En el informe, que citaba como fuente a un alto funcionario del gobierno estadounidense, se señala que investigadores tiraron al inodoro ejemplares del Corán para lograr que los presos hablaran. Así se desprende de un informe de investigación de militares estadounidenses, se indicó. La mayoría de los 520 prisioneros en Guantánamo son musulmanes detenidos durante la guerra de Estados Unidos en Afganistán para derrocar al régimen talibán, al que acusaron de albergar al líder de la red terrorista Al Qaeda, Osama bin Laden. At a specially called Board of Education meeting on May 13, the board voted 4 to 3 to offer the position of superintendent to Dr. Thomas, subject to successful contract negotiations. Dr. Thomas is superintendent of Little Falls Community Schools in Little Falls, Minnesota. She received a bachelor of science degree in elementary education in 1972 from Wright State University in Dayton, Ohio; her master’s degree in curriculum and supervision in 1977 from Wright State University; and her PhD in school administration and educational policy analysis at UCLA in 1982. She received her law degree from the University of Denver in 1993 and has worked as an attorney for a local law firm representing the district. Dr. Thomas has served as superintendent of Little Falls Community Schools since 2002. She is a former District 11 employee, serving as assistant principal at Rudy and Penrose elementary schools, principal at Rogers Elementary School and a director in the district’s human resources department. Senator Salazar said, “Schoolchildren across Colorado deserve to be taught by experienced and high quality teachers. But with nearly one in four teachers in rural Colorado schools leaving after three years, we are shortchanging the futures of our students in rural districts.” Salazar’s Rural Teacher Retention Act of 2005 would create a five-year, $50 million grant program for rural school districts (those receiving funding under the Rural Education Achievement Program, or REAP) with a turnover rate higher than five percent. The funds would be used by rural school districts to provide signing bonuses of up to $2,000 to new teachers and retention bonuses of up to $3,000 for teachers in their third, fourth or fifth years who work at least three years in a row. “When teachers leave, our students and schools suffer. This grant program is an important first step towards making sure that the more than 100,000 students being taught by an estimated 15,000 teachers in Colorado’s nearly 90 rural districts receive the quality education they have been promised and deserve,” Senator Salazar added. Salazar ’s proposal comes after months of work with Colorado education experts to address the rural education retention crisis. Colorado’s rural teacher turnover rate of 23 percent is more than double the statewide average of 10 percent. Nationwide, the teacher turnover rate is approximately 15 percent. In rural districts, where 400,000 teachers (31 percent of the nation’s educators) work with eight million students each day, the teacher turnover rate is sometimes as high as 30 and 40 percent. These teachers earn on average 14 percent less than their counterparts in urban or suburban districts and often teach as many as three subjects due to teacher shortages. Community Housing Forum to highlight success stories “Everyone Needs a Home,” a community discussion forum on affordable housing, will be held on Tuesday, May 24 at 6:30 pm in the Carnegie wing of Penrose Public Library. The forum was created to raise awareness of affordable housing issues that affect low-income residents of Colorado Springs as well as to inspire citizens to get involved locally with these issues. According to the National Low Income Housing Coalition, Colorado Springs’ “Housing Wage,” the hourly income needed to afford the average twobedroom apartment, is $14.12. An individual or household earning the minimum wage ($5.15) would have to work 110 hours per week to afford a twobedroom apartment at the fair market rate. Discussion topics will include innovative approaches that have succeeded locally at improving the housing arrangements of and employment opportunities for low-income residents of Colorado Springs. There will also be a discussion of how these issues affect everyone in the community. “Af fordable housing issues have a social and economic impact on the overall health of a community. It is my hope that this event will bring different groups of people together and generate positive energy to build on the successes of many organizations working in this area,“ said Jim Thompson, the event organizer of Pikes Peak Justice and Peace Commission. A recent ad on SpringsJobs.com advertised for a clerical position for $13 - $33 per hour. The job description went on to read “Homeland & Airport Security,” giving some consumers the impression that this was a “legitimate” job offer. Consumers who called the 1800 number were asked if they had ever worked for the government, Senate committee approves $40 million for military buffer zones US Senator Wayne Allard (RColorado) announced Monday that the FY 2006 Defense Authorization bill approved by the Senate Armed Services Committee includes $40 million for conservation buffer zones around military installations including Fort Carson in Colorado Springs. The legislation next goes to the full Senate for approval. The Committee’s report recommends that this money be spent on six specific US Army buffer zone projects: Fort Carson; Fort A.P. Hill, Virginia; Fort Campbell, Kentucky; Fort Sill, Oklahoma; Fort Ripley, Minnesota and Fort Hood, Texas. The amount authorized by the Armed Services Committee is $20 million more than the President’s budget request for these projects. “This funding will allow us to begin addressing the problem of urban encroachment around Fort Carson,” Senator Allard said. “It will strengthen the Army’s maintenance of a premier training facility while protecting critical wildlife habitat and open space.” In February, Senator Allard and Colorado 5th District Representative Joel Hefley introduced the Fort Carson Conservation Act of 2005, S. 320 and H.R. 632, in the US Senate and House of Representatives. This legislation directs the Army to establish a pilot program by entering into agreements with willing sellers to purchase conservation easements around Fort Carson. These easements, to be administered by the Nature Conservancy, will prevent the encroachment of development upon the base while preserving the habitat and open space surrounding the base. The Senate Armed Services Committee recommended funding of $441.6 billion in budget authority for defense programs in FY 2006, an increase of 3.1 percent above the amount authorized by the Congress for FY 2005. Of the total amount, $50 billion was authorized to support the day-to-day military operations of American troops in Afghanistan and Iraq. Rice es la primera alta autoridad estadounidense que viaja a Irak desde la constitución del nuevo gabinete, a comienzos de mayo, y subrayó su apoyo al jefe del gobierno iraquí, el chiíta Ibrahim al Jaafari. “Estamos impresionados con su liderazgo”, dijo en una rueda de prensa conjunta con Jaafari, tras una reunión de ambos en Bagdad. NCLR’s report, Reforming the Remittance Transfer Market, builds on earlier studies by the Multilateral Investment Fund and Pew Hispanic Center which found that lowering wire transfer company fees by just five percentage points could generate annual savings of $1 billion for Latino households here and abroad. In its report, NCLR calls for policy reform to reduce the fees and hidden costs associated with wire transfers and for stronger efforts by banks and credit unions to reach Latino consumers with their low-cost remittance services. “Workers and their families are needlessly losing money because wire transfer companies charge outrageously high transaction fees - often exceeding 20% of each transaction - which are not clearly spelled out. These practices take advantage of people who work hard and are helping to support their families,” said Janet Murguia, NCLR President and CEO. “We urge Congress to act now to protect these workers and their hardearned dollars.” The report points out that one reason for high fees is a lack of competition. Seven in ten Hispanics (70%) in the US who send remittances use a wire transfer company. Only 11% remit funds through a bank and 2% through a credit union, despite the fact that these financial institutions provide a wider menu of services at a lower cost. “Almost half of remittance senders do not have bank accounts, yet studies show that they send an average of $100 to $300 a month to family members. The commission would establish standards for issuing licenses to boxers and managers and take steps to protect boxer health and safety. The measure, approved on a voice vote, would set up a national computerized medical registry of boxing personnel and would provide uniform ranking criteria and contractual guidelines. The bill, which still must be considered by the House of Representatives - the lower chamber of the US Congress, is sponsored by Sen. John McCain of Arizona, a boxing fan who has long tried to clean up the sport by better protecting the health of boxers and ensuring fair financial treatment for them. For the most part, boxing is regulated by state laws with New Jersey and Nevada considered the leaders due to the relatively large number of bouts contested in the gambling resorts of Las Vegas and Atlantic City. The president will appoint a three-person US Boxing Commission that will function within the Commerce Department. The legislation, amending a 1996 boxing safety act, includes such provisions as requiring the continuous presence of an ambulance and emergency medical personnel during any match. It would bar a promoter from arranging a match unless all participating judges and referees are approved by the USBC. The pools of standing water left from the rains serve as excellent breeding places for mosquitoes, including those that carry the West Nile virus. Since the West Nile virus was first identified in the US in 1999, mosquitoes have become more than just a nuisance. They have contributed to more than 16,000 West Nile virus cases and 600 deaths in this country alone. The “Mommy Makeover” consists of a tummy tuck, breast lift and frequently a small breast implant. - Breast augmentations are in high demand among young Hispanic women, either as a single procedure or as part of the “Mommy Makeover.” - Hispanic women and men who opt for rhinoplasty are concerned with keeping their ethnic identity, so Dr. Krieger’s procedure enhances the face but does not erase ethic origins. - Hispanic skin is generally thicker and less prone to wrinkling; signs of aging tend to be sagging rather than the crinkled look found in Northern Europeans. - Generally darker than caucasian skin, Hispanic skin is more prone to scarring and uneven skin tone. Dr. Krieger notes that special approaches are necessary in his procedures for Hispanic patients to avoid unsightly scarring and to preserve the skin tone. - Liposuction is in high demand by both Hispanic men and women. Dr. Krieger’s male patients ask for liposuction to eliminate love handles and achieve the look of a flat chest and washboard stomach. HIV drug resistance a growing concern (NUC) - Nearly half of all HIVinfected patients in the United States develop resistance to one or more of their medications, experts say, making the epidemic of drug resistance a growing concern. “Unlike other chronic illnesses, HIV is unforgiving,” said Dr. John G. Bartlett, an expert in infectious diseases and professor at Johns Hopkins School of Medicine, speaking at an American Medical Association briefing. “Once the virus becomes resistant to one drug, we can never use that drug again. The challenge for physicians is to stay ahead of the virus with new drugs and newly available combinations of drugs.” There are various reasons for the development of such resistance. One key reason is that when patients either miss or skip a dose of their medication, it gives the virus a chance to multiply and mutate, allowing it to grow increasingly resistant to the drugs designed to fight it. “As the virus mutates, the drugs lose their ability to prevent the virus from reproducing,” Bartlett said. “The drug-resistant virus reproduces unchecked and the viral load [amount of virus] in the body increases.” In fact, a new study published in the Feb. 1, 2005, issue of the Journal of Infectious Diseases showed that adherence to the medication regimen had by far the greatest impact on the development of resistance. Patients who missed less than 5 percent of their medications did not develop resistance over the course of the 30-month study. “Adherence is not just swallowing pills, but swallowing them at the correct times and with the appropriate dietary requirements,” Bartlett said. “A treatment goal for physicians is to find simpler drug regimens that can be taken less frequently to make it easier for their patients to follow their treatment plans,” said Dr. Kimberly Y. Smith, assistant professor of medicine at Rush University Medical Center in Chicago. “The trend has become using fewer pills with less frequent dosages,” Smith said. “Although the ideal regimen would be one pill per day, regimens that include two to four pills per day are currently very popular and seem to be welltolerated.” New laboratory tests also have been developed that help predict which medications may become resistant at some point. “It’s not easy to stay ahead of HIV,” said Dr. Daniel Kuritzkes, associate professor of medicine at Harvard Medical School and director of AIDS Research at Brigham and Women’s Hospital in Boston. “Resistance testing, at the beginning of treatment and as treatment continues, is one way we have devised to do just that.” For more information about drug resistance in the treatment of HIV, visit the American Medical Association’s Web site at www.ama-assn.org. chlorinated according to the manufacturer’s directions and covered when not in use. • Consult your local public health department or pest control professional. The new regulations take effect upon publication in the Federal Register and change the H-1B filing procedures for FY 2005 and for future fiscal years. The regulations make available 20,000 new H-1B visas, only for foreign workers with a minimum master’s level degree from a U.S. academic institution, in addition to the Congressionally mandated annual cap of 65,000 H-1B visas. The H-1B visa program is NCLR condemns Fox’s comment The National Council of La Raza (NCLR), the largest national Latino civil rights and advocacy organization in the U.S., today expressed strong criticism of comments reportedly made by Mexican President Vicente Fox in a speech broadcast on local radio in Mexico and reported by numerous newspapers. The reports quote President Fox as saying, “There is no doubt that Mexicans, filled with dignity, willingness and ability to work are doing jobs that not even Blacks want to do there in the United States.” “As an organizational leader in the advocacy and civil rights communities, NCLR is deeply troubled by President Fox’s comment,” said Janet Murguia, NCLR President and CEO. “NCLR’s work on immigration policy springs out of our commitment to the rights of all Americans.” Murguia noted that NCLR’s work on comprehensive immigration reform is an expression of that commitment. “We are distressed by any suggestion that appears to pit some groups in our workforce against others. Immigration reform can work only if all workers are protected,” she concluded. Emergency medical services week: May 15-21 Governor Owens proclaimed May as Colorado Trauma Awareness Month and the week of May 15-21 as Colorado Emergency Medical Services Week. “Colorado’s nearly 14,000 emergency medical service providers are certainly worthy of a month and week in recognition of their collective contribution to public health,” said Douglas H. Benevento, executive director of the Colorado Department of Public Health and Environment, which administers the state’s Emergency Medical Services and Trauma programs. The state health director continued: “On any given day, emergency medical service providers deal with the stress that implicitly accompanies their lifesaving responsibilities. They are required to respond at any time. They also must work to maintain the state’s high certification standards. And many of Colorado’s emergency medical service providers are volunteers. Anticipating a large volume of petitions from U.S. employers seeking those new FY 2005 exemptions, USCIS strongly encourages U.S. employers to send their H-1B petitions via overnight delivery service in accordance with the procedures set forth below to ensure the earliest possible receipt at the Vermont Service Center on or after Thursday, May 12, 2005. So that employers will not have to file two petitions for the same beneficiary, USCIS will automatically treat petitions that do not receive an FY 2005 number as a request for FY 2006 processing unless the petitioner clearly annotates the first page of the Form I-129 with the phrase “FY 2005 only.” Beginning in FY 2006 and for future fiscal years, USCIS will exempt the first 20,000 H-1B petitions reflecting an alien beneficiary with a U.S.-earned master’s or higher degree from the H-1B cap.
