, will prevent the
encroachment of development
upon the base while preserving the
habitat and open space
surrounding the base.
The Senate Armed Services
Committee recommended funding
of $441.6 billion in budget
authority for defense programs in
FY 2006, an increase of 3.1
percent above the amount
authorized by the Congress for FY
2005. Of the total amount, $50
billion was authorized to support
the day-to-day military operations
of American troops in Afghanistan
and Iraq.

El banco recibió el premio

La SBA también extendió su

Ambas
organizaciones recibieron el honor

La ley REAL ID también
impondrá severas restricciones

Ciudad de México, con el
reverendo Jesse Jackson.

norteamericana Condoleezza Rice
realizó una sorpresiva visita el
domingo a Irak, para mostrar el
apoyo al nuevo gobierno iraquí, en
un país donde la violencia causó
nueve muertos, cinco de ellos en
un doble atentado suicida, y se
hallaron 46 cadáveres de
ejecutados.
Rice es la primera alta autoridad
estadounidense que viaja a Irak
desde la constitución del nuevo
gabinete, a comienzos de mayo, y
subrayó su apoyo al jefe del
gobierno iraquí, el chiíta Ibrahim
al Jaafari.
“Estamos impresionados con su
liderazgo”, dijo en una rueda de
prensa conjunta con Jaafari, tras
una reunión de ambos en Bagdad.
En respuesta, el jefe del
gobierno iraquí reconoció la débil
participación de los sunitas en la
comisión parlamentaria encargada
de redactar la Constitución, y se
comprometió a remediarlo.
“Vamos a intentar encontrar los
medios de suscitar una mayor
participación de los sunitas” en
este proceso, dijo.
Rice se negó a fijar una fecha
de la retirada de los 138 mil
soldados estadounidenses de la
Fuerza Internacional presentes en
Irak y destacó el “progreso” de las
fuerzas de seguridad iraquíes, que
están siendo formadas por el
contingente internacional.
“Seguiremos activos hasta que
Irak sea capaz de defenderse”,
dijo, calificando el entrenamiento
de las fuerzas iraquíes de “objetivo
mayor” para Estados Unidos.
La secretaria de Estado, que
concedió una entrevista a la
televisión oficial iraquí, afirmó sin
embargo que deseaba que la
retirada de las fuerzas
norteamericanas e internacionales
se llevara a cabo “lo antes
posible”.
Rice acudió a la ciudad kurda
de Erbil, procedente de Qatar, en
un avión militar C-17, en un viaje
secreto del que sólo estaban
informados sus más cercanos
colaboradores.
Desde ahí se dirigió en
helicóptero al feudo del jefe kurdo
Massud Barzani, Salahedín, 350
kilómetros al norte de Bagdad,
donde conversó con él.
Barzani vio en esta visita “un
apoyo de Estados Unidos a los
pueblos kurdo y árabe en su
camino para construir la
democracia”.
Después, la diplomática viajó a
Bagdad, donde se reunió con el
presidente kurdo Jalal Talabani y
con Jaafari. Por la noche regresó
a Qatar.
La llegada de la diplomática
estuvo marcada por un doble
atentado suicida contra un tribunal
y el convoy de un gobernador
por fuerzas norteamericanas en
varios meses.
“Sí, la insurgencia es muy
violenta, pero la insurgencia no
sólo se derrota a nivel militar”, dijo
Rice a los periodistas.
“También puede ser derrotada
con una alternativa política
poderosa” en la cual participen
todos los iraquíes.
Oficiales del Ejército de
Estados Unidos han apremiado a

Al Jafaari para que actúe con

Rice dijo que “es muy duro lo
muertos, cuatro de ellos policías,
y 39 heridos.
Un kamikaze se hizo explotar en
medio de una multitud reunida
frente al tribunal de justicia de
Baaquba (60 kilómetros al noreste
de la capital), poco antes de las
08:00 locales (04:00 GMT),
dejando cuatro muertos y 15
heridos, según fuentes policiales.
En Bagdad un funcionario de la
seguridad del Ministerio de
Industria y su chofer fueron
abatidos y un representante de la
figura religiosa chiíta más
emblemática de Irak, el ayatola Alí
Sistani, y uno de sus colaboradores
fueron asesinados, según la
policía.
Rice estimó que la violencia
incesante en el país, que desde
finales de abril dejó 400 muertos
entre civiles y militares, era un
intento de los rebeldes por hacer
fracasar el proceso político y
responder a la ofensiva lanzada por
las fuerzas de seguridad iraquíes
contra ellos.
“Para derrotarlos, es necesario
una alternativa política”, estimó,
dando prioridad a las reformas
democráticas sobre los medios
militares como método para acabar
con los insurgentes.
Rice confirmó que Estados
Unidos y la Unión Europea
apoyarían la celebración de una
conferencia internacional en junio
para ver el tipo de asistencia,
particularmente en materia de
peritaje material y técnico, que se
puede aportar a Irak.
Antes de reunirse con los
funcionarios iraquíes en Bagdad,
Rice habló ante soldados y
empleados de la embajada de
Estados Unidos en la fortificada
Zona Verde.
“Estamos muy agradecidos que
haya estadounidenses dispuestos a
sacrificarse a fin de que el Medio
Oriente sea un lugar integrado,
libre, democrático y pacífico”, dijo
a centenares de personas.
Su visita se registra en
momentos en que infantes de la
Marina
estadounidense
complicado”. Y añadió: “Creo que
es bastante notable lo que han
hecho” hasta ahora.
Si el momento del viaje de Rice
subraya la importancia que
funcionarios estadounidenses
asignan a las posibilidades de éxito
del nuevo gobierno, el secreto y
las medidas de seguridad
adoptados durante su visita indican
que Irak sigue siendo un país
peligroso e inestable dos años
después de la caída de Sadam
Husein.
Rice rechazó, sin embargo, la
idea de que las fuertes medidas de
seguridad indican que Estados
Unidos y sus aliados han tenido
escaso éxito en la reconstrucción
de Irak.
“Lo que indica es que hay
terroristas y miembros antiguos
del partido Baath [de Saddam] que
desean destruir las semillas de la
democracia en Irak, y las semillas
de la democracia en Medio
Oriente. Eso es lo que indica”, dijo
Rice.

NCLR calls for reform of $45 billion Latino remittance market
A new analysis of remittances the money sent by immigrant
workers in the US to family
members abroad - by the National
Council of La Raza (NCLR)
affirms that reforming the $45
billion Latino remittance transfer
market could help put Hispanics
on a path toward greater prosperity
and wealth.
NCLR’s report, Reforming the
Remittance Transfer Market,
builds on earlier studies by the
Multilateral Investment Fund and
Pew Hispanic Center which found
that lowering wire transfer
company fees by just five
percentage points could generate
annual savings of $1 billion for
Latino households here and
abroad. In its report, NCLR calls
for policy reform to reduce the fees
and hidden costs associated with
wire transfers and for stronger
efforts by banks and credit unions
to reach Latino consumers with
their low-cost remittance services.
“Workers and their families are
needlessly losing money because
wire transfer companies charge
outrageously high transaction fees
- often exceeding 20% of each
transaction - which are not clearly
spelled out. These practices take
advantage of people who work
hard and are helping to support
their families,” said Janet Murguia,
NCLR President and CEO. “We
urge Congress to act now to protect
these workers and their hardearned dollars.”
The report points out that one
reason for high fees is a lack of
competition. Seven in ten
Hispanics (70%) in the US who
send remittances use a wire
transfer company. Only 11% remit
funds through a bank and 2%
through a credit union, despite the
fact that these financial institutions
provide a wider menu of services
at a lower cost.
“Almost half of remittance
senders do not have bank accounts,
yet studies show that they send an
average of $100 to $300 a month
to family members. It is not only
the right thing to do, but also the
smart thing, for more financial
institutions to offer low- or no-cost
remittance services as part of
checking or savings accounts,
which would help these workers
enter the financial mainstream,”
noted Murguia.
“To be fully part of America’s
‘ownership society,’ Latinos must
retain ownership of the money

Senate creates federal boxing commission
The US Senate has voted to
establish a national boxing
commission that would seek to
ensure the integrity and improve
the tarnished image of the sport in
the country.
The commission would establish
standards for issuing licenses to
boxers and managers and take
steps to protect boxer health and
safety.
The measure, approved on a
voice vote, would set up a national
computerized medical registry of
boxing personnel and would
provide uniform ranking criteria
and contractual guidelines.
The bill, which still must be
considered by the House of
Representatives - the lower
chamber of the US Congress, is
sponsored by Sen. John McCain
of Arizona, a boxing fan who has
long tried to clean up the sport by
better protecting the health of
boxers and ensuring fair financial
treatment for them.
For the most part, boxing is

leaders due to the relatively large

Commission that will function

The legislation, amending a
1996 boxing safety act, includes
such provisions as requiring the

Jaguar 2005 X-Type classic
lines with four wheel power
Jaguar’s first all-wheel drive
vehicle, the X-Type, blends
impressive performance, precision
engineering, premium luxury and
captivating style, all at a price that
might surprise you.
But the look is all Jaguar. From
its black mesh upper and lower
grilles and bright-finished dual
exhaust tailpipes, to its full body
kit and trunk-mounted rear lip
spoiler, the new X- Type Sport is
one X- Type that doesn’t shy away
from revealing its aggressive good
looks.
It also boasts impressively
smooth performance. A 3.0-liter
V6 engine that offers the weightsaving benefits of aluminum and
magnesium components, and an
advanced double overhead cam,
four-valve-per-cylinder design,
powers the X-Type range.
For quicker response and
exceptional handling, the X-Type
Sport comes with Dynamic
Stability Control and a sport
suspension system that is tuned
with firmer, more aggressive
settings.
Aluminum has long been a
favored material of racecar
engineers because of its weight
efficiency and strength. The
aluminum suspension improves
handling agility by reducing
unsprung weight, or the total
weight of components not
supported by the suspension’s
springs, including control arms,
brake components, wheels and
tires.
Punishing testing, anticorrosion treatments, a unique 4coat paint process and a
comprehensive new-vehicle
limited warranty ensure the XType achieves the highest levels of
owner satisfaction.
The reflexes of a lightweight
aluminum suspension, or available
sport-tuned suspension, to speed
its response and preserve
maximum contact with the road,
aid the grip of Jaguar Traction 4
all-wheel drive.
Traction 4 automatically
compensates for any difference in
speed between the front and rear
wheels. Under normal conditions,
40 percent of the engine’s power
goes to the front wheels and 60
percent to the rear, making the XType feel like an enthusiastic rearwheel drive car. If one front wheel
starts to slip, as it could under hard
acceleration on a patch of ice or
gravel, the engine’s power is
automatically and seamlessly
directed to the rear wheels.
The 2005 X-Type Sport
redefines the style and personality
of the X-Type with a full lower
body kit, front and rear bumper
valances, side-sill panels, an

Six tips for safe ATV summer rides
(NUC) - The summer air
beckons avid all-terrain vehicle
riders outdoors. Unfortunately,
injuries can occur if ATVs are not
handled safely. Proper safety
training, common sense and
personal responsibility are the
keys to preventing ATV accidents.
• Get educated. Read your
owner’s manual and the warning
labels on your ATV. They will tell
you how to operate your ATV
safely. Review the owner ’s
manual and warning labels
periodically to refresh your
memory. You also should
complete an approved ATV ridersafety course before driving your
vehicle. Polaris dealers provide
safety training and certification for
Polaris ATVs. Contact your local
dealer for details.
• Always wear protective gear.
Never ride an ATV without an
approved helmet. Protective eye
gear, long pants, over-the-ankle
boots, gloves and a long-sleeve
shirt or jacket also are highly
recommended.
• Ride solo. Unless your vehicle
is specifically designed to seat two
people, only one person should be
on it at a time. Carrying a
passenger on a one-seater ATV can
upset the balance and cause you
to lose control of the vehicle.
and older, an ATV with an engine
from 70 cc to 90 cc is
recommended. ATVs with engines
that are 90 cc or greater are
recommended for use only by
riders age 16 and older. Riders
under the age of 16 should always
be under adult supervision.

Car maintenance for
safer road trips
(NUE) People across the country are packing up
their cars and hitting the road for their summer
vacations. But with gas prices on the rise and AAA
predicting more than 7.5 million vehicle
breakdowns over the warmer months, it’s important
to make sure that your vehicle is prepared.
This is the perfect time of year to check your
vehicle’s cooling system. The cooling system of
most cars requires a 50/50 mixture of water and
antifreeze, which should be flushed once every two
years. Have a technician determine if your car is
ready for a system flush; this preventive
maintenance step can save you from an inconvenient
roadside breakdown and a big repair bill in the
future.
It also is essential to make sure that your tires
are properly inflated, rotated, aligned and replaced
as necessary. Under-inflated tires will actually
decrease your vehicle’s gas mileage and shorten the
life of your tires. Check your tire pressure at least
monthly and always when your tires are cold (driven
less than 1 mile or stationary for at least three hours).
And watch your tire tread. Worn tires can be
extremely dangerous on wet road surfaces. “Wear
bars”- small raised points of rubber in the grooveswill show up when tires are worn.

Don’t get bugged by mosquitoes
(NUC) - Warm, wet weather has
led to the early arrival of the West
Nile virus this year. The pools of
standing water left from the rains
serve as excellent breeding places
for mosquitoes, including those
that carry the West Nile virus.
Since the West Nile virus was
first identified in the US in 1999,
mosquitoes have become more
than just a nuisance. They have
contributed to more than 16,000
West Nile virus cases and 600
deaths in this country alone.
Although mosquitoes are expected
to be out in full force this summer,
homeowners can help reduce
mosquito populations in their areas
Removing stagnant water around

your property can help reduce
• Clear standing water from your
mosquito populations and the
landscape. With a wetter-thanthreat of the West Nile virus.
normal spring, many homeowners
now have standing water in their
yards. Because mosquitoes lay
their eggs in stagnant water, the
best way to decrease the mosquito
population around the home is to
eliminate this habitat. To do so,
cover, empty or remove containers
that hold water; clean out gutters
and drainage ditches; and replace
water in flower pots and birdbaths
every three to four days.
• Create movement in stagnant
water. Water can’t always be
eliminated when you have pools
and ponds on your landscape.
Another option for stagnant water
sources is to add a water pump,
fountain or waterfall. Also,
swimming pools and hot tubs
make great mosquito habitats.
Homeowners should ensure that

Hispanics opt for cosmetic surgery
In 2004, Hispanics led minority
racial and ethnic groups
undergoing cosmetic procedures
(8.5% of all procedures performed,
up from 6% in 2000), according
to the American Society for
Aesthetic Plastic Surgery.
More Hispanic women are
seeking plastic surgery, according
to Dr. Lloyd Krieger of Rodeo
Drive Plastic Surgery. Dr. Krieger
states that over 30% of his patients
are Hispanic men and women.
- The majority of Dr. Krieger’s
patients who ask for the “The
Rodeo Drive Mommy Makeover”
are Hispanic women in their 20’s
and 30’s. The “Mommy
Makeover” consists of a tummy
tuck, breast lift and frequently a
small breast implant.
- Breast augmentations are in high
demand among young Hispanic
women, either as a single
procedure or as part of the
“Mommy Makeover.”
- Hispanic women and men who
opt for rhinoplasty are concerned
with keeping their ethnic identity,
so Dr. Krieger’s procedure
enhances the face but does not
erase ethic origins.
- Hispanic skin is generally
thicker and less prone to
wrinkling; signs of aging tend to
be sagging rather than the crinkled
look found in Northern Europeans.
- Generally darker than caucasian
skin, Hispanic skin is more prone
to scarring and uneven skin tone.
Dr. Krieger notes that special
approaches are necessary in his
procedures for Hispanic patients to
avoid unsightly scarring and to
preserve the skin tone.
- Liposuction is in high demand
by both Hispanic men and women.
Dr. Krieger’s male patients ask for
liposuction to eliminate love
handles and achieve the look of a
flat chest and washboard stomach.
HIV drug resistance a growing concern
(NUC) - Nearly half of all HIVinfected patients in the United
States develop resistance to one or
more of their medications, experts
say, making the epidemic of drug
resistance a growing concern.
“Unlike other chronic illnesses,
HIV is unforgiving,” said Dr. John
G. Bartlett, an expert in infectious
diseases and professor at Johns
Hopkins School of Medicine,
speaking at an American Medical
Association briefing.
“Once the virus becomes
resistant to one drug, we can never
use that drug again. The challenge
for physicians is to stay ahead of
the virus with new drugs and
newly available combinations of
drugs.”
There are various reasons for the
development of such resistance.
One key reason is that when
patients either miss or skip a dose
of their medication, it gives the
virus a chance to multiply and
mutate, allowing it to grow
increasingly resistant to the drugs
designed to fight it.
“As the virus mutates, the drugs
lose their ability to prevent the
virus from reproducing,” Bartlett
said. “The drug-resistant virus
reproduces unchecked and the
viral load [amount of virus] in the
body increases.”
In fact, a new study published in
the Feb. 1, 2005, issue of the
Journal of Infectious Diseases
showed that adherence to the
medication regimen had by far the
greatest impact on the
development of resistance.
Patients who missed less than 5
percent of their medications did
not develop resistance over the
course of the 30-month study.
“Adherence is not just
swallowing pills, but swallowing
them at the correct times and with
the
appropriate
dietary
requirements,” Bartlett said.
“A treatment goal for physicians
is to find simpler drug regimens
that can be taken less frequently
to make it easier for their patients
to follow their treatment plans,”
said Dr. Kimberly Y. Smith,
assistant professor of medicine at
Rush University Medical Center in
Chicago.
“The trend has become using
fewer pills with less frequent
dosages,” Smith said. “Although
the ideal regimen would be one pill
per day, regimens that include two
to four pills per day are currently
very popular and seem to be welltolerated.”
New laboratory tests also have
been developed that help predict
which medications may become
resistant at some point.
“It’s not easy to stay ahead of
HIV,” said Dr. Daniel Kuritzkes,
associate professor of medicine at
Harvard Medical School and
director of AIDS Research at
Brigham and Women’s Hospital in
Boston. “Resistance testing, at the
beginning of treatment and as
treatment continues, is one way we
have devised to do just that.”

resistance in the treatment of HIV,

Association’s Web site at

Boost your home’s value
with landscaping
(NUC) - If you want to increase
the value of your home, invest in
landscaping.
A Clemson University study
found that landscaping around
your home can result in more than
a 100 percent return on
investment.
Since the return on investment
is contingent upon the quality of
the landscaping job, it’s important
that you find the right landscaping
contractor for your project and use
high-quality materials.
Homeowners should consider
the following factors when
choosing a landscaping contractor.
• The scope of the project. Make
sure that the contractor
understands your vision and will
be able to implement it. You may
want to ask the contractor to
design your landscaping project.
Many landscape contractors have
in-house design services.
• Proper licensing. Your

USCIS implements 2004 H-1B visa reform act
U.S. Citizenship and
Immigration Services (USCIS) has
forwarded to the Federal Register
new regulations implementing
sections of the H-1B Visa Reform
Act of 2004. The new regulations
take effect upon publication in the
Federal Register and change the
H-1B filing procedures for FY
2005 and for future fiscal years.
The regulations make available
20,000 new H-1B visas, only for
foreign workers with a minimum
master’s level degree from a U.S.
academic institution, in addition to
the Congressionally mandated
annual cap of 65,000 H-1B visas.
The H-1B visa program is
NCLR condemns Fox’s comment
The National Council of La
Raza (NCLR), the largest national
Latino civil rights and advocacy
organization in the U.S., today
expressed strong criticism of
comments reportedly made by
Mexican President Vicente Fox in
a speech broadcast on local radio
in Mexico and reported by
numerous newspapers. The reports
quote President Fox as saying,
“There is no doubt that Mexicans,
filled with dignity, willingness and
ability to work are doing jobs that
not even Blacks want to do there
in the United States.”
“As an organizational leader in
the advocacy and civil rights
communities, NCLR is deeply
troubled by President Fox’s
comment,” said Janet Murguia,
NCLR President and CEO.
“NCLR’s work on immigration
policy springs out of our
commitment to the rights of all
Americans.”
Murguia noted that NCLR’s
work
on
comprehensive
immigration reform is an
expression of that commitment.
“We are distressed by any
suggestion that appears to pit some
groups in our workforce against
others. Immigration reform can
work only if all workers are
protected,” she concluded.
Emergency medical services week: May 15-21
Governor Owens proclaimed
May as Colorado Trauma
Awareness Month and the week of
May 15-21 as Colorado
Emergency Medical Services
Week.
“Colorado’s nearly 14,000
emergency medical service
providers are certainly worthy of
a month and week in recognition
of their collective contribution to
public health,” said Douglas H.
Benevento, executive director of
the Colorado Department of
Public Health and Environment,
which administers the state’s
Emergency Medical Services and
Trauma programs.
The state health director
continued: “On any given day,
emergency medical service
providers deal with the stress that
implicitly accompanies their lifesaving responsibilities. They are
required to respond at any time.
They also must work to maintain
the state’s high certification
standards. And many of
Colorado’s emergency medical
service providers are volunteers. I

believe it is appropriate to express
appreciation for their contribution
to public health, as Governor
Owens has done – without being
prompted by an actual
emergency.”
Benevento explained: “The
department will continue to ensure
the integrity of emergency medical
service certification and uphold
the continued high quality of
Colorado’s full range of
emergency medical services. I
commend all emergency medical
service providers who are making
special efforts – throughout May
and particularly this week – to
spread the word about how to
prevent injury and how to handle
an emergency. These efforts,
consistent with the people’s
willingness to heed their advice,
are the keys to protecting public
health through prevention.”
Colorado Emergency Medical
Services Week has coincided with
annual recognition of the lifesaving care provided by the
nation’s emergency medical
service personnel since 1973,
when President Gerald Ford
signed the first official
proclamation.

utilized by some U.S. businesses
to employ foreign workers in
specialty occupations that require
theoretical or technical expertise
in a specialized field, such as
scientists, engineers or computer
programmers. Congress created
the H-1 B program more than fifty
years ago and established an
annual cap of 65,000 in 1990.
As part of the H-1B program, the
Department of Homeland Security
(DHS) requires U.S. employers to
meet specific labor conditions to
ensure that American workers are
not adversely impacted, while the
Department of Labor’s Wage and
Hour Division safeguards the
treatment and compensation of H1B workers.
USCIS will reopen the filing
period for FY 2005 on Thursday,
May 12, 2005 and make available
20,000 new H-1B numbers limited
solely to those aliens who have
received a master’s or higher
degree from a U.S. institution of
higher education.
Anticipating a large volume of
petitions from U.S. employers
seeking those new FY 2005
exemptions, USCIS strongly
encourages U.S. employers to send
their H-1B petitions via overnight
delivery service in accordance
with the procedures set forth below
to ensure the earliest possible
receipt at the Vermont Service
Center on or after Thursday, May
12, 2005. So that employers will
not have to file two petitions for
the same beneficiary, USCIS will
automatically treat petitions that
do not receive an FY 2005 number
as a request for FY 2006
processing unless the petitioner
clearly annotates the first page of
the Form I-129 with the phrase
“FY 2005 only.”
Beginning in FY 2006 and for
future fiscal years, USCIS will
exempt the first 20,000 H-1B
petitions reflecting an alien
beneficiary with a U.S.-earned
master’s or higher degree from the
H-1B cap.

regarding the correct procedures to
follow to apply for the additional
2005 visas visit www.uscis.gov.
