2011 Issue 1 Old Tappan News Mayor’s Message H istorically, the New Year ushers in an extraordinary amount of enthusiasm and optimism for what lies ahead. As we have seen this past year, we will continue to face significant challenges over the next twelve months. But they will be overshadowed by even greater opportunities. This administration is committed to providing our Borough with first class services while continuing to be fiscally prudent. Towards this end, it is imperative that the Police Department, Volunteer Fire and Ambulance Corps members along with the Department of Public Works have the necessary resources to continue providing best in class services to our residents. I would like to now bring you up to date on some of the things that we have already started working on. The Pascack Valley Mayors Association has renewed its commitment to reopen the former Pascack Valley Hospital. The members of the Association sent a letter to Dr. Poonam Alaigh, Commissioner, Department of Health and Senior Services asking the Commissioner to approve the Hackensack University Medical Center application for the hospital. The Mayor’s Association is unanimously committed to the opening of this critical facility as soon as possible. I have committed my time and effort to making this the top priority for Old Tappan residents in 2011. The Pascack Valley Mayor’s Association continues to explore shared services and has empowered the Pascack Valley Borough Administrators to meet monthly to implement opportunities and evaluate initiatives to continue to control or reduce costs while maintaining top tier services. The Borough also belongs to the Northern Valley Mayor’s Association. Through these two associations, the Borough of Old Tappan is able to collaborate with over twenty neighboring communities. One very recent development is that we are working with Harrington Park to merge their construction code department with ours which will provide for improved economies of scale for both municipalities. Furthermore, we are currently reviewing the entire budget for 2011, pouring over each line while justifying every expense, and reviewing every request. Old Tappan still boasts one of the lowest tax rates in Bergen County. The Borough uses only fifteen cents on the dollar for all the services you receive, the County takes thirteen cents per dollar and the schools, seventy two cents. More about the budget will appear in our next newsletter. Your Borough Hall recently received an upgrade to its lights, installing energy efficient lights, ballasts and emergency lighting. Additionally, two new HVAC units will be installed in the next several weeks. The installation is being covered through the NJ Clean Energy Program with funds from Clean Energy New Jersey. The Borough is currently applying for additional money for further upgrades. No local tax monies are committed to these upgrades and they will reduce energy costs for the Borough, today and in the future. The solar installation is also continuing. You can see the panels on the Firehouse and soon on Borough hall itself. Phase two will start within two months on the DPW buildings. The solar project is funded through grants and renewable energy credits (SRECs). When complete, it is anticipated that the system will pay for itself and return a positive cash flow to the Borough of Old Tappan and its residents. While many towns are just now looking at solar grants and initiatives, these funds were applied for three years ago, placing Old Tappan at the forefront of energy conservation in the Valley. The entire council continues to monitor COAH and we are quite concerned about the direction the Assembly and Senate are taking. The Council will be asking the Governor to veto S1, which is new legislation we feel will unfairly burden well run communities and dramatically alter the way communities will develop in the future. We are opposed to S1 as it is currently written. As you read this newsletter, you can see that it is being delivered with your weekly newspaper. This is a collaborative effort on the part of the Borough and a new and innovative program developed by The Suburbanite. We will be able to reduce costs while planning to send four newsletters each year. We hope you find this convenient and informative. Old Tappan News Important Information For the 2011 Elections from the Office of the Borough Clerk 2011 Issue 1 PRIMARY ELECTION: Tuesday, June 7th – 6am - 8pm Last day to register to vote in the Primary Election is Tuesday, May 17th. The Municipal Clerk’s office will remain open on Tuesday, May 17th until 9pm GENERAL ELECTION: Tuesday, November 1st – 6:am - 8pm Last day to register to vote in the General Election is Tuesday, October 11th. Municipal Clerk’s office will remain open on Tuesday, Oct. 11th until 9 pm The Bergen County Board of Elections issues voter Registration Cards. If you are going to be out of town on Election Day, you may pick up an absentee ballot application at the Borough Clerk’s Office. The County Clerk must receive applications by mail no later than 7 days prior to Election Day. After the 7 day deadline all applications must be hand delivered to the County Clerk. The Tax Collector’s office accepts payment of Sewer User fees and the annual installment of your Special Assessment either by credit or debit card (VISA & Mastercard) in person at the Tax Collector’s office. Local Annual Deductions on Property Taxes: Senior Citizens: Annual property tax deduction of $250 for homeowner’s age 65 or older or disabled who meet certain income and residency requirements. Veteran Deduction: Annual property tax deduction of $250 for homeowners who are qualified war veterans and their surviving spouses. Just a reminder to all Property Owners that Old Tappan General Code Article 3 section 100-14 requires Certificate of Occupancy upon change of ownership or tenancy. (Commercial or Residential). Oldtappan.net for up-to-date town information Page 2 Old Tappan News Department of Public Works… The DPW will begin chipping branches that residents have trimmed from their trees on April 13th (if you hire someone to do trimming they are responsible to dispose of the debris). We will do the west side of town (Central Ave. to River Vale) On the 1st & 3rd Wednesdays, and the east side of town (Central Ave. to the state line including Central) on the 2nd & 4th Wednesdays, weather permitting. You must call 201-664-4438 to advise the DPW that you have put branches out. Please stack branches at the curb with the cut ends facing out, maximum 4 inch diameter, do not place them in the street and do not block the sidewalk. If you have a sidewalk in front of your house you may place them behind the sidewalk. The department will begin accepting orders for wood mulch and leaf compost on April 15th (forms available at the Borough Hall) and deliveries will begin after May 1 st. Please be reminded that this is a courtesy service and other priorities take precedence. The recycling center is opened Monday thru Friday, 7:00 am until 3:00 pm, and from 9:00 am until 1:00 pm on Saturdays (except holidays). Please bring only those items designated for recycling and place them in the appropriate designated container, please do not place plastic bags in with your items. Please use the curbside pickup whenever possible to prevent an overflow situation at the DPW yard. We do not accept garbage, construction debris, paint or chemicals ECT. Violators will be prosecuted. If you have any questions as to what is acceptable or where you may dispose of items, please refer to your recycling bulletin or call 201- 664-4438. Dedication Ceremony for Bonnabel Park The Environmental Commission announces plans for a springtime dedication ceremony for the borough’s newest park. Bonnabel Park, located along the Hackensack River at Lachmund’s bend on Old Tappan Road, is an environmentally sensitive, riverfront preserve. The Environmental Commission extends its thanks to all the hard-working Bonnabel Park Committee volunteers who helped to make this park a reality for residents today and for future generations. Look for details on the dedication in the next Newsletter and on community bulletin boards. ―Spruce up Old Tappan‖ Throughout the spring, the Environmental Commission and the DPW will collaborate on plans to spruce-up the stream corridors that flow through town-owned property. Oldtappan.net for up-to-date town information Page 3 Old Tappan News 2011 Issue 1 THE OLD TAPPAN POLICE DEPARTMENT… would like to wish everyone a Happy and Healthy New Year for 2011. As you well know, winter weather is upon us and we have already experienced a variety of snow storms. Our resident’s assistance regarding snow removal is very much appreciated. Our Police, Fire and Ambulance personnel need swift and safe access to homes and properties in the event of an emergency. Clearing driveways and sidewalks of snow, ice and other debris enhance our ability to help residents in their time of need. Also, for motorist safety snow and ice must be removed from all vehicles before travelling upon the roadways. NJ Motor Vehicle Traffic Regulation 39:4-77.1 provides for penalties between $200 and $1500 for violation of this statute. Residents are also asked to refrain from placing snow and ice in the roadway after the roadway has been cleared. The OTPD would like to remind all motorists to use extra caution in and around the area of our schools particularly during the time of opening, and the dismissal of students. Please be aware of the presence of our School Crossing Guards and their very important role for keeping the students safe. These dedicated individuals take their responsibilities very seriously and request motorists take time and patience in assisting them keeping students safe. Residents are requested to contact the Old Tappan Police Department as soon as reasonably possible when observing suspicious persons or activity. The OTPD would rather check a report of this type of activity immediately and find out it was nothing, than receive the report a day or two later and find it was indeed very important. The Old Tappan Police Department encourages our residents to be alert with regard to the safety to our community, and appreciates everyone’s assistance in helping us, help you! WANTED: Unpaid, part time emergency medical personnel Requirements: need to be calm and intelligent If you have time during the day and would like working in an urgent care situation, we have something to do that will challenge you. We'll train you to be an Emergency Medical Technician (EMT) and to repay us all you need to do is use your skills as a volunteer in the Old Tappan First Aide Corps riding in our towns modern technologically equipped ambulances. In some instances you'll deal with urgent medical situations but will work with other volunteer EMT's, the police, and firefighters saving lives. There is no pay but the internal satisfaction is unlimited. As of now, the hours are open but our greatest need is during the daytime. WANTED: Unpaid Drivers needed Requirements: License We are looking for drivers who have a clean license, are able to be calm and safe under pressure and be willing to take a 6 hour course (paid for by us) in order to drive our emergency vehicle/ ambulance. While our greatest need is during the daytime hours, there are spots open on at least two evenings and nights. Crutches, wheelchairs, oxygen stands, commodes, and numerous other medical items that could be borrowed instead of purchased or rented. For quick action, contact the OT town hall and they'll redirect your request to us asap. We will also accept this same equipment for donation if it is in good condition, again contact the borough hall. Many know of our loaner program of medical equipment. We have a shortage of quality wheelchairs to loan out and would be willing to accept donation of them and other medical equipment that is in good condition... The Football Team distinguished itself to be the finest team witnessed in Old Tappan and Bergen County bringing honor to themselves and their community. The Golden Knights also claimed the title of Big North Champions and Group III State Champion Finalists. The team distinguished itself both on and off the field with character, athleticism, displaying the very epitome of sportsmanship and team ideals, and giving us all the most exciting season we have ever seen. Jack has been a resident of the Borough of Old Tappan for 30 years; and has served with distinction on the Telecommunications Committee, Golf Commission and the Planning Board of the Borough of Old Tappan. He selflessly offered his experience in technology and expertise in communications bringing Cellular Technology to the Borough of Old Tappan developing a safe telecommunication system while creating much needed revenue for the borough and its residents; and, always a leader, donated the first Automatic External Defibrillator (AED) to The Borough of Old Tappan, once again bringing us into the future. Jack served on the Broad of Education from 1999 to 2005 serving as Vice President from 2001through 2002, and as President to the Board from 2002 through 2005; and, served as a member of the Old Tappan Republican Party, also serving as President of that organization, and in many organizations on behalf of the children of the Borough, most notably as Little League Coach. Jack’s greatest contribution to the community of Old Tappan is his loving wife Cindy, his son Ryan and his daughter Sarah who share in his love of our community. Visit www. Oldtappan.net for up-to-date town information Page 5 Old Tappan News 2011 Issue 1 Summer Outdoor Basketball Old Tappan Basketball is happy to announce its annual summer team program at the following levels of play: Girls: Grades 3/4 Boys: Grades 3/4 Grades 5/6 Grades 5/6 Grades 7/8 Grades 7/8 Registration begins the end of March and continues til the end of May; please look for email announcements. Games are against towns and teams in our area and some travel is required. The season will begin in Mid June and extend through the end of July. Home games at Stone Point Park are a fun setting with large crowds watching all the games. In addition, as every year, there will be both a Boys Basketball Camp and a Girls Basketball Camp at NVOT High School. Announcements for this camp will be sent out once dates are set. Registration will be opened on Community Pass on or about April 15th, 2011 Registration fee per child will be $200.00 This year’s program will include: 1) Entering in 7th and 8th graders are invited to a new Counselor in Transition (CIT) program. This program is designed to give the older camper an opportunity to experience leadership skills that could help them transition to Counselor role in the upcoming years...Details of this program are posted on the oldtappan.net website under Recreation/Golf….Summer Camp 2011 2) Explore Science: This is a high quality program that explores fun science based projects and activities. The campers will attend a different Explore Science program each day (with the exceptions noted below), and participate in different, age appropriate fun science activities. Programs ideas include Bridge Building, Egg Bungee and Catapult, Film Canister Rockets. 3) Camp Groups will be broken into small sub-groups in order to offered age appropriate activities for each group (approx 12 campers per group with one senior and one or two junior counselors); Cubs- will be kindergarten thru 2nd grade and will participate in the following activities: Music Explore Science Playground Field Games Quiet Time Arts and Crafts Wolves will be 3rd grade to 6th grade and will participate in the following: Performing Arts Explore Science Playground Field Games Quiet Time Arts and Crafts Sports CIT will be 7th-8th grade and will participate in Arts and Crafts Explore Science Performing Arts Sport/Field Games After Lunch CIT training and work with groups 4) Counselor training and preparation will continue to improve for 2011. Again, we will have Senior leading each of the groups with either one or two Junior Counselors. We look forward to a fun and successful camp season for 2011…. Oldtappan.net for up-to-date town information Page 6 Old Tappan News 2011 Issue 1 GOLDEN AGE CLUB OF OLD TAPPAN LOCAL ASSISTANCE BOARD If you are a senior age 55 or older and are interested in joining the Old Tappan Does It Again! Golden Age Club where you can meet new friends in Old Tappan, please join us on the first and third Thursday of each month at the Firehouse on the corner of Old Tappan Rd. and Russell Ave at noon. We meet and discuss current information and activities of interest to seniors. We plan trips throughout the year and after our business we play bingo or perhaps cards. In addition each Friday you can attend arm chair yoga at the same location and each month on the third Saturday, ―Zumba the Latin Dance Exercise ― is available for all at 10:30 AM. We also have Pizza and Bingo and Lunch & Learn. Some of these events are sponsored by the Senior Advisory Committee and the Mayor’s Wellness Program though the Board of Health. Blood Pressure screening is scheduled on the third Thursday, our second meeting of each month, at noon. In the future we hope to add line dancing. Stay tuned. There is a trip to Mt. Airy Casino February 23. Call Julie at 201-7689178. Price is $25.00 and you get $40.00 back. On March 24 there will be a trip to the Westchester Dinner Theater in Elmsford NY, a short ride away. To be eligible, a student must have been a resident of Old Tappan for at least two consecutive years immediately prior to graduation. The scholarship is awarded on the basis of scholastic achievement, leadership, activities in and out of school, community involvement, and a personal letter. Spring House Tour to be held on Sunday, May 15, 2011 A Spring House Tour of five fabulous Old Tappan homes will be held on Sunday, May 15, 2011 from 1 to 5 PM. Various interior designers, decorators, stylists, florists, kitchen and garden designers will showcase their styles in these homes, including Neiman Marcus, Ivanka’s, Tyrells Florist, D’Ercole Farms and many more. The Spring House Tour is sponsored by the Woman’s Club of Old Tappan and proceeds will support Gilda’s Club, Shelter Our Sisters, other charities, and local scholarships. Oldtappan.net for up-to-date town information Page 7 On the afternoon of December 16th, the Old Tappan’s Senior Advisory Committee hosted a holiday party for our town’s seniors. In addition to festive seasonal holiday decorations, door prizes, and good company, those who attended enjoyed a roasted chicken dinner with all the trimmings. The twelve member advisory committee meets monthly and is charged with providing programs of interest for our senior residents. Seniors, mark your calendar for our next ―Lunch and Learn‖ event which is scheduled for April 14th .
